The American Institute of Mining and Metallurgical Engineers was the first American technical organization to consider steel-rail specifications and sections. If I am not mistaken, the first contribution on those subjects to the Proceedings of the Institute was presented by Prof. Thomas Egleston, in 1874, and was entitled "Investigations on Iron and Steel Rails made in Europe in the Year 1873.1" The next contribution was Dr. C. B. Dudley's report of his investigation for the Pennsylvania Railroad of the wear of steel rails in their tracks, in 1878, which contribution led to a very memorable discussion that extended through several meetings.2 In 1880, Mr. C. P. Sandberg3 presented an article on rail specifications and inspection and rail sections. This was followed, in 1881, by A. L. Holley,4 in his exhaustive report on the then used American rail sections. The next contribution, I believe, was made by myself' at the Buffalo meeting, in 1888, on steel-rail specifications, which I followed,6 in 1889, by a paper on steel-rail sections. Since that time there have been numerous contributions to the Transactions of the Institute in relation to the manufacture of steel rails. The American Society of Civil Engineers officially took up the investigation of the relation of rail sections to the wear of car wheels in 1888. In the prosecution of this work, the Society appointed a special committee, whose labors extended through several years and resulted in an exhaustive report to the Society in 1893.7 Later, another committee was appointed to consider specifications for the manufacture of steel rails; the labors of this committee extended over a period of several years, a final report8 being made in 1910. It was my fortune to be the secretary of both of those committees.

It may seem necessary to offer an apology for presenting for consideration a process which is conspicuous by its absence in the literature of the Institute, and which may be thought by some to belong to the past in metallurgy, and to have been already superseded. But the large capital invested in puddling calls for a careful consideration of the question whether the time has certainly arrived when the puddling furnace must be replaced by the converter and open-hearth furnace. May there not still be a place for puddled iron alongside of molten iron and steel, and is not the improvement of the puddling process itself worthy the attention of engineers equally with the Bessemer and open-hearth processes? The changes involved in the conversion of pig iron into wrought iron are well understood and need only be briefly alluded to. The patent of Henry Cort bears the date of 1784. Since that time * the improvements in the process have mainly consisted in the replacement of sand by iron bottoms by Samuel Baldwyn Rogers in 1818, and the still more recent substitution of iron oxide for the refractory materials used for the rides and bridge of the hearth, which distinguishes the wet or boiling process from the dry or pnddling process. Chemically, the process consists in the removal of the metalloids from the pig iron, a result effected mainly by the iron oxide. Silicon is first oxidized, then the phosphorus, and finally the carbon. The silicic and phosphoric acids produced pass into the cinder and the carbonic oxide burns as it escapes from the bath of metal. It is interesting in this connection to note the effect of temperature on the removal of the phosphorus from the iron. As is well known, no phosphorus is eliminated under the oxidizing influences prevailing in the Bessemer converter, while from 70 to 80 per cent. is removed in puddling. THE text of my talk was suggested by the invita-tion of your secretary, who said that the excess productive capacity of the bituminous industry was a matter of common concern to engineers and coal operators. Cognizant of the depressed condition of the industry, he tactfully added that in common council we might find wisdom. Certainly it would seem that the application of the best engineering knowledge available would be helpful in solving mining problems. There is no doubt that clear thinking, characteristic of the engineering type of mind, is essential to untangle the shapeless pattern which increased complication, so often mistaken for progress, has developed. There is much thinking today which neither looks forward to a logical combination of ideas nor backward to simple fundamentals. The result of that sort of thinking is hopeless confusion. Lately we have heard much about excess capacity and overproduction, along with their attendant evils. Respecting the bituminous coal industry, these terms have been frequently misused. How many of us have seen them applied to the coal industry but how few of us have understood them. I am reminded of a state-ment which William Green, president of the American Federation of Labor and a former miner from the Ohio field, gave to the Associated Press last month, in which he was quoted as saying: "The coal men must realize that conditions have altered since the World War. To-day they are producing a billion tons a year, with a market for only half that tonnage." I cite this instance as a glaring example of the flood of. loose statements about the bituminous industry with which the public is being deluged. If the general public, or some of the newspapers, had any passion for the facts, this sort of misleading statement would not get very far. Unfor-tunately, in these days, opinions are more sought after than facts, and statements by such a person as Mr. Green and are promptly accepted by a credulous public.

