Domestic byproduct fluorine (in fluosilicic acid) availability at various price levels of aluminum fluoride were determined and a contingency availability curve developed. The supply of byproduct fluosilicic acid is restricted in amount to certain geographic regions, where plants processing phosphate rock are located, and the byproduct can be collected. The maximum possible U.S. annual supply, based on potential plant capacities, is 373,400 tons of fluosilicic acid containing 295,400 tons of fluorine. Based on inputs of 5, la, 25, 50, and 100 thousand tons per year, five levels of producing aluminum fluoride from fluosilicic acid (100 percent) were costed. Based on a 12-percent discounted cash flow rate, including the cost of salvaging the fluosilicic acid, the calculated selling price of aluminum fluoride ranged from $233 per ton to $448 per ton. At the higher price, 98 percent of the potential supply of byproduct fluosilicic acid could be used profitably; at the lower price only 46 percent could be used profitably.

To aid industry and Government in planning water developments the Bureau of Mines in 1963 canvassed mineral producers to determine water use in 1962. Water use by the mineral industry comprises only 2 percent of the water withdrawn by industry as a whole. The major water-using mineral industries are natural gas processing, phosphate rock, sand and gravel, and iron ore. Analysis indicated the following conclusions: 1. Total water use and new water intake is dependent on the quantity of material processed and the process water requirements of the particular indus- try or commodity. 2. Recirculation is dependent on the processing requirements of a par- ticular commodity, the manner in which the water is used, cooling and condens- ing requirements in certain large industries, the quality of new water intake, and the need to treat new and discharged water. 3. Consumed water is dependent on the quantity of water recirculated, the temperature and humidity in the area, and the proportion of water used for cooling and condensing. 4. A threefold increase in water use by the mineral industry by 1985 is forecast.

This is one of a series of papers being prepared for and published by the United States Bureau of Mines, describing mining and milling methods and costs at crushed-stone plants throughout the United States. These papers are designed to disseminate technical information regarding the methods used. The cost tabulations represent operating expenditures only and not total production costs. It is recognized' tat publication of total production costs might in many instances cause embarrassment to individual producers, as well as to the industry as a whole. However, operating costs are essential to the technical discussion and study of the methods employed. The attention of the reader is specifically called to this differentiation in order that no mis-understanding of the scope of the cost tabulations shall ensue. In 1985, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied a 37,542-acre portion of the 57,002-acre Riordan?s Well Wilderness Study Area (NV-040-166) in order to evaluate its mineral resources. The area studied is located in Nye County, NV, about 60 miles southwest of Ely, NV. Subeconomic mineral resources of limestone and sand and gravel were identified in the study area. The Troy and Irwin mining districts, 4 miles to the west, were active between 1868 and 1963, producing small amounts of gold, silver, lead, and tungsten from mines well outside the study area. Except for minor prospecting activity, most mining activity in the study area has been since 1980, consisting of claim locations and geochemical surveys.

A tractor-integrated version of an explosive ripping system was developed for mining application. This system utilizes diesel fuel and a tractor-mounted blower supplying 30 psig compressed air to a two-stage combustion chamber to produce a high pressure (600 psia) gas charge. The charge is rapidly released into the rock formation near the tip of the ripper. The system, mounted on a D9 tractor, was tested at several quarry and mining operations to investigate rock fracturing effectiveness. Although the results of comparative ripping passes conclusively demonstrated that the system increases rock fracture, performance of the system is strongly dependent on rock morphology and properties as well as basic performance of the tractor-ripper. The theory of conventional and explosive ripping modes is described and existing correlations of seismic velocity and ripper performance are shown to be in error.

