NOT much data are available in the literature on textures in cross-rolled metal sheets. Among the body-centered-cubic metals, a few investigators have studied the preferred orientations developed in cross-rolled and in subsequently annealed molybdenum specimens.1-4 Semchyshen and Timmons5 onstructed complete pole figures for the cross-rolled and subsequently annealed arc-cast molybdenum. They used the conventional photographic method. Similar data on cross-rolled iron are still lacking. In view of the fundamental importance of iron as a basic metal for magnetic alloys and many industrial steels, the present investigation was undertaken in an attempt to understand more about its properties. The material selected for the present work was of high purity, and the textures were determined by the Geiger counter spectrometer technique, which permits the construction of quantitative pole figures. Experimental Procedure The material used for this investigation was NRC (National Research Corp.) high-purity, gas-free iron. The total gas content (N2 + O2 + H2) given was less than 0.026 pct, and the carbon content, less than 0.005 pct. Spectrographic analysis of a 2 in. cast ingot showed the percentage of metallic impurities as 0.0004 pct Cu, 0.0002 pct Mg, 0.001 pct Mn, 0.01 pct Ni, and 0.006 pct Si. A 1 in. thick slice was cut off from the 2 in. cast ingot. It was hot-forged at 850 °C to destroy most of the cast structure. Surface scale was removed by milling the forged piece to a size 2 in. long, 1½ in. wide, and ¾ in. thick. After normalizing at 915 °C for 15 min, the piece was alternately cold-rolled 40 pct and annealed at 750°C in hydrogen to a final thickness of 0.165 in., with a resulting uniform grain size of 0.1 mm.

The Transactions of the Institute contain nothing, as yet, on the subject of pocket-compasses; and in the belief that American miners, explorers, geologists, and engineers will gladly welcome any infor mation about new forms of apparatus, simple in construction and adapted to rapid use, I offer a short description of an improved French combination pocket-compass, which, if once introduced into use, would seem likely to supersede similar instrumens of older pattern. The instrument in my possession I owe to the kindness of M. G. de.La Bouglise, of Paris. The frame of the compass is a double-bottomed box, 2 1/2 inches square and 9/16 of an inch high, made of white metal, and with its sur faces very carefully planed. The sides of the box make true right angles with each other. Two sides are parallel with, and two are normal to, the north and south line of the principal graduation. The bottom is accurately planed, so that the instrument will lie true on a plane surface. A glass, 2 3/8 inches in diameter, is set in the top plate. The graduation for the needle is engraved on the upper face of a ring, connected with the flat disk, in which the center-pin is in serted. Between this disk and the bottom of the box there is a hollow space a quarter of an inch deep. The needle is 1 7/8 inches in length, and can be balanced by means of a small sliding piece of metal. The graduation extends from 0° to 360°, reading from right to left. The stopping of the needle is effected by a screw, A, on the side of the box near the handle, H (Fig. 1). There is also a clinometer attachment, the graduation for which is engraved on the upper face of the silver-plated disk. The compass has two sights. The north sight, B, is a simple pin, a little more than an inch high, which, when not in use, is kept folded down, and is partially protected by the exterior sliding-plate, C. The amount of published literature in the field of mechanical properties of magnesium alloys is not great; particularly with respect to rolled alloys. Haughton and Prytherchl have summarized most of the articles to 1937, including their own work on sheet. Although many papers can be found dealing with the technology of magnesium and the alloys now in commercial use, there does not seem to be any work dealing exclusively with the variation in properties of rolled alloys as caused by changes in alloy composition. Comparison of published data reveals considerable discrepancies in properties of alloys of the same composition, probably due to differences in the details of working and heat-treating followed by different workers. The purpose of this paper is to study the properties of alloys in conditions where the effects of such differences have been eliminated. It is well known that the strength and ductility of metals are functions of the working and heat-treating they have received, as well as of their chemical composition. In comparing alloys with respect to these properties, therefore, all possible combinations of the variables of the fabrication procedure ought to be carried out on each alloy. One or more of these treatments mill produce the highest ductility, or strength, or both. These highest properties would then be selected as characteristic of each alloy, and alloys would be compared on the basis of those properties. Thus a separation of the effect of composition and that of workiiig and heat-treating would be achieved. In this paper, however, a compromise with completeness has been made by carrying out a restricted number of treatments. As a consequence, the properties obtained are not necessarily the best that the alloy is capable of exhibiting; but since all alloy3 have been treated by the same method, the results ought to be comparable. The elements selected for the study comprise a class that will alloy easily with magnesium, and that are reblatively cheap. Each was added in different amounts, up to a limit that varied with the element.

