(Wilkes-Barre Meeting, June, 1911.) For some years past, those interested in the development of the increasingly important mining industry of Canada, have urged the adoption by the Dominion Parliament of a federal mining-law, which would have the force and stability of statutory enactment. At present, placer-mining in the Yukon Territory, is governed by the Yukon Placer Mining Act. All other mining under federal jurisdiction is governed by 'Orders in Council and Ministerial Regulations. In the earlier stages of development, it is perhaps a matter of necessity that these important matters should be so dealt with; but it is now felt that the time has come when mining-rights in the extensive regions under federal control should be put on a permanent basis, -and that any changes required from time to time should be made only after full and open discussion in Parliament. A short sketch will suffice to indicate how vast and varied the interests affected really are. When the Dominion of Canada was constituted by the Imperial Statute known as the British North America Act of 1867 (which came into force by proclamation on July 1 of that year), it comprised only the present Provinces of Ontario, Quebec, Nova Scotia, and New Brunswick; but provision was made for the inclusion of Newfoundland, Prince Edward Island, British Columbia, Rupert's Land, and the North West Territories. Subsequently Rupert's Land and the North West Territories were acquired, the 'Crown Colonies of British Columbia and * SECRETARY'S NOTE.-Mr. Clark, an eminent Canadian lawyer, and joint author of the treatise on "The Law of Mines in Canada," has been requested by the Do¬minion Government to prepare a Federal mining-law, and presents this paper, by invitation of the Council, in order to obtain, if possible, useful suggestions from members of the Institute.-R. MOST recently elected to the limited group of Honorary Members in the A.I.M.E. is the distinguished Australian metallurgist, Guillaume Daniel Delprat. His citation reads: "in recognition of his distinguished achievement as metallurgist, engineer, and administrator in the production of ferrous and nonferrous metals," Mr. Delprat's ability and experience in both the ferrous and nonferrous fields at once distinguishes him from most of his professional brothers. Mr. Delprat's nativity was neither Australian nor English, for he was born in Delft, Holland, in 1856, and educated in Amsterdam. At the age of 22 he went to Spain, as metallurgist for the Tharsis Sulphur and Copper Co., Ltd. Afterwards he spent some time with the Bede Metal and Chemical Co., which had mines in both Spain and Norway, and of which company he became general manager. Other positions of responsibility held by Mr. Delprat before he went to Australia included the managing directorship of the Cordova Exploration Co., with properties in Spain and Canada; of the Rincon Silver-Lead Mining Co., in Spain; and of the Deloro Gold Mines, in Canada.

WHEN Germany invaded Poland in September, 1939, the only operating helium plant in the United States was that near Amarillo. Texas, supplied with helium-bearing natural gas from the near-by Cliffside gas field. Today the Bureau of Mines has five plants capable of producing more than 25 times the prewar helium output of the Amarillo plant. Two of the plants have received Army-Navy "E" flags for their part in the faraway "Battle of the Atlantic," where heliumfilled Navy blimps chased Adolf Hitler's submarines away from American shores. Meteorologists, watching balloons carried high into the stratosphere by helium, determined weather conditions that influenced the selection of D-day and dates for other military operation. Demand for helium doubled overnight when the Navy decided to expand its lighter-than-air activities; and as the blimp patrol proved effective, the helium demand became ever greater. A tribute to the success of the Bureau of Mines in meeting the demand for helium was paid by the late Secretary of the Navy, Frank Knox, in a letter to the Secretary of the Interior on April 10, 1944. ALTHOUGH the present economic depression is felt in the petroleum industry, probably as much as in any other branch of American industry, the Petroleum Section of the Institute was well represented at the general sessions on Monday and at all of the seven division sessions on Tuesday, Wednesday and Thursday. The seven sessions of the Division were so arranged as not to conflict and thus permitted members to hear the programs of all sessions.* The first meeting of the Petroleum Division was held on Tuesday afternoon; a joint session on engineering research and production engineering. WHAT are the chief branches of the mining engineering profession today? In an effort to analyze the structure of the profession, for practical purposes, a quantitative study has been made of the membership of the A.I.M.E., and is herein reported for the first time. In spite of the effect that a long history and a relatively small group of professional workers have had in limiting specialization in mining engineering, there has nevertheless grown up a wide variety of specialties in this field. More than a hundred different kinds of engineers were discovered among the titles given by Institute members in the Directory, ranging from "advisory engineer" and "American engineer" down to "wire-rope engineer" and "works engineer." How should all these titles be defined and interpreted? How many of them should be relegated as meaningless or confusing? What are the relationships among the remaining useful designations? Should some of them be grouped as "metallurgical" or "chemical," or under some other head?

