An Environmental Impact Statement (EIS) for a major mining development typically has to address various aspects of surface water management, including some which generally tend to be the more contentious: the diversion of rivers and creeks from areas disturbed by mining, and their rehabilitation; the effective management of disturbed area run-off via the collection, containment and treatment of contaminated water on site in sedimentation dams; the collection, containment and treatment of mine pit water; the decommissioning of surface water storages; final void water quality; and water discharge criteria. Environmental Impact Assessment processes for proposed mining developments in Australia at the state and commonwealth level usually involve a form of Initial Advice Statement (or Notice of Intent), Terms of Reference, an EIS, and a Supplementary Report (or similar) which responds to agency and public comment on the EIS. The EIS is used by approval agencies to decide the acceptability of the Project, and to set the conditions of approval. The conditions are often in the form of a state-issued æOperational LicenceÆ or similar. With mining, the initial approval at the EIS stage is often just a pre-cursor to various other planning related approvals, including obtaining a mining lease. Afterwards, mine plans and plans of operations must be submitted to government at various stages of the mineÆs life, ostensibly to provide the detailed mine planning over periods of one û five years. Despite all this additional planning and documentation beyond the submission of the EIS, government approval agencies are increasingly not satisfied with conceptual water management designs and commitments to an outcome (such as meeting a specified water quality standard) in the EIS. Agencies are also requiring sufficient water management design information to be convinced that the outcomes are achievable. To assist proponents of major mining developments, the Queensland Government has published Technical Guidelines for water management, and Environment Australia has published a æBest Practice Environmental Management in MiningÆ booklet on water management. In addition, the Australian and New Zealand Environment and Conservation Council (ANZECC. 2000) has published Water Quality Guidelines which provide an approach to water management, and provide receiving water investigation trigger criteria. So, what are the water management issues that are likely to be the subject of comment, debate and negotiation prior to the EIS being approved? and what commitments may a mining proponent have to make in order to convince the approval agencies that sufficient investigation and design has been provided? This paper provides some answers to this question, by reference to recent major mining proposals which the author has managed through state and commonwealth Environmental Impact Assessment processes.

Today the application of computer programs for planning of mine-ventilation and for safety- analysis of ventilation systems is widespread practice in German mining. The computer program for network calculat- ion, developed at the "Mine Ventilation Testing Centre of the Westfalische Berggewerkschaft- skasse" allows the distribution of airflow and pressure in mines to be calculated. In a physically well founded manner it takes into account the natural ventilation as well as changes of volume-flow in the mine, which both are dependent on pressure and temperature. Compared to an incompressible treatment of the mine air these circumstances are of increasing importance with the increase of depth, air temperatures and fan-pressures'. This especial- ly holds for the calculation of airflows during failures of fans or for assessing the influence of open mine-fires on ventilation. The application of the program is very easy and its structure is made to fit the requirements of practice. For instance it takes into account the fan characteristics of all fans. One method of forecasting prices of metals is based on analysis of historic relationships between prices, inventories and consumption. The first, but generally overlooked step in this analysis should be to remove from the inventory and consumption figures the effects of seasonal variations. The next step is to construct diagrams which show prices plotted against ratios of inventories to consumption. These diagrams indicate that, when inventories are high, prices show little response to changes in inventories. Below a critical level of inventories, however, the psychology of the market changes and small changes in inventories lead to large moves in prices. The critical level of inventories is termed the "pinch-point"; the diagram which shows prices in relation to ratios of inventories and consumption may be called a "pinch-point diagram".

The quality of mine planning decisions ultimately depends on reliable estimates of the characteristics of the orebody. The quant- ifiable factors such as grades or thickness can be estimated from field data gathered from outcrops or exploratory drillholes. Since outcrop data is necessarily limited to the periphery of a deposit, extensive drilling generally is required. This paper outlines a method for selecting the number and location of additional exploratory boreholes using an iterative procedure based on a mathematical optimization concept called fixed point theory. The method is illustrated through its application to an exploratory drilling program for a coal mine where optimized locations gave a lower estimate of regional and block variances than a manual Choice.

