This report identifies all the possible activities, variables and factors that contribute to the surface subsidence process over room and pillar workings. These factors are responsible for mine instability and collapse that ultimately transforms into surface subsidence. Such a failure mechanism is initiated by the failure of the mine floor bed and or the failure of the pillars or the failure of the roof after second mining, which eventually brings down the roof. The individual responses of the pillar, floor and roof rocks to the mining induced stresses and the complex interaction between these components can't be attributable to any single factor. Also, no attempt has been made to quantify the significance of each of these factors and relate to the ground subsidence due to the lack of field data. The discussion here is centered primarily on the first mining though second mining is mentioned very briefly,

Coal, America's most abundant fossil fuel, is expected to play a key role in our pursuit of energy independence. A substantial increase in coal exploitation will be required if we are to fulfill our future energy needs. It is essential that new developments continue if stable coal prices are to be achieved and maintained. The challenge of the mining industry is to continue these developments in the face of problems related to increasing labor costs, inflation and environmental restoration. With expectations of increased activity in surface coal mining, the U.S. Bureau of Mines has authorized this study to determine the preliminary economic and technologic feasibility of underspoil haulage in area strip coal mines and to identify geologic and geographic areas where such a system could be used. These objectives were met by literature search, data-gathering visits to several active area strip mines and by analyzing various haulage systems that were superimposed on three model mines. Potential advantages of such a system include: 1) improved mine design; 2) lower mine operating costs; 3) improved land reclamation; 4) lower manpower requirements; 5) lower mobile equipment requirements; and 6) smaller, less sophisticated maintenance facilities.

THIS CHAPTER of the Minerals Yearbook (Volume III) contains overall injury experience for coal mines, both anthracite and bituminous, coke plants, petroleum and natural gas, peat, and asphalt and related bitumens (native); metal mines, their metallurgical plants, including ore-dressing plants and primary nonferrous reduction plants and refineries; nonmetal mines; nonmetal mills; sand and gravel operations; slag (iron blast-furnace) plaints; and stone quarries and their related pants. Volume I of the yearbook contains a chapter showing injury experience and employment data treated separately by metal mines, nonmetal mines, quarries and their related plants, metallurgical plants (ore-dressing plants and primary nonferrous reduction plants and refineries are shown separately), nonmetal mills, sand and gravel plants, and iron blast-furnace slag plants. Volume II contains injury and employment experience in the fuel industries (coal, coke, petroleum and natural gas, asphalt and related bitumens (native), and peat. Injury and employment data are submitted voluntarily for the mineral operations through an industry canvass made by the Bureau of Mines, except for the coal industry, whose reports are mandatory. Information published in this chapter is the result of this canvass. Figures presented in this chapter for 1961 are preliminary except for anthracite, peat, coke, petroleum and natural gas, asphalt and related bitumens, and slag. These preliminary data, with the exception of bituminous coal, are a summation of reports received by May 31, 1962, from the operators showing their injury and employment experience. Estimations of injury and employment experience are not included in these preliminary data.

Although the titaniferous iron occurrences at Iron Mountain have been known since 1850, exploitation of the deposits has been discouraged by the metallurgical difficulties encountered in treating the complex magnetite-ilmenite material. Because of the intimate association of magnetite and ilmenite, the material is not amenable to known ore-dressing practices. During World War II, industries started moving south and west from the industrial East; iron-ore reserves in the East were being depleted at a rapid rate; and titanium came into demand as a pigment. Imports of ilmenite from India, then the main source, were practically suspended because of lack of shipping space. These factors created interest in possible exploitation of the Iron Mountain deposits as a source of iron and titanium.

This report (rind related Appendices) provides a description of the functional design specifications and related rationale for development of a training system for dragline equipment operators. Phase I activities involved a delineation and detailed analysis of specific behavioral requirements for successful dragline operation. Following the field data collection effort, job/activity/task descriptions were formulated into training requirements which can be achieved by a trainee with training hardware having specific functional capabilities. The training system analysis integrated the training requirements and the trainer functional capabilities into recommendations which configure a total training system. The objective of the training system described in this report is to provide new operators of dragline equipment with the requisite skills and knowledge to assure cost-effective development and an adequate supply of our human resources.

