When the HSE Act was introduced in New Zealand in April 1993, one of the prime aims of the Government was to signal to the industry. The Government's recognition of the employer as the key person responsible for safety and health in the workplace and to actively encourage employers to self manage the health and safety function. Because of the significant change in the philosophy behind the new legislation, and because of the inherently conservative nature of the mining industry, it has taken some years for both the industry and the regulators to reach the stage of considering the framework in which a controlled degree of self management can proceed.   In this paper, some of the issues relating to the legitimacy of the process are considered, some of the questions raised in the minds of those charged with implementing the legislation are discussed, and the views of some eminent authors are examined.   The latter part of the paper focuses on a programme called the Reduced Site Surveillance Programme, which grew out of Goal 2 of the New Zealand Mining Inspection Group's 5-Year Strategic Plan. The programme is described in some detail, and the criteria applied at each stage of the programme is discussed. The paper concludes with the author's expectations of the longer term outcomes of the programme.

COMPRESSED air is held in high esteem by the mining engineer as a medium for the transmission of power. The transmission, however, is accompanied by a high percentage of loss. Of the total work done by the steam cylinder'in compressing the air inthe air cylinder, less than 50% is ultimately utilized by the machines underground. These losses are due to its essential and inherent properties as a gas. One of the sources of loss is that due to transmission through the pipes which distribute the air from the receiver to the various places where it is used. A detailed examination of carbonic acid leaching of crude iron-containing magnesia derived from Savage River magnesite shows that the rate and extent of magnesium and iron dissolution are affected by the slake time, leaching temperature, carbon dioxide pressure, pulp density and rate of agitation. In order to produce high-purity magnesia from the leachate by precipitation and calcination, the optimum leaching conditions, which are those that yield maximum magnesium and minimum iron dissolution, have to be a compromise in terms of the above parameters. For example, iron dissolution can be limited by leaching at an elevated temperature (-45°C), but because the maximum concentration of magnesium biearbonate decreases rapidly with an increase in temperature, it is necessary to use a low pulp density (-2 per cent solids) in order to achieve an acceptable degree of magnesium dissolution.Evidence is obtained that iron dissolution involves the formation of a soluble ferric bicarbonate complex that decomposes at elevated temperatures. The extent of iron dissolution is much higher than might be expected and it is probably because the original magnesite contains siderite in solid solution with the magnesite; on calcination, the hematite whieh is formed is in a very finely divided condition and hence more reactive.

Since its enactment in 1991, the Resource Management Act (RMA) has generated both praise and criticism. The major criticism is in relation to the costs the Act poses to industry and the time it takes to work through the process. In response to such criticisms the Minister for the Environment has initiated a review of the implementation of the RMA. The Minister's proposals for reform have not yet been released and the discussion that follows is based upon the report by the Minister's Review Group which was released in September.

New Zealand depends on foreign investment for economic development. This also applies to the development of New Zealand's mineral resources. For this foreign investment to happen there must be some incentives to attract the investment. While prospectivity is the dominant parameter considered by investors it is not a variable that can be changed, only the perception of New Zealand's prospectivity. Other parameters likely to be considered are sovereign risk, red tape, green tape, land access, civil unrest, land claims, social risk, labour relations, infrastructure and natural disasters. Regulators and political will can vary some of these parameters. Where New Zealand fits internationally can be measured by investors' perceptions of these parameters. Following on from these perceptions New Zealand can be seen to have advantages in some areas and be disadvantaged in others. How to deal with the disadvantages to give investors confidence is not easy in the New Zealand environment where the development of mineral resources plays a small part in an economy dominated by agriculture. Added to this is the current global state of the minerals industry which offers even more of a challenge to attract foreign investment to develop New Zealand's mineral resources.

