Reasons are given for the seemingly excessive public concern with taxation of the mineral industry. Optimality of mineral extraction is a concept that requires careful definition in terms of one or more objectives. Once defined, the impact of taxation upon optimal mineral extraction may be studied; findings from earlier work on this topic are presented for two basically different cases. In conclusion it is observed that the pursuit of optimality requires the availability of highly skilled engineers; in the event of a large-scale mineral development it is this resource that is probably scarcest of all.

Periodic dilute sulphuric acid treatment ofstill, batch-fed, molassesenriched, microaerobic, manganese-dioxide-Ieaching microbial cultures led to marked improvements over untreated cultures. Percentage Mn++ recoveries increased (7X), rate of Mn++ formation improved (3X) and yields of Mn++ per molasses use were more economical (5 X). The yield in terms of molasses used improved with decreasing sugar used (eg 1.17 g Mn++/gram molasses at 0.2 per cent molasses (w/v) feed and 24 per cent (w/v) pulp density MnO2 tailings). The most effective Mn++ leaching in terms ofpercentage recovery (97 per cent) and rate ofleaching (46 mg Mn++/day) was at 0.5 per cent molasses (w/v) and 14 per cent pulp density (w/v) MnO2 tailings.

Since the introduction of water cooled test rings the operation of cupelling retort bullion has not alone been sImplified, but has also been the means of concentrating the bullion for the fining test in a much shorter time.The first water cooled test ring which I used was rectangular in shape, inside dimensions 5 ft. 3 in. x 2 ft. IQ in., and made of i in. mild steel plates, with a water space of 9i in. x 3t in. However, it was found that as soon as the filling commenced to wear and the litharge came in contact with the jacket, the plate was gradually affected on the lines of the wash, caused by the blast. After a while the inside steel plate went beyond the factor of safety, and was then substituted on the sides and the front of the test ring by a tin copper plate, which has stood now for the last five years without showing the least signs of wear or leakage.The test remains in use as long as the bottom is regarded as safe, and toward the end of the life of the test the litharge is allowed to work against the copper plate.

As the theme of this conference is æRediscover OtagoÆ it would seem appropriate to revisit the era of the gold rushes and subsequent mining industry which rapidly advanced settlement and economic prosperity for Otago, and left permanent reminders in the form of historic mining sites, many of which are now encompassed within the Otago Goldfields Park. I have been invited to give a paper at this conference on the subject of æHistoric Goldfields of Central OtagoÆ. As well as having a working involvement with historic areas through my employment with the Department of Conservation, I have a personal interest in the early goldmining industry of Central Otago as my grandfather came out from Scotland in the 1890s to help construct gold dredges on the Molyneux. My grandfather made headlines in the local paper in 1920 when he believed he saw a New Zealand otter at Island Block near Beaumont - but that's another conservation trail that I will not pursue any further today! For this paper I intend to divide my time to cover the following topics. Firstly, I would like to sketch a mental picture of the characteristics that make up the Central Otago landscape, and the general perception that early miners must have had when viewing this foreign land. Then I would like to briefly discuss the changes and the consequences in the early gold rush to Central. Finally, I would like+ to discuss the establishment of the Otago Goldfields Park, which I will illustrate with several slides.

There is a wide spectrum of learning needed in the development of these explorationists: the technical and conceptual skills to carry out exploration efficiently, the professional and managerial skills to apply the exploration in the work situation, the personal attributes required to manage their exploration effectively, and a company organisation that allows them to learn and use these skills and attributes.

HYL developed a direct reduction process (DR) that does not require a reformer; it is called self-reforming process. Typically, direct reduction processes based on natural gas utilise a reformer unit to transform the natural gas into reducing agents (hydrogen and carbon monoxide). The reforming reactions are: CH4+H20-?3H2+CO CH4 + CO2 - 2H2 + 2CO These reforming units require a catalyst agent to promote the kinetics of the reforming reactions. The catalyst for these reactions is typically a metallic element such as nickel in a ceramic matrix; iron is also an excellent catalyst for the reforming reactions.

Sufficient time has elapsed since the enactment of the amendments to the mining legislation in 1981 to enable an examination to be made of the way in which the licensing system operates in practice. One of the most important decisions in resource management in New Zealand is whether or not rights of access to the resource should be conferred by the Crown upon an appropriate private sector participant. The licensing system is the means for allocating these rights of access. The manner in which the licensing system is administered, therefore, is crucial to natural resource management in New Zealand. What is the mining licensing system in New Zealand designed to achieve? This simple question admits of no easy answer. Is it the identification and development of the mineral resources of New Zealand? Are these objectives tempered by issues of resource conservation and environmental protection? Is a balance to be achieved among these competing factors? Does the legislation contain any priorities? Does the system respond in an ad hoc manner to particular facts and circumstances or does it operate within a more predictable framework? To what extent are decisions made on access to minerals with reference to the development or conservation of other resources? These questions may be summarised in the title to this paper which poses the question whether mining licences are instruments for resource management.

