Reaching movements are planned and subsequently executed [1] using visual and somatosensory feedbacks [2], where absence of visual feedback is known to increase endpoint variability [3]. Visual occlusion decreases the ability to make rapid online compensatory movements, which results in initial radial deviations that are highly correlated with radial dispersion at the target. Perturbations of rapid, visually-guided reaches are compensated on-line and result in endpoint dispersions poorly correlated with initial deviations, emphasizing the strong effect of visual feedback in temporally-constrained reaching tasks. In control conditions (no vibration), these uncompensated, rapid reaches serve as estimates of the individual’s intended trajectory. When ride motion is present, trajectories of rapid, visually-occluded reaches provide a measure of the natural biodynamic response of the cantilevered spine-arm-hand linkage. These intended movement trajectories and the biodynamic response (vibration feedthrough) are used to predict the effect of ride motion on the performance of rapid reaching tasks. Goals of this study are to investigate the influences of vehicle motion on human reaching and pointing, and to reveal movement strategies used in visually-occluded reaching tasks. Methods A six degree of freedom human-rated Ride Motion Simulator (RMS) was used to generate a dynamic vehicle environment. Participants performed discrete, rapid pointing tasks to targets presented on three touchpanel displays under stationary and random whole-body vibration. Reach instructions included successfully reaching identical circular targets (Ø = 0.25”) with the right index fingertip as fast as possible. Targets were presented on resistive-touch displays mounted approximately 60 cm from the participant’s nasion. The touchpanel displays were located in the forward and lateral directions at eye level, and forward at 45° of elevation. These displays measured the spatial error of the reach destination. A ten-camera VICON motion capture system recorded the upper body kinematics of the participant. Reflective markers were placed on the participant’s torso, head, and arms. Initial kinematics of the fingertip (i.e. time and magnitude peak tangential velocity) and tangential velocity at target were used to estimate the planned endpoint of the reach. Results and Discussion Ride motion resulted in increased endpoint variability compared to reaches performed in the stationary condition. Reaches to the elevated touchpanel consistently resulted in the largest variability across all motion conditions, suggesting that a vehicle occupant would not be capable of accurately activating a control in that location. Principal axes of endpoint ellipses were along and perpendicular to the direction of fingertip movements. During the 12 months ended July 1, 1931, engineers of the Bureau of Mines examined electrical equipment in 80 bituminous-coal mines. The purpose of these examinations was to ascertain the condition of such equipment with respect to possible hazards of gas and dust ignitions, also of shock. Although only 3 of the 80 were being worked with open lights and therefore did not use explosion-proof equipment, there were others where electric cap lamps were used by the men but where it was apparently assumed that conditions as to gas and dust did not require equipment designed to give protection against ignitions. Early in its history the United States Bureau of Mines originated certain standards covering the construction and testing of electrical equipment in order to minimize the dangers of ignitions from exposed electric sparks and flashes ; accordingly, it is comparatively easy to determine wherein a machine built to these standards falls short of continuing to meet them if damaged or neglected. Many so-called flame-proof and dust-proof machines, however, have not been built to any standard comparable with that developed by the Bureau of Mines. In addition, certain machines have parts which pass Bureau of Mines tests, but do not satisfy the full requirements in other respects, and others make no pretense of inclosing the spark-producing parts. It is not uncommon to find two or more of these various types in the same mine with " permissible " machines, the type that has been built to conform to the Bureau of Mines standard. Consequently, inspection of nonpermissible machines becomes somewhat difficult without a standard of comparison. Because of its unprotected condition obviously open-type electrical equipment must be used with great care, if at all, in a mine where precautionary measures are adopted in guarding against gas and dust ignition. The unsafe nature of such equipment is widely recognized. For that reason it is to be installed only where there is no likelihood of gas being present. It is not apparent to some, however, why flame-proof and dust-proof equipment and equipment having tested parts should not be regarded in the same light as permissible equipment.

