Among the principal gathering/distribution systems for coal is over-the-road trucking. Where alternative trunk line modes such as barge or rail links are weak or nonexistent, trucks may, particularly for relatively short line hauls, act as substitutes. Their major application, however, appears to be in connection with smaller mines or coal users particularly where terrain problems are significant. Truck use has increased as rail lines have been abandoned or suffered neglect. For example, in 1956 about 38 percent of the coal transported in eastern Kentucky and about 8 percent of the coal moved in western Kentucky went by truck. By 1975, the percentages were almost 77 percent and 26 percent, respectively [4,U-11]. While rail route .limitations and deterioration played a part in the change, increased emphasis on road building, particularly during the 1950's and 1960's, and improved truck load capacity and efficiency were also important.

"Although silicosis has been studied extensively, the mechanism is still not fully understood. Experiments do provide evidence that the actions of unique properties of silica surface on the cell membrane are the starting point of silicotic processes. This paper summarizes literature on chemical properties of silica surface, and the effect of particle size on silica toxicity. This paper also discusses the ways in which silica dusts are thought to interact with the cell membrane, with emphasis on freshness, hydrogen bonding, and free-radical interactions.INTRODUCTIONSilicosis is a debilitating pulmonary disease that afflicts persons (miners, foundry workers, ceramic workers, heavy construction workers, etc.) who chronically inhale silica-containing dusts (Schepers, 1960; Silicosis and Silicate Disease Committee, 1988). Since silica is second only to oxygen in weight percentage of the earth's crust (about 28%) and is found in an enormous diversity of minerals, it is natural that silicosis is one of the major industrial health hazards all over the world. Although silicosis has. been studied extensively, the mechanism by which the dusts exert their toxic actions on cells and the processes by which these actions progress to fibrogenesis are still poorly understood. The biological characteristics of the dusts are largely unknown, although it is suggested that the dust size, shape, surface charge, roughness, surface chemical composition, trace metal content, and crystallinity; dose of silica in the ambient air of the workplace; duration of exposure; genetic variation in exposed subjects; personal respiratory patterns; and presence of any coexisting disease (such as tuberculosis or rheumatoid arthritis) all influence the expression of silicosis (Koskinen et al., 1983; Noweir et al., 1980; Raask and Schilling, 1980; Reiser and Last, 1979; Thorne et al., 1985; Wolff et al., 1981). The actual biochemical mechanisms through which these factors operate are still unclear. However, the experiments do provide evidence that the actions of certain unique properties of silica surface on the cell membrane are the starting point of the silicotic process (Allison et al., 1966; Allison and Harrow, 1971; Bateman et al., 1982; Marks, 1957; Parazzi et al., 1968; Reiser and Last, 1979; Summerton et al., 1977). This article summarizes literature on chemical properties of silica dusts and how silica dusts are thought to interact with the cell membrane, with emphasis on hydrogen bonding and free-radical interactions."

If you missed this year?s Texas State Holmes Safety Association meeting, you missed a great one. On January 23 & 24, 2009, we held the meeting that was rescheduled when Hurricane Ike threatened Corpus Christi in September 2008. Sixty-five persons from across the state attended the meeting held at the Holiday Inn Emerald Beach. The weather was 82 degrees, and the sky was clear and perfect for a safety meeting. Evaluations submitted by the attendees gave the presentations, the networking, and even the food top marks. There were eight councils represented; Big Country, Central Texas, Costal Bend, Heart of Texas, Hill Country, North Texas and North Central. Presentations included Workplace Examinations, Emergency Preparedness, Screen Safety, Contractor Responsibilities, Powered Haulage, Supervising for Safety, and Basic Inspections of Slings and Rigging. Mr. Edward Lopez, SC MSHA District Manager, gave the State of the District Address.

Many types of heavy equipment used in the mining and construction industries use enclosed cabs to protect equipment operators from dust and noise exposure. Normally, when the equip- [ ] ment is new, manufacturers' deigned controls are effective at keeping the operator's exposure at acceptable level. However, as equipment becomes older and many components of the enclosure deteriorate, such as gaskets and seals, the effectiveness of the enclosed cab can be greatly reduced. This can cause excessive and dangerous exposures to respirable dust, especially when the ore or overburden contains crystalline silica.