DuRing the winter of 1868-9,I was called upon by Professor F. H. Storer, to put up the Bunsen filter pump in the chemical laboratory of the Masschusetts Institute of Technology. As the laboratory is on the lower floor, it was found necessary to use a great deal of cumbrous pipe and apparatus to get the necessary column. It was then suggested that if an instrun~ent could be devised which would make use of the hydrant pressure in the service-pipe, it would do away with the objectionable features of the Bunsen pump. After using the Bunsen pump for some years, the jet pump to be described in this paper was devised, and it has since been adopted by Prof, Wing in the quantitative laboratory of the school. I am much indebted to Prof. Wing for his aid in starting the manufacture in brass of these jet pumps, whieh are now to be had in Boston. The jet pump much resembles the Giffard injector in form. It, differs from it in the fact that water is the impelling fluid, and air the impelled, while with the injector steam is used to impel water. The principle of condensation of steam, which is availed of in the injector, is entirely wanting in the jet pomp. The jet pump consists in a water jet, w, (see figure), a constriction or waist, a, and a waste tube, o. The success of the jet pump depends on the follow ing conditions: 1. The relation between the sizes of sectional area of a and w. ' 2. The proximity of n and w. 3. The form and angle of the two hollow cones whose vertices make the constriction a. 4. The relative size of sectional area of w and o. 5. The zigzags, or an equivalent means of making foam. At the Director's dinner of the A.I.M.E. on. April 22, Mr. Sengier of the Union Minière du Haut Katanga was a guest. Though a member of the Institute for sev-eral years this was the first occasion on which he had had opportunity to meet with it, and in response to an invitation from President DeGolyer, after expressing his pleasure at being present, he told informally of the present development of the Congo with which he has been so closely related. From his remarks the follow-ing has been prepared.-EDITOR. AS you know, the Belgian Congo, a fairly large colony compared with the territory of Belgium, is in the center of Africa. Natural waterways, railroads now built and new railroads under construc-tion, give increasing means of transportation and are helping toward development. The mining industry is by far the most important part of our colonial activity. Considering that we are all engineers, I will confine my figures to mining enterprise. First I will show you the relative importance of the mining industry com-pared with the total exports of the Belgian Congo. During 1925 there was exported 100,000 tons of cop-per, valued at about $25,000,000; 900,000 carats of diamonds, 8000 lb. of gold, 1700 tons of cassiterite, 300 .tons of cobalt, and 20 grams of radium, of a total value of about $35,000,000. Other products to a value of about $12,000,000 and consisting mainly of palm nuts, palm oil, cotton, ivory, copal, rubber, were also exported. From this you will see that mineral products account for about 72 per cent of the total exported value. Copper alone amounts to 52 per cent of the total and 72 per cent of the mineral exports. All minerals, with the exception of gold, which is mined by the government, belong practically toy two mining companies in which American and British capi-tal is interested with Belgian. These two companies (one called Forminière, interested in the diamond busi-ness, and the other called the Union Minière, interested in copper, cobalt, tin and radium) were formed twenty-five years ago. They started producing in 1911, but the war prevented normal operations, and active de-velopment could only be carried on after the Armistice.

