I HAVE the pleasure of exhibiting samples of the rock in which the South African diamonds are said to occur, for which I am in debted to Mr. Franz Groeger, of Vienna, formerly an assistant of the Royal Imperial Geological Institution, whose account of the general geology of Southern Africa was contained in a recent number of the proceedings of that Institution. The rock is apparently a sort of tufa, evidently of volcanic origin. Mr. Groeger assured me that it could be seen in situ, bounded by uplifted stratified rocks; and that diamonds had been mined from it, by means of shafts, some distance below the surface. Groeger calls it "greenstone-tufa," and says of it, in the proceedings of the Geological Institution, " it breaks through the younger members of Group III [lower Trias and Jura], . . .. and crops out in oval masses, filling fissures . . ..The occurrence of this tufa is not locally limited, but has been traced and proved already over a large territory." DR. HUNT remarked that the material looked like the trass of the Rhine region. He thought it a new occurrence for diamonds. He believed diamonds to belong to ancient crystalline rocks, although these materials might be brought tip by volcanic agency, and the diamonds remain unaltered. In the volcanic rocks of Auvergne, crystals of sapphire, zircon, and spinel are found; and yet no one supposes that these minerals have been generated by volcanic agency. He had had a conversation with Bertrand de Lom on this subject, who agreed with him that these minerals, being hard and resistant,

THE importance, to geologists and metallurgists, of knowing the mineralogical forms in which the silver occurs in ores has increased during the past few years, and will continue to increase as long as working hypotheses are converted into proved theories and rule of thumb methods are supplanted by scientific data. The methods used for the determination of these silver minerals have been: (1) careful study of polished ore sections with the microscope, and more recently, (2) metallurgical separation of the ground ore by flotation, tabling and panning, supplemented by microscopic examination of these separated minerals, and chemical analyses. During the course of some experimental work carried on by the testing department of the International Smelting Co. and myself, it becomes important to determine, in a general way, the distribution of the silver values in the minerals, as they exist in Tintic Standard and North Lilly siliceous oxidized lead-silver ores. These mines are in the East Tintic Mining District, State of Utah. In this work the second method was used. Differential flotation tests were run, separating the sulfide from the oxidized minerals, and the products were assayed. Various concentrates were carefully panned and the separated products assayed; special samples of ore were selected and assayed. The microscope was used only for the purpose of determining whether the individual minerals were in the so-called "free" state.

Advantages to Members of Our Advertising Section.-It is our intention to make the advertising section of the Bulletin as comprehensive as possible, so that members can turn to it for complete information as to where to buy the best mining and metallurgical supplies at the lowest prices. No firms or supplies of dubious reputation are advertised in the Bulletin. If members, in buying any material, will refer to the advertisement of that material in the Bulletin, or if they do not find it advertised in the Bulletin, will, when ordering, ask the manufacturers why the goods were not advertised in the Institute publication, it will be of material benefit to all of us, because the chief reason why advertisers are unable to trace direct results is because purchasers do not mention the Bulletin when writing. Finally, if members, when in need of anything whatsoever, will write to the Institute headquarters, an effort will be made to send them a complete list of manufacturers able to supply the desired materials of good quality. The furnishing of these lists will be a benefit to our Advertising Department, as well as to the members. We need scarcely call attention to the advantages obtained by the members from the money which advertising brings in, because all this money is returned directly to the members in one form or another.

The Institute is custodian of -funds for support of numerous gold medals and prizes and has representatives on boards awarding still others. Details regarding the Institute Awards are given below. The Institute is represented on the boards of the John Fritz Medal, the Hoover Medal and the Washington Award, in connection with the three national societies of Civil, Mechanical and Electrical engineering; and, also, in the case of the Washington Award, with the Western Society of Engineers. The Institute is represented with these four societies on the committee in charge of the Alfred Noble Prize.

In the analysis of comminution processes, it is necessary to have a detailed knowledge of such subprocesses as: transportation of the particles to the zone where they are stressed; the stressing of particles to a level high enough for breakage; removal of the fragments that are smaller than the limit size from the grinding zone; and prevention of agglomeration of the fine fragments. Breakage phenomena of particles is the most difficult subprocess to understand. It can be understood only by applying the principles of fracture physics to obtain information about the stress-strain field in particles which are loaded either by compression or by impact, and by using this theoretical knowledge to interpret experimental results obtained from single particle crushing studies. Two important features of the "Science of Communition" are discussed: the fracture physics and crushing under controlled conditions with special reference to single particle crushing, packed bed crushing, measurement of energy needed for fracture, fragment size distribution, and new surface area produced. The important features of these aspects are detailed, namely, energy balance of a crack, influence of environment, specimen size problems, and energy utilization in single particle crushing.