Active and abandoned mine sites can be an irresistible- - and sometimes deadly - - draw for outdoor enthusiasts, particularly children and young adults. Despite repeated warnings, posted signs, and fencing, tragedies involving accidents on active and abandoned mine property continue to make headlines, especially with the arrival of warmer weather and the summer months ahead. Over the last few years, there have been dozens of tragic incidents involving children and adults ventur­ing onto active and abandoned mine property. They include: A 16-year-old youth suffered fatal injuries after his all-terrain vehicle became airborne in an accident at a gravel mine near Albany, New York. A young boy was electrocuted when he contacted a high-voltage power line while sliding down a stockpile at a sand and gravel mine in Grand Island, Nebraska during its off-shift hours.

The National Mining Association and the Mine Safety and Health Administration requested that the National Institute for Occupational Safety and Health (NIOSH) conduct full-scale evaluations of a recently developed carbon fiber-reinforced polymer (CFRP) reinforcement technique for upgrading existing mine ventilation seals to withstand an explosion pressure of 50 psi or greater. The evaluation was conducted in the NIOSH Pittsburgh Research Laboratory’s Lake Lynn Experimental Mine (LLEM) near Fairchance, PA. The purpose of the evaluation was to determine the blast resistance of the CFRP reinforcement technique, designed to increase the strength of two types of existing 20-psi-rated in situ mine ventilation seals. Two candidate ventilation seals were selected to represent the 20-psi alternative seal designs typical of those used in mines prior to July 2006. Installed within the LLEM were (1) a 4-ft-thick pumpable cementitious foam seal using material with a designed 150- to 200-psi average compressive strength at 28 days and (2) a 24-in-thick, low-density cementitious block seal with a center pilaster and keyed to the floor and ribs. The materials necessary for the CFRP reinforcement technique were then installed on the outby (active) side of each seal, and the seals were subjected to explosion overpressures. Both seals with the CFRP reinforcement retrofit successfully withstood explosion pressures of 60 psi or greater during the full-scale evaluations in the LLEM.

Mining has one of the highest annual average fatality rates among major US industries. Health and safety dangers have been inherent to mining since the early days of picks and shovels. Even though miners' health and safety has improved over the years, mining is still one of the most dangerous occupations. Mining was traditionally a low tech industry. It is now driven by competitive pressures to go high-tech by using programmable electronics (PE) for machine control, atmospheric monitoring and material processing. The industry's experience with the functional safety of PE is limited compared with other industries. Thus, PE is an emerging technology for mining that can potentially create or worsen hazards. The US National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Laboratory in Pittsburgh, PA is addressing the safety of this new technology. NIOSH has a proactive project to generate recommendations for addressing the functional safety of PE-based mining systems before the technology proliferates. The recommendations take the form of a safety framework encompassing the entire life cycle for a PE-based mining system.

