The distinction between real estate ownership and that of interests in the property is fundamental to the appraisal of mineral properties. This distinction affects the nature and understanding of security of tenure and, consequently, the perception of what constitutes fair value. Legal matters are a particular concern because of their influence on security of tenure, ownership definition and use restrictions. The dynamics of the market and the complex interrelationships between the factors of production define value at a specific point in time for the bundle of rights, interests and assets that constitute a mineral property. Because each mineral property is unique, physically immobile and of a wasting nature, its usefulness to its owner and society must be optimized. The US Appraisal Institute (2001) classified the forces that affect land use as the cultural, political and economic attitudes of society. These forces culminate in laws that often dictate the purposes for doing appraisals. Once the legal definition of the asset is understood, valuers can decide on the valuation process that will support the final valuation approach.

The DEEPMINE Collaborative Research Programme was established to create the technological and human resources platform that would make it possible to mine gold safely and profitably at depths of 3 to 5 km. The DEEPMINE Programme has four goals: to acquire knowledge of and develop appropriate technology for new ultra-deep level mines, to stimulate education and training, to establish a culture of innovation, and to encourage rapid technology transfer and implementation. The research programme was launched in July1998 and will be completed in March 2002, with the final year focusing on the transfer of knowledge to the industrial partners. DEEPMINE represents a new model for conducting mining research: it is driven by industry needs; emphasizes collaboration between industrial partners, research organizations and tertiary education institutions; and has a novel joint-funding mechanism. DEEPMINE has employed a range of vehicles to transfer knowledge to its industrial partners. Novel aspects include: (a) electronic publication of Summary Reports and Guideline Handbooks that seek to consolidate the huge body of knowledge comprehensively and concisely, (b) a series of DEEPMINE Schools designed to enable industry practitioners to apply the knowledge to their current work situation, and (c) Consultancy Reviews, where DEEPMINE specialists seek to apply knowledge to specific real problems on mines.

Outsourcing? and ?sub-contracting? have become buzzwords in recent years, as SA industry becomes increasingly exposed to the global economy, and global competitiveness. In its effort to ?catch up? after years of relative isolation, there is a concerted effort to learn from global ?best practice?, in order for South African companies, and the SA economy, to become ?winners?. There seems nothing wrong with this approach at face value. Companies need to compete and be profitable if they are to remain in business. Failure will in the end mean bankruptcy, and the loss of jobs. However, if one interrogates the precise practices, and their implications for all concerned?not just shareholders and employers, but workers, communities, the environment, future generations, the national economy?then the picture can change dramatically. ?Best practice? for whom?

On scheduled commissioning and effective operation of a solvent extraction circuit relies on getting the design of both the core contact equipment and the peripheral plant right. Experience has shown that poor performance of new plants is frequently a result of ?utility? systems that do not match the requirements of the circuit, rather than the mass transfer equipment itself. Both the operator/owner and designer need to understand the ?complete requirements? for the circuit to get the balance of the design right. This paper reviews generic issues, frequently overlooked or altered during cost-cutting exercises, which have a significant impact on plant performance.

