There are a number of major infrastructure tunnelling projects currently underway or proposed in New Zealand, including construction of new road and rail facilities and the refurbishment of existing road tunnels. These new projects have triggered a rethink of traditional practices in underground fire and life safety and local regulation.While there is a current surge in activity, tunnels have been a signifi cant part of New Zealand’s transport infrastructure for over a century. Despite this background, the new projects commonly face challenges that are symptoms of a national regulatory environment that has aspects that are inappropriate for underground environments. There are inconsistencies in local regional regulation and an absence of national guidance and standards relating to tunnel design. Historically, New Zealand has looked across the Tasman for guidance. Although recent overseas tunnel designs present learning opportunities, the adoption of international best practice and standards may not necessarily address local expectations or needs.This paper explores a number of specific matters affecting the design of road and rail tunnels in the New Zealand context, namely; the Building Regulations and associated local consenting processes and parties, and the responsibilities and needs of the New Zealand Fire Service.The discussion highlights the importance of a collaborative approach involving the designer, asset owner, regulators, emergency services, and other parties, and ensuring up-front clarity in design responsibility and ownership of residual risk.

Atlas Iron Limited’s (Atlas) Abydos Mine has developed its Scarborough open pit proximal to a rock shelter that has been assessed as a significant Aboriginal heritage site by the Traditional Owners of the land. The rock shelter, named Yurlu Kankala, is located to the north-west of the pit with a stand-off distance of 35 m. Within Atlas’ Native Title Agreement with the Traditional Owners, and approvals from the Western Australian Department of Aboriginal Affairs, commitments have been made to conduct mining in a way that avoids or at least minimises disturbance and damage to the rock shelter. This complies with the Aboriginal Heritage Act 1972 (WA) and respects the heritage and culture of the Traditional Owners.CITATION:Bow, B G and Jiang, J J, 2018. This paper presents a study about reopening of a quarry near to the geothermal region of Kntahya, Turkey. The production method was gallery blasting which resulted in very high ground vibrations. Therefore the quarry had been closed down by the local authorities about 12 years ago due to possible damages to the geothermal resources. In order to reopen the quarry, reserve estimation and production planning studies needs to be carried out as well as applying environmentally sensitive production method. The result of reserve estimation studies showed approximately 12.5 Mt reserve in the area. The market studies indicated that annual production of 600 000 tonnes could be sold. These results justify to reopen the quarry. In order to overcome environmental problems, bench blasting production method instead of gallery blasting has been planned. This method enables to design a drilling blasting pattern that will almost result in no ground vibrations.

In July 2006, ten Mining Engineering students and Associate Professor David Laurence from the University of New South Wales (UNSW) participated in the universityÆs inaugural overseas mining field trip. The ten-day trip to western Canada involved visits to two mines in British Columbia, the Diavik Diamond Mine in the Northwest Territories and the Syncrude oil sands operation in Alberta. Importantly, the groupÆs main objective was to gain a global understanding of todayÆs mining industry by observing the different cultural, legal, social and environmental setting found in Canada. It should be noted that the entire trip was planned, organised and directed by the students and benefited from extensive industry support both in Australia and Canada. This report intends to provide an overview of the field trip and describe to a limited extent the Canadian approach to mining.

In-pit crushing and conveying (IPCC) is being increasingly considered as an alternative to traditional truck-shovel mining methods. The move towards IPCC is driven by a number of factors including the potential to reduce greenhouse gas emissions, the availability of skilled labour and the need to increase extraction rates to levels that present significant challenges to traditional methods.When considering the relative performance of IPCC and truck-shovel methods, the outcome can be inadvertently impacted by either the use of different simulation approaches, or techniques that do not adequately model the processes in sufficient detail.A simulation approach is proposed that models both IPCC and truck-shovel using the same software platform and is capable of functioning at a wide range of resolutions from life-of-mine scale through to second-by-second asset tracking level. The simulation framework also holds models of processing equipment and hence the mining simulations can be extended to gauge the impact on downstream plant.The approach, known as mine-process operational simulation (MPOS), can be tailored to the level of information available and hence the type of study required, ie order of magnitude, prefeasibility, feasibility, or detailed design.Using information from block models and a range of detailed equipment and process models, MPOS can span major system discontinuities, typified by the mine-plant interface, to allow the estimation of final mine and plant product specifications.

