The estimation of the spatial variation of the b-value of the Gutenberg- Richter relationship is important for both the general interpretation of the mechanism of rock mass response and seismic hazard assessment. The interpretation of b-value as a parameter of rock mass response is discussed in this paper. The methods applied to evaluate the spatial variation of b-value and the algorithm for obtaining the magnitude of completeness and b-value for subsets of data are presented with some verification analyses. The algorithms presented enable the automation of a spatial evaluation of b-value.

"An ideal procedure to determine the limits of flotation-based separation, as is the case with washability analysis for density separation, does not exist. Therefore, a procedure called release analysis, considered to be the counterpart of the washability process in density separation, was developed to evaluate the flotation characteristics of coal fines. Since flotation is a complex process it is necessary to know the maximum recoverable yield that could be achieved at a target ash level and what could be obtained by release analysis. Due to a number of limitations in the initial procedures, modifications were recommended by various researchers to generate an optimum separation curve. This paper presents a review of, and a discussion on, the chronological evolution of release analysis methodology over the decades. Notwithstanding the availability of a standardized release analysis procedure, such as BS 7530, the paper highlights the critical parameters involved in the procedures, such as coal type, feed characteristics, choice of reagents and dosage, operator bias, and design features of the flotation cell IntroductionCoal is a heterogeneous substance consisting of various combustible constituents (macerals) and associated mineral matter. The kind and abundance of the various macerals present in the coal, such as vitrinite, semivitrinite, exinite, and inertinite, determine the type of coal. As macerals are formed by biological degradation of different parts of the plant material, they have different properties based on their original composition. Coal cleaning processes are dependent on the differences in physical properties between the coal components (the macerals) and also between the macerals and the mineral matter. Thus the cleaning characteristics of the coal might vary from one type to the next. The cleaning processes influence the distribution and the concentration of macerals in the various size and density fractions of the cleaned product."

In a gravity separation device, particle shape, size and density all play a role. The combination of these determines where each individual particle reports to in the viscous fluid, where particle crowding (solids to water ratio) also plays a role. To understand the performance of gravity separation devices in the heavy mineral industry, these particle characteristics need to be measured. There are various challenges in analysing particle density and particle size simultaneously for the purpose of quantifying gravity separator performance, not to mention particle shape. These analytical challenges include the high cost of high-density sink-float fractionation, toxicity of high-density sink-float media, inability of sink-float media to fractionate at densities greater than 4.0 g/cm3, and the time-intensive nature of these fractionations. The use of the detailed particle-by-particle output from Qemscan® particle mineral analyses (PMA) as a fast and cost-effective alternative is evaluated. The size and density outputs from the Qemscan® were employed to characterize the performance of a heavy mineral spiral concentrator as an example. The Annual General Meeting of the Institute was held in Kelvin House, Johannesburg, on Wednesday, August 14th, 1974. Mr P. W. J. van Rensburg (President) was in the Chair. As you know, there were a number of other deaths during the year, which were reported at previous General Meetings of the Institute. WELCOME The President: It is a very pleasant duty for me to welcome many members of our Institute and our guests, among whom we are particularly pleased to see the President of the Chamber of Mines, Mr Dolf Schumann, who is also Honorary President of this Institute. Mr Schumann, we are extremely pleased to have you with us today. And, we welcome an old friend of ours, Mr Dillon, Minister of Mines in Rhodesia, who has come down for our Annual General Meeting. Mr Dillon, we are very, very pleased to see you here this evening, and we look forward to seeing Mrs Dillon a little later. And we have with us, too, the presidents or representatives of many of our sister and brother associations, institutes, and societies. In particular, we welcome Mr Mike Gericke, President of the South African Council of Professional Engineers, and Professor Midgley, President of A. S. and T. S. We are also pleased to welcome the Presidents of the Mechanical Engineers, Electrical Engineers, Certificated Mechanical and Electrical Engineers, the Civil Engineers, the Joint Council of Scientific Societies, the Mine Ventilation Society, the South African Association of Consulting Engineers, the Association of Mine Managers, the Institute of Foundrymen, the Institute of Welding, the Federation of Societies of Professional Engineers, Mine Surveyors, Production Engineers (London), and the Institute of Production Engineering. We are very glad, too, to have with us a visitor from England, Professor Raynor and Mrs Raynor. Professor Raynor is Professor of Metallurgy at Birmingham University, and a very well-known metallurgist in Britain. We also have with us the Chairman of the Ferro-Alloys Association. ANNUAL REPORTOFTHE COUNCILAND ACCOUNTS FOR THE YEAR ENDED 30th JUNE, 1970 The President: 'I now have pleasure in presenting to you, the Annual Report and Statement of Accounts for the year ended June, 1970. These have been handed to you this afternoon and, as is customary, I propose they be taken as read. Before moving their adoption, however, I would like to refer to some of the salient features, leaving as is usual, the task of dealing with the finances, to our Honorary Treasurer. It is encouraging that membership has continued to grow, and now stands at 1,613, an increase of 61 over last year's total. Your Council, however, is aware that there are still people in our mining and metallurgical industries, who could qualify for membership, but who have not yet joined the Institute. A drive to increase membership was accordingly organised, and members of Council were given the responsibility for campaigning in sections of industry, and for publicising the objectives and advantages of belonging to the Institute. Up to now there has not been much reaction to this campaign, but I hope we will see results in the coming year. At the same time, Council has recognised the need for change in the conduct of the Institute's affairs in order to meet the changing needs of our membership. Our members, both mining and metallurgical, are in the first place, geographically more widely dispersed than they used to be, and secondly, with the growth of the metallurgical industry, their technical interests are now more diversified. The Institute must cope with these changing needs if we are to continue to perform a useful function. The

