SMELTING is a thing essential to the end for which ores are sought, for without it every ore is a useless stone. This art is especially needed by those who, drawn on by hope, have mined ores in large quantities with great expense and effort. For this reason it is worth while to use one's wits and, if ordinary ways should not suffice, to consider how to find new ways of smelting the ores in order to extract the metals and to purge them of their earthiness. For this reason I shall now tell you of blast and other furnaces, and I shall also tell you, in order that you may be warned, that whoever wishes to do this well must first look at the nature and quality of the ore. You will already have had enlightenment on this from the experiments on assaying and with this as guiding star it is necessary to make ingenious structures and to provide for-the other needs as necessary, for one ore requires iron and another lead. Since I have already spoken of these in their own places on their ores, it is not necessary at present that I repeat, but here I wish to speak only of copper ore as a companion of silver and gold, and of where art is most required and where difficulties chiefly appear. For these things a machine must be built that is convenient to a good water supply in order to continue the work more easily. Its wheels should be large and easily moved, constructed in such a way that the force of the water lifts the bellows that are placed at the tuyère to direct the blast inside the furnaces that are to smelt the ores. For this, attention must first be given to the site of the machine, the quantity of water, and its fall; then to the wood for building the machine and for making charcoal; then to the stones that are used for the blast furnaces; then to the provision of good bellows that are wide, long, and full in their sides and made of cloth, for the better these are, the more they quicken the power of the charcoal

It is often a tedious matter to get a solution of pig iron or steel, for the determination of phosphorus, which is absolutely free from silica. Where pig iron rich in silicon is dissolved in hydrochloric or nitric acid in the usual procedure, it is necessary, not only to evaporate the solution to complete dry ness, but to heat the dry residue for some beam in an air-bath to a temperature of about 120° C. The oxide of iron is thus rendered insoluble in nitric acid, and is only slowly dissolved by hydrochloric acid. In the method of determining silicon by nitric and sulphuric acid, described in the Transactions of the Institute, Vol. VII, page 346, arid Vol. VIII, page 508, we obtain in one or two hours a solution of the iron in the form of ferric sulphate entirely free from silica, and containing free sulphuric acid. It occurred to Us that this solution might be made available for the determination of the phosphorus by the molybdate method. The following experiments mere tried with unsatisfactory results. 1st. The iron was precipitated by ammonia, the precipitate filtered, washed, and dissolved in nitric acid. 2d. The iron was precipitated as basic acetate and dissolved in nitric acid. 3d. The solution was neutralized by ammonia, and nitric acid added in small excess. In all these cases the phosphorus obtained by precipitating by ammonium molybdate and magnesia-mixture was too low. The following method was then tried with success. The filtrate from the silica and graphite was evaporated to small bulk and heated in a porcelain dish on a sand-bath. until fumes of sulphuric acid ceased to escape. The dry residue was taken up with dilute nitric acid and the solution precipitated by ammonium molyldate. The phosphorus was weighed as magnesium pyrophosphate. The results were satisfactory. To save time, the original solution of the iron in nitric and sulphuric acids was evaporated to dryness and heated as before until

