The strength of a natural serpentinite gouge was measured at 400°C and an effective pressure of 100 MPa. The strength of the gouge decreased with increasing pore pressure to 50 MPa and then was nearly constant between 50 and 125 MPa. The samples at 50-125 MPa pore pressure slid stably, whereas those at 3-25 MPa pore pressure showed stick-slip behavior. Lengthening the pre-heating time to 72,000 s of samples at 100 MPa pore pressure led to increases in both the strength and the likelihood of sliding unstably. With still longer pre-heating times, the strengths decreased again and sliding once more became stable. The strength of the gouge at 3 MPa pore pressure was unaffected by changes in pre-heating time. A possible explanation for the results is that excess pore pressures are being generated in the gouge, causing the true effective pressure to be lower than the apparent value.

One of the difficulties for many young engineers is the acceptance of responsibility. Even though they start as assistants to older men, they hesitate to offer positive opinions. They often make reports of observations and leave the boss to draw his own conclusions. If they happen to be in a position where they are not reporting to a senior engineer, and it is necessary to take the final responsibility for a decision, they try to get someone to help out and either assume or share such responsibility. Generally this is the result of want of confidence in one's self and fear that something may happen to go wrong and bring about criticism. Frequently diffidence is the principal factor. Young men come to me with reports on work that has been well done and well written up, who are evidently laboring under an intense desire to drop through the floor or to make a rapid' exit in some other way because of want of confidence. In my own early experience a consulting job came in that required considerable investigation. The man who was handing his place over to me mentioned my good fortune and I replied that the work would be interesting and I could handle it all right but feared the responsibility, which seemed considerable. The apparatus is composed of sections of small diameter, seamless steel tubing welded into a continuous flexible tube. At the bottom end a 1/4-in. pipe nipple with a 10 to 15-lb. weight is attached, together with a registering thermometer and a pair of ball check valves. The entire length of tubing is coiled in a single layer upon a drum 4 ft. in diameter which can be attached to the platform of a truck and provided with devices for winding and unwinding the tubing. Connections are made with the upper end of the tubing through a stuffing box, thence to a gas manifold to which a pressure gage is connected. Hydrogen gas is carried in standard 2-ft. cylinders and readings are taken by admitting gas into the tubing from one (or both) of the hydrogen cylinders until the pressure has been built up above that to be measured. At this time the gas supply is cut off. Excess gas escapes through the open end of the tubing and when equilibrium is reached, the pressure is read at the surface gage. Corrections are made for the weight of the column of gas. The advantages claimed for the apparatus include accuracy and the ability to measure the pressures at any number of points without removing the gage. Among the disadvantages of the apparatus are the somewhat bulky size of the equipment and its relatively high initial cost.

Date of Congress: Sept. 20-25, 1915 The Committee on Local Affairs is fortunate in having secured for a period expiring on Oct. 17, an option. on 100 rooms at the Palace, St. Francis. and Fairmont hotels, the three leading hotels in San Francisco, with the distinct understanding that, on account of previous engagements whereby the hotels are reserved to their capacity, the rooms must be vacated on Sept. 25, 1915. The rates applying will be $7 per day for the court rooms occupied by two people, or $10 per clay for outside rooms occupied by two people. The outside rooms will face the main thoroughfares at the Palace and will face the city and bay at the Fairmont, which latter is situated oil a high hill. The St. Francis faces an open square and is flanked by main thoroughfares on two sides. If any members desire their reservation to extend either before the 20th or beyond the 25th, the Committee will use its best endeavors to secure such extension in individual cases, in accordance with the indicated wish. The Hotel Bureau in San Francisco is co-operating actively and closely with the. Committee on Local Affairs of the International Engineering Congress and offers the choicest rooms in any of 350 hotels other than the three mentioned above. This Hotel Bureau controls 50,000 rooms in San Francisco, which are all provided with hot and cold water, stationary basins, baths, house telephones, elevators, and bell boy service.