In a former paper on Western Smelting Works, I mentioned the great difficulty of obtaining accurate information in regard to the economy of the processes in practice; and to-day, although nearly two years have elapsed since my former paper was written, I am sorry to say that very little improvement has taken place in the keeping of accounts, and in the direction of a more systematic management in the majority of these works. But I am quite certain that by this time even the most sanguine furnace managers must have become convinced, from the experience of the last year, that somewhere in their processes there are enormous losses. Rates for the purchase of ores in 1873 were not as high as they were in former years in certain parts of the country ; labor was no 'higher than formerly; the demand for unparted lead was good throughout the year, with the only exception of the time of the panic, in the fall of 1873; yet there are, of between 40 and 50 works, not more than two or three in Utah and Nevada to-day, that have paid a reasonable interest on the capital invested.

REALIZING that aluminum will have a great role to play in the coming industrialization of China, Chinese geologists have long been looking about for some aluminum deposits. The possible sources appear to be alunite, the alumina-rich shales, and the bauxite deposits. The locations of deposits are shown in Fig. I. ALUNITE Our attention was first directed to the alunite deposits along the southeastern coast of China. Table I summarizes the reserves now believed to exist in that region. [ ] Other alunite deposits have been found in Kiangpei, Szechuan province; Channing, Liuyang and Hsanshan, Hunnan province; Tsingchow and Chowyuan, Shantung province. No reserve figures are available. HIGH-ALUMINA SHALE Shale high enough in aluminum to serve as a source of that metal has been found in northeastern China (Table 2). [ ] In Manchuria, the Manchuria Light Metals Co., at Antung and Fushun, operating under Japanese control, has been the only active producer of aluminum. It is not known, however, whether the company uses local raw materials or imports ore from elsewhere.* SHANTUNG BAUXITE Bauxite was first recognized in China at Paoshan, Shantung province. IN examination of some cold-rolled copper and cupronickel that contained a little columbium, it was discovered that these alloys were unusually resistant to annealing. This effect was sufficiently pronounced to warrant some investigation [ ] of the annealing characteristics of such compositions. EXPERIMENTAL PROCEDURE The alloys were made from cathode copper, electrolytic nickel, and a special copper-columbium hardener alloy furnished by the Electro Metallurgical Corporation. This hardener alloy contained 10 per cent columbium, with tantalum, aluminum and iron as major impurities. The melting was carried out in a clay-graphite crucible in a high-frequency induction furnace, under a charcoal or [ ] electrode carbon cover. No deoxidizing additions were made. The 7-lb. copper heats were poured into a steel mold, hot-rolled to ¼ -in. thickness, and annealed for ½ hr. at 760°C.; the cupronickels were annealed I hr. at 815°C. The material was then cold-rolled to a go per cent reduction in thickness and annealing tests were carried out on this 1/8-in. hard-rolled strip. A novel process is described for the selective flotation of scheelite from low-grade (- 0.5% W03) tungsten ores having appreciable quantities of calcareous and siliceous gangue minerals. Specifically developed for the Tempiute, Nevada facility of Union Carbide, the process yields tungsten concentrates exceeding 15 percent W03 with at least 85 percent recovery. This condition was not achieved through conventional processes. This process consists of conditioning the ore pulp with judicious amounts of lime, followed by soda ash and sodium silicate as modifiers. The scheelite is then floated using a mixture of oleic and naphthenic acids as collector. Contrary to the common observation as to the deleterious effects of calcium in fatty acid flotation systems, lime addition is found to be beneficial in achieving satisfactory results. The process has also shown excellent results on a Brazilian scheelite ore.

As part of an effort to provide basic data on the fundamental scientific and engineering principles of minerals beneficiation, the Bureau of Mines is conducting research on the flocculation of mineral fines. This paper presents results of studies using cross-linked starches containing carboxyl, diethanolamine, iminodiacetic acid, and xanthate groups to flocculate hematite, goethite, chromite, manganite, pyrolusite, cuprite, and cassiterite fines. The carboxyl and xanthate derivatives flocculated all minerals except cassiterite; the latter was flocculated by only the diethanolamine derivative. The imlnodiacetic acid derivative flocculated hematite, goethite, chromite, cuprite, and pyrolusite fines. Zeta potential measurements were made to help define the reaction mechanism responsible for flocculation. These measurements indicate that electrostatic attraction probably is not involved, except possibly in the case of the diethanolamine derivative. The separation of hematite from quartz by selective flocculation with chelating crosslinked starches under two pH conditions and with two dispersing agents is described. Best recoveries and grades were found when either the carboxyl or xanthate derivatives was added at the natural pH of the pulp in the absence of a dispersing agent.