NATIONAL DEFENSE should not create a dilemma in coal utilization such as obtained during the World War. Even under the heavy pressure of a total preparedness program there should be a smooth flow of the right coals from mines to plants. The more than 100,000 industrial plants of the nation must he served with coal of such characteristics and qualities for their individual requirements that no loss of production due to coal failure shall occur. This problem challenges the ingenuity and cooperativeness of producers. transportation executives, consumers and engineers.

ALTHOUGH the Andean mountain belt, which contains almost all the metal deposits of the other South American nations, does not enter Brazil, this country is rich in mineral resources, for in area it accounts for half the continent and geologically it contains almost all of the Brazilian Shield. This great mass of ancient rocks has been relatively stable for a long time and forms a great area of plateaus and highlands interrupted only by the syncline which carries the Amazon River across it to the sea. Lowland Brazil - the great flood plains of the Amazon. Tocantins, Paraguay, and Parana Rivers-is of no interest to the miner, and in fact supports but a small proportion of the country's population. The highland area is divided into unequal parts by the Amazon River; the north half is underlain by the north lobe of the Brazilian Shield which extends into Venezuela as far as the Orinoco, and into the Guianas, and is known as the Guiana Highlands. Mineralization appears to have been weak in the Brazilian portion of these hills. In fact most of the ore deposits are to be found in the States of Minas Gerais and Bahia, although the neighboring states of Sao Paulo, Pernambuco, and Piauhy can also boast of some deposits. Goias and Matto Grosso are as yet incompletely prospected but are considered to contain reserves for the future.

THE year 1930 in the petroleum industry has been characterized by the establishment of large potential production of crude oil. This has resulted in closer cooperation between companies by proration and unit operation agreements in order to afford an equitable outlet to all, and to prevent a flood of oil being forced on the market with attendant tremendous material and economic waste. Drilling wells in proved areas and wildcat wells are fewer than in the past several years. Restricted production and low prices have caused greater effort to increase producing and recovery efficiencies. Increased refinery efficiencies have amplified the effect of overproduction. Pipe line departments have been especially busy. New oil lines have reached more refineries by new and shorter routes. Establishing greater gas reserves by new fields has justified new gas lines to industrial centers, and has brought this fuel to thousands of new domestic consumers. Two long gasoline lines, a new venture in pipe lines, are being built to obtain a lower cost of transportation and less loss between the refineries and their distribution centers. The chairmen of the various divisions have discussed the developments of their respective branches more fully in the following reviews.

THOSE acquainted with the fundamental differences between the, educational .systems of Great Britain and. the United States would hardly expect .the training of men for the petroleum industry to proceed along the same lines- in the two countries. The youth entering an English university is, except in the case of-the student from some of the British colonies or from foreign countries, almost invariably a product of the English "public school." This is in no sense comparable .with the American public school. It is a private institution, frequently of considerable age and heavily endowed. In many aspects it seems to be comparable with the American preparatory school. Yet to some extent its activities remind one of the first years of the undergraduate: course in the American college. Certainly it takes to-itself many of the social, functions of the American college.

AMERICANS like engines, but more than anything they like powerful engines, and next to that they want them quiet, silent, smooth; perhaps a slight purr might be permitted, but they must not knock. To provide a gasoline to fit all these requirements, American petroleum technologists have experimented for years, and mounting octane numbers of the gasolines the refiners have produced both before and during the war bear witness to their success. The question on everyone's mind now is what may we expect in the way of engine fuel in the postwar period? The gasoline drouth during the war rationing, the inconvenience of doing without a car were major annoyances to all motorists, but they put up with them pretty cheerfully for the most part. However, now that the war is over, and the jalopies are all out and the better cars have been taken off the jacks and brought out on the road, the call is for "Some of that good gas-fill her up, if you please."

SYSTEMATIC methods of ore-finding are looked to the more as increasing production requires greater supplies of raw materials. Unrelenting search for new sources of supply is necessary, and all the skill of science must be displayed both in methods of discovering and recovering the minerals necessary to the demands of present-day life. To this end most national governments have some sort of a geo- logical survey and there is a growing understanding of the desirability for cooperation between federal and state or provincial organizations and also financial assistance, from state and private universities, mining companies, railroads and manufacturers. Such surveys are now being directed by well trained geologists selected from federal, state and university departments. Large-scale maps are being prepared and better geo- logical interpretation made, more thorough chemical and physical examinations are being made and original search is fostered, with the result that successful prospecting is better directed, new mining regions are more likely to be discovered, and the life of. old camps lengthened.

