Surprisingly, real gross national product (GNP) surged at a seasonally adjusted annual rate of 4.3% for the first quarter of 1987 according to preliminary estimates made by the Department of Commerce, the highest rate in 3 yr and significantly above the revised fourth quarter 1986 rate of 1.1% (table 1). The spurt, however, was caused by an unusual $59.5 billion rise in inventories, mostly cars and trucks, and there was little support from other sectors of the economy. Motor vehicle inventories rose as consumers continued to tighten their purse strings--consumer spending declined 0.4% for the second quarter in a row. Nonresidential and residential fixed investment and government purchases of goods and services were also down from the previous quarter. The increasing cost of energy was the major factor in the jump to 3.696 in the rate of inflation, as measured by the fixed-weighted price index for GNP, and rising inflation also helped put a damper on consumer spending. The underlying good news was that the trade deficit shrank for the second quarter in a row as imports declined at an annual rate of 11.1%. Also, profits in the manufacturing sector rose strongly in the fourth quarter, and for the first time in 9 quarters, the primary metal industries became profitable (table 1). If one discounts the anomalous inventory growth, the bottom line is that the economy continues to grow at close to the expected 2.5% level experienced over the past 2 yr. Of concern over the next several quarters, though, is the impact of the large over- hang of motor vehicles inventories on the economy. EMPLOYMENT The civilian unemployment rate declined to 6.636 in March after remaining at 6.7% for the previous 3 months. Employment continued to expand in February and March, although growth was significantly slower in March than in previous months. The manufacturing sector, however, lost 24,000 jobs in March after gaining 46,000 in February. Three-quarters of that gain came when striking workers at USX Corp. and Deere & CO. returned to their jobs. Employment in the manufacturing sectors of direct interest to the mineral industries has generally been increasing for at least the last quarter, while worker hours for these sectors have been on the upswing since April 1986 (figures 1 and 2).

This report presents observations made by Bureau engineers regarding hydraulic-powered roof supports that are currently being used or have been used on nearly all operating longwalls in the United States, A comparative summary of specifications for various types of powered supports with a brief description of the mine conditions has been compiled to enable mining engineers and mine operators to readily evaluate the differences in design data. Some of the support data furnished in the field may vary from those listed in manufacturers' brochures because of the trend to customize various support components to meet specific mine conditions. A method of estimating support requirements for different assumed operating conditions is presented. Similar computations for specific mine conditions may be used to make preliminary estimates of support requirements.

An active list of permissible explosives was published in July, 1931, as part of United States Bureau of Mines Report of Investigations 3134, under the title of "Active List of Permissible Explosives and Blasting Devices Approved Prior to June 30, 1931." Changes in that list were authorized in August, September, October, November, and December, 1931, and January and March, 1932, as published in Reports of Investigations 3140, 3147, 3150, 3155, 3158, 3161, and 3163, respectively. The development of a sampling instrument for the assessment of an underground coal miner’s exposure to airborne respirable coal mine dust on a continuous and real-time basis has been long identified as essential for timely initiation of control actions. A respirable dust dosimeter (RDD) which operates on the principle of increasing pressure across a filter media with increasing dust mass on the filter has been developed by the National Institute for Occupational Safety and Health. Comparisons of the performance of the RDD with an U.S. approved gravimetric respirable dust sampler (GRD) have shown that the RDD may meet the requirements for measuring miners’ exposures on a cumulative, near real-time basis such as mid-shift and end of shift exposures. Recently, the performances of the RDD and GRD were compared by conducting side-by-side area sampling experiments in a controlled experimental environment in the laboratory and in underground coal mines under normal operating conditions. In this paper, the results from the in-mine study are presented and discussed. The experimental design for the in-mine study included two mines in different coal seams in different geographic coal regions. To ensure a wide range of concentrations, the experiments were conducted in a continuous miner section in Mine 1, and a longwall face in Mine 2. Airborne dust sampling was conducted for four different shifts at each mine. In each shift, two samples of different exposure durations were collected from two different locations. Each sample consisted of the readings of three dosimeters and the exposed filters from the three paired GRD samplers. As a result, a total of 96 comparative samples were obtained, 48 for each mine. The data were analyzed for the precision of the RDD and GRD measurements and for the relationships between the differential pressure of the RDD and the mass of dust on the paired GRD filter. The analyses indicate that, on the average, the RDD and the GRD track the airborne respirable dust concentrations well, exhibiting both a high correlation between the two measurements and a reliable predictive relationship of one from the other. Details of the experimental design, data analyses procedures, results, conclusions and recommendations of the underground experiments are presented in this paper.

