To ensure that its voice is heard in the development of policies and plans under the Resource Management Act, the mining industry is challenged to participate in their preparation. This paper outlines a number of practical ways in which the industry can participate in debate on sustainable management and how it can be put into practice within the industry.

Macraes Mining Company Limited operates a 2.1 million tonnes per annum gold processing plant at Macraes Flat, Otago. This uses a conventional CIL route to treat oxide ore, and a flotation, grind, CIL route for sulfide ore. This paper describes the design and operation of this process plant.

Spectrum Resources commenced operations as a public listed mining company in August, 1983, with a variety of precious metal projects in New Zealand. At that time the outlook for most mineral commodities, with the notable exception of precious metals, was decidedly gloomy. Metal prices were depressed and demand forecasts were universally gloomy. Against this background the company reviewed the non-traditional metals sector to try and identify a 'new' metal with an above average demand growth and market value. Lithium, a commodity with exciting new applications in storage batteries and alloys, met both criteria. Annual world consumption of lithium is around 7000 tonnes; current prices are around $NZ40/lb for lithium metal and demand growth is projected at five to seven per cent per annum. Geothermal fluids at Wairakei and elsewhere contain anomalous amounts of lithium and in May, 1984, the Chemistry Division of DSIR was commissioned to carry out a literature survey on the possible recovery of lithium and other minerals from geothermal waters. The survey results were encouraging and the company subsequently negotiated exclusive access rights, for research purposes, to geothermal discharge fluids from the Wairakei and Kawerau geothermal fluids. Most of the subsequent investigations reported here were carried out by Chemistry Division, DSIR, under contract to the company with some assistance from the Industrial Processing Division, DSIR.

In stopes of the 2000- and 2150-ft. levels in the North mine section of North Broken Hill Limited, whence a substantial proportion of the company's production is being drawn, and especially in stopes which involve the portion known as the Northern orebody, occurs it light-coloured friable porous material which represents average grade ore from which the lead and zinc minerals, and certain gangue constituents, have been largely or wholly removed by leaching. The 2000- and 2150-ft. levels lie, respectively, 1550 and 1700 ft. below extreme base of the pre-mine oxidized zone. Composition of the cellular product shows it to be supergene. Hot briquetting is a reliable, fully developed industrial concept for the passivation of direct reduced iron produced with the various processes of direct reduction. During hot briquetting, the large specific surface area of direct reduced iron is drastically reduced, and therefore the well-known problems caused by reoxidation and overheating are avoided. Even the shipping instructions published by the International Maritime Organisation (IMO) confirm that Hot Briquetted Iron (HBI) can be handled and shipped without special precautions. From the mid-1970s until today, after extensive pilot testing of the technology, a number of industrial plants for the hot briquetting of direct reduced iron have gone into operation. Additional hot briquetting plants for already established but also for new direct reduction processes are tinder construction or in different stages of planning. This paper describes the characteristics of HBI and its current industrial application for various Direct Reduction Processes.

Uranium exploration over a wide area of the Southern Frame Embayment, South Australia, has defined a number of Lower Tertiary fluvial palaeochannels incised in older rocks. The buried channels contain similar stratigraphicsequences of interbedded sand, silt, and clay, probably derived from the adjacent uranium-rich Olarv Provinee. Uranium mineralization is pervasive within two major palaeochannels, and four small uranium deposits have been found in the basal sands of these channel sequences, at the margins of extensive tongues of limonitic sand.One of the channels is examined in detail with respect to channel morphology, stratigraphy, and rock alteration and the geology and ore controls of the contained uranium deposits are described.A geochemical zonation reflected by variation in limonite, pyrite, carbon, and humic malleI' is defined across one of the deposits. A genetic model is proposed suggesting formation by a uraniferous geochemical cell which migrated down the stream gradient and concentrated uranium on its lateral margins adjacent to the channel bank.