A group of stratabound-stratiform Fe-Ba-Zn-Pb-Ag deposits within the La Minita mining district of Michoacan, southwest Mexico have been investigated. The results of the study show that these deposits were generated around submarine hot-springs issuing in a Cretaceous island-arc environment. The exhalative mineralization, which is both epigenetic and syngenetic in character, was developed above fault-systems which constituted the loci of both volcanism and subsequent hydrothermal systems.Fluid inclusion data suggest two hydrothermal events during ore mineralization, one at 240¦C and the other at 161 to 205¦C, with salinities between 2.1 and 12.8 wt.% NaCl equivalent. Stable isotope data support a marine origin for the ore-fluids, as well as, for carbon and sulfur. Strontium isotope data suggest that Sr in the barites was extracted from the volcanics and limestones by circulating seawater. The ore-depositional environment was one of shallow, sub-tropical marine character, where mineralization was in part geochemically controlled by carbonate reefal facies within the volcanic/pyroclastic suite.

The advent of rare earth permanent magnets in the 1980s provided a magnetic energy product an order of magnitude greater than that of conventional ferrite magnets. This has allowed the design of high-intensity magnetic circuits operating energy free and surpassing the strength and effectiveness of electromagnets. New applications and design concepts focusing on the mineral and metal processing industries have evolved. This technology also led to the development of various magnetic separators specifically designed for mineral processing applications. Applications which were not previously considered are now being applied to primary mineral upgrading and recycling and secondary recovery.

The Quesnell-Stikine arcs, in the Canadian Cordillera, are host to Triassic and Early Jurassic alkalic porphyry Cu-Au and calc-alkalic porphyry Cu-(Mo-Au) deposits formed outboard of ancestralNorth America in island-arc tectonic settings (McMillan, 1991). The majority of the alkalic porphyry Cu-Au deposits are products of a discrete magmatic event at the end of the Triassic, with a second and smaller event in the Early Jurassic (Mortensen, Ghosh and Ferri, 1995). Of the Triassic complexes, the Galore Creek alkalic intrusive suite is one of the largest and most silica-undersaturated intrusive complexes, and host to the most significant undeveloped alkalic porphyry Cu-Au resource in North America (Lang, Stanley and Thompson, 1995). Because of the common presence of feldspathoidal-bearing rocks in the complex (Enns et al, 1995), Galore Creek likely represents an end member example of the alkalic porphyry Cu-Au class. The Galore Creek alkalic Cu-Au-Ag porphyry district, located in NW British Columbia (Canada), contains 12 mineralised prospects (Enns et al, 1995; Micko et al, 2007; Schwab et al, in press) with a total measured and indicated resources of 785.7 Mt at 0.52 per cent Cu, 0.29 g/t Au and 4.87 g/t Ag (NovaGold Resources Inc, February, 2008). The Central Zone is the largest and best delineated. Other economically important mineralised centres include the South-West, Bountiful, West Fork and Junction deposits. The South-West Zone, the focus of this contribution, is a Cu-Au-Ag breccia-centred deposit with a measured and indicated resource of 69 Mt grading 0.42 per cent Cu, 0.69 g/t Au, 2.67 g/t Ag. Hosted in brecciated intrusive rocks, the South-West Zone is distinctly younger than the Central Zone and most of the other mineralised centres (Enns et al, 1995; Schwab et al, in press). The South-West Zone therefore preserves the late stages of hydrothermal evolution at Galore Creek. An EXTENDED ABSTRACT is available for download. Brazilian amethyst production is mostly obtained from underground mines in the southernmost part of the country, involving approximately 6000 miners and generating an income of US$ 20 million per year. Amethyst-bearing geodes are hosted by Cretaceous continental flood basalts of the Serra Geral Formation. The economic zone occurs in the massive (colonnade) intermediary section of the Sao Gabriel Basalto. The tunnels and stopes follow the occurrence of geodes leading to an erratic and complex layout. A ground control survey revealed excessive roof convergence. Topographic results show excessive roof deformation and some roof falls have already been reported. To understand the ground conditions, prevent roof falls and better define the pillar dimensions detailed geomechanical mapping was carried out using the scanline method. Uniaxial compressive strength tests provided complementary information for rock mass classification. Results of the geomechanical classification were used to modify the mining layout taking into account the roof and pillar geomechanical characteristics. Retreat pillar mining minimised ground instability.

