The economics of pressure tunnel design emphasize the utmost utilization of the least expensive pressure-resisting material available, namely, the rock surrounding the tunnel. A major difficulty in the design is the problem of transferring internal hydraulic pressure to the rock through a tunnel lining or membrane provided to maintain watertight conditions. The lining is necessary not only to prevent water loss, but to prevent the diffusion of water at high pressure through joints and fractures beyond the confines of the tunnel, an occurrence which could ultimately affect the stability of the rock mass through which the tunnel passes. Because of its toughness and ability to bridge localized areas of weakness, steel is used for a lining material whenever high internal pressures are involved. The steel lining is coupled to the surrounding rock mass through an annular ring of concrete backfill. It is paradoxical that the steel lining, needed primarily to assure water tightness, must of necessity be incorporated into the structure as a major pressure-resisting component, not to augment the bearing capacity of the concrete and rock, but to limit the strain for the safety and preservation of the steel lining itself. With the deformation modulus of the steel so much greater than that of the rock, the liner approaches its yield strength before the load capacity of the rock can be fully mobilized. Y.-That this paper deals with a real problem is illustrated by a statement made to the speaker a few months ago by the manager of a silver-lead property: "Our ore contains 60 per cent. silica on which the smelters are penalizing us heavily, and they are not able to take all our stuff even then. We have simply got to find some method other than smelting for getting the silver and lead out of our ores. We have had experts down here and have investigated flotation, leaching and volatilization, of which processes the latter is by far the most promising. We are continuing investigation." I was somewhat concerned in certain chloride volatilization experiments which we carried on in Denver in 1903, working on a carload of ore from Butte. Now being connected with the Cottrell process, by which method the fumes will undoubtedly he recovered if they solve the volatilization problem, I have looked into the matter again, and believe it can be developed into a commercial process. On a laboratory scale, working With silver-lead ores, experimenters have obtained a volatilization of over 90 per cent. of the total values in 30 to 60 min, on quantities of 1 to 5 lb., using a roasting dish and a muffle. That looks very good, and would be entirely commercial. On attempting to duplicate these results in a reverberatory furnace, they found that it is more likely to take 8 hr. firing to yield 75 per cent. extraction, which is not commercial at all, as it requires too much time, labor, and fuel, and the whole process is too slow. Of course it can be done, because we have done it in the laboratory.

The inception of this paper may be traced directly to the various discussions of another paper by the writer1 wherein certain indefinite beliefs and opinions were emphasized as to the relative importance of total sand porosity and the actual size of the openings between the grains. Since publication of that paper it has been possible to study various methods of sand analyses and results that have been obtained under different conditions and actual operations in the field. The purpose of this paper is to indicate the value of screen analysis, especially in areas where repressuring by means of water-flood, air or gas is being used in the partly depleted fields. Sand samples have been analyzed for porosity, saturation and grain size. They are mainly from the Bradford water-flood area, where a great reliance has been put upon such analyses, and where many data are available, A few sand studies are included from fields other than the water-flood area, in order to indicate the possibilities of screen analysis in any field. Examples of various conditions are given in Figs. 1 to 7, which show the porosity, saturation and grain-size analyses of submitted cores or drill cuttings. The generally accepted methods of delineating such sand studies on cross-section paper, known as "core charts" has been employed; with the exception that a method of representing grain size has been evolved which is believed to be the best adapted for this purpose. It differs from the block diagrams generally used, in the employment of a linear section. Percentage of grain-size is represented by the subdivision of a given distance, where the total length represents the whole sample of rock chunk, while the subdivisions indicate the percentages of grains of the different sizes that will pass through the various sieves, through which the samples of crushed sand are sorted to determine the size and amount of the components that make up the aggregate. Thus, on Fig. 1, under the heading of Grain Size, the first samples are composed of grains of the following sizes: 16 per cent. through 120-mesh sieve; 33 per cent. through 150-mesh; 25 per cent. through 180-mesh; 26 per cent, through 200 mesh; a total of 100 per cent. Operating Characteristics of Centrifugal Fans and Use of Fan Performance Curve Discussion of paper by. Louis W. BRIGHT, Pittsburgh, Pa.-Apparently from the pressure curves for a forward-curved-blade fan, in Mr. Huber's paper, practically all ventilation-might be stopped with increased resistance. In order, to discuss the characteristics of a fan we need, some better way to measure the characteristics of a mine. You all know that. the average anemometer is not very-reliable. Sometimes two anemometers, supposed to be recently calibrated, will differ 50 per cent. Either this or some other committee should standardize measuring methods. The characteristic curves of fans, given by Mr. Huber, would indicate that the forward-curved-blade fan would cause trouble in attempting parallel operation, because two machines will not parallel unless they have dropping pressure characteristics. On the other hand, it is indicated that with the backward-curved blade, they could easily be paralleled. But few mines use more than one fan. Mr. Huber said that if the resistance of the mine was considerably more than contemplated, the quantity of air might be such that the efficiency of the backward-curved fan would be seriously affected, dropping say from 70 to 55 or 50 per cent. In such event, could a difference of speed be selected for the fan that would give the quantity desired at a higher efficiency? L. W. HUBER, Pittsburgh, Pa.-The backward-curved-blade fan responds to change in speed the same as any other fan; if' the speed is doubled, the quantity of air is doubled, the pressure is increased four times and the horsepower eight times. One point not mentioned in the paper is that the backward-curved fan is more efficient than the forward-curved or any other type. If the latter were more efficient, it would pay to install that type and keep the resistance of the mine constant, which is hard to do but it can be done with care. But the total mechanical efficiency of a fan with backward-curved blades is from 10 to 20 per cent. higher.