A quiet revolution has taken place in the conveyor belt industry. Man-made materials, improved production facilities, better splicing techniques and emphasis on repair and maintenance have all contributed substantially to lowering material handling costs for the mining industry. Formerly the rubber industry had only cotton for a belt carcass and tree grown rubber for the protective cover. Monofilament rayon, with desirable elongation and elastic properties, was the first synthetic fiber to be used in place of cotton. But wet strength and other limitations restricted its use, and the conveyor belt industry turned to nylon.

Kansas continued holding, for its seventh year, the fourth position in the list of oil-producing states. The crude-oil production, according to purchaser's reports to the State Corporation Commission, was 40,008,940 bbl.; as assembled by the Oil and Gas Journal, 41,305,768, and by the U. S. Bureau of Mines, 41,942,000 barrels. Increase of production from 1932 was largely due to greater stability of the industry, and increased return of demand for Kansas oil, caused by the addition of Federal assistance in national production regulation which reduced illegal production, of some areas out of Kansas, that had been destructively competing with Kansas crude or its refined products, at less than cost of production. Prices continued to advance from the lowest level of 25c per barrel during part of May and June, until by the end of September 36" gravity crude had reached $1 per barrel and continued at this price the remainder of the year. Price stability, for a period greater than in previous years, has brought renewed confidence to those producing oil and has led to renewed interest and increased purchases of Kansas leases. Drilling was confined chiefly to the number of wells necessary to protect from offset and other drainage in the field and to meet the requirements of expiring lease contract deeper areas in Mid-Continent, are an added inducement to exploration. The renewal of interest in the search for new fields in Kansas is already apparent and 1934 will probably see more wildcatting than for several years. This is due both to the expiration of leases on large blocks and to actual demand of the industry for new fields. Exploration for favorable areas is being actively conducted by the various methods of surface, subsurface and core drilling and geophysical work. Much of western Kansas cannot be mapped by surface study and geophysical exploration has been of considerable assistance and has led to a large use of the seismograph. Several companies are conducting seismograph surveys and leasing on findings already secured. Development under the more favorable conditions of 1933 can be readily seen by the comparison of the following reports for the last weeks of December in the respective years.