DURING the recent development of aluminum alloys for free-cutting screw-machine rod, it became desirable to know something of the solubility of lead and bismuth in liquid aluminum and in some aluminum alloys. The literature is not particularly helpful in supplying this information. These portions, therefore, of the constitutional relationships of aluminum-bismuth and aluminum-lead alloys were investigated by thermal analysis and by chemical analysis of samples taken from aluminum-rich melts in equilibrium with precipitated lead or bismuth. The solubility of lead and bismuth in some liquid aluminum-copper alloys was also investigated. Some consideration was also given to the solubility of these elements in solid aluminum. Among the earliest investigators of the aluminum-lead and aluminum-bismuth systems was Wright,1 who reported that melts of aluminum and lead formed two layers indicating limited liquid solubility. Under his conditions, the aluminum-rich layer was reported to contain 1.91 per cent Pb and the lead-rich layer, 0.07 per. cent Al. Subsequently, Pecheau2 found that in aluminum-rich alloy melts with more than 10 per cent Pb three layers were distinguishable. He reported that the middle layer contained from 3 to 10 per cent Pb. He also found that the melting point of aluminum appeared to be lowered slightly by the addition of lead. Gwyer3 investigated these alloys and found evidence of a slight lowering of the freezing point of aluminum by the addition of either lead or bismuth. He found no evidence of solid solubility in either case and made no attempt to determine the liquidus curves. Hansen and Blumenthal4 reported that the addition of lead distinctly lowered the solidification point of aluminum. They also found that bismuth lowered the melting point of aluminum. Guillet5 reported almost complete mutual immiscibility for the aluminum-bismuth alloys in the liquid state. Bohner6 examined the effect of various concentrations of lead and bismuth on the electrical conductivity of aluminum. He found decreases in conductivity on annealing at 500° C. as compared with the conductivity of the same alloys on annealing at 300° C.

MY first reflection on the subject assigned to me by the officers of this symposium was that a critical description of these lesser characters in the cast of inanimate actors now before us under the title "The Role of Metals in New Transportation" would be about as well received as the description of a horse race in terms of harness buckles and jock-ey's buttons. The word "new" in the title of this symposium seems to shout strong aluminum and stainless steel, unless we transfer our attention to transpor-tation on another planet where the strength-density ratios may require very different engineering treatment. To load a speaker with the "heavier nonferrous metals" amidst the airy consideration of flying or 20th century gliding along the earth and through water, like Hermes, the messenger of the immortals, and expect an instructive or enlivening flight into the area of current exploitation and popular interest in transportation would, of course, require the performance of a miracle or at least the exhibition of genius to which I can lay no claim. But copper and nickel, headliners in other classifications, are also indis-pensable as components of the important new structural materials of transportation, and together with lead, tin and zinc perform many minor or contributory functions in this field that may indeed be con-sidered well-nigh indispensable. A complete and well planned fabric of classification, explanation and critique of even these secondary functions would take much time, and I cannot hope in the 25 minutes or so alloted for the purpose to offer more than a rambling treatment, in which a thread of continuity will be sought by anchorage to one after another of the following attributes or appurtenances of the moving vehicle: 1. The machinery and accessories. 2. The framework and superstructure, and the line or travelway. 3. Light, heat, power, water, sanitary and housekeeping services. 4. Embellishment, or style.

The petroleum industry is not peculiar in that it has a problem of stabilization. Economic conditions, not only in the United States but throughout the entire world, are unstable. However, the petroleum industry together with coal mining and agriculture has experienced a longer period of depression than most of the others. It is significant to note that industries engaged in the production of basic raw materials, the primary industries, have not enjoyed as much prosperity since the war as the secondary industries, or those engaged in the fabricating of raw materials and their distribution. The problems of the primary industries are not all the same. Overproduction has existed for several years in agriculture but its causes are not the same as those that have brought about overproduction in the petroleum industry. Unlike agriculture, the institution of property rights and the migratory nature of oil are responsible for the oil man's troubles. Our laws permit the owner of the oil and gas rights, with certain exceptions, to drill when and where he pleases. Since oil is migratory, the adjacent property owner must go and do likewise—drill. This condition spread over a wide area soon brings to the surface more petroleum than can be readily absorbed by the market, creating a condition of overproduction. It is significant to note at this place that when overproduction occurs the complete units in the industry suffer least. A complete unit is taken here to mean a corporation engaged in all the phases of the industry through production, transportation, refining and marketing. In the present depression the complete units in the industry are not in as bad financial condition as those engaged in single phases of the industry. The same thing can be said of the zinc industry, the lumber industry, and the other industries where there are organizations engaged in all the steps through the production of raw materials to the marketing of the finished product. The reason for this is that the complete units are in better position to coordinate all the factors that would work for a stabilized condition than are the units that are engaged in a single branch of the industry.

