For some years past, those interested in the development of the increasingly important mining industry of Canada, havc urged the adoptioi~ by the Dominion Parliament of a federal mining-law, which would have the force and stability of statutory enactment. At present, placer-mining in the Yukon Territory is governed by the Yukon Placer Mining Act. All other mining under federal jurisdiction is governed by Orders in Council and Ministerial Iiegulations. In the earlier stages of development, it is perhaps a matter of neces~ity that these important matters should be so dealt with; but it is now felt that the time has come when mining-rights in the extensive regions under federal control should be put on a permanent basis, and that any changes required from timc to time should be made only after full and open discu~sioii in Parliament. A short sketch will suffice to indicate how vast and varied the interests affected really are. When the Dominion of Canada mas constituted by the Inlperial Statute known as the British North America Act of 1867 (which into force by proclamation on July 1 of that year), it comprised only the present Provinces of Ontario, Quebec, Nora Scotia, and New Brunswick; but provision was made for the inclusion of Newfoundland, Prince Edward Island, British Columbia, Rupert's Land, and the North West Territories. IN processing magnetic taconites several steps of crushing, grinding, classification, and magnetic separation are required to produce a 60+ pct Fe concentrate. Usually the final concentrate is in a slurry form of 55 to 70 pct solids by weight and is further characterized by a particle size of 60+ pct -325 mesh. In taconite plants already completed or under construction the conventional method used to obtain pellets suitable for blast furnaces is to filter the concentrate slurry, ball the filter cake, and then harden the green pellets in a traveling grate or in a vertical shaft furnace. Large tonnages must be handled in minimum floor space, with reduced maintenance and lowest possible operating cost. Filtration must therefore achieve two objectives: 1) high filtration rate-in terms of pounds of dry solids per hour per square foot of filtration area-at a low filtrate solids concentration, and 2) a filter cake moisture that will always permit efficient balling within the normal fluctuations of plant operating conditions. If moisture contents are too high, balling may be impossible or result in a mushy ball without enough green strength for the firing operation.

Rock mechanics research was carried out in the Anvil Points mine, Rifle, Colo., in the period 1964-1968, with the dual purpose of providing oil shale to the retorts of six major oil companies and to perform research on mining cycle operations to maximize extraction under safe conditions. An 80% extraction ratio within the mining area proved feasible. Test results provided data on optimum pillar and roof design. Studies of mine orientation showed that the mining headings should take into account the prevailing joint patterns and also the directions of the principal in-situ stresses acting in the region.

Smooth, compact, dendrite free 24-h zinc deposits have been electrowon from zinc chloride electrolyte using a diaphragm cell. The cell consisted of sealed anode compartments containing DSA anodes separated from an open cathode compartment by Dynel cloth membranes. Fresh electrolyte was fed to the cathode compartment where zinc deposition onto an aluminum cathode was aided by air sparging. The catholyte passed through the diaphragms into the anode compartments from which chlorine gas and spent anolyte were withdrawn. Standard electrolysis conditions were: 15 g/L Zn, 0.12 M HCI, I5 mg/L tetrabutylammonium chloride (TBACI) as the addition agent, 35°C, and 323 A/m2 (30 ASF) current density. The effect of variations in these conditions on the morpohology orientation, current efficiency, and energy requirement for 24-h zinc deposits was determined. The effect of total chloride ion concentration on the zinc deposit was studied by adding various amounts of NaCl to the electrolyte.