This Bureau of Mines report presents the initial development of a two-dimensional method of analysis for inclusions in plates in which the deformed shape of an open hole and the separate structural behavior of inclusion and plate with hole are used to obtain the stresses and strains in the inclusion only. In this report the solution for a circular inclusion is presented because a direct verification of the results with previous solutions was possible. The numerical results were in exact agreement with those obtained with the equations of Sezawa and Donnell. The equations developed are less complex than those of Sezawa and more general, for a circular inclusion, than those of Donnell. Stresses and strains in the inclusion are in terms of the elastic constants of the inclusion and the plate and the biaxial stress field applied far away. The elastic constants can be all different. An important conclusion from this work is that a difference in Poisson's ratios between inclusion and plate may be as important as a difference in Young's moduli between inclusion and plate in producing the inclusion effect. Many problems in mining and rock mechanics can be treated as inclusion problems. The understanding of inclusion behavior on a physical basis should provide the solutions to some of these problems.

This trainer’s guide is designed as a reference manual. The purpose is to offer information and examples to skills trainers to assist them in structuring training for new operators of Walk-Thru roof bolting machines. Trainers can use this manual as a resource for helping trainees learn, understand, and apply knowledge and skills. In this sense, the guide is not prescriptive. It is designed to offer information and trigger ideas on what might be done to accelerate learning to those who are new to the roof-bolting task. On-site trainers can modify this guide to fit their conditions, machines and equipment, and work procedures. They can integrate roof control plans, company policies and procedures, and operators’ manuals from the manufacturers of the original equipment into this guide. Every trainee is different and will come to the job with varying levels of relevant knowledge and skills. The trainer’s decisions on where to start, how to organize the on-the-job and classroom training portions, and when and how to offer different aspects of the training will be based on (1) a pretraining assessment of the trainee’s knowledge and skills and (2) the trainer’s experience in conducting skills training. The “Skill Check” section might be useful for deciding where training should start among miners who have underground experience but limited knowledge of roof-bolting techniques. Every job carries a learning curve and likely has a number of “teachable moments” where significantly new knowledge and skills can be learned. The videos on the DVD that accompany this guide can be shown at the beginning of training to give trainees an idea of what the job entails and related requirements. They can also be used within the training cycle (after the trainee has some experience in the job) to reinforce key points or as a trigger for eliciting questions about particularly difficult parts of the job. The video segments are meant to be visual models of good performance. They are designed to elicit discussion on good (lower risk) ways to do the job. In this context, they can be used very creatively at different times within the training cycle. The section on “Talking Points” offers a number of questions that can be used in the classroom to support and elaborate on certain aspects of the job duties. If the trainee has a fair amount of underground experience, some of the questions can also be used to support the pretraining assessment (i.e., skill check) of knowledge and skills. Likewise, some of the questions can also be used while teaching on the job to reinforce key points affecting safety, production, or maintenance. The section dealing with a mine’s roof control plan should be used at various times in the training cycle to make sure the trainee understands the plan and knows how to apply it in performing the job. The supplemental materials offer additional resources that can be used to support initial job training or follow-up. Learning continues well after an individual has been trained. The supplemental materials can help reinforce good operating skills and provide an opportunity for further discussion on better ways to do the job.

[In producing crude oils of paraffin base and of mixed base the producer is often confronted with the problem of preventing and removing paraffin that settles out of oil and accumulates in the well. This paraffin consists of heavy waxes with some sand and asphalt, and varies in. consistency from a soft semifluid wax to hard gummy wax. This problem is by no means a new one as troubles have been encountered with it since the earliest days of the industry. However, with the discovery of the panhandle, Texas, field and other large fields in which extensive troubles have been encountered, the problem has assumed added importance. In new fields the most serious trouble with paraffin is in the flowing wells the paraffin accumulates in the casing and tubing of such wells and unless removed will completely plug the well. This condition also develops in wells which are produced by gas lift, and often presents a serious problem when, this method of producing the oil is used. In older fields paraffin is also deposited on the face of the producing sand that on the walls of the hale or within the interstices of the sand near the hole, and this materially affects the amount of oil that can enter the well.]