OF the several professions-the chemist, the civil engineer, the mining engineer, the mechanical engineer-the courses of instruction, as arranged at the scientific schools, differ considerably as to the amount of practical information which the student is able to gain. The analytical chemist has facility for a very thorough review of the processes which he will be called upon to perform. The student in civil engineering by his field practice learns the use of his tools and the art of taking field-notes. The mechanical engineering student is in the vicinity of machine-shops, which he can visit, and at which he can work. The student in mining engineering has no such advantages. The mines are at a distance, and the railroad fare to get to them is oftentimes an insuperable difficulty. The aim of these laboratories is essentially to give to the student in mining and metallurgy a chance to study on a small scale the practical parts of his profession. We cannot, in a small laboratory, build a mine to timber, to work, and to survey; we cannot make artificial quicksands and other impediments to mining. In short, we cannot study exploration; but we can study the mechanical preparation and the subsequent smelting of ores. Before presenting the plan of these laboratories it may be interesting to indicate the progress of the idea from its beginning. During the summer of 1870 President Runkle visited the mines of Colorado, and while there, conceived the idea of making an expedition with the mining students to some of the Western mining regions. He talked over the scheme with many railroad and mining men, and everywhere received encouragement. In the summer of 1871 the Institute party visited the mines of Colorado, and spent six weeks in taking notes of them. President Runkle here conceived the idea of building up a mining and metallurgical laboratory ; and by the aid of Booth & Co. of San Francisco, a stamp-mill was obtained, with the Washoe silver-working apparatus. The lead smeltery at East Helena, Mont., controlled by the American Smelting & Refining Co. since 1899, has been in continuous operation for the past 25 years. Most of the old smelting and roasting practices have been superseded by newer and more modern methods, but on account of the difficulties involved in changing the original construction, some of the methods in use of handling materials are not the most modern. This plant, however, is particularly interesting as being one of the few essentially lead smelteries in the United States. At Federal, Ill., Collins-ville, Herculaneum, and possibly other places, similar work is being done, but it is doubtful whether any of them produces as much lead as the East Helena plant, whose monthly production averages 6,500 tons. The situation, 5 miles east of Helena, is convenient to both the Great Northern and Northern Pacific railroads, while the electric power is obtained from Canyon Ferry, 12 miles east on the Missouri river. Local quarries supply the requisite amount of lime rock, which the contracts require to be crushed to 5 in. Of the 450 men on the monthly pay roll, a census showed 200 Austrians, 110 Americans, and 30 Italians, the balance being made up of miscellaneous nationalities. The ore supply is mainly derived from the Coeur d'Alene mines in Idaho, and consists of crude ore, coarse and fine concentrates, middlings, and slimes. About one-half of the total output of the Coeur d'Alene camp is sent to East Helena. An average analysis of these ores gives approximately 40 per cent. lead and 11 per cent. sulphur. Local shipments, varying from month to month, are mostly highly siliceous gold and silver ores carrying little lead. Small shippers, leasers of old mines, and prospectors are very numerous throughout Montana, and it is the policy of the company to encourage these men by every possible means, including the free sampling and analysis of their ores and aid in the development of their mines and prospects, whenever their results show promise.

As we understand the functions of the A. I. M. E. Petroleum Division, they are to discover and promote knowledge for the benefit of society on the mining of oil and gas. To the individual member of the Petroleum Division, there are certain advantages of social and professional contacts, but the collective purpose is that described. And the individual is benefited by membership only as the Division measures up to the purposes of its existence. Consequently, the welfare of this Division and that of its members depends upon the extent to which it keeps pace with the needs of society on matters relating to the mining of oil and gas. To some extent, A. I. M. E. activities must be determined by the changing current needs of society. The great problem ahead of the world for some time is to evolve equitable types of production control in many industries, and especially is that true of the oil industry. Production control in this industry is as much an engineering function as is production development, notwithstanding it also involves the lawyer, the economist and the politician. It must be built on and around suitable engineering planning enforced by public opinion and legislation. We believe the prerequisite to any satisfactory solution of the oil industry's ills is an educational campaign establishing a better public understanding of the needs and merits of production control, by which we mean the maximum yield at the minimum cost coordinated to society's current needs. The underlying causes of the oil industry's ills are well known and generally agreed upon. In like manner there is general agreement among students of the industry that the first step toward their correction would be general adoption of oil-field developing and operating methods that would permit most efficient use of reservoir energy; that would provide for equitable distribution of oil and gas among the several owners in the pool; and also for the extraction of these products in response to market demand. It is now found, however, that general adoption of such developing and operating methods unfortunately cannot be brought about without changes being secured in certain basic laws of oil and gas, and perhaps also in the anti-trust laws. These legal changes are difficult to secure because of the widespread fear that they would tend to place the oil industry more exclusively in the hands of the major companies, and that

