Further improvement in occupational health and safety requires a systems approach, and the use of Quality Management principles is an obvious basis for this. SafeGuard, a æbest practiceÆ model health and safety management system and audit criteria based on AS/NZS ISO 9001:1994, has been produced by the Department of Mines and Energy. Quality style audits of mine and quarry health and safety systems are now being carried out by the Inspectorate.

Globally, private minerals companies considering the transition to a public company and entrepreneurs looking to create a new public company through, for example, an initial public offering or by a reverse takeover have many options. For companies with assets around the Pacific Rim, there are arguably five key stock/securities exchanges that actively promote international minerals company listings, and these are located in Australia, Canada, Hong Kong, Singapore and the United Kingdom.Listing on any of these exchanges requires a range of technical, commercial, financial and legal documentation. Each exchange has specific rules and requirements for technical documentation to support the listing process. Once listed, each exchange also has specific rules for technical information to meet ongoing compliance requirements. A key environmental management issue associated with mining projects is tailing disposal. In high rainfall environments this is particularly challenging and generally requires the discharge of excess water from a tailing dam to adjacent streams or coastal waters. Such discharges can potentially have adverse impacts on downstream water quality and the environmental values associated with these waters, such as providing a drinking water supply for local villagers, maintaining a fisheries resource or protecting a fish species of high conservation significance. An alternative to the construction and operation of a conventional tailing dam is Deep Sea Tailing Placement (DSTP). The key features of such a system are:Discharge of the tailing slurry at considerable depth (approximately 120 - 150 m) below the oceanÆs surface. This requires a pipeline to be laid from the process plant to a mix tank, where the tailing is mixed with seawater and entrained air released. The pipeline then continues down the ocean floor to the required discharge depth, which is below the surface mixed layer and the euphotic zone. After discharge, formation of a density current which continues to descend along the ocean floor as long as the slope is sufficiently steep. Final deposition of the tailing in an area where the slope of the ocean floor is insufficient to maintain the density current. This typically occurs at depths of more than 800 m. Water quality issues associated with DSTP include: Impacts on the oceanic water column due to the formation of subsurface plumes which break away from the descending density current. The occurrence of elevated concentrations of contaminants in the interstitial waters of the deposited tailing solids. Fluxes of contaminants from the tailing deposits into the overlying oceanic water column. This paper discusses the water quality aspects of DSTP with particular reference to a case study in Papua New Guinea. The evaluations undertaken as part of the DSTP impact assessment included consideration of both the short- and long-term chemical behaviour of contaminants and bioassays, within the appropriate water quality assessment framework.

Reliable evaluation of in situ stress is an important phase in the analysis and design of underground excavations, particularly for evaluating the stability of underground structures to prevent failure or collapse. A technique for the estimation of the full stress tensor based on acoustic emission (the Kaiser effect) is being developed and trialed at the WA School of Mines. The result obtained compare well with the standard over-coring method. The advantages of the technique are that it is relatively cheap, non-time consuming and is applicable to in situ stress measurements at depth in remote regions.

Mining law has developed in Great Britain (GB) over centuries, mainly in response to lessons learned after disasters and other major incidents. This has led to a culture of preventing repeat accidents, rather than predicting and controlling unsafe acts or conditions.This paper explains how, initially in response to a government drive to reduce the burden on industry, the opportunity was taken to review and reform all 48 sets of GB mining-specific law into a single document. The concentrations of methane and coal dust vary from one location to another in underground coalmines. In the presence of an ignition source, such as static electricity, these mixtures can initiate explosions and consequently cause massive destruction. Research data can help in understanding the level of hazards and associated risk these flammable mixtures can produce. For instance, the level of peak explosion pressure and flame speed can be well understood from experimental and numerical research data. With this aim, methane–air mixtures and methane-coal dust-air mixtures were employed in a ducted spherical vessel. According to literature, the maximum value of peak explosion pressure can be obtained in vessels of spherical geometry when compared to vessels of other geometries. Thus the values of explosion parameters generated from spherical vessels can be incorporated in understanding the highest level of hazard that can occur in a real world scenario.In this study, the duct integrated with the vessel resembles any channel or pathway connected to a methane and/or coal dust rich area in the mine. Experimental investigations emphasise that the severity of explosion in the explosion zone transmits to the channel or pathway. The length of the channel or pathway also plays an important role on the values of explosion parameters. The greater the length of the channel or pathway, the higher the explosion pressure is and therefore the higher the destruction. Ignition energy and concentrations of methane and coal dust were varied in collecting experimental data. New methods of analysing and modelling flotation circuits have been developed as part of the AMIRA P9 mineral processing research project. A study using these techniques was conducted on the Olympic Dam copper flotation circuit to provide the following outcomes: an estimate of the flotation cell hydrodynamic properties and froth performance characteristics, and identification of potential areas for improvement; an estimate of the feed floatability parameters for basic model development; and identification of potential flotation circuit improvement opportunities. A flotation circuit model of the Olympic Dam copper concentrator was developed using the data collected from mass balanced site surveys, along with hydrodynamic data, froth performance data and numerous laboratory batch flotation tests. The simulator that has been developed from the model has the ability to estimate the influence of selected changes (such as circuit changes) on flotation circuit performance. Several stream destination simulations were conducted to provide guidance for further testwork and possible circuit improvements. The results from these simulations are presented.

