Electrochemical measurements have been carried out in an auto- clave to investigate the electrochemistry of hydrogen precipitation of nickel from acetate buffered solution. After having previously obtained the rate equation for this reaction we have now made a concentrated effort to explain the rate equation electrochemically. A saturated NaC1-type Ag/AgC1 reference electrode has been improved so that it can be used in an autoclave. Polarization curves for the reaction, [H2=2H+ + 2e,] on nickel electrode were measured in solutions free from nickel ions at 185°C, and the parallel curves were obtained by changing PH2 and pH for normal and reverse reactions, respectively. Polarization curves in nickel solutions were complex, probably because the potential of hydrogen electrode is close to that of nickel and of the nickel surface altered during polarization. Then the nickel electrode potential and the reaction rate were measured simultaneously during pressure reduction at various hydrogen pressures and at various nickel concentrations. The reaction rates in terms of current density were plotted to obtain the local polarization curves for reactions Ni2+ + 2e ? Ni and H2 ?2H+ + 2e. The anodic and cathodic local polarization curves exhibit potential dependency. Therefore it is likely that the pres- sure reduction can be regarded as a coupled electrodes reaction.

In the mid-1950s the importation of foreign oil began to encroach on traditional coal markets such as railroad steam engine fuel, home heating, electrical generating plants, and others. Many of the smaller coal companies with substantial coal reserves subsequently found that they could no longer continue to mine economically and merged in various ways with larger established coal mining concerns. As the seats of top management and authority were removed from the mines to large metro centers such as New York, Pittsburgh, and Chicago, the more personal relationship between mine workers and management that had existed prior to these mergers began to be eroded and replaced by 'remote control mine management. The disappearance of this face-to-face contact of upper management with mine employees tended to create barriers blocking simple effective communications between coal mine management and labor. In examining the human relations aspects of the coal mining industry, many elements, some concerned with work and others not, have depicted the industry as almost devoid of good applied human relations and communications practices, and, in truth, little has been done to alleviate this situation . In past years many coal producing companies, with the exception of one of the largest, failed to adequately define the term “communications” as it applied to their companies, whether internally or externally. Internally many still place heavy reliance on written communications such as company-wide newspapers to do the job of communicating with their employees which they feel ought to be done. One company puts an inordinate belief in its company "newspaper" as the primary instrument to stimulate its work force into increasing productivity. Primarily aimed at the workers, who greatly outnumber the salaried administrative people, this publication mainly documents the fortunes of individual mine workers who are felt to have achieved something with their lives, e.g., a mine worker who had managed to put four children through universities, the

The melting of cathode copper, ususally containing 95.98+ per cent. • Cu, would appear to be a simple matter. Owing to the well known affinity of copper for sulfur, however, so much sulfur is absorbed by the copper during the operation that a long and expensive refining process is required to remove it, and the final product is inferior in purity and lower in electrical conductivity than the original cathode copper. The furnace operation, as now conducted, includes the following stages: 1. Charging the cathodes into the furnace. 2. Melting the cathodes. 3. Oxidizing period—saturating the copper with cuprous sub-oxide and bringing the metal to the condition known as "set copper;'' this is now done by blowing air into the molten bath of metal. 4. Reduction period, otherwise known as "poling," whereby the oxygen previously added is removed by covering the molten bath completely with coke or charcoal and introducing large poles of green wood; this reduces the cuprous sub-oxide, bringing the copper to the "tough pitch" stage ready for casting. 5. Casting Period. Many experiments have been made to obviate the long periods of oxidation and subsequent reduction, with no success. While the copper first cast will be good, as indicated by the set surface of the bars, it is impossible to hold it to the "tough pitch" condition, and long before the whole charge has been poured the copper will become "overpoled," entailing numerous difficulties. Sulfur has always been blamed by the furnace men as the reason why this refining process is necessary, yet the literature on the subject does not sufficiently emphasize how small a proportion of sulfur will ruin copper for practical purposes. The sulfur absorbed by copper during the melting period comes from two sources: (1) the sulfate left on the cathode sheets in the tank houses; (2) the fuel. THE rapid increase in cost of discovering new orebodies by churn drilling in the Tri-State district has led to some attempts to lessen the expense by using geophysical methods. Electrical prospecting was tried three or four years ago, but no successful results were recorded. In 1926, the Federal Mining and Smelting Co. engaged the North American Exploration Co., of Houston, Texas, to make some tests with the torsion balance. At first, it was thought that the most favorable conditions for discovery of ore deposits with the torsion balance would be in locations where the ore was known to occur at rather shallow depths, FIG. 1.-CROSS-SECTION OF DUENWEG LEASE. therefore the first trial was made at Duenweg, east of Joplin, where some zinc ore had been developed at a depth of 130 ft. The gravity gradients at 61 stations on a tract of about seventeen acres indicated plainly one large zone of maximum gravity and a smaller narrow zone of minimum gravity. Fourteen churn-drill holes, half of which struck ore, show that all the ore found was located outside the zones of maximum and minimum gravity. In the zone of maximum gravity the limestone beds were closest to the surface, and the first chert beds encountered were at the greatest depth. The results (shown in Table 1) indicated that the gravity of the, limestone was greater than the gravity of the fractured chert together with its orebodies, and probably also greater than the bouldery soil and clay on top of the limestone. A cross-section of the Duenweg lease is shown in Fig. 1.