This publication contains routine analyses and related source data for 475 natural gas samples from 17 States and two foreign countries. Of this total, 454 samples were collected during calendar year 1971. The remaining 21 samples were collected during previous years, but releases granting permission to publish the analyses were not received until 1971. All samples were collected as part of a continuous survey of the free world for occurrences of helium in natural gas. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4863 and 576.4 Thirteen previous publications have presented the results of 9,427 gas analyses prior to 1971. One portion of this project was to test a blast shield and to design some features for a novel tunneling method termed the Automated Drill and Blast System (ADBS). The ADBS tunneling concept was developed for the design of an excavation system of greater efficiency than conventional drill, blast, and muck (DBM) systems by minimizing the down time and approaching the non-cyclic efficiency of continuous tunneling by means of small charge blasting. Small charge blasting uses simultaneously detonated, small light charges (less than 200 grams per hole) in four to eight shallow (24 to 36 in. deep) holes usually in a line. Limitation of the total explosive per blast reduced air blast overpressure, fly rock velocity, vibration, and noise. Thus, shielded equipment can remain at the face and a tunnel shield permits support personnel to work outby the shield at all times. The ADBS equipment will be composed of five components: (1) a chassis, upon which is mounted automated mucking equipment, and a frame which carries (2) the hydraulic drill(s), (3) load/blast system(s), and (4) control cab(s). The blast shield may have its own mounting. Ventilation, horizontal, and vertical alignment controls are incorporated in the system. The blast sheild, which protects personnel outby the advance equipment from air blast overpressure, fly rock, and gases, was tested with full scale small charge blasting. A blast shield was designed, fabricated, and tested under conditions anticipated for a working model. The shield was designed to expand to fit the tunnel shape, to seal itself to the tunnel periphery, and to contain air blast, fly rock, and gaseous explosion products. In addition, the shield, which was lined on the inby side with rubber belting, reduced the blast noise level outby the shield to 113 dBA or less, which is very near permissible levels. The test results show conclusively that the shield concept is viable. Based partially on the shield tests, a blast resistant control cab was designed to be located on the equipment chassis inby the blast shield to protect operators during blasting, and to contain all the controls necessary for system operation and safety. The economics of tunnel driving using the ADBS were compared with those of DBM. Four rock types, which determine advance rate, and four cost categories were examined. The results of this analysis are as follows: 1. ADBS advance rate is faster because equipment remains at the face and operation procedes semi-continuously. 2. ADBS bit and explosive cost (which accounts for 4%o of the total advance cost) is higher than for DBM. 3. ADBS equipment cost, on a per foot basis, is lower than for DBM. 4. Due to a reduced labor force, ADBS labor cost is lower than for DBM. 5. Because of the overbreak reduction due to controlled blasting, ADBS tunnel support cost is lower than for DBM. 6. On a per foot basis, total ADBS advance cost is from 17% to 20% lower than for DBM, depending on tunnel diameter and rock type. The small charge method greatly reduces ground vibration, increases personnel safety by limiting excessive fracture, and decreases tunnel support requirements by reducing overbreak. The overall analysis, tests, and results to date show that the Automated Drill and Blast System may be developed into a viable tunnel excavation method. The method also may be adapted to use in the mining of ore. For some types of mining operations, the cyclic nature of conventional drill and blast methods may not be a disadvantage, either where the drilling and mucking may proceed simultaneously or where the operations are carried out in adjacent working faces. The proposed method would find application where continuous methods of excavation are desirable.