Introduction There is a continual economic push to increase the productivity of mobile material handling equipment used in open pit mines. This includes the largest electrical machines: excavators (draglines and shovels) and haul trucks (Figure 1). Existing DC drive systems used on this type of equipment are a mature technology. They have no further economic potential to accommodate larger equipment be-cause of the high maintenance costs and the trade-off between power, speed and space limitations of their DC traction mo-tors. In recent years the large-scale introduction of AC drives in the rail transportation sector1,and the availability of poworful GTO and IGBT modules have led to the devolopment of compact, powerful, an drugged AC inverter drives specifically adapted to the mining market2,3. The major advantage of AC drives stems from the squirrel cage induction motor which eliminates the DC commutator. This leads directly to higher speed, increased power density, higher reliability, greater efficiency and lower maintenance of the traction motors. In the context of excavators and haul trucks, additional benofits driving the move to AC are (i) increased production rate due to higher machine speed, and power density, (ii) increased reliability and lower cost inverters using 3.3 kV IGBT's, (iii) active front-end (AFE) technology that improves compatibility with the mine power grid and an proved dynamic response,(iv) intelligent converter design that provides increased fault tolerance, (v) contextual maintenance software that facilitates trouble-shooting, and (vi) remote diagnostic capabilities. This paper describes how these and other features of AC drives lead to higher productivity in mining shovels, draglines, and haul trucks. Minimize the cost per ton of material moved The overall goal that drives design and sales of excavators and haul trucks is the constant requirement to reduce the cost per ton of material moved. Whether this involves blasting, loading trucks, or hauling material to the crusher or waste dump, equipment that reduces the cost per ton of material moved contributes to a more profitable operation. An accurate determination of the true cost per ton to move material must consider every aspect of the equipment and the circumstances under which it is used. Procurement and capital costs, fuel, operating, and maintenance costs over the useful life, and eventually the cost of scrapping should all be taken into account to determine the real cost per ton of moving material. We will focus on two broad areas that relate to the equipment itself; factors influencing the amount of material moved (Table I) and factors influencing the cost of material moved (Table II). Emphasis will be given to those elements in the tables that most influence the productivity of excavators and haul trucks due to the application of AC drive technology. Maximize the amount of material moved Maximize production rate he production rate refers to the quantity of material that can be loaded or moved per hour. This generally involves larger, faster, and more powerful equipment that operates more reliably to minimize down-time. AC motors Figure 2 compares the hoist motor speed-torque response of two 77 t (85 short ton) shovels, one AC the other DC. The absence of commutation limits on the AC motors enables the AC shovel to operate with a greater area under the speed-torque curve, resulting in faster lowering speeds and reduced times for the swing to return to the pit. This is especially important for short swing angles where the operator may have to wait for the dipper to lower. Reducing the cycle time by 6 to 8 seconds at the shovel translates into an increase in shovel production of about 20%. Larger equipment The bucket capacity of excavators has increased approximately 100-fold over the last century. Figure 3

FINANCE The annual accounts which are attached to this report show an excess of income over expenditure of R21 519. It is very gratifying to be able to report that Council's efforts to stop the depletion of our accumulated funds are meeting with success. The most important contributors to our surplus this year are symposia and colloquia, sales of publications, Company Affiliate subscriptions and the profit on the journal. While we do not expect continued profits from all these sources in the future we do feel that we are now in the process of accumulating a substantial financial foundation. This will give the Council the necessary confidence to initiate the new developments in the activities of the Institute which are now under consideration. The decision to create a new grade of membership, Company Affiliate, is dealt with elsewhere in this report. There has been a generous initial response from companies and this is the cornerstone of our improved financial expectations. The MacArthur Forrest Memorial Fund shows an excess of income over expenditure of R91 and the total fund was, therefore, increased by this amount to R4 502. The balance sheet shows that the market value of quoted shares and debentures increased during the year from R9 160 to RH 331, which is R2 134 in excess of the book value. Accumulated funds now amount to RH 529 compared with R23 010 a year ago. MEMBERSHIP Sixteen Fellows, twenty Members, six Graduates, nine Associates, twelve Students and twenty-four Company Affiliates were elected during the year. Models are used in engineering to reproduce reality as faithfully as possible so that the expected response of a system for given actions or inputs can be determined. In the field of rock engineering, both empirically based and numerical models are widely used to determine the likely response of the rock surrounding excavations. Many of the empirical models are developed from statistical analysis of case histories or from direct observation; however, empirical models are limited because they should be used only within the range of conditions of the observational database. Synergy exists between empirical and numerical models, because empirical models can be used to calibrate and validate numerical models. The empirical approach can benefit from the capability of numerical models to investigate specific mechanisms, which would not be possible using observations alone. Two cases are presented in which the synergy between empirical and numerical models is demonstrated. The first case examines the analysis of discontinuity effects on the strength of slender pillars in limestone mines, and the second case evaluates the effects of stress orientation on coal mine entry stability. It is concluded that numerical model calibration and verification comprises an important first stage in the successful application of models in rock engineering design. Application of numerical models allows mechanisms and interactions of various parameters to be analysed, greatly improving the understanding of the system. The improved understanding can be used to extend the application of empirical design methods, resulting in improved safety and efficiency of rock engineering designs.