Highwall mining continues to grow in importance as a coal production method from U.S. surface mines. It may account for as much as 4% of the total U.S. coal production, according to one recent estimate. Analysis of Mine Safety and Health Administration (MSHA) accident and injury statistics shows that, overall, highwall mining has maintained an admirable safety record. Its fatality and injury rates are comparable to those for other surface mining methods, and are significantly lower than those for underground mining. No mining method is risk free, however. Highwall mining injuries have been associated with handling materials, slips and falls, machinery, powered haulage, and other types of incidents. But perhaps the greatest risk, to both personnel and equipment, is from ground control. The two most significant ground control hazards are rock falls from the highwall and equipment entrapment underground. Highwall Stability Ensuring highwall stability through proper ground control engineering is of paramount importance to safe highwall mining operations. The only fatality to occur during the last five years at a highwall mining operation was due to highwall collapse. There have also been numerous near-misses, several of which have involved extensive damage to equipment. In the central Appalachians, where the majority of highwall mining occurs in the U.S., hillseams are the most prominent geologic structures that affect highwall stability. Hillseams (or mountain cracks) are near vertical fractures in the rock that are formed in response to natural weathering and erosion of hillsides. They extend hundreds of feet down from the surface. They typically run parallel to the hillside, but they can also extend across narrow points or ridge lines. The hazard arises when rock slabs that form along the hillseams detach and fall away from the highwall face (See Figure 1). [ ] Unfortunately, it is impossible to control the location of hillseams or reliably detect their presence within a highwall. There are, however, a number of measures that can be taken to minimize the risk of failure associated with hillseams: Planning-Most operators choose to skip those areas of the highwall where a prominent hillseam daylights (See Figure 2). Existence of such areas is known for several weeks in advance of highwall mining; therefore, planning engineers can adjust the layout of highwall mining panels to locate barrier pillars within areas of questionable highwall stability. [ ] Inspection and monitoring-Daily inspection of the benches above the active highwall mining area is a prudent precautionary measure. A crack in a bench immediately above a highwall miner is shown in Figure 3. Simple displacement monitors may be useful for detecting movement along cracks that may precede a significant life-threatening failure. New tools, such as slope monitoring radar, may also prove useful in detecting motion of the rock slopes above active highwall mining operations. Good blasting practice-Most surface coal miners in the central Appalachians use pre-splitting and the familiar halfbarrels are routinely seen throughout the pits. Shorter delays along the face and longer delays between rows can direct more of the blast force parallel to the face, potentially doing less damage to the wall rock. In addition to pre-splitting, decreasing the burden, spacing and charge weight in drill holes close to the highwall will also decrease damage to the wall rock. Decreasing the highwall slope angle-Decreasing the highwall slope angle from 90° (vertical) to 70°-80°, especially in areas of known hillseam concentration, could eliminate the hillseam hazard (See Figure 4). All the coal lands in Alaska are publicly owned, and the Federal Government is the principal consumer of coal. Therefore the Government has long been concerned with the wise utilization of the coal reserves of Alaska as well as with the availability of coals meeting the specifications for use in various Government installations. Coal preparation plays a key role in both of these areas of interest. The proper choice and operation of coal-washing equipment permits the mining of inferior deposits, minimizes waste of coal in preparation, and assures a prepared product of the best quality obtainable from the raw coal. Thus, from time to time, the Bureau of Mines has made washability examinations on most of the coals mined in Alaska. Generally, these examinations were made when new mines or new beds were opened, when construction of new preparation plants was being considered, or when the operation of existing plants could be improved by better knowledge of the raw coal. The purpose of this report is to bring together all the washability data available on the coals of the Matanuska Valley and Beluga River fields. The pattern of energy development for the rapidly growing Anchorage area is not clear at this time. Formerly coal was the only fuel available for large-scale space heating and power generation. More recently both oil and natural gas have entered the market, and several hydroelectric projects have been completed. Additional major hydroelectric projects are being considered. The role that will be played by coal in this competitive energy market is uncertain. However I if coal is the fuel used in future power plants or industrial installations, the information contained in this report will be useful in indicating the quality of the coals that can be supplied and in selecting proper preparation techniques.

