"Human accidents are caused by production accidents, generally ones (such as derailment of cars, falling rock, etc.) that have occurred numerous times before an employee was actually involved. Prevention of human accidents is, one of the essentials in cutting operation costs, and advocates of safety are studying economics to assist them in their work of preventing accidents.Workman's compensation insurance or compensation for human accidents is a true operating cost, and is the only purely tangible measure available which gives a measurement of the cost of accidents even though, as will be pointed out later, it represents but a portion of the total cost of human accidents.In using premiums paid for compensation insurance as a measure of the cost of accidents, it must be kept in mind that most insurance laws, as pointed out in a former paper (Serial 2590 of the Bureau of Mines) provide a waiting period before compensation for the lost-time wages starts, with the compensation limited to definite percentages of the wages. The waiting period and limited compensation combined tend to limit the amount paid to an injured workman who, if he receives 1/3 of the lost-time wage, will probably have been reimbursed as high as the average injured workman.The total or complete economic cost of human accidents, must include, in addition to compensation paid for lost time, and the portion of the lost-time wage suffered by the workman for which he is not compensated, the additional cost to the company through-(a) temporary decreased production by the breaking down of the morale, etc., (b) the breaking in of a new employee which is admittedly expensive,(c) the increased liability of human and production accidents caused to or by the new employee.Another charge against accidents, which is not included in the compensation payment, is the economic loss through the killing of as workman who has no dependents. Few of the States' laws require any compensation except burial expenses to be paid for fatalities to persons having no dependents. It is estimated by the United States Bureau of Labor Statistics that the economic loss through a fatality is 6000 shifts. If each fatality was compensated for this amount of time and at half-time wages, using an average wage of $5.00 per shift, the compensation for fatality based on the economic loss would be $15,000. but the average actual compensation paid for each fatality is about $3,000."

In 1927 Coghill showed that there is considerable liberation of the iron oxide mineral from gangue when the Alabama red iron ores are ground to a size suitable for classification and tabling but that there is not sufficient to make possible a high extraction and a high grade of concentrate. Coghill states: High extraction and 'high grade of concentrate cannot be obtained without grinding to a size comparable with flotation or cyanide practice. If grade of concentrate be sacrificed the grinding need not be so severe. These ores slime readily during grinding, and in most instances the slimes are only slightly higher grade than the original ore. Not only do they carry a considerable percentage of the total iron in the ore, so that to reject them as tailings would result in prohibitively low extraction, but they are too fine to be amenable to ordinary methods of gravity concentration. In 1929 the Bureau of Mines published results showing that certain Alabama oolitic iron ores could be concentrated by classification and tabling after grinding, with rubber-covered rods. This selective grinding produced slimes of much higher grade than the original ore, and they were considered part of the final concentrate.

"Oil-shale camps are peculiarly favored, in that before they are established it can be ascertained with a,of certainty, that the life of the project is not limited. Unlike camps at metal mines, where the metal content of a given area is frequently an unknown quantity until after years of development, oil-shale camps should, from the outset, be planned and built as permanent types of camps. Where this procedure is followed camps will be established which better serve the needs of the industry and the cost of their general care and upkeep will be less.Selection of camp or townsite.The site of the camp or town, whether on company property or not, should be selected with care. It should be separate if possible from the location of the plants of the company so as to be free from noise and fumes and so as to provide a change of environment for employees in going from their work to their homes.The principal features governing the site to be selected are as follows:Drainage. The general contour of the surrounding country should be such that drainage is away from the site. The camp or town should, if practical, be situated on higher ground than that in its immediate vicinity.Soil. The nature of the soil on which the camp or town is located may bear a decided relation to health. A porous, well under drained top soil of at least four feet in depth insures dryness and facilities the placing of foundations and the laying of water mains and sewer pipes. Such a soil also is an advantage in growing trees, shrubs and grass plots, which are a decided adjunct to making the community attractive."

Permanent support of the back is an important economic factor in maintaining a tunnel or other underground opening in condition to render the service for which it was driven. Timber has been most commonly used for support in tunneling and drifting because of its strength and ease of installation. Even when treated for decay, however, timber is subject to deterioration and, over a long period of time, should not be considered a permanent support. Concrete support or lining is permanent and has been used in tunnels of every size for many years but has been almost exclusively cast in place, a difficult, costly process. This report deals with the design and installation of precast concrete supports to combine the best features of both methods.