DURING The Two Years In Which The New Reduction-Works Of The Copper Queen Consolidated Mining Co. Have Been In Operation At Douglas, Ariz., There Has Developed A Remarkable Condition In Regard To The Corrosive Action Of The Water Used To Cool The Jackets Of The Blast-Furnaces. Were It Not For The Many Contradictory Features, It Might Pass As One Of The Unavoidable Troubles Due To The Composition Of The Water. This Water, Obtained From Wells 600 Ft. Deep, Is Also Used In The Steam-Boilers, And Its Composition, As Shown By The Following Analysis, Does Not Indicate The Presence Of Any Ingredient Which Would Explain The Corrosion Grains Per U. S. Gal. Silica, 0.861 Iron Oxide And Alumina, 0.223 Calcium Carbonate, 0.2111 Calcium Sulphate, Magnesium Carbonate, Sodium And Potassium Sulphates, . 14.850 Sodium And Potassium Chlorides, 9.732 Sodium And Potassium Carbonate, 6.452 32.409 The Jackets Are Made Of Inner Plates 0.5 In. Thick And An Outer Plate I In. Thick, With 3-In. Stiffeners Between The Inner And Outer Plates. In From 10 To 12 Months The Inner Plates Have Been Reduced By Corrosion To A Thickness Of From 1/8 To 1/16 In., While The Outer Plate In The Same Time Is Reduced By Less Than 1/16 In., And The Stiffeners Show Very Little Corrosion. The Plates Are Pitted And Eaten Away In Some Places More Than In Others. There Is Practically No Scale Found On The Jackets, But When Cleaned Considerable Iron Oxide Is Found In The Bottoms. With An Action So Marked, Serious Trouble Would Be Expected In The Boilers, But, On The Contrary, A Recent Inspection By a

DURING November And December, 1907, Four Serious Mine-explosions Occurred In The Appalachian Coal-Field, Which Resulted In The Loss Of Nearly A Thousand Lives And Caused An Enormous . Damage To Property. These Accidents Attracted More Than The Usual Attention; Coal-Trade And Engineering Papers Contained Many Comments And Suggestions On The Cause And Prevention Of Accidents; The Daily Press In Many Instances Condemned The Coal-Operators And Charged These Accidents To Their Negligence, Or Their Anxiety To Make Money Without Adopting Precautionary Measures. Immediately After Each Accident The Respective State ..Authorities Ordered Close Investigations To Be Made, With The View Of Establishing The Cause And Suggesting Remedies To Prevent Recurrence. Representatives Of The Technologic Branch Of The U. S. Geological Survey, To Whom The Investigation Of Mine-Accidents Had Recently Been Delegated By The Secretary Of The Interior,. Visited The Mines And Co-Operated With The Local Authorities In Their Determinations. It May Be Safe To Say Here That An Investigation Of A Mine After An Explosion Has Occurred Discloses But Little, Because. The Causes Have Been Removed And Conditions Have Been Entirely Changed. On Jan. 8, 1905, The Coal-Operators Of West Virginia Organized An Association At Washington For The Purpose Of Making Extensive Investigations, And Sufficient Funds Were Pledged To Carry Out This Work. At This Organization Meeting, The Representatives Of The Geological Survey Present Had No Suggestions To Offer As To The Cause Of These Accidents. An Examination Of The Various Reports Concerning These Accidents Indicates That The Explosions Were Caused By The Ignition Of Gas Or Dust; They Show The Point Of Origin And The Direction In Which The Force Was Expended, And Give A Detailed Description Of The Damage Done. THE reconnaissance of the Goldfield mining-district, described in this paper, was made in May and June, 1905, and, though this time was too short for a complete report, the work accomplished may serve as a basis for more thorough future research. Dr. Berkey has examined the rocks collected by myself, and I am using his classifications. As a result of further field-work, and Dr. Berkey's examination of the rocks, this paper is an elaboration and correction of my views expressed in the Gold-field Sun, May 12, 1905. The sketch-map, Fig. 1, illustrates the geology of the Goldfield mining-district. Goldfield is an eruptive complex, consisting of alaskite (binary granite), hornblende-andesite, hornblende-dacite, rhyolite, pyroxene-andesite, pyroxene-dacite (sometimes containing, a small quantity of olivine), quartz-felsite, olivine-pyroxene-ande¬site, and basalt. Considering this list to be arranged in the order of eruption, the age-sequence of the rocks conforms to Richthofen's law, formulated in 1868. From his observations in Europe and America, propylite, andesite, trachyte, rhyolite and basalt, occurring together, succeed one another. In a general way, the medium and more acidic rocks precede the most asic-a result supposed by some to have arisen from their relative position beneath the surface, and due to a rude stratification by gravity in the original cooling magma during the older history of the earth, or to the same differentiation occurring during a quiescent (molten ?) period preceding eruption, being aided by the ease with which acidic rocks, mixed with water vapors, become fusible. MINING, in contrast to manufacturing, deals with a wasting asset. That which is taken out of the ground is gone, the property is depleted to that extent, and will eventually become exhausted of profitable ore. So the life of a mining company is dependent upon the ability of its management to develop improved methods to permit extraction at a profit of the lower-grade ores which remain, to extend by intelligent exploration the limits of its known ore bodies, and to find and acquire new properties to take the place of those that, for one reason or another, are no longer operated. Its history is a story of constant change, of the working out of properties here and the acquisition and development of properties there, to maintain the vitality of the whole. WITH gold at $35 for the last four years, almost double the old figure, and 'an unlimited market, there is perhaps more activity in the mining and milling of that metal than in that of any other of the widely distributed ores. Despite threats from Russia, the Rand district is still dominant. In South Africa in 1936, 48,200,000 tons of gold ore was crushed after sorting out about 10 per cent of that mined. The pounding of 5914 trusty stamps on the 60 mi. of Rand reefs is noteworthy. At the end of 1935, 466 tube mills were operating on the Rand, the popular size being 6 1/2 by 20 ft. The grinding medium normally consists of ore pebbles picked from the ore but recently a composite load of 3-in. steel balls and pebbles has found favor for added capacity, a ratio of 2.5 tons of pebbles to one ton of halls being maintained. The total ore fed to the mills is only about 0.14 ton per hp.-hr. Such a slow rate 'of feed cannot help but result in overgrinding. Ball mills, 9 by 8 ft., some of which have come from Canada, are now being tried. Stamps have been ousted from all new flow sheets, but the old stamp mills are continually renovated and kept on duty as they are at the Homestake in the United States. Half of the world's gold and silver ores is still crushed by stamps, a few of which are single, dropping in individual mortars.'

