The latest Draft MPRRB was released for public comment in October 2006. The main purpose of the Bill is to collect royalties at mines developed in terms of new-order mineral rights granted through the MPRDA process. The transition phase stipulated in the MPRDA will be completed by 1 May 2009, on which date mineral royalties will become payable to the state. The royalty rates stated in the MPRRB differ from mineral to mineral and also depend on the degree of refinement. Gold is the subject of this paper, where the royalty rate ranges from 1.5% (for refined gold) to 3% (for unrefined gold) of sales revenue. This royalty is payable regardless of profit, with a maximum 75% relief for loss-making mines. The purpose of this paper is to establish whether or not it would be necessary for gold mines to adjust their mineral reserve statements as a result of this Bill. The methodology is to add the royalty costs stipulated in the MPRRB to the actual quarterly information for the past ten years as reported by the gold-mine members of the COM. The rationale is to investigate the impact this Bill (in its current form) would have had on gold reserves that must be left unmined in the ground because of a higher pay limit. The results of the study point to a significant impact on reserves available for mining with the subsequent shortening of mine lives and retrenchment of workers. Had the MPRRB been effective for the 10 years prior to 1996, it would have resulted in 46 tonnes of gold being sterilised. Stated alternatively, 30 700 workers at COM gold mines alone would have lost their livelihoods.

The presence of a fractured water-conducting zone (FWCZ) is of significant importance for the safety of underground mining under water bodies. When a coal mining area is covered with a thick layer of alluvial soil, the height, width, and distribution pattern of the FWCZ in the area shows unique features. The internal mechanism by which thick alluvial soil affects the FWCZ is still unknown. Using the Huainan coal mining area (HCMA) in China as a case study, we investigated the impact of thick alluvial soil on the height, width, and distribution pattern of the FWCZ through numerical simulation using the distinct element method, theoretical derivation, and data validation. The results indicate that a thick layer of alluvial soil inhibits the FWCZ height and increases the FWCZ lateral width. When the soil-to-rock ratio is greater than a certain value (the numerical result in this study is 15:18), the FWCZ height and width are affected by the thick alluvium significantly, and the thick alluvial soil alters the shape of the FWCZ from tall and thin to short and wide. The load exerted by the alluvial soil transfers downward to influence the FWCZ; however, this process is obstructed by the hard strata in the bedrock. Therefore, the vertical and lateral change trends show a similar step pattern. Our results can provide a basis for accurate calculation of the FWCZ height in mining areas with thick alluvial soil, to mitigate mine water hazards and increase the safety of underground mining in coal mines covered with a thick alluvium layer. Moreover, reducing the FWCZ height can help extend the upper extraction limit in coal mines covered with a thick alluvium layer, which reduces the thickness of the impermeable coal pillar and increases coal production.

Skorpion Zinc operates a solvent extraction/electrowinning zinc plant producing over 150 000 t/a of special high grade (SHG) zinc (>99.995% Zn). In the current flow sheet copper and cadmium are cemented from the neutral leach solution using zinc powder, to prevent galvanic corrosion of plant equipment and build-up of copper in plant solutions. This process is effective but unfortunately consumes expensive zinc dust and produces a low value copper product. The EMEW® (Electrometals electrowinning) technology of Electrometals Technologies Ltd. uses a rapid flow of electrolyte through a cylindrical cell to deposit copper or other metals from dilute solution (less than 1 g/L) [1]. The copper can be deposited as powder or may be harvested as a tubular cathode product. The advantage of the use of EMEW® technology at Skorpion Zinc will be to eliminate the use of expensive zinc dust and to produce a high value copper product for sale. Following extensive bench test work, a piloting campaign was carried out at Skorpion Zinc. The tests demonstrated the ability of the EMEW® cell to effectively remove copper from solution through direct electrowinning at lower operating cost than cementation. We consider the Grubbs estimation of the precision of an online gauge. Typically, this type of estimation involves independent results from two or more reference instruments (sampling and laboratory analysis operations). The properties of the estimator are then independent of the product variability. However, the use of more than one reference instrument entails significant additional costs. The two-instrument Grubbs estimator, which is based on results from a gauge and a single reference instrument, has the disadvantage that its standard error is heavily dependent on the degree of product variability. We propose a new estimator that has a variance that is more or less independent of product variability. In fact, the variance is typically less than that of the Grubbs estimator based on the use of two reference instruments. In order to function successfully, our methodology requires some prior knowledge of the extent of product variability and of gauge precision. In practice, such prior knowledge is often available and it is a weakness of the traditional two - and three-instrument Grubbs methods that no use is made of such knowledge. The efficacy and robustness of the new method is illustrated by Monte Carlo simulation.