FINANCE The annual accounts, which are attached to this report, show an excess of expenditure over income of R2,124, compared with an excess of income over expenditure of R4,218 last year. There are a number of reasons for this substantial change. There was a loss on realization of investments compared with a substantial surplus in recent years. The publication of the Journal once again resulted in a large loss in spite of a generous subvention of R2,000 from the Department of Cultural Affairs and other assistance amounting to R750. The revenue from sales of publications was down considerably. This is a figure which fluctuates considerably from year to year. The secretarial fee was considerably higher than previously. Due to pressure of work it was necessary for the Secretary to relinquish his duties with the Institute of Land Surveyors and, therefore, for this Institute to assume the additional staff costs involved. Finally there was unusual expenditure on the 75th Anniversary celebrations. There was a pleasing increase in revenue from subscriptions, due to the steadily increasing membership, but this was quite inadequate to cover the substantial increases in expenditure and losses in revenue mentioned above. The changes that have been effected in the arrangements for the publication of the Journal have been mentioned elsewhere in this report. It is expected that these will bring about substantial financial benefits in the long term. The MacArthur Forrest Memorial Fund shows an excess of income over expenditure of Rl00 and the total fund was therefore increased by this amount to R4,206. The balance sheet indicates that the market value of quoted shares and debentures increased during the year from R8,755 to R13,059, while the Accumulated Funds now amount to R22,567 as against R24,691 last year. MEMBERSHIP Fifty-six Members, fifty-five Associate Members, thirteen Graduates, twenty-two Affiliates and twenty- nine Students were elected during the year. In making this change it will conform to more general practice today in regard to publications and this should effect certain economies and facilitate selling of advertising space. It has been arranged that in future the publication of the Journal, including advertisement sales, will be handled by Kelvin Publications (Pty.) Ltd. who are already doing this work satisfactorily for the Mechanical and Electrical Engineering Institutes. In making these changes the opportunity was taken of redesigning the outer cover of the Journal to incorporate the new coat of arms. The Presidential Address by Mr R. C. J. FINANCE The annual accounts, which are attached to this report, show an excess of income over expenditure of R5 051 compared with an excess of expenditure over income last year of R4 608. This major reversal of fortunes is due in the first instance, of course, to the increased subscriptions. There were, however, other important contributors, particularly sales of the Proceedings of the Symposium on Open Pit Mining and profits on the operation of symposia and colloquia. It would appear from a study of the accounts that there has been a substantial drop in expenditure on secretarial fees. In actual fact, however, our total expenditure on secretarial fees was higher. A portion of this expenditure was charged against the administration of the Symposium on Open Pit Mining and, in addition, the charge against the Journal accounts for secretarial fees was increased. It will be recalled that in last year's annual report it was mentioned that subsequent to the new arrangement for publication of the Journal, the expected improvement in the finances of the Journal had been slow in materialising. After a total period of 18 months there was still no sign of improvement and it was accordingly decided to end the arrangement. As a result, the drain on the finances of the Institute was considerably lessened in the second half of the year. During the course of the year Council became concerned about the rapid depletion of our accumulated funds and gave careful and detailed attention to all aspects of the Institute's financial affairs. Particular attention was given to: 1. The fact that the Institute does not have a solid financial backing and must appeal for funds every time any special event such as a symposium is held. 2. The responsibilities of the Institute to the profession and the community, with particular reference to the desirability of establishing Institute bursaries and participating in other educational activities. 3. The rapidly rising cost of living. 4. The immediate financial position of the Institute. 5. The rapidly increasing cost of publishing the Journal due to the increasing number of papers available. In the meantime the immediate financial position of the Institute has improved but as this is due largely to non-recurring or irregular items of revenue, it should not be given undue weight. After careful consideration it was decided that an appeal should be made to industry for financial assistance, which would be used to cover the cost of symposia and other unusual expenditure and also, if possible, to build up the capital resources of the Institute so that there is a solid foundation for the future. Before appealing to industry, Council wished to be quite certain that there could be no criticism of the Institute for not having done our best in a personal capacity. Furthermore, Council examined many comparative statistics, including those circulated to members, which showed that, while expenditure per member has risen at an average annual rate of 7,5% over the last fifteen years, subscription revenue per member has risen at only 3,4% per annum. It was with this background that your Council decided to raise the subscriptions. Initial approaches have been made to the big mining groups and there has been a very generous response, although the details of how financial assistance will be provided have not yet been worked out. It seems likely that some form of affiliated company membership will be the most suitable method of achieving this. When these details have been fixed, it is the intention to extend the appeal to all corners of the mining industry as well as manufacturing and metallurgical industries. It is believed that these measures will ensure that the finances of the Institute are placed on a firm foundation on which the expanding activities can be planned. The MacArthur Forrest Memorial Fund shows an excess of income over expenditure of R73 and the total fund was, therefore, increased by this amount to R4 411. The balance sheet shows that the market value of quoted shares and debentures increased during the year fron R6 540 to R9 160. The market value is now almost exactly the same as the book value. Accumulated funds now amount to R23 010 compared with R17 959 a year ago.

