As part of remote sensing research on an abandoned mine lands (AML) site in the Colorado Springs, Colorado area, a geographic information system (GIS) database was generated. This GIS database contains information on the locations and extents of abandoned underground coal mines, the geology of the area, subsidence features and degrees of subsidence risk, topography, drill hole locations, and lineaments (linear features) related to subsurface geologic structures. A GIS database allows the reproducible and accurate comparison and analysis of any data sets which geographically overlap and are within the same coordinate system. The database has been released to the public domain so that government agencies, researchers, educators, and the general public can access this coherent database for the purposes of better understanding the study area and GIS technology. Data files and maps are available in formats that are compatible with the GIS software used in the research project and with most CAD systems so that as many people as possible can make use of the majority of the database. This document serves as the data dictionary for the database by providing descriptions and origins of the data files.

This study was performed for the U.S. Bureau of Mines. An existing computer simulation of a dragline was modified to simulate a dragline dumping into the hopper portion of a cross-pit conveyor system. This revised computer model was then used to study four proposed cross-pit conveyor systems. Parameters such as dragline position, hopper position, and digging procedure were varied to maximize the dragline production. This performance was compared with the conventional side-casting spoil method. I t was concluded that the cross-pit conveyor systems were competitive with the conventional side-casting technique.

Bitumninous and semianthracite coal reserves underlie about 1,400 square miles of Arkansas, less than 2.7 percent of the state's total area. These deposits, located near the western border, contain an estimated 2.2 billion tons, of which about half are recoverable. This represents less than one-tenth of one percent of the national reserves. Most of the commercial coal is mined from thin beds that are at least 14 inches thick. In some locations, however, the coal beds can be as much as eight feet thick. Lignite was mined in southern Arkansas before the Civil War. Current estimates indicate that the reserves may be as high as 9 billion tons, which could be used in the state's coal-fired electric generating plants; however, these deposits are not being mined at present. Because many coal operations in Arkansas are small and the demand for coal is unsteady, the industry employs fewer than 25 miners on a daily basis. Arkansas gained primacy when its regulatory program was conditionally approved November 21,1980, subject to the correction of four minor program deficiencies. The regulatory program was fully approved January 22, 1982. Authority of the state to administer its Abandoned Mine Land Reclamation Program was granted upon approval of the Arkansas Reclamation Plan on May 2, 1983. Arkansas was the first state to assume responsibility for abandoned mine land emergency projects when its Reclamation Plan was approved.

The U.S. Bureau of Mines used the East Fork Pine Creek watershed to conduct a pilot study for an inactive and abandoned mine lands inventory, during which techniques and methodologies would be developed for subsequent inventories. A total of 177 waste dump samples, 191 mill tailings samples, and 36 stream sediment samples were collected. Water samples were collected from 18 sample sites during five sampling events. Waste dump, tailings, and stream sediment samples were analyzed for antimony, arsenic, cadmium, copper, iron, lead, mercury, and zinc. Results indicate a multidisciplinary approach is necessary: disciplines should include geology, geostatistis, geochemistry, geophysics, biology, hydrology, and remote sensing; small prospects do not generally contribute to watershed contamination, major mine and mill sites may contribute metal enriched sediment of metal enriched water; speciation studies and bioavailability studies are important.

The value of mineral production increased 6.2% in 1976. With the exception of coal, practically all commodities registered an increase in production and value; most had an increase in unit value. Total value exceeded $1 billion for the first time. The increase in nearly all nonmetallic mineral production was a complete reversal of the 1975 experience. Alabama led the Nation in the production of crushed marble and was second in bauxite and scrap mica, third in oystershell, third in kaolin, and fifth in dimension limes-tone and dimension marble. International Trade.-The international trade passing through the Mobile customs district was valued at $2,524 minion in fiscal year 1976, up 20% from that of the previous year. Of the total value of trade passing through the district, 52% of the value of experts and 89% of the value of imports were handled through the port at Mobile. The major export Commodity was coal through McDuffie Coal Terminal which amounted to nearly 2.9 million tons, up from 2.4 million tons in 1975. The year 1977 generally was a year of growth in overall world mineral industry activity, although there were downturns in major elements of the world's iron and steel industries. The sharp upturns in market economy nation activities that were noted in 1976, following the reduced performance levels of 1975, were moderated, and in the centrally planned economy nations, overall mineral industry activity apparently continued to increase, but at a pace in keeping with that of 1916 rather than at the higher rates of the earlier 1976's. Noteworthy during the year, if only in a negative sense, was the inability of world powers to reach any significant agreement on issues relating to deep seabed mining. Interest from a commercial viewpoint centered around deposits or so-called manganese nodules. These materials, which indeed are chiefly manganese in terms of their content on a quantitative basis, really were of commercial interest primarily far their copper, nickel, and cobalt content. Participants at the Third United Nations Law of the Sea Conference looked into seabed mining rights, but reached no mutually agreeable decisions.