This report (Independent Functional Safety Assessment Guidance 7.0) is the last in a nine-part series of recommendations and guidance addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and after-market suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction (Part 1).—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing a system/software safety program. • 2.1 System Safety (Part 2) and 2.2 Software Safety (Part 3).—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g]and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File (Part 4).—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full life cycle of the system, and provides administrative support for the safety program of the full system. • 4.0 Safety Assessment (Part 5).—The independent assessment of the safety file is addressed. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be done and the guidance is how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treatment of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities. A computer model was created that generates contact data by means of simulation while altering several variables associated with the machine and its operator. These variables include work environment, the operator&apos;s anthropometry, work posture, choice of risky work behavior, and the machine&apos;s appendage velocity. In the model, a contact means two or more objects intersecting or touching each other, e.g., the appendage colliding with the operator&apos;s hand, arm, head, or leg. This report documents the code development of special features of the computer model, random virtual human motions and behaviors, which made it possible for researchers to study hazardous interactions, such as contacts between the operator and machine. The original idea for random virtual human motions began with the need for a model that, when simulated, would experimentally mimic machine and human actions that could cause actual injuries or fatalities in the workplace. Injury incident investigation reports do not usually contain enough information to aid in studying this problem, and lab experiments with human subjects are also not feasible because of safety issues and ethical issues. Early investigation that evaluated the feasibility of random motions resulted in a primary programming structure and building blocks for code expansion. Basic motions and standard derivation data provided random parameters for the operator&apos;s movement in the random motion code. Experimenting with basic motions in preliminary models helped researchers devise a random motion technique that worked with xyz motion parameter values from basic motion parameters. Both values were the building blocks used in motion commands that comprised the core of the random motion code. When the code is executed in a three-dimensional computer model, it generates realistic starting positions for the operator&apos;s (virtual human) body and body parts and realistic motions mimicking a work sequence with a valid range of variation in movements. Researchers developed several rules for the random motion technique that, when applied, will maintain directional integrity of a virtual human&apos;s basic motions. From previous research, researchers formulated the algorithm that determines the behavior during machine operation. The decision algorithm was needed by the random motion code to randomly select what behavior to use for a simulation execution for a realistic representation of the operator&apos;s motions and risky behaviors during work tasks. The operator&apos;s chance of avoiding the moving appendage was also a concern to ensure that data reflecting a near-miss would not be considered a contact. Therefore, to filter a database obtained from simulations for actual contacts, it was necessary to track the operator&apos;s field of view and determine from this information when the appendage is in and out of the operator&apos;s view. NIOSH researchers successfully applied random motions and risky behaviors to examine the speed range of a roof bolter machine appendage for different workplace scenarios and compare statistically which is most likely to cause contacts (and possible injuries) to miners. Researchers in this study believe that the use of such simulations, treated with advanced statistical procedures, are extremely useful tools to evaluate the hazards of tasks where it is not possible to perform experiments with human subjects.