Hand forces are important factors for risk assessment of hand-arm vibration syndrome (HAVS).1 Grip force is one of the most important force components in the operation of powered hand tools. A considerable number of studies on grip force have been reported. It is well known that the grip force applied on a cylindrical handle is not uniformly distributed on each axis across the center of the handle cross-section.2 Therefore, maximum and minimum orientations of grip force exist around the handle. Such orientations have not been clearly identified. In a recently proposed international standard (ISO/CD 15230, 2005),3 it is stated that “the direction of the main gripping force is generally parallel to the z-axis defined in ISO 8727.” 4 This assertion is questionable, and further examinations are required. The objective of this study was to establish a fundamental theory on the distribution of the grip force around cylindrical handles. Methods As shown in Fig. 1, the grip force is defined as a vector composed of normal and shear components (FN & FT) in this study. Fig. 2 shows the hand coordinate system defined in this study, together with the ISO systems.1,4 Based on this novel grip force definition, we derived four fundamental properties and a theorem. More significantly, we formulated a novel hypothesis: similar to Mohr’s circle of stress, the normal and shear components can be represented approximately using an ellipse on the plane of the two force coordinates, as shown in Fig. 3. The maximum and minimum grip normal forces are termed as the first principal grip force (F1) and the second principal grip normal force (F2), respectively. Their corresponding orientations are termed as the first principal grip angle (a1) and the second principal grip angle (a2). A series of experiments were conducted to test this hypothesis. Twelve

The primary objectives of this project are (1) the determination of manpower demand in primary lead and zinc production for the years 1985 and 2000, and (2) the estimation of the availability of the required manpower for these years. In order to meet the first of these objectives relationships between employee requirements and metal production in the various states were established, The total primary lead and zinc production from United states mines in 1985 and 2000 has been predicted by the U.S. Bureau of Mines. These forecasts and the 1974 figures are as follows: [1974 1985 2000 Lead metal, tons 669,000 700,000 900,000 Zinc metal, tons 494,000 585,000 995,000] Mining By analysis of ore reserve data and industry characteristics, the authors estimated the portion of the primary production which each state would yield in the future years. As manpower requirements are determined by the tons of ore produced and by worker productivity, these figures were determined for each mining state and district by developing relationships between lead and zinc metal production, ore production, ore to recoverable metal ratios, employee productivity, and number of employees required. The number of new employees required annually to compensate for attrition and production growth is provided, also.

Because of insufficient funds for printing, the Bureau of Mines was unable to publish its annual bulletin covering accidents at metal mines in the United States for the year 1933. A brief mimeographed summary of the principal statistical data for that year was released to the public late in 1934. Since then reports for 1934 have been received from the mining companies, and in order to avoid further delay in releasing this information to the mining industry and others interested in the prevention of accidents in mining, statistics for both years are presented in this publication with a minimum of interpretation and comment. The fatal-accident rate for the metal and nonmetallic mines (excluding coal mines) of the United States was more favorable in 1933 than in any previous year since 1911, the first year for which the Bureau of Mines obtained reports from the operators. Further progress was made in 1934, when the fatality rate was even lower than that of 1933. On the other hand, the nonfatal-accident rate, which had reached its lowest level in 1932, increased in 1933 and increased further in 1934, although not to such an extent as to prevent the rate for either of those 2 years from being better than that for any year previous to r1931.