During 2015 and 2016, the authors conducted a number of surveys, workshops and reviews of ventilation and gas management practices in Australian underground coalmines. The study was funded by ACARP with a brief to identify gaps in ventilation and gas management practices for current and future needs, and to prepare a road map for change that would assist in delivering improvements.The study found that despite many examples of leading practice, gas and ventilation management is not afforded the attention and priority that is warranted and that this must be remedied if future operational performance targets are to be achieved and the safety of the industry protected. The Kendenggaoer-Kuokuqueke region lies in the western part of Chinese North-western Tianshan. New laser ablation inductively coupled plasma mass spectrometry zircon U-Pb geochronology for five separate granitic plutons for this region reveal two distinct intrusive periods: late Devonian (367~361 Ma) and late Carboniferous (315~301 Ma). These intrusions all share an arc-like geochemical affinity (ie enrichment of large ion lithosphere elements and negative anomalies of Nb, Ta and Ti). In situ zircon Hf isotopic compositions further differentiate the magmatic cycle, with the late Devonian intrusions yielding more depleted eHf(t) (+1.47~+6.54) composition than the late Carboniferous intrusions (eHf(t) = +4.95~+9.79). These geochemical data suggest that they might be mainly derived from different source regions and the tectonic setting was transformed into post-collisional in the late Carboniferous. As in many significant porphyry-ore districts, this dramatic tectonic reconfiguration, combined with melting of an evolved crust, resulted in genesis of metal-bearing melts. Furthermore, we can show that Neoproterozoic mafic juvenile lower crust intruded by mantle-derived melts and/or partial melting of slab material generated hybrid primary magma during subduction of the Palaeo-Junggar oceanic crust in the late Devonian. Both here and in Australia, the unique commercial and tax features of joint venture are finding favour in forestry, fishing, technology and infrastructure projects. For New Zealand mining companies, joint ventures provide a means of access to foreign know how and investment funds, while retaining their corporate independence and their hard-earned tax losses.   This paper discusses some of the practical income tax and GST considerations where a joint venture structure is contemplated. The first part of the paper considers income tax, and in particular how joint ventures enable companies to access and carry forward tax losses. It explains why a joint venture may be advantageous relative to a jointly owned company.   The second part of the paper concerns GST and the focus is on two aspects: 1.   Joint ventures may be registered for GST. In some instances they have no choice and are required to do so. Where a joint venture is registered in respect of a taxable activity, the members are not permitted to register in respect of the same activity. This may be problem where the member has incurred its own expenses and the member wishes to register in its own right to claim back the GST on those expenses. This paper explores the issue and possible solutions. 2.   It is not uncommon to see joint ventures claiming GST on the costs of production, and the production being sold (and GST is being charged) by the members. In this paper we consider whether these arrangements have a tax risk, and what can be done to make them technically sound.

Isotopes and hydrochemistry were used to define groundwater flow systems and better understand the hydrogeological setting of the Karijini National Park, which is in the Central Pilbara region adjacent to the Marandoo iron ore mine. Based on the stable isotope composition of the water samples, the data can be divided into two main groups. Groundwater is characterised by depleted dD and d18O, suggesting no significant evaporation effect. Surface water on the other hand is more enriched in dD and d18O due to evaporation. The relatively high concentration of Cl- compared to rainfall and depleted dD and d18O values of groundwater indicate that recharge of the aquifers is occurring during intense rainfall events when rapid infiltration occurs. Evapotranspiration then acts to concentrate ionic species prior to recharge. Relationships between the major ion concentration and catchment area, surficial Tertiary cover and distance between recharge and discharge were identified. The results show that these catchment variables combine to determine unique water chemistry for each sub catchment in Karijini National Park. The TDS concentration of the groundwater in the Marra Mamba Iron Formation that hosts the Marandoo ore body is higher than most of the water bodies surrounding the mining area suggesting significant modification or different recharge mechanisms to that of the Karijini groundwater.

