AS this is the age of reform, a uniform mining law for North America is a moot subject for discussion at this meeting of the Institute. The question is one of peculiarly technical and, in many respects, local character. We all appreciate the value of the metal-producing industries and recognize the necessity and importance of a well-considered and evenly balanced mining law as a branch of our jurisprudence either for the Provinces or the Dominion as a whole. Mining has taken its place as a forempst industry and legislation that seeks to control and govern it is the concern of not only the active miner but the citizens of the state. A law that, through its charitable measures brings into being the prospector, the pathfinder and superstructure of all mining activity and industry! protects his interests, safeguards invested capital, and encourages and enforces development, possesses at least the salient requirements of a businesslike Act. The manner of doing so is, I think, one of local and internal concern. May I be permitted to say without presumption that of the five mining codes, or Acts, that we have in the Dominion of Canada born and bred within the Provinces of British Columbia, Ontario, Quebec, New Brunswick, and Nova Scotia, some of them could be materially improved. In many respects they do not measure up to the times; they were no -doubt creations of merit at the date of their .birth but they have not been clothed in seasonable raiment as the years passed by. It is a stern fundamental principle that all natural resources are the inalienable property of the crown. If it is mineral land, then it follows for the protection of the state and the direct advancement of the occupant that the land should be developed as such. The method or machincry by which this must be accomplished is a matter of detail, not of principle. If the right to possession as a licensee depends on discovery, it is not inconsistent with the duty the crown owes to the state that a grant in fee should pass to the discoverer if there is imposed, after patent issues, a requirement of continuous work or the alternative of an acreage tax sufficiently burdensome to make it unprofitable that the land should be held in an undeveloped state. If this requirement is recognized, the mental distinction between a grant and lease ceases to exist. A

The phenomenon called "water-coning" is that, observed in many oil wells, in which bottom water gradually and frequently sudderlly displaces a part or all of the oil production when a certain rather critical production rate from the well is exceeded. To follow in detail the process of the formation of a water cone as it breaks through the oil zone and enters the well bore is a problem so complex as to make a theoretical analysis practically impossible. However, an analytical treatment of the flow system before the water has broken through and during the time that it lies statically beneath the oil zone with an elevated or "coned" surface can be carried through under certain approximations. To present an analysis which shows the essential characteristics of the coning mechanism is the purpose of the present discussion. Physical Basis of Theory and Meaning of Approximations As will always be true for flow systems where true water-coning is at all possible, the water will be supposed to lie beneath the oil zone because of its density contrast with respect to the oil. In fact, tinder the usual field conditions, when the pay horizon is reasonably homogeneous, the water most frequently enters the well through the lower zones, but even when it enters from intermediate zones it may, in the later life of the well, displace the bottom layers of oil, thus resulting in a system wherein the oil is effectively floating on the water.

THE production of non-ferrous secondary metals has become a large and important industry in the United States, and deals with practically every type of manufacturing concern. Its business is unique in that it generally buys from its customers as well as sells to them, whether they are individuals, cities, corporations, or the United States government. Its operations are of vital importance to the success and prosperity of many of the nation's most important manufacturers; yet there are few industries about which less is generally known by those outside it, whether concerning the magnitude of its operations or the details of its actual technique. The industry itself is to blame for this meager publicity, because its technical men have made few attempts to openly exchange ideas, in spite of the excellent examples set by the iron and steel or the copper and brass industries. Whether this is due to the ancient shroud of secrecy generally supposed to cover smelting operations, or because its technical men actually felt that the industry was too puny to be interesting, is hard to say. This paper will consider its subject in a general way, attempting to show something of the size and importance of the industry, as well as its fitness to do its work well. Attention will be called to the sound economic reasons for the handling of non-ferrous wastes by specialists, and to the often unseen losses of metals and labor which occur when manufacturers reclaim their own metallic wastes. MAGNITUDE OF THE MODERN INDUSTRY No particular thought is given to the kitchen accident whereby a ruined saucepan is sorrowfully tossed into the ash can, yet it is a fairly safe guess that within a month this saucepan, together with hundreds of its fellows, will again be in service, perhaps in an automobile crankcase, or in an electric vacuum sweeper. It is by this conversion of the useless into the useful, whether from home or large manufacturer, that the secondary tonnage is built up.