Probably no one has had occasion to examine an undeveloped coal property without hearing some hopeful or interested party insist that the bed will improve when opened some distance under cover. When the bed is already in good condition, the opinion is usually advanced that the same character may be expected, at least to the bounds of the hopeful individual's holdings. My attention has been called in this way to the extent to which a bed is affected by its outcrop at the surface ; and having had opportunity to examine a number of openings immediately at the surface, and also a short distance under cover, I submit some observations bearing on this question. Whatever may have been the original variations, we may assume that coal-basins presented in comparatively modern times approximately parallel beds interstratified with fire-clay, slate, sandstone, etc., as represented by Fig. 1. Under the effect of erosion, Fig. 2 would be formed. It is obvious that along the line A, B, C, in Fig. 1, the beds exist under conditions differing from those at A', B', C', or again at A", B", C", in Fig. 2, in their exposures to atmospheric agencies, pressure and erosion. The effect of the first is to decompose and soften many of the strata; of the second, when presented unequally, to cause the movement of such material as was at all plastic towards the point of least pressure ; and of the third, to remove the strata in whole or in part. IN a study of the blast-furnace process, the Bureau of Mines has made many experiments for the purpose of determining the exact nature of the combustion of coke in the neighborhood of the tuyeres. Two papers1 presented at a meeting of this Institute discussed somewhat the practical aspects of coke combustibility in its relation to the operation of the blast furnace. In a later paper,2 Sherman and Kinney discussed the possible effect of variations in the combustibility of cokes on the furnace operation, and find that the "reoxidation theory" of Koppers and the "heat concentration theory" of Brassert3 are insufficient to explain the variation in the conduct of different cokes that has been observed by furnace operators. In their report to the D-5 Committee of the American Society for Testing Materials, with which the Bureau of Mines has been cooperating, Perrott and Fieldner4 seem to agree with Sherman and Kinney that, for practical purposes, the nature of the combustion of coke at the tuyeres of any furnace is constant and is affected neither by the physical properties of the coke nor by the nature of the furnace operation. They omit as unimportant any tests on the combustibility of coke from their proposed methods for standard tests on coke. IN his excellent book on the Principles of Flotation, Wark1 makes the following sig-nificant statement concerning the theory of flotation: Two questions of first-rate importance must be considered . . . First, it must be decided whether the sulfide minerals require a collector in order that they may float, or whether as has been claimed, they possess an inherent float-ability and need no collector. Second, it must be decided whether the xanthate type of col-lector can react with or be adsorbed by the unchanged sulfide minerals themselves, or whether, as many claim, reaction with the collector is dependent upon initial oxidation of the mineral surface. In the theory of flotation there are no two questions of greater impor-tance than these. Ravitz and Porter2 presented evidence that galena can be floated without a col-lector, and even without any reagent, pro-vided oxidation products are thoroughly removed from its surface. They found also that thoroughly cleaned galena floated faster when xanthate was used than when a frother alone or no reagent was used, and that, without a collector, the recovery decreased gradually upon exposure of the mineral to air. Their work, however, has met with considerable criticism. 1(127),3-6 This paper is presented to answer the objections that have been raised, and to present additional data that confirm their results.

THE importance of making analyses of gases in furnaces which are used for metallurgical purposes is every day growing more and more evident. It is the only method of understanding the reactions that take place in the furnace, and of economically conducting the operations both with regard to the fuel used and the reactions which take place on the bodies to be subjected to the influence of the heat and gases. As a knowledge of the composition of gases is becoming every day more necessary to the proper conduct of furnace operations, it seems desirable that furnace managers should generally know that the analysis of gas for commercial purposes is neither difficult, tedious, or expensive, and that it does not necessarily imply the use of corrections requiring difficult instrumental observations and long and tedious mathematical calculations. Any method, therefore, which will tend to render these analyses simple will also tend to having them made and repeated as frequently as the analyses of the ores and other materials charged in the furnace. They should be made even more frequently, as their composition is affected by any change in the condition of the furnace, and a knowledge of their composition will give a ready clue to the unseen and otherwise not easily detected changes which are taking place. This paper presents an analysis of fracture mechanisms in coal subjected to bi-axial state of stresses, indentation of laterally con- fined coal specimen. Coal specimens were loaded to failure by the straight wedge indenters at various lateral confinement pressures. Strain distribution and acoustic emission characteristics of coal specimens under stress were recorded. The influence lines of vertical forces acting on the horizontal straight boundary of the coal specimen for each type of wedge indenter have been established using holographic interferometry technique. The effects of wedge indenter angle, confinement pressure, and coal anisotropy on fracture types, failure modes, and post-failure conditions were studied. The results indicated that combined application of holographic interferometry and acoustic emission monitoring techniques is not only suitable for studying deformability of heterogeneous and microscopically discontinuous material under stress but it also enhances the mode of fracture during the post failure stage.