INTRODUCTION The design of engineering structures such as mine openings in and foundations on rock requires a knowledge of the constitutive laws governing the behaviour of discontinuous and layered rock masses. At the present time there are two main approaches for predicting the stress distributions and displacements in such engineering structures. In one method, the whole of the rock mass is discretized. The behaviour of the components of the rock mass, that is, the joints and the intact rock are modelled using analytical techniques such as the finite or boundary element methods. Typically the intact rock is modelled as a linear elastic material bounded by non-linear discontinuities. An alternative method of analysis is to describe the load-deformation properties of the jointed, layered or even reinforced rock mass in terms of smeared or equivalent homogeneous material properties. Such equivalent material properties may then be used to compute the stress distributions around openings and in foundations using standard methods of analysis such as the finite or boundary element techniques. Once the stresses have been obtained for the equivalent material, the stresses in the individual constituent layers or discontinuities may then be determined. Each approach to the problem has particular advantages. The first method is more likely to yield results which more closely represent the behaviour of the rock mass, since the behavioural responses of both the joints and intact rock are modelled. However, for many large or complicated geologic structures such an approach can become unweildy and uneconomical. In such cases, the equivalent

Problems related to strip and auger coal mining have grown with the development of the industry and the economy. New technology has produced equipment that has made mining by surface methods not only highly productive, but potentially highly destructive of water resources and natural environments. On the other hand, growth of the economy has produced an increased demand for clean water and created new demands for amenity values that natural environments provide. Thus, opposing forces have created conflicts in resource use. And these conflicts have made surface mining highly controversial. Resolving the controversy will require the solving of complex economic and social problems. The essence of the economic problem created by surface mining is that, in the absence of proper regulation, substantial costs resulting from the process are borne by the public rather than the mine operator. The major goal for the regulation of the surface mining industry is to provide controls which will promote the attainment of maximum social welfare. Deciding upon the type of controls required, and how to apply them to attain a social optimum, however, poses some very difficult problems. In a comprehensive article on this subject, David B. Brooks defined the problem and suggested that benefit- cost analysis might be helpful in providing guidelines for making decisions about surface mining regulations.1

US Tin Mission To Study Costs in Far East A move to obtain adequate supplies of tin at prices the United States is willing to pay was initiated when the interagency tin mission left for the Far East. The Mission, which includes representatives of the Reconstruction Finance Corporation, State Department, Defense Minerals Procurement Agency and the Bureau of Mines will go to Indonesia and Malaya. The primary purpose of the mission, according to officials, will be to study tin production costs, not to negotiate for the purchase of tin. The mission will be prepared to enter into negotiations, if the Far Eastern producers are amenable. The United States withdrew as a large-scale buyer of tin some months ago in protest against what it considered exorbitant prices being charged in the Singapore market. Subsequent attempts to negotiate for a steady tin supply at what this country considers reasonable prices have been unavailing. The U. S. is prepared to enter into a two or three year contract with the price of tin somewhere between $1.00 to $1.12 per lb. The decision to abstain from the market has not yet put a squeeze on U. S. supplies. Substantial quantities of tin still are coming in from Malaya under an old contract.

A METALLURGICAL process to be economically successful must be carried on under proper conditions of control and equipment. The question of equipment is always of primary importance. In the dis-tillation process for the recovery of zinc by retorting, the retort is the all-important piece of equipment. Each retort in a working block must function as a separate unit. Over-all block efficiency is the result of the ability of the individual retort -to withstand the severe conditions of operation for a maximum period of time. Therefore retort manufacture has been an ever present problem with the operator of a zinc-retort-ing plant. During recent years the zinc-plant operator has been faced with rapid changes in the character of the ores and concentrates. Operating costs have increased as a result of the- introduction of the flotation process and the amount of flotation concentrates to be handled. To counteract increasing costs, the operator has found it necessary continually to attempt heavier loading of retorts, until a 45 to 50-lb. charge per cubic foot of retort space has become common practice. Heavy loading has brought about severe firing conditions, which, in turn, have emphasized the necessity for further improving the quality of the retort. Increasing percentages of detrimental impurities in the retort charges have also added to the operator's difficulties.

The descriptive term "rock mass" encompasses individual block dimensions ranging from centimeters to many tens of meters. Strength and deformability vary both qualitatively and quantitatively as a result of this size range. A key issue is therefore the appropriate size of the test sample. A large body of test data was reviewed to determine the influence of block size on the displacement required to mobilize peak strength. It is shown that the shear strength and shear stiffness reduce with increased block size due to reduced effective joint roughness, and due to reduced asperity strength. Both are a function of the delayed mobilization of roughness with increasing block size. A method of scaling shear strength and shear displacement from laboratory to in situ block sizes is suggested. It is based on the assumption that size effects disappear when the natural block size is exceeded. This simplification appears to be justified over a significant range of block sizes, but is invalidated when shearing along individual joints is replaced by rotational or kink-band deformation, as seen in more heavily jointed rock masses. Recent laboratory tests on model block assemblies illustrate some important effects of block size on deformability and Poisson's ratio.