In a paper read at the Lake Superior meeting, August, 1580, an account was given of the successful use of Rendrock. and Monaky powder upon a .scaffold- and salamander in the furnace. On April 5th, 1881,' the same trouble called for like treatment, which, though not so immediately successful, was on the whole more instructive than the first trial, and points, I trust, to a reasonably sure remedy for all such difficulties. Up to December 4th, 1880, foundry and mill iron were made from Old Bed and Sew Bed magnetite, and Kearney red hematite, when a return was made to Bessemer iron, from an inferior quality of New Bed ore as compared with that used during first blast. January lath, 1881, New Bed, Chateangay, and East-shaft, a newly-opened Bessemer deposit of Messrs. Witherbee, Sherman $ Co., were first used, and continued up to February 13th, on a fuel charge of 80 per cent. anthracite and 20 per cent. coke, the product on the three ores being about 10 tons more per day than on New Bed alone. From this time until March 11th all coal was used, and New Bed, Chateaugay, and East-shaft ores, up to February 224 and from that date Chateaugay and New Bed, the product falling off 9,8, tons per day as a result of not using coke. It is fair, however, to state that the furnace was not in good condition during this period, being over-burdened, and the New Bed ore was, temporarily, uncommonly poor, for reasons of no particular interest here. The ore deposits at Firmeza have been worked continuously since 1884; those at Daiquiri since 1895. It is surprising, therefore, that they have not been the object of careful geologic study until quite recently. It is true that considerable attention was paid to these deposits by A. C. Spencer, in 1901, in the report on the geology of Cuba, by Hayes, Vaughan, and Spencer,l but this was only incidental to a hasty general reconnaissance of the Island. As far as the Daiquiri deposits are concerned, this gap has been filled by the appearance of the two papers by Prof. James F. Kemp2 and by Prof. Waldemar Lind-gren and Clyde P. Ross respectively.3 Max Roesler, first holder of the Emmons fellowship, made a detailed study of the Firmeza deposits during the past summer, so that soon we can expect a full description of them. Consequently, there is no, demand at the present time for a description of the deposits from other sources, and that is not the purpose of this paper. The papers on Daiquiri, however, leave unsolved problems in regard to the age of the rocks of the district and certain phases of the genesis of the deposits, and it is with the hope of aiding in the solution of some of these problems that this contribution is offered. Kemp, and Lindgren and Ross agree in assigning these deposits to the type of contact metamorphic deposits. They disagree in part on the question of their localization. The deposits occur in an extensive area of diorite which includes numerous blocks of limestone, and sometimes are found in the contact zones between these blocks and the diorite, and in other instances are completely enveloped in the diorite, showing no apparent connection with the limestone. THE principles of the caving system, as they apply to mining of soft iron-ore deposits, are well known, as this method has been in use for many years. It is, however, necessary to give a general description of it before describing the Athens method. The shaft and surface equipment should be placed at a sufficient distance from the orebody, so that the caving and pulling of the surface will not disturb the operations of the mine. Levels are started at the proper intervals, and when raises are completed, slicing commences at the top of the orebody and progresses downward. The necessary precautions are taken to avoid the occurrence of large open rooms and it is customary to break sufficient capping to form a mat to prevent heavy falls of ground from crushing through to the lower sublevels and endangering the lives of the workmen. Slicing is continued, and when sufficient width and length are undercut, the capping commences to cave, and in time a settlement occurs at the surface. As soon as this caving commences, the pressure on the timber naturally increases; after it extends to the surface, the amount of pressure has a certain relation to the depth. In other words, the pressure increases with the depth, but not in direct proportion. At great depths, such as that found at the Athens, 2500 ft. (760 m.), the pressure might be so excessive that the cost of keeping working places open would be prohibitive. The actual caving of the surface in a deep mine, with a great thickness of capping, is slow and often takes years to accomplish. After sufficient width and depth -have been undercut, the capping starts to break away, but through arching large masses of rock-.fill the opening, support the capping, and retard the continuation of caving. Caving to the surface is, therefore, retarded until either a sufficient thickness of the orebody is removed, or the width and length of the undercut part have been greatly increased. I wish to emphasize this fact of slow caving, for it is on, this principle that the success of the Athens system. largely depends.