IN a paper published three years ago,' the term "silicic chemistry" was used for the first time to emphasize the increasing importance of the chemistry of silicon in science and technology. The development through which the colloid chemistry of siliceous matter has gone since then is in itself ample proof that the coining of this new term for this branch of colloid science was not presumptuous. Until quite recently, however, silicic chemistry concerned itself only with the composition and colloidal properties of natural and synthetic siliceous matter, but had not paid much attention to the genesis of this matter, particularly to that of the clay minerals. What is even more disturbing, particularly from an educational point of view, is the fact that neither mineralogy, geology, nor metallurgy has fully realized the important role colloidal phenomena must have played in the genesis of our planet and the formation of minerals generally speaking. Considering the importance of colloid chemistry today in the fields just mentioned, it is not surprising that the theories most agreed upon by geologists and mineralogists for the origin of clay minerals are not acceptable from a strictly colloid chemical point of view for the genesis of these most important and most abundant components of the earth. Of all the theories pertaining to the origin of clay minerals, those still most accepted by geologists and mineralogists are the "residual clay" and the "transported clay" theories.15 The former is based primarily on the assumption that the formation of clay minerals is the result of surface weathering of fresh rocks, or is due to the action of solutions. Taking the action of water on orthoclase as an example, the most recent ideas have been summarized by H. Jenny13 as follows:

BY taking advantage of the fundamental difference between screening and classification-namely, that specific gravity has no effect on screening but is one of the important factors in classification-a combination of the two may be used as a process of mineral concentration. Although this fact is not new, so far as is known it has had little or no commercial application. The scheme is not presented now as a process for producing finished products but rather as a preliminary operation rejecting part of the barren material from an ore before it is subjected to more costly treatment. That is largely the function of the new heavy-media concentration processes that have been widely accepted. Original installation costs for the present sink-float processes are relatively high, however, which confines their use to operations where large tonnages are handled. Sink-float has been successful on only the relatively coarse (approximately plus 10-mesh) portion of an ore, and it is in this same range that classification screening can function most satisfactorily. Theoretically, there is no upper limit to the size of particles that can be handled in a sink-float operation, but the degree of liberation in the very large pieces usually limits this. With classification screening, particles from 3/8 to 1/2 in. would be the largest that could be handled, but the lower range could be extended somewhat below 10 mesh. In order to take full advantage of the difference in specific gravities of the minerals being separated, sorting in the classifier should be under as extreme hindered-settling conditions as possible. Laboratory tests have been made on a galena ore and on an artificial mixture of quartz and magnesite to determine the separations that may be expected. Although more than one scheme may be followed, in these tests the separations were made by cutting the underflow from the classifier as a concentrate and then screening the overflow. The screen oversize was rejected as a tailing. Classification was done in a hindered-settling teeter column and screening was done by hand, using the standard [v2]series. The accompanying flowsheet gives the testing procedure followed. [ ]