The safety record established by the coal-mining industry of the United States during 1934, although not as favorable as that for the previous year, was better than the record for any other year during the period 1930-34 for which complete figures covering fatal and nonfatal accidents at the mines are available. The number of accidents was 89.98 per million man-hours of employment compared with 86.74 for the year 1933, the latter being the lowest rate in any of the 5 years referred to. The rate was 105.60 for 1930, the first year covered by available data. Employment increased in 1934; the number of workers represented an increase of 8 percent over the year 1933, man-shifts of labor increased 16 percent, and the number of man-hours of labor increased 7 percent. The total number of man-hours of employment also exceeded the number reported for 1932, and was almost equal to the record for 1931.

This report details work performed and results obtained in a study of the water management aspects of oil shale mining and retorting in the Piceance Creek Basin. Three specific sites were investigated, and optimal water management systems for both conventional and in-situ extraction processes were generated. Water-related legal and environmental constraints on development were identified and the water management schemes were developed in compliance with these regulations. Limitations on shale oil production implied by limited water supplies were evaluated. Potential Basin-wide effects of development were evaluated using a computer model, and mitigation strategies were developed. Recommendations for additional investigation and analyses were presented.

The Particulate Mineralogy Unit has been established at the College Park, Maryland, Metallurgy Research Center. The Particulate Mineralogy Unit will have the responsibility within the Bureau of Mines for the characterization of particulate minerals which have potential for adverse environmental effects. The Unit will provide a focal point for identifying particulates in connection with environmental problems related to the activities of agencies such as OSHA, HEW, EPA, and MESA. The Particulate Mineralogy Unit is seeking to clarify the ambiguities surrounding the mineralogy of and terminology used for asbestiform minerals and other mineral particles. The Unit?s investigations of the morphology, composition, and structure of asbestiform minerals and their nonasbestos analogs have made its members recognized experts in this field. The information which it develops on the characterization of asbestos and other particulate mineral forms such as silica should provide a technically rational basis for decisions by regulatory agencies. As part of the research effort of investigating the effects of microwave energy upon the chemical and physical properties of different minerals and ores, the Bureau of Mines has conducted basic research into identifying those properties of minerals that are affected by microwave energy, namely, the dielectric constant and loss tangent. These properties were determined utilizing the theory of microwave propagation in a coaxial waveguide filled with a dielectric material and measuring the input impedance with an RF impedance analyzer that operates from 1 MHz to 1 GHz. By knowing the microwave frequency and filling the waveguide with a powdered mineral, the dielectric properties of the mineral sample were determined. From these dielectric properties, theoretical microwave heating characteristics of each mineral could be calculated. These same mineral samples were then irradiated by a 915 MHz 30 kW variable power microwave oven and dielectric heating studies were performed. A comparison of the theoretical heating characteristics and the results from actual dielectric heating studies was conducted to evaluate the dielectric property measurements on each mineral. This report presents the results of the Bureau's research in identifying the dielectric properties of low-loss minerals according to the mineralogical classification scheme along with their irradiation studies. Though far from complete, this study represents some of the more frequently encountered low-loss minerals.

Progress made by the quarrying and related industries of the United States during 1939 included increases in the number of men employed and the number of man-hours worked and reductions in the death and injury rates per million man-hours of exposure to risk. Forty-seven States reported quarries in operation; in each of 26 States the industry employed 1,000 or more men. Of these 26 States, 16 reported lower accident rates than in 1938. Among the operations of various types for which separate figures are published in this bulletin, the limestone, lime, and cement groups reported lower accident rates. During 1939, 79,449 men were employed in the quarrying industries. The period of operation of the plants averaged 236 clays per employee, with a total working time that equaled nearly 144 million man-hours. Accidents at the plants resulted in 48 deaths and 5,204 disabling injuries among the workers. Expressed as frequency rates, the accidents represented 0.33 fatality and 36.18 injuries for each million man-hours of work performed during the year. The major cause of fatal accidents inside the quarries was falls or slides of rock or overburden; nine deaths were reported from this cause. Four men were killed by explosives and four by falls of persons. Nonfatal injuries inside the quarries were clue chiefly to handling materials; about one-sixth of the total number at all operations in connection with quarries and related plants were in this class. Flying objects also caused numerous injuries, although only about one-half as many as did handling materials. Next in numerical importance were injuries from falls of persons. Then followed accidents caused by falls or slides of rock or overburden and accidents caused by machinery.