As part of the Phase I study activity, a questionnaire was sent to a representative sampling of mining companies to obtain information on the uses, use conditions, personnel policies and other user concerns associated with front-end loaders. On-site visits to several of the mining companies were also parried out and the questionnaire was used during these visits as well. Five major areas were dealt with in the user questionnaire. These included: 1) Front-End Loader Critique - An open-ended form was employed to permit the mining companies to describe the particular things they liked and disliked about front-end loaders, in general, and/ or specific models in particular. 2) Usage - A form indicating the functions performed by front-end loaders and the numbers, makes and models of front-end loaders being used by mining companies. 3) Environment - A form where the user indicated the various types of conditions encountered in their use of front-end loaders. 4) Personnel - A form for describing factors pertaining to the qualifications of front-end loader operators. 5) Miscellaneous and Comments - A form permitting the user to comment on his feelings toward standardization of front-end loader operator stations.

All of the coal resource in North Dakota is lignite. The lignite fields of North Dakota cover approximately 40 percent of the total area of the state, with reserves estimated to be 9.8 billion tons, two percent of the U.S. base. The first commercial coal mine in North Dakota opened in Morton County in 1873. As the railroads crossed the plains, the demand for coal increased. Coal for fuel was supplied by the state's underground mines. By 1884, North Dakota's lignite production had reached 35,000 tons. North Dakota was among the fist states to shift from underground to large-scale commercial surface coal mining. By 1927,40 percent of the total production was by surface mining, compared to 2 percent for the nation as a whole. By 1959,86 percent of the total production was by surface mining, while the national average was 22 percent. Since 1966, surface mining has been the exclusive coal production method in North Dakota. North Dakota's regulatory program received conditional approval December 15, 1980. Following approval of amendments to the program, it received full approval February 18, 1986. The Abandoned Mine Lands Program was approved December 23,1981.

Ohio has an estimated 46 billion tons of coal beneath 12,000 square miles of the eastern third of the state. Recoverable coal reserves within this vast area are estimated at 21 billion tons, 3.2 billion tons of which have been mined since 1800. Ohio is the eleventh-largest coal- producing state in the nation and ranks third nationally in coal consumption. Coal resources in Ohio lie in as many as 60 identifiable coal seams along the northwestern flank of the Appalachian coal basin. Except where interrupted by minor faults and erosional discontinuities, these rocks dip gently and uniformly to the east, simplifying the mining methods needed to extract the coal. Fourteen of Ohio's 60 coal seams are considered to be important, although only a small number of seams are currently being mined. Ohio first enacted a surface coal mining law in 1948, requiring in part a $100 per acre reclamation bond. Ohio progressively strengthened its surface mining law in 1949, 1955, 1959, 1961, 1965,1972,1975,1978, and 1981. At the time of its enactment, Ohio's 1972 mining law was one of the most stringent in the country. This law also created a state coal severance tax of four cents per ton to be used for abandoned mine land reclamation. Ohio received primacy to regulate the surface coal mining operations within the state August 16,1982. Its Abandoned Mine Land Program was approved on the same date.

West Virginia ranks second in the nation in coal production, surpassed only by Wyoming, and usually accounts for 15 to 20percent of the nation's total annual production. Cod occurs in seams of minable thickness in all but nine of the state's 55 counties. There are two coal- producing regions, the northern field and the southern field. West Virginia coal is mined by both underground and surface methods. Underground mines in West Virginia account for a major portion of its coal production. Surface mines are generally contour operations and, especially in the southern field, are in steep slope areas, with slopes greater than 20 degrees. Many of the surface mines remove multiple seams. Recoverable reserves in West Virginia total in excess of 55 billion tons of bituminous coal. West Virginia's regulatory program was conditionally approved on January 19, 198 1. Its Abandoned Mine Land Program was approved February 23,198 1, with emergency authority granted on August 26,1988.

This report is the 23d in a series summarizing research and technologic work by the Federal Bureau of Mines on coal and related investigations; it is the fifth report to be issued on a calendar-year basis.2/ Publications by Bureau personnel in 1958 are cited;3/ in addition work in progress during the year is briefly described. To conserve our reserves of coal the Bureau of Mines conducts a program concerned with the development of fundamental information on coal characteristics and behavior, and the improvement of technology related to its production and utilization. The ability to anticipate and meet future demands for coal depends on a number of factors: (1) Knowledge of reserves from a stand- point of both quantity and quality; (2) the development of improved mining methods, health and safety measures, and preparation techniques that will insure its most efficient exploitation; and (3) knowledge of the controlling factors in efficient use of coal in combustion, carbonization, gasification, direct and indirect hydrogenation, and other new processes. The production and processing of crude petroleum and natural gas are the dominant economic sectors of the Middle East. The IS countries that constitute the region accounted for 26% of world crude petroleum output, 17% of world natural gas plant liquid production, and almost S% of world dry natural gas production. About 66% of total world crude petroleum reserves and 31 % of total world natural gas reserves are in the Middle East. Transportation and port facilities in the region are geared to expediting efficient and rapid shipment of these materials. U.S.-dollar-denominated export sales of these fuels, estimated at $120 billion in 1989, provide funding for further diversification of the mineral industry. This is usually through development of downstream facilities for producing energy intensive metals such as aluminum and byproducts of the fuels such as petro-chemicals and fertilizers. Earnings from the industry are also channeled by sever-al Governments in the region to mineral industry projects in Africa and elsewhere. A fairly wide range of nonfuel minerals is produced in the region. However, the variety of minerals produced, output levels, and the size of the overall nonfuel mineral economy is dominated by Iran and Turkey. Turkey, with a diverse mineral production and strategically situated between Europe and the Middle East, ranked among the top three world producers of boron, chromite, pumice, and strontium. It was also a significant world producer of magnesium com-pounds, mercury, and sodium sulfate. Iran had generally lower output owing to 9 years of neglect to the mining sector between 1979 and 1988. It was a significant producer of gypsum and fifth in world production of strontium. Despite a very small domestic mineral industry, Israel was second in world production of bro-mine and a significant producer of phosphate rock and potash. Jordan ranked fifth in world production of phosphate rock. Iraq ranked about eighth in world production of sulfur, a commodity of major importance in the metallurgical, petrochemical, and fertilizer industries.