FLASH roasting of iron concentrate is in the experimental stage at Copperhill. The problem is peculiar in that the iron concentrate is predominantly pyrrhotite; the ratio of that mineral to pyrite being 5 to 1. Results so far indicate that the heat, generated in roasting a material containing 52.0 per cent iron and 38.0 per cent sulfur, requires special handling and for this reason the installation costs per ton of roaster feed may be too great to compete with hearth roasting. Interesting features of flash roasting at Copperhill are: 1. The sulfur dioxide content of the roaster exit gas can be varied between wide limits. Eight per cent sulfur dioxide gas, with 1.30 per cent sulfur in the calcine, has been common practice and gas up to 13.0 per cent sulfur dioxide has been possible. 2. Temperatures of the exit gases are very high. When roasting 60 tons or more of iron concentrate per 24 hr. in a modified Wedge roaster, the temperature in the roaster rises to 2000° F. and the calcine is lowered to 0.20 per cent sulfur. If the entire roaster system could be constructed to withstand such temperatures, ideal roasting conditions would obtain as regards sulfur elimination and tonnage roasted.

If one is to place any credence at all in the reports published in the daily press, the subject of conservation has been a very lively topic of conversation during the past 60 days, and it does not appear that the temperature of the summer months has been in any way moderated by the discussion. It is a subject in which we are all vitally interested and to which, so far as our mineral resources are concerned, both the Institute and the Geological Survey have liberally contributed. The report of the National Conservation Commission, appointed by President Roosevelt, contains a series of papers on the conservation of mineral resources, all of which were prepared by members of the Geological Survey and were compiled largely from information previously collected by that Federal bureau in the performance of its regular duties. Henry M. Howe, Bedford Hills, N. Y. (communication to the Secretary.)*—Mr. Johnson's explanation, that the rounding of the graphite masses in oxygen-bearing cast iron is due to their being in part reprecipitated after re-solution in forming carbonic oxide temporarily with.that oxygen, is certainly most attractive and suggestive. It remains to be shown whether this rounding occurs also when the solidification is too rapid to permit this process to go on. J. E. Johnson might easily test this by casting a single ladleful of his oxygenated iron in masses of varying size. If this present hypothesis is true, then the rounding ought to increase progressively with the size of the casting, and with the distance from the outside, that is to say with the time available for re-solution and reprecipitation. I question whether a like benefit is to be expected even on this hypothesis, from the oxygenation of steel. The spheroidizing of graphite does good because graphite itself is so weak. But the constituent which can be spheroidized in steel is its cementite, which is a source of strength. Lamellar pearlite, in which this cementite in effect forms long den-drites, is far stronger than divorced pearlite, in which these dendrites have been broken up into spheroids. Even the surfaces of contact between ferrite and cementite are probably sources of strength because of the amorphous iron which probably fills them.

In U. S. underground mines concrete work is not widely used. Timber and steel are cheaper, and there are few serious water problems. But in the Union of south Africa men dig deeper, more persistently, and probably more profitably than anywhere else on earth. Some gold mines near Johannesburg are below the 10,000 level and employ as many as 35,000 natives on a single property. Underground substations, pump chambers, and air conditioning plants have capacity to serve small cities. The complexity and extent of underground operations and the heavy subsurface water flows, especially in the new Free State gold fields, require heavy in a Deep concrete installations.

In cooperation with the United States Bureau of Mines and the Idaho Bureau of Mines and Geology, the University of Idaho offers in the School of Mines a number of fellowships. These fellowships are open to college graduates who have had good training in mining, metallurgy, or chemistry, and who are qualified to undertake research work. The income of each fellowship is $720 a year for the 12 mo. beginning July 1, 1919. Fellows will register as students in the University of Idaho and become candidates for the degree of Master of Science in Mining or Metallurgy (unless this or an equivalent degree has been earned). Their class work-will he directed by the heads of the departments of instruction, but the greater portion of their time will be spent in research work under the direction of the Bureau of Mines staff resident at the University. The purpose f this work is to undertake the solution of definite problems confronting the mining and metallurgical industries of the State of Idaho. For 1919-20 the following subjects are being considered: 1. Flotation-with especial reference to differential separation of various minerals. 2. Availability of western wood oils for flotation purposes. 3. Treatment of the complex gold-silver ores of southern Idaho. 4. Ore-dressing problems. 5. Mining problems. One Sunday night last month the phone rang and it was George Schenck from Penn State. How would we like to see a big scrap operation, he wanted to know. A few days later we were on the Connecticut turnpike headed for New Haven to visit a large scrap operation, M. Schiavone and Sons. George had a large clam basket in the back which he explained was for collecting trophies. The car shredder, he said, turns out some fancy metal shapes. In fact, they have gained a certain acceptance as objets d’art among George's friends and relatives. He thinks there may be a small, but possibly lucrative secondary market for shredded cars in the art world if the idea is imaginatively promoted. On the way to New Haven we received a briefing on the scrap industry. The scrap business grew from humble beginnings. Mostly it was started by a few immigrant Jews who collected junk in hand- or horse-drawn carts. The fortunate one might even have had a truck. Before proceeding further, we hasten to point out that the word "junk" is strictly taboo among scrap people, who prefer to refer to their industry as the "secondary metals industry."

