A world-class example of sustainable development in practice, the Local Resource Development Initiative (LRDI) grew from agreements between the Ambatovy nickel mine developers and the Government of Madagascar. A program of training and community development, the LRDI aims to maximise local benefits by optimising the integration of local resources during the construction period of the mine. By local resources, we mean the local labour force as well as local goods and services. Begun in 2007, the foundation of the LRDI is to integrate local resources into the mining project and where gaps are identified, design and implement training, mentoring and other programs to fill those gaps. The principal accomplishments are: the establishment of training centres that trained over 4000 people in little over one year, 96 per cent of whom hired to work at the mine; a support program for local micro, small and medium enterprises that has led to the award of 65 contracts for goods and services with training and mentoring of over 100 local businesses; and a number of special projects that have, among other results, strengthened local agricultural development and created employment for young people. The LRDI provides unique insights into key indicators and lessons learned to strengthen the social and economic sustainability of mining projects in developing countries. The paper will discuss these in terms, among others, of: the importance to project success of upstream planning to address socio-economic issues; the role of civil society and other local partners to strengthen and expand sustainability outcomes, and to spur governments to demand that major projects promote economic and social sustainability; and the integration of mine sustainability with sustained regional social and economic development.

WMC has mined the Perseverance disseminated orebody exclusively by SLC (sublevel cave) methods. Deteriorating ground conditions in the vicinity of an orebody inflection forced a re-evaluation of future mining at Perseverance and a strategy to drop down below the inflection zone and recommence the cave was implemented. This strategy has led to increased production at higher grades, resulting in lower costs and better mill recoveries. This paper describes the evolution of mine planning, development, support and production strategies through the successful process of implementing the ædrop-downÆ and re-establishing the SLC.

For effective backfilling, a system with the 13 features covered under the section: effective backfill systems, is required. Effective backfilling cannot be done with systems that are badly designed, outdated or overextended. But in cases where the requirements for effective backfilling are overlooked, the shortcomings of such systems may wrongly come to be regarded as limitations to the capabilities of backfilling per se. Mining is currently done to depths of 3500 m, and is to go deeper since the gold-bearing reef extends down to 4000 m and 5000 m below surface. Effective backfilling systems will be required at such depths, and with suitable design this can be achieved. Mining the narrow tabular orebody of a typical South African gold mine is described at the start of this paper, then cycloned backfilling is discussed in general, and its effectiveness (most of the fill placed in South Africa is cycloned backfill or ædeslimed tailingsÆ).

In 1987 the control strategies at the then ZC Mines' New Broken Hill Consolidated concentrator were a miscellaneous mixture of computer hardware and technology for ISA, grinding and residue thickener control. Field instrumentation was based on current-to-air technology of approximately the 1960s. Decisions were made to rationalise computer and field instrumentation technologies; the object being to consolidate control loops into one system to enable expansion of the system to include all facets of plant operation. The first stage was to install a DEC Micro PDP 11/23 computer and serial line communication as recommended by AMDEL Ltd, for the ISA system, as discussed by Walsh and Freeman (1988). The second stage was to select and install a distributed control system for the centralisation of the control loops into one system, and to replace field instrumentation with state-of-the-art technology. This paper deals with the second stage of the rationalisation, in an attempt to give an insight into what is required when personnel are faced with such a decision, details of costs involved in keeping a system functioning and utilised; and the requirement to train personnel for acceptance of further control strategies.

Since the days of Adam Smith and Milton Friedman the discussion of corporate citizenship and sustainability has been flooded with multiple contradictions, with proponents of sustainability saying that it is a crucial cog in the business strategy, while those against, maintain that æthe business of business is businessÆ and therefore sustainability issues are just add-ons. Sustainability arises from a deeply held vision by corporate leaders that businesses can and should play a role beyond just making money. Businesses should embrace the understanding that everything that a company does has an impact both internally and externally (communities, employees and customers), and the natural environment. This paper highlights the approach that led to a view that there is a contradiction between profitability, sustainability and community development, and we provide a further argument to the contrary. This argument is based on a comprehensive literature review of over three decades by various scholars linking corporate social performance and corporate financial performance. Driefontein Gold MineÆs approach is that of linking the community development, natural environmental and employee well-being initiatives and projects to the mineÆs business strategy. The paper further highlights the coordination and implementation mechanism of sustainability at the mine where the accountability lies with the head of the mine operations. A two pronged approach is employed where there is an internal dialogue on sustainability between the various departments coordinated by the sustainable development department and an external tri-sector partnership with local government, interested and affected parties and the mine. These approaches are closely linked to the contributions towards the mineÆs financial bottom line.