This work was commenced at a time when information on the manufacture of cemented tungsten carbide was urgently needed in Australia. Much information of a general type has been published, but many of the details of the processes used are still undisclosed. The aim of this research was to determine a satisfactory way in which cemented tungsten carbide could, be made, and to investigate the problems which are associated with the process. As the work proceeded, its ramifications grew continually, and it was necessary to limit the possible lines of investigation. After much experimental work, a 9% cobalt-tungsten carbide alloy was developed which had satisfactory properties when used as a cutting tip. The effect of certain variables on the properties of this particular alloy was investigated.The tungsten carbide was prepared in stages from King Island scheelite concentrates under strict laboratory control, whilst the cobalt (1) used was made from cobalt oxide prepared from crude cobalt oxide obtained from Eisdon.In order to clarify the detailed experimental work, a brief summary of the method used for the preparation of cemented tungsten carbide follows.Tungsten carbide and cobalt are prepared in a very finely powdered state, and are then thor,oughly mixed by a ball milling operation. The resultant mixture is pressed in a suitably shaped die into small compacts which are subsequently '''presintered,'' i.e., heated' in hydrogen between 800°C. and 1000°C. The final sintering is carried out in hydrogen between 1,400°C.and 1,600°C. for about half an hour. These "alloys" may contain from 3 to 13% cobalt, depending on the particular properties required of them.PREPARATION OF MATERIALSThe tungsten oxide prepared as described by Smithells (2) was extremely finely divided, and after a few hours' grinding in a ball mill, the powder consisted of material below 10 microns iJ;l size. The oxide was reduced to tungsten metal with hydrogen in a tube furnace. The reduction was carried out at 800-900° C., a rapid flow of hydrogen being maintained in order to remove the water vapour' formed as a result of the reactions:

Theories of ore genesis. have both practical and philosophical application-practical in that they influence our search for new ore bodies; philosophical in that they provide a test for our theories of petrogenesis-and our ingenuity.For example, the theory of granitization requires an explanation of ore genesis compatible with the general concepts of granitization.Our understanding of some processes of ore formation, such as supergene enrichment, or the formation of residual lateritic iron ores, is so complete as to permit of nq controversy.For other ores, like the oolitic iron ores of England and France, and elsewhere, or the segregations of chromite or ilmenite in basic igneous rocks, the broad principles are generally agreed on; dispute is limited to details of process.But for a wide range of ore deposits there is no such agreement. Completely incompatible hypotheses are advanced to explain' identical facts, and we have difficulty in finding new facts or criteria that will distinguish unambiguously between them.In thinking about such ores, a co:n;venient starting point is provided by Schneiderhohn's (1953) fourfold division of ore deposits:1. The secondary hydrothermal ore deposits occurring in Mesozoic-Neozoic cover strata of Europe.2. The "regenerated" younger ore deposits in Alpine type mountain chains.3. Post-Cambrian primary hydrothermal ore deposits.4. Ore deposits of the PreCambrian shields.To these we may add a fifth group:5. Stratigraphically controlled sulphide deposits.

The great problem at Port Pirie and many other lead smelters has always been to keep the lead content of the slags down to a low level. This has been done in the past largely by empirical methods, the lead content varying from less than 1 per cent to over 4 per cent, the more usual figure being something under 2 per cent. Subsidiary to this, but of major importance in the future, was the extraction of the considerable quantities of zinc in the slag. At this stage little was known about the constitution of the slags apartfrom their chemical composition. Some early work on slag constitution was carried out in the B.H.A.S. Research Laboratories between 1919 and 1921, but except for a microscopic examination of a few thin sections the greater part of this investigation wasdevoted to the recovery of the zinc content of the slag by leaching methods.In 1949, therefore, it was decided to initiate a programme of fundamental research into the constitution and properties of the lead blast furnace slags. The information thus gained would give a clearer picture of reactions taking place in the slag, both in the blast furnace and during dezincing.There was also the hope that these results would lead to improved industrial techniques resulting in smaller lead losses, and, taking the long-term view, to efficient methods of producing zinc from the slags.A series of investigations was therefore begun at various centres over a period of time. Education has always been a topic to rouse the interest of mining and metallurgical engineers, but the recent activities of the Education Committee of the Australasian Institute of Mining and Metallurgy 1, 2, together with the moves throughout the Commonwealth to extend the field of technological education, have made the subject a very live one at the present time. The authors have felt it would be appropriate that on the occasion of the First Ordinary Meeting for 1950, in Victoria, some contribution should be forthcoming concerning the history, present status and possible future trends of mining and metallurgical education in this State. As for the past, the time approaches when there will be none having personal recollections of the beginning of Victorian mining schools or of the men who started them. As for the future, it is obvious that rapidly expanding metal-producing and metalconsuming industries will demand a greater output of competent graduates and diplomates. The era immediately ahead seems to be bristling with opportunities, but mining educators need to temper their enthusiasm for various policies and programmes with the realisation that they are helping to train men who will be leaders 15-20 years hence when the problems of industry and trials of life generally may be very different from what they are to-day.