A simple , quick, and relatively accurate device is needed for determining the presence of very small concentrations of organic halide gases in various atmospheres . Such a device would enable safety engineers , health officials , and others to discover quickly the presence of these gases in a suspected atmosphere and thus be able to apply protective measures promptly. This detector should prove useful in detecting leakage of halide gases from refrigerating and air - conditioning systems and in determining the presence of halide solvents in the atmosphere of dry - cleaning and degreasing establishments where organic halide solvents are used . Virtually all poison war gases are halide compounds . Because of the high toxicity of these gases , even in very low concentrations , a detector having the proper sensitivity should be useful in civilian defense for determining when atmospheres are relatively free of poison gases .

Ten years ago there was no general , country-wide service for the systematic training of miners in matters relating to safety . A beginning only had been made at a few scattered points . Under the old conditions each man was left largely to look out for himself in meeting the hazards of his day's work, and the foreman , shift bosses , and superintendents chiefly relied upon improvision when major accidents occurred . So long as the mines were small and the workers highly intelligent and well trained in routine mining methods , and when too , the pressure for output had not yet speeded up industry to the extent it has since those days , there was something to be said for this lais- sez faire attitude . When , however , the rapid expansion of industry lead to the introduction of new and little trained labor and to units of production of greatly increased size , the natural dangers of mining were greatly intensified . An accident in a small mine affects only a few; the same accident in a large mine , unless proper precautions have been taken , may cost the lives of many . The public does not generally recognize that the greatly increased outputs of the mines , of coal mines in particular , have been in recent years , obtained from substantially the same number of miners as ten years ago but with a personnel not nearly so well trained in mining . It is inevitable under : such conditions that more care must be devoted to avoiding accidents and much more elaborate preparations made for meeting them . In the years immediately preceding the establishment of the Bureau of Mines this speeding up of industry , change in the character of mine labor , and increasing hazard had all begun to be felt . Immediately prior to the organization of the Bureau of Mines , public attention had been drawn to a series of disastrous coal-mine explosions , to the increasing frequency of these disasters , and to the terrible loss of human life . resulting therefrom. One of the first problems , therefore ; confronting the Bureau was clearly that of finding methods of reducing the number of such disasters and lessening the severity of those that continued to occur . Toward this object were immediately directed the energies not only of the Bureau of Mines but also those of State mine inspectors , mine operators and various other agencies , all of whom were urged to cooperate in this great humanitarian work. The results of this work naturally cannot be measured by figures only . Work for increasing the health , safety , comfort , and happiness of human beings may not be gaged with mathematical precision . But certain features of this work as revealed by the record from year to year are of much interest . ”

Talc mining ·in the state of New York was first started about 1876, but important production did not start until 1880, when about 4,000 tons were shipped, In 1883 the production was about 6,000 tons valued at $75,000, or an average of $12.50 per ton, From this date the production gradually inc~eased to a peak of 93,236 tons in 1916, valued at $961,510 or about $10,30 per ton, In 1918 the production declined to 71,167 tons valued at $902,100, or about $12,70 per ton. For ma.ey years New York ,-Jas the largest producer in the United states, but in 1917 and 1918 its output was surpassed by Vennont in tonnage thou[;h not in value. In June, 1920, there were three companies producing talc in the Gouverneur district, st. La,1Tence Co'Ul'lty, and one near Natural Bridge.

Diamond -drilling blast holes at Eastern Magnetite Mine C is proving economical in boundary shrinks , in removing pillars not readily accessible for percussion drilling , and in driving scraper drifts . The cost per foot drilled is greater than for percussion drilling , but savings in associated factors outweigh this handicap . The rocks drilled include trap rock and magnetite ore . The mining method is the panel , block- caving system utilizing scraper sublevel drifts instead of branch raises to convey the ore to the haulage level . Diamond -drilling blast holes was begun early in 1945. Three rigs equipped with noncoring bits are now in active operation two shifts per day . They are owned by the company , and the drill operators are paid by the day . In shrinkage stopes the drill is mounted on a horizontal bar set against opposite walls of the stope . Stoping holes are horizontal , which gives better results in blasting and requires fewer set ups . In scraper drifts the drill is mounted on a horizontal bar clamped to two columns about feet apart . Trim holes around the periphery of the drift and reliever holes are drilled 50 to 80 feet in length . A 10 - foot wedge cut drilled with a stoper is blasted in conjunction with a corresponding length of the trim holes to effect a 10 -foot advance of the full- sized drift . Recent drilling averages 97 feet per machine shift , excluding time utilized in setting up and moving the machine , hand mucking , and barring down . The feet drilled per bit at present is 417. These data represent the average for drilling in both rock (waste) and ore . Percussion drilling utilizes three types of wet drills . Detachable bits are standard . Gage changes for new bits is 1/8 inch and for reconditioned bits 1/16 inch . The life of a bit is five uses . Resharpening is on contract . A drill carriage is used in haulage headings .