Definition and delineation of in-pit ore and waste material are the most significant tasks for an open pit production geologist; adding or destroying value in the mining value chain. Anglo American’s Mogalakwena Platinum mine, an open pit operation in South Africa moving 100 Mt/a, has recognised the value of improved material definition and is in the process of changing from blasthole to reverse circulation (RC) sampling for in-pit grade control. This is aimed at obtaining more representative samples, which are required to maximise ore recovery, minimise waste dilution and to increase the accuracy and confidence of production forecasts. Early in the project, it was realised that the key risks for implementing RC grade control were related to change management processes, rather than failure of technology. Recognising the importance of this issue, Mogalakwena chose an integrated implementation approach that incorporates all stakeholders of the mining cycle in order to develop a process that delivers maximum value and is sustainable within an active mining environment. The following core goals were addressed over five phases of project implementation: extensive definition and design of integrated project implementation, comprising: project buy-in and ownership from all key stakeholders, including survey, geology, mine planning, drill and blast, load and haul, maintenance, supply chain and finance; and detailed analysis of all potential issues and possible solutions, allocated to stakeholders as part of the scoping process; optimising hole patterns and drilling procedures, focusing on delivering maximum value for minimum cost using multiple scenario analysis from borehole data and operational sequencing requirements; and evaluation of lessons learnt during project implementation in order to optimise the technical solution and operational efficiencies. Although this project is not yet finalised, Mogalakwena Platinum Mine is already providing a blueprint for the effective development, implementation and optimisation of sustainable in-pit grade control RC drilling for other open pit mines within Anglo American plc.

To the industrial geologist, as wen as to the general or historic geologist, the possession of a reliable key to the true order or sequence of the stratigraphy or position of the various upper rocky envelopes of the earth's crust, is, equally, a desideratum of the utmost importance. Of similar value to the two groups of students is the possession of facts which throw light upon the relationships which subsist between the puccessive rock formation of different countries, especially between countries lying close to each other, or within the same great geographical division.But there is necessarily a fundamental distinction which marks the respective limits of the field of observations of the industrial geologist, and the purely historic interest of the general geologist. The former has a more definite though less extensive scope. The scope of the latter is wide and indeterminate. In short, the observations of the industrial geologist are, 'from a commercial or economic point of view, of a more practical character, and are, therefore, intentionally restricted to the study of all geological questions which throw light upon the rocks which yield products of economic value and only include the study of the character and history of other rocks, in so far, as they afford aid to the more perfect comprehension of the best manner in which materials of economic value are likely to be sought, and the best means whereby these products may be secured for the material advantage of the community. The motive of the general geologist-in most cases-is a love of the study of some particular branch or province of the geological field, and the fascination of opening a new volume in nature's library, and the hope of extending the realm of knowledge, however slight, are often sufficient, as a motive, to enlist the energy and life's devotion of the true brethren of the hammer, irrespective of considerations regarding the commercial utility of the pursuit.

A numerical method for discriminating between replacement and sedimentary processes is applied to a folded stratiform sulphide occurrence. It is shown that numerical treatment of chemical analyses from a single diamond drill hole allowed a rapid assignment of the ore to the syngenetic sedimentary class and thereby enabled a revision of the evaluation program concerned with consequent reduction in costs.

This paper is intended as a review from a planner's viewpoint, of the relationship between town and country planning, a primarily government activity, and the minerals industry, which, with the exception of coal, is a largely private enterprise activity. The paper first considers the nature of the system of planning in New Zealand, and the objectives sought by planners in relation to minerals are discussed. The reasons why these objectives are not generally being achieved are investigated. A final section deals with the gap between objectives and achievement, and suggests a number of ways in which this gap may be narrowed.

PanAust Limited (PanAust) has successfully constructed and commissioned two mining operations in Lao PDR over the past decade and undertaken major studies for three new mine developments. The management of potentially acid generating mine waste and tailings in close proximity of local communities sensitive to water discharge quality have been recurring themes that have confronted PanAust’s project study, development and operational teams. Further compounding challenges, such as the effects of intense annual tropical monsoonal conditions, staging of embankment raises and regular lifting of spillway structures, integrating mine waste and tailings management into production plans and ensuring the long term stability of structures, have been addressed by implementing leading practice management solutions.A recognition of the criticality of managing the substantial business risks associated with these crucial activities led to the early establishment of a governance structure to ensure that the highest standards are embraced for planning and execution. Importantly, these are guided and monitored by a panel of highly experienced and qualified international specialists reporting directly to PanAust’s Managing Director – the Tailings Independent Review Panel. The creation of an accurate and precise enough database requires the collection of many representative samples, subsampling and assaying them without destroying their integrity. The selection and implementation of sampling protocols often lead to severe difficulties, making the unaware practitioner vulnerable to massive exploration, feasibility and operating failures. Therefore, there is no substitute for a good understanding of the Theory of Sampling (TOS). Either because of ignorance, or because of short-term economic reasons, failure to comply with many stringent conditions can be devastating for the validity of a feasibility study, leading to false evaluations, to the abandonment of a viable property, or to the exploitation of one that is not profitable. All these failures have something in common: insufficient duplicate sampling, subsampling and assaying were performed; very important, preliminary heterogeneity tests were never performed; for short-term economic reasons, poor sampling and subsampling protocols were selected, second-class sampling systems and weightometers were installed and poor preventive maintenance and cleaning were implemented;and sampling experts were called only when the project was obviously in trouble. The conclusion is clear: in due time, iterative auditing of sampling practices is an insurance policy against massive financial losses for the company involved. A complete, comprehensive 100 point checklist of sampling Quality Assurance and Quality Control is provided, so critically important details to ensure success are not forgotten.

