The Phelps Dodge Corporation considers safety a major operating problem , both from the humanitarian standpoint , for this company has a real interest in the welfare of its employees , and from the economic standpoint , for it has found the safe way to be the most economical . In turn , a feeling among employees that the company really has their interests at heart has a wonderful psychological effect . It is bound to bring forth more and better work and to attract and keep workmen of the better class . There is keen competition between the various branches of this corporation for a trophy that is awarded each year to the one having the best accident record . This trophy was won by the Nacożari branch of the Moctezuma Copper Co. in Mexico in 1926 and 1927 , and the Morenci branch won the trophy in 1928 and 1929 .

For nearly 30 years the Bureau of Mines has contended that mine explosions can be prevented and has pointed out to the industry ways and means by which they could be avoided. The record of co2l-mine explosions • during the past fiscal ?Bar bears out the :Bureau1s contention, inasmuch as fewer men were killed by coal-mi~e e:xplosions in the United States during that year than in :gi_y corresponding 12 months in the history of coal mining in the United States, insofar as records are available; and more than a year has elapsed since·a major explosion (in which five or more men were killed) has occurred, this being t.1-J.e first continuous 12- month period without a major coal-mine explosion disaster in the United States in more than 60 years. The methods of preventing mine e:iiplosions are well known to experienced, well-informed persons cngnged in coal mining. Despite this knowledge, many coal-mine operutors continue to use practices and methods that they should know have resulted in countless explosions, and mine workers persist in following past procedure or in breaking safety rules and practices almost certain eventually to result in disaster. ' Virtually all explosions are the result of human failure, such as carelessness or neglect by officials or workers or others. These human failures can be corrected chiefly by ed.ucation and proper and adequate supervision and strict discipline. In some instances mine officials are ·lax, careless, poorl~• informed, and often incompetent; end in many instances miners have repulsed the introduction of known preventive methods because of sheer obstinacy, ignorance, heedlessness, or possibly fear that the operator was trying to o'bta.in some unfair adva.,.'1. tago or would neglect some other phase of accident or e,:plosion prevention. Disposing of coal mine waste at the surface has been and continues to be a problem which has yet to be resolved within the coal mining industry. A possible solution to this problem is to return the refuse back into the operating underground mine generating the waste material. It is believed that the approach described will provide an inexpensive and pratical solution to the problem. The designed system is installed and operable at the Millers Cove Energy Company, Inc. property in Lee County, Virginia. This system limits surfact facilities to a minimum size. It incorporates state-of-the-art hydraulic transport and backfilling technology and equipment to systematically backfill areas within the active mine. It maximized the benefits of reducing treatment of coal wasts while it minimizes environmental impacts on groundwater. The system approaches the problem in a manner to maximize benefits and minimize risks. The cost of returning coal waste back underground at the Millers Cove site is estimated at $0.67 per ton of marketable coal (1982 dollars), which is slightly higher than their surface disposal cost of $0.61 per ton of marketable mat (1982 dollars). The underground disposal costs do not include cost savings that should be realized within the preparation plant and treatment facilities at the surface. Preliminary tests of the system were conducted at the surface; funding restrictions prevented an in-mine trial. Efforts should continue to demonstrate the feasibility of solving the problem of refuse disposal. The installed system and plant at Millers Cove should provide the opportunity to test an underground disposal operation. This report contains guidelines to pursue this opportunity.

A mining company for a period of 12 years bad been selling its ore to a certain smelting company for the purpose of obtaining a continuous and steady market for its ore and for the purpose on the part of the smelting company of obtaining a continuous and steady supply of ore for smelting; an agreement was entered into by which the mining company agreed to eell and the smelting company agreed to purcshase at ruling prices all the ore produced by the mining company of certain' stated grades, and to this end the mining company agreed to actively operate its mines. It is no longer the rule that a suit will not lie for the specific performance of a contract relating to personal property ; but the question for determination in such a case is whether the complainant has a plain, speedy and adequate and complete remedy at law, and if he has no such remedy, specific performance will be granted. In an action by a smelting company for the specific performance of a contract of sale it appeared that the ore produced by the mining company bad a peculiar value for smelt. i.ng purposes and was not readily obtainable elsewhere, and it would be practically impossible to measure the value for determining the loss the complainant would sustain· if the smelting company were not ,able ,to obtain the ore under the contract. It is comparatively simple for a court of equity to enforce the agreement as it pertains to the normal product of the mine and there is no plausible reason why a court may not require a performance on the part of the mining company where the mining company obligated it:Belf to operate all its mines. There is no delicate or complex condition involved in the production or delivery of the ore 'or in obtaining_ the stipulated prices agreed upon, and there is nothing apparent that will necessitate supervisory· control in requiring performance on the part of the mining company. A decree for specific perfoi:m,ance would require no supervision by the court either for the operation of the mines or for ascertaining and fixing the prices the mining company is to receive for its ore.