In addition to the geologic risk of a particular project, the criteria that an international exploration company (æIECÆ) utilises when making an investment decision in a particular country should also include a critical analysis of the political, judicial and fiscal regime of the host country. A key investment criteria of an IEC is mineral tenure and the security and continuity of that mineral tenure under the host countryÆs existing legal system as well as the host countryÆs overall legal, political and fiscal framework, the latter of which can affect the projectÆs overall economic viability in a number of ways. The authors, Steve Vaughan and Michael Bourassa of Aird & Berlis, Toronto, Canada, have taken the position that developing an understanding of a countryÆs legal tradition is a crucial first step in analysing the mineral regulatory regime of a particular country. This paper continues their efforts to overview the most recent legal trends affecting the worldÆs mineral industry and attempts to analyse, categorise, compare and contrast differing legal systems, cultural backgrounds and economic philosophies relating to the development of mineral rights in Pacrim countries and the resulting commercial, legal, and political framework which ultimately drives the relevant mineral legislation. For the convenience of organisation of this analysis, the authors have divided the Pacrim countries into four smaller groups, firstly, on the basis of their legal tradition and, secondly, by their geographic location:Common Law Countries: USA, Canada, Australia and New Zealand; Spanish Civil Code Countries: Mexico, Central America (Panama, Nicaragua, El Salvador, Guatemala), South America (Chile, Peru, Ecuador, Colombia). Communist or Former Communist Countries: Mongolia, China, Russia. Countries of the Pacific Southwest: Phillippines, Indonesia, Malaysia, Indo-China (Vietnam, Laos, Cambodia, Thailand), Papua New Guinea. The discussion starts with an analysis of the various types of legal regimes, attempts to classify or categorise them, reiterates the necessity for the rule of law and those factors which encourage mineral exploration and development and discusses and recommends the expansion of a practical country competitiveness rating system developed by the Fraser Institute. In addition to the fundamental issue of mineral tenure û what it is and how secure it is û the paper discusses how different legal systems have shaped different approaches taken by individual nations to attract foreign mineral investment. The paper analyses the best practices and experiences accumulated in different Pacrim countries with varying legal traditions and identifies a practical country competitiveness rating system which the authors believe should be expanded to cover all minerally endowed countries. This rating system will permit countries to identify their mineral regime weaknesses and adjust their legal systems to better attract mineral investment and will also permit exploration and mining companies to compare their jurisdictional choices with those selected by their competitors.