This paper presents an analysis of the production data for the period 1861 - 1953 from hydrothermal gold-silver deposits of the Hauraki Goldfield. To directly compare the metal content of the deposits a figure of ounces of gold equivalents (oz gold equivalent) is calculated from the value of the gold-silver bullion produced from each deposit. Frequency distributions for ore tonnage and oz gold equiv. appear to be lognormal and show a high proportion of very small deposits, with 90 per cent less than 100 000 tonnes. The deposits when plotted in order of size fall roughly on a smooth curve which suggests that the size distribution is not random. A large proportion (68 per cent) of the total gold-silver extracted from the Hauraki district was contained in the largest deposit û Waihi. A technique used for predicting undiscovered mineral resources is ZipfÆs law, which relates the size of an item to its rank order. The figures for ounce gold equivalents from the major Hauraki deposits fit ZipfÆs law remarkably well. Taking Waihi at 6.8 million oz gold equivalent as the rank one deposit, Thames is number five and Karangahake number seven. A Zipf plot indicates that down to rank 100 (68 000 oz gold equivalent) only 28 per cent of the total gold-silver resource in the Hauraki Goldfield has been extracted. A further 72 per cent or 25.4 million oz gold equivalent, including the deposits of rank 2, 3, 4, 6, 8, 9 and 10, are undiscovered. However, since some deposits will be deeply buried under younger rocks and others will be under the sea only a proportion of the total resource will be discoverable.

Total mechanisation in the Western district of New South Wales is quite a recent addition to productive methods in that State, for it was only in 1940 that the first colliery was equipped for this method of winning coal. Now almost all mines either are totally mechanised or are planning to get their coal by these means.This marked change in recent years is explained by the salient features of the industry's history. Collieries in New South Wales had generally been subjected to low selling prices forced on them by over-production and severe competition. Little money was available out of profits to purchase machinery, and returns on capital were so poor that inducement to invest money in the industry was nonexistent.The second world war brought price fixing at the already low prices. It was not until the post-war period that there has been any inducement to mechanise.Much credit for mechanisation can be given to the Joint Coal Board, a government body formed in 1948. Pursuing a broad plan for the rejuvenation of the industry, this Board, purchased large quantities of machinery for use in, mines under hire-purchase agreement. These agreements encouraged machine mining, and this fact, together with the ensuing production economies, has improved the financial position of the industry.The Board has also been instrumental in the granting of increases in the fixed price of coal, so that the industry has been given an even greater boost in the direction of mechanisation.

The flolation behaviour of some Australian uranium ores was investigated. Although uraninite and pitchblend float readily with fatty acids, selective concentration to produce an economically discardable tailing has not yet been achieved. This is attributed to the presence in the ores of a quantity of uranium mineral in finely dispersed form which is very difficult to liberate. For some of the ores, at least, the proportion of this material decreases with increase in head assay.Flotation may be a useful concentrating method for some Australian ores if uranium oxide is to be sold in a free competitive market.

The application of cost updating with the aid of cost indices is reviewed with particular regard to the mining industry. Examples of applicable cost index series are included with values given for the last ten years. The compilation of the indices is discussed with consideration given to the possible sources of error inherent in their application to specific mining cost problems.

The centrifugal elevator invented and patented by the writer is designed for the purpose of conveying the tailings of a gold dredge to such a distance that it shall not impede the dredging opperations. Formerly this was usually accomplished by means of a belt of buckets travelling round a ladder set at an angle of about 30 degrees to the horizontal, but this meant heavy wear and tear on the travelling buckets and the tumblers actuating them. The centrifugal elevator throws the tailings through the air to the required height and distance and it is manifest that during their flight from the elevator to the heap there is absolutely no wear and tear, only the attraction of gravity and the resistance of the air has to be overcome. All then there is left to he considered is how to throw the stuff with the minimun of prower and wear on the elevator.The elevator consists of a cam-shaped steel casting with a disc of mild steel plate on either side: These side plates project a few inches beyond the tips of the beaters, in order to prevent odd stones from straying in an undesired direction; they serve also to prevent extra large stones from reaching the beaters, for they slide off the rims into the water.

The Hyde-Macraes Shear Zone (HMSZ) is low angle, duplex thrust system that has developed in a graphitic pelite schist within the Otago schist belt, New Zealand . At Round Hill lateral ramps have developed parallel to the movement direction between+ the footwall and hangingwall shears. These structures exhibit normal oblique-slip displacement which has been an important mechanism for creating space in an otherwise compressional system. Gold-bearing quartz veins were emplaced along the boundary shears and lateral ramps during thrusting. Gold within the lateral ramps is coarse (up to 300 microns) however hanging wall cataclasite development in the boundary shears after the gold was deposited has reduced the grainzise of most of the gold to less than one micron. This bimodal gold distribution has metallurgical implications with respect to the maximisation of gold recovery at Macraes.