"The eighth National Safety Competition, that for 1932, conducted by the United States Bureau of Mines, was participated in by 322 mines and quarries operating in 34 States. Tables 2 to 6 show the relative standing of the various plants. Bronze trophies, known as the 'Sentinels of Safety,' which were provided by The Explosives Engineer magazine to be awarded annually by the Bureau of Mines, were awarded to five companies, each company having established the best accident-prevention record within one of the five classes into which all companies were divided, - namely, anthracite-mining companies, bituminous-coal-mining companies, metal-mining companies, operators of nonmetallic-mineral mines other than coal mines, and quarries or open-cut mines. The trophies are awarded for one year and are then transferred to the winners of the succeeding year's contest.The trophy for bituminous-coal mines, which has been in New Mexico for the past year, was won by a mine in West Virginia. The metal-mine trophy goes to New York State for the first time in the history of the contest. Previously it had been won by mines in Minnesota, Michigan, Kansas, and Oklahoma. The trophy for nonmetal mines remains for another year at Retsof, N. Y.; that for quarries and open-cut mines is transferred to a quarry in Michigan. The trophy for anthracite mines, of course, remains in Pennsylvania, as all anthracite mines in the contest are in that State.In determining the relative standing of the various companies enrolled in the competition, all mines and quarries were graded according to their accident-severity rates, - that is, according to the number of days of disability of employees on account of accidents in proportion to the number of man-hours of work done by all employees at the plant. Reports of accidents and of man-hours worked were furnished by the companies to the Bureau of Mines. These reports were carefully examined and classified to insure uniform weighting of accidents according to the number of days of disability to be charged and to insure uniformity of methods of calculating the accident-severity rates for the various mines and quarries. When the relative standing of all plants had been determined in this way, a summary of the records of the companies having the lowest accident-severity rates in their respective groups was sent to the members of a committee of award for examination in accordance with the rules governing the safety contest. The members of the committee of award were W. H. Cameron, managing director of the National Safety Council; William Green, president of the American Federation of Labor; James F. Callbreath, secretary of the American Mining Congress; T. T. Read, Vinton professor of mining engineering of Columbia University; C. B. Huntress, executive secretary of the National Coal Association; A. J. R. Curtis, assistant to the general manager of the Portland Cement Association; and A. T. Goldbeck, director of the bureau of engineering of the National Crushed Stone Association. When two or more mines within the same group operated without an accident during the year, the contest rules provided that the trophy for the group should be awarded to the plant whose record showed the largest number of man-hours worked."

This report describes the development of the instructional design and content of a training program for shaft construction miners and supervisors. The recommended training approach is based on the results of a needs, task, and competency analysis of the jobs performed by conventional shaft sinking and raise drill personnel. Learning objectives were derived from the task analysis and the appropriate training delivery system was chosen using a selection technique which employed learning algorithms. The training described is aimed at improving the safety and efficiency of constructing shafts by new hire and experienced miners and supervisors. A self-paced, self-teaching, modular approach to training, using criterion-referenced tests was proposed. Recommendation was made to divide the training into three parts: Orientation and Safety; Task Instruction; and Practical Exercise. Training requirements for conventional shaft sinking and raise drilling were described. Training program content was detailed in the form of module and lesson design approaches. In addition, the report recommends a method for developing, implementing and validating the training program. The authors conclude that such an implementation would meet the major objectives of improving the safety and efficiency of shaft construction work operations.