To investigate the effect on coal spontaneous combustion with high geo-temperature, an experimental apparatus was developed to measure characteristic parameters of two kinds of coal samples at different temperatures: one was 40°C (G coal sample) and the other was a rising temperature from room temperature (C coal sample). Based on the relationship between CO concentration and the temperature variation, a calculation model of the apparent activation energy of coal was established. The results indicated that the oxygen consumption rate, the generation rate of CO and CO2, and heat release intensity of G coal sample were higher than C coal sample. This trend was more and more obvious as the temperature increased. Furthermore, the apparent activation energy of G coal sample was lower than C coal sample, especially at low temperature stage, which demonstrated that the more the oxidation and exothermic reaction of G coal sample was enhanced, the less energy was required to break the barrier of oxidation reaction. The development of autogenous grinding modification in Outokumpu, known with the name 'Outogenius Comminution', was 'reversed'. At first the metallurgists studied and tested tens of years autogenous grinding in detail in full scale circuits at the concentrators of the company. After the final solution already had been found, also a pilot plant was built and now finally, research work is under way to develop a special laboratory method for testing the suitability of ores for 'Outogenius Comminution'.

The degree of regional denudation is one of the most important factors for judging the preservation potential of ore deposits as it can be used in a predictive manner to help guide exploration. There are many methods available to judge the denudation degrees of mineral deposits. These include regional geochemical assessment methods, the characterisation of primary lithogeochemical halos, the thermoelectricity of pyrite and apatite fission-track methods. Each method has its specific principles, application scopes, limitations and successful cases. In the north of the Netherlands, in the environment of Harlingen, an industrial waste incinerator was installed in 2011. The population in the region is concerned about adverse health effects related to possible emission of dioxins. This study compares the relative merit and reliability of four sampling approaches aimed at quantifying the possible pollution patterns surrounding the incinerator: short-term versus long-term isokinetic flue gas sampling, spatial sampling of grasses and a novel approach developed by the Toxicowatch Foundation, based on local composite sampling of ten eggs from backyard chickens (local area pollution load averaging by accumulating bio-entities). Based on the latter approach results of a new analytical bioassay, DR CALUX®, from 15 locations near Harlingen harbour show distinct above-threshold dioxin levels in the environs of the incinerator. Currently only short-term flue gas sampling is mandated by the authorities; based hereupon, under normal operating conditions, the incinerator appears to be compliant with emission standards. This short-term sampling scheme is seriously flawed, however, in that it only demands one continuous 12-hour sampling period per annum – an extreme grab sampling transgression in the time domain. In starkest possible contrast, significantly elevated dioxins emissions were measured in flue gas during events of unstable combustion conditions by continuous long-term measurements. The dioxin congener patterns from long-term flue gas sampling show similar patterns as the congeners found in backyard chicken eggs and grass, evidence that elevated dioxins in eggs is due to emissions from the incinerator. These results make it mandatory to perform long-term, continuous measurements for all sources where similar high-temperature combustion/emission processes take place. Backyard chicken eggs are a prevalent regional bio-accumulating sample type in rural and agricultural regions, which is relevant to air pollution emission monitoring. There are interesting relationships between this type of sampling bio-sensors and the special bioassay DR CALUX® features, which, although quite outside traditional contexts, never-the-less all can be well understood in the context of the Theory of Sampling. We venture to unravel the complex interactions between correct and incorrect sampling errors and the extraordinary complicated analytical issues involved in monitoring and source tracking using accumulating bio-sensors. Circulating Air Classification of Manufactured Sand Due to environmental concerns, the supply and use of natural gravel has been limited by the Swedish government. The Swedish concrete industry is therefore examining manufactured sand as an alternative that has equal or better product quality, and which the Swedish quarry industry already has the ability to deliver. However, in order to comply with the specifications set by the concrete industry, a better means of classification is needed, as the proportion of fine particles (filler) smaller than 63 - 125 ¦m in size must be reduced. One classification technology that meets the requirements may be air classification. This paper examines the process of circulating air classification, which is not yet commonly used in the Swedish quarry industry; suggesting that a better understanding of the process is needed. The circulating air classifier in this study has two internal machine parameters that can affect the separation point; namely, the speeds of the circulating fan and the separator fan. We study their effect on the separation point as well as the interaction between these parameters. Full-scale parameter tests are also conducted, in which size distribution is measured before and after the circulating air classification. This study shows how the different parameters affect the separation point and that it is possible to produce manufactured sand according to specifications. Computational fluid dynamics (CFD, Fluent) is used to study the internal flow of the air circulating within the classifier. A single-phase study of the flow field is conducted to support and explain the findings from the full-scale tests.