"This paper is the second of a series of progress reports4 on a study of the hydrometallurgy of manganese which is being conducted in an endeavor to make possible utilization of the large deposits of low-grade domestic manganese ores that occur in several States.There are at least four processes in which a knowledge of the action of SO2 gas on manganese oxides at elevated temperatures may prove of value.One of these involves dissolution of manganese from ores. The Bureau of Mines has investigated the hydrometallurgy of manganese by a process in which SO2 gas, a waste product at many smelters, is passed into water to form a solvent for manganese. Although several manganese minerals were readily dissolved, rhodochrosite (MnCO3) was attacked but superficially.5 Recent experiments have shown that a roast at 650 to 9000 C. converts the manganese of rhodochrosite to a form that is quickly dissolved by a weak SO2 solution.6 Introduction of smelter gases containing much as 5 per cent SO2 during such a roast would not add much to the cost of the operation, and might result in the formation of considerable water-soluble manganese sulpate.Another case involves a subsequent step in the hydrometallurgical process, namely, the formation of oxides of manganese with simultaneous evolution of SO2 by the heating of the MnSO4 produced by evaporating its solution.A third has to do with the roasting of zinc sulphide ores containing manganese as a preliminary to leaching. During purification of the solutions to be used for the electrolytic deposition of zinc the iron must be oxidized to make possible its removal. Manganese dioxide has been used for this purpose,7 and since manganese compounds are present in some zinc concentrates,8 it is of interest to learn what happens to the manganese in a zinc sulphide or on roasting, and what portion of the manganese in the roasted product might be available for oxidation."

This document presents a description of the results of a project aimed at producing a broad description of current mining training programs and an evaluation of their effectiveness with respect to reducing mine injuries. Aggregate training and injury data were used to evaluate the overall training effort at 300 mines as well as specific efforts in twelve categories of training course objectives. From such evaluations, recommendations were derived with particular emphasis being placed on identifying program characteristics that tend to be associated with effective training. Recommendations were also formulated with reference to role changes in industry and government interaction with respect to training programs, new or additional training programs, changes in the types of course materials and training methodologies, and recommendations concerning new areas for investigation.

Technol., 9: 87-99Black lung disease in coal miners induced by the formation of fine fragments of coal imposes very high human and direct costs. A fundamental understanding of the fracture processes leading to fine-fragment formation in coal by applying principles of fracture mechanics is presented. A four-step hypothesis is proposed which sequentially describes the mechanics of fine-fragment formation during a generic coal material—coal cutting tool interaction. These steps include: (1) development of a crush zone under the tool tip, (2) macrocrack propagation. (3) shear movement along macrocracks, and (4) additional fragmentation from shear. This model contains two sources of fine fragments, namely crushing under the tool tip and shearing along the macrocrack surfaces. Three critical assumptions are made that require experimentation. First, the coal material must contain flaws of sufficient density and sufficiently small size to liberate fine fragments by crushing. The following conceptual relationships are proposed between flaw size, spacing and fragmentation: first, the active flaw size must be less than the desired particle size and second, the spacing (or density) must be in the order of the particle size. The second major assumption is that a mixed mode fracture theory will describe the initiation and crack growth direction for the microscopic inherent flaws. The third assumption is that some degree of roughness damage, and interlocking exist along the newly formed macrocrack surfaces such that a small amount of shear movement along that surface leads to additional particle formation at a microscopic scale. Preliminary analysis of the mechanical regime under a cutting tool tip places order of magnitude bounds on the stresses strains, cycle time, stress rates and strain rates. Even though the tool moves and loads the coal material with considerable speed, a quasi-static stress analysis is applicable in this region.Introduction.The generation of fine fragments (respirable dust) during various coal mining processes may lead to the incidence of coal workers pneumoconiosis (black lung disease). The human and direct cost of dust-induced illnesses in coal miners is very large. By several. accounts [1,2] the Federal Government paid out about $12 billion to almost 500,000 coal miners and their beneficiaries between 1970 and 1980. In addition, several states and many coal operators have established their own compensation programs at costs ranging from a few cents to several dollars per ton of coal mined [2]. Since 1980, 'the present liability of the Federal disability trust fund has approached $20 billion and the benefit payments exceed $1 billion per year. There .are also hidden costs due to dust, in the form of increased equipment wear and decreased operator productivity, both of which are due to the poor operating environment. Quantifying these costs may be difficult; however, they may be in the same range as the present pneumoconiosis costs. These high human and direct dollar costs may be prevented or reduced through long term research efforts directed at understanding the generation and control of respirable dust and the incidence of black lung disease."