The petroleum industry has been involved in Lore collective planning than any other American industry, with the exception of the railroads and utilities, and therefore is of interest as a case study in the experimental attempts to regulate the economic consequences of free competition. Planning is of course an integral part of effective management, hence at the outset a distinction must be clearly drawn between competitive planning and collective planning. By competitive planning is meant the aggregate of plans drawn up and prosecuted by the competing units occupying a field of enterprise; by collective planning is meant a collusion of plans, either originating among some or all competitors, or else imposed upon them, whether accepted or resisted, by some superior authority, usually the state. The prevailing popular concept of "planning" as applied to industry appears to be a program of conduct superimposed upon an industry unwilling or incapable of achieving a socially and economically desirable result under free competition. In this brief and tentative analysis of the subject, competitive planning is left to one side and attention is focussed upon the matter of collective planning as defined above. A basic functional difference between the two categories of planning is that in the case of competitive planning the individual plans are small, numerous, and tend to offset one another when in error; whereas in the case of collective planning, the separate plans are larger in scope, fewer in number, and tend to escape the incidence of the principle of compensation. In viewing the evolution of collective planning in the petroleum industry we find that during the past 20 years there have developed four more or less well defined collective plans and that at the present time the industry is deeply involved in a collective planning trend pointing toward further varieties. The four plans, which are to some degree transitional, may be conveniently named from the chief incidents that led to their formulations. The first collective plan was the program of control developed during the World War and hence called the war plan. The second plan was one originating within the industry in the period between the war and the inflation of the late twenties and called the inventory

THE leaching method that was first widely used with the cyanide process consisted of percolation leaching of crushed ore in vats or leaching tanks. It was frequently necessary to separate the sand for cyanide treatment and discard the slimes, because only granular material allows the necessary amount of solution to percolate through it in a reasonable time. Later a slime process consisting of agitation followed by thickening and filtration was developed, and is extensively used to the present day. Even though the agitation-leaching slime process is considered satisfactory, the cost of plant and of operation are both greater than for a percolation-leaching plant of equal capacity. This situation has been recognized in the hydrometallurgical treatment of copper-bearing slimes; and a considerable amount of work has been done at the Southwest Experiment Station of the U. S. Bureau of Mines in an effort to develop a percolation method of treating slimes. Experimental work on the copper-leaching problem was started by H. E. Keyes1, and later tests were made by J. D. Sullivan and A. P. Towne2. The Bureau of Mines work resulted in the development of a process by which slimes were moisture-agglomerated with sand and crushed ore, to form a permeable mass through which solution could be trickled without breaking down the glomerules. The agglomeration trickle-leaching method was developed on a small scale and finally tried out in a 12-ton vat. Successful results were obtained as long as the leach solution was added slowly, so that the agglomerated charge was never flooded. If the leach solution flooded the charge, the glomerules broke down and the charge became impervious. THE application of wet cleaning processes for the beneficiation of bituminous coal has created in some localities a problem in the recovery and disposal of fine solids in the washery water. The maximum allowable concentration of these solids in the washery circuit that is consistent with satisfactory operation of the cleaning units remains a controversial point. It has, however, been generally recognized for a number of years that some degree of control should be exerted over the concentration of such material. Early methods of control involved intermittent or continuous dis-charge of a portion of the plant slurry into near-by streams or settling ponds, and this persisted even after the adoption of settling tanks or cones. The practice is not always economical, for two reasons: first, because of the waste of coal, and, second, because it is sometimes difficult and expensive to obtain an adequate supply of water. The latter condi-tion often is aggravated by chemical treatment of the make-up water that is necessary to prevent excessive corrosion of plant equipment. The modern approach to this problem has been the adoption of continuous thickening devices. However, because such equipment occupies consid-erable plant space and is somewhat expensive to construct, the practice of loading these thickeners beyond their rated capacity is widespread, there-fore often the performance of such units is not altogether satisfactory. In recent years, European washeries have increased the rate of settling of the fine coal from the slurry by the addition of specially pre-pared starch solutions. These reagents cause flocculation of the solid particles and thereby increase the rate of sedimentation.