The paper describes the application of the logarithmic wedge sector method of quantitative spectrography to the estimation of commonly occurring minor impurities in crude and refined tin. Both arc and spark methods of emission were employed and with the former a new device was used to overcome difficulties arising from the low melting point of the metal. The impurities investigated included antimony, arsenic, bismuth, copper, iron, lead, and zinc, their concentrations lying, in general, between 0.01 and 0.50 per cent. The results obtained show that the method may be usefully employed for the estimation of bismuth, copper, iron, lead, and zinc, in amounts ranging from 0.50 per cent to well below 0.01 per cent. Arsenic and antimony, however, could not be estimated in amounts less than 0.03 and 0.07 per cent respectively. Out of a total of 116 estimations by arc and spark emission, in 96 the errors were less than 5 per cent of the total quantity of the element present, whereas in the remaining twenty, the errors lay between 5 and 25 per cent. Spectro-analytical data for the several impurities studied are given in the form of tables, and curves correlating line-intensity with concentration have also been included. DISCUSSION (R. G. Smith, London, England (written discussion).—I am interested in Dr Hitchen's account of his investigations on the application of spectrographic methods to the assay of tin and congratulate him on his valuable contribution to the literature on the subject of quantitative spectrum analysis. Some of the results obtained in the course of investigations carried out for the British Non-Ferrous Metals Research Assn., although obtained under somewhat different experimental conditions, may be of interest in connection with this paper. The production of oil in the Rocky Mountain district, including southeastern New Mexico, increased from 33,048,630 bbl. in 1930 to 34,325,163 bbl. in 1931. This increase was due to production in New Mexico, which exceeded the 1930 figure by approximately 5,000,000 barrels. Total production by fields is given in Table 1. Exploration during 1931 resulted in the discovery of a new oil-producing horizon in the Big Muddy field in Natrona County, Wyoming, and ' the discovery of a new gas pool in the Powder Wash structure, Moffat County, northwestern Colorado. Gas was discovered also in the Frontier sands of the Bunker Hill dome, Carbon County, Wyoming, but no test has yet been made by which to determine the significance of this discovery. All other exploration which resulted in increasing the known reserves of oil and gas in the district was confined to drilling in partly outlined fields where known limits of production were extended. During the year two major gas pipe lines were completed in western Montana, and one in southwestern New Mexico was extended into Arizona. One new project involving the marketing of natural gas from Wyoming fields included the conversion of an existing oil line to a gas line to serve towns in southeastern Wyoming and western Nebraska. Colorado The decline of 132,501 bbl. in the production of oil in the Colorado fields during 1931 from the figure of 1930 is due to the natural decline of existing wells, partly offset by the increased production in the Greasewood area. New exploration was limited largely to northeastern Colorado, where attempts were made to find oil in areas adjacent to the Grease-wood field. Powder Wash, Moffat County.—The Ohio Oil Co. is to be credited with the discovery of a gas field in the Power Wash structure in Moffat County, Colorado. The initial well drilled in sec. 5-11-97 encountered a sand at a depth of 2152 ft. which produced 34,188,000 cu. ft. of gas on an open-flow test. The rock pressure was reported as 630 Ib.

In every chemical reaction heat is either developed or absorbed, and this plus or minus heat of formation is as definite in quantity as the weights of the reacting elements. In this paper I shall show that each chemical element and each chemical radical has its own definite heat-valency,—a fact which, so far as I know, has hitherto escaped the attention of investigators, but, I feel sure, will be admitted after the demonstration here given, and may lead to some practical conclusions of value. When Berthelotys " law of maximum work " was found to have so many inexplicable exceptions, the pendulum of a scientific theory swung away from a recognition of the truth underlying that proposition; and this reaction went so far that not only has thermal chemistry been relatively neglected by recent investigators, but it is not uncommon now to find textbooks on physical chemistry which practically ignore all that Thomsen, Berthelot and others have done. To this temporary tendency of thought I attribute the failure to recognize the principles herein announced and explained. Not long ago, while studying tables of the formation-heat of various salts, I noticed that in this respect all potassium salts in solution differ from the corresponding sodium salts by 9.3 cal.1 I found also that similar differences exist between other salts, not only when the basic radical is varied, while the acid radical remains constant, but also when the acid radical is the variable. Thus chlorine salts in solution differ from bromine salts in this respect by 10.9 cal. Upon further study, I found that Thomsen had noted similar constant differences, but, so far as I can ascertain, he appears to have attached no great significance thereto.