In an address delivered at Atlantic City, N. T., Dec. 5, 1918, M. L. Requa, General Director, Oil Division of the United States Fuel Administration, said: We face a new era with all its uncertainties. We have arrived at the period of reconstruction and are face to face with the problems concerning which we have so often speculated during the past four years. In all this reconstruction work the United States must bear an important part. We are looked upon to lead the way, to blaze the trail and our actions will have a profound influence upon the rest of the world. If we are to succeed, even in part, we must not be ashamed to practise economy; we must not despise the clay of small things; the little savings; we must have the closest cooperation between Government and industry. Just as truly do we need civic awakening. All that we have ever fought for, the liberty of the world, is comprehended in the ballot; and yet how lightly we have held this great privilege! We need, if we are to reap in full the benefits of the past 18 mo., an awakened civic consciousness; a jealous guarding of government; a resolution that we will, each and all, perform to the full the duties imposed upon us by Democracy; that we will perform more completely the obligations resting upon us as citizens. During the war, industry, through sane cooperation and intelligent effort, has accomplished results possible of attainment in no other way. Government and industry have worked hand in hand and pointed the way o to future activities which, if realized, can but be most highly beneficial to all. If Government and industry are to fulfill their respective duties satisfactorily, it is obvious that there should be complete mutual confidence. Industry must not attempt to "put something over"-and Government must treat with industry upon the high plane that has characterized the public utterances of the President during the war. The individual who cannot conform to these high ideals should have no place in industry, and equally no place in Government. If the dignified and broad princi-

The following points serve to supplement the interesting theoretical study on forward combustion by Thomas, and may be of some general interest. The mathematical model presented by the author can be viewed as a first approximation to the problem of calculating the vertical burned height profile resulting from ignition of the interval | z |<h/2 in a very thick formation. However, the assumption of a given minimum combustion temperature T, would give a better approximation to the vertical burned profile if the burning height were not constrained to stay within the ignited layer. This follows from the fact that both fuel and oxygen are present in the adjacent region, |z|>h/2, and for certain combinations of process variables the temperature is sufficiently high for complete combustion to occur. In this case, the vertical coverage will first become greater than the ignited interval before cutting back to zero as the extinction limit is approached as shown in Fig. 1. Such growth of vertical coverage is possible if the minimum combustion temperature is less than the initial source temperature (r = rj) at the edge (z = h/2) of the ignited interval. But this latter temperature is equal to one-half the source temperature for the case of infinite burned height.&apos;,&apos; Thus growth will occur initially if The fact that the vertical burned height can be greater than the ignited interval complicates the picture considerably, as can be seen by referring to Fig. 1. Here burning occurs in Region A, whereas none was possible in the original mathematical model. At the same time, there is no combustion in Region B, contrary to the assumption of burning in the entire layer |z|<h/2. This apparent inconsistency suggests that the vertical coverage derived from this simple model does not adequately represent the vertical height of the burned zone. A more compatible model will result from the actual stepwise calculation of the burning length (as a function of time) that would give rise to the specified combustion temperature. This problem can be more conveniently attacked by using the temperature distribution, given by the author&apos;s Eq. 12, expressed in the integrated form:

For some time researchers have attempted to in- crease drilling efficiency (and therefore reduce costs) by adding certain chemical agents to the circulating medium. The effect of some organic additives on the diamond drilling of quartzite was recently investigated in the laboratory by personnel of the U. S. Bureau of Mines. In these tests, the penetration rate and bit life were found to increase with the use of additives. In addition, an economic analysis of a hypothetical 1000-ft hole showed that additives can reduce drilling costs by 30%. Wetting Agents Improve Drilling Efficiency Much of the interest in the use of wetting agents to improve drilling efficiency is the result of an observation made by Rehbinder, Shreiner, and Zhigach.1 These investigators postulated that drilling creates a region of increased crack formation directly below the bit and that a circulating medium that wets the rock will also penetrate the micro- cracks of the predestruction zone. Increasing the molecular affiinity (wetting ability) of these circulating media for the surface of the rock helps the deformation and destruction by softening the rock in the zone of increased crack formation. In this manner, the hardness or strength of the rock is decreased as the medium wets the rock in the predestruction zone. This is known as the "Rehbinder effect." Rehbinder&apos;s work has prompted many investigators to examine the relationship between the use of additives and the mechanical destruction of rock. Engelmann, Terichow and Selim reported that the maximum penetration of the rock by a diamond point in a solution environment was at the isoelectric point of the mineral and solution interface.2 Improvement in rock breakage with the use of additives was observed by Frangiskos and Smith.3 Joris and McLaren suggest that additives having a lower surface tension than water will also be more efficient in cooling the diamonds.4 Additives help remove fine cuttings from the face of the bit and improve efficiency. The latter two authors also report an improvement in impregnated bit life and penetration rates with the use of soluble oil additives. All of these investigations were initiated in the hope of discovering what economic benefits will accrue with the use of additives.

