This paper delineates the scope of the developments which have taken place in expanding the utilization of the soluble salt provinces. The location, geology, extractive technology, as well as the growth of uses are reviewed. An expanding recent growth has been in the use of solution cavities for storing hydrocarbons. The development of the technology to obtain and operate these storage cavities as well as the development of the methodology for solution mining of the soluble salts are discussed.

Since the blast Fired August 15th, 1878, which was described by Mr. Clark," and up to November, 1881, we have fired three smaller blasts, one in the southwest corner of the quarry and two in the buttress of rock left standing by the first blast near the mouth of the main gangway. We intended to keep an exact account of the stone thrown down by each blast, but the large quantity required by the furnaces since the beginning of 1879, and the time taken up by more important matters, have caused this to he neglected, so that it is not possible to separate exactly the cost and quantity of stone obtained during this time by the old method from that furnished by the large blasts; yet as the latter quantity has been much greater than the former, some notion of the value of the large-blast plan may be reached by comparing the figures from September, 1878, to November, 1881, with those for times when the old system was exclusively used. Since 1878 wages have been raised, lowered, and again raised, and to get a year of sufficiently large production for fair comparison it is necessary to go back to that ending April, 1872, when wage? and supplies were different from present prices and from those of 1878,.

This paper presents an application of goal programming (GP) to major mining machinery purchases based on historical operating data on mechanical downtime and production. The GP technique, an extension of integer programming, is used to maximize an objective function comprised of deviations away from management-preferred financial goals. Different capital budgeting techniques are used to evaluate capital proposals, and the results of these analyses are combined and weighted in a maximization of profits objective function. The GP method gives an optimal solution to a multiple goal problem. A sensitivity analysis is performed to determine the effect of a variable production improvement condition or a variable budget control con¬dition on proposal selection.

LIEUTENANT MARTIN F. BOWLES Martin F. Bowles, born Apr. 25, 1893, at Bonne Terre, Mo., and graduated from the Neodesha, Kans., High School, had finished all but one month of a four-year course in metallurgical engineering at the Missouri School of Mines, Rolla, Mo., when on May 12, 1917, he entered LIEUTENANT MARTIN F. BOWLES. the first Officers' Training Camp at Fort Riley, Kans. At the close of the training period, he was commissioned a Second Lieutenant and as¬signed to Co. B, 355th Infantry, 89th Division, and stationed at Camp Funston. He left this camp with his company on May 21, 1918, and sailed from an eastern port on June 4, arriving in England on June 15, 1918. After a short stay at a rest camp there, he proceeded to France. On August 14, he wrote that he was with Battalion Headquarters as Scout Officer, 1st Battalion, 355th Infantry, 89th Division. The last letter received from him, dated September 2, was written in his dugout and contained the following: "Here it is 2.45A. M. Sitting in a dugout

Scandium is a pseudo-rare earth which is truly rare and expensive. It has special properties which may make it desirable even at the present price of $2750 per lb. Recently the price was lowered from $5000 per lb which had prevailed since 1952, and it is anticipated that usage will be stimulated because of the lowered price. This metallic element is distributed widely in trace amounts in the rocks of the earth's crust. In addition to micro-amounts found in most uranium ores, concentrations of 50 to 100 ppm have been found in Colorado ferberite ore, lateritic nickel ore, heavy sandstone from Utah, Wyoming, and New Mexico, and various zircon sands and monazites from the western part of the US. Scandium has been found as an essential constituent of very few minerals, the most important being thortveitite, a scandium silicate. At the present time, this mineral commands a price more than twice that of gold.

In recent years interest has been aroused in flotation rate studies both from a technical and a more practical aspect. With increasing fineness of grind becoming a necessity in treatment of low grade ores, differences in flotation rates of various size ranges will assume importance in the evaluation of overall recovery results. Theoretical analysis of flotation kinetics was initiated by Schuhmann, who sought to define flotation rate of a given mineral and specified size range in terms of certain physical variables of the flotation system. The disturbance of surface land to support the underground mining of coal requires several hundred acres to produce easily in excess of $1 billion in sales at a moderately sized mine over 20-30 years. Due to the recent influx of environmental legislation, these surface operations must now undergo complete reclamation upon permanent cessation of production. This reclamation procedure has become so complex that the cost of reclamation must be a major consideration in the design of a new mine. This presentation will discuss these costs as they may be methodically evaluated and surcharged as a percentage of the product price. When placed in the proper, logical perspective, it is anticipated that the obstacles involved in this process may be minimized.

THE year 1874 marks a decided advance in the metallurgy of the West, in two directions. On the one hand, the technical management has been very materially improved, and on the other, the production has been largely increased over that of the previous year. The technical improvements of greatest importance are the introduction of condensation-chambers, or flues, at several works, and the further treatment of the lead matte produced in the ore smelting. These two are of general importance, and although by no means introduced at the majority of works, their adoption at the few where their great importance has begun to be understood will no doubt bring about their universal introduction. To these may be added a third step. forward, which for some localities is vital enough, though for others it must still remain doubtful whether it is to be regarded as an improvement or not. ION exchange recovery of uranium has been proved successful in many operating plants in various parts of the world. First used in column plants processing clear liquors, ion exchange has more recently been applied in basket resin-in-pulp systems. A logical further development is the application of truly continuous processing techniques to the ion exchange recovery of metals, since previous systems have been semicontinuous at best. Column ion exchange is a valuable technique and has been used extensively in South Africa and elsewhere. However, it requires clear liquors. To produce these clear liquors, considerable investment in filter plant and clarification equipment is necessary. In the cases where it is very difficult or impossible to produce clarified liquors, column ion exchange is not so useful. Moreover, some liquors suffer from post-precipitation after clarification, which can become a serious problem.