FINANCE The annual accounts, which are attached to this report, show an excess of expenditure over income of R4,608 compared with R2,124 last year. This deterioration can be attributed largely to two important factors, namely an increase in secretarial fees of RI, 789 and an increase in the loss on the Journal from R2,343 to R3,508. In addition, our contribution to the expenses of the Federation of Societies of Professional Engineers increased by R607 from R549 to R1,156. The increase in secretarial fees is partly due to our increased demand for services and partly to increased salaries. In order to maintain its essential services it has been necessary for the A.S. & T.S. to increase salaries in order to keep pace with commerce and industry. With regard to the Journal, we did not expect immediate dramatic results from the changes that were effected as from the beginning of last year in the arrangements for publication. However, the improvement has been even slower in materialising than we expected. This situation is being watched carefully and we will not hesitate to make further changes if necessary. It became clear early in the year that the financial position was deteriorating and your Council decided that it was essential to meet the situation by raising subscriptions and entrance fees. At the same time it was decided that there are no grounds for a distinction between Town and Country members and that in future the scale for the compounding of subscriptions should be based on anticipated future membership, rather than past membership. These changes have had only a minor effect on the accounts under consideration. The MacArthur Forrest Memorial Fund shows an excess of income over expenditure of R132 and the total fund was, therefore, increased by this amount to R4,338. The balance sheet shows that the market value of quoted shares and debentures decreased during the year from R13,059 to R6,567, while accumulated funds now amount to R17,959 compared with R22,567 last year. It will also be noted that we are holding R25,844 on behalf of the Symposium on Opencast Mining. MEMBERSHIP DRIVE A committee was established to organise a drive for membership as it was felt that there are numbers of persons in our mining and metallurgical industries who are not yet members but who qualify for membership. Members of the committee were allocated responsibility for campaigning in sections of industry and for publicising the aims, objectives and advantages of belonging to the Institute.