PROBABLY some of the views advanced in this paper will appear, from a metallurgical standpoint, little less than revolutionary. It is with considerable hesitancy that I venture to offer a few thoughts concerning what, seems to me to be perhaps the most important development of metallurgy since the introduction of Bessemer steel. Dr. John Percy, with that rare insight which characterizes the epoch-making man, described in a communication to the Royal Society, about 1855, an alloy of duminum and copper which he called aluminum-bronze. The name has "stuck." The term "bronze" has been so variously used that I confess I do not know exactly what constitutes a bronze; but I know that in the great materials of engineering simplicity of composition is a cardinal excellence; and I wish to venture the suggestion that aluminum-bronze is not an alloy of aluminum and copper in any such sense as the compounds of tin and zinc with copper (except the copper-tin compound SnCn3) are alloys. There are several reasons which lead me to this view. In the first place, if a series of bars be prepared containing varying percentages of aluminum and copper, and the electrical conductivity of these bars be carefully determined, a curve of conductivity will be obtained, as shown in Fig. 1, which represents the result of such experiments. While I am not sure, at this time, that the values of conductivity shown in this diagram are wholly dependent upon the percentage of aluminum added, the assumption is a probable one; and the curve indicates that an extremely small percentage of aluminum affects the conductivity in a ratio out of all proportion to the amount of that metal. Another reason is drawn directly from experience in the foundry. If we take from the furnace a crucible containing melted aluminum and one containing melted copper, both at a little more than a red heat, and pour them together, the reaction is so intense that the

FOR many years the treatment of mine timbers with preservatives was confined to a few pioneer plants in the United States, and it is only in the past few years that the practice has grown appreciably. In a field study of the mine timber situation in Illinois, Pennsylvania, and further study of the situation in the country as a whole, I found that most mine operators did not keep records on mine timber that would afford the necessary data for determining the possible savings from preservative treatment. Some primary questions the mining engineer should be able to answer before making his decision on preservative treatment. for a particular mine are: (1) Quantity and cost of timber going into permanent workings annually; (2) quantity and cost of annual replacements due to decay; (3) life of untreated timber in different places; (4) desired life of timber. With the necessary facts in hand, he can then con-fidently select a method of treatment and preservative that is best suited to his needs. In former years when timber was cheap and an abundant supply could be had close at hand, as was the case in the majority of mining regions, the mine op-erator did not concern himself much except to see that enough was supplied to keep the workings safe. The cost figure for timber and labor, distributed to cost per ton of ore, was all the bookkeeping necessary. With present costs of timber, labor, and increasing length of haul to the mine, many operators are paying closer attention to timbering costs and studying them in. more detail. Some of the larger and more progressive opera-tions now keep detailed&apos; figures that give information on all phases of their timber problems. Petroleum producers in the Mid-Continent field, up to the present time, have been more concerned with the mechanical operation and efficiency of the gas-lift than with its possible effects on the physical properties of the oil. As a result few specific data are available on the subject and contradictory opinions exist. Some operators are positive that the gravity of the oil is decreased, while others present data which definitely show that the gravity of the oil is increased. In other localities, some operators have given careful attention to the effect of the gas-lift on the gravity of the oil. When the emulsions formed have given much trouble, the problem has usually been dodged by placing the well on the pump. Certain Fundamentals Certain fundamental results may be expected under ordinary conditions and with all types of crude oil, when gas is the prime mover of oil in producing formations. For example, the gravity of oil will decrease as the rock pressure in the producing formation declines, the change being greater in the higher gravity oils. Furthermore, the character of emulsion formed is primarily dependent on the kind of oil, thus more refractory emulsions are formed from asphaltic-base oils, less refractory from mixcd-base oils, and the least refractory from paraffin-base oils. However, refractory emulsions are sometimes formed from paraffin or mixed-base oils that are difficult to treat by ordinary methods, especially by electrolytic processes. With oils having the same base, those of lighter gravity are less subject to the formation of emulsions, especially of refractory emulsions. There are two types of emulsions formed; namely, water-in-oil emulsions and oil-in-water emulsions. The former are the more common; in fact, very few examples of oil-in-water emulsions have been noted in the oil fields. The amount of water produced with the oil influences the percentage of emulsion formed. Agitation and velocity of flow play an important part in the forming of emulsions.