"Churn drills for blast-hole drilling are important to the operation of most open-pit metal mines, but certain hazards are created through their use that cause fatal and nonfatal accidents.2/ The purpose of this circular is to present a code of safe practice prepared and followed at a large Arizona open-pit copper mine, where safety is recognized as a definite operating problem. Such a code, based upon a thorough study of available published information as well as practical experience gained from accidents and near accidents, is the result of considerable effort and monetary expenditure. It is hoped that other operations using churn drills may benefit by the code presented, either in comparison with existing rules or in the preparation of new operating instructions.The code presented is in use at the Morenci Branch of the Phelps Dodge Corn., Morenci, Ariz. Similar codes are used at the New Cornelia Branch, Ajo, Ariz., and in the waste-pit operation at the United Verde Branch, Jerome, Ariz.The authors gratefully acknowledge the cooperation of the Phelps Dodge Corp., whose personnel made: possible the collection of information included in this circular. Larsen, general drilling and blasting foreman, Morenci Branch, Morenci, Ariz.The importance of churn drills in Arizona mining is apparent when it is realized that at all the open-pit copper mines blast holes are drilled with this equipment. At Morenci, approximately 98 percent of the ground is broken by primary blasting of churn-drill holes.There has been a growing tendency in Arizona's copper-mining industry to change from underground to open-pit mining, with consequent increase in the use of churn-drill blast holes for primary blasting.3/Thirty-three churn drills are in use at Morenci for blast-hole drilling. The drills operate with 440-volt alternating current, and trailing drill cables, in 500-foot sections, connect with the portable drill transformer station.4/ Three Diesel-driven churn drills for drilling prospect holes also are in use. About 25 churn-drill shifts are operated currently on a three-shift basis. Ordinarily, a two-man crew is assigned to each drill; however, with prospect-drill crews a third man is added to handle the sampling.Benches are carried at a uniform height of 50 feet. Churn-drill holes are 9 or 12 inches in diameter and about 60 feet deep. The holes are 18 feet apart in hard waste and 21 feet in soft waste and ore, with toes from 11 to 13 yards at the shovel grade. Both the hole spacing and the toe have been increased gradually, until they are now 2 yards longer than in 1940. The average ground broken per hole is 3,500 tons, or 60 tons of ore per foot of hole drilled. The holes are drilled 10 feet below the bench to avoid leaving hard bottom, which requires secondary drilling and blasting.Starting with a 12-inch casing, the prospect holes average 1,200 to 1,500 feet in depth and terminate with 6-inch casing; the deepest hole drilled to date went to 1,735 feet.In addition, churn-drills are used at Morenci to drill blast holes in the silica pit, limestone quarry, and the tailings dam. Other irregular applications are the drilling of holes to set trolley roles and for concrete piling in building foundations."

The Bureau of Mines for a number of years has been carrying on an investigation of properties of crude oils from producing fields in the United States and has published a series of reports on different fields, including oil fields of Texas3. Production Data The Spindletop field was discovered in 1901 when the pay sand was found at deaths of about 800 feet. During the following twenty-five years a number of attempts were made to find a deep productive sand. All attempts sere failures until a roll drilled by the Yount Lee Oil Company found oil late in 1925. An intensive drilling campaign began at once, and the production of the Spindletop field increased to a daily average of 93,217 barrels in September, 1926; the present production is estimated at 66,000 barrels doily. "INTRODUCTION The asphyxiation or poisoning of workmen in underground mines by noxious gases from blasting in adjacent strip mines can be prevented.Considerable progress has been made in eliminating or reducing hazards to the health and safety of underground workmen in anthracite mines, but seldom does a year pass without reported cases of underground workmen being poisoned by the fumes from blasts of explosives in strip-mining operations. In the early days of the anthracite industry, the coal near the surface was only partly mined, and many small stumps of pillars and barrier pillars were left standing; these pillars are now being recovered by stripping. It has become necessary to give more consideration to the effects of blasting at strip mines upon the quality of the air in underground mines adjacent to stripping operations.Special precautions are taken by the .personnel of the Jeddo-Highland Coal Co., whose mines are near Jeddo, Luzerne County, and near Centralia in Columbia and Schuylkill Counties in the anthracite region of Pennsylvania, to prevent asphyxiation of workmen by carbon monoxide or other toxic gases resulting from blasting in strip mines. The procedures established by the Jeddo-Highland Coal Co., are given in this circular so that others may benefit thereby and thus avoid hazards to underground workmen where mining is carried on under similar circumstances."

This report describes reconnaissance by the Federal Bureau of Mines of titanium-bearing sandstone in Kemper County, Miss. The purpose was to determine the ilmenite, rutile, and associated heavy-mineral content of black-sand-bearing Eocene deltaic formations" The investigation was part of a survey of titanium resources of the United States. Ilmenite (FeTi03), an iron-titanium oxide, is the major titanium-bearing mineral consumed in the titanium pigment industry. Rutile (Ti02), titanium oxide, is used mainly in producing welding-rod coatings and titanium metal. The fieldwork was conducted during the first half of November 1959. Seven holes, totaling 304 feet of bore, from which 64 samples of cuttings were taken, were drilled in the north-central part of the county; and two holes, totaling 172 feet of bore, from which 34 samples of cuttings were taken, were drilled in the southeastern part.