The Annual General Meeting of the Institute was held in Kelvin House, Johannesburg, on Wednesday, 26th August, 1970, at 4.15 p.m. Mr. J. K. E. Douglas (President) was in the Chair. There were also present sixty-three Fellows, thirty-five Members, one Graduate, eight Associates, five Students and nineteen Visitors, making a total of one hundred and thirty-two. The President declared the meeting open at 4.20 p.m. OBITUARIES The President: 'It is my sad duty to announce the deaths of the following members of the Institute. Dr J. A. Papenfus, Fellow, who joined the Institute in 1942 and passed away on the 28th of May, 1970. Mr D. G. Beadle, Fellow, who joined the Institute in 1946 and passed away on the 17th of June, 1970. Gentlemen, Derek Beadle was very well known in this Institute. His papers on dust will be remembered and, at the time of his untimely death, he was one of our assistant editors. ANNUAL REPORTOFTHE COUNCILAND ACCOUNTS FOR THE YEAR ENDED 30th JUNE, 1970 The President: 'I now have pleasure in presenting to you, the Annual Report and Statement of Accounts for the year ended June, 1970. These have been handed to you this afternoon and, as is customary, I propose they be taken as read. Before moving their adoption, however, I would like to refer to some of the salient features, leaving as is usual, the task of dealing with the finances, to our Honorary Treasurer. It is encouraging that membership has continued to grow, and now stands at 1,613, an increase of 61 over last year's total. Your Council, however, is aware that there are still people in our mining and metallurgical industries, who could qualify for membership, but who have not yet joined the Institute. A drive to increase membership was accordingly organised, and members of Council were given the responsibility for campaigning in sections of industry, and for publicising the objectives and advantages of belonging to the Institute. Up to now there has not been much reaction to this campaign, but I hope we will see results in the coming year. At the same time, Council has recognised the need for change in the conduct of the Institute's affairs in order to meet the changing needs of our membership. Our members, both mining and metallurgical, are in the first place, geographically more widely dispersed than they used to be, and secondly, with the growth of the metallurgical industry, their technical interests are now more diversified. The Institute must cope with these changing needs if we are to continue to perform a useful function. The

The newly implemented mineral law framework exacerbated the need to clarify the roles and responsibilities of mine and land surveyors in the preparation and registration of plans and diagrams. The main concern is that survey tasks may be performed by persons who are not considered competent under the different laws. The methodology used was to analyse historic and present legislation on the issue in order to formulate a narrow interpretation of the current requirements. The major findings are tabulated to present a summary of who is responsible for which areas of survey.

South Africa?s Northern Cape Province houses a variety of gemstone minerals. Diamonds remain the primary gemstone in the province, but there are also tiger?s eye, sugilite, rose quartz, jasper, amethyst, amazonite, tourmaline, and topaz deposits. This paper gives an overview of the tiger?s eye (TE) mining sector in the Northern Cape, with the objective of assessing the potential of TE to contribute to job creation and poverty alleviation in the province. Mining of TE started in 1803, but gained momentum during the 1960s. Mining is conducted on a small-scale basis, and in most cases without any legal framework. The majority of the residents are not benefiting from TE. It has been reported that an estimated R700 000 to R800 000 worth of TE is leaving the country every week through illegal trading. The potential for TE mining to contribute to socioeconomic development is hindered by illegal operations, lack of technical skills and knowledge, exploitation by dealers, lack of market information, community rivalries, and absence of value addition. A multi-stakeholder approach is needed to formalize the sector and reap the benefits. Mintek is spearheading a TE project in the Prieska area of the Northern Cape, which aims to establish a gemmological centre where TE can be beneficiated into saleable and high-value products..

This article explores the Fray Farthing Chen (FFC) Cambridge process, a novel method for the electrochemical deoxidation of metal oxides in molten salt, discovered at the University of Cambridge in 1997. The process was hailed as a highly promising, potentially low cost, novel method for the production of titanium metal direct from its oxides. The article should inform researchers in the field of some of the challenges in the commercialization of a novel, high profile process involving multiple stakeholders. The author, former senior process engineer at British Titanium Plc, the company originally tasked with commercializing titanium production via the FFC Cambridge process, reviews the latest literature and discusses past and present progress in the pursuit of low cost titanium metal via this process. This paper describes two cases of corrosion that occurred in dry-process, rotary, cement-clinker kilns. In the case of the kiln with five pre-heater stages, the attack occurred primarily from sulphates that probably originated in the raw feed and fuel being used in the plant and that penetrated the refractory lining. The corrosion was similar to ash-deposit corrosion often observed in steam boilers. In the second case the plant consisted of a long dry kiln with a single pre-heater fitted to the feed-end. In this case the corrosion could be ascribed to alkali chloride penetration through the refractory-brick lining and subsequent hot corrosion of the kiln shell.