THE study of anisotropy in metals has been greatly stimulated in recent years by the rapid development of X-ray methods for determining the crystallographic relationships of wrought and annealed materials. Prior to this time the knowledge regarding the directional properties of commercial alloys consisted almost exclusively of observations of a practical nature made during the fabrication of metal objects, supplemented by a limited number of mechanical tests on specimens cut at various angles to the direction of working. Such observations clearly indicate that the common methods of cold-working metals cause both a crystallographic and a mechanical fibering varying in character and degree according to the nature and extent of the deforming process. Even after annealing, following certain not too well known combinations of reductions and anneals, a preferred orientation may exist, thereby constituting a residual fiber effect sufficiently pronounced to manifest directional properties. With the application of the X-ray the experimental horizon was extended chiefly because the study of anisotropic metals promised to offer direct and quantitative evidence regarding the involved mechanism of fragmentation and plastic flow. As a natural consequence the intensive studies in this direction have yielded a vast accumulation of data of ultimate potential value. Unfortunately, however, as is commonly the case in entering a virgin field of experimentation, many of the data cannot be molded into complete and coherent form because of the many unrelated conditions of the experimental projects. Again, the results of the study of single crystals have been rather naturally but at times indiscriminately applied to polycrystalline metals. Furthermore, sweeping statements have been made regarding the behavior during working and annealing of metals and alloys, entirely on the basis of similarity in lattice arrangement. There is abundant reason for believing that relatively small concentration variables, differences, in magnitude and distribution of applied stresses, and the character of associated annealing treatments may in some cases greatly influence the mechanics of flow and consequently largely determine the final structural characteristics of the metal.

THE ore smelted in the Winnamuck furnace during the year 1872 consisted, for the most part, of oxidized ores from the Winnamuck mine, only sixty tons of outside ore (from the Spanish mine) having been smelted. The latter, like the principal Winnamuck ore, was oxidized or so-called carbonate ore. There was mixed with these oxidized ores three hundred to four hundred tons, or 7 to 10 per cent. of galena, some of which was mined with the oxidized ore, while a part was mined separately from the lower portion of the mine, and afterwards mixed with the ore, with a view of preventing the formation of deposits of metallic iron in the furnaces. The average assay in silver of all the ore handled was 51.46 oz. per ton, most of it existing as chloride of silver. The lead contents were 34.98 per cent., all, or nearly all, in the form of carbonate of lead. The relative amount of silver is not at all constant, the best silver ore often being poorest in lead. The predominant gangue was silica, several determinations of which have been made on representative samples, yielding in three such samples 26, 38, and 58 per cent. silica, the latter test being ore containing but little lead. The average contents in silica are about 35 per cent., with 6 to 7 per cent. sesquioxide of iron, and small quantities of alumina and lime. Mechanically, the ore was very fine, and so thoroughly disintegrated that it presented few distin¬guishing characteristics, rendering sorting or separating of ore from waste difficult, and often impracticable. Experiments on a small scale have been tried, with a view to separate the silica by washing; but these were unsuccessful, as the finest slime, requiring a long time to settle in still water, contained a large amount of silver; and on a careful sizing and washing of the sands and coarser parts, the silver contents were found to be less dependent upon specific gravity