The feasibility of inert - gas cushions in underground gas storages was studied by the Bureau of Mines in accordance with a continuing program of cooperative research between the natural gas industry -- through the American Gas Association . As mixing of the inert - gas cushion with the stored natural gas is undesirable , the various mechanisms tending to bring about such mixing were the subjects of both theoretical and experimental studies . These studies indicated the practicability of such cushions is dependent upon both reservoir and operating conditions . Equations and tables of illustrative data relating the various reservoir and operating conditions to the expected time required for undesired mixing to occur in ideal reservoirs are presented . This information permits estimating the relationship of such factors in actual storage operations .

The absorbed power (PAbs) has been suggested as a better measure of human responses to whole-body vibration, since it relates to the cumulative energy dissipated by the body exposed over a given duration. Moreover, unlike the other measures, the PAbs can adequately account for the intensity of exposure. Although, the vast majority of off-road vehicles impose considerably severe vibration along the horizontal axes, the vast majority of studies on biodynamic response characterization consider only vertical vibration. Only a few studies have reported PAbs responses of the seated human body exposed to horizontal vibration and the major contributing factors [1]. This study aims to characterize the PAbs responses of seated human subjects to horizontal (uncoupled x- and y-axis) vibration as functions of the vibration intensity, subject mass, seat height and the, type of back support. Methods Experiments were conducted using a rigid seat with an adjustable backrest inclination and seat height. The seat was installed on a horizontal vibration simulator and the forces at the seat base and the backrest were measured by three-axis force plates. Two single-axis accelerometers were installed on the seat back and the platform, oriented along the axis of motion. The experiments were performed using three different seat heights (350, 390 and 410 mm), back support conditions (NB- no back support and sitting erect; Wb0- Upper body supported against a vertical back support; and WbA- back supported against an inclined backrest, while sitting relaxed) and three different magnitudes of broad band excitations in the 0.5-10 Hz frequency range (0.25, 0.5 and 1 m/s2 rms acceleration under x-axis and y-axis, applied independently). A total of 8 healthy adult male volunteers with total body mass ranging from 59.4 kg to 92 kg and aged between 21-51 years took part in the experiments. The subjects were seated with their hands in lap, and feet supported on the moving platform for each posture. Each measurement was repeated 2 times, while the data were analysed using a bandwidth of 50 Hz and frequency resolution of 0.0625 Hz. Instrumented handles or dynamometers are widely used to measure hand forces and/or the biodynamic response of hand-arm system. To study hand-transmitted vibration exposure, six generations of instrument handles were constructed or initially developed by researchers in ECTB/HELD/NIOSH. This presentation provided a summary of these handles. Their basic characteristics, limitations, and usefulness are described, which may help their appropriate applications and further improvements. Six Designs of Instrumented Handles Handle 1: The conceptual design is recommended in ISO 10819 (1996)1 for glove test. The grip force is measured by detecting bending strains on a measuring beam in the handle. A special handle fixture was designed to connect the handle to a shaker. Except the screws, the handle and fixture were made from aluminum. Handle 2: The design is based on the principle of shear strain measurement.2-3 Both grip and push forces can be measured simultaneously using this handle. This handle was directly designed for a simulated vibrating tool. Handle 3: This design is basically composed of a handle base, a measuring cap, and two charge-based sensors (Kistler 9212) sandwiched between the base and cap. The handle was also made from aluminum. The fixture for Handle 1 was also used with this handle. This generation of handle has three different handle diameters (30, 40, and 50mm).4 Handle 4: This design is an improvement from Handle 3. The handle fixture was totally redesigned and it was much stiffer than the previous one. The aluminum measuring cap was replaced with a magnesium cap. Handle 5: The basic structure of this handle is the same as that for Handle 3. However, the piezoelectric sensors were replaced with two strain gage based sensors (Interface SML-50). Handle 6: This handle includes two measuring caps, four piezoelectric sensors, and a handle centre base. The handle fixture was the same as that with Handle 4. Methods for Handle Examinations The static and dynamic characterizations were performed using the methods reported by Dong et al.5-6 Results and Discussion Handle 1: The static force measurement depended on the hand grip location on the handle. Its natural frequency was less than 200 Hz.5,6 Because the transmissibility of gloves may not vary significantly with the applied grip force, this handle may be acceptable for glove test. However, the force measurements with this handle may not be reliable. Handle 2: The static force measured with this handle was insensitive to the hand acting location. However, when the handle was vibrating, the force signals could be totally distorted. For this reason, it was not used for vibration studies.