IN some districts of the bituminous coal field the problem of construct-ing bulkheads to seal off water under pressure is becoming increasingly important. Recently this matter has been brought very much to the front by the loss of a large Illinois mine due to failure of a bulkhead that separated it from several old, flooded mines. As this great misfortune has provoked much inquiry about proper bulkhead design, it-is felt that a description, of the successful and extensive water-sealing practice at three mines that have different natural conditions will be of considerable interest to those connected with properties having a present or future water problem and to engineers that may have to design safe bulkheads of economical construction. These three mines are the Saxton and Dresser, near Terre Haute, Ind., and the Hegeler, near Danville, Ill. All three have water conditions that make it necessary to regularly seal off all worked-out sections of the mine, and there are considerably over a hundred bulkheads in each. As far as the writers know, these three mines are the only ones in the bitu-minous coal fields of the United States with anything like so large number of water seals and experience, although a number of other mines are known to have a few bulkheads. More detail will be included herein on the Saxton mine than on the others, as the writers are more familiar with it.

This paper describes a short, simple well-testing procedure evolved from unsteady-state concepts to appraise wellbore damage in water-input wells. Input rates are changed at specific intervals over a 30-minute period and the wellhead pressure recorded at the end of each interval. From these data, the pressure drop due to the "skin" can be computed. This pressure drop in terms of psi/B/D of input rate is referred to as the "skin factor". Two of these variable-rate tests are required to determine change of wellbore damage and to evaluate well-treatment techniques. There are several advantages to the variable-rate procedure. The necessary data can be obtained with wellhead gauges and meters. There is little interference with normal operations. The short testing period eliminates many interpretative difficulties that come from interference from adjacent wells. The shut-in period required for standard tests before the plot of pressure vs log of time attains a straight line is often 12 hours or more. Such a time period is incronvenient, especially when a well must be tested repeatedly to evaluate change in wellbore characteristics. This variable-rate procedure has been successfully npplied to water-input wells in three fields. For some of the wells, skin factors were calculated from both the standard and the variable-rate tests. These results show good agreement. THEORY OF THE VARIABLE-RATE PROCEDURE In many waterflood input wells, the pressure in the wellbore differs from the pressure in the reservoir immediately adjacent to the well because of the restriction of flow through the skin of the well. If the true pressure of the reservoir at the well, p,, is that pressure which would exist in the well if no skin were present, and p,' is the actual pressure as measured in the well, this difference, is the skin effect. Fig. 1 shows the change in skin effect with change in flow rate. As the flow is reduced, the skin effect is reduced by an amount equal to the change in wellbore pressure minus the change in reservoir pressure. There is an accelerating acceptance of change by management of cement companies. Diversity of response is noticeable in efforts across the country to reverse the downward trend in profits that brought margins in 1966 to the lowest point in 20 years. New concepts are emerging among managers as they seek to increase the efficiency in use of the basic corporate resources of men, capital and technology. The shift towards computerized control of cement manufacturing is making new gains as is diversification of cement companies into allied fields such as production and sale of natural and light- weight aggregates, crushed stone and concrete products. Increased interest in special products such as white cement and further moves overseas are also significant. Perhaps the most dramatic event of recent years occurred in Washington at hearings before the Federal Trade Commission where cement producers split on whether there should be FTC guidelines that would prevent ownership of ready-mixed concrete producers by cement companies.