This paper is a running commentary on metallurgical problems and developments, stressing ilmenite flotation, since the start of operations five years ago, at the mill of National Lead Company, Titanium Division, MacIntyre Development, Tahawus, New York. In early 1941, when world conditions threatened to cut off the supply of ilmenite (obtained largely from India) to this country, the National Lead Company started to develop and bring into production their MacIntyre Development. This operation supplied the bulk of the ilmenite used during the war period for the manufacture of the much needed titanium pigments. MacIntyre Development is at Tahawus, New York, on the headwaters of the Hud- son River in the center of the scenic Adirondack Mountains. A general description of the operation was given in the Adirondack Issue of Mining and Metallurgy for November 1943. Operating tonnages and production have increased since 1943, however. Nearly 10,000 tons of.ore and waste is broken and loaded daily in the open-pit mine. About half of this tonnage is ore, from which is produced nearly 800 tons of ilmenite concentrate and 1600 tons of magnetite concentrate daily. Ore—types From an ore-dressing standpoint, there are five rather distinct ore types and two waste-rock types in the mine. The ore types are shown in Table I. The anorthosite waste is a coarse-grained white rock, largely labradorite feldspar. The gabbro waste is generally finer grained, and contains, in addition to feldspar, 35 to 75 pct iron silicates such as hornblende, in garnet and biotite. THE outstanding fact in connection with dust disease in the United States at present is the growing recognition of its seriousness by state officials and by the more progressive operators of mining, metallurgical and allied industrial plants. The same may perhaps be said of labor in some of its better organized centers, but the average independent non-union workman continues, as of yore, to suffer the toll of disability and even of death from dust inhalation without realization of the source of his ill-being. Progress in the betterment of the handling of sufferers from dust disease and of the conditions creating dust hazards in mining and allied industries is pursuing a course similar to that of the now widespread campaign against accidents, in which the risk is more obvious, more severe, and was naturally recognized. sooner. The coming on of dust disease is generally relatively slow and its immediate effects not infre-quently masked by or attributed to other diseases. Marked exceptions to this general rule have occurred in districts where the dust is particularly pernicious, such as the Rand and Joplin; yet such exceptions, unhappy in themselves, opened the eyes of medical men, and of those in other localities charged with the responsibility for the welfare of industry, to the much more widespread if less spectacular hazard existing from the inhalation of dust in all rock-excavating operations and all industrial operations creating inorganic dust, whether it be crushing and grinding, sand-blast-ing, granite-cutting, or what not. Advancement to date in the United States in prevention and treat-ment has been slow, yet the record shows that quantitative methods for determining the degree of hazard and means for decreasing it were being developed as far back as 25 years ago; and that more rapid progress may be looked for from now on. In 1908, in this country, F. L Hoffman?(1) discussed the mortality from consumption in dusty trades, especially brass foundries; and in 1913 E. R. Hayhurst(2) described the effects of inhalation