The famous Golden Mile of Kalgoorlie in Western Australia was, between 1888 and 19ft, one of the richest and most important gold camps in the world. Annual production, which reached a peak of nearly 1,300,000 oz. in 1903, however dropped to below 400,000 oz. after 1920.Depression seized the camp, and many mines closed down. The output from this old field is now steadily mounting under the stimulus. of a higher price for gold. In 1935 300,000 oz. of precious metal were recovered and the future is bright. Total production from the field is 21,400,000 oz., whereas something like £23,600,000 have been paid in dividends.The Golden Mile has been studied by many geologists. Their somewhat diverse findings were published for the most part in the Australian technical press which, unfortunately, is not sufficiently represented in foreign libraries.The following article is based on an eighteen months' study in the district for Gold Mines of Kalgoorlie Ltd., preceded by four years' experience with almost identical rock types in the, Porcupine district of Ontario. Recent developments in diamond drilling practice have been chiefly 'concerned with modifications in drill design and 'operating technique whereby an increase in daily footage rates and reduced footage costs have been achieved without any marked improvements in the recovery of core. This trend is perhaps due to the general acceptance by the mining and drilling engineer alike of the belief that diamond drilling has definite limitations in exploratory work on mineral deposits characterized by irregularities in continuity and grade, such a belief arising from the fact that drilling technique has not yet evolved coring devices to ensure the full recovery of the rock and mineral formations penetrated.Current diamond drilling operations at Moonta and Wallaroo Mines, carried out by the South Australian Department of Mines, have attained remarkable results in completely eliminating core-loss by the use of a special double-tube core barreI.It is considered that assays of borehole samples taken with this special barrel have a reliability comparable, if not superior to that of similarly situated mine samples and, provided they are spaced satisfactorily, can be used as, a basis for calculating tonnage and grade. Formerly, with only partial core-recoveries, positive borehole results on narrow irregular lodes, such as those in the Moonta and Wallaroo Mines, could be accepted mainly as indications of the presence of mineralization, and could have only a limited bearing on estimates of ore reserves.The value of this special double-tube core-barrel lies In the fact that it guarantees good core recovery and, therefore, good samples, and eliminates the need for sludge-sampling, which is prone to give unreliable assay results from several causes, such as gravity concentration in the bottom of the hole and return water losses which cannot be overcome.In view of the increasing demand for minerals and the probability that the search for them will be carried on largely by boring, it is felt that it would be of interest and value to direct the attention of mining engineers to core-recovery results obtained by diamond drilling plants in South Australia and the features of the special core-barrel, designed by the writer, which has made this possible. Also, the writer is desirous of placing on record two other core-recovery devices designed to extract accurate samples in relatively soft or unconsolidated formations. The latter are used with percussion and calyx plants, respectively and their value has been proven on phosphate rock and coal deposits in South Australia.

From the Saranac Laboratory for the Study of Tuberculosis of the Edward L., Trudeau Foundation, Saranac Lake, New York:We are assembled to honor the memory of our friend and colleague, Donald Cummings, one of the founders and a past president of the American Industrial Hygiene Association. I deem it an Unusual privilege to have been asked to give this first memorial lecture and hope that what shall have to say may be worthy of the occasion. It is fitting that we should discuss here the subject of Silicosis to which he devoted such a large part of his life and it is doubly fitting, I think, that I should report to you an extended series of investigations carried on by his associates at the Saranac Laboratory.The subject of silicosis may seem hackneyed to this audience which is so familiar with the tried and accepted methods of prevention and control.But in spite of our efforts, the condition is still with us and unfortunately is still being produced in many places. In industries that now maintain good control of dust, fresh cases are appearing on annual re-examination, whose major exposure date back to the days before the hazard was recognized.A few new employees, with apparently ineffective upper respiratory protection against inhaled dust, develop silicosis precociously in environments that are comparatively harmless to their fellows. In plants that have relaxed their vigilance under the urgency of war production schedules, conditions again prevail that will produce, disease in the future.Silicosis acquired new interest with the announcement by Denny, Robson and Irwin(1) in 1937 that it could be prevented by the inhalation of powdered metallic aluminium. It so happened that without knowledge of their work, we at the Saranac Laboratory had for some months been conducting similar experiments with one of the hydroxides of aluminium.Quite independently we discovered that hydrated alumina would also protect animals against quartz. Our approach to the problem had been empirical; we were trying to neutralize quartz particles by coating their surfaces with an insoluble material following the lead of Kettle who in 1932 had shown that this could be accomplished with iron. THE present article makes no claim to be exhaustive, since it cannot contain all the knowledge which scientists and manufacturers of the compounds of the rare earths have gained. The following notes are, therefore, simply an attempt to ascertain andclearly record the occurrence, properties, and uses of the more important of the rare earths, with a special reference to their commercial values and the industries based upon them.HISTORYIt was the mine manager, Gcyer, of Stockholm, who, in 1788, first drew attention to a black mineral which had been found in a quarry near Roslagen, in Sweden. In 1805 Klapproth received some specimens of this mineral, which he declared to be a newmineral. Subsequently Gadolin, professor of chemistry at Abo, analyzed the same mineral, and determined the presence of an unknown earth resembling alumina and lime. He named the mineral ytterbite, and afterwards gadolinite. Klapproth has alsothe merit of having detected (1804) another rare earth, which he named ochroit-earth, found in the Bastnas mine, near Riddarhyttan, in Wcstmannland, Sweden. The mineralogy of nickel slags from the flash smelter of Western Mining Corporation Ltd. at Kalgoorlie was studied. Residual magnesium silicates in the sulphide concentrates raise the melting point of the slag and result in the formation of magnesium-rich olivines. Addition of lime lowered the melting point, and, in slowly cooled slags, resulted in the formation of a pyroxene.Magnetite and sulphides were also present in all slags.The converter slags contained an olivine near fayalite in composition, together with wiistite, magnetite, and a little sulphide.Accretions from the hearth of the flash furnace were largely composed of magnetite with subsidiary olivine similar in composition to those of the flash furnace slags.Wall deposits, however, were largely composed of nickel ferrite and nickel-iron olivines.