The discovery of two new fields, Van, in East Texas, and Darst Creek, in the Balcones fault zone, is the outstanding development in 1929. The first six months was one of the most inactive periods in the history of East Texas. Five of the interior salt domes, which had been so eagerly sought as a result of the Humble Oil & Refining Co.'s strike on the Boggy Creek dome in 1927, were drilled with discouraging results, and the Boggy Creek field itself had fallen far short of expectations. Kelsey, a structure of considerable magnitude and extent in Upshur County, was equally disappointing; the Amerada Petroleum Corpn.'s initial test on this structure was dry. The situation improved in the latter half of the year. On Oct. 13, 1929, the Pure Oil Co. discovered the Van field. This gained for East Texas a permanent place in point of future potential production. There was a similar reaction in the Balcones fault zone. The Salt Flats (Bruner) field, the important discovery of 1928, proved its rating as a second Luling, but on account of repeated failures to extend the productive zone, wildcatting during the first half of 1929 in the Luling district was dilatory. In July, however, Darst Creek, a third fault-line field of majori mportance producing from Edwards limestone (Lower Cretaceous), was discovered. Retarded as development in this field has been by various attempts at proration, interest in the Balcones fault zone fields centered on Darst Creek as the year 1929 drew to a close. Development in East Texas Fields Discovered during 1929 Van.—The discovery well, Jarman No. 1 of the Pure Oil Co., is near the town of Van in the southeastern part of Van Zandt County, Texas. It is 55 miles northeast of the Powell field in Navarro County and 45 miles west of north from the Boggy Creek field in Cherokee and Anderson counties. Undisturbed sampling of shale has always been difficult. As pert of a comprehensive subsurface investigation for a nuclear power plant in northwestern Illinois, the Maquoketa shale, which contains seams of argillaceous dolomite, was sampled using different coring techniques. Since the Maquoketa shale is extremely fissile, careful sampling preservation by both lateral and vertical confining was utilized. The samples were tested to determine both static and dynamic properties. A relationship between void ratio and compression index, swell index, and swell pressure ratio was established. Correlation was found between the dynamic properties and both undrained shear strength and confining stress. Based on the results of the sampling and testing programs, recommendations for sampling and sample preservation techniques are given. INTRODUCTION Undisturbed sampling and preservation of samples of weathered, fiasile shale is often a very difficult task. The often erratically varying degree of weathering with depth complicates sampling and makes reproducibility of testing results difficult. Therefore, the testing of weak, weathered rock very often yields a wide variety of test results with large data scatter. The reproducibility of teat results usually associated with water-deposited soils is seldom, if ever, obtained. The testing and sampling program described in this paper was part of a comprehensive subsurface investigation for a nuclear power plant in northwestern Illinois. The sampling, preservation and testing program of shale samples taken from the Maquoketa shale are described, and, in particular, the different sampling techniques and sample preservation procedures are evaluated with respect to their effectiveness. The samples obtained by these procedures were subjected to a comprehensive testing program, including both static and dynamic testing in order to provide input for soil-structure interaction analysis. GEOLOGY The Maquoketa Shale Group is of Ordovician age and is part of the Cincinnatian Series. The area where the shale samples were taken was in a broad sea far from sources of clastic sediments during most of Ordovician time. However, during Cincinnatian time when large deltas in the Appalachian region were being formed, clastic sediments from the east dominated the sedimentation ii. Illinois, resulting in formation of the shale and dolomite shales of the Maquoketa Shale Group (Willman et al., 1975). The geologic unit sampled consists of a greenish gray to gray silty shale containing numerous 1- to 12-inch (2.5- to 30.5-cm) thick interbeds of argillaceous dolomite. THE objective of this investigation was to determine the high-temperature plastic deformation behavior of stoichiometric uranium mononitride as a function of stress and temperature. Interest in the properties of this material stems from its potential use in high-temperature nuclear reactor systems. The creep of other refractory compounds containing uranium (e.g., U02, UC) has been studied by various investigators.1"4 Fassler et al.4 have studied the creep of UN in vacuum from 1100° to 1350°C at stresses of 6000 and 8000 psi. In the present work, the creep of stoichiometric UN was investigated from 1500° to 1800°C at stresses from 2000 to 5000 psi in a partial pressure of 200 mm of nitrogen. The specimens were prepared by hot isostatic pressing of UN powder into cylinders of $ in. diam by about 1 in. high. After pressing, the specimens were heat-treated in nitrogen at 1900°C for 50 hr. The densities of individual specimens were determined by the water displacement method. All specimens were theoretically dense, based on a value of 14.32 g per cu cm.5 Principal metallic impurities in ppm by weight were: Ca, 50; Cu, 5; Fe, 30; Mg, 5; Ni, 10; and Si, 20. Oxygen content was 400 ± 50 pprn and carbon content was 100 i25 ppm. The nitrogen content was 5.56 ±0.05 wt pct. The average grain size for five specimens, as determined by the intercept method, was 0.14 i 0.01 mm. One specimen had a grain size of 2.0 mm. This large grain size is an anomaly, since all specimens had the same chemical and thermal histories. Specimens of 1/4 in. diam by 1/2 in. high were creep-tested in compression in a clam shell furnace heated by W-25 pct Re sheet elements. Temperature was measured to ilODC by an optical pyrometer which had been calibrated by a standard source. The distance between fiducial marks on the specimen was measured before placement into the furnace. The furnace chamber was evacuated to 10-5 Torr and back-filled to 200 mm N2. After heating rapidly to temperature, the load was applied and controlled to ±2 pct by an Instron testing machine. Upon initial loading, the specimen was deformed until a constant crosshead rate was obtained, then quenched to room temperature, remeasured, and replaced in the furnace. Upon subsequent reloading at temperature, the crosshead rate was constant for the selected condition indicating steady-state creep.