Torches were used by the early Romans for mine-lighting, and these were followed by open lamps or earthen jars filled with tallow or oil, and later by candles. In early coal-mining, explosive gases seldom occurred, and, if they were encountered, the danger of explosion was materially diminished by the absence of any ventilating-system and the consequent insufficient circulation of air to form with the methane an explosive mixture. As the art advanced, the danger of fire-damp became more apparent, and methods for testing the air were resorted to as early as in the fifteenth century. The method of testing consisted in lowering a dog in a basket down the shaft. As soon as he encountered fire-damp he would commence to howl, after which he was withdrawn, and a leafy bush was fastened to the end of the rope and run rapidly up and down the shaft. This so disturbed the accumulation of gas as to cause it to rise out of the shaft. Later this odd method of testing was improved upon through the discovery that a light inserted in a body of fire-damp Gould produce a blue flame. Candles were used for this purpose, and, when fire-damp was thus discovered, brushing or some other primitive method of fanning was resorted to for driving out the gas. In some instances the gas was burned away, regardless of the danger thereby incurred. A man, wearing a well-moistened coat and a mask with glass spectacles, descended in the mine a few hours before each shift. With a long stick, to which was fastened a burning torch or candle, he would crawl on the floor with the stick so raised that the light would sweep the roof and ignite the gas which it encountered. The oxidation rates of tantalum in various partial pressures of carbon dioxide in the temperature range 700°to 950°C were measured with a thermo-gravimetric balance. Oxidation involved a surface -controlled reaction associated with the formation of a nonprotective layer of Ta2O5. Below about 720°C, there was a change in the rate-determining mechanism, and above 830°C the linear rate was preceded by a complex region of nonlinear oxidation behavior. The linear oxidation of tantalum has been explained quantitatively in terms of carbon dioxide adsorption, followed by a rate-controlling surface reaction. The initial adsorption has been expressed both as an equilibrium process and as a steady-state reaction. The enthalpy for chemisorption of CO, was determined to be -17.3 kcal per mole. The surface-controlled reaction had an activation enthalpy of 40.4 kcal per mole. A considerable amount of interest has been shown in recent years in the oxidation of tantalum and the nature of the oxide film produced. This interest is associated with the increasing demand in our technology for structural materials to withstand high temperatures and corrosive atmospheres. The low oxidation resistance of tantalum has severely restricted its application as a high-strength, high-temperature material. As a fundamental approach to the realization of the full poten- tials of this metal, the kinetics of the oxidation of tantalum in oxygen and air have been extensively studied; however, very little work has been reported on the effect of other gases, including carbon dioxide. According to Miller,' the only reported study of the reaction between tantalum and dry carbon dioxide is a restricted observation by O'Driscoll et al.2 at 8 atm absolute pressure and 500°C. Therefore, this study was made to investigate the reaction of tantalum with carbon dioxide. EXPERIMENTAL MATERIALS AND METHODS The vacuum-annealed tantalum used in this study was obtained from Fansteel Metallurgical Corp. as 0.025-mm-thick sheet stock. INTRODUCTION During the Bicentennial Year in the United States of America, recognition should be given to the fact that 20 years ago the first large-scale commercial pelletizing plant was started and attained rated capacity. This was the beginning of a new industry. Twenty years ago the total production of pellets was principally from pilot plant facilities and totaled in the thousands of tons per year. At the present time the world production is slightly in excess of 280 million tons per year. This truly is a tremendous growth for any industry. Such a production growth obviously is accompanied by a similar growth pattern in the development of process, equipment, and facilities. During the growth and development period, different materials became more adaptable for processing. For example, initially the pelletizing of iron ores revolved around the magnetite concentrates where the heat of reaction constituted a very important part of the process fuel. During this growth period, specular hematite, earthy hematite, mixtures of hematite and magnetite, and even non-ferrous type materials were pelletized, a function previously thought not practical. The demand for the use of pellets has also broadened their concepts. At first they were made to replace the high-grade iron ores used in blast furnaces. Nowadays, not only have they replaced iron units, but they have had a major influence on the design of larger blast furnaces and have contributed to production rates in excess of 10 000 tons per day from a single furnace. They have also been used in the manufacture of steel, principally for coolants in the BOF practice. More recently, with the improved beneficiation techniques that have been developed over the same period of time, pellets have been used for the direct reduction process and can be used directly