Preliminary work being undertaken on the optimisation of decision strategies for an open-pit metalliferous deposit is presented. The Optimal Control method has been selected rather than the easier to implement Dynamic Programming method of optimisation since a fundamental criteria of Dynamic Programming is violated. Essentially a system of state equations and decision variables is developed for the operation under consideration.

Australia is not capitalizing on the raw gems and precious minerals that it produces in abundance. In particular, there is an unrealised value for diamonds due to lack of processing after mining. Australia could enhance the value of its raw jewellery products by developing and integrated jewellery industry. For instance, initiation of a diamond industry would require training programmes to educate people in the requisite skills, such as diamond sorting, cleaving, sawing, bruting and polishing. Equally important would be the training of people in design jewellery, manufacturing, and appropriate diamond grading and sales techniques. Future technological advances in diamond processing will decide where the major diamond processing centres of the world will be. Australia, for a relatively small investment, could develop a highly productive diamond processing capacity using the new technology available. Australia's geographical position, and advanced banking and communication facilities provide the potential for this country to become a major trading centre for diamonds. The authors review the literature and discuss the application of methods to the design of thickeners for ilocculated metallurgical pulps. The use and evaluation of flocculents is described. Experimental data show that design based upon laboratory settlingdata is acceptable. The economic aspect of design is also discussed.INTRODUCTIONFor many years there has been little change in the methods for the design of thickener installations. While modifications have been made in the method of applying the data all methods have been based on the observee settling rate of the solids. The development of a theoretical approach based on physical data would involve so many variables which affect the settling rate that the more practical approach of direct observation seems unlikely to be replaced as the basis of design.The advent of synthetic fiocculents has introduced a modification in operation which affects design and should be considered. The authors review the subject and attempt to bring it up to date with present day procedure. Until recently the original work of Coe and Clevenger (1916) remained the basis of thickener design. They described their observation of the different zones encountered in settling, namely clarification, feed, transition, and compression or thickening- zones. The solids pass through the transition zone in settling from feed density to some higher density where settling ceases and ·some compression or compaction effect controls. the density obtained. The point at which the settling zone ceases to exist is known as the critical point.

Previous legislation did not cover all work places, many areas were excluded from coverage, and there were at least 14 different acts and dozens of sets of regulations dealing with various aspects of health and safety.

Recent work on decoppering lead is reviewed CUS is formed rapidly even from dilute solutions of copper in lead. The mechanism of decoppering is discussed and an explanation for the retention of metals such as silver in lead is advanced. As decoppering tin appears to be an analogous process, the, Cu-Sn-S system is studied at 300°C.. CuS, which is not an equilibrium product, is found m decoppermg drosses. In the removal of nickel from lead, Ni3Pb2S2 is formed; preliminary measurements show the equilibrium nickel content to be greater than that obtained by stirring in sulphur. Decoppering bIsmuth IS thermodynamically favoured, but is complicated by the occurrence of CuBiS2 The Cu-Pb-S system IS the only one of the four studied where the equilibrium can be calculated simply, as the presence of ternary sulphIde or other phases invalidates calculations based on binary data.