THIS paper outlines a time-saving graphical method of calculation for application to the interpretation of observations with the Eötvös torsion balance. Preliminary to the treatment of this short cut method which has been found practicable, the principal formu-las by which the student of interpretation can calculate the gradient and differential curvature produced by different types of bodies in different types of situa-tions are presented and discussed. It is necessary to split most geologic bodies into a series of simpler ones for which not too complicated formulas are avail-able. The gradient and differential curvature effects are calculated for each of the simple bodies and then summed to the total effect for the whole body. The calculations are considerable in number and, though more tedious than difficult, should be' entrusted to an experienced calculator. Considerable facility in qualitative interpretation can be acquired by the geophysicist from experience and from a thorough study of the types of gradient and differential curvature anomalies produced by the dif-ferent types of possible structural situations. How-ever, semi-quantitative calculations' of the probable structure bring out many relations that are not evident in a simple inspection of torsion balance results ; it throws out as impossible or improbable certain of the alternative structural possibilities that may seem equally probable under simple inspection of the results; it will determine more accurately the position of the crest of the structure; and reduce considerably the un-certainty in the interpretation and it is necessary to intelligent interpretations. The calculation of such cross-sections consists of a trial-and-error calculation of a body that will give gradient and differential curvature effects as closely as possible the same as those observed. From his knowledge of the gradient and differential curvature produced by different types of bodies, the geophysicist sketches a tentative cross-section of the structure as indicated-to him-by the observed results of the torsion balance survey, and the calculator then splits the struc-ture into blocks, and calculates the gradient and differ-ential curvature block by block. If, as rather usual, the calculated .gradient and differential curvature pro-files diverge considerably from, the respective observed ones, it is necessary to add and subtract blocks from the cross-section until a close agreement is obtained .between the calculated and observed profiles. The com-plete calculations have to be gone through for each block that is added or subtracted.

Dynamic rock mechanic as it pertains to blasting has involved several areas of active research effort. Among the important problems which have been the subject of research are wave mechanics in rocks, mechanisms of rock breakage, cratering, applications of similitude, energy partitioning of explosives, coupling, and other related factors. In some of these areas many problems have received fairly complete answers, while in others, investigations have raised new questions while attempting to answer existing ones. The slabbing mechanism explains many of the phenomena observed in blasting, but is hot the complete answer to observed breakage and fragmentation phenomena. There is currently a gap between coupling experimental results and theory. Applications of similitude to open pit blasting have been made unnecessarily complicated. Basic scaling laws for large true and apparent craters have not been derived for either chemical or nuclear explosives. There are few useful data and little developed theory on the partitioning of energy of explosives in all types of blasting. No suitable mathematical model has been developed which will describe the stress waves in rock which are responsible for rock breakage: Significant progress has been and is being made in these areas of research, however. ELASTIC AND NONELASTIC WAVES Complete solutions for spherical wave equations in viscoelastic media are not available in the literature. Equations for certain viscoelastic models do show limited promise, however, of being applicable to rock masses, particularly for pulse type phenomena. This work was undertaken with the object of collecting plant data on rod milling, making laboratory tests on representative samples of the various ores, and arriving at a basis for comparing the relative efficiencies of different mills operating on widely different materials and under varying conditions. These efficiencies consider only power consumption and do not include the other elements of operating costs. The over-all economic efficiency may be quite different from the consumption efficiencies with which this paper is concerned. It is hoped that these collected data will be of value in indicating the most favorable conditions of rod-mill operation. Operating-plant data on 14 different installations from II plants throughout the United States and Canada were collected, and laboratory tests were made on samples of these ores. The plant rod mills were all operated wet, and either in open circuit or with circulating loads so small as to be negligible. Data were obtained on one roll-crushing operation at the Utah Copper Co., for comparison. The rolls were operated wet in closed circuit with 10-mesh vibrating screens, and with a high circulating load averaging about 600 pct. This particular roll operation can be considered as a model of efficiency. The collected plant data are necessarily incomplete in some instances. Each ore was