A nine-month investigation was conducted into the effect on coke quality and blast furnace operation of the addition of bentonite and southern coal to the northern coal fed to the coke ovens at the Newcastle steelworks.Additions of 0·3 per cent bentonite or 25 per cent southern coal to the northern coal increased the coke strength from 15-20 A.S.T.M. stability to 25-30 A.S.T.M. stability. It is likely that improved mixing and blending facilities would, in both cases, give a coke of over 30 A.S.T.M. stability.For the same coke strength, the use of 0 3 per cent imported Wyoming bentonite was considerably cheaper than the use of 25 per cent southern coal, but the use of Australian bentonite promises the same coke strength for still lower costs. Other additives such as coke breeze, charcoal, iron ore fines, and certain other finely divided materials, gave relatively minor improvements in coke quality.There appeared to be sufficient improvement in blast furnace operation and production to justify full scale addition of bentonite to improve coke quality, although other variables, particularly iron ore physical quality, overshadowed on many occasions the effect of coke quality. Further coke trials with southern or bentonite will be carried out when ore quality has been improved by the introduction of ore sintering at Newcastle.INTRODUCTIONDuring the period of operation of the Newcastle coke ovens and blast furnaces from April 1960 (when No. 3 blast furnace was blown in after rebuilding) to December 1960, a bentonite coke trial was carried out based on earlier research findings (Gregory, 1959a, 1959b; Felton and Gregory, 1960; Gregory, 1960) that as little as 0 3 per cent to 05 per cent bentonite clay added to northern N.S.W. high volatile coking coals gave a significant increase in coke strength. In 1989 Henry Fairlie wrote a cover story for The New York Republic, 'Fear of Living'. He noted, `The first Apollo space craft caught fire during a test on the launch pad. Three astronauts were killed, the nation was shocked and horrified, all the more because the screams and scrambles of the astronauts could be clearly heard'. After a brief delay in manned flights, the Apollo program resumed with strong public support; within 18 months, Apollo 11 landed on the moon. Fairlie contrasts the Apollo tragedy to the 1986 Challenger disaster. `The prevailing mood in America so panicked NASA that it took almost three years to send up another shuttle', he observed. `In 19 years between these tragedies, the idea that our individual lives and the nation's life can and should be risk-free has grown to be an obsession threatening to create an unbuoyant and uninventive society.' Taking risks is a normal part of our daily routine. The act of living involves minute-by-minute decision-making focused on survival through the practical management of risks. The act of breathing exposes each individual to the risk of infection while the act of crossing the road could almost be considered suicidal. We deal with these constant threats by observing simple rules of hygiene, safety or what may be labelled as common sense. The rules of community, designed to minimise risk in society, can at times lose focus and result in the imposition of schemes that have a far greater cost than the issues from which they protect. Effective management of risk, whether in the community or a business is about awareness and balance and the elimination of unacceptable risk. Risk cannot be eliminated from our lives or our working environment. However it can be managed if it is properly understood, monitored and controlled. The purpose of my presentation today is not to provide a comprehensive technical risk inventory but to capture the essence of risk and the application of management strategies designed to deal with it in a positive fashion. The basis of our differential financial reward system is risk. The key to successful management is to deal with the downside risks in such a fashion that the benefits of enterprise are not eliminated. The key question any investor must consider is `can the major risks assQciated with a venture be managed or eliminated while retaining a greater proportion of upside potential'. The answer to this question is the ultimate value an investor would assign to any project. In reviewing the relevance of risk to our industry the range of papers to be presented today provide examples of how management deals with specific components of risk. In each case the value of the business has been enhanced by the practical application of balanced risk management. The ultimate success of the industry depends very much on this concept as it also provides a public showcase upon which we are judged. Therefore, from all perspectives the effective management of risk is a cornerstone from which to build a stable and progressive mining industry.