THERE is probably less known of this subject than of any other connected with the metallurgy of iron. In all the books that treat of this matter, there ore given analyses of slags, their chemical formulae, the loss of iron, etc. ; but few, if any, give the character of the iron mode at the time; none give analyses and physical characteristics of the ores and limestones used, and they present merely isolated examples from various furnaces, and consequently one is more frequently puzzled than enlightened after reading them. The value of industrial rocks and minerals produced in New Mexico in 1978 exceeded $227 million. The state ranked first in the nation in production of potash and perlite and was a leader in pumice production. Other commodities with sizable production in New Mexico include barite, caliche, clay, dimension stone, fuorspar, gypsum, humate, limestone, mica, salt, sand and gravel, scoria, and silica sand. Non-metallic resources are distributed throughout the state, but development and exploitation is concentrated in western and southeastern New Mexico. The value of industrial rocks and minerals within the state grew about 9% to more than $227 million in 1978. Continued growth, however, depends on continued demand, exploration, and development.

BRITANNIA metal is a white alloy consisting primarily of tin and antimony, the tin greatly predominating. The alloy usually contains a small amount of copper and occasionally very small amounts of one or two, other metals, such as bismuth, zinc, and lead. It is capable of being cold-rolled, it takes a high polish, and it is fairly noncorrosive; properties which make it a popular metal for many household and traveling utensils. Britannia metal is similar in many respects to pewter and has largely replaced pewter in the arts, but it should not be confused with that alloy, because pewter is essentially a tin-lead alloy, while Britannia is a tin-antimony alloy. In view of the fact that so little has been published concerning Britannia metal, the authors feel justified in presenting the results of their investigation, particularly since the behavior of this alloy under cold rolling and heat treatment differs so greatly from that of other metals and alloys. The old craftsman, engaged in the making of ornaments or tableware, heated the cold-rolled sheet metal or his finished product to a straw color corresponding to about 375° F., claiming to produce thereby a harder and more rigid article. The fact that possibly led him to this heating was that a reheated article or sheet made from Britannia metal has a distinct metallic ring when struck a sharp blow, whereas an unheated article or sheet has a leady, dead note. No doubt he has associated the metallic ring with a greater rigidity and strength, and justly so, as will be seen later.

SHERRITT Gordon Co. was formed in 1927 to exploit a copper zinc orebody located in the bush 90 miles north of The Pas, Manitoba. The mine went into production in 1931, operated for a year and a half, and closed because of the low price of copper. Reopened in 1937, it operated continuously until mined out in 1951, producing 8.5 million tons of ore. From 1937 on Sherritt Gordon conducted an energetic prospecting program throughout northern Manitoba, giving particular attention to the belt of favorable greenstone rocks north of the Churchill River. From 1937 to 1941 a number of gold showings were located but nothing of economic value was found.

THIS paper is condensed from several reports by members of the staff of the Minerals Testing Laboratory of the Tennessee Valley Author-ity, on a series of experimental tests in the beneficiation of barite of the Valley area. These experiments were conducted upon a large number of samples taken from several mines in three different districts. The area contains numerous producing deposits, nearly all of which are hampered by the high iron and silica content of the ores. Because of the small difference in specific gravity between the iron oxide and the barite, a gravity separation is generally poor. The removal of the iron thus offers a special problem. Some of the operators have turned to magnetic separation to meet the shipping requirements for less than one per cent iron. The present experiments were conducted to determine the application of decrepitation or flotation in simplifying the concentra-tion of the barite by removing the iron oxide and silica in one operation. Practically all the barite marketed in the area has been as "off-color" crude. The bleaching studies were made to determine the bleach-ability of the ores to alleviate this inferior grading, placing them on the market as bleached barite.

In the concentrator of Kamioka Mine, lead-zinc bulk differential flotation is practiced. It results in three kinds of thickener over- flow, namely; tailing, lead concentrate and zinc concentrate, which are discharged as wastewater. Since these three kinds of overflow differ from each other in water quality, they are separately recycled to appropriate processes based on their water quality. The tailing and the lead concentrate thickener overflow are directly recycled to their respective suitable processes. However, as the zinc thickener overflow contains Cu(CN)3--, ZnS, CdS, CN-, xanthate and frother, the total zinc thickener overflow cannot be recycled at one time to any one process without creating harmful effects. Consequently, all the ingredients in the zinc thickener overflow other than CN- are floated by Ion-Precipitate-Ultrafine-particle flotation, using Nagahm flotation machine. After this treatment, the zinc thickener overflow, containing only CN-, is effectively recycled to the lead-zinc differential flotation circuit. Thus the integrated recycling of waste-water greatly reduces environmental problems, and in addition it generates a sizeable profit by improving overall mill recovery, and permitting the reduction of reagent consumption.

