The U.S. economy continued to grow moderately in the third quarter, but at a slightly higher rate than in the previous quarter. According to the Department of Commerce's preliminary estimate, real gross national product (GNP) grew at a seasonally adjusted annual rate of 3.3% during the third quarter of 1985, compared with a revised 1.9% for the second quarter and 1.6% for the third quarter of 1984 (table 1). Civilian unemployment dropped from the constant 7.3% rate between February and July to 7.0% in August and 7.1% in September. Employment on nonagricultural payrolls continued to increase (table 2), resulting in a continued rise in personal income, which in turn supported growing consumer purchases. Although purchases of services continued to provide the underlying foundation for the economic growth, the manufacturing sector received additional stimulus from significant increases in consumer purchases of durable goods, particularly automobiles. The increased demand for durable goods resulted in significantly higher industrial production for August and September, compared with levels attained previously this year (table 3). Capacity utilization increased to 80.5% in August but returned to 80.2% in September, matching the 1985 low previously reached in July (table 4). The real net export deficit grew only $0.2 billion in the third quarter; at $34.0 billion, however, it continued to exert a negative influence on the economy. On September 22, in an effort to reduce the deficit and make U.S. goods more competitive on world markets, the U.S. Government agreed to cooperate with the Governments of France, the Federal Republic of Germany, Japan, and the United Kingdom in attempting to lower the-value of the dollar in relation to other world currencies. Low inventories, rising factory orders and construction spending, the possibility of a lower U.S. dollar, and aggressive automobile production plans announced by domestic producers for the fourth quarter indicate the potential for an increase in manufacturing activity in the United States.

Ten years ago we surveyed in "Uspekhi Khimii" the mechanism of the synthesis of hydrocarbons from CO and H2 (1).5 With new data obtained since then, mostly by Soviet researchers, our previous work (2), dealing with new forms and catalysts of the synthesis, is brought up to elate by reviewing research in this field. FORMATION OF CARBIDES The hypothesis that carbides are intermecliates in the synthesis assumes that carbon monoxide reacts with the metals of the eighth group and that this reaction is connected with the reversible reaction 2CO[=]C +CO2 (1) in a certain range of temperatures (3).

The U.S. economy and, consequently, the demand for minerals grew at more moderate rates in 1995 compared with stronger performances the previous year. Demand for metals such as steel and copper was relatively stable. For example, the decline in steel consumed in motor vehicle manufacturing (reflecting lower vehicle sales) for the first half of 1995 was offset by an increase in steel consumed in construction during the same period. More detailed information on events, trends, and issues in the mineral and material sector Is presented below and in the commodity sections that follow. Overall Performance The value of processed materials of mineral origin produced in the United States during 1995 was estimated to be $395 billion, an increase of almost 10% compared with 1994. The estimated value of U.S. raw nonfuel minerals production in 1995 was $38 billion, about 7% more than in 1994. The value of U.S. minerals production has increased in 30 of the last 35 years.

The Deep River coal field is in Chatham, Lee, and Moore Counties, N. C. The coal-bearing part of the basin is about 35 miles long and 5 to 10 miles wide. Sanford, the county seat of Lee County, is the largest town in the area, with a population of 10,000. Four railroads provide transportation to the area, and four United States highways and improved county roads provide easy access to the field. The Carolina mine at Farmville is the only operating mine in the field. The mine was opened in 1921 by two rock slopes driven from the surface to the Cumnock bed. Mining operations continued intermittently until 1945 and then stopped. In the fall of 1947 the mine was reopened by the newly organized Raleigh Mining Corp.

This Bureau of Mines report delineates the coal reserve base of anthracite, bituminous and subbituminous coals, and lignite, by mining method and sulfur content, for coal-bearing States west of the Mississippi River. The parameters used to establish the reserve base definition are the result of a joint agreement by the Federal Bureau of Mines and the U.S. Geological Survey. The reserve base of low-sulfur coal, =10 percent sulfur, is 167,324.5 million tons; medium-sulfur coal, 1.1-3.0 percent sulfur, is 37,531.5 million tons; and high-sulfur coal, >3.0 percent sulfur, is 11,244.1 million tons. The reserve base of coal with an unknown sulfur level is 18,323.0 million tons. The percentages of deep and strippable coal are 56 percent and 44 percent, respectively. The basis for reserve base estimates and analytical data for this report was the Fuels Availability System, a Bureau of Mines data bank containing numerous data tin fossil fuels. Information contained in the system was obtained from publications of the Bureau of Mines, U.S. Geological Survey, State agencies, private publications, and company data.