Before National Lead built an industrial plant on its Fredricktown property, some 100 miles south of St. Louis, a 750x500-ft area on the proposed site was investigated by electrical resistivity, seismic refraction, and churn drilling. Data were accumulated to prepare an isopach map of the overburden and to determine soundness of the dolomite bedrock and the depth to bedrock at fixed points. The site was on a gently sloping hillside. Elevations above sea level ranged from 760 ft in the northwest corner to 820 ft along the eastern edge, giving a total relief of 60 ft. There were no major drainage features, but in the northern part of the plant site there was an indicated depression area which later was interpreted as reflecting subsurface conditions in the bedrock. No rock was exposed in the entire plant site area; the surface was characterized by soil and overburden. GEOLOGY Prevailing geology in the area of investigation was relatively simple—Bonneterre dolomite overlain by residuum. The red overburden was that derived from the weathered Bonneterre. Some chert was present, interpreted in the general area as a weathering of both the Bonneterre dolomite and younger sedimentary rocks such as the Potosi dolomite. During the period of actual measurements the residuum varied from moist near surface on the western edge of the proposed site to dry near surface on the eastern edge, and for this reason overburden resistivities ranged from low on the west to high on the east. Seismic velocities were low, since the material was not well packed. The bedrock encountered was dolomite, specifically the Bonneterre of Upper Cambrian age which, according to McQueen,' consists of an upper dark gray member and a lower light gray member. These have been further divided into four zones, in ascending sequence a dark gray, sandy argillaceous dolomite; a dark brown or black, fine-grained dolomite: a light gray, finely crystalline, compact dolomite; and, at the top, a dark brown, finely crystalline, compact dolomite. In the area of investigation the upper two zones were encountered in the drilling tests as constituting the bedrock. The dolomite varies widely in porosity, which is low in the dense, fine-grained layers. In this area, therefore, both electrical resistivities and seismic velocities were high. Fracture zones in the Bonneterre are nearly Geology, and may extend to some depth, causing considerable deep weathering. It was realized that over deep fracturing the apparent resistivities

In recent years much attention has been given to comminution theory and the design of crushing and grinding installations in large plants. The day of the small plant is not over, however, and we will attempt to analyze some cost aspects of conventional plant design, particular to their smallness. Small plants generally have the same design requirements as large plants, however, certain additional restraints are imposed which generally reduce efficiency and availability. The engineer must take particular note of these restraints in order to properly design crushing and grinding installations for these plants. Whatever equipment is selected for small plant crushing and grinding circuits, it is more costly on a per-ton capacity basis than for a large plant. Circuit Design Small crushing and grinding circuits of recent design usually are of one-line concept utilizing simplified flowsheets. This is the logical outcome of a cost evaluation excluding special considerations and is the basis of the circuit design discussion and cost evaluation which follows. Objections to the one-line concept have been voiced with arguments claiming little flexibility, low availability, higher disaster risk, etc., however, experience has proven these arguments not to be convincing. Equipment of sufficient capacity is available on the market for all normal applications up to the 4000 mtpd plant size here considered and the engineer has complete freedom of choice. Where separate treatment of ores is required, the single-line plant concept requires adequate ore storage be provided with facilities for clean-out between campaigns on one or the other ores. It is very difficult to justify parallel crushing and grinding sections for small plants as material handling is more difficult with small flows involved, and equipment costs become significantly higher. Cost Evaluation Criteria In order to evaluate the small plant comminution circuit on a cost-effectiveness basis, a test model is here established for a comparison basis. Although it is recognized that the parameters chosen will fit only certain metal mining applications, the cost trends should provide useful information for other applications. The test model used is a one-line comminution circuit which considers maximum space utilization in an all-enclosed plant. ONE of the important hazards in coal mining is the danger of ignition of explosive mixtures of methane and air or coal dust and air, or both, by the explosives used in blasting the coal. It has long been recognized that certain explosives are more dangerous than others in this respect. In America and abroad, government testing stations have been established for officially passing on the suitability of explosives for use in coal mines. In this country the Federal government is given no power to enforce the use of the approved explosives but merely publishes from time to time, through the Bureau of Mines, those explosives which have passed the tests necessary to place them on the list for use in coal mines. In spite of this lack of police power, the increase in the use of permissible explosives since the promulgation of the first list in 1909 has been rapid. In 1912, only 8 per cent. of the explosives used in coal mines were permissible; in 1925, this figure had increased to 25 per cent. While the past record of permissible explosives has been most gratifying, it is very desirable that we pave the way for further improvement in explosives and blasting methods by learning more about the mechanism of ignition of gas and coal dust by explosives. To this end a considerable amount of investigative work already has been carried out and a large amount yet remains to be done. It is the purpose of this paper to discuss briefly the effect of the characteristics of explosives and method of loading in the borehole on the liability of a blown-out shot to ignite explosive mixtures of gas or dust. For an account of the methods by which an explosive is tested for permissibility for use in coal mines, the reader is referred to Schedule 17-A of the U. S. Bureau of Mines.