The semi-solid metal casting process results in a unique solidification path. The microstructural features that were identified during the characterization of the as-cast microstructure, were used as evidence of the process history in order to determine the solidification path followed during the evolution of the microstructure. The morphology of the grains was characterized using SEM and the extent and distribution of the elemental segregation within the grain structure was analysed using EDS. Smelting or converting of sulphide concentrates and mattes in a batch operation presents a challenge when directing the off- gas to a conventional acid plant. The Hindustan Zinc Ltd. (a division of the Vedanta Group of companies) Chanderia Lead Zinc smelter was presented with such a challenge that was met with the adoption of the Cansolv® SO2 Scrubbing System. The Ausmelt top submerged lance technology used at Hindustan Zinc generates a furnace gas stream that containsbetween 0.1 vol% and 12 vol% SO2 during the three stages of batch smelting. Cansolv® SO2 Scrubbing Technology captures the SO2 to ensure that treated flue gas exits the facility at a concentration below 100 ppmv SO2 and it releases SO2 in a controlled fashion, to more closely match the needs of the existing acid plant. The application of a regenerable scrubbing system to capture SO2 from a batch-operated furnace and convert it to acid in a conventional acid plant was a first of its kind in the world. This paper provides an update on the design and operation of the Hindustan Zinc SO2 recovery system and suggests two improvements to the basic flow sheet that optimize the cost of SO2 scrubbing further.

Detailed monitoring of the response of the rock mass between rockbolt reinforcement units subjected to a simulated seismic source has been successfully conducted. This work has shown the increase in amplification of the Peak Particle Velocity (PPV) with distance from a rock bolt unit, and, a minimum PPV for rockburst damage for the given site characteristics. This understanding, at this site, will allow the design of a suitable rock bolt spacing to prevent unravelling of the rock mass between the rock bolt units for a given level of seismicity. Or, alternatively, an estimation of the requirement for a suitable fabric support system, for the anticipated level of seismicity, can be made.

A chlorination pilot plant having capacity to produce 5?10 kg/hr of titanium tetrachloride is in operation at the chlorination facility in Mintek. The bubbling fluid bed chlorination plant can be operated in batch and/or continuous process to study the chlorination kinetics of various feedstocks. The chlorination of titaniferrous ores to produce titanium tetrachloride (TiCl4) was carried out during the commissioning of the pilot plant and also as part of the titanium programme carried out at Mintek. TiCl4 is a basic raw material for producing commercial titanium dioxide pigment and titanium metal. This paper discusses the challenges faced during the commissioning and operation of the chlorination pilot plant. It also discusses the effect on the auxiliary facilities and instrumentation as a result of the harsh operating conditions of +1000°C and use of corrosive gases like chlorine and titanium tetrachloride. It discusses the effect of physico-chemical properties of the titanium tetrachloride and iron chlorides. The effect on the chlorinator refractory lining due to heating and cooling of the chlorinator is also discussed. Besides the special provisions made during the design of the chlorinator, this paper also discusses the operational experience and possible solutions to be implemented in future. With the arrival of the Spanish in the early 1700s, platinum was labelled a nuisance for the Spanish in their quest for alluvial gold because it concentrated with the gold and had to be removed by either extended amalgamation or by hand sorting. It was at this time that platinum received the root of its current name for the Spanish referred to it as platina del Pinto, platina being the somewhat derogatory diminutive of plata (silver). Pinto was a river in Colombia where the Spanish first distinguished it. The English eventually adopted ?platina? and it is only in recent times that the Latin name platinum has been accepted as the metal?s common English name. From its first introduction to European scientists in 1740, platinum was unappreciated because of its brittle nature and difficulty of working and as a result had little commercial value. Its ability to be dissolved in gold did lead to some counterfeiting of gold bullion and even to the debasement of gold currency.