"INTRODUCTION The future of oil production in the part of the Appalachian region included in southwestern Pennsylvania; West Virginia, and southeastern Ohio is directly dependent on the maintenance of existing wells. This report presents an analytical study of the methods used in oil-well reconditioning in this area. The study is part of a research program designed to evaluate those means of stimulating oil production that can effectively and economically maintain present oil-production rates and make it possible to keep existing wells in operation. Well-reconditioning work was curtailed during the war; therefore, an abnormally large number of wells in the Appalachian Region is now in need of repair. Because the lubricant content of Appalachian crude: oils is high and the refined lubricating oils an; particularly suited to use in high speed, high-temperature engines, the demand for these crude oils during the war exceeds, the maximum rate of production obtainable under wartime operating conditions. Increases in operating, expenses, inability to meet war-time reconditioning costs, and inflexible price structures caused the abandonment of an alarming number of wells during the past 4 or 5 years.As a means of increasing regional oil-production rates, new drilling in the older fields for primary production generally is uneconomical because reservoir pressures in most of the fields have virtually been depleted and the production rates of newly drilled wells are small."

The results of a comprehensive investigation of conveyance arrestment devices (safety catches) in United States coal mines are presented. Availability and use, performance, inspection, maintenance, testing, procedures, and regulatory requirements were investigated. Information was obtained from equipment manufacturers, mine operators, and regulatory-agency personnel, as well as from studies of domestic and foreign mining safety regulations. Traditional mine hoists and commercial elevators for mine use were investigated. Results of this and an earlier study of wire-rope practice in United States coal mines show a continued need for conveyance arrestment devices. A wide variety of these devices are in use. Only two types have been proved reliable for stopping a conveyance without injuring passengers or equipment. These are elevator overspeed-actuated wedge-clamp (Type B) safeties and broken-rope-actuated devices for wooden guides using a single-tooth-dog design developed in Ontario as a braking element. Elevators are widely used in U. S. coal mines. When maintained according to American National Standards Institute (ANSI) Specifications A17. I and A17. 2, they appear to present no major arrestment problems. Of 42 coal-mine hoists used for man transport that were inspected, 30 are in vertical and 12 in inclined shafts. Twenty-four vertical shafts use wood guides; 6 use steel. The 12 inclined-shaft systems use flanged-wheel T-rail guidance. Two wood-guided vertical-shaft systems use the single-tooth Ontario-type dog; the other 22 use multi-toothed wedges, cams, or dogs that have been proved highly unreliable. The arrestment devices in the six steel-guided vertical-shaft systems and in six of the inclined-shaft systems cannot be evaluated because performance data are lacking. The remaining six inclined-shaft systems have no arrestment devices at all. Of the 36 hoists with arrestment devices, the devices of 16 are never tested, the devices of 10 are actuated periodically with the conveyance at rest, and the devices of the other 10 are actuated periodically with a slow-moving conveyance. Although high speed is as probable as low speed in an emergency and would provide the best test of arrestment capability, no tests are performed in the United States which demonstrate the ability of an arrestment device to stop a loaded conveyance from high speed. Mine operators indicate little confidence in their conveyance arrestment devices, and manufacturers recognize a need to improve their products. Neither state nor Federal regulations provide a guide to this improvement. Mine operators, manufacturers, and state and Federal regulatory agency personnel would welcome specific guidance. In view of this, a set of application, design, actuation, stopping-performance, and testing and inspection criteria is presented as a guide to eliminating the inadequacies of these devices. Recommendations are included for improving hoist controls and machinery directly affecting conveyance safety.

A surplus of vanadium has resulted from the tremendous output of uranium, of which vanadium is a byproduct. More knowledge of the properties and characteristics of vanadium as a pure metal has been needed so that industry can take advantage of its availability and use it according to the best principles of conservation. Besides the problem of utilization, there is the ever present need of finding new materials which will satisfy specific and demanding requirements of science and engineering; vanadium or one of its alloys may possess the latent potential for filling some of these needs. Thus this? research project was undertaken by the Bureau of Mines to determine and examine some of the physical and mechanical properties of pure vanadium. A corallary investigation was the determination of the effect of the interstitial contaminants, oxygen, nitrogen, and carbon, on unalloyed vanadium. The vanadium used for these determinations was principally the product of experimental production of the Bureau. The evaluation of this material, as small quantities became available, provided most of the data that have been obtained.