The development of fire hazard criteria for noise control products in underground coal mines are presented. Qualifying requisites of the criteria include maintaining miners' safety, allowing for maximum use of noise control products, and economic feasibility. The burning process is analyzed for its relationship to fire hazard criteria developed by NASA and the FAA, and the mine environment is analyzed in conjunction with the end-use applications of noise control products. Also, the interim fire hazard specification developed by MSHA is appraised as it applies to end-use applications of noise control products. From these analyses and a literature survey, fire hazard criteria are developed. They include an initial screening procedure that evaluates the level of flammability testing required. Fire tests that may be indicated are the Vertical Flame Test, the Ignition Temperature Test, and the 25-Foot Tunnel Test.

Volume II of this two-part series on Submarine Tailings Disposal (STD) as a tailings management option for coastal and island mines contains descriptions of lesser known case histories. The Misima gold mine (Papua New Guinea) and the Black Angel lead-zinc mine (Greenland) are described in some detail as the best documented cases. Atlas copper mine (The Philippines) is less fully described due to relative lack of documentation. The Misima and Atlas STD systems are working to their design criteria. At Black Angel the system adopted did not prevent contamination for a number of reasons, which are now understood. Two cases are described where STD is being developed. They are the Cayeli Bakir copper mine Turkey), and the Toquepala and Cuajone mines (Peru). There is excellent documentation available for both cases. Three case histories are described where tailings have reached the sea either through beach or river discharge. In one case the STD option has been explored (Marcopper Mine, The Philippines). In the others we explore in hindsight whether STD might have been a viable alternative using the Screening Criteria that this Volume develops - see below. The mines are Bougainville Copper Mine in Papua New Guinea, and Jordan River Mine (Canada). There is potential for STD at all three sites. Finally, the Volume presents Screening Criteria for appraising STD, based on the experience in design, operation and environmental impact reviewed in the case histories.

The Nossen Nitric Acid Process, the Sulfuric Dioxide Process rind the Ammonia Leach Process should be developed further as they offer the hunt opportunity for commercialization.

Work has been conducted under Bureau of Mines Contract Number HO 357078 to develop instruments for detecting CO, NO and NO2 in a mine atmosphere, using fuel cell technology. The approach has been to optimize the fuel cell sensor configuration for the specific detection of CO, NO and NO2 in the presence of other mine gases utilizing recent advances in catalyst, electrode and solid polymer electrolyte membrane technology. Para-metric testing has been conducted on three electrode sensor cells to define performance and life characteristics as a function of temperature, feed flow and applied sensor voltage. Extended life testing has been performed on sensor cell configurations exhibiting favorable characteristics. Reliable, efficient gas sampling and electronic control circuitry has been fabricated for use with the sensor cells, and integrated into devices to meet the performance and design specifications for portable, battery-powered, hand held direct indicating gas detectors for use underground. Twenty of the production-type, direct indicating CO detectors have been tested and delivered to the Bureau of Mines under the present contract. Three prototype diffusion head CO monitors have also been delivered for evaluation under the pre-sent contract. The gas sampling pump and related parts have been replaced by a diffusion tube assembly in which CO reaches the sensing electrode surface by diffusion alone. In addition, delivery will be made of ten direct-indicating nitric oxide detectors and ten direct-indicating nitrogen dioxide detectors. These instruments are very similar in design to the direct indicating CO detector.

This work presents: 1.) the results obtained from measurements of temperature profiles in pillars and at working faces of three coal mines located in Colorado and New Mexico, 2) a comparison of the experimental results with theoretical predictors based on linear heat flow models, and 3) temperature profile predictions based on a two dimensional coal mine model with an inclined crack located in the roof or wall of the opening. The thermal properties of the coal and shale samples taken from the mines were used as input data for the computer model. Good agreement was found between the measured profiles and the theoretical values obtained with the one dimensional model. The two dimensional model results show that a visible crack (0.01-0.07-ft thick) in a coal roof causes a surface temperature difference from 0.2 to 1°F at the edge of the crack for rock exposed to air from 1 hr to 288 hrs and with the air to rock temperature differences from 2°-6°F. A temperature difference of 0.3 °F was found between solid and broken rock in a shale roof with a 0.03-ft thick crack inclined 45° to the horizontal after a ventilating time of 48 hrs and the air to rock temperature difference of 2.1°F.