The operators of the iron ore railroads in the Pilbara faced problems of excessive wear between rail and wheels as the tonnage hauled increased in the early 1970's. Joint research projects were begun between Hamersley Iron, Mt Newman Mining and the BHP Melbourne Research Laboratories to study these problems and recommend solutions. The particular problems of wheel rail interaction were solved by asymmetrical profile grinding of the rail and modifications to the machining of the wheels. Rail materials were improved through increasing yield strengths by alloying and by heat treatment. Wheel materials were improved by alloying. The economic benefits of these improvements have been demonstrated by much reduced re-rail requirements and other reduced maintenance costs.

In the course of an investigation of the influence of bismuth on copper carried out some years ago, (1) the author found that phosphorus exerted a beneficial effect on bismuth-copper alloys of low bismuth and oxygen content by neutralizing the embrittling effect of the bismuth. In the intervening years, a further examination of bismuth-phosphorus-copper alloys has been canied out and the influence of other elements and combinations of elements on copper containing bismuth has been studied.The results recorded in the present paper are part of this investigation.MATERIALSAll the alloys were made from high-grade copper (KS.A. wire-bar) of the following composition: copper 99·95%, oxygen 0,040'%, iron 0·0015%, sulphur less than 0-001%, bismuth less than (j>'OOl%, other elements each less than O· 0010/<-. The bar was hot rolled and cold drawn to strip which was cut into short lengths and cleaned in nitric acid ready for melting.A piece of this 'strip was drawn to wire 0·08 in. diam., annealed at 5000 C, and measured for electrical conductivity as a check on purity. The result was 101·5% of the I.E'.C. standard.In making the alloys, phosphorus was added as 14% phosphor-copper, bismuth as 17% bismuth-copper, and the other constituents either as copper alloys or as elements of a high degree of purity.PREPARATIQN OF STRIPSThe charges were melted in plumbago crucibles (Morgan salamander brand) in an oil-fired furnace, Le;, in the manner commonly adopted in industrial practice. The copper was first melted under charcoal, well stirred with a chaned stick, and the necessary alloying elements added and stirred in with the stick. The weight of a charge varied according to requirements but generally was about 4 lb. The charges were poured into slightly tapered brass moulds heated to about 1000 C and dressed with a mixture of mineral oil and tallow. They were not only poured under charcoal through the burning mould dressing but also- through a ring of flame produced by burning kerosene on asbestos cord wrapped round the top of the mould. Experiments carried out with plain copper proved that by this means oxygen could be excluded from the stream of metal. The billets were 7·5 in. long x O·83 in. diam. x 1·3 lb. weight.The billets were cropped about 1 in. from the top, cleaned in nitric acid, and measured for density by the usual method of weighing in air and -in water. As these measurements were required only as a check on casting, technique a high degree of accuracy was not essential (accuracy = -+ 0·2%).

The concept of hydro power in deep mines is based on the exploitation of the hydrostatic head that can be gained as refrigerated cooling water descends in shaft pipe columns from the surface, to provide hydraulic power for machines at the working face. This paper describes the work done on two important aspects of the controlled distribu-tion of the high pressure water within a mine, namely the control of pressure under normal operating conditions, and the control of flow in an emergency situation following a pipe breakage. Suitable methods of control have been determined using theoretical techniques to model the steady and unsteady flow behaviour of the water in the pipeline, and taking into consideration the environmental constraints on the types of control devices that can be used. The preferred approach is one in which the high pressure water itself is used as the control medium. The control valves themselves can be fairly conventional in design, but in the case of pipe break protection it is shown that a less conventional approach based on the use of a hydraulic fuse gives improved control performance.