SECONDARY fertilizer minerals include borax, gypsum and sulphur and such compounds as the sulphates of copper, magnesium, manganese and zinc; also the carbonate and oxide of magnesium. Potash, phosphates and nitrogen are generally considered to be primary fertilizer materials. The growing plant, under the average conditions of growth, is able to get from the soil the mineral elements required for the completion of its life cycle. The elements taken up are numerous and the vital functions of some of them yet remain to be determined. However, in the commercial growing of the plant (farming) something much more than the mere completion of a life cycle is required. There the maxi- mum possible growth of plant or yield of seed or fruit are the objective and for that objective the average soil is deficient in some elements, and additions from artificial sources are desirable. Commercial fertilizers (15,000,000 tons in 1946) are designed to supply those deficiencies. Long experience has taught that nitrogen, phosphorus, and potassium are the elements most apt to be required and in a greater degree, and to supply them is the-basic function of the fertilizer industry. Thus nitrogen, phosphate, and potash are designated as the major plant-food materials. But other mineral crop nutrients may likewise be deficient in varying degrees as determined by diagnostic techniques, soil tests, plant analysis and foliar symptoms,3 calling for their addition from artificial sources if maximum crop yields are to be obtained. Because used in lesser amounts and frequently in relatively minute amounts as compared with the major three, they are designated either as "minor elements," or, if used in larger amounts, as "secondary elements." Thus, included under the two designations, in alphabetical order, are: borax; copper sulphate; magnesium carbonate, oxide and sulphate; manganese sulphate, and zinc sulphate. Obviously, the sulphates of the metals copper, manganese, and zinc cannot be considered as "industrial rocks," but they are given brief mention for whatever interest may pertain there to.

In an earlier publication, the application of exoelectron technology to the monitoring of dry grinding in a ball mill was reported. Recently, the author has investigated the ball mill problem in more detail with the system shown in [Fig.1]. Here, some of the current generated in the ore-ball-water mixture was picked up by the metal chains and served as a measure of the rate of grinding. While the mechanism of current generation has not been completely clarified, a parallel study of electrical effects associated with rock drilling indicated that the major driving force is the zeta potential*, while oxidation of the freshly fractured material provides the remainder of the current. Both of these effects are sensitive to the exposed surface area, and it might be expected that the observed currents would provide a measure of the grinding rate. This "surface area" effect allows the measurement system to be used in any type of rock or ore grinding. Some studies with sulfide copper ore indicate higher currents than those observed with silica sand, but the overall pattern of current versus grinding rate is essentially the same. Experimental Studies The experimental system was set up as shown in [Fig. 1]. The initial studies were done with silica sand because of its availability and for comparison with the data of reference 1. The sand was sized to an average of 425 /MI (40 mesh); a typical charge consisted of 2.5 kg (5.5 lb) of sand, 0.85 L (0.22 gal) of tap water and 2.5 kg (5.5 lb) of iron grinding balls 25.5 mm (1 in.) in diameter. For a typical "run," the mill was loaded with a fresh charge of ore and operated for periods ranging from 10-60 min. During this time, the current was measured with a Keithley 417 picoammeter and a chart recorder. At the end of the grinding period, the charge was removed and sieved to recover the 425, 300, and 212 µm (40, 50, and 70 mesh) fractions which were then drained and weighed. A fresh charge was used for each test and every attempt was made to keep the draining and weighing processes uniform.

The Ashanti mine is located in the Gold Coast region of West Africa in Ghana, where gold is found over a wide area of about 105,000 sq km (40,000 sq miles). Ashanti has been the most productive of all the lode mines and has been one of the world's notable gold producers for over 50 years. The mine is located at Obuasi, 113 km (70 miles) north and east of Tarkwa, which is 80 km (50 miles) inland from the coast. The Ashanti lode is worked on 300 m (1,000 ft) of strike length over a width of 12 m (40 ft), and by 1934 it had attained a depth of 700 m (2, 300 ft). The lode is in pre-Cambrian granite intruding a system- of shists, phyllites, etc., containing fragments of the wall rock with quartz, carbonates, sericite and small amounts of pyrite, arsenopyrite, sphalerite, galena, and gold. The shattered quartz fractures carry sulfides and gold, most of which are invisible. (William Harvey Emmons, "Gold Deposits of the World," McGraw -Hill, 1937.) Because the mill treats an ore composed of refractory sulfides - chiefly arsenopyrite and fine free gold - the flowsheet reflects the complex ore characteristics. Plane tables are used in the grinding, circuit for free gold recovery. After roasting the sulfide flotation concentrates, additional free gold is recovered from the calcines with a rotary belt concentrator and the two concentrates are combined for feed to the amalgamation pans, with the resulting gold amalgam being retorted. Following four-stage crushing to minus 9. 5 mm (318 in.) with two stages of grinding, the cyclone overflow is floated for sulfide recovery. The flotation concentrate is roasted with the calcine reground and roughly cyanided to scalp out the gold readily dissolved in one of two cyanidation circuits. The cyanide residue joins the thickened flotation tailing for cyanidation in a complete CCD circuit using filters. The gold precipitates are calcined before melting in pot-type furnaces. The tonnage to the mill of 3,175 mtpd (3,500 s tpd) with a content of over 14.7 g per mt (0.43 oz per st) places the Ashanti production as one of the top producers in the world; and with its past long life, the total production rates it as one of the world's great mines.