Sampling and metallurgical test work during various phases of engineering?studies?is of?paramount importance for a robust processing plant design. When developing a process flow sheet, risks in achieving desirable financial outcomes are minimised by ensuring appropriate sampling and adequate metallurgical test work supports the engineering and cost estimation at each phase of project development.The quality and type of samples used for metallurgical test work are just as important as the metallurgical test work itself. The key characteristic required of any sample is that it represents some defined portion of a mineral deposit. Representivity should take into account the spatial orientation, lithology, alteration, degree of oxidation, mineralogy and competency of the ore such as hardness and abrasiveness. Statistically representative sampling procedures and an appropriate metallurgical test work program should be designed to bring metallurgical understanding up to feasibility study standard and to give a basis for process plant design.Snowden has observed that the quality of sampling and quantity of metallurgical test work carried out during the various phases of engineering studies are often insufficient to truly support a robust plant design. A President, soon after he is appointed, sees looming ahead of him the Presidential Address; and in something approaching despair wonders what he can possibly talk about which might hold the interest of his audience. After various casts about, it occurred to me that perhaps prospecting, and more particularly prospecting in Australia, might provide a subject. This is because, 'in the first place, 'prospecting is passing from the stage of chance surface discovery to that of systematic search applying scientific methods to theproblems involved, and in the second, it is the section of the industry with which I have been concerned through much of my: working life. As it makes an address of this sort more interesting if it includes specific reference to actual experience, I hope you will bear with me in such references to actual prospecting as I may use to illustrate the argument. Prospecting has always carried the glamour of sudden wealth. The picture of the prospector engaged, perhaps for years, in fruitless search suddenly coming on riches beyondhis hopes is, deeply etched in the Australian imagination. In few other places has the fervour of prospecting run higher than it did in Victoria in the generation beginning little more than a century ago following the discovery of gold.People arrived from overseas in great numbers. Most of them proceeded to: the goldfields. They moved in thousands from new find to new find. In 'so doing' they determined much of the course of the State's development. The experience of prospectors led them to formulate all sorts of theories little impeded by awkward facts, to account for the apparently unpredictable occurrence of gold.The ideas which men followed, occasionally to success, and which they were prepared to back with all they had were strange and, various, many stories are told of them.

That electricity is an important and valuable agent, the limit of whose capacity for utilisation is as yet unknown, is a truism; although enormous advances have been made, the possible developments are yet greater. Mining, along with other industries, shares already to a large extent in the practical utilisation of this agent. Electrical engineers have been employed for several years past in developing and applying electricity to all classes of machinery, and for every purpose where power is required and in no instance, that the writer is aware of, has its use been curtailed in favour of any other agency now known, while extensions are continually made. The first modern electric motor was shown at the Vienna Exhibition of 1873, and it was used to work a pump through a mile length of cable but it was not before 1878, that an electric motor was put into daily commercial use by Messrs. Chretian and Felix to work a beet sugar hoist. This early plant effected a saving of 40 % as compared with hand work.In 1879, the first Electric Railway was constructed for the Berlin Exhibition, and in the same year, Mr. T. A. Edison was running an experimental line at Menlo Park. The first electric line opened for the public, was constructed by Siemens and Halske, in 1881, at Lichtenfelde, and was 11 miles in length.

Various circuits were tried at Mount Isa Mines during the period 1959 to 19G3 with the objective of improving the differential flotation of galena and sphalerite. Many benefits and disadvantages of the various circuits were revealed. An analysis' of ore characteristics and their effect on flotation was made -and resullted in the design of a proposed circuit which is currently in the process of installation.INTRODUCTIONSince 1936 when lead-zinc sulphide flotation commenced at Mount Isa, at least three types of ore have been encountered.Each ore has presented problems to flotation metallurgists.The three types of ore are,1. partially oxidized upper level sulphide ore,2. Black Star ore from the lower levels with its carbonaceous fraction, and3. Black Rock ore which is similar to 2, but more free milling.In retrospect a number of the metallurgical successes of the past were short lived. Often flowsheets or 0perating practices were designed to solve a single metallurgical problem associated with the current ore being treated. As the ore changed the problem would vanish and the method originally taken to counter the problem could become unnecessary or deleterious to the treatment of the new ore.