The installation of the Flotation Capacity Project flow sheet in the copper concentrator at Mount Isa Mines Limited has recently been completed. The project involved increasing the flotation capacity with Wemco tank cells and Jameson cells as well as changing the copper cleaner circuit layout. The engineering design and construction for the brownfield expansion had significant involvement from operational, maintenance and technical personnel adopting the same approach as the highly successful George Fisher project in the Lead/Zinc Concentrator at MIM. The involvement of people familiar with the concentrator allowed for smooth integration of the changes into an operating concentrator with minimal downtime. Detailed circuit analysis over many years identified opportunities for improvements in the flotation circuit for both grade and recovery. This paper describes the program of work that led to the Copper Concentrator Flotation Capacity Project, and the implementation of the circuit expansion and flow sheet changes that resulted in an overall improvement in the circuit recovery.

The Kulumadau deposit represents an intermediate-sulfidation epithermal gold deposit (3.8 Mt at 2.3 g/t, Ag:Au = 1). Mineralisation is primarily confined to hydrothermal breccias within pre-existing fault zones, where it is disseminated throughout a hydrothermal matrix comprising chlorite-quartz-adularia-illite-I/S clays-calcite-pyrite. The host sequence represents numerous mid-Miocene pyroclastic flow eruptions within a tectonically active emergent shallow marine to subaerial depositional setting. Subsequent growth faulting was responsible for debris avalanches, which were subsequently cut by reverse faults. Faults were exploited by hydrothermal fluids, with the heightened porosity at the juncture between faults and debris material facilitating boiling of the ore constituents. Fluid inclusion studies suggest that fluid mixing between meteoric fluids and magmatic fluids, accompanied by boiling, were the primary mechanisms for gold deposition. Recent advancements in understanding the detonation process are noteworthy, but they are still based on somewhat hypothetical situations. The actual variables that are essential parts of normal blasting practice have not yet been taken into account in such treatments. These include the various initiation practices employed to detonate a column of explosive, from single point initiation to multi-point initiation in blast holes, and the effect on detonation characteristics of both detonators and explosives under multi-deck and multi-hole blasting conditions. The in-the-hole velocity of detonation (VOD) of an industrial explosive is dependent on explosive’s charge diameter and blasthole diameter. The relationship between blasthole diameter and VOD provides a fundamental guideline to the rate of energy conversion and energy release within the detonation front on the interaction of explosives with the confining medium.The in-the-hole VOD of explosives was measured at four experimental sites in India for different blasthole diameters, ie 150 mm to 311 mm, but for identical explosive composition being same particle size, density, viscosity and loaded into blastholes with the same degree of confinement. The results of the studies demonstrated that there is definite relationship in in-the-hole VOD of the explosive and the diameter of the blast hole. The study also confirmed that the explosives initiated with concentrated boosters yielded higher VOD in comparison to those explosives that were initiated with multi-point priming. The measured increase in VOD of explosives for increasing diameter of holes was up to 24 per cent. The rate of change in in-the-hole VOD of explosives increases with increasing blasthole diameter. It can be further stated that the in-the-hole VOD of the explosive reaches a fairly constant value after reaching a limiting/threshold diameter of 311 mm.

The orogenic gold deposits wall poster is one in a series of posters on different mineral deposit types being produced by GNS Science to raise awareness of the characteristics of New Zealand mineral deposits and their prospectivity. Orogenic gold deposits are typically quartz vein deposits formed in fault and shear systems at crustal levels within and above the brittle ductile transition zone, at depths of 3 12 km and temperatures from 200¦ to 400¦C. In New Zealand, orogenic gold deposits are found in regionally metamorphosed sedimentary rocks of Paleozoic and Mesozoic age. The deposits in Paleozoic rocks include those at Golden Blocks in Northwest Nelson, Lyell and Reefton on the West Coast, and Preservation Inlet in Fiordland. Quartz veins are developed along shear zones that dip steeply and generally strike parallel to the axes of folding in the greywacke and argillite/slate host rocks, although most are discordant to bedding. The lodes are typically less than 1 m wide and extend an average 200 m horizontally and vertically, but the Birthday Reef at Blackwater, Reefton, the largest quartz vein deposit in Paleozoic rocks, averages 60 cm in width and was mined over a strike length of 1070 m, and to a depth of 830 m. Disseminated gold occurs adjacent to the quartz lodes at Globe-Progress and some other Reefton deposits. The deposits in Mesozoic rocks are hosted in schist of Otago and Marlborough, and schist and greywacke of the Southern Alps. The lodes are typically lensoidal, less than 1 m wide and localised along single or multiple parallel shear zones that generally dip steeply, and are discordant to the schist foliation and bedding. A notable exception is Macraes, where the lodes are developed in the semi-concordant, low angle Hyde Macraes Shear Zone that has a strike length greater than 25 km.