THE purpose of pulverizing coal before burning it is to make available every heat unit it contains. Machinery has been developed which will pulverize coal in one operation, delivering it to bins in front of the furnaces at an expenditure of about 17 hp.-hr. per ton, in a medium-sized plant. The cost of the operation depends upon the amount of moisture that must be expelled before pulverizing, the cost of labor, and the cost of coal delivered at the plant. At a small plant, requiring a pulverizer with a capacity of only ½ ton per hour, the cost per ton pulverized will naturally be greater than at a plant requiring the largest pulverizer, with a capacity of 7 tons per hour. The first step is to reduce large lumps to a size suitable for drying uniformly, before passing to the pulverizing mills; this is done in rolls, at a single pass. The second -step is the elimination of moisture, in order to facilitate pulverizing to great fineness, while also increasing the heating effect and the temperature attainable when the coal is burned. There are other mechanical advantages in the handling of, dried coal. Driers are now manufactured which are able to eliminate moisture without distilling any of the volatile combustible matter in the coal; they are fired by hand or with pulverized fuel. The heat first surrounds the shell of the drier, being confined within a chamber where complete combustion takes place; the heated gases are then led through a duct to the discharge end of the drier and enter the inside of the shell at a temperature not exceeding 300° F. This temperature is maintained by the operator and is indicated by a pyrometer. Volatile combustible matter is not likely to be distilled until the temperature rises above 400° F. On discharging from the drier, the coal is usually passed over a magnetic separator in order to prevent pieces of iron from going to the pulverizer. Two types are used: a magnetic pulley which automatically discharges its collection of iron, and a lifting type, from which the iron is removed by hand when convenient.

THE spontaneous polarization surveys dealt with in this paper were carried out near Guddadarangavvanahalli (lat. 14° I7' N.; long. 76° 24' E.) in Chitaldrug district, which forms part of the Chitaldrug schist belt. The occurrence of gold, copper, lead and antimony ores has been noticed for several years but efforts to exploit them have been unsuccessful, therefore some spontaneous polarization surveys were made in the hope of finding indications of workable ore bodies. The country examined has a rugged topography, with numerous hills on which there is little vegetation. The climate is generally dry, the average annual rainfall of the tract being about 25 in., of which 17 in. occurs during the southwest monsoon. The geological formations of the area pertain to an ancient schistose series known as the Dharwar system (Archean). Locally, the rock formations have been divided into three series1-the chloritic series (or the Chitaldrug formation), the clay series (or the G.R. formation) and the trap series (or the Jogimardi trap). The chloritic series includes a complex of altered ancient traps and volcanic agglomerates intermixed with some schists of sedimentary origin, all of which are highly metamorphosed. The lithological types of this series are mostly distinguishable as greenstone schists, calc-chloritic schists, slaty schists, ochery and calcareous micachlorite schists, with subordinate bands of secondary limestone. The clay series (G.R. formation) is made up of shaly and argillistic schists, lithomargic clays, sandstones and brecciated ferruginous quartzites. The Jogimardi trap is mostly of the nature of an epidiorite (hornblende diabase), which is distinctly intrusive in the form of large laccolithic and narrower dikelike masses. In addition to this trap, there are other minor intrusives such as the chalybitic trap, quartz porphyry and quartz reefs. The topographical and geological features of the area are noted on the map of Fig. I. The locations of some of the spontaneous polarization centers determined by the geophysical survey are indicated also. METHOD OF SURVEY AND APPARATUS EMPLOYED The spontaneous polarization surveys were carried out in the manner recommended by the Imperial Geophysical Experimental Survey.2 Preliminary reconnaissance was first carried out along a series of parallel traverse lines that were laid out over the area. IT has always seemed to me that there is a certain similarity between the work of the mining engineer and that of the doctor of medicine-each has very often to be governed in his actions by conditions which he cannot. see. It is not necessary to detail the unseen conditions with which the mining engineer or geologist has to deal-the further extension of orebodies; the existence of new ones, the throw of a fault, the probable change in grade or character of the ore with advance of the workings, are a few of the conditions which the mining engineer has to determine as well as he can from the deductions he is able to make from what he can observe. Just so the physician is often confronted with conditions that he can not observe. Probably less than half of human ills make a manifestation at the surface of the body from which definite and certain conclusions can be drawn. The diagnostician must observe various things and, from these observations in combination, conclude what 'his course should be to bring about the cure of the trouble. Both professions would be assisted immensely by any agency that would permit them to look below the surface, something that would make more certain the diagnosis which each is called upon to make. The physician has had such an agency since 1895, when Röntgen discovered the X-ray; which, by making possible shadowgraphs of the osseous portion of the human body, advanced immensely the diagnosis of bone lesions. Later, with improvement in the technique and more understanding in the interpretation of what the photographic plate shows, other portions of the human anatomy could be examined and at the present time there is hardly an instance of internal disorder to which the aid of the X-ray is not called. Some organs are made opaque by administering mineral substances; in, other cases, conclusions are drawn from barely perceptible shadows on the photographic plate. Generally the surgeon's knife is directed with exactitude to the seat of the trouble and so not only is the difficulty revealed but the necessity for an exploratory' operation is averted.