H ORACE VAUGHN WINCHELL was born at Galesburg, Michigan, Nov. 1, 1865, and died at Los Angeles, California, on July 28th of this year, at the age of fifty-seven. Mr. Winchell was one of the conspicuous geologists of his time. It may fairly be said that he was a geologist born and reared. His father, N. H. Winchell, was professor of geology at the University of Minnesota; his uncle, Alexander Winchell, was professor of geology at the University of Michigan. Under both of them Horace studied, graduat-ing at the University of Michigan in 1889. Mr. Winchell at once began that active life in the field which he followed for 34 years and until his death. The first years of his professional life were largely spent in the study of the iron ranges of Min-nesota. In 1898, he re-moved to Butte and became geologist in charge of the geological depart-ment of the Anaconda Copper Mining Co. and allied companies. There he remained for eight years. This period covered the trying days of the mining controversies be-tween the Anaconda and associated companies and the Heinze interests, and it fell to Mr. Winchell to direct the geological studies and development in connec-tion with that litigation. Recognizing the importance of careful geological study in the practical operation of mines, he organized and developed the splendid geological department of the Anaconda Copper Mining Co. This was one of his greatest contributions to the mining industry. Probably no mining company has attached the impor-tance to geological study and continuity of geological mapping in connection with mining operations that the Anaconda company has. It has given broad authority to its geological department and the development of its mines is under the direction of its geologists. The broad vision of Mr. Winchell was responsible for the adoption of this policy, one which is being profitably employed by many other organizations.

IN the anthracite coal regions of Pennsylvania the custom has been to sight either at an open light (generally a mine-lamp), or at the string of a plumb-bob. If the station was intended to he a permanent one, a spud, as it is called, that is, a nail resembling a horseshoe nail with a hole in the head, is driven into the timbers over the station, or, if there be no timber, a hole is drilled in the coal or rock roof, into which a wooden plug is driven, which serves to hold the spud. The first operation in making a survey is to lay out the stations, that is, to mark the place where the holes are to be drilled for the plugs or the points on the timbers where the spuds are to be driven in. This should be done before any instrumental work is begun, as much labor can generally be spared, and the use of very short sights can often be avoided, by carefully laying out the stations beforehand. When the stations were laid out, a plumb-bob was hung from the innermost spud, which I will call No. 1, the instrument was put in position at No. 2, by plumbing down and putting a centre-pin under the spud, and then setting up over the centre-pin, and another plumb-bob was suspended from No. 3. If great accuracy was not required, a mine-lamp was set up under the plumbbobs, at No. 1 and No. 3, and the engineer sighted at them. If great accuracy was required, a lamp or some white sbface was held by an assistant behind the strings of the plumb-bobs. To work with any speed by the latter method (i. e., the accurate one), it was necessary for the engineer to have three assistants on whom he could rely even when the chaining was done afterwards; viz. : one to hold the light behind the string at No. 1, one at No. 3, and an assistant at the instrument to hold the light while levelling, reading the in

THINKING that it may prove of interest to the Institute, I have prepared a short account of the blowing in and subsequent working of the "A" furnace of the Edgar Thomson Steel Works. This furnace was built for the purpose of making spiegel, but has been started and is now running on Bessemer iron. The shape and size of the furnace are shown in the accompanying drawing. It will be seen that the section is formed of lines making very small angles with each other. In fact, an arc of a circle can be drawn, from the top to the tuyeres, which will nowhere deviate more than two inches from the lines given. In building, also, great pains were taken to gradually round the angles, so that the most careful observer, standing in the crucible and looking upward, could not tell at what points the slopes changed. It will also be seen that the widest part of the furnace is almost exactly midway between the bottom and the stock line, The flattest slope is maintained for 20 feet above the crucible, and is about 1 s inch to the foot from the perpendicular. The furnace is lined with small brick throughout, and has six tuyeres four inches in diameter, which project seven inches inside of crucible. There are three Siemens-Cowper-Cochrane stoves, each 15 feet in diameter by 50 feet high. Blast is furnished by an upright engine with 32-inch steam cylinder, 84-inch air cylinder, and 48-inch stroke. The steam cylinder has balanced poppet valves, working horizontally. The steam valves are worked by a Porter link-movement in order to obtain a variable cut-off. The exhaust valves are worked by a separate eccentric. It is intended to attach a governor to the cut-off, but at present it is set by hand. The steam cylinder is