"‘Roof support awaiting time’ (RSAT) is a term used at Goedehoop Colliery’s Simunye Shaft to describe the potential production time lost due to the continuous miner (CM) standing idle waiting for roof support to catch up. Investigations revealed that in 2013, Simunye Shaft had approximately1400 hours of RSAT, which suggests that the mine could have potentially produced an additional 280 000 t of coal. This project consisted of two parts. Firstly, the causes of the high RSAT and means to improve the situation were investigated. Secondly, as insisted by mine management, the CM cutting sequence was investigated as a possible cause of high RSAT. Machine-related challenges due to the roofbolter installing support too slowly, geological conditions (mostly hard roof conditions and slips),logistical challenges pertaining to the CM cutting sequence, man-related challenges related to operator fatigue, re-support, operator inexperience, and the absence of support targets were identified as main contributors to RSAT. Furthermore, results showed that the roofbolters in the sections at Simunye Shaft are slower than the CMs. A target of 28% reduction in RSAT was set. Experts from Kennametal and Fletcher were consulted to find solutions for the identified causes. In total, eight solutions for RSAT were identified, but the solution that contributed most significantly to reducing RSAT was to use hard roof drill bits as a standard product at Simunye Shaft. Calculations showed that by using hard roof drill bits, RSAT can be reduced by 43%, which is more than the specified 28% target. The cutting sequences at Kriel, Greenside, and Simunye Shaft, togetherwith three newly developed cutting sequences, were simulated using the UCMS (Underground Coal Mining Simulation) program. A re-aligningprinciple was incorporated into the newly developed cutting sequences toalign the cutting sequences to general support work and to reduce RSAT. A decision matrix revealed that a cutting sequence in which boxing takesplace in R3 (third road to the right of the belt road) and in which the re-aligning principle has been incorporated will be the best option for Simunye Shaft. The recommended cutting sequence will lead to a 5% increase in production.The work presented in this paper was carried out as partial fullfilment for the degree BEng (Mining Engineering)"

The status of sampling practices in the gold mining industry in Africa was determined as an initial step in a process to standardize sampling practices in the mining industry. Twenty-one gold mines, twenty metallurgical plants, and thirteen laboratories were rated for the potential influence of the relevant sampling errors on each component of the particular sampling system. The findings of the study on the status of equipment, standards, procedures, and management principles were presented in a dissertation (Spangenberg, 20121) and are now used by AngloGold Ashanti?s mines in the quest for correct sampling practices. The information is also used to compile a guideline on leading practice procedures for sampling methods in gold mining. Owing to decreasing high-grade ore reserves, there is a need for better understanding of the jigging process to improve the recovery efficiency of finer, lower grade material. The use of positron emission particle tracking (PEPT) was examined as a technique to study the motion of iron ore particles inside a laboratory batch jig. PEPT is a non-invasive method that can provide three-dimensional kinetic data on a particle in laboratory-scale processing units and has been successfully used to study mills, hydrocyclones, and flotation. Experiments were conducted to determine whether PEPT would be a viable technique to study iron ore jigging and what valuable information could be obtained. The results indicated that detailed information on the stratification rate of a particle could be obtained, with adequate resolution to track the particle?s movement through an individual jig pulse.

Without a steady and increasing supply of electricity development of the continent is likely to be constrained. The inventory of solar, wind, hydrothermal, geothermal and biomass resources will probably provide sources of energy for the future The parallels between extraction of natural resources in the minerals industry and the green energy industry is striking, and the well-established project development process in the minerals industry provides an ideal and useful template for comparing the establishment and development of green energy projects. The potential levels of power generation and carbon savings are described.

The hard rock gold and platinum mines in South Africa have seen little development in the technology of mining. Holes are still drilled in the rock?though the latest water hydraulic rockdrills will complete that task in two minutes compared with the eight hours for hand drilling. Charging up is with far safer explosives and with available initiation systems it is no longer necessary to run up the face lighting each fuse. Movement of rock in the stope is predominately by means of scraper buckets and scraper winches?these were first introduced in the 1920s. Support is still mainly rock, either in situ pillars or backfill, or alternatively wood. Just as the mining process has changed very little it is hardly surprising that the productivity of mining is also relatively unchanged. Major efforts have been made to mechanize the mining process. However, most of the narrow reef mines where ?trackless mechanized mining? was introduced in the early1980s have reverted to conventional mining. In the wider reefs mechanized mining is the option of choice, unfortunately most of the gold and platinum mines have very narrow reefs that are not suitable to ?off the shelf? equipment. The move to introduce room-and-pillar mining into the narrow UG2 reefs is at the expense of mining more waste with the reef, fortunately it appears that appropriate waste and reef separation processes are available. Room-and-pillar mining followed by long hole drilling and blasting of a narrow slot of reef out of the pillars currently appears to offer the best of both worlds?maximum reef recovery with minimum waste dilution.