Germany's' wartime coal-tar industry had two main branches, which can best be considered individually because their raw materials, operations, and distributions were almost completely separated. One branch, old and well-established, was concerned almost entirely with processing coal tar produced by the high-temperature carbonization of caking bituminous coal. Carbonization was effected principally in byproduct- coke ovens and to less extent in vertical, horizontal, and inclined retorts. The high-temperature tar was all processed in tar-distilling plants that handled high-temperature tar almost exclusively.

The present list supplements Information Circulars 7432 and 7569 and includes all of 'the equipment approved during the calendar year 1950. Information Circular 7465, which included a list of permissible mine equipment tested and approved by the Bureau of Mines during the calendar year 1947 therefore is superseded.

Although there are exceptions, oxidized silver ores containing the higher oxides of manganese are generally refractory to hydrometallurgical methods of treatment. When these ores are of high enough grade they can be smelted; indeed, some rather low-grade ores of this type have been smelted at a profit because of their fluxing value. In the past, when these ores could not be smelted, they either were not treated or were treated at low efficiency, generally by cyanidation. The need for thorough investigation of the problem was therefore evident for some time before the writers began their research. The problem of treating manganese-silver ores seems to have been recognized first about 35 years ago by C. W. Goodale in applying pan amalgamation at Tombstone, Ariz. He attributed the low extraction of silver to the fouling of the mercury by manganese rather than to the presence of a refractory compound of manganese and silver. Although definite knowledge as to the cause of the poor extraction of silver was lacking, a more or less effective preliminary treatment, that is, a chloridizing roast, was applied.

Water classification and heavy-media sink-float methods were investigated for concentrating metallic junk automobile shredder rejects initially upgraded to about 75-percent metal content in an air elutriation system. An 8-inch-diameter water elutriation column with a feed capacity of 2.7 tons per hour was constructed and operated. The results obtained were compared with those produced by sink-float methods. Tests made on duplicate samples of an intermediate-grade metal product were successful in upgrading the metal con-tent from 75 percent to 98.7 and 99.1 percent with respective recoveries of 95.5 and 98.9 percent for the water classification and sink-float procedures. Tentative flowsheets for treating junk auto shredder rejects are outlined.

In July, 1918, the attention of the Secretary of the Interior WItS called to the rapidly increasing cost of producing gold and the declining output of that metal in the United States. Realizing the importance of the gold-mining industry, the Secretary appointed a. committee, consisting of Hennen .Iennings, chairman, J. H. Mackenzie, and Charles Janin, of the Bureau of Mines, and H. D. Me- Caskey and F. L. Ransome, of the United States Geological Survey, to,make a thorough study of the gold-mining situation in the United States. The study was to cover the increased cost of recovery and the decreased output of gold, and to consider the different measures that had been proposed to relieve the industry and stimulate production. This report embodies the results of the investigation and study made by the committee. The report presents statistical data compiled from various sources, showing the production of gold in the United States and other countries, with comparative figures for coal, iron, and other mineral products, and describes the sources and distribution of gold output in the United States. It discusses the relation of gold' production to finance and credit, the causes for the decline in gold output, and measures for the relief of the industry. The Interior Department publishes this report in the belief that the widest publicity possible should be given the findings of the committee in order that attention may be directed to the serious conditions revealed therein, and in the hope that wide discussion of the subject may result in some action being taken that will aid in upholding the gold standard ,and the gold industry.

The present methods of appraising the long-range performance of oil reservoirs are based upon physical properties of the crude oil and the permeability of the reservoir rock. By means of these methods the performance of a reservoir may be estimated throughout its entire life. Before these methods were used, the future performance was estimated mostly by extrapolating pressure-decline curves -a method that is satisfactory for extrapolating only for a short period into the future. One factor that affects satisfactory long-range prediction of reservoir performance is the extent to which small changes in the physical properties of the oil and differences in the choices of relative permeability influence the calculated oil recovery. Selection of the physical properties of the samples to represent those of the oil and rock for the entire reservoir is difficult. This report is concerned with the error in calculated recoveries that may result from these inherent difficulties.