Post-metamorphic structural evolution of Otago Schist resulted in a pattern of northwest and northeast striking faults and fractures cutting the basement rocks. These faults have been reactivated several times since Mesozoic metamorphism. Gold-bearing quartz veins which have been exploited sporadically over the past 130 years are almost invariably hosted by northwest striking structures, and most exploration has been focussed on these structures. There is evidence for hydrothermal activity and mineralisation along some of the northeast striking structures, although there has been very little work done on these structures. Our study is attempting to characterise the hydrothermal processes in the northeast structures, in comparison to the northwest structures, in order to see if further detailed exploration is warranted. There is evidence for both normal and reverse senses of movement on northeast striking faults, and some of the faults have evidence for early ductile deformation overprinted by later brittle structures. Northeast striking structures host stibnite mineralisation in places, and faults are locally silicified or extensively impregnated with ankeritic carbonate. Sulphides are rare in veins, but do occur in some hydrothermally altered host rocks. Hydrothermal haematite accompanies extensive silicification along the Manuherikia fault zone near Alexandra. Anomalous gold concentrations occur in some hydrothennal zones, and in downslope sediments in some localities.

The Government signalled its intention in the Economic Statement on 17 December 1987 to improve the fairness of the taxation system and to facilitate the process of economic adjustment by: removing tax concessions that benefit some taxpayers at the expense of other taxpayers,ensuring that those who can afford it shoulder their fair share of the tax burden,securing a revenue base which will provide sufficient resources to maintain effective social services,reducing artificial protection and concessions that discriminate against some sectors, and encouraging confidence through an economic environment with a medium-term orientation. The Government has clearly stated to all sectors that tax preferences will be phased out and businesses need to look inwardly to their investment policies if they are to survive in an open economy. This paper will address the effect of these Government objectives on the taxation structure for all forms of mineral exploration in New Zealand. The present tax structure will firstly be analysed, in particular setting out the tax advantages available to the industry. The effect of changes to the tax system within the recent past which relate to mineral exploration will then be examined. Finally the paper will address the question of possible future changes, particularly in the light of Government's intention to move towards a tax system which does not provide an advantage for any one sector of the economy.

AMONG the multifarious duties which fall to the lot of a mining engineer it is safe to say that there is none of more fundamental importance than the study of the ore-deposits on which it is thefunction of his profession to operate, inasmuch as the whole business of mining in all its complicated ramifications rests first of all on the existence of something to mine. -When the ore supplies in a mine fail, the enterprise comes to- an end, and nothing, therefore, is of more importance than a thorough understanding of the conditions under which the ore occurs, so that everything possible may be done to open up the mines well ahead of their immediate output requirements, and develop new ore reserves to take the place of that which is raised from day to day. The great aim which the mining engineer has to keep before him in his study of his ore-deposits is to obtain such a knowledge of them that he will have sound grounds for prediction as to how they will behave in parts of the mines which are well beyond the point of the pick. It is on his judgment of probabilities in this respect that mining operations are entered upon, and the more thorough his knowledge of all the factors affecting the problem, the more is the judgmentlikely to be a sound one. The test of any theory is experimental confirmation of the truth of predictions based upon it, and our aim should be to try to perfect our knowledge of the rules governing deposition of ores, so that our theories may prove themselves equal to the task of successful prediction.

In choosing the subject for my address to you this evening I was actuated by the knowledge that in the past Australian metallurgical problems have been solved by the introduction of extremely interesting processes. Frequently such processes originated in this country, or at least were first adopted here on a large scale.Chronologically there comes to mind the application of chlorination to the Mount Morgan ores from 1888 onwards.Then the application of pyritic smelting to the Mount Lyell ore body in 1896, followed closely by the successful flotation of zinc blendÇ! at Broken Hill, about 1900, and the treatment of the refractory Kalgoorlie gold ores by roasting and cyaniding. With the development of the differential flotation process at Broken Hill came the production of a slime lead concentrate carrying zinc which necessitated the use of a high zinc slag in the lead smelting process. Although previously considered impossible, the necessarytechnique was successfully evolved at Port Pirie resulting in the accumulation of large tonnages of zinc-bearing slag as potential sources of that metal. The past twenty years have witnessed:-(a) The establishment of a flourishing iron and steel industry, with its attendant coking and by-product plant at two centres in New South Wales, namely, Newcastle and Port Kembla.(b) The establishment of an electrolytic zinc process at Risdon in Tasmania.*Presidential Address, Melbourne, 20th August, 1936.