The Bureau of Mines, in an effort to improve resource conservation, mine planning and development, is currently investigating the loading behavior of pillars in multiple-seam developments. The simultaneous mining of two or more coalbeds may cause instability between room-and-pillar operations resulting in an interaction known as pillar load transfer. Although pillars may be adequately designed for single-seam mining, the development of a second seam may complicate loading conditions in both operations. If pillars are not adequately designed to contend with this load transfer, failure of the mine structure may result. To improve multiple-seam development and pillar design, the Bureau studied the loading characteristics of pillars in three separate multiple-seam operations. In all three cases, instrumented pillars recorded increasing pressure after development of the second seam. Increases in the average pillar pressure ranged from 7 to 110 pct over predicted overburden loads. An analysis of pillar loading before and after second-seam mining indicates that the ratio of overburden to innerburden thickness is a critical factor influencing load transfer. Based on this relationship, safety factors for case study pillars are calculated and alternative design considerations are discussed.

[Inquiries are frequently received by the Bureau of Minas relative to occurrence, mining, treatment and utilization of the natural hydrocarbons' such as gilsonite, elaterate, wurtzilite, grahamite, and ozokerite although have been known and used for many years, they are not yet well understood and the amount of recent literature dealing with them as comparatively small. This paper is intended merely to summarize the present knowledge The natural hydrocarbons included in this series are gilsonite, elaterite, wurtzilite, glance pitch, manjak, grahamite, albertite, arid ozokerite and many other minor varieties. With the exception of ozokerite and the other mineral waxes, then all more or less resemble asphalt in that they are dark brown or black bituminous substances of organic origin, generally with a resinous luster. Ozokerite usually light an color with a waxey luster, is closely allied to the others of the series, but is usually considered separately, Unfortunately authorities differ as to nomenclature so that determinations of physical and chemical properties from different sources may riot be readily compared. Abraham Herbert, Asphalts and Allied Substances, 1918, 606 pp. has made one of the most detailed studies of these subjects in recent years, and his classification is used in the main. This paper summarizes precent knowledge of the ignition qualities of pure hydrocarbons likely to be present in modern Diesel engine fuels, as shown by an extensive search of the technical literature. The report also discusses the possible significance of cetane number and hydrocarbon struc- ture. Cetane or cetene numbers, and other physical properties, are tabu- lated for about 100 hydrocarbons, and a bibliography is appended. In recent years the Diesel engine has enjoyed increasing popularity due to its dependability, inherent characteristics of fuel economy, and the fact that it operates on a fuel that hitherto has been available in comparatively large quantities at a low price. These qualities have en- abled the compression-ignition engine to compete very favorably with other types of prime movers in many fields and have led to predictions of fur- ther rapid expansion in the application of Diesel power. In a survey of the field of all petroleum fuels for combustion engines, Holaday et al (9) have predicted that by 1948 railroads will be using 10 times as much Diesel fuel as was used in 1939 and that over-all consumption will have doubled that of 1939. Other estimates of the yearly demand for Diesel fuels five years hence vary from 2,6 to 5 times the amount used in 1944. Into this picture has come the question of whether the greatly in- creased production to meet this estimated demand is compatible with the maintenance and possible improvement in quality of fuels necessary to satisfy future engines. Unfortunately perhaps for the Diesel engine, factors other than those of simple arithmetical multiplication must be considered. For example, the consumption of oil in central heating plants doubled from 1935 to 1943, and a further increase of 57 percent of the 1943 demand is expected by 1950. Jet propulsion has been developed to the stage where it is entirely practical for military aircraft. Catalytic cracking plants, many of which were constructed to meet the war- time accelerated demand for high-octane gasoline, are taking their place in the refining industry. All these developments, as well as the Diesel engine, require material of approximately the same boiling range. Virgin gas oils make excellent burner fuels, perform most satisfactorily in the gas-turbine units for aircraft according to present information, and are at a premium as catalytic cracking stock.