In presenting this paper the author has in view a twofold purpose. In the first place, it is intended to set forth for the benefit of practical mining men some account of the principles underlying the design of tungsten carbide rock bits in the hope that a knowledge of these principles will assist in the successful application of the bits to mine and quarry drilling. Secondly, by evoking discussion, and even controversy, it is hoped that manufacturers and users of these rock bits will be encouraged to contribute to the general knowledge of a subject which to date has been rather lacking in published literature. The author well appreciates that many of the conclusions drawn in this paper are highly controversial, but if the only result is to call forth contradictory testimony from other workers in this field, at least one of his purposes will have been achieved.An attempt will first be made to set forth and examine those characteristics which go to make up an efficient rock bit, and the main factors affecting these characteristics will be discussed. In a paper of this general nature, consideration of any particular aspect must necessarily be rather brief, and there is little opportunity for detailed presentation of test procedures and data. The increasing pace of modern mining makes constantly greater demands upon the several contributing departments of rock breaking and transport, and rock-drilling, as the spearhead of attack, has received a great deal of attention with respect to both machines and steels. By a series of mechanical improvements, combined with the application of selected heat-treated alloy steels, the rock-drill has now been developed into a machine capable of rapid drilling and long service under severe working conditions. As a factoryproduct made under strict metallurgical control it is as foolproof as, say, the modern automobile, and, like its prototype, it can be kept in efficient operation by a minor amount of attention during use and by periodical adjustments and replacements.The same cannot be said, unfortunately, of the drills with which the machine is supplied; in conventional mine-shop practice these are made of the best tool steel shaped and heat-treated under the poorest of metallurgical conditions.The crudities of steel-shop practice have, in fact, always prevented the full exploitation of the steels available at any time, and even at the present day the general standard of treatment offers a contrast with the quality of the steels which moves the metallurgist to amusement, despondency or outrage, according to his temperament. Nevertheless, the tendency persists to meet the increasing demands of the rock-drill primarily by the use of still better steels, and secondarily by improvement, of the steel-shop practice. Athird type of development is the introduction of factorymade tools in the form of detachable bits and rods. The work to be described is part of a comprehensive research on the influence of impurities on the properties of lead. The author had previously compared an electrolytic lead containing less than 0.002% total impurities with a commercial lead containing 0.008% impurities (excluding oxygen) and had shown that the former recrystallised more readily than the latter under the same conditions of cold work and annealing. This difference in properties was attributed to the difference in purity. Electrolytic lead containing only 0.0005% total impurities has been prepared and cast in vacuo. Some interesting effects have been obtained by working and annealing this lead, and by adding silver to it. The preparation of this lead, and the effects obtained thereon, are described in this paper. An accurate knowledge of the chemical, mineralogical and physical characteristics of ores and mineral products that are mined, processed and traded is crucial to effective resource utilisation, plant design, process optimisation and finally quality control to ensure that contract specifications are met. However, all too often the responsibility for sampling is entrusted to managers and personnel who do not fully appreciate the significance and importance of collecting representative samples for analysis, and everyone seems satisfied as long as some material is collected and returned to the laboratory for analysis. Furthermore, sample stations incorporated into the design of new plants are often the first casualties when cost cutting exercises commence. This needs to change, because there is little point in accurately analysing samples if they are not representative in the first place. The resultant analyses can be next to meaningless and the effort taken to analyse such samples is to a large extent a waste of time and resources.Ultimately, a poor knowledge of the characteristics of ores and mineral products limits the ability of mining companies to optimise the life of ore resources and plant performance, and failure to meet final product specifications can have disastrous consequences, including price penalties and more seriously loss of sales contracts. The banded iron formations "jasper bars," jaspilites, banded hematite quartzites or banded ironstones, etc., as they have. variously been termed in Western Australia, constitute one of the most striking features of the Pre-Cambrian in this State. They occur in at least two distinct divisions of the Pre-Cambrian, viz., in horizons interbedded with quartzites, shales and thin bedded dolomite in the N~llagine (Proterozoic) Series; and amongst the Older Pre-Cambrian rocks, associated with the metamorphosed sediments of the Jimperding-Chittering Series, the Yilgarn Whitestone Series and the Mosquito Creek Series, and interbedded with metamorphosed basic lavas, tuffs and sediments of the Older prenstone or Kalgoorlie Series.In the Hamersley Ranges in the north-west of Western Australia banded ferroginous cherts are well developed amongst the horizontal sediments of Nullagine Age. These iron formations have recently sprung into prominence as they have been found to form the host rocks for important deposits of· blue asbestos. They are closely comparable with the unique crocidolite-bearing banded ironstones of the Cape Province, South Africa, and have been described elsewhere in some detail by the writer. (1) t .The banded iron formations with which it is intended to deal principally in the following pages, form most abundantly in the Central and Eastern Goldfields of Western Australia where they form portions of the Older Greenstone or Kalgoorlie Series of auriferous rocks. In these regions their chemical inertness and physical hardness provide considerable resistance to the agents of erosion and consequently they frequently stand out in strong topographic relief in otherwise monotonously flat or gently rolling country. These banded-iron formations have proved of considerable direct economic importance in the goldfields and in other portions of the State because of thei!! associations with 'gold, iron -and to' a lesser extent, manganese; whilst indirectly because of their peculiar nature, form and topographic prominence, etc, they have been of tremendous assistance to the field geologist both in the practical application of methods of geological mapping and in the' elucidation of geological structures. Finally, they have recently acquired a new importance in the specialised search for ore-bearing lodes or for structural information over areas of soil-covered country, as their form and composition make them ideal subjects for the use of either electrical or m!1-gnetic methods of geophysical prospecting.