THE mechanical behavior of molybdenum has become a matter of considerable interest in recent years because it has a reasonably high strength at high temperatures. Various aspects of its fatigue behavior have been investigated previously,1-3 and the results can be summarized as follows. Recrys-tallized molybdenum exhibits a fatigue limit which decreases continuously with increasing temperature. The ratio of fatigue-limit stress to ultimate tensile stress is high (0.6 to 0.8) and reasonably constant. The present work was undertaken to determine the effect of variations in environment on the fatigue of molybdenum stressed in fully reversed axial tension compression. In order to provide a basis to which these data could be compared, a complementary series of fatigue tests were made in vacuum. All of the specimens used were made from one mill lot of unalloyed molybdenum which had been vacuum-arc melted, worked down to 1-in.-diam bar, re-crystallized, then warm-worked to 5/8 in. diam. The interstitial content by weight was as follows: C—0.022 pet, 02-0.0026 pet, Hz-0.0001 pet, and N20.0002 pct. The average grain diameter in the transverse direction was about 0.035 mm, and the average grain length was about 0.15 mm. Typical tensile-test data are shown in Table I. None of the specimens tested exhibited an upper yield point.

There exists an unconfirmed opinion among many ironmasters that the combination of a small quantity of manganese, chromium, titanium, tungsten, aluminium, nickel, and some of the metalloids with iron has a beneficial effect upon the quality. And the impression prevails in some localities that the excellence of steel greatly depends upon the influence of some of these elements. Brit as the recorded experiments are so meagrely described, and made under such various conditions, the student in search of information upon the subject is somewhat bewildered by the contradiction of the opinions expressed. Observing some interesting phenomena while experimenting with an alloy of iron, copper, and nickel, I was led to determine the effect of some of the metals upon iron as free from contamination by other elements as it is possible to procure in practice, in order that the result of an alloy of an individual metal with iron might be more closely studied; for it is almost an impossibility to determine the influence of a small amount of one element upon a metal combined with a large amount of another, and the mere presence of another sometimes makes this difficult. And as most of the experiments recorded upon this subject have been made with iron containing sufficient carbon and other elements to interfere with the effect of that metal the influence of which it was desired to observe, I have endeavored to avoid these sources of error as far as practicable. THE production of non-ferrous secondary metals has become a large and important industry in the United States, and deals with practically every type of manufacturing concern.. Its business is unique in that it generally buys from its customers as well as sells to them, whether they are individuals, cities, corporations, or the United States government. Its operations are of vital importance to the success and prosperity of many of the nation&apos;s most important manufacturers; yet there are few industries about which less is generally known by those outside it, whether concerning the magnitude of its operations or the details of its actual technique. The industry itself is to blame for this meager publicity, because its technical men have made few attempts to openly exchange ideas, in spite of the excellent examples set by the iron and-steel or the copper and brass industries. Whether this is due to the ancient shroud of secrecy generally supposed to cover smelting operations, or because its technical men actually felt that the industry was too puny to be interesting, is hard to say. This paper will consider its subject in a &apos;general way, attempting to show something of the size and importance of the industry, as well as its fitness to do its work well. Attention will be called to the sound economic reasons for the handling of non-ferrous wastes by specialists, and to the often unseen losses of metals and labor which occur when manufacturers reclaim&apos; their own metallic wastes.

Some two years ago the Petroleum Division of the A. I. M. E. organized a special study of unit operation. That method of handling oil pools had been urged as the remedy that would save the United States petroleum industry from the crisis that even then loomed as more than a small cloud on the horizon. Today it is only one of several remedies vigorously advocated. Proration, regulation of imports, unit operation, constructive marketing and interstate compacts all have their earnest proponents, but the advocates of each have been disposed to look with indifference on the other respective proposals, with the result that none has had united support. Meanwhile the industry has drifted rapidly toward a serious crisis, the imminence of which in itself may bring the solution. The gravity of the situation tends to force study of the merits of proposals that a short time previously were brushed aside as impractical; and to the surprise of most of us we now find merit where previously we thought none existed. Irrespective of what might have been the result had any single proposal being adopted years ago, it is now apparent that under present conditions no one of the remedies—unit operation, proration, regulation of imports or constructive marketing—standing alone would be of much benefit. On the other hand, it is becoming evident that a well balanced program comprising all four of these remedies might save the United States petroleum industry; also that some such comprehensive program might be necessary to save it. It is even becoming evident that the despised interstate compact might be an appropriate type of machinery in which to group and coordinate all these remedies. We have progressed beyond the belief that either the industry or the government working alone can correct the situation, and have arrived at the more healthy realization that the task will require most sympathetic cooperation between government and industry, backed by an equally sympathetic public understanding.