A larger measure of safety attended the operation of the stone quarries and related plants in the United States during the calendar year 1935 than in any other year for which annual records are available for the industry. The accident rate, covering fatalities and nonfatal injuries that disabled an employee beyond the remainder of the day on which the accident occurred, was 38.19 per million man-hours of work performed. The nearest approach to this favorable record was in 1932 when the rate was 38.48. The rate for 1934 was 41.82; hence the record for 1935 was 9 percent better than that for 1934. Reports from operating companies showed that 51 men were killed by accidents in 1935 and 4,152 men were injured. (See table 37.) The industry employed 73,005 men and performed 110,033,341 man-hours of labor, an average of 1,507 hours of work per man. Measured in man-days, the total volume of labor was 14,623,303, or an average of 200 days of 7.52 hours per day for each man employed. These figures are not strictly comparable with similar figures for the preceding year, as the, coverage of the industry was more complete for 1935 than for 1934 because special facilities were available to the Bureau of Mines for conducting the 1935 canvass that were not available for the 1934 canvass. Reports covering identical plants that were active both in 1934 and 1935 indicate a reduction of about 7 percent in the number of men employed in 1935. This fact suggests that the apparent increase in the number of workers in 1935 is attributable chiefly, if not entirely, to the more complete coverage of operating plants in 1935. The plants from which this inference is drawn employed 21,799 men in 1934 compared with 20,248 in 1935.

The U.S. Bureau of Mines investigated methods of separating valuable rare-earth materials from Fe in neodymium iron boron (NdFeB) magnet scrap. A selective oxidation treatment of the scrap oxidized the rare-earth portion while leaving elemental Fe. Magnetic and leaching procedures were tried for separating the metallic Fe and rare-earth oxides, but the extremely fine grain size of the oxidized scrap prevented recovery by either technique. The best separation of rare earths from bulk NdFeB magnet scrap was obtained by dissolution with H2S04 followed by precipitation of recyclable rare-earth salts. By precipitating neodymium-alkali sulfate double salts as an intermediate that can be converted to a variety of useful products, many materials-handling and economic disadvantages found with direct precipitation with fluoride or oxalate were avoided. Iron was removed from magnet leach solutions by precipitation as a jarosite, eliminating a major disposal problem. Research was also conducted with contaminated mixed SmCo5 and NdFeB swarf. Using a flotation-leaching technique allows the SmCo5 to concentrate in the froth, while the grinding-medium contaminant sinks and is removed as tailing. The NdFeB is dissolved by H2S04 during the process.

India is one of the fortunate countries that has substantial reserves of many raw materials for producing steel; however, for historical and economic reasons these resources have not been aggressively developed until recently. Production of steel on an industrial scale started in 1912, but annual output was below 1 million tons3 in 1938 and about 1,500,000 tons in 1951. Expansion of the steel industry became one of the objectives of India's economic planning after independence in 1947. The Planning Com¬mission's 1951 report emphasized the importance of steel production, but financial obstacles, emphasis on river valley projects, and priority for increased food production in the First 5-Year Plan (1951-56) did not permit large-scale expansion of steel capacity. The 1956 planned target for crude steel, only 1,650,000 tons, was actually exceeded by production of 1,737,900 tons. In the Second 5-Year Plan (1956-61), however, construction of steel plants received a high priority. Currently three new steel plants, each with an annual capacity of approximately 1 million tons of steel, are nearing completion in Rourkela, Dorgapur, and Bhilai. Simultaneously, the two privately owned steel plants and the small State-owned plant in Mysore have been enlarged and modernized. As a result, India's crude steel capacity will be about 6 million tons in 1961, almost evenly divided between Government-owned and privately owned plants. Actual production in 1960 totaled 3,254,000 tons compared with 2,434,000 tons in 1959. Assuming that the population will be 430 million and that capacity production will be achieved, the 1961 per capita steel output will be only 31 pounds compared with 200 pounds for Japan in 1959. Some Indian experts feel that development of steel-consuming industries merits greater emphasis in the Third 5-Year Plan (1961-66) than expanding existing steel-producing facilities. Nonetheless, the Third 5-Year Plan calls for a 10 million ton annual capacity by 1966 to be achieved by expanding the Government-owned plants in Bhilai, Durgapur, and Mysore, and by establishing a new integrated Government plant in Bokaro, in the State of Bihar.