Engineers and masters of enterprise are waking fast to the realization that there is something more in the relations of employer and employee than mechanical output, which can be measured mathematically, and that the human side of service must receive greater consideration for the future. So much has been said and written on this subject that it has passed into a truism. Should not the same element, long neglected, be considered as of even greater importance than questions of "administration and membership, in the plans of engineering societies? Should mutual service and interest end with mere technical output by members and the rendering of care and management by officers? The world is recognizing, as never before, obligations for service to fellowmen clue from all, high or low, in rank or wealth. Our technical societies, organized for professional protection and advancement, are, insensibly to themselves, almost without conscious intent, widening their field of service to members and dealing heartily with questions broader than technique. Those who are doing such service find unconsciously more and more satisfaction in work so rendered. The growth of knowledge that comes to subaltern engineers or veterans by converse and contact with their fellows, working along and versed in the same subjects, brings interest and friendship. In this way are built some of the warmest friendships of life, coming as incidental and pleasurable result of meetings undertaken for other purposes. As an appendix to the above-mentioned paper, a drawing of the vertical projection of the Knoxville mine workings is here given. In my paper it was stated that the ore-chimneys are found along a crack or plane of cleavage in the limestone ; and as this crack is not parallel with the strata, it is safe to assume that the manganese was not deposited where it is now found before the tilting-up of the strata, but rather that the crack was caused by the folding, and that tile formation of the ore was entirely subsequent to the change of position of the limestone. There are here four chimneys, which have produced, as far as explored, over 12,000 tons of ore, containing at least 7000 tons of manganese oxides, and it is very difficult to apply Prof. W. P. Blake's theory of segregation from the surrounding limestone in accounting for the origin of this ore, as cross-cuts and drifts in the countryrock, even at short distances from the ore-chimneys, have not shown manganese in appreciable quantities. It is easier to believe that, in the language of .Mr. S. F. Emmons, in speaking of Leadville ore-deposits, there was a metasomatic interchange between the minerals brought in in solution and the limestone, and not a deposition in already existing cavities. The peninsula is roughly 700 miles long and 180 miles wide. The southern portion is the American-sponsored Republic of Korea and the northern half is the Soviet-promulgated People's Democratic Republic of Korea. The area of South Korea is almost 40,000 sq miles, about the size of the state of Maine, and contains a population estimated at 22.5 million. Prior to annexation by Japan in 1910, the Korean economy was based on a system of self-sufficient farming units, but with Japanese occupation it was geared to Japanese economy. Emphasis was placed on supplying raw materials for Japanese industry and food surpluses to help feed Japan, and on providing a connecting link with Manchuria, traditionally a major raw material source for Japan. Small metal refineries, ore processing, and semi-finished goods manufacturing units grew into existence in the northern part of Korea, where much of the electric power is generated. Under Japanese domination, the south remained essentially agricultural. Food productivity was increased, although manufacture of elementary consumer goods was stimulated for Japanese markets.

The library of the above-named Societies is open from 9 A. M. to 10 P. M. except on holidays. It contains about 70,000 volumes and 90,000 pamphlets, including sets of technical periodicals and publications of scientific and technical societies. Members of the Institute, with few exceptions, are forced to spend a portion of their time in localities isolated from sources of information. To these the Library, through its Library Service Bureau, can render valuable service through correspondence; letters requesting information will receive especial attention. The Library is prepared to furnish references and photographic copies of articles on mining and metallurgical subjects; to determine the existence of mining maps, and to furnish general information on the geology and mineral resources of all countries. All communications should be made as definite as possible so that the information received may be what is desired and not include collateral matter which may not be of interest. The time spent in searching for such collateral matter will be saved, and the information will be sent more promptly and in more usable shape.