ADDRESS BY THE PRESIDENT OF THE INSTITUTE (MR. J. G. SYMONS) IN PRESENTING THE MEDAL TO LAURENCE CHARLES BRODlE-HALL, C.M.G.The Institute Medal is awarded to a select band of people who have rendered great service to the mining industry and the community. Tonight it is my privilege to present the 1976 Institute Medal to one of our members, Mr L. C. Brodie-Hall, C.M.G.Laurence Charles Brodie-Hall, as chief executive in Western Australia for Western Mining Corporation Limited (WMC) from 1958 to his retirement in 1975, had a profound influence on the company's growth and development which had a significant influence on the prosperity of the State of Western Australia and, in turn, Australia.Following the company's decision in 1952 to diversify from gold mining, he took a leading part in the exploration and development of the bauxite deposits in the Darling Ranges by a subsidiary company, Western Aluminium N.L., and the subsequent formation of Alcoa of Australia Limited, the development of the first long term export contract for iron ore from Western Australia, the development of the nickel deposits at Kambalda and the subsequent establishment of a nickel refinery and nickel smelter in Western Australia.

Ilmenite production in Western Australia commenced in 1956. There are now five producers, all in the Bunbury-Capel district, and current total production capacity is about 450,000 t.p.a.The deposits occur near the surface and average between 10 and 50 per cent heavy mineral. About 70-85 per cent of the heavy mineral is ilmenite. Other heavy minerals present include leucoxene, zircon, rutile, monazite, and garnet. The ilmenite contains 52-60 per cent Ti02. and is very low in chromium (0·03-0·04 per cent CrS03)Mining is done by sluicing, drag line excavation, or dredging. Primary concentration of the heavy minerals is achieved by spirals, revolving cones, or Reichert cones. After drying and screening, ilmenite is separated from the heavy mineral concentrate by various types of magnetic separator.Separate leucoxene, zircon, rutile, and monazite concentrates are also produced. Each plant uses a different technique and the processes used include chemical attritioning, screen plate electrostatic separation, high tension rolls, air tables, and dry launders.INTRODUCTIONThe treatment of beach sands in the Bunbury/Capel area for the extraction of ilmenite is a very recent development in the mining industry in Western Australia. Nevertheless, since the commencement of production in 1956, ilmenite has become the sixth most important mineral produced (Table 1).The increasing world recognition of Western Australia as a major producer of ilmenite (Table 2) is due primarily to the low chromic bxide content of the mineral (0' 03-0' 04 per cent Cr203), combined with a medium to high titanium dioxide content (54-60 per cent Ti02), supported by large reserves, a stable government, and close access to good shipping facilities. Ilmenite is. produced from these deposits at low cost which enables the industry to compete on world markets despite high rates for sea freights because of the distance from major markets.