Xstrata?s Lion Project is underway, with commissioning expected in the third quarter of 2006. The new smelter will utilize Xstrata?s patented Premus process, and the competitiveness of the Premus process is discussed.

The energy consumption and recovery of chromium are important economic factors in ferrochrome production. Outokumpu has a lot of experience of the reduction behavior of the sintered pellets in industrial-scale furnaces and also on the grounds of numerous laboratory and pilot-scale investigations. Sintered pellets have shown a superiority over lumpy ore and briquettes made of the same chromite grade. The good performance of the pellets has also resulted in investigations on the reasons for such a performance. In this study, the factors affecting pellet behavior in smelting furnace were investigated. This study is divided into two sections, i.e. the investigations were on the factors affecting solid state reduction and on the factors affecting reduction under melting. These tests were performed by means of thermo gravimetry and by smelting tests. The correlation between the pellet characteristics and reduction behavior was shown and its influence on industrial-scale furnaces was discussed. Factors worth of consideration are for instance, the extent of oxidation during sintering, slag formation and chemistry in respect of molten state reduction, and the grain size of the chromite mineral in the raw material in respect of kinetic reasons (retention time in smelting).

The bulk of high carbon ferromanganese produced in India continue to have more than 0.35% phosphorus since they are produced by carbothermic reduction process. The low phosphorus manganese ores are depleting fast and ferromanganese manufacturers will have no option but to use medium and low grade ores having high phosphorus content resulting in high phosphorus in the product. A systematic study was taken up at NML to solve this problem. Initially, a thermodynamic analysis was carried out for which Ba-P-O ternary predominance diagrams were constructed at several temperatures to predict the most suitable conditions for selective removal of phosphorus from high carbon ferromanganese. These conditions required a usage of a flux having a high level of basicity, moderate oxygen potential as well as low melting temperature. The experimental results showed that it was possible to remove phosphorus from high carbon liquid ferromanganese from 0.56%to 0.18% using BaCO3 based fluxes at the rate of 16-wt% of the ferromanganese charged. However, the Mn loss varied in the range of 2-5%. The objective of the subsequent study carried out at the laboratory scale was to optimize the flux consumption as well as minimize the Mn loss with effective dephosphorization by using BaO based calcined pellets instead of BaCO3 based powders. It was felt that the handling of pellets under plant conditions would be easier and also eliminate the loss of flux as a dust, which occurs when powder is added. These pellets were forced towards the bottom of the melt for better efficiency. For this purpose, a plunging system was designed and fabricated in-house that helped in reducing the flux consumption to less than 5% and also improved the kinetics of the process. The desired results were achieved within 10 minutes of the addition of the flux. The know-how is ready for transfer to interested parties and authors are willing to conduct large scale trials with them.