Extensive beds of rock salt occur in New York, Michigan, Kansas, and Texas. Wells are drilled through the beds, cased, and equipped with a suspended center tube. By circulating water through such a well, the soluble saline is dissolved and a brine produced. Operation of a well results ordinarily in the formation of an inverted conical cavity in the saline, inasmuch as the dissolving action of the fresh water is more rapid at the top of the bed than at the bottom. Under continued operations, the side wall of the cavity becomes so flat that a blanket of mud is deposited thereon and if the bed is overlain with shale or a soft rock caving follows. Three methods of operating wells have been employed—the "Tully plan," "the Detroit plan," and "the Trump plan." Both the Tully plan and the Detroit plan involve the formation of the aforesaid conical cavity with constant caving of shale above and deposition of mud on the side wall; the Trump plan was developed to avoid both these circumstances and thus materially prolong the life of a well. Details of the three plans follow. The Tully Plan In the Tully plan, the water passes down the annular space between the casing and the center tube, the brine rising in the center tube (Figs. I and 2). An inverted conical cavity is formed, the side wall of which relatively soon becomes so flat that it is blanketed by mud and impurities from the rock salt; this blanket limits dissolving action to the perimeter of the base of the cone, situated at the top of the saline bed. Caving of the overlying strata follows, and the total production of brine from the well is comparatively small. The Detroit Plan In the Detroit plan, the water passes down the center tube, the brine rising in the annular space between the center tube and casing (Figs. I and 2). Initially, this flow forms a pear-shaped cavity in the bottom of the salt bed, but this cavity soon changes in shape to that of an inverted cone, as under the Tully plan, with the attendant disadvantages inherent in that plan. Application of the Detroit plan is limited to salt beds 300 ft. thick as a minimum. This depth of bed is necessary to prevent fresh water of lower specific gravity than the brine from rising in the