UNTIL recently all discussions directed at justify-ing the use of mechanical-loading equipment and conveyors have referred chiefly to tons per man and cost per ton. But there is another consideration that ? will speed the adoption of mechanical loading in mines even though tons per man on present day stand-ards were not increased nor the cost per ton decreased. With restricted immigration, improved facilities for education in our mining communities, and increased opportunities for recreation, the type of man who can or will throw 20 tons of coal per day over the side of a mine car is disappearing. Whether we will it or not provision must be made to replace muscular effort by mechanical means. Fortunately, indications are that the process will be accompanied by increased output per man and lower production cost, and though the outlook may now be a bit clouded in spots, all should profit by the change. The operator should enjoy a more stable business with more assured profit, the miners should get a better livelihood with less arduous effort and under safer and pleasanter working conditions, and the consumer should gain the assurance of a supply of coal always available at reasonable prices. That sounds like the millennium in the coal business perhaps. Of course, it is not, but there is just enough of that millennium stuff in it to encourage those of us who are working with today's problems of applying loading and conveying equipment to underground opera-tions. If we discern clearly that there can be no back-sliding, and that all will share in whatever advantages accrue, we will carry on more vigorously, and may right-fully expect to have the necessary cooperation of all the elements within the industry. As nature does not seem to have followed a definite plan in the formation of coal deposits it is not likely that any one standard method or type of equipment can be evolved for mining the coal. The method of mining that maybe most advantageously employed with load-ing machines and conveyors depends on the character of the strata overlying the coal as much as anything else.

Kansas maintained its fourth position on the list of all oil-producing states, for the ninth consecutive year. Total crude-oil production during 1935, as reported by the Oil & Gas Journal, was 53,364,446 bbl. on 97 per rent tank table calculations. This represented an increase of 17 per cent over the production in 1934, which had been the all-time peak of production in Kansas up to that time. Many of the 51 new discoveries of the year, listed in Table 2, did not have a pipe line outlet until about January, 1936; therefore did not contribute to the 1935 production of the state. The potential of all wells in Kansas at the end of the year was 998,-000 bbl. per day, and the daily allowable was 143,000 bbl. per day, showing proration to the extent of 14 per cent of capacity, under the rules of the State Corporation Commission. Several important new pipe lines were built into western Kansas by extending older lines from east to northwest, providing additional outlets for new crude-oil production, and increasing the service facilities from the older oil fields. The crude-oil price level remained unchanged throughout 1935 as it did in 1934, the price of Kansas 36" gravity crude being quoted at $1 per barrel. However, on Jan. 9, 1936, the price of this gravity oil was raised to $1.10 per barrel. Following the trend of the past several years, drilling activity was largely in western Kansas, and showed a still farther westward push from last year. A relatively high percentage of successful wildcat wells at a relatively shallow drilling depth, combined with the expiration of leased acreage assembled before the depression, caused the rapid exploration and development campaign, begun in 1934, to continue. This has caused the opening of more new fields in 1935 than during any previous year in the history of oil production in Kansas. A summary of the results of drilling in western Kansas is given in Table 2. Eastern Kansas had considerable drilling, showed six new fields or extensions of oil fields, but in the limited space of this paper such developments cannot be described.

NORMAN CARMICHAEL.-We realized the objections too the gable-bottom car, but were almost forced to its adoption by the same reasons that caused us to retain the 20-in. gage. To use another car would have meant a vast number of changes, for our transportation system was quite extensive; all mine chutes and ore bins were arranged for that car. Had we been laying out, new works, many of our decisions would have been different. MEMBER.-If you were planning it now, would you not put in box bottom cars with a rotary dump? NORMAN CARMICHAEL.-We surely would. One objection to the gable-bottom car is the spill. No, matter how carefully the cars are kept up,: there is always leakage and spill. The cost of keeping and maintaining the cars in a good state of repair, so as to keep that loss at a minimum, is not necessary for a box-bottom car.

With the rapid development of Canadian industries calling for the use of fire-brick for the lining of furnaces or cement-kilns, for constructing brick-kilns or coke-ovens, for lead-furnaces, etc., the question has often arisen whether the provirices within the Dominion have not the necessary raw materials for the manufacture of such refractory wares. As an indication for the need of such products in Canada, me find that the imports in 1910 amounted in value to $519,454. The materials came in part from Great Britain, and part from the United States. Those supplied by the latter country are obtained largely from Pennsylvania and Ohio, and when shipped to distant points, such as British Columbia, the item of transportation is a serious factor. Scotch fire-brick is used both in eastern and western Canada, but in the latter case the shipments are made by water route to Vancouver. During the past four years I have been investigating the clay-deposits of Canada, for the Canadian Geological Survey, and while all types of clay have been included in the study, special pains have been taken to ascertain the occurrence of refractory clays. As a result of this work we are able to report on the existence of beds of refractory clays at the followiug localities: Inverness and Shubenacadie, Nova Scotia; St. Remi, d'Amherst, Quebec; Dirt Hills and Cypress Hills, Saskatchewan; Sumas Mountain, near Clayburn, B. C., and Kyuquot, on northwestern Vancouver Island. A map of Canada, showing the fire-clay deposits, is given in Fig. 1. It is possible that other deposits may be discovered in the future in districts remotely located from the present lines of railroad.