In the planning and erection of smelting-works, especially of such as contain the modern large water-jacketed blast-furnaces, we are often confronted with an insufficiency in the watersupply. It may be impossible to find in the immediate neighborhood of the selected site a sufficient supply to furnish the jackets with cold water. Or there may be enough water for this purpose, but it may be highly charged with scale-forming minerals held in solution. Or, the main water-supply, if pumped from the workings of a mine, may carry iron- or copper-salts, or even some free acid in solution, all of these substances being derivable from the oxidation of sulphuret-ores in the mine. Moreover, such mine-waters sometimes contaminate the waters of the creeks, so that these become unavailable, and we have to fall back on an inadequate supply of pure water furnished by some spring or springs, entirely too small in

HAVING had considerable practical experience in the management of colored mining labor in the South, I have thought a few observations upon its peculiarities might interest those not personally familiar with it. In mining, as in all other departments throughout the South, this class of labor is largely in excess of any other; and its characteristics need to be known and duly taken into consideration by those who may be charged with the conduct of southern enterprises. The colored laborers are fervently religious, intensely superstitious, improvident, and usually good natured and happy,—in a word, they are like children. That strong religious emotions do not involve necessarily a moral sense highly developed in the direction of ethics, is shown in the propensity of the colored population for chickenstealing, and in the brutal fights and other outbreaks of which they are not infrequeutly guilty, upon any slight provocation. It is only fair to say, however, that many individuals among them are in the highest degree steady and trustworthy. To one accustomed to seeing white miners at work in the middle, northern or western States, the colored miners seem somewhat slow and lazy. But their efficiency is greater than it appears to be. Vertical and horizontal movements beyond the perimeter of the open pit have resulted from the development of deep and extensive open pits; the surface point always moves towards the centre of the open pit. The surface movements are not only great in relation to the stability of the open pit slope and the safety of mining operations but also are of significance to the stability of structures and ser- vices on the surface beyond the perimeter of the open pit. Recently, some studies on factors contributing to the surface movements have been carried out. Particular attention has been paid to prediction of vertical and horizontal movements, differential subsidence and horizontal strain and careful assessment of their influences on existing structures in the adjacent area. In the application of the theory of stochastic medium, it is assumed that ground subsidence process has the property of Markov Process. Based on the superposit ion principle, surface movements due to open pit mining are derived from the Kolmogorov Equation, and calculated in a digital computer. Quantitative calculation of surface movements is made according to the method employed in this paper and compared with the results of measurement in Morwell Open Pit, Victoria, Australia and Baiyin Open Pit, Gansu, China. The method of calculation gives reasonably satisfactory results.

Rock-drill steel has an important bearing on costs in many mining operations, both directly and indirectly. Direct factors include such items as shop expense, steel consumed per ton of ore produced, cost of distribution and the dust hazard. The latter, although no specific amount may be assigned to it, is an ever-present problem, and is receiving increased attention as the science of mining progresses. Indirectly drill-steel performance affects consumption of compressed air, maintenance of drills and drilling speed. The latter, in turn, increases or retards the tempo of mining and development. These factors, while not all inclusive, are preponderant in their importance. Thus it is evident that in an extensive operation drill-steel expense may run to many thousands of dollars and that thoughtful research leading toward more efficient practice is warranted. There was an increased amount of activity in the oil business in Colombia during 1934 over that of the past several years in point of production, development and exploration. The Tropical Oil Co. continued to be the only company operating on what may be called a commercial basis, although the Gulf, through its subsidiary, the Colombian Petroleum Co., was actively engaged in exploratory and developmental work on its Barco property in eastern Colombia. The Socony Vacuum interests acquired an option from Sr. Luciano Restrepo on a concession in Las Monas-Sogamoso River area and carried out geological investigations on these lands during the year. Colombian Petroleum Company The activities of the Gulf in exploration and development in Colombia during 1934 were confined to the Barco concession. The following information is furnished through the kindness of Mr. E. S. Bleecker, Chief Geologist of the South America Gulf Company. Two strings of tools were kept in operation throughout the year on the Petrolca (Tarra) structure. Three wells were completed, including one deep test, all of which were producers from one or more of the three zones which have been defined in the Lower Cretaccous limestone formation.