The identified helium resources of the United States were estimated by the U.S. Bureau of Mines at 617 Bcf, as of December 31, 1992. This includes 285 Bef of demonstrated reserves, 85 Bcf of demonstrated marginal reserves, and 37 Bcf of demonstrated sub-economic resources. The identified resources also include 166 Bcf of helium in inferred reserves and inferred marginal reserves and 44 Bcf in inferred sub-economic resources. The identified helium resources contained on Federal lands are approximately 172 Bcf, including 32 Bcf in underground storage in the Cliffside Gasfield near Amarillo, TX. Undiscovered helium resources in the United States are estimated at a most likely volume of 104 Bef, with a maximum volume of 249 Bcf and a minimum volume of 41 Bef. Also reported are 51 Bcf of helium in nonconventional and low-helium-content natural gases. Extraction of helium in the United States occurs mostly from natural gases produced from the Hugoton gas area in Kansas, Oklahoma, and Texas, and the Riley Ridge area in southwest Wyoming. Helium extracted from natural gas in the United States in 1992 was 3.3 Bcf. Some shortfalls in helium supply may occur in about 5 to 10 years.

As a part of the strategic minerals program of the Bureau of Mines, nine chromite-ore samples were obtained during the period 1949-56 from mines in the vicinity of Red Mountain, near Seldovia, Kenai Peninsula, Alaska. This report summarizes the results of beneficiation studies of the samples at the Bureau's Juneau, Alaska, and Albany, Oreg., laboratories. In general, the ores were found amenable to concentration by gravity methods for producing concentrates that assayed over 48 percent chromic oxide. Intimate association of chromite and gangue minerals, however, necessitated fine grinding and limited the amount of chromite recoverable. Recovery of chromium in concentrate that assayed 48 percent chromic oxide or higher ranged from approximately 20 percent for low-grade ores (10 to 12 percent Cr203) to more than 95 percent for 1 high-grade sample (42 percent Cr203). The iron content of the chrome-bearing mineral -hence, the chrome/iron ratio of finished concentrate -appears to vary with the grade of the ore. Concentrates made from high-grade ores had chrome/iron ratios as high as 3.1:1; the concentrates from low-grade ores, however, had chrome/iron ratios as low as 1.8:1.

The Bureau of Mines has investigated the recovery of cell-grade alu-mina by RCI leaching of calcined kaolin in the alumina miniplant at its Boulder City (NV) Engineering Laboratory. Classification and thickening were used for separating aluminum chloride leach liquor from the siliceous residue generated in the acid leaching step of the clay-HCI process. Coarse solids were classified from fines at 115 mesh and countercurrently washed in three additional spiral classifiers. Fines were treated in a conventional five-thickener, countercurrent decantation circuit. When this method was applied to the solids-liquid separation of slurry from RCI leaching of minus lO-mesh calcined kaolin, 75 pct of the residue reported as classifier sands and 25 pct as thickener underflow. Predicted individual classifier and thickener area requirements were 6 and 25 ft2/tpd, respectively. Total thickener circuit flocculant requirement was 2.4 lb/ton solids. Aluminum chloride pregnant liquor was produced that analyzed 8.4 pct A1203 and contained more than 97 pct of the alumina in the liquid phase of the slurry. Bench-scale settling tests were used to correlate fines content of leach residue to thickener area and flocculant requirements.