This Bureau of Mines report presents a continuation of statistics pertaining to distribution of petroleum reservoirs (or fields), wells, and production by depth and producing rate classification in the United States. These statistics show the change that has occurred since results of a similar study were published by the Bureau of Mines in 1967. Data are presented in tabular form by State for the 18 principal oil-producing States and by subdivision for the two largest oil-producing States, Texas and Louisiana. Tabular summations and graphical illustrations are presented for the Nation. The data are classified by 4-barrel-of-oil-per-day rate increments up to 36 barrels and one increment of greater than 36 barrels of oil per day and by 2,000-foot depth increments up to 8,000 feet and one depth increment of greater than 8,000 feet. The overall average producing rates for States and the Nation have been published for many years, and although such rates are useful, they are very general descriptions of producibility. A breakdown of production, wells, and reservoirs by various depths and rates and by State or by State subdivision provides a more detailed description of producibility.

"The data in this report are the result of a detailed, microscopic study of composite samples of mill products collected over a 14 day period. The samples were collected and assembled under the direction of W. R. Lindsay, superintendent of the Anyox plant, and are fairly representative of the heads, middlings, tailings, and products peculiar to the scheme of concentration practiced at Anyox in 1930.The work was done in the Cooperative Microscopic Laboratory at Salt Lake City, Utah. This laboratory was equipped by the mine and mill operators of the Salt Lake Valley and functioned under a cooperative agreement between the United States Bureau of Mines the University of Utah. Due to the difficulties of ventilating large opening stone mines, the effective dilution of diesel particulate matter and noxious gases has often been problematic. Since stone mines have large openings that develop low air resistances, and propeller fans are designed for low pressure-high volume applications, main mine propeller fans may be a feasible option for ventilating underground stone mines. This paper describes the results of a case study where researchers from the National Institute for Occupational Safety and Health have demonstrated that significant increases in total mine airflow can be achieved and the ventilation improved in a large-opening stone mine by replacing an axial-vane mine fan with two 12-ft diameter propeller fans and adding a line of stoppings. In this study, the use of the propeller fans more than doubled the air quantity from 300,000 cfm to 750,000 cfm, while operating at 50 horsepower less than the original axial-vane fan.

Many injuries are caused each year by rock falls in coal mines. Most of these injuries are not caused by major roof collapses, but from falls of smaller rocks from the immediate top or roof skin. Various surface controls are used in mines to control this surface rock. One that has been found to be very effective is roof screening. Depending on the size of the screen, roof coverage approaching 100%can be achieved. Many mines are reluctant to use screen for primary skin control because of additional costs of time and materials, but others are having great success at both controlling costs and surface rock. Data is presented from two mines that show a dramatic reduction in roof skin injuries when screening is used. Much of this success is due to innovations in roof bolting machines. Four case studies of roof screen experience are presented along with associated costs of materials, impact on bolting advance rates, and potential ergonomic risks. The effects of roof screening on skin control and safety are also included. Finally, this paper will provide information about features of different roof bolting machines that affect production and safety.

AN ACT prescribing the mode of maintaining and defending possessory actions on lands belonging to the United States. The People, etc. SEC. 1. Any person now occupying and settled upon, or who may hereafter occupy and settle upon any of the public lands belonging to the United States, unoccupied, except upon lands containing mines of any of the precious metals, may commence and maintain any action for interference with, or injuries done to his possession of said land, against any person or persons so interfering with or injuring such land or such possession. SEC. 2. On the trial of any such cause, the possession or possessory right of the plaintiff shall be considered as extending to the boundaries embraced by the claim of such plaintiff, so as to enable him to have and maintain any action as aforesaid, without being compelled to prove an actual inclosure; provided, that such "claim" shall not exceed in any case one hundred and sixty acres of land. SEC. 3. Every such claim, to entitle the holder to maintain any action as aforesaid, shall be marked out, so that the boundaries thereof may be readily traced, and the extent of such "claim" easily known, and no person shall be entitled to maintain any such action for possession of, or injury to, any claim, unless he occupy the same, or shall have made improvements thereon to the value of $100. SEC. 4. A neglect to occupy or cultivate such "claim," for the period of three months, shall be considered such an abandonment as to preclude the claimant from maintaining any action as hereinbefore mentioned. Sec. 5. Any person or persons claiming the right of possession to land under this act shall have the right to defend said possession and the claim thereto, and all the rights and privileges given them by this act.