The profeseional career of Thomas Septimus Austin, who died at El Paso, Tex., Aug. 23, 1906, was contemporaneous with the growth of the silver-lead smelting-industry of the Far West, to which his talents and zeal contributed in no small degree. Born at Stratford, Conn., Dec. 7, 1853, he was the seventh son in a family of thirteen. His parents were well-to-do; and he received a thorough preliminary training at the Hopkins Grammar School, New Haven, Colin., passing thence to the Columbia School of Mines, in New York, where he was graduated in 1876. His first professional work was that of analytical chemist with a Cuban sugar company. In this position he spent a year, and, whatever else of benefit he may have acquired during that year in Cuba, he gained a facility of speech in the Spanish language which was of inestimable value in his subsequent work in Mexico and the southwestern United States. In 1877, he went to the Rocky Mountains, and, under the firm name of Murphy & Austin, opened an assay-ofice in Lead-ville, Colo., which was just then coming into public notice as a rich silver-lead camp. The next year, however, he entered the service of the Germania Smelting & Refining Co. at Salt Lake City, Utah, where he remained until 1882, first as assayer and chemist, and later as Assistant Superintendent. The Germa-nia bears the honorable distinction of being one of the first of the large " custom" lead-smelters erected in the West. Its founders may be called the pioneers of the modern lead-smeltr ing practice, and the Germania served, to a large extent, as a model for the many plants that sprang into existence during the next few years in Utah, southern Idaho, Colorado and other lead-producing districts. R. S. Shoemaker: Our first question is, is there a need for a grizzly before a primary crusher? What is its effect on crusher capacity and crusher maintenance? Is it worth the extra capital cost in a crusher installation? Vincent: ASARCO has a grizzly at Mission. Utah Copper uses grizzlies ahead of their gyratories. There is some quite abrasive ore at Mission, an argillite type of rock, which has a work index of 16.5 to 20, which is getting up toward the taconite classification. We get a life of 12- 16 million tons per set of concaves or per mantle with the grizzly ahead of the crusher. At Duval Corp., some 6 miles to the south of Mission, their crusher installation on a good, hard rock does not have a grizzly, and the last information I had is they get a life of about 2 ½ -3 million tons on their mantle and concave. At Silver Bell, our other copper unit in Arizona, they do not have a grizzly ahead of the gyratory and there they get a life of about 5-6 million tons. At Utah Copper, which we all know is a fairly soft ore, relatively speaking, they get a life of 24-27 million tons with grizzlies ahead of the crushers. I think a grizzly has a very definite effect on the life of the mantle and the concaves. As far as a jaw crusher is concerned, I think that usually it is desirable to have a grizzly if it is properly designed, which means it is self- cleaning. Otherwise I would not like to see one in the circuit.

There is only one way to transport natural gas and that is by pipe lines. In the past few years, these lines have been extended rapidly into areas which previously had been served mainly by solid and liquid fuels. In the subject given me, this extension is referred to as an invasion, which implies a rather forceful entry. Whether or not such an implication may be applied to recent natural-gas developments is unimportant. It is the fact of the extension, not its definition, which is important. For centuries, natural gas has been utilized for various purposes in many parts of the world. It was the foundation of fire worship at Baku. The Chinese used it for the evaporation of brine in salt manufacture. In our country, its history seemingly dates back 110 years to the vicinity of Fredonia, N. Y., where seepage gas was assembled and used for lighting purposes. A few years later, a %inch pipe was laid to a lighthouse on Lake Erie, and the early records of the Lighthouse Service tell of the difficulties surrounding this use. With the discovery of oil in Pennsylvania, there followed further development; the town of Titusville was piped with natural gas and, some few years later, gas was made available for manufacturing plants adjacent to the oil fields.