assigned a code number, and the name and location corresponding to the code number are listed in Table I when permitted. The power data in every instance refer to motor input. Net power was reported by the operator for samples 1-30 and 1-45, and this was increased by 20 pct to compensate for motor losses and power factor. Although Venezuelan production attained a new peak in 1938, passing the 190 million barrel mark for the first time, there was a distinct flattening of the steep upward trend that marked 1937 and preceding years. The annual total of 190,231,780 bbl. was only 31/3 million barrels above the 1937 figure, an increase of slightly less than 2 per cent, which contrasts sharply with the 20 per cent increase of 1937 over 1936. As in the previous year, the Lake Maracaibo fields supplied approximately 73 per cent of the oil produced, Lagunillas remaining the largest single contributor in spite of a 17 million barrel decrease in its annual output. Tia Juana increased its percentage of the Venezuelan total from 14.1 per cent in 1937 to 23.4 per cent in 1938; La Rosa showed little change with 13.7 per cent; Quiriquire in eastern Venezuela was also little changed with 13.2 per cent; Mene Grande, the only other field of real importance, declined from 7.7 per cent of the total in 1937 to 6.6 per cent for 1938. Two new fields, Temblador and Bachaquero, began actively to ship oil during the year, and by November were averaging 7600 and 10,000 bbl. per day, respectively. The former is in eastern Venezuela, and the latter is the most southern of the proven Lake Maracaibo fields. (A map of Venezuela was published in Volume 127 of the Transactions.) Table 1 gives a complete résumé of Venezuelan production by fields for 1937 and 1938, and shows that 1,685,575,663 bbl. had been produced to Dec. 31, 1938. The percentage contributed by each of the principal fields to this total is shown in Table 3, as well as their trends over the past several years. From these data it is apparent that the Maracaibo Basin is the principal source of Venezuelan production, and will probably continue to hold this position for some years. At the year's end 2657 oil wells were producing, of which 2425 were in western and 232 in eastern Venezuela; 36 per cent were on natural flow, 57 ppr cent were pumping, and 7 per cent were on air or gas lift. Out of 523 wells drilled, 507 producers were completed in 1938, five less than in the previous year and nearly 100 less than in 1929. These

In the early part of the last century textile fabric was used for the filtration of products of combustion and lampblack was obtained by passing smoke through a series of canvas bags. Natural draft was used to draw and force the smoke through the bags. About 1850 bag filtration was used for collecting zinc oxide. Around 1876 it was introduced for collecting the fume from lead-ore hearth smelting in Missouri. Shortly afterward it was used, first at Portland, Me., and later at Canon City, Colo., for the collection and production of zinc-lead pigment in treating mixed zinc-lead sulphides. In 1890 the Globe Smelting & Refining Co., at Denver, Colo., installed a bag house containing 1,458 bags for the recovery of fume from silver-lead blast furnaces. This installation was too small to handle all of the gases and was increased to approximately 2,300 bags. In 1900 the number of bags was again increased, making a total of approximately 2,800. The usual difficulties incident to new installations were encountered, but they were gradually overcome and the bag house became accepted as standard practice for this class of smelting, As all of the bag houses built since have followed the general lines of the Globe installation, a short description may be of interest. The general construction of the Globe bag house is shown in Figs. 1, 2, and 3. The building is 149 ft. 8 in. long by 67 ft. 4 in. wide and 40 ft. 2 in. high from the basement floor to the eaves of the roof, having brick walls 26 in. thick from the foundation up to the thimble floor, from there an 18-in. wall for 16 ft. and a 13-in. wall from this point to the top, a distance of 14 ft. 2 in. Additional stiffening is given to the walls above the basement by pilasters located every 16 ft. The end-wall construction is similar to that of the side walls with the exception of the spacing of the pilasters, which is somewhat greater. The roof is made of corrugated iron laid on 1-in. boards and supported by a timber frame work spaced 16 ft. apart resting on the basement partition walls. On top is a louver running the

STUDY of the ore deposits of Colorado has disclosed, in numerous places, sharp changes in both mineralogy and metal content of the primary or hypogene deposits with change in depth. A clear understanding of the meaning of these changes is requisite to form intelligent conclusions that can be applied in the exploration of such ore deposits. This paper is an attempt to set forth some of the geologic and chemical relations of minerals that bear on this problem. The effect of the differing electrode potentials of elements on the order of oxidation and on the order of displacement of one metal by another metal in supergene sulfide deposits has been studied for many years by several investigators. The results all agree rather closely with the original Schürmann series of replacability of metal sulfides, as Wells has shown.1 So far as the writers are aware there has been little attempt from the geologist's viewpoint to correlate the electrode potentials of the elements, other