PURPOSE This report provides an integrative review of 52 recently published research reports that examine the associations between long working hours and illnesses, injuries, health behaviors, and performance. The report is restricted to a description of the findings and methods and is not intended as an exhaustive discussion of all important issues related to long working hours. Findings and methods are summarized as reported by the original authors, and the study methods are not critically evaluated for quality. SUMMARY In 16 of 22 studies addressing general health effects, overtime was associated with poorer perceived general health, increased injury rates, more illnesses, or increased mortality. One meta-analysis of long work hours suggested a possible weak relationship with preterm birth. Overtime was associated with unhealthy weight gain in two studies, increased alcohol use in two of three studies, increased smoking in one of two studies, and poorer neuropsychological test performance in one study. Some reports did not support this trend, finding no relationship between long work hours and leisure-time physical activity (two of three studies) and no relationship with drug abuse (one study). A pattern of deteriorating performance on psycho physiological tests as well as injuries while working long hours was observed across study findings, particularly with very long shifts and when 12-hour shifts combined with more than 40 hours of work a week. Four studies that focused on effects during extended shifts reported that the9thto 12th hours of work were associated with feelings of decreased alertness and increased fatigue, lower cognitive function, declines in vigilance on task measures, and increased injuries. Two studies examining physicians who worked very long shifts reported deterioration on various measures of cognitive performance. When 12-hour shifts combined with other work-related demands, a pattern of more adverse findings was detected across studies. Six studies examining 12-hour shifts combined with more than 40 hours of work per week reported increases in health complaints, deterioration in performance, or slower pace of work. Two studies com-paring 8- and 12-hour schedules during day and night shifts reported that 12-hour night shifts were associated with more physical fatigue, smoking, or alcohol use. Two studies examining start times for 12-hour shifts reported that decrements in alertness or more health complaints were associated with early 6:00 a.m. start times. One study examining 12-hour shifts in hot work environments reported a slower pace of work as compared with shorter shifts. Another study examining high workloads during 12-hour shifts showed increased discomfort and deterioration in performance as compared with shorter shifts. More definitive statements about differences between 8-hour and 12-hour shifts are difficult because of the inconsistencies in the types of work schedules examined across studies. Work schedules differed by the time of day (i.e., day, evening, night), fixed versus rotating schedules, speed of rotation, direction of rotation, number of hours worked per week, number of consecutive days worked, number of rest days, and number of weekends off. All of these factors could have interacted with overtime and influenced study results. Also, some studies did not report how many hours participants worked per week or other details about the work shifts, which complicated the assessment of their results. The many

[In previous contributions** the writer has called attention to important relations that faulting bears to the migration and accumulation of oil end gas. It has been pointed that favorably situated parts of oil and gas bearing, sands have been enriched by migration art segregation incident to faulting. The escape of water through natural passages such. as fault fissures has induced wide spread hydraulic currents through the beds toward these, points, of diminished pressure and these water currents, plus buoyancy hove contributed largely toward the migration of oil to favorable rock entrapments in the vicinity of the faults.*** The propulsive force of expanding gas has been one of the contributing causes for the hydraulic currents. Paradoxical as it may seem, the escape of gas with entrained oil through fissures has been on important factor In the migration, and accumulation of oil in many faulted areas. Compressed gas is the propulsive force by which oil generally moves to producing wells. It is also one of the propulsive forces by which oil has moved with or even ahead of water under conditions: of differential pressure brought about by faulting.]

In this final stage of a three-part investigation of the smelting of titania-bearing iron materials, the Bureau of Mines conducted semicontinuous smelting tests in a laboratory electric arc furnace on four concentrates and one are. The objective was to substantiate the significance of liquidus temperature measurements in predicting satisfactory slag compositions in electric furnace smelting of titaniferous magnetites to produce pig iron. Previously obtained liquidus temperature data were used in determining flux requirements. Self-fluxing pellets of either ore or concentrate plus fluxes and reductants were made to produce pig iron and slags containing 0.2 to 0.6 percent titanium. Individual constituents of the slags generally agreed within 5 percent with the value of the corresponding constituent of target composition. Liquidus temperature of furnace slags generally agreed within 50° C of the value obtained from corresponding nominal synthetic slag. The results of the three phases of the investigation may serve as guide-lines for determining flux requirements in smelting a wide variety of titaniferous magnetites and other titania and iron-bearing materials.