Eramet and Tinfos are two producers of manganese alloys in Norway, which have worked hard for several decades to improve both the internal and external environment. Furnaces producing ferro- and silico- manganese alloys generate large amounts of off-gas that contains substantial amounts of dust, heavy metals and organic by-products. The dust is separated from the gas in venturi scrubbers by washing with water. The water is cleaned and recirculated, and the surplus water coming from moisture in the raw materials, is discharged to the adjacent fjords after further treatment. Emission figures show that the discharge of suspended solids, manganese, zinc and PAH (polycyclic aromatic hydrocarbons) have been reduced substantially over the last three decades as a result of process improvements and installation of state of the art environmental control measures. The two plants were the first world wide to install mercury cleaning of the off-gases from the furnaces. Mercury emission reduction has exceeded 90%. Concerning other environmental issues, such as utilisation of off-gases for energy recovery and chemical purposes, both plants have achieved good results. Major effort in the environmental work has come from the plants themselves, but other players like FFF, The Norwegian Ferroalloy Producers Research Association, and SFT, The Norwegian Pollution Control Authority, have contributed to the achieved results.

Keywords: Pyrometallurgy, steel, hearth, blast furnace The Mittal Steel Company operates about 36 blast furnaces on four continents. Furnaces range from 1100 m3 to 4800 m3 inner volume. The focus of the group is to push for increasing productivity and increasing campaign life. This has been especially challenging, as many of these furnaces were not equipped for long campaigns during their prior rebuilds. Monitoring and operating practices have to be modified to match the new philosophy. Mid-campaign hearth repair strategies and hearth design philosophies have had to be reconsidered. The paper describes experiences with the current hearth designs and measures taken for hearth life extension. Additionally, the philosophy of recent hearth re-designs is discussed.

Casting, cooling and crushing/sieving of ferroalloys has followed a well-established pattern in the whole ferroalloys industry for many years. Usually liquid metal or alloys are cast into flat open moulds of various shapes and forms, and after solidification the product is removed from such mould to further cool down to a temperature where subsequent handling steps are feasible. Common to all mechanical product fractioning is the generation of dust and fine size material with lower product value. For almost 10 years, Bécancour Silicon has investigated alternative roads to improve technology and/or reduce or solve problems related to those disadvantages. Since 1995 Bécancour Silicon operates a special silicon granulation plant targeted to product for the chemical treatment/conversion of silicon for silicones production. Prior to the development of the granulation process, various systems had been evaluated, among others the vibrating casting bed, now in operation elsewhere but judged inappropriate because of the tapping volumes to be handled at Bécancour Silicon and other disadvantages. After evaluation of all aspects of heat transfer, radiation, and conductivity in relation to transfer media and within the product, a novel system was designed and built.