Ash fusion temperature is the temperature at which the mineral matter in coal begins to soften, flow and fuse. It is an important parameter relating to coal utilization. Optimum ash fusion temperatures derived from coal in the Witbank Coalfield region are approximately 1400°C, and higher, although temperatures above1300°C may be deemed acceptable. This study attempted to determine which factors, mineralogical or inorganic-chemical, influence variations in the ash fusion temperatures in certain coals. Coal was sampled from the Number 2 coal seam at opencast and underground workings at New Clydesdale Colliery, Witbank Coalfield, South Africa. The samples represented known low and high ash fusion temperature coal. Analyses performed included proximate analyses, calorific value determination, percentage sulphur, ash fusion temperatures, ash analyses (composition of ash), X-ray diffraction, scanning electron microscopy and petrographic studies. Results show that although a complex relationship exists between ash fusion temperature and the various geological and coal parameters, some positive correlative results were obtained. These indicate a possible relationship between low ash fusion temperatures and i) finer size fractions, ii) an increase in iron content present in the form of pyrite and iii) the form in which pyrite is present, namely cleats. High ash fusion temperatures tend to correlate with i) the absence of pyrite or ii) pyrite present as framboids.

South Africa?s Mining Industry operates in an uncertain world. The industry is buffeted by problems regarding retrenchments, unemployment, low productivity, rising costs, volatile exchange rates, commodity prices and government regulations. With these uncertainties facing the decision makers, what does applied technology offer the industry?s management? Modelling languages with risk analysis have been available for decades, but in the past their use has been very expensive, requiring large mainframe computers and lots of computer time. Today, PCs and laptops have incredible power, which makes interactive risk analysis affordable and viable for all enterprises, whether small or large. ?What is risk analysis? ?What is Monte Carlo simulation? ?What kinds of computer models need to be created to use risk analysis and Monte Carlo simulation effectively? This paper addresses these questions and illustrates, with a practical example in the mining industry, how risk analysis techniques can be used to support decisions in the climate of uncertainty.

Heavy mineral deposits have been known from Liberia since the1950s from both river and beach placers. The heavy mineral content of beach sands ranges between 28?62% and the suite includes ilmenite, rutile, zircon and magnetite. These occur together with kyanite, sillimanite, staurolite and garnet. The average ilmenite content is 82% with minor zircon (11%), rutile (6%) and monazite (1%). The ilmenite is, however, of poor quality with haematite intergrowths and a titanium content ranging from10?42.4% (average ±25% TiO2). The amounts of rutile and zircon, while of suitable quality, have also previously been deemed too low for economic exploitation.

Although the De Beers group has a long history of placer mining on land, the group only became actively involved in deep water marine diamond exploration and mining in 1983 with the formation of DeBeers Marine. Full-scale commercial mining commenced around1991. Since then, the group marine mining capability has grown into a formidable fleet of 8 large deep water (>70 m) mining vessels, as well as other special purpose geosurvey platforms. Marine diamond production by the group is expected to be just short of 1 million carats in 2006. De Beers operates across the entire value-chain spectrum from geology and geosurvey, through sampling to mining, and finally ore processing into high value concentrate. Supporting these operations involves significant service activities such as maintenance, security, logistics and environmental management. Specific challenges exist in terms of developing or acquiring appropriate technology for marine mining. These challenges have resulted in De Beers operating extensive in-house R&D and projects departments, as well as drawing extensively from technology partners. An array of computational and test facilities is also available to support R&D and projects activities. Hydrotransport in various guises is key to the current approaches to marine mining and ore processing. Use is made of airlift and centrifugal pumping for hydraulic hoisting of very coarse gravel, while splitters, launders, dewatering, elutriators, jet pumps, centrifugal pumps, dense medium circuits, pipeline systems, and instrumentation for coarse abrasive particles are used extensively in the ore processing plant.

This paper presents a unique method of monitoring the effectiveness of the planning process as well as the execution of mine plans. The method primarily determines the degree of deviation from the original mine plans by comparing actual mined areas to initially planned mining areas. The performance of mining operations is also measured by comparing actual and planned tonnages for a particular period. Once the degree of deviation from mine plans has been established the cause/s of the deviation can be determined through a simple fault tree analysis. Accurate identification of the reasons of deviation can aid the mine in selecting possible methods to correct the deviation. It is, however, beyond the scope of this paper to discuss the methods employed in correcting such deviations, as each mining operation will have unique causes of plan deviation and methods of remedying them. Deviations from the plan greatly affect the yields obtainable, which in turn affects the life of mine, thus having negative economic and financial implications. Accordingly, this paper presents a project management method which aims to reduce risk by improving planning systems to ensure optimum overall extraction of coal reserves.