COLUMBIA-SOUTHERN'S Barberton limestone mine, 8 miles southwest of Akron, Ohio, is a million-ton-per-year producer from a depth of over 2200 ft in a district where other underground mining at this depth is unknown. Mining extracts 46 of the top 51 ft from a formation of Devonian limestone discovered by drilling in the 1890's. The same drilling revealed extensive salt deposits below the lime- stone, which led to the location of the chemical plant at Barberton as a division of the Pittsburgh Plate Glass Co. in 1899. Soda ash was the principal product of the plant, and as production increased the demand for limestone increased. Columbia's first attempt to secure a reliable all-weather source of stone was the development of a quarry at Zanesville, Ohio, in 1919. Zanesville production eliminated some of the stock- piling required by the use of Michigan stone, avail- able only during the lake shipping season. Stone from some Zanesville horizons, however, was found to be more suitable for cement production than for soda ash, and rail transportation remained an important factor. As demand continued to increase, plans were made to develop the Barberton deposit.

One of the most prominent features of our present-day industrial development is the ever-increasing demand put upon materials of construction. Engineering ingenuity, within the past 25 years, has been unusually active, and in some fields at least engineers frankly say that engineering design has progressed as far as the limitations imposed by the properties of the present materials of construction will permit. Consequently, they are today demanding improvement in their working materials and seeking new ones, through the aid of which the present limitations of design may be overcome. The activity of this search is evident in all fields, but it is particularly so in that of structural materials required to be resistant to corrosion. The corrosion resistance of metals and alloys is never absolute and all-inclusive; a particular alloy will withstand some corrosive conditions well and fail utterly under others. Furthermore, other properties, physical and mechanical, required in conjunction with corrosion resistance vary considerably for different commercial applications. One wants a soft, ductile sheet metal resistant to atmospheric corrosion; another, a high-strength alloy resistant to sulfuric acid. The last decade has witnessed active and definite progress in the development of high-strength, corrosion-resisting alloys. In June, 1924, a symposium by the American Society for Testing Materials, on Corrosion-resistant, Heat-resistant and Electrical-resistance Alloys, disclosed no less than 60 commercial alloys the properties of which were described as being suitable for industrial service where corrosion resistance was a feature. Today the number of these alloys has been doubled, at least. In addition, economy in design and construction through decreased weight has given considerable impetus to the improvement of alloys of which the mechanical propprties may be improved by heat-treatment.