I have read with much interest the elaborate and able paper of Messrs. Granger and Treville on the Mining Districts of Colombia, presented at the Atlantic City Meeting (ante, p. 33). Going into detail, however, as the paper does—and particularly with reference to the department of Antioquia, I am somewhat surprised that the property of the Frontino and Bolivia Company, probably one of the richest and most extensive in Colombia, should come off with such scant notice. The entire property embraces an area of some 28 square miles, and is situated at a distance of about 2 leagues from Remedios—after Medellin probably the most important town of the Department—and lying in approximately '7° N. latitude. The neighborhood of Remedios has been long celebrated for its production of the precious metal. Alluvial gold in large quantities has been obtained from the vicinity for upwards of two centuries; and even to-day a large proportion of the population finds a comfortable livelihood, during the dry season, in washing the sands of various rivers, notably the Rio Porce; while the amount of gold, in the form of nuggets, brought almost daily to Remedios and other points, from streams in the immediate neighborhood, is astonishing. These nuggets vary much in size. The majority, of course, are small, but larger ones are by no means scarce. I have been considerably surprised at the amount and value of the trade thus transacted between natives and merchants of the various towns. The property owned by the Frontino and Bolivia Company has been, I believe, for the larger part of the present century,

When Professor Stoek asked for a paper on the above subject, it was too late to prepare by June 1, or near that time, one that would invoive any appreciable amount of experimental work or original research; but the suggestion was made that a review of the literature bearing on the subject might be submitted in good time, and that later this could be supplemented by any experimental data obtained during the summer, if experiments were carried out. In accordance with this suggestion, there are submitted the following notes on references found in the literature of recent years bearing on sulfur in gas. It is to be understood that, in general, these notes express the opinions of the authors whose papers are abstracted, not necessarily the opinions of the abstractors. Very little published information was found bearing directly on producer-gas sulfur, so this has been supplemented, in certain phases of the subject, by references to illuminating gas. Methods of analysis and processes for the elimination of sulfur from the gas are, without much doubt, very closely related in these two products. As in illuminating gas, sulfur is found in producer gas mainly as hydrogen sulfide, mixed with a much smaller and variable quantity of carbon bisu1fide.l The presence of minute quantities of other organic-sulfur compounds has been intimated, but no definite statement is made concerning these. The amount of sulfur present in producer gas is variable and depends on several conditions. The primary factor is the quantity of sulfur in the fuel, but the form in which the sulfur exists, the temperature of the producer, the air-steam ratio, and the efficiency of the scrubbing process are all determining factors. When the coal used contains less than 0.5 per cent. of sulfur, the sulfur in the gas will not exceed the quantity found in the average illuminating gas.2 Sulfur in producer gas may safely run higher than that in coke-oven gas, due to the lower-flame temperature

IN the Northern Rhodesia copper fields the size of the orebodies and the exceptionally consistent values over great distances made it possible to outline the ore with drill holes spaced at 1000-ft. intervals; in some cases, 2000-ft. intervals.. Owing to the fact that the size of the deposits made it very evident that much outside capital would have to be called in to develop them and, owing to the wide spacing of the holes, it was essential that the sampling of drill holes be as accurate as possible, so that outside examining engineers could adopt the results as trustworthy within the limits of accuracy of the drilling method. With this object in view, the field staffs of the Selection Trust group of companies have studied for the past three years, and are still studying, drill sampling in a very thorough manner, and for this reason it is felt that these notes may be of interest to engineers or students who are, or in the future may be, in charge of drilling operations. The orebodies in this field lie in shales and sandstones, more or less indurated, in the lower strata of the Roan series, and the copper mineralization is in the form of sulfides predominantly, with some oxidized copper minerals. In contrast with the previous year's activity, the California oil industry for 1938 showed a decrease in drilling, market demand, and discovery of new oil reserves, although there was an increase in oil production. Although additions to reserves from new fields and extensions were less than withdrawals during the year, reappraisals of discoveries in 1937 added to