Production mine geology must be accurate and efficient in order to reduce risk and ensure that ore value and mining operation revenue are maximised. Present grade control practices are commonly based on outmoded and inaccurate 2D geological mapping techniques where spatial relationships are estimated by eye, sketched by hand and projected to arbitrary reference planes. The 3D mapping approach outlined in this paper integrates 3D photogrammetric imagery with implicit modelling techniques to enable more accurate grade control and reconciliation in underground mines. High-resolution stereo photographs are taken of daily ore development headings. Ore contacts are traced directly on a 2D face photo using a stylus and rugged tablet. Area-weighted face grades are estimated and calculated on mapped 2D face planes. In the office, a 3D photorealistic mesh is processed and georeferenced. 2D face mapping data is transformed into its actual 3D location and true 3D mine mapping is performed by digitising oriented 3D polylines representing ore contacts and other geological features directly onto the image surface. Three-dimensional spatial relationships are fixed, eliminating the projection error of traditional 2D methods. Ore envelope and waste solids are modelled within the closed, drift-round mesh. Volume-weighted ore envelope and round grades, as well as round volume and tonnage, are calculated. Ore/waste classifications, grade, tonnage and per cent dilution are quantified per round, visually assessed in 3D and reconciled with short- and long-term models on a daily basis. Updated geological continuity models provide geological guidance in development headings under geological control and accurate 3D structural and form-line mapping improves definition drilling and stope planning. Three-dimensional imagery provides a permanent detailed survey and geological record of mine workings that can be revisited virtually to reinterpret geological ore controls in light of new observations and insights. In addition images can be used to monitor daily production performance, create training scenarios for miners, engineers and geologists and prepare management presentations. This approach adds value to underground mines by improving the accuracy and efficiency of mine geology practices. A colourimetric technique, originally developed for methyl iso butyl carbinol (MIBC) based on the Komarowsky reaction, has been extended to a wide range of common mineral flotation frothers. The procedure, which is briefly described, is shown suited to on-site determinations in a campaign at Kennecott Utah Copper Copperton Concentrator (Rio Tinto). Some observations are described, including: frother (MIBC) concentration evolution down a bank, frother distribution between pulp and froth phases, and loss of frother over time due to adsorption on certain minerals. A possible interference with a fuel oil addition was overcome. MIBC in recycle water was also measured. The ability to monitor frother easily will help interpret gas dispersion behaviour and should permit further optimisation of flotation cell hydrodynamics and chemistry. The capability to directly measure should help optimise the type, amount and location of frother addition, and to assess frother recycled with reclaim process water.

A survey is made of changes in the technical status of a number of western world copper extraction and refining operations over the past 20 years. Specific developments in pyro- and hydro-metallurgy and refining practices are identified together with factors in the changing environment of the industry which has influenced their adoption. Nickel extraction and refining is similarly discussed.The replacement of traditional technology by more attractive alternatives has occurred in a considerable number of operations. The develop-ment and status of new continuous smelting processes, advances in hydrometallurgy and refining innovations which emerged during the 1960s and early 1970s is discussed. The varying experience in commercial acceptance of these new technologies is noted.Finally some possible future directions are canvassed for both operators and the research and development institutions.

"In 2010, two McLanahan RSS14×50 scrubber screens were installed at Fortescue Metals Group’s (Fortescue) Christmas Creek site. By 2015, the trommel (screen) section had effectively reached the end of their serviceable life. This was determined by regular measurement of structural components over the previous 18 months that tracked wear life. At the same time, numerous trials and optimisations had taken place on screen panel design and material composition. During 2015, a new set of trommels were designed, manufactured and installed that incorporated many new features: increased open area to facilitate high throughput, improved wear protection for structural members, simplified trommel panels and realigned discharge ports to reduce wear on exit. Numerous other upgrades have taken place on the drive system, feed chutes, liner and weir configurations and park brake, to name a few. A new portal and access drift was constructed by Concrete Constructions for BHPÆs Elouera Colliery, south of Wollongong.The portal area at the base of the Illawarra Escarpment is in soft colluvium material, underlain by highly to moderately weathered sandstone. The area has a well documented history of slope movement or slope creep and one of the main criteria for the design was to minimise disturbance to the unstable slope by limiting the excavation for the portal establishment. This was achieved by incorporating a sloped headwall and gabion wingwalls to accommodate the anticipated creep and groundwater seepage.Main features of the design process also included the provision of both primary and secondary support in a single shell application and the use of canopy tubes to provide support ahead of the tunnel face.The active involvement of the designer during the construction phase and the flexibility of the design concept allowed changes to the support methodology to be carried out as excavation proceeded.This paper describes the design process undertaken for portal establishment and access drift to cater for the variability of the exposed ground conditions along the drift alignment.