In research various desorbents were used to desorb the following rare-earth metals from Purosorb 140 cation exchanger, i.e. ammonium chloride; ammonium sulfate; a mixture of nitric acid and ammonium nitrate; a mixture of hydrochloric acid and ammonium chloride; a mixture of sulfuric acid and ammonium sulfate. It was established that a solution containing 30 g/dm3 of H2SO4 + 300 g/dm3 of (NH4) 2SO4 is the most optimal desorbing solution to desorb REMs from macroporous Purosorb 140 cation exchanger impregnated with rare-earth metals from industrial dihydrate wet-process phosphoric acid. It was established that the residual REM content in the cation exchanger decreased from 0.89 to 0.10 wt. % with an increase in the ammonium sulfate concentration from 10 to 400 g/dm3. Technological desorption regimes for rare-earth metals from cation exchanger were developed. The optimal conditions were determined to desorb rare-earth metals from the Purosorb 140 cation exchanger, particularly temperature 25°C; L:S ratio = (0.8 ÷ 1.1):1; duration = 1.0-1.5 hours. Performance prediction models for partial face mechanical excavators, when developed in laboratory conditions, depend on relating the results of a set of rock property tests and indices to specific cutting energy (SE) for various rock types. There exist some studies in the literature aiming to correlate the geotechnical properties of intact rocks with the SE, especially for massive and widely jointed rock environments. However, those including direct and/or indirect measures of rock fracture parameters such as rock brittleness and fracture toughness, along with the other rock parameters expressing different aspects of rock behavior under drag tools (picks), are rather limited. With this study, it was aimed to investigate the relationships between the indirect measures of rock brittleness and fracture toughness and the SE depending on the results of a new and two previous linear rock cutting programmes. Relationships between the SE, rock strength parameters, and the rock index tests have also been investigated in this study. Sandstone samples taken from the different fields around Ankara, Turkey were used in the new testing programme. Detailed mineralogical analyses, petrographic studies, and rock mechanics and rock cutting tests were performed on these selected sandstone specimens. The assessment of rock cuttability was based on the SE. Three different brittleness indices (B1, B2, andB4) were calculated for sandstones samples, whereas a toughness index (Ti), being developed by Atkinson et al.1, was employed to represent the indirect rock fracture toughness. The relationships between the SE and the large amounts of new data obtained from the mineralogical analyses, petrographic studies, rock mechanics, and linear rock cutting tests were evaluated by using bivariate correlation and curve fitting techniques, variance analysis, and Student?s t-test. Rock cutting and rock property testing data that came from well-known studies of McFeat-Smith and Fowell2andRoxborough and Philips3have also been employed in statistical analyses together with the new data. Laboratory tests and subsequent analyses revealed that there were close correlations between the SE and B4 whereas no statistically significant correlation has been found between the SE and Ti. Uniaxial compressive and Brazilian tensile strengths and Shore scleroscope hardness of sandstones also exhibited strong relationships with the SE. NCB cone indenter test had the greatest influence on the SE among the other engineering properties of rocks, confirming the previous studies in rock cutting and mechanical excavation. Therefore, it was recommended to employ easy-to-use index tests of NCB cone indenter and Shore scleroscope in the estimation of laboratory SE of sandstones ranging from very low to high strengths in the absence of a rock cutting rig to measure it until the easy-to-use universal measures of the rock brittleness and especially the rock fracture toughness, being an intrinsic rock property, are developed.

Metal dusting is a corrosion phenomenon that occurs in strongly carburizing gas atmospheres at elevated temperatures. Reaction kinetics and product characterizations of Alloys 602CA and 800 were examined by scanning electron microscopy with energy dispersive X-ray analysis (SEM-EDX) and X-ray diffraction (XRD).The results showed that Alloy 602CA is more resistant to metal dusting than Alloy 800. Visual examination and SEM surface analysis showed that Alloy 800 suffered metal dusting attack after a relatively short exposure period. The amount of coke deposits increased on Alloy 800 with increased exposure from 96 to 336 hours. X-ray diffraction on the reacted surfaces identified graphite and austenite in both alloys and some iron oxides/spinel for Alloy 800.

The mining and mineral concentration of Cu-Ni-PGM sulfide ores in South Africa occurs in semiarid regions. The scarcity and availability of water resources in these regions has become one of the biggest challenges facing mineral concentrators.S Owing to this challenge, concentrators have to find ways through which they can manage and control their water usage. Recycling and re-use of process water in mineral concentrators has therefore become common practice. This practice is beneficial in that it reduces reliance on municipal water, harnesses compliance to stringent environmental regulations on water usage, and it also offers a better response to the Sustainable Development Goals. This could however be somewhat concerning to the operator as recirculated water often has higher concentrations of ions compared to fresh or potable water. The unintended change in the process water quality may potentially affect critical aspects of flotation such as the stability of the froth. This has led to the need to find those process water ions that have the greatest impact on froth stability. Thus, this paper investigates the effect of various ions common in process water of a typical Cu-Ni-PGM concentrator on froth stability. Bubble size, water recoveries, foam height, and dynamic froth stability in both twophase and three-phase flotation systems are used as proxies for froth stability. Findings of this study are deemed crucial towards the development of a process water management protocol in sulfidic Cu-Ni- PGM ore concentrators. In the submerged arc production of ferromanganese, sillicomanganese and ferrochromium, the coke bed characteristics play an important role. The basic mechanisms of electric current conduction in the coke be dare not yet fully understood, but important parameters are the material resistivity of coke and the contact resistance between the coke particles. Preliminary tests indicate that the contact resistance is of great importance to the bulk resistance of the coke bed. An apparatus measuring the material resistivity and contact resistance of carbon materials has been developed. Both graphite and industrial coke have been tested. The material resistivity tests were performed on single particles to ensure that the effects of pores and cracks were included and the contact resistances were excluded. Two geometries were tested to obtain the contribution of the contact resistance to the total resistance of two connecting particles. The tests were performed in an inert atmosphere at temperatures and current levels found in industrial submerged arc furnaces. The results show that the method has a satisfactory reproducibility. It was found that the contact resistance is about 10 times higher than the resistance of the material when two particles are in perfect contact and that the resistivity of SSAB coke is more than 10 times higher than that of the graphite at room temperature, but with increasing temperature the difference decreases. For SSAB coke the general trend is that both the resistivity and the contact resistance decrease with increasing temperature.