Much effort over the years has been put into the task of devising parameters which adequately assess the metallurgical efficiency of mineral processmg operations. One of the most celebrated of these methods is the so-called "release analysis" method of Dell (1953) which tackles the problem in terms of an ideal separation based on sequential retreatment of the products and tails of a given separation process. Other methods have also been proposed by Jowett (1969) and by Holland-Batt (1971 ). While these procedures are appropriate to multi-component mineralogical separations, they perhaps do not lend themselves to the much more simple two-component systems encountered in coal preparation. However Dell (1962) has suggested the use of the term "specific profit" in coal preparation in order to assess the conditions that give maximum economic gain. Specific profit is derived from data relating washability data with equipment performance and operating costs. The procedure for using this criterion for comparative purposes is therefore somewhat cumbersome as is illustrated by its lack of widespread acceptance in the coal preparation literature.In contrast, an efficiency index, E, which is both simple and meaningful from the utilitarian standpoint, has been proposed by Tsiperovich and Evtushenko (1959a). This index is defined by the relation, E = Yield X Tailings ash/Product ash (1) A cursory examination of this parameter shows that it increases when yield and tailings ash increase and also when product ash decreases; all of which are desirable circumstances in coal cleaning operations.Further, it will be shown that slight variations in operation are amplified by this function which makes comparisons simple and direct.While the use of this index is quite extensive in the Soviet coal preparation literature for some reason it has not received wide usag~ elsewhere.

As part of a continuing study of mechanisms of breakage, the grinding at Nairne Pyrites Pty. Ltd. was traced by the addition of barytes and the results compared with parallel small scale laboratory tests. It was confirmed that the same basic mathematical functions described the behaviour of the full scale ball mill as those established in the small scale mill. However, an additional classification function was required to define the behaviour for the rod mill and was evaluated as a function of size from the experimental data. The classification and grinding of the pyrites ore was assessed from steady state size distributions around the circuit.

Isa): I found many ideas to interest me in Haddon King's paper "Notes on Ore Occurrences in Highly Metamorphosed Precambrian Rocks" (Stillwell Anniversary Volume).At Mount Isa I have not been happy about some of the longstanding appreciations of the geological evidence as fresh data accumulated, and as more and more knowledge has been building up outside Mount Isa in recent years of sedimentary deposition of sulphides.Accordingly, I organized a small section of the Geological Department at Mount Isa at the beginning of 1958 under Senior Geologist, W. J. Murray to reappraise our geological record and investigate old interpretations and new ones that arise. The work is expected to take several years to complete, but it is hoped that sufficient will be done before then to permit the most plausible story on the ore genesis to be chosen. In the meantime, W. J. Murray has proposed, in a Company Report, that the.epigenetic features of the silver,lead-zinc deposits, which are essentially conformable with the shales, could have resulted from remobilized syngenetic deposits.Haddon King, on p. 159; has listed six assumptions that are required by a magmatic-hydrothermal theory of, origin for conformable deposits. Uplift of the antiformal ranges in Central Otago, New Zealand , has resulted in the progressive evolution of eluvial placer deposits in tectonic sediments on the range flanks and along their margins. The placers are derived from the reworking of fine-grained gold from the auriferous Manuherikia Group fluvial sediments which covered the basement prior to uplift of the ranges. Gold in the tectonic sediments at Matakanui shows a progressive increase in grainsize in successively younger sediments and nuggets in the youngest gravel sequence are up to two orders of magnitude larger than gold grains in the parent alluvial source. Most of the gold in the tectonic sediments is highly irregular in shape, commonly with delicate surface textures which could not have survived fluvial transport and are indicative of authigenic precipitation. Some coarse grains have been rounded by recycling, and further addition of authigenic gold has occurred. Placer gold values result from both physical and chemical enrichment during sedimentary recycling. Continued range uplift and back-thrusting of sediments on to the ranges results in recycling of earlier formed placer sediments. They also result in further enrichment of gold values through the incorporation of additional supplies of the parent alluvial source sediment The host sediments are widespread along the ranges and are not confined to sites of historic mining activity.

In understanding the consequence of existing law, and the likely implications of its reform, it is necessary to comprehend the logic of the situation that the law provides individual decision makers and how that situation would be adjusted by reform. In particular, the way in which natural resources, including minerals, are used and managed is influenced by the definition and structure of property rights that the law provides. Property rights are enforceable claims to use or to benefit from resources. An example is a mining licence that allows its holder to extract minerals in a specified area. Property rights establish the structure of incentives, opportunities and constraints within which resource use decisions are made, ie the logic of the situation, and hence influence the use and management of resources. The extent and type of mining in New Zealand, for example, reflects the rights that miners have to extract minerals, and their rights to benefit from mining as against their duties to compensate landowners and pay royalties. This paper describes the characteristics of minerals that are relevant to the definition of property rights, analyses the implications of alternative property right arrangements and describes the existing situation.