Forced-air cooling of cold-mold arc furnaces for melting zirconium and similar metals has been investigated and found to be practical from the stand-point of heat transfer. It is believed that this technique offers a significant reduction in explosion hazard from that inherent in water cooling, the current industrial practice. A copper crucible, with longitudinal, integral-type fins and with an outer jacket to confine the airstream, appears to be the best general design for air-cooled operation. Cutting the fins into short segments and bending the segments to produce a herringbone effect increased the airstream's turbulence and was found, on test, to increase the heat transfer up to 35 percent.

Capital and operating costs have been estimated for removing sulfur dioxide from flue gases of a powerplant of 12,000-kw. capacity by liquid-purification processes, using limestone, ammonia, or sodium sulfite as the reactant. The annnonia and sodium sulfite processes yield end products that may be marketable. Coals containing about 1.5 and 5.0 percent sulfure have been considered. The sulfur dioxide content of the gases to be treated is 0.083 and 0.30 percent, respectively. Estimates have been made for 90-percent removal of the sulfur dioxide from both gases. A third instance has been considered in which 70 percent of the sulfur dioxide is removed from the flue gas of 0.30-percent concentration. The scrubbed gas would contain 0.09 percent sulfur dioxide, which might be within the permissible limit for discharge to the atmosphere in most areas. Although it is unlikely that flue gases with sulfur dioxide concentrations of less than 0.10 percent would require purification, a cost estimate for such a gas is included because an estimate is available for a British plant employing the limestone process at these conditions. Capital investment and operating costs, with no credit for products, are lowest for the limestone process for gases of both concentrations. Crediting the ammonium sulfate and sulfur produced in the ammonia process at their market prices at the end of 1956 of $32 and $28 per ton, respectively, the operating costs of the ammonia process become the lowest for purification of the gas containing 0.30 percent sulfur dioxide. The operating costs of the sodium sulfite process for purifying gas of high sulfur dioxide content approach those of the limestone process when the byproduct sulfur dioxide is credited at $14 per ton. Even if credit for products is allowed for the ammonia and sodium sulfite processes, the operating costs are higher than those of the limestone process for the gas of low sulfur dioxide content. Because of the large quantity of materials that would be produced by removing sulfur dioxide from a relatively small number of plants, credit for products should be allowed with extreme caution.

Three types of communication systems have become popular in solving communication requirements underground: Loud-speaking pager phones, carrier current phones, and magneto ringing phones. Basically, all three are simply single-channel party line systems. Although these systems are quite reliable, the single channel creates a variety of problems. For example- 1. Since no call is confidential, messages are sometimes purposely made vague, especially if accidents or safety topics are being discussed. 2. A potential user must literally "wait in line" until the channel becomes clear for his use; thus, when foremen have to wait to call in reports or supply requests, this single chan-nel creates a serious productivity bottleneck. 3. In many large mines, there are independent branch lines that must be tied together by a dispatcher, adding further delays to the system. To solve these problems, some mines have installed other phone systems-mostly commercial dial phones in industrial enclosures that offer extra channel capacity and private line features. Others have installed a system that combines both dial- and page-phone features in a single unit. Although these do represent improvements, they do not truly solve the overall problems that face modern mines. Besides extra channels, a communication system should have the following features to enhance productivity and safety: 1. A means of paging a roving miner to alert him that he is wanted on the phone. 2. Wireless-to-wired system interconnects by which a miner can talk on the wired phone system by using a remote portable radio. 3. Remote monitors that alert personnel when there is a toxic or explosive gas buildup. 4. Control interfaces that allow remote control of fans, pumps, or other devices. 5. Transmitters and receivers that can serve as emergency links. 6. Loopback that allows an alternate path of communications if the main path is cut. This chapter focuses on equipment and methods to meet the special communication needs of individuals in various places of the underground mine. The communication requirements can be broken down into four categories: 1. The mine entrance (shaft communication). 2. Permanent and semipermanent locations (shop areas, lunchroom, crusher stations, etc.). 3. Mining areas (the room-and-pillar sections, longwall faces, block caving areas, etc.). 4. Haulageways (tracked trolley haulage, diesel, belt haulage). Methods of implementing systems to meet the communication needs of these areas are described in sections 3.2 through 3.5. Section 3.6 discusses methods of satisfying special communication requirements that exist. Major topics in this category include communications with roving personnel, the isolated miner, and motorman-to-snapper communications. Underground accumulations of slimes in the Henderson mine are routed to two large collection pits where they are dewatered and consolidated by application of direct current. Densified material is then removed to ore cars by rubber-tired front-end loaders and transported out of the mine. This Bureau of Mines report describes the electrical dewatering installation and compares its efficiency of operation with that predicted from preliminary laboratory studies performed by the Bureau. Direct current from a 150-kw rectifier (applied for 44 hours at 400 amperes and 65 to 70 volts) converted slimes containing 25.3 percent solids to material ranging from 44 to 65 percent solids. Better results can be expected if the ramp and front sections of the pits are treated separately, using higher current density.