Potash is riot only an important ingredient in the manufacture of many products of modern industry, such as chemicals, explosives, medicines, paints, soap, matches, glass, paper, aniline dyes, bleaching agents, and a host of others, but is indispensable in agriculture. Justus von Liebig is credited with being the first to discover, about 1858, that potash salts in the soil constitute an essential plant food which is not replaced by nature when exhausted through continued cultivation, that this exhaustion results in a decreasing yield of crops, and that the virgin productivity of the soil may be restored, and indeed even increased, by the addition of suitable potash fertilizers. The fact is now well established that wherever intensive cultivation is employed, whether for the raising of cereals, cotton, tobacco, fruit, or garden truck, the replenishment of the potash content of the soil is essential to the maintenance of production. Hence potash is of primary importance in modern life, not only for the economic welfare of industry but for the production of valuable raw materials and the very food supply of the nation itself. SOURCES OF POTASH The main sources of commercial potash are: (1) The solid deposits of soluble potash minerals, such as carnallite, sylvinite, and kainite; (2) sea water, brines, and salt-lake deposits containing appreciable amounts of potash salts associated with sodium salts; (3) vegetable substances, such as wood ashes, bee sugar residues, seaweed, and sunflower stalks; (4) animal material, such as wool washings; (5) products resulting from the decay of organic nitrogenous matter, such as Indian niter; (6) dust in flue gases from cement kilns or in the top gases of iron blast furnaces; and (7) insoluble potash minerals, including alunite, feldspar, leucite, muscovite, and glauconite, all of which contain a considerable quantity of potash.1

While the neurological and vascular aspects of Hand-Arm Vibration Syndrome (HAVS) has been generally accepted as a medical condition, the medical criteria and the clinical findings used to establish the diagnosis has been more difficult to bring to consensus. The criteria was first quantified by the Taylor-Palmear scale.1 This criteria was subsequently modified in 1986 at the 1st Stockholm Workshop2,3 to included more acceptance for the neurological effects that characterized the predominate findings in some workers. The relationship between hand-arm vibration and Carpal Tunnel Syndrome was defined in NIOSH 97-1414. While the aforementioned documents have defined the clinical entities associated with hand-arm vibration exposure, agreement on the clinical findings and test to confirm the diagnosis has be been more difficult to bring to consensus. Clinicians assessing HAVS has relied on a number of varied neurological and vascular tests. The neurological testing has focused on assessing damage to the sensory capability of the fingers for the neurological component including tests to measuring ability to sense vibration, cold or other end point finger sensor functions. However, the vascular testing has been traditionally focused on the ability to either measure vascular function or to reproduce the vascular blanching that occurs in HAVS with cold water provocation. Recent assessment of this testing in the United Kingdom Coal Miner’s study has questioned the value of this testing especially in reviews by McGeoch.5 In an attempt to provide some type of definitive testing to substantiate vascular damage from hand-arm vibration exposure, angiography is an alternative or adjunct to cold water provocation testing. The standards that have been established to predict the level, type and incidence of HAVS have been based on clinical studies and reports that have essentially been all male populations. However, the recent entry of women into more vibration intensive jobs has brought about the exposure of some women to high levels of vibration previously only previously experienced by men. However, there have been only few studies that look at HAVS in women6. Although exposed the same vibration levels, it has not been clear that the latency and type of pathology of HAVS in women will be the same as for men. The purpose of this study is to look at recent case studies of men and women exposed to jobs with high levels of hand-arm vibration with extensive clinical testing for both the neurological and vascular components of HAVS as well as other associated upper extremity conditions such as Carpal Tunnel Syndrome.