Methods employed to beneficiate ores utilize relatively few fundamental principles to effect size reduction and concentration. In crushing and grinding only impact and compressive forces with a minor amount of shear are employed. In concentration, gravity, magnetic, electrostatic and flotation constitute the major methods of concentration with minor use of sizing, hand picking and adhesion. This industry, as all others, can expect in the near future to see the development of new techniques for improved efficiency, cost reduction, and exploitation of raw materials hitherto considered unmanageable. NATURAL AND INDUCED RADIOACTIVITY At the Canadian Department of Mines in Ottawa in 1946, C. M. Lapointe developed a picker belt system whereby radioactive ores could be concentrated by electromechanical means. This invention ultimately led to development of what is now refer- red to as the Lapointe Picker and which has been used commercially at Port Radium and Port Hope for the upgrading of jig concentrates. Basically, the system consisted of conveying sized uranium ore on a belt under a radioactivity detection device which in turn electronically operated a kicker or plunger that separated the ore from the gangue constituents. Thus, a new principle for mineral concentration, radioactivity, was introduced commercially.

As I drove in from the airport on Sunday somebody said 'On the right you will see Duntroon, which is the military training school of Australia.' So I asked the driver, where did they get that name? 'Oh,' he said, 'from some people who built a house there. That was it's name- Duntroon.' It strikes a note with me because, that's the name of a 12th century castle on the west coast of Scotland where I spend what leisure hours I have and, therefore, it establishes the long connection between Australia and my native land. There is also a story I should tell you about the oil industry and its upsurge in Scotland recently which has resulted in great prosperity. And in Edinburgh, the walls of the banks are bulging-because of the incursion of foreign exchange and other resources. Charlotte Square, as some of you know, is the centre of the Scottish financial world and at one of the corners of Charlotte Square, where ho streets intersect, there are three stores-three emporia on the ground floor. Two of them at opposite corners are banks: The Royal Bank of Scotland, and not to be beaten by that, The Bank of Scotland. But the third building is occupied, or was occupied, by a furniture store over many years-very high-grade, high quality furniture that the elite of the Edinburgh society always supported. And suddenly, the store was cleared out and in came a bunch of carpenters and other people busily engaged in rebuilding the store, and finally the new tenants arrived on the scene.

Filtration of hot (60°C) supersaturated zinc sulphate solution (sp gr 1.540) from slimy leach residues at the electrolytic zinc plant of Sullivan Mining Co., Kellogg, Idaho, is de- scribed. Separation of liquids and solids in the finished leach is by Burt filters modified to meet conditions of high-acid, high-density process for electrolytic zinc. Operating characteristics of the Burt filter on this pulp are presented.