A Federal statute, enacted several years since, provides for the preparation of a geologic map of the United States. There are three requisites for a geologic map. The first is a suitable base- or surface-map upon which the rock-formations may be platted by means of conventions ; the second is a classification of the rocks and formations, and the third is a system of conventions by which the rocks and formations may be represented on the map. When the work of the Federal bureau created to prepare the geologic map was commenced, a topographic survey of the country was undertaken for the purpose of making maps suitable for the use of geologists in the field and for the representation of the geology; and this work has ever since been continued. The surveys have now extended over about one-fifth of the national domain, and are mapped on a series of atlas-sheets, each constituting a section of the great map of the United States. About 700 of these atlas-sheets are completed. They are in extended use among engineers, miners, prospectors, map-publishers and educators, and are thus widely known; moreover, these base-maps have been exhibited, described and discussed at meetings of the Institute, and thus do not require detailed consideration. Classification of Bocks and Formations. Modern classification is designed to express natural relation. In the beginning of observational science, or natural science, objects were discriminated and grouped by differences and resemblances; but at first the differences and resemblances recognized in the classification were external, even superficia1,'and often confined to single features. It is perhaps a little difficult for Americans fully to appreciate the slow progress in the search for oil in Australia. Conditions are so different from those in the United States that methods must also differ considerably. Australia possesses an area almost exactly equal to that of the United States, but has a population of less than 7,000,000, and this population is concentrated almost entirely around the eastern and southern coasts of the continent. There are, therefore, vast "empty spaces" entirely unpopulated or exceedingly sparsely populated. The emptiness is due not to any lack of energy or initiative on the part of Australians but to the arid and waterless character of much of the country's interior. Throughout the greater part of the area that is comparable with the Mississippi drainage area of the United States, there is not a single flowing stream, and over most of it the rainfall is less than 7 in. a year. This hinders exploration and geological survey, and also isolates from potential markets many of the regions that otherwise might be considered worth prospecting. Also, Australia consists of six independent and sovereign states. With the establishment in 1901 of the Commonwealth of Australia, the states retained complete control of lands and mineral rights. Each state has its own petroleum legislation, and the absence of a central controlling authority has tended to confusion and to the introduction of many complications in oil prospecting. There are three major "territories," administered by the Federal Government; namely, the Northern Territory, enclosed between the northern parts of Queensland and Western Australia, within Australia itself, and the Territories of Papua and New Guinea in the island of New Guinea. Land and mineral legislation in these territories is not uniform. Furthermore, during the late twenties there occurred an orgy of company flotation and indiscriminate drilling, wQch resulted in the discovery of some definite indications of oil in three of the states and two of the territories, but which failed to develop any producing oil field in the common acceptation of the term. Ventilation within a coal mine is essential to the welfare of those employed therein, from the standpoint of health, safety, and efficiency. While the saving of life and the preserving of health are the chief reasons for ventilation, efficiency and production are increased. In spite of the fact that we speak of air as having a certain composition, the proportions of oxygen, nitrogen, and carbon dioxide are not fixed, but vary between small limits. The different elements are not chemically united, they are merely mixed and each is free and can be separated with little energy. For this reason air in the mine workings is seldom found in a pure state. Factors that necessitate ventilation in coal mines are those that change the composition of pure air. Contamination of mine air results from the burning of oil-fed flames, the use of explosives, the oxidation of coal, and the liberation of gases by the coal. The extent to which these factors exist governs the size and general plan of the ventilating applianccs required. An efficient ventilating system is one that will furnish air at the working faces in sufficient volume to dilute and render harmless noxious gases and at the same time maintain an oxygen content closely approaching that of pure air. In a well-ventilated mine, the oxygen seldom falls more than 0.5 per cent. below normal. The carbon-dioxide content of the air in the average coal mine will vary from 0.1 to about 0.8 per cent., which amounts are not harmful. Three per cent. of carbon dioxide in air doubles the frequency and the depth of breathing; it is plainly noticeable and if breathed continuously for several hours its effect would probably be harmful. Slight reductions in the oxygen content of the air, such as occur in well-ventilated mines, have no debilitating effect on the worker. A person not exerting himself would fail to observe any unusual physical effect in an atmosphere: containing 17 per cent. of oxygen. This condition, however, or even a condition showing an oxygen content below 20 per cent., would indicate poor ventilation and that the elements which tend to reduce the efficiency of the worker are present, namely water vapor and a high wet-bulb temperature.

COAL MINING, as well as all the other major in-dustries of Russia, is controlled by the Soviet Gov-ernment by means of organizations in each dis-trict, known as "Trusts," such as the "Kisel Coal Trust" in the Urals, the "Donugol Trust" in the Ukraine, etc., and each Trust functions as a unit, reporting direct to the chief of the department of the government at Moscow. The responsible head of each Trust is usually a mem-ber of the Communist party and, filtered through his organization, one generally finds a fair proportion of Communists in "key" or important positions, such as purchasing agents and local managers or superinten-dents, but in the majority of places requiring technical or professional knowledge, or trained brains and ex-perience, little or no attention is paid to a man's political opinion provided, of course, he "behaves himself." These different Trusts were authorized or ordered by the Central Committee at Moscow to investigate the methods of mining and type of mines developed in all other coal producing, countries of the world, and after a period of several years of intensive investigation and study reported back to headquarters that the modern American mines were the most efficient, recommending that the program for the rehabilitation of the Russian coal mining industry should follow the lines of American practice. The Trusts were then authorized to negotiate with American engineering firms for technical service for mine designs, and invited Americans to send commis-sions to Russia to prepare and submit to the Technical Council one or more projects for a complete modern American-type operation adapted to the local conditions. A "project" is a preliminary set of designs on the entire mine, top and bottom, with specifications. cost estimates, production costs, schedule of operation, budget of expen-diture, etc., and is quite an elaborate and sizable under-taking-I might say, it took six of us working tooth and nail for over three months to finish our first project.