The minerals Industry carries out over US$ 2 billion of R&D annually. The R&D is performed at three levels ? in house research facilities; on a one-on-one basis with a research provider; as syndicated (collaborative) research. The key to a successful R&D programme is project selection. It is suggested that at this time of ?bounty? for the minerals industry the research portfolio should contain some ?blue sky? but potentially long term significantly beneficial projects. This said, the projects should align the technical concepts with the business imperatives. AMIRA has found the ?Road Map? concept has assisted in defining areas for R&D. Examples of this methodology using a Copper Road Map developed by AMIRA for the copper producers operating in South America is presented. The benefits derived from syndicated research are also discussed.

Data used for the analysis are actual plant data collected over the past two years of operation. Facts obtained from the study will be helpful for smelter management to control these components in the flash smelting furnace feed and slag, to levels which will enable better control of copper in slag, and smoother operation of the KCM slag-cleaning furnace.

This paper summarises the strategy for selection between a two module coal plant incorporating large, but less equipment, and a three module coal plant with more but smaller equipment. The two options were evaluated in terms of three main categories: ? Size ? size of the equipment and the effect on the process efficiency as well as the difference in physical dimensions of the plant to accommodate the larger equipment; ? Cost ? capital savings between a two and a three module plant, processing the same ROM (run-of-mine) tons per hour (t/hr); and ? Practicality ? in terms of constructability of the plant, safety of using larger equipment and maintainability of the equipment. Decisions that were taken to reduce the risk associated with size, cost and practicality on the chosen option of a two module plant will be highlighted.

In this study, potassium ferrocyanide, a non-toxic cyanide precursor in dark and diffuse reflection environments, was applied as a reagent for the leaching of gold. The free cyanide ions were gradually released from the potassium ferrocyanide solution under the ultraviolet light. Orthogonal leaching experiments were performed in gold ore to analyse the effect of solution pH, potassium ferrocyanide dosage, and temperature in potassium ferrocyanide solution system under UV light. Response surface methodology (RSM) was applied to explore the role of potassium ferrocyanide in gold leaching, Optimised results showed that the gold recovery reached 67.74% in a high-alkaline environment at a 12.6 pH, 3.8 kg/t potassium ferrocyanide dosage, 62°C, and irradiance of 10mW/cm-2. The gold leaching kinetics was monitored by quartz crystal microbalance with dissipation (QCM-D) of potassium ferrocyanide solution. The results indicate that the gold extraction process consists of two processes: adsorption and leaching, and a rigid adsorption layer formed on the reaction surface. Furthermore, Xray photoelectron spectroscopy (XPS) analysis of the gold sensor surface after leaching reaction showed that -C≡N appears on the gold sensor surface, and the gold is oxidised to form AuCN complexes.