The New Almaden mine was discovered in 1824, and since that date production of quicksilver has exceeded 1,000,000 flasks. Because of this high production record, the New Almaden area was, upon passage. by Congress of the Strategic Minerals Act of 1939, immediately considered by the Bureau of Mines as a promising location for exploration. In 1941, the Federal Geological Survey undertook a survey of the entire district. R. R. Trengove, an engineer of the Bureau of Mines, made a preliminary study for a project in 1942, and in August 1943 the Bureau, in close cooperation with the U. S. Geological Survey, began the development project described herein. The Bureau of Mines drilled 36 holes, totaling 6,807 feet of diamond drilling, along the contact between the serpentine and Franciscan, sandstones and other sedimentary formations. The ore bodies are found along this contact and occur in the carbonate-silica rock. This report briefly describes the location, history, and ore deposits of the property. The recent operations are outlined, and the work performed by the Bureau is explained in detail.

"INTRODUCTION Iron ore containing titanium was first used in blast furnaces over a century ago. It is well known that TiO2 is a slag-forming material that will increase the amount of slag produced by the usual gangue materials, silica and alumina. Increase in the volume of slag due to the presence of TiO2 and a lack of information concerning its effect on the properties of the slag have prevented the general use of titaniferous ore. Also rather com¬mon belief among furnace operators that the bottom of the furnace builds up when ores containing TiO2 are smelted has militated against the use of titaniferous ore. This building up of the hearth has been attributed to the formation of copper-colored crystals of titanium cyanonitride, which have been observed in the salamanders of blast furnaces. Until recently the availability of nontitaniferous iron ore has left little incentive to use ore containing titanium.The presence of vanadium in certain deposits of titaniferous magnetite in New York State has created new interest in problems connected with the use of titanium-bearing ore. It appears that most of the vanadium in this ore can be recovered in pig iron, which can be blown in a converter to produce a slag containing vanadium in amounts suitable for the production of ferrovanadium.The Titanium Division of the National Lead Co. recently erected a largo mill to treat ore from Sanford Hill, in Essex County, New York, about 50 miles west of Port Henry. The ore deposit was acquired from the MacIntyre Iron Co. and is often referred to as Sanford ore. It is one of the largest deposits of Iron-bearing material to be found east of the Lake Superior region and is being mined by open-pit methods."

This report describes instrumentation which is part of a system for extinguishing mine fires by pumping material through surface boreholes in order to seal off all underground passageways leading to the fire area. Major instrumentation systems include a closed circuit television probing system and an acoustic seal checking system. The latter consists of a speaker probe, a receiver probe and related signal processing equipment. All probes can be winch-deployed down a 6-inch diameter borehole. The CCTV unit can be rotated 360 degrees in the horizontal plane, and contains sufficient lighting to reliably assay conditions for sealing or rescue within a 200 foot radius. The acoustic seal checker monitors the completion of a seal as it progresses by use of probes lowered through boreholes on either side of the seal.

The ease of ignition and violence of explosion of Utah coal dusts, together with the large volumes of methane given off in some of the mines of the State, made it imperative to abandon obsolete equipment and obviously hazardous practices for up-to-date equipment and safer methods of mining if reasonable progress wore to be attained in fire and explosion prevention. Although much can still be done to improve safety conditions in Utah coal mines, considerable progress has been made in the past 10 years. The fundamentals of such progress include increased use of permissible electrical equipment in gassy mines, closed lights, rock-dusting, more liberal use of water at the face, butter ventilation, permissible explosives fired electrically both within and without the mine, partial inhibition of blasting while the shift is in the mine, 100-percent first-aid training, increased supervision and inspection, and mass safety meetings.

In attempting to discuss a subject of this character it should be clearly understood at the outset that the purpose is not to emphasize the mere fact of occurrence of such catastrophes, the memory of which time has largely relegated to oblivion, but rather to stress the means of their prevention, available not only subsequent to but also at the time of occurrence. A careful, conscientious, unbiased study of the causes of mine explosions leads inevitably and definitely to the conclusion that the human element is the most important factor. The human factor should however, be evaluated in terms of responsibility--responsibility on the part of the employer to recognize the existing hazards and take the necessary remedial action, and on the part of the employee to perform his duties faithfully, diligently, scrupulously, and in strict conformity with State mining laws and company rules or other regulations.