One executive writing on capital equipment re- placement stated: "We keep extremely close watch over repair costs and when we reach the point of uneconomical operation, we replace the machine." This, of course, is most elementary, but a very basic premise. However, it seems advisable to set forth several equally obvious principles, so that all discussion will start from the same point. The subject is intended to deal with the point of uneconomical operation due to high operating costs in general and high repair costs in particular. This is not concerned with a similar problem of high costs because of an insufficient number of machines, be they trucks, shovels, or dozers.

FIRE tubes are commonly made in order to frighten horses or to harm enemy soldiers, but although fire issues from them, they do not cause much damage because they cannot be used at a distance. If you wish to use them, you are not able to approach close to the enemy, for if there is anyone who is afraid, he does not let you approach nor does he come near you until he sees that they have finished burning. Thus, in short, the assault with this is one that is seen beforehand, and for which there is always time to decide on some action in defense. It is indeed true that they are beautiful things to see and when the name tubes of fire is heard it terrifies those who do not have a defense ready. When four, six, or indeed ten or twelve of these are put in the hands of as many courageous and united men, they are surely good in forcing passage on a guarded bridge, or in entering or holding a gate, road, or other narrow place. The company attempting to sell coal to large utility plants is faced with a confusing array of quality parameters and specifications which are often poorly understood by both the utility company and coal supplier. While these specifications are placed on the coal by the utility company, many of them originate with the boiler manufacturer who must guarantee that his product will perform satisfactorily on the design coal. A proper understanding of these parameters by both the coal supplier and utility company can lead to a better understanding of their mutual problem. This paper brings together most of the parameters in common use today and attempts to show what the parameters mean to the boiler designer, particularly in the area of boiler slagging and fouling.

Solution mining got back in the news recently when Kalium Chemicals, Ltd., a joint subsidiary of Pittsburgh Plate Glass and Armour & Co. announced its plans to go full speed ahead in mining potash by the solution method in its vast holdings 30 miles west of Regina, Saskatchewan. The company is keeping the technical details of this mining technique under wraps for competitive reasons, but company officials insist that the major difficulties in solution mining of potash have been overcome and that the final product will have definite competitive advantages on the open market. Kalium's holdings in the Regina area total about 500 sq mi. The ore-primarily sylvite mixed with appreciable quantities of halite-occurs in the Prairie Evaporite formation at a depth of 5300 ft. The ore zone averages about 100 ft in thickness. Too deep to be economically mined by conventional underground methods, such as is being done at International Minerals & Chemical Corp.'s Esterhazy mine (depth about 3100 ft), Kalium gambled that it could develop a successful method of solution mining even though earlier attempts in Germany, the U.S., and Canada had failed.

It would be hard to find a mineral region that has been more beset with " processes" for the extraction of gold from auriferous sulphides than North Carolina. And it would be hard to find a mineral region less sought by capital. So many promising mines have come to grief here (perhaps because they were too "promising"), SO many "processes" have been tried and abandoned, so much expensive machinery has been bought and thrown aside, that to invite money here for investing in gold mines is almost sure to cause a smile of incredulity, or a sigh of disappointed hopes. The abundance and value of the tellurium minerals of Colorado is well known, but, as yet, few analyses have been made of them, and I offer these as a small contribution to the chemistry of these valuable ores. 1. Native Tellurium.—The specimens from which the analyses of this mineral were made are from the " John Jay" Mine, Boulder County, Colorado, where it occurs in quite large masses, though mixed with more or less silica and iron pyrites. It is usually a finegrained, tin-white mineral, but sometimes occurs in distorted, hexagonal prisms in cavities in the quartz. Before the blowpipe it gives the reactions for tellurium, sulphur and iron; by cupellation, it yields a small amount of gold. An analysis of a coarsely crystallized specilnen gave the following results : Specific gravity, 5.10.5. An economic appraisal of the western phosphate industrial potentials made between 1945 and 1948 revealed possibilities for a considerable expansion in the production of high analysis phosphate fertilizer. The most significant facts are: (1) a rapidly increasing and a much larger potential market which might be reached from the western deposits, (2) the existence of large undeveloped deposits of phosphate rock, (3) potential energy from sulphuric acid, coal, or hydroelectric power in the general vicinity of the deposits. The challenge to the mining and metallurgical engineering profession is in the economical development of phosphate mines and in improving processes for utilization of the western ores and the recovery of byproducts to make the expanded western industry satisfactorily compete with the industry in the East and South in meeting the fertilizer needs of the Midwest and Far West.