Gold mineralisation at Wapolu lies within an exposed arcuate zone at the decollement contact between a basement dome of high grade metamorphics and an overlying ophiolite sequence. This contact was originally a thrust fault which has since become a decollement zone for gravity sliding in association with basement doming. Hydrothermal models for the gold mineralisation postulate an epithermal system in which fluids were channelled up the decollement with boiling of those fluids causing hydrothermal brecciation and subsequent gold deposition. The alteration assemblages, fluid inclusion data and geochemistry indicate that the upper levels of the system are exposed.

Interest in mining narrow, vein-type ones has increased world-wide during the last few years despite the fact that prices of metals have not risen in proportion as production costs of mining, such as labour and energy. In many mines, where narrow ones are mined, the mining technique and equipment used have been poorly mechanised. The mining methods have been cut-and-fill or shrinkage stoping. Pneumatic jack-legs have been used for drilling and slushers have been used for loading. The methods that have been used can be called the 'first-generation' methods. Work has been very hard for miners. It has been dangerous and exhausting. Production volumes of mines, and a s a result of that, also profits have been low.

Industrial Minerals production in New Zealand is limited in both quantity and range, but imported in quantities that make New Zealand the world's biggest consumer per head of population. The use of industrial minerals is assured as both population and standard of living increase regularly. But to develop these minerals in the New Zealand environment requires the mineral, or its market (both local and export), to have characteristics that negate the remote geographical location. Volume and/or uniqueness can achieve this.

Entry of personnel under a vertical raise bored hole is not standard practice in Australia. Where access is required below a rise, mining operations must be confident that they understand the capacity of the ground control specified and installed. Physical modelling was conducted on Callie mine to evaluate the performance of 5 mm steel wire weldmesh secured to the base of a vertical raise bored hole of 1.4 m diameter. Joint orientation data was used with Unwedge to calculate a series of potential wedges likely to form within the rise. The mass of the most likely wedges were then replicated by collecting rocks in 5 kg increments (¦10 per cent), which were allowed to freefall onto installed mesh at the base of a 40 m vertical rise. The results indicate that two sheets of mesh can retain a freefalling rock of at least 20 kg mass although rupture of strands can result. This paper outlines the test conditions, expected results based on theoretical calculations and actual outcomes of the testing.

High-water rapid-solidifying material, called æhigh-water materialÆ, is a new material developed by the authors over many years. The material can solidify nine times its volume of water into solid. The material is a fine kind of binder with special properties. The solidifying body of high-water material with water has quite a high early strength. The compressive strength of the material within three days can reach the same strength as conventional Portland in 28 days. One ton of the material can replace three tons of conventional Portland cement as binder. Some important achievements have been made in application of high-water material. In metal mines, based on the material, a new full-tailing cemented backfill technology has been developed. The characteristic of the new technology is that high-water material is used as binder and full tailing or alluvial sand is used as backfill aggregate. Because of the application of the new technology, major technical problems in backfill technology such as classifying of tailing, dewatering, transportation of pulp, low strength of backfill body, environmental contamination and so on, have been solved.

The production of paste backfill has typically been accomplished through the adaptation of existing technology. Thickeners and disc filters have several drawbacks when applied to production of tailings paste backfill. Personnel at CANMETÆs backfill research laboratory in Sudbury, Ontario, Canada have been carrying out research into and development of methods to produce paste backfill using total mill tailings since 1991. Using a silo for production of paste is not a new concept but has been refined to a marketable level. This technology is based on a fluidization principle that assists in settling the tailings to an homogenous state in a silo. Other developments include patented de-watering technology for use in the silo to speed the settling of the solids to a suitable solids content, optimisation of silo geometry, and instrumentation related to paste backfill production and transportation. The advantages to fluidisation technology are in reduced capital cost, reduced operating costs and in the environmental benefits of using full plant tailings over classified tailings or alluvial aggregates. Another major advantage is in the ability of this technology to be retrofitted to existing hydraulic backfill plants to further reduce capital cost. This paper details the development of the new technology as well as the associated cost savings over other technologies. It will also look at the research and development of unique components that make this technology work.