The work described in this paper was carried out under the sponsorship of the Foreign Economics Administration and in cooperation with the Departamento Nacional da Produggo Mineral, Rio de Janeiro. The project was undertaken to obtain complete data on the variations in washability of coal to be used for coke manufacture in the steel industry and to determine the economy of preliminary hand-sorting operations. The coal-producing industry of Brazil is in that pioneering stage in which operating practices and methods are just being developed. Increased wartime demand for fuel, coincident with a drastic curtailment of foreign supplies due to lack of shipping facilities, has put a tremendous pressure on the national industry to furnish more coal. Under this incentive, production facilities are being -expanded- and new methods of operation are being tested. Such changes are being developed both by improvement of existing methods that originated in the field and by adaptation and modification of methods introduced from the United States and Europe. These mining conditions and mining practices in Brazil are typical of what the American mining engineer will find in many instances when he goes pioneering into the developing coal fields of the Southern Hemisphere. The producing coal fields of Brazil are all in the southern states of that country. The coal measures are in a band roughly paralleling the coast and extending in a generally southwesterly direction from northern Sao Paulo through the states of Paraná, Santa Catarina and Rio Grande do Sul to near the Uruguayan border in the vicinity of Bajé. The accompanying map1 (Fig. I) shows the general location of these fields and also the principal routes of movement of both national and imported coal in a late pre-war year (1940). OIL quenching of steel, in good commercial practice, is carried out using a great deal of agitation in the quenching bath. Many of the tests reported in the literature represent the results obtained on steels quenched into still oil. Scott1 describes three stages of cooling in liquid quenching baths, namely: "State `A'-Vapor Blanket Cooling-In this, the first stage, a thin stable vapor film surrounds the hot metal. Cooling is by conduction and radiation through the gaseous film and is therefore relatively slow. "Stage `B'-Vapor Transport Cooling- Termination of the `A' stage is marked by wetting of the metal surface. Vapor forms copiously in bubbles and is carried away by gravity and convection currents to condense in cooler surrounding liquid. This is the fastest stage of cooling. "Stage `C'-Liquid Cooling--The `B' stage ends as the surface temperature of the metal approaches the boiling point of the quenching liquid. Vapor no longer forms, so cooling is by conduction and convection and the temperature difference is greatly decreased. This mode of cooling is slower than that of the `B' stage." Mechanical agitation of the quenching medium will accelerate all three stages of cooling. The greatest effect, however, will be noted on stage `B' because the removal of the bubbles from the surface of the steel will not be entirely dependent upon gravity and natural convection currents. The method employed in this investigation for evaluating the oils was the end quench test. The various oils were substituted for water as the quenching liquid and hardness determinations were made at various distances from the quenched end. Most of the tests were run using a 3/8-in. orifice with a 2 ½ -in. stream height. However, to check the effect of other velocities two additional conditions were used, namely: (I) A 3/8-in. orifice and 1-in. stream height, and (2) a ½ -in. orifice and a 3 ½ -in. stream height. In all cases the samples were suspended so that the quenched end was ½ -in. above the orifice. The steel used was an NE 9450 having the following analysis: [ ] Some tests were run on an NE 8740, 3312, and a 4340 steel. The results obtained on these steels confirmed those obtained on the NE 9450 and have therefore been omitted' from this paper. The test bars were machined from 1 1/8 -in. stock to 1-in. diam by 4 in. long.

SUMMARY THE cost of labor turnover in industry is so large as to justify the adoption of almost any means to bring about its reduction. Intensive study has shown that faulty methods of hiring and discharging men is the most important factor in labor turnover. Complete control over hiring and discharging by the foreman is a relic of outgrown industrial conditions; centralized hiring permits this work to be put on a scientific basis and also does away with many serious evils that cannot otherwise be reached. Centralized hiring does not impair the authority of the foreman; he hires his men from the employment office and discharges them back to it, instead of from and to the street. The employment manager, being a direct representative of the employer, tends to restore the former relation of direct intercourse between employee and employer that was helpful in avoiding friction between them. Being a specialist, he is able to bring special knowledge and skill to bear upon the task of selling employment in his concern to desirable workmen; lie is also able to give the foreign workman the special attention he requires. Employment managers have been used for the past few years by a number of large organizations, a few of which are engaged in the mining and metallurgical industries. They have invariably reduced labor turnover, in some cases to as little as one-tenth of what it had been. So great a reduction is due in part to other changes made in the light of the data made available by scientific study of the labor problem. In my former paper on personnel work1 I advocated the more general use of the employment manager in mining and metallurgical enterprises as a means of reducing labor turnover. The form of organization recommended seems not be to understood by all, and I have requested the privilege of explaining it at greater length, since it is perhaps the most important factor of all in personnel work, and has a vital influence on the cost sheet of every industrial enterprise.