This report on properties of commercial motor fuels is the twelfth in a series made in accordance with a cooperative agreement between the Cooperative Fuel Research (C.F.R.) Committee and the Bureau of Mines of the United States Department of the Interior. The first report contained data on motor gasolines sold during the winter of 1935-36.V The -present report, covering the summer of 1941, presents analytical data for 1,857 samples, representing the products of approximately 135 companies. As in previous surveys, these companies include both large and small suppliers. In addition, the Pacific coast is represented by data averaged by the Pacific Coast Technical Group before being submitted, and these data are published exactly as they were received. Conforming to previous surveys, the data cover three groups of samples -- regular-price, premium-price, and third-grade gasolines -- and each group has been aver aged separately. The number of samples, items, and brands comprising each group, exclusive of those of the Pacific coast, are as follows: Regular price, 1,010 samples, 291 items, and 86 brands; premium price, 577 samples, 263 items, and 78 brands; third-grade gasoline, 270 samples 159 items, and 74 brands. The meanings of these terms as used in the surveys are as follows: Sample: The individual supply of gasoline obtained at the filling station and analyzed in the laboratory.

In this report commercial blasting compounds are classified according to their nitroglycerin (or equivalent explosive oil) and ammonium nitrate content as dynamites, gelatins, blasting agents, military explosives, and blasting , accessories. The ingredients and more significant properties of each explosive are tabulated and briefly discussed. Data are summarized from various handbooks, textbooks, and manufacturers' technical data sheets, together with the author's personal experience; however, this report is not intended to be a technical handbook, since it does not deal with blasting techniques. Instead, it seeks to acquaint the reader with the great variety of explosives, available, their advantages and disadvantages, and their general areas of application. Properties discussed are weight strength, cartridge strength, detonation velocity, density, detonation pressure, water resistance, and fume class. The weakness of the strength rating system and the importance of detonation pres- , sure, density, and detonation velocity in rating explosives are discussed. The terms "blasting agent" and "slurry," which are often misused, are defined. Trends indicate that blasting agents (that is, blasting mixtures with none of of the ingredients singly classified as an explosive), particularly high-density slurry blasting agents, will dominate the explosives field in the future.

Solvent extraction has become important in recent years as a unit process in extractive metallurgy. The flexibility and simplicity of the technique have attracted widespread attention, and numerous papers describing actual and projected metallurgical applications have been published. However, differences in terminology, procedure, objectives, and standards, as reflected in reports by different operators and investigators, have sometimes made appraisals and comparisons difficult. Consequently, a need appeared for n series of basic reports on the subject. This Bureau of Mines Information Circular is the first of such a series. It deals with the status of solvent extraction in metallurgy, as well as with the rudiments and terminology of the unit operation. In analytical chemistry, extraction of molecular species from aqueous media by immiscible organic solvents has been used for many years to separate and determine chemical elements (61).4 Complex chlorides of iron and other metals are readily soluble in ethers and ketones, as are the nitrates of uranium and thorium. Most metals are extractable as complex salts of some organic reagent, such as dithizone, 8-hydroxyquinoline, or cupferron.