The authors have succeeded in providing additional rigour and clarity to the formulation and execution of the dynamic programming algorithm for optimum open pit limit determination. The inclusion of the blocks on the J + 1 column in the search for Pmax, and constraining this search with blocks assigned a value of negative infinity, ensures an optimal solution within the defmed blocks. The effect of the negative infmity blocks is to preclude mining along the diagonal blocks from the first row that they occur in. Figure 1 graphically illustrates the effects of this on the calculation of P. A practical application for constraining mining with negative infmity blocks is the case where the pit outline is defined by lease boundaries and not by the value of blocks to be removed. Any legal, social or physical constraint could be accounted for in the same way.The danger in applying this technique is that the negative infinity blocks will override any other more profitable solutions that may exist. This is in fact what has happened in the example that the authors use. If a further column is added to the left hand side (column -1) and the calculation is carried out again, a more optimal x-section can be found. (If the negative infinity values are removed the same result is obtained.) This gives a pit value of 112 as against the 108 of the authors' optimal pit. This calculation is shown in Figure 2. Lerchs-Grossman optimization is reliable only if there are sufficient columns available to allow "mining" to optimum depth of the ore body and still allow the pit to break out at the surface within the confines of the columns.This author's approach is to create enough columns each side of the lateral limits of the ore to allow the pit to intersect the surface while still within the confines of the block model. Implementing the methods discussed by the authors helps to reduce the number of columns required to achieve this.

In the mineral processing industry solid-liquid separation within a thickener usually requires the addition of a synthetic flocculant to enhance the settling rate of fine particles. The characteristics of the resulting flocculated suspensions may vary considerably depending upon the physical and chemical conditions which prevail during the flocculation process. For example, parameters such as flocculant type, dosage and solution concentration, surface chemical characteristics of particles and the suspension agitation conditions can influence the degree to which the particles aggregate. Aggregated suspensions exhibit various structures, and range from those composed of small, dense aggregates to those containing large, voluminous aggregates. The size distribution and structural type of the aggregates which form within the feed-well of a thickener can have a dramatic effect upon overall thickener performance. Thickener performance cannot be optimized without optimization of the aggregate structure produced in the feed by synthetic flocculant addition. This has required the development of new techniques to quantify the nature of aggregated suspensions, details of which are presented in this paper.

All industrial water users are required to hold Water Rights, which are in effect licences to take, use, dam, divert or discharge water. Water Rights are obtained through a legally defined process and any potentially affected party has the per to object to their granting. A special tribunal hears the evidence for and against an application, and issues its decision, which is reviewable in a higher court on Appeal. Rights, if granted, are issued subject to conditions and, in the case of mining discharges, limits would be set on flaw rate, suspended solids concentrations, turbidity, pH and the concentrations of any potential toxicants. This paper presents a case study of an integrated, catchment wide water management plan for Lake Waahi, that was prepared by the author, and others while the author was in the employ of CoalCorp, and its predecessor, State Coal Mines. The Rise & Shine Shear Zone is a shallow-dipping Cretaceous late metamorphic shear zone formed in a compressional environment. The Shotover mineralised system is dominated by normal faults with well-defined vein systems that cut across Miocene schist folds and faults related to the inception of the Alpine Fault. Despite the geological differences between these mineralisation systems, they share many common features of hydrothermal alteration that have resulted in disseminated gold in altered sheared schist. The most distinctive feature of both systems is the abundant ankeritic carbonate that has formed from decomposition of metamorphic chlorite. Excess iron from this alteration reaction combined with hydrothermal sulphur to form sulphides that host the disseminated gold. The chlorite decomposition reaction was reversed in the latter stages of both mineralisation systems, and this was accompanied by further gold emplacement in the Rise & Shine system.   Both alteration systems involved initial decomposition of metamorphic albite, followed by deposition of albite as a vein mineral in the latter stages. The fluid flow that yielded the disseminated gold was controlled by microshears that pervade host schists, in strong contrast to many Otago Schist vein systems where host rock alteration is absent. The ankeritic alteration in the Shotover and Rise & Shine mineralised systems has increased the volume of mineralised rock, and may have made suitable targets for large-tonnage, low grade gold deposits.