This report reviews the regulatory environment as it pertains to waste rock management and disposal from mining operations, excluding coal and placer gold operations, in the \irate of Alaska. It is based on the EPA's staff position on an effective program to regulate mining waste as presented in the May, 1990 Strawman II document. The unique conditions which occur in pans of the state, including a fragile environment, high seismicity and permafrost, are identified. The special waste management practices which are necessitated by these conditions are delineated. The report provides a detailed outline of the current technologies that are suitable for designing, constructing, operating and closing a waste rock facility to meet environmental protection objectives. Cost implications to the mining industry of potential regulatory actions, such as the degree of groundwater protection, are examined.

The United States Bureau of Mines (USBM) awarded a contract to Foster-Miller, Inc. to develop guidelines for the storage and use of Self-Contained Self-Rescuers (SCSRs) in underground non-coal mines. An SCSR is a device capable of supplying, in an emergency, one hour of self-contained oxygen (no breathing of mine air). The information and recommendations in this report were developed primarily from three sources: discussions with mine representatives (including management, labor, and government), site visits in underground mines I and a detailed analysis of every reported non-coal accident which produced d hazardous atmosphere during the 5-year period 1976-1980 -plus ten other major incidents from prior years. Volume IV has three major sections: Recommendations and Discussion (Section 2), Analysis of Mine Accidents (Appendix A), and a Summary of Discussions with Mine Representatives (Appendix B).

This publication presents the basic text for a 20-hour accident-prevention training course developed for supervisors by the Federal Bureau of Mines. During the past 2 years, the course has been used by the Bureau in teaching more than 300 groups of coal-mine supervisors-men whose responsibility is twofold: To manage in production and maintenance phases of coal mining and to guide their men along paths of safety. This is a handbook for teaching teachers. In this handbook will be found references to safety practices followed by companies that consistently have low accident records. These companies credit their outstanding performance to the adoption and faithful observance of accident prevention by supervisors and workers alike on a wholesome, cooperative basis. Teaching safety to workers involves both on-the-job and classroom-type instruction. If such training is to be permanently effective, it must be reinforced consistently on the job by the immediate supervisor of the worker. This publication is intended to provide such a supervisor with the motivation to provide such follow-up and shows how he can accomplish it effectively.

This work examined the feasibility of in-mine coal preparation in two phases. Phase I included a survey of previous investigations and a preliminary analysis of the economic and technical feasibility on a selection of representative sites and degrees of cleaning. The contract was terminated at the end of Phase I. The preliminary analysis determined that in-mine preparation systems can be applied using currently available technology. The most likely mines for application will have shaft or slope access and be deeper than 500 feet. The refuse disposal systems technically feasible are (1) pneumatic placement of coarse refuse in room and pillar panels or longwall faces, (2) mechanical placement of coarse and fine fractions in room and pillar panels, and (3) hydraulic placement of fine fractions in room and pillar panels. The economic feasibility is much more dependent on the refuse disposal-system than on the preparation system. It is estimated that the capital cost of an in-mine preparation and disposal system would be $6.00 per clean ton and the operating cost would be $1.24 per clean ton for a 1 million clean ton per year mine.

An overall summary and the individual reports of eight workshops to determine research and development needs in western mining ore presented. Problem areas are identified, and recommendations regarding priorities, funding sources, and prime movers are made. The objective of this contract was to identify research and development needs for advancing mining technology as well as health and safety measures for western U.S. Surface and underground mining. This was accomplished by convening a series of workshops where problems could be thrashed out by producers of trona, uranium, open pit copper, underground salt (from the Midwest and New York), underground metal and nonmetal, etc. In addition to problems, future priorities, funding, and the desicion as to who should be the prime mover on R & D were discussed.