Research on coal cutting at the Bureau of Mines Twin Cities Research Center (TCRC) has evolved from a purely mechanical approach, specifically to reduce dust or frictional methane ignitions, into an understanding of the complexity of the cutting system relationships. Achieving an understanding of these relationships requires a wide variety of testing techniques and equipment. Laboratory facilities and the associated equipment exist for shallow to deep cutting in both coal and coal-inclusive rock with any desired bit type. Research efforts with this equipment are providing insight for significant advances to help solve the problems of pneumoconiosis and frictional ignition. This effort will ultimately affect both respirable dust and methane ignitions at the face through better bit design and will increase the salable percent of run-of-mine (ROM) coal processed. It will also affect the design of rotary-drum cutting continuous mining machines (CMM) and longwall machines. This report describes the main features of the coal cutting research facilities at TCRC.

Sulfide ore concentrates containing cobalt, nickel, copper, lead, and iron were salt roasted and leached on a laboratory scale. More than 95 percent of the cobalt, nickel, and copper was recovered. Heating patterns for salt roasting different concentrates were established. More cobalt, nickel, and copper were recovered from a bulk concentrate composed of a mixture of copper concentrate and iron concentrate. This mixture corresponded roughly with the mixture of these materials in stockpiles in southeastern Missouri. A temperature range of 375° to 400° C. was best for salt roasting. Metal chlorides were leached at a pH of 1 from chloridized charges of concentrates, Although the amounts of cobalt, nickel, and copper extracted were high, the amount of iron dissolved simultaneously interfered with subsequent separation and recovery of these metals. The amount of dissolved iron was reduced substantially by steam treating chloridized charges of bulk concentrate at 300° C. In this way, the ratios of cobalt, nickel, and copper to iron in leach liquors permitted satisfactory separation and recovery of these metals. To compare the viability of the new fuse wire arc test (FWAT) as a substitute for the comparative tracking index (CTI) for determining surface resistance to electrical tracking, the Bureau of Mines constructed a fuse wire arc tester and undertook a detailed testing program for testing insulating materials used on explosion-proof enclosures. This report describes the Bureau's apparatus, the two methods (CTI and FWAT), and the results of the Bureau's testing, showing comparisons of the FWAT with the CTI. Results showed strong correlation between the two methods, as all specimens tested that had CTI ratings of 400 V ac rms and above passed the 10-test sequence with the FWAT, whereas all specimens with lower CTI ratings failed, with the number of tests to failure corresponding roughly to the descending CTI rating order.

Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; third, analysis of laws applicable to natural gas, petroleum, and related materials; and fourth, mention of laws regulating offshore operations. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of states or provinces, those areas are considered separately from the central government.

THE INVESTIGATION of barrier pillars in the Western Middle field is part of the comprehensive study of the mine-water problem in the anthra¬cite region of Pennsylvania by the Federal Bureau of Mines (1, 2, 5, 6, 7, 8,9,10,11,1,2,15,16).8 The Western Middle field is in Schuylkill, Columbia, and Northumberland Counties in eastern Pennsylvania. It has an area of 120 square miles, is 42 miles long from Delano on the east to Trevorton on the west, and is 2 to 5 miles wide. In the Western Middle field are 58 underground water pools containing 38 billion gallons of water (5). Some of the pools overflow to the surface, and the water from others seeps into adjacent mines through permeable barrier pillars separating them from abandoned mines. Several active mines are interconnected to workings in abandoned mines, which are partly filled with water. These mines are separated by barrier pillars that are considered effective only below the altitude of the connections. In some abandoned mines, pumping stations maintain the water at altitudes where the hydrostatic pressure against the barrier pillars is not excessive and does not endanger adjacent active mines. If water in these abandoned mines is allowed to rise to where it can overflow into the active mines, it must be pumped from the active mines at lower altitudes; this materially increases the cost of pumping. It is estimated that from 1944 to 1948 approximately 30 percent of the water pumped to the surface was from abandoned mines.