than those of the common metals, with the positions and mode of combination of the elements as found in ore deposits, and in particular in hypogene deposits. Wells' discusses electrochemical activity between solutions and certain ore minerals and mentions the possibility of its effect in precipitation reactions. The senior writer for a number of years has emphasized the importance of oxidation-reduction reactions as a factor in the formation of certain hypogene ore minerals, and as the electrode potentials are a measure of the relative oxidizing and reducing power of the elements and their ions, it seems possible that a study of them may offer some suggestions on certain problems. The data at present available for such a line of attack on oxidation-reduction reactions are too far from complete to offer much help, nevertheless the table of standard electrode potentials

Ore broken at the mine or quarry face generally is loaded by power shovels into large trucks or rail cars and hauled to a primary crushing plant where it is reduced to a more workable size for ease in handling. The primary crushing plant is customarily located as close as possible to the center of gravity of the ore body and the projected limits of the mine pit to minimize the cost of hauling and to increase safety from flying rock as a result of blasting operations. A belt conveyor is used to transport the crushed product to a nearby ore treatment plant or, should this plant be located some distance away, the ore is loaded directly into cars and hauled by rail. Between trips the crusher product is accumulated in bins or stock piles. In all open pit mining and quarrying operations, the power shovel, the transportation equipment, and the primary crushing plant should work as a team, complementing each other. When establishing the design and selecting the equipment for these closely integrated operations, capital and operating costs for each unit operation must be weighed to achieve an optimum balance. Rising labor costs have given impetus to the universal trend toward greater efficiency, higher speed and larger equipment, and higher degrees of automatic control. The result is that power shovels have increased in size, haulage trucks are larger and faster, and only coarse crushers with feed openings adequate to receive run-of-mine lumps of ore with a minimum of secondary blasting are selected for new installations. These coarse crushers also have large through-put capacities, even when adjusted to produce a 6- to 10-in. size of product, thus making it possible to use a single stage of coarse crushing at the average mine. The mathematical analysis, which is an essential part of this paper, has revealed the interesting fact that contrary to the opinions of many, determinate and measurable economic factors are largely responsible for the price of crude oil. It should, however, be well understood that the results of this analysis are applicable, without qualification, only to the particular period and market studied. There are certain peculiarities of the petroleum industry which make the consideration of its economics very difficult, and at times practically impossible. Noneconomic factors often become highly important and have serious economic effects, which make unqualified predictions based on economic data extremely hazardous and ill advised. However, in spite of the attendant difficulties there are many problems, especially in price analysis, to which approximate solutions must be made for the proper guidance of public and private policy, but their limitations should be kept clearly in mind. An understanding of the nature of prices is of fundamental importance for a number of purposes. Measurement of the motivating factors giving rise to trends and other price movements is essential to forecasting for the intelligent engineering and financial administration of the industry. The fixing of prices, maintenance of an intelligent industrial dictatorship, or the making of other industrial adjustments, demand, for success, an accurate understanding of their probable consequences. The establishment of a system of equitable relations within an industry, or between industries, by methods other than the natural competitive ones, requires a thorough knowledge of the price structures and the nature and trends of the normal and basic prices of their products. This research has shown that in this case, even though the statistical records are only fair, quantitative economics offers a direct and satisfactory approach to the problems of economic consequences dependent on the reactions of mass intelligence. Forging under the hydraulic press, which was introduced by Haswell in the year 1861, at the machine shops of the Imperial State Railway Company of Austria, has since been greatly improved, so that at the present time there are very few parts of machines which cannot be produced in this way, and at no greater cost than iron castings. The process is now used at Vienna chiefly for such parts of locomotives as cross-heads, link-bars, axle-box frames, etc., especially where the form is intricate, and there are many angles and projections. These objects weigh from 50 to 150 lb. or more, and it is claimed for them that they are not only much cheaper than ordinary forgings, but are much more regular in form and stronger. The results which Mr. Haswell has attained, after years of patient experimenting, were well shown in the Austrian Department of the Vienna Exhibition by a collection of the pressed objects in