This report describes a computer-based model for estimating the tangible costs of injuries and deaths from work-related accidents in underground coal mines. The study undertook to identify and quantify the elements of accident costs, including field visits to coal mines, insurance carriers, and public agencies. The mathematical models developed for each tangible element of accident cost are presented in Volume I of the report. A listing of the computer programs which comprise the model and instructions for using the programs are presented in Volume II. Statistical distributions of mining family characteristics, data on 95 miners killed in underground accidents, and other basic data used to develop the model are presented in Volume III. Application of the model to a data base of 9,286 accidents which occured in underground bituminous coal mines during 1974 yielded a total of $56,900,000 in tangible costs to industry, mining families, and public agencies. Loss of income to the families of miners injured or killed in these accidents accounted for 47 percent of the total.

"Gas hazards may be divided into two principal classes- namely (1) inflammation and explosions; (2) asphyxiation and poisoning. Inflammation and explosion are prevented first by adequate ventilation so that gas sufficient to propagate flame or explosion can not accumulate, and second, by avoiding sources of ignition such as open lights, flames, sparks, electrical arcs, short circuits, or sparks. Ventilation is also the best preventive measure against asphyxiation and poisoning from toxic gases. When men must enter unventilated or poorly ventilated places containing poisonous or asphyxiating gases, suitable gas masks, hose masks, or oxygen breathing apparatus should be worn. As a rule, loss of life and property from gas hazards is due to ignorance of the properties and hazards of various gases commonly used, and consequently a failure to use proper measures for eliminating and meeting these dangers. It is the purpose of this paper to describe briefly the common gases and vapors with respect to the hazards involved in their use and to discuss the necessary precautions and methods for avoiding these dangersLight, heat, and power are prime essentials of our modern industrial civilization. The combustible gases and vapors used for the production of these necessary elements of our existence comprise the largest and most common group of domestic and industrial gas hazards. Almost every individual in his daily life subject to possible danger from asphyxiation, fire, or explosion due to one or more of these gases. For evidence one need only refer to the daily newspaper where headlines such as the following are frequently seen; ""Family asphyxiated by carbon monoxide from gas heater;"" ""Schoolhouse wrecked by gas explosion in basement;"" ""Man killed by automobile exhaust fumes in his garage;"" ""Fireman overcome by smoke fumes in basement ""Woman"".""Boman severely burned by accidental ignition of gasoline used in cleaning gloves;"" and 'in recent Years we often see ""Building wrecked by explosion of still in residential district.""It will be noted that these accidents are due to inflammation, explosion, or asphyxiation. Any combustible gas or vapor, when mixed, with air or oxygen within certain limiting proportions, will explode on ignition. The violence of the explosion varies with respective proportions of air and gas, and with the degree of confinement of the mixture. For example: Mixtures of natural gas and air containing between 4.5 and 12 per cent natural gas will explode, or propagate flame throughout the mixture without the continual presence of the source of ignition that started the inflammation.