1. The major sources of heavy metal ions in wastewaters of the Coeur d'Alene Mining District are effluents from metallurgical processing plants. Effluents from mine operations provide a secondary source for heavy metal ions. Based on data analyzed by the Federal Water Quality Administration, mercury and arsenic are escaping from some mill waste ponds, but they are in the suspended phase. 2. Metallurgical process effluents are combined with mine waste effluents in tailings ponds, consequently, the quality of the tailings pond decant water is highly degraded. The major effect of combining metallurgical process effluents with mill wastes is a drastic change of pH in the tailings pond. This chance may be an increase or a decrease depending on the metallurgical process. The effluent from an electrolytic antimony plant drastically increases the pH in the tailings pond permitting the removal in solution of antimony via the pond decant system. The addition of low pH effluents to the tailings ponds results in a net decrease in pH which makes lead, zinc, cadmium, and copper more soluble, thereby permitting their removal from the pond via the decant system.

A study to explore the potential of utilizing the transport time required to move coal miners to and from the working sections. Consideration was given to all forms of training and presentation media, taking into account such environmental factors as noise, dynamic interferences, visibility, physical constraints, and contaminants. Indications of managements? and workers' attitudes toward man-trip training were also assessed. The final product was a proposed prototype training system for man-trip training. Several federal and state agencies have promulgated regulations that require the installation of operator protective structures on mobile equipment used in mining, construction, agriculture and logging industries. These regulations cover many different types of vehicles, from small farm tractors to large rubber-tired front-end loaders, and require structures that help protect the operator from death or injury from vehicle overturns, from falling tree tops and logs, from falling rocks, and from tree limbs in clearing operations. Two general types of vehicle operator protective structures have evolved over the past twenty years. The first of these is the "Roll-Over Protective Structure" or "ROPS" that is essentially a "roll bar" or "roll cage" that provides a relatively safe area for the vehicle operator if the vehicle should tip over and roll. The second protective structure is the "Falling Object Protective Structure" or "FOPS" that provides overhead protection against falling material. The terms "ROPS" and "FOPS" are often used interchangeably (sometimes inaccurately) with "cabs", "canopies", "roll bars', "protective structures" and other such descriptive names. In this report, 'ROPS" describes the function of the structure; 'FOPS" also describes a particular function. Thus a ROPS/FOPS could describe a cab or a canopy that provides both roll-over protection and falling object protection.

A chief mission of the U.S. Department of the Interior Bureau of Mines is to help ensure that the United States meets these needs at acceptable environmental, energy, and economic costs. As it looks toward the 21st century, the Bureau of Mines will focus its attention on the following areas: - upgrading the capabilities of its mineral information and analysis program - expanding mineral land assessment activities - disseminating the practical results of federally funded research activities to the private sector through enhanced technology transfer - addressing the impact of regulations on mineral industries - addressing the needs for mineral-oriented training and research in the Nation's universities - enhancing mine worker health and safety - improving mining and mineral processing productivity through automation, robotics and other innovative technologies - reducing the environmental impact of mining and mineral processing operations - and enhancing the accessibility and conservation of domestic mineral resources.

The year 1979 was a period of increased activity for the world's mineral industry, distinctly in contrast with 1978 when estimated world crude mineral output value declined slightly and most phases of the industry's activity were somewhat curtailed. In 1979, most major mineral commodities recorded significant gains in output, with a substantial number achieving new record highs; details on trade levels for 1979 were not available, but increases over those of 1978 were expected on the basis of partial data. Consumption of most commodities edged higher; in some cases the higher demand levels were met largely through draw-downs of stocks accumulated in recent years, while in other cases notable output increases were required to meet demand. Actually, 1978 was not a bad year for all elements of the mineral industry if changes in output levels of the various commodities are considered as a measure of performance. There were far more individual commodities registering production increases between 1977 and 1978 than registered declines, but some of those reported as declining were relatively major commodities (bauxite, aluminum, copper and zinc were notable), Moreover, the upturn in productive activity in 1978 was not matched by increases in profits. However, 1979 was unquestionably a year of renewed expansion efforts, although some commodity areas, most notably the steel industry component, were still experiencing difficulties.