"INTRODUCTION Numerous deposits of iron ore are found in Cherokee, Bartow, Floyd, and Polk Counties in northwest Georgia. The deposits are generally small and irregular in shape. The ore is usually referred to as ""brown ore"" and is predominately limonite. The crude or ""bank ore"" has to be washed and concentrated before being shipped.The proximity of the deposits to the Birmingham furnaces and a favorable freight differential permit the operation of many deposits that otherwise would be uneconomical. The district produced 413,468 long tons of brown-ore concentrates, averaging 45.53 percent iron in 1943.The necessity of developing additional iron-ore reserves for the war energeucy to supplement the production of the Birmingham district, prompted the Bureau of Mines to initiate exploration of the more promising northwest Georgia deposits. Thirteen properties in the four counties were explored during the program (fig. 1).HISTORY AND PRODUCTIONSeveral furnaces were operated in the district until the early 1900's, ranging from charcoal furnaces to more modern plants with capacities up to 50 tons of pig iron. No furnaces have operated for about 40 years, the product being shipped to Alabama and Tennessee.Bartow County iron mining is declining, although formerly it was the principal producer of the district. Most of the known merchantable ore deposits have been exhausted. For the past 3 years the Mitchell-Hodge mine has annually produced about 225,000 long tons of concentrates containing 46 to 43 percent iron and at present is the only large producer in Bartow County."

Since its creation in 1910, the Department of the Interior's Bureau of Mines has pioneered in the development of mineral technology, through research. From the very beginning, research on mine health and safety has been a dominating concern, and a responsibility that expanded markedly as a result of the Coal Mine Health and Safety Act of 1969. Until the mid-1970's research on fuel technology and coal production also was an important part of the Bureau's work. But in the four years following the 1973 oil crisis, Congress established a reorganized Federal energy research apparatus in which all fossil fuel research-encompassing extraction, use, and conservation-was centralized. Today, the Department of Energy houses Federal research on coal mine production technology, while research on coal and noncoal mine health and safety and environmental technology, and on noncoal mine production technology, remains in the Interior Department as a continuing responsibility of the Bureau of Mines. The Bureau of Mines compiled information for the nonspecialist about natural gas liquids recovery from hydrocarbon streams in natural gas processing plants. Attention is directed to the impact of the technology of processing and the quality of gas processed in view of the increased availability of natural gas for processing. Significant changes in product and market trends within the natural gas processing industry are highlighted. Fixed capital-plant costs for grassroots, refrigerated-oil absorption and conventional adsorption schemes, adapted from published studies, are presented giving ranges of cost estimates for medium-sized plants. Marketed products of the natural gas processing industry are briefly discussed in relation to automotive air pollution problems and approaches to their control.

The potential for large-scale fires in underground fuel storage and fuel transfer areas prompted the Bureau of Mines to study fire hazards in these areas and devise improved fire safety technology for use in these areas. This report describes the Bureau's research to characterize and quantify fire hazards in fuel storage and fuel transfer areas, develop guidelines for safe and efficient fueling system design, prepare specifications for automatic fire sensing and suppression systems for these areas, test prototype systems in the laboratory and in underground mines, and perform cost-effectiveness evaluations of the devised technology.

The increase in the price of gold in 1933 was the cause of starting many activities in gold prospecting and mining; it led to investigations of many of the so-called desert placers in the Southwest, which heretofore had not been deemed of commercial importance. Among these, attention was called to some of the gravel beds in the vicinity of the Randsburg-Atolia mining districts of Kern and San Bernardino Counties, Calif., in which gold and scheelite, (calcium tungstate, CaW04) were said to be present. Following a partial sampling and testing of the gravel, large-scale operations were begun in 1935. During the same year more detailed sampling and testing of the gravel beds were done by the author. During 147 days, 1,239 test holes 28 inches in diameter were drilled; their total depth amounted to 16,705 feet. These test holes furnished 2,495 samples of an average volume of 1.0583 cubic yards bank run each; all of the material was run through a sample mill constructed on the property. Original and rather unusual sampling and testing methods had to be used; milling and mining methods for large-scale operations also offered difficulties. The primary purpose of this drilling and sampling campaign was to determine, over a large area, the amounts of gold and scheelite recovered by placer methods such as were already in use on the property. This paper describes sampling and testing methods employed by the author during the 1935 drilling campaign. LOCATION The gold and scheelite placer deposit is in the Atolia tungsten mining district about one-half mile west of the small mining town of Atolia and about 5 miles south of Randsburg in the Randsburg gold-mining district. The deposit lies near the foot of the Rand Hills, in the Mojave desert. The territory is served by hard-surfaced roads from the north and south; Los Angeles is 150 miles to the southwest. A branch of the Southern Pacific Railroad passes within 5 miles of Randsburg.