new discoreries during 1938 amounted to over 300,000,000 bbl. The following comparative statement shows the important changes in various phases of the industry: Throughout the year the storage situation became progressively more acute, owing principally to less Pacific foreign demand, and increased potential from drilling the newly discovered fields and pools (Fig. 1). California storage increased approximately 32,000,000 bbl. during 1938, most of which (approximately 18,000,000 bbl.) was heavy crude and residuum. The market demand for the year was around 600,000 bbl. per day. Because of the trend toward Diesel power for heavy transportation, the non-gasoline-bearing crudes arc fast becoming a drug on the market. New discoveries were instrumental in increasing the potential production of the state from 1,076,000 bbl. per day in January to an all-time high of 1,420,000 bbl. per day at the close of the year; although the indicated reserves of these new discoveries were not equal to the yearly withdrawal of 249,000,000 bbl. As of the end of 1938, the state was voluntarily curtailed about 58 per cent. As a result of prospecting during the year, six new fields were discovered, three fields were extended, and deeper zones were reached in five of the older fields.

The water-supply of a country may be considered from three points of view: (1) its abundance and availability for agricultural purposes; (2) its chemical properties in their relation to manufacturing purposes; and (3) its quality and quantity as affecting domestic consumption. This paper concerns only those characteristics which may affect manufacturing and domestic uses. The so-called sanitary analyses deal not only with the common mineral elements found in water, but with organic matter and with those substances which, by their presence, indicate changes taking place through the agency of living organisms. Since these living organisms are frequently accompanied by others, capable, as are believe, of causing disease, the products of their action are looked upon with suspicion even when, as in the case of nitrates, that action may have taken place at a time long past. Therefore, upon the quality of the water-supply depends much of the history of a country, when rightly read, as well as much of its promise for the future. Thus, the hardness," or content of calcium and magnesium salts, gives a means of distinguishing at once between the waters traversing only igneous or other siliceous rocks and those coming from calcareous deposits. The presence of decomposing organic matter and intermediate products betrays a use of the water as the public carrier of refuse, which renders doubtful its fitness for domestic supply. In certain regions, one of the most valuable historical records is made by the relative amount of chlorine in the different waters. In the absence of rock-deposits carrying salt,, the chlorine present in rain and snow, and hence in mountainstreams and springs, appears to be derived from the air-borne, finely divided salt spray resulting from the beating of the ocean waves on the coast. The oil industry can prosper only if crude production is not excessive. This is true for several reasons. In the first place, the marketing branch of the business is so highly competitive that there is little room for profits in it. There are too many service stations, too many middle men or jobbers, too many refiners eager to press their products upon the market. And the battle is between the strong. If any money is being made in oil today it is by small marketers who buy products from the refining companies and sell on guaranteed margins. In the second place, refineries are overbuilt. There is a large surplus refining capacity. If refined stocks were drawn down they could and would be replenished in short time on short notice. This excessive refining capacity is not serious, however, if the supply of crude is limited to trade requirements. True, it may reflect upon the intelligence of the industry, but if there were a shortage of crude for a few years refining capacities would be readjusted. In the meantime no great harm could result from some idle capacity. It requires no computation to see that refiners could not produce surplus stocks of products from a short supply of crude. I have in mind, of course, the increased yields from cracking. Allowance must be made for that. Still, the picture is the same; less crude is required. I think we can have prosperity in the oil business if too much crude is not produced. A proper limit at this point would be felt all the way down the line. It would slow the refiner and slow the marketer inevitably. Once this constant pressure to make more and sell more is off, operations will be normal and there will be some return on investments. Peices in Relation to Production Potential production at this time is very large, and this condition has existed for many months. As a result the price of crude is low. It is below the average cost of production. Nevertheless, if restraints were withdrawn actual production would immediately increase and the situation would become even worse than it is now.