[Early in 1936 the Interstate Oil Compact Commission and other groups interested in forecasts of demand .for petroleum requested the Bureau of Mines to make a physical inventory of crude-oil stocks in the United States. Accordingly, the 74th Congress appropriated funds for conducting such a survey during the fiscal year ended June 30, 1937. The National Safety Competition conducted by the Bureau of Mines, United States Department of the Interior, is held each year for the purpose of promoting safety in the mineral industries of the United States. Since the program was inaugurated in 1925, twenty-three safety competitions have been held. This publication is a report of the results of the contests held in 1944, 1945, 1946, and 1947. The names of plants that have been awarded "Sentinels of Safety" trophies and Certificates of Achievement in Safety dur- ing these years, together with a summary of their achievements in injury prevention, are listed. Statistical data covering the injury experience of all plants entered in the annual contests also are included in this publi- cation. The injury statistics of these plants, arranged in the six groups of the competition, are the only data on injury severity at mineral operations available to the Bureau of Mines. Interest in the National Safety Competition has increased steadily. The number of participating plants has increased from 210 in 1925, the first year of the competition, to the record number of 494 in 1946. The widening scope of the competition means that a steadily increasing number of the mines and quarries in the United States are participating in a program that will supplement their other activities in promoting safety. Safety competitions have long been recognized as instrumental in stimulating and holding the interest of employees and officials in accident-prevention work. During the years covered by this report, conditions in the mineral industries of the United States were hardly conducive to setting records in accident prevention. During the war years, handicaps were especially severe- loss of skilled employees to the armed forces or to higher-wage war industries, greater production by a smaller force of workers, relatively high rates of labor turn-over, the longer workday in effect through 1944 and 1945, and difficulties in obtaining repairs and replacement for badly worn machinery. Even the immediate postwar period has brought no abatement of the tremendous pressure upon the mineral industries for greater production. Although there was a decrease of 18 in 1947 from the record enrollment in 1946, these oper- ations worked 160,525,025 man-hours, the greatest number of man-hours of exposure to mining hazards in any year of the contest except 1942. Despite the accelerated pace at which the mineral industry worked during the 4 years covered by this report, participants in the National Safety Competition have achieved creditable performances in the promotion of safety. In fact, the injury-severity rate in the enrolled plants in the 1947 contest was 7.315 days for each thousand man-hours worked, the lowest by far in the history of the National Safety Competition. Waste disposal schemes using spent shale in embankments require a thorough knowledge of its geotechnical engineering properties for environ-mentally safe disposal. In this context, the objective of this laboratory investigation was to determine the physical properties, geotechnical properties, and composition of spent oil shale retorted by the PARAHO and TOSCO processes. Physical properties consisted of mechanical analyses, Atterberg limits, and specific gravity determinations. Geotechnical engineering properties were determined by compaction, maximum-minimum density, unconfined compression, triaxial compression, permeability, direct shear, Ko, cyclic tri-axial, resonant column, and Los Angeles Abrasion tests. Petrographic, chemical, and scanning electron microscopy analyses were used to determine compositional features. Unprocessed shale is hard and durable and more properly described as a carbonate rock instead of shale. PARAHO is classified as a GP, while TOSCO classifies as an SM. PARAHO requires no moisture for compaction to maximum densities; however, TOSCO does. Retorting causes a loss in durability but creates self-cementing characteristics, which for PARAHO a 3-to 8-fold strength increase was observed, while for TOSCO the increase was 1.5 to 3 folds. The shear strength, compressibility, and dynamic properties of compacted PARAHO are comparable to those for sandy gravels. Compacted PARAHO is semipervious, while compacted TOSCO can be semipervious to impermeable.

This bulletin presents the results of 36 tests made on a 468-horsepower Edge Moor boiler fired with pulverized coal at the Oneida Street Station of the Milwaukee Electric Railway & Light Co., Milwaukee, Wis. The tests were made by the fuel section of the United States Bureau of Mines in cooperation with the research department of the Combustion Engineering Corporation. Illinois coal was used as fuel; the furnace, burners, and feeders were designed by the Locomotive Pulverized Fuel Co. The object of the tests was to determine what over-all boiler efficiency could he obtained with pulverized coal under various conditions of furnace operation and with coal of different fineness and moisture content. The investigation was thorough. The pulverized coal, as it was supplied to the furnace, was weighed in specially designed tanks placed on platform scales. Twenty-nine of the tests were of 24 hours duration, three of 16 to 18 hours, and four of 12 hours. All tests are reported excepting two-8 and 20-which had to be stopped abruptly, No.8 because a motor actuating the coal-feed screw burned out and No. 20 because of trouble with the feed pump. Tests 1 to 27, inclusive, were made with round burners and tests 28 to 3Rwith spreading burners. In the first nine tests a large excess of air was supplied in an effort to prevent the ash fusing at the bottom of the furnace. In tests 10 to 16 the supply of excess air was reduced in order to get a high efficiency, regardless of the slagging of ash at the furnace bottom. Tests 17 to 27 were made with a water screen about 10 inches above the bottom of the furnace, to make possible the burning of coal with a small supply of excess air without the ash fusing at the bottom of the furnace. Tests 28,29, and 30 were made without the water screen and with a small supply of excess air, and tests 31 to 38 with a water screen around the walls near the bottom of the furnace. Tests 32, 33, 34, and 35 were run with coarser coal than that used ordinarily at the plant. Tests 36,37, and 38 were made with undried coal.