Recent work has shown that, in at least some instances of regional metamorphism, metamorphic diffusion has been restricted to such relatively minute distances (of the order of 1.0 mm and much less), that there is no clear, direct evidence of prograde metamorphic mineral reactions, and that metamorphic equilibrium does not appear to have been attained through even very small domains.A number of stratiform orebodies and their immediate metapelitic environments exhibit very large, seemingly "disequilibrium", assemblages of regional metamorphic index materials. One such, in north-eastern Australia, includes laumontite, prehnite, chamosite, stilpnomelane and related hydrous iron silicates, primary chlorite, sericite-muscovite, epidote, actinolite, biotite, almandine, andradite, metamorphic hornblende and clinopyroxene, scapolite, staurolite and sillimanite, all within a 20 metres length of a single diamond drill core. In this and several related occurrences it appears that metamorphism has involved very small scale in situ transformation of pre-existing materials rather than large-scale diffusion and reaction, and hence that the observed metamorphic minerals have probably been derived directly from precursor materials of sedimentary/diagenetic origin.It is concluded that the fluctuating seafloor interplay between warm, acid, concentrated hydrothermal waters with cold, alkaline, dilute seawater during stratiform ore formation, together with diagenetic processes, leads to the formation of a wide range of clay, chlorite, mixed-layer clay and clay/chlorite, and zeolite precursor materials and hence, later, to the complex assemblages of metamorphic minerals closely associated with some stratiform ores. Commonly included in highly localized assemblages of this kind are various minerals which, in conventional regional metamorphic studies, are generally regarded as indicating widely different grades of metamorphism.

Rehabilitation of tailings impoundments is one of the most challenging aspects in mine closure, as not only does the potential for producing leachate pose a challenge to the rehabilitation designer, but also other aspects such as stability and settlement must be considered. The water balance of a tailings impoundment is unique in the sense that it usually hosts a pond that in turn causes a phreatic surface in the impoundment. The position of the phreatic surface defines the saturated and unsaturated zones in the impoundment, which of course varies spatially and temporally. Predictive modelling for this hydrologic system becomes difficult, as numerical models capable of analysing the combined saturated/unsaturated zones are not adequately refined to accurately solve the flux boundary problem for infiltration at the surface of the tailings. This paper describes the development of a flux boundary model that enabled accurate modelling of the unsaturated zone in the tailings impoundment at Kidston Gold Mine, Queensland, Australia. The technique made it possible to accurately predict the spatial variation of infiltration to the tailings as a result of the presence of the phreatic table. The conceptual model defines the boundaries for the Kidston tailings dam, based on a generalised cross-section through the dam. Firstly the shape of the top boundary is described as a function of the particle size of the tailings associated with particle segregation that occurs due to the hydraulic placement of tailings. This function was rigorously tested using in situ infiltration tests and laboratory materials testing. Defining the bottom boundary of the section, ie the phreatic level was done by physically monitoring the phreatic level with 42 piezometers strategically located on the tailings dam. Analysis of this data led to the fixing of this bottom boundary through the introduction of a function that mimicked the shape of the phreatic level. The material properties of the surface layer, specifically the saturated permeability that would govern the infiltration/exfiltration rates of moisture through the top boundary layer were defined on the basis of extensive field and laboratory material testing. A function for the saturated permeability was developed on the principles of particle segregation. Finally a procedure is described for the application of the new conceptual model for the evaluation of the spatial infiltration to a tailings surface using the rigorous one dimensional surface flux boundary code SoilCover. The solution of the calculation described above was then used as the top boundary condition in conventional three dimensional saturated/ unsaturated flow codes, and verified against measured seepage rates from the tailings impoundment under drains. It was concluded that the developed spatial flux function was in deed a most rigorous representation of reality. Although the methodology presented here was applied to the Kidston tailings impoundment only, the authors believe that the principles are directly transferable to any tailings impoundment that has a varying phreatic zone thickness due to the presence of a pond. The mathematical equations describing the typical cross-section would be site specific, but the approach and ultimate solution methodology would be directly transferable.