Approach Investigate the feasibility of a new mining method--in situ leach mining-as an alternative to conventional mining for copper. Study fundamental leaching technology that will facilitate future commercial operations. Develop guidelines and procedures that will enable mine operators to design and evaluate in situ leach mining operations for any specific copper oxide deposit.

This chapter summarizes data on crude nonfuel mineral production for the United States, its island possessions, and the Commonwealth of Puerto Rico. Included also are the tables that show the principal nonfuel mineral commodities exported from and imported into the United States and that compare world and U.S. mineral production. The detailed data from which these tables were derived are contained in the individual commodity chapters of volume I and in the State chapters of volume II of this edition of the Minerals Yearbook. Although crude mineral production may be measured at any of several stages of extraction and processing, the stage bf measurement used in this chapter is what is normally termed "mine output." It usually refers to minerals or ores in the form in which they are first extracted from the ground, but customarily includes the output from auxiliary processing at or near the mines.

PRODUCTION of cesium, cesium salts, and rubidium salts in the United States declined somewhat from 1961 levels; rubidium production was virtually unchanged. Imports of pollucite declined because consumption was supplied partially out of inventory. Domestic Production.-About 50 tons of pollucite was reported mined at the Tin Mountain mine in the Black Hills of South Dakota. The Dow Chemical Co., Midland, Mich., MSA Research Corp., Callery, Pa., and Penn Rare Metals, Inc., Revere, Pa., produced a total of 159 pounds of cesium. Rubidium production remained essentially the same as in 1961. Shipments of the two metals by these companies and by American Potash & Chemical Corp., Trona, Calif., totaled 279 pounds. Production of cesium and rubidium salts by American Potash & Chemical Corp., Penn Rare Metals, Inc., and Rocky Mountain Research, Inc., Denver, Colo., declined substantially during 1962.

"The Union Copper mine is in the Gold Hill district, Rowan and Cabarrus Counties, N. C.The mine was discovered in 1799 and first worked as a gold mine; but copper was encountered at depth, and the property became an important producer of copper. It is estimated that the mine produced 5,000,000 pounds of copper before operations were discontinued in 1907.As part of the strategic minerals program, the Bureau of Mines conducted a development project on the property from July 1943 to November 1943. Eight diamond-drill holes, totaling 2,500 linear feet, were drilled to delineate the ore body. Analyses of 205 core samples were made.Tabulations of sample analyses and drill-hole logs are presented in this report.The project work embodied in this report was under the immediate supervision of Austin B. Clayton, project engineer, and the general supervision of H. B. Ewoldt, district engineer for North Carolina and Tennessee. The preliminary report, written by Austin B. Clayton, was revised and the various figures redrawn for publication by T. J. Ballard under the general supervision of M. H. Kline, chief, Raleigh Branch, Mining Division.Acknowledgment is due the Metallurgical Branch for analytical determinations of the samples.The mine property is 1.5 miles southwest of the village of Gold. Hill, N. C. (fig. 1). Gold Hill is on U. S. Highway 52 between Salisbury and Albemarle and on a branch line of the Southern Railway. The latitude is 350 30' and longitude 80° 21 The tract consists of 553-1/2 acres in Cabarrus and Rowan Counties.A tentative list of the surface-rights ownership is as follows: William Hoy Barringer - 16 acres, A. Hedrick - 54 acres, and William Atkins - 473 acres, in, Rowan County, N. C.The mineral rights are owned by Alfred Rossiter, Alice R. Hesslein? and the estate of the late Bella Rosenblatt. The attorneys for the owners are Neidle & Taylor, 6 East 45th Street, New York City.The Union Copper mine is in the Cold Hill mining district of North Carolina where gold was first discovered in 1799. The upper parts of the veins in the district were first worked for gold; however, the increase in the sulfide content of the veins with depth rendered the amalgamation process for gold recovery ineffective, and the mines were closed.The period of greatest activity at the Union Copper mine was from 1899 to 1906. At an earlier period the oxidized and leached part of the lode near the surface was mined from a working known as the ""big cut,"" the reported yield of which was $300,000 in gold.3/ The mine has not been operated since 1907.J. T. Pardee3/ lists the probable value of the production of the Union Copper mine as $1,050,000, of which about $675,000 was the value of some 5,000,000 pounds of copper produced."