iron and steel, just as they left the moulds, with some of them cut asunder longitudinally and the surfaces etched, so as to show the internal structure or direction of the grain. Through the courtesy of Mr. Haswell and his son I saw the hydraulic presses in full operation at the works, drawing down large Bessemer ingots, cutting them up into blocks of convenient size, and forming various park of locomotives. They have two large hydraulic presses in use; the largest, with a piston 24 inches diameter, gives 1200 tons pressure, and the second, with an 18-inch piston, gives 600 tons pressure. The pressure in the pumps is 600 atmospheres. The action is vertical; the piston descends upon the work, and for forging ingots is armed with a hammer-like head. An ingot of No. 7 soft Bessemer steel, which was forged in my presence, weighed 2030 lbs. One end being placed upon the anvil, the piston is brought slowly down and crowded into the mass as if it were putty or dough, forcing it each way, but chiefly in the direction of the length of the ingot, this being the narrowest section of the anvil and hammer. The piston is then raised and the ingot is moved forward for a second squeeze, and so on, until the first half of the ingot has been reduced in thickness, when it is turned on edge and the operation is repeated. WHEN starting a series of experiments on the use of powdered coal in lead blast furnaces to replace coke, I realized that in copper smelting the problem is simpler because the sulfur recovers the copper in the form of matte. In lead smelting there are greater difficulties because a reducing atmosphere must be maintained in the active, zone corresponding to each tuyere in order to get the best recovery of lead. Therefore, the feed of powdered coal must be quite regular, uniform and under control. The molten products issuing from the taphole are the resultant of the work of all the tuyeres and it can readily be con-ceived that one part of the furnace may be forming slag with a higher lead content than the slag formed in other parts of the furnace. At first, we used only one tuyere situated on the back of the furnace. This was for the purpose of getting all of our regulations under the regular operating conditions. We tried every known system of feed and found they were not dependable and our present system was finally worked out, and so far as we know, is the only working system that will give uniformly good saving in lead blast furnaces. We placed a Bristol self-recording thermometer on the feed floor. This gives a 24-hr. continuous record of the temperature of the gases leaving the furnace. We put a self-recording gage on the "15-lb." air used in the injector. A second recording Bristol gage was put on the low-pressure air (40 oz.). I realized that it was necessary that we should know the exact weight of coal going into each tuyere and that it should 'be under observation at all times. L. W. Kirk was assigned to the problem and developed the open sight feed and the distributor, so that we now have the coal being fed into each tuyere in sight of the men in charge. We have an apothecary's balance beside the furnace, and the operator takes the pan and inserts it under the stream of falling powdered coal for one minute, and places the pan on the scale, the other scale pan having weights indicating the desired amount to be fed to each tuyere per minute.

Edward W. Parker,* Philadelphia, Pa.—At the New York meeting of the Institute a year ago, Mr. R. V. Norris presented a paper on anthracite mining costs, in which he gave the results of an intensive study of this subject by the Engineers' Committee of the United States Fuel Administration. Within the last 30 days, the Federal Trade Commission has issued an official report on the same subject, which covers a longer period of time and comprises statistics of realization values and margins that were pot comprehended in the paper by Mr. Norris. As, however, the data utilized by Mr. Norris formed also a part of the basis for the report of the Federal Trade Commission, a brief digest of the latter may not be out of place at this meeting. The report of the Federal Trade Commission covers primarily the two calendar years 1917 and 1918, divided into five periods which furnish opportunity for the study of how the influence of certain definite factors affected either the cost of production or the price, or both, during the 24 months. The first period, January to April, 1917, which may be considered the basic period, comprised the 4 months in 1917 during which the wage agreement of May, 1916, without modification, was in effect. During this period, the labor cost on fresh-mined coal is placed by the Commission's report at $1.79 per gross ton, the total cost at $2.66, the average realization at $3.29, and the "margin" (sales realization over total f.o.b. mine cost) at $0.63. The second period covers the four months from May 1 to August 31, during which time the first of the supplemental wage agreements (supplemental to the agreement of 1916) was in effect. It was also the period during which the summer discounts were in effect and when prices were practically fixed by a voluntary agreement between the operators and the Federal Trade Commission. It was, further, the period in which the 75 cents differential on prepared sizes permitted to the individual operators by the Federal Trade Commission began; at that time, also, on account of war conditions an unusually large quantity of steam sizes were marketed at exceptionally good prices.