A tectonic interpretation of the Coromandel Peninsula which suggests that the basement underwent tensional collapse at its northern and southern ends would permit more ready penetration of late stage magmatic fluids. This hypothesis is consistent with regional trends of the chloride content of low grade geothermal waters and of the yield of gold and silver per unit weight of quartz worked. The consequences of such a model are that mercury should not only be a good pathfinder for Coromandel gold, but that it should be correlative with ratios of base metals high in the zoning or paragenetic sequences to those lower in the sequences. This is demonstrated successfully in an area of mineralisation in the southern Coromandel.

Deposits of the Reefton Goldfield, West Coast, New Zealand, are hosted on N-NE striking, upright folds of the Greenland Group. High-grade quartz lodes are hosted on axial planar shears, typically have short strike lengths, and form shoots that pitch steeply on the hosting shears. Deposits within the field area of a detailed structural study share these characteristics. Field mapping and microstructural analysis have demonstrated that the Greenland Group was affected by a multideformational sequence. Gold mineralisation is hosted on shears axial planar to the F2 folds, but occurred during a subsequent deformation event (D4). Deformation during D4 resulted from N-NE directed shortening, near parallel to the trend of the F2 folds. This event produced F4 kink folds that were accommodated by layer parallel slip on S2 parallel shears, gold mineralisation during D4 being confined to the dilational hinges of F4 kink folds. The semi-brittle nature of D4 allowed the formation of stockwork veining and disseminated mineralisation within the F4 hinge zones. Most deposits within the goldfield are similar to those within the field area, and are interpreted to have been mineralised during D4. The two largest known deposits within the goldfield, however, are distinct. The Blackwater Deposit, striking parallel to the hosting folds, has a combined strike length of 1 km. The Globe-Progress Deposit is hosted on an E-W striking discordant shear in which a brittle zone of disseminated mineralisation encompasses high-grade quartz lodes. The characteristics that distiguish the Globe and Blackwater deposits may be due to formation before and after D4 respectively. Detailed field mapping in the vicinity of known deposits throughout the goldfield will further refine the relationships between the F2 folds, later deformations and the localisation of ore deposits. Additional mapping may also help constrain the position, orientation and extent of additional orebodies.

With some notable exceptions, marine placers located just below, or just above, present sea level, are responsible for much of today's production of detrital ilmenite, rutile, zircon, and other minerals of value. The purpose of this paper is to discuss the paleogeographic and paleo-oceanographic factors which may have determined the location of presently submerged marine placers. These factors include changes in sea level, burial by recent marine sediments, stream capture and other changes in drainage patterns, and recent changes in climate. Selected geologic situations in the Yellow Sea off the coast of Korea, in the Atlantic Ocean off the coast of Portugal, in the Bering Sea off the coast of Alaska, and in the Arabian Sea off the coast of India, will be used to illustrate the author's point of view.

On the Hauraki goldfields, within the limits of Cape Colville Peninsula, the Paheozoic rocks are confined to the district north of a line drawn from Mercury Bay on the east coast to Rocky Point on the shore of the Frith of Thames. South of Kennedy's Bay they are developed on the east coast only at Kuaotunu, at which place gold mining is carried on in sandstones and slates of this age. Between Tapu Creek and Coromandel there is, along and adjacent to the shore of the gulf, a very considerable development of PaJreozoic and in part of Trias rocks, and between the Tiki Stream and the northern end of Tokatea Hill, along the western slope of the main range, lies the special area of the Palreozoic or carboniferous rocks that have more particularly to be dealt with in this paper. The same formation has a large devolpment between Cabbage Bay and the northern slopes of Moehau, and appears to the water marge on both sides of this part of the peninsula.In this part they are of special interest as having, on the west spur of Moehau, a considerable variety of dyke rocks intruded into the sedimentaries, the interest in which is increased by the fact that these dykes theIllselves are of Palreozoic age and correspond to the dykes that are so' abundant in the Tokatea-Tiki area. It is this Tokatea-Tiki area as a goldfield, and its rocks as distinguished from later volcanic' products' on other parts 'of the peninsula...