In August 1943 the Bureau of Mines began an investigation of the West Portal magnetite mines, which comprise the Swayze and Turkey Hill properties. The work included (1) traversing with a dip needle to record magnetic anomalies, (2) diamond drilling, and (3) sampling old mine dumps; it was completed in April 1944. The deposit consists of two parallel veins, which strike northeast and dip southeast. They carry magnetite in gneiss and schist. The Swayze mine was discovered in 1867 and closed in 1889, while the Turkey Hill mine was opened in 1872 and closed in 1887. The dip-needle survey covered 266 acres. The diamond drilling comprised 11 holes totaling 4,910 feet from which 142 samples were taken for chemical analyses. Old mine dumps were sampled at 52 points for chemical and magnetic analyses.

"Introduction.Recent experiments (Fieldner, A.C., Katz, S.H., Kinney, S.P., and Longfellow, E.S., Poisonous gas from carbon tetrachloride fire extinguishers, Jour. Franklin Institute, October, 1920, pp. 543-565), by the Bureau of Mines have shown that carbon tetrachloride extinguisher liquids when applied to fires produce small quantities of irritating and poisonous gases which may be dangerous in very closely confined spaces where conditions are such that the user can not escape without breathing the fumes. The results of the experiments have been confirmed in an independent investigation by the Underwriters Laboratories (Nuckalls, A.H., Corrosive action and products formed when carbon tetrachloride extinguisher liquids are applied to fires, Nat. Fire Protection Assoc. Quarterly, vol. 14, January, 1921, pp. 221-236) who conducted similar experiments for the purpose of determining the corrosive action of these fumes on metals. Both investigations showed that carbon tetrachloride vapor, hydrochloric acid gas, and phosgene were produced in addition to the ordinary products of combustion, such as smoke, carbon monoxide and carbon dioxide. The Bureau of Mines' tests were made by applying a one-quart extinguisher to a wood fire of excelsior in a gas-tight room of 1000 cubic foot capacity. The glass and metal construction of this chamber limited the experimental fire to very small dimensions. It was, therefore, deemed desirable to make a test on a larger scale in the entry of the Bureau's experimental mine in order to similate more nearly the practical use of carbon tetrachloride and other types of extinguishers in mines.Description of extinguishers.Two series of tests were made under identical conditions on different days. Commercial carbon tetrachloride extinguishers were used in the first series of tests and ""foamite firefoam"" extinguishers in the second series of tests."

Completion of 18 churn-drill holes totaling 2,218 feet and 3 diamond-drill holes aggregating 421.5 feet of drilling in the M.C. mine area, near Truman, Wis., provided information indicating the existence and trend of a zone of zinc mineralization extending for 1,000 feet west of the old M. C. shaft.

The Bureau of Mines determined the composition of the vapors liberated during thermal decomposition of aluminium nitrate nonahydrate. Small samples were heated from room temperature to 5500 C with initial heating rates from 500 to 2000 C/min. Gases were rapidly swept away from the heated chamber with Ar and subjected to immediate analysis in order to minimize reaction between the components. In addition to H20, four N-containing compounds were identified: HN03, N02, NO, and N20. Nz could not be determined in the presence of the nitrogen oxides, and at-tempted separation from the oxides led to the formation of more nitrogen. Relative amounts of each component were found to vary over a period of time; however, total amounts measured with different heating rates were reasonably constant and were typically as follows: 84.2 pct HN03, 7.1 pct N02, 4.3 pct NO, and 4.2 pct N20. HN03 and NO were determined from chemical reactions with a permanganate solution, N20 was measured with a mass spectrometer, and NO2 was measured with a spectro-photometer. Details of the methods used are described. Since NO2 and NO can readily be converted to HN03, about 96 pct of the N from the decomposition can be recovered as HN03

This U.S. Bureau of Mines (USBM) report describes a chromatographic method that is used for rapid field determinations of carbon dioxide in natural gas streams at a USBM helium production facility. The method employs a commercially available portable gas chromatograph that is equipped with a 10-m fused-silica capillary column coated with a porous polymer. The instrument operating parameters permit determinations to be performed over a concentration range of 10 ppm to 10 pct with a frequency of 20 samples/h. The speed at which determinations can be performed is an important factor when evaluating efficiency or troubleshooting processes at the helium facility.