AMONG the petroleum-producing countries of the world, Roumania occupies the fifth place; in Europe, it occupies second place, coming after Russia. The extraction and the use of petroleum in Roumania, may be trace( as far back as 1856, but the production on an industrial scale started in 1896, when the "Steaua Romana," was formed. From that time until the beginning of the war, the petroleum industry had a rapid growth the number of the producing companies increased to 37, and production FIG. 1.-ROUMANIAN OIL AND GAS FIELDS. increased from 81,571 tons, in 1896, to 1,898,545 tons, in 1912, when the greatest production was reached. In 1916, when the Germans invaded Roumania, the oilfields, at the order of the Allies and under British supervision, were destroyed, to pre vent their exploitation by the Central Powers; the wells were blown in the refineries and the storage tanks burnt, and pipelines put out of order This voluntary destruction, which weakened the resistance of the Central Powers, set back the petroleum industry at least one decade. Reconstruction after the war was slow, because of bad transportation conditions the scarcity of drilling and refining material, the insufficiency of. electric power, and the continuous depreciation of the Roumanian money, which made difficult the buying of the necessary materials for reconstruction.

BLEACHING clays have been used extensively in the oil-refining industries for a number of years. Their use in water purification is relatively recent and less extensive. They are frequently classified as (1) those naturally active and (2) those active after artificial activation with acid. Fuller's earths fall within the general group of bleaching clays and gradually the commercial term "fuller's earth" has been applied to natural clays originating, for the most part, in the south- eastern section of the United States. Bentonitic clays are usually classed as activable and are prevalent in the southwestern section of the United States. Bleaching clays vary considerably in chemical and physical properties throughout the country, or even in different parts of one deposit (Table 1). At the turn of the century, 90% of the energy output in the United States was generated by coal, and Pennsylvania was the ranking producer of this fuel. With the huge resources of easily accessible coal found by its early settlers, the Commonwealth was the nation's chief powerhouse for nearly 100 years. In 1928 alone, Pennsylvania mined a billion dollars' worth of coal-or enough to fill a train reaching more than twice around the world at the State's latitude. Coal constituted nearly 67% of the freight of Pennsylvania and was responsible for the State's $4-billion iron and steel industry. Pennsylvania was slow to take up its position as the greatest coal-producing state in the union, but the knowledge of its coal assets was not slow in accumulating. In fact, long before the white man arrived, the Indians were aware that many of the hills were underlain by black stones that would burn. But awareness was not enough. The early Pennsylvania settlers confined themselves to the southeastern corner of the State and had little need or concern for resources further inland.

Lineament and fracture analysis have enjoyed a resurgence of interest over the last several years, particularly since the advent of the Landsat series of Earth resources satellites. Some applications for lineament analysis include mineral, petroleum and ground- water exploration, engineering studies such as highway routing, mine roof stability, dam and power plant siting and general tectonic studies. The needs of each study may be different, but the general problem of large masses of data is common to all. Methods for efficient handling of the information and some statistical methods for its evaluation are discussed. These include comparing the lengths of the fracture population against known distributions, trend surface analysis of fracture lengths and number per unit area and multivariate analysis of rose diagrams. Examples are shown in an experimental program for predicting the presence of reef structures, areas of potential petroleum production.

Attention! Engineers! Geologists! Here is your Opportunity to be of Professional Service The war has interrupted the supply of many minerals, which were normally imported. In view of present transportation conditions, a serious shortage exists in certain materials and will soon develop in others. Some immediate action is imperative. The first thing is to take a careful inventory of American resources. We must know where the ore deposits are, what has hitherto hindered their utilization, what methods must be used, and what equipment will be needed if an emergency demands their rapid development. Many properties must be re-examined from a new point of view, that of present necessity rather than of normal profit. When the shortage is realized, the preliminary steps for relief should have been completed. It is a necessary and patriotic form of mineral insurance. Will you have a part in it? Do not forget that these are war times, and that what may have been valueless a year ago may be a "life-saver" now; an abandoned copper prospect of 1913 might make a successful pyrite mine in 1917. We are fighting an autocratic enemy who knows his resources to the last pound, and uses them with most efficient organization. We have no Kaiser, so each of us must do his share to put our Government in the same situation. The Government needs your facts.