Studies of the forces and conditions governing the recovery of petroleum from natural reservoirs indicate that a low gas-oil ratio increases ultimate recovery, retards the encroachment of water and tends to reduce lifting costs. Methods for controlling and reducing gas-oil ratios in producing wells consequently have been given considerable attention during the past few years. However, during this same period, the production from wells in nearly all fields has been fixed by proration agreements and it is the opinion of the writer that where a well is required to produce steadily at a predetermined rate, less than its "potential" or maximum capacity, the gas-oil ratio will depend only upon the rate of production, and will be independent of the method of production and of the design of equipment in the well. If no change in the rate of production is contemplated, efforts directed to improving the gas-oil ratio by altering the diameter of the flow string, changing the position of the choke, assisting the flow with gas-lift or pump, etc., will be unsuccessful. This viewpoint is not new. It was presented by H. N. Marsh and B. H. Robinson in 1929,' but it has not been generally accepted. Although engineers believe that the rate of withdrawal and not the equip ment used governs the water-oil ratio, a similar opinion regarding the gas-oil ratio is not so commonly admitted. The rates of flow of oil and gas into the base of an oil well depend upon the following conditions: 1. The characterist-ics of the oil and gas. 2. The characteristics of the underground reservoir. 3. Temperature and pressure conditions in the reservoir. 4. The back-pressure held against the face of the sand. In operating a well, the only one of these conditions over which control may be exercised through operating procedure and the use of equipment above the sand is the back-pressure at the face of the sand. (New York Meeting, October, 1918.) THE problem of increasing blast: furnace efficiency through diminution of flue-dust production while operating with burdens consisting largely of fine ores has of recent years attracted the attention of metallurgists, whether directly or indirectly interested in the economies of iron smelting, and the various methods evolved from theory or practice have been submitted to wide discussion. After the very thorough and, at that time, exhaustive view of the whole subject, which was afforded to the industry by the meeting of this Institute in February, 1912, the subject was again taken up at the meeting of the Verein deutscher Eisenhüttenleute at Diisseldorf in December, 1912. While American and German conditions are not entirely identical, it may be of interest to give here the words of the gentleman summing up the discussion at the Diisseldorf meeting: ' The chief advantage offered by the use of briquettes lies in the fact that disturbances in the furnace, caused mostly by the presence of fine ores in the burden, are avoided, and that blast pressure can be considerably reduced. The resulting economies cannot be overrated, as, with lower blast consumption per ton of product, the installation will be able to take care of increased production. In consequence of lower pressure and speed of blast, heat is more efficiently utilized, flue gas temperature is lowered, and coke particles are less liable to be carried along with the flue dust, of which considerably less is produced. Finally, by increased regularity of operation and higher . temperature in the lower parts of the furnace, the quality of the product is improved. The question of briquetting iron ores has grown to be one of the most important in the iron industry, and, it is not any more a question of what is the cost of briquetting ton of ore, but what, in using ore briquettes, is the cost of production of a ton of iron.'

MANY of the studies of intermetallic compounds containing uranium were performed during the early 1940's under the aegis of the Manhattan Project. Subsequently, much of this work was declassified and published after 1949. In some instances this early work, completed with relatively impure materials, represents the only source of X-ray diffraction powder data available in the literature. In the case of the intermetallic compound U,Fe some discrepancies in the powder pattern exist in the literature. Since this compound has been prepared in this laboratory, it is believed that the publication of the indexed powder pattern would help clarify the conflict in the literature. In studies of the U-Fe system, Gordon and Kauf-mannl and Grogan and Clews2 independently reported the intermetallic compound U,Fe in 1950. The crystal structure was described by Baenziger, Rundle, Snow, and Wilson3 in 1950. It is isostructural with U,Mn, U,Ni, and U,Co and crystallizes in a body-centered tetragonal lattice. The lattice constants determined by Baenziger et al. are: giving an X-ray density = 17.7 g cm-3 for 4 mol per unit cell. The compound used in this study was prepared by melting a stoichiometric mixture of the constituent metals in an argon-arc furnace using a nonconsum-mable tungsten electrode. Before the argon of 99.98 pct purity was introduced into the furnace, it was passed through CaC1, to remove water vapor and afterwards through a stainless steel tube containing calcium turnings heated at 600°C for the removal of nitrogen and oxygen. The object of this investigation was to determine with a vertical magnetic variometer the extent of the titaniferous ore deposit that occurs not far from Ivry in Terrebonne County, Quebec, about 70 miles north of Montreal. The Ivry mine, on lots 37 and 38 of range V, Beres-ford township, Quebec, is one of the largest and most accessible to transportation of the deposits of ilmenite in Quebec. The ore consists of an aggregate of ilmenite anhedra serving as host for numerous fine plaques of hematite. No magnetite is known from any occurrence near this lot, and in this way the deposit differs from many others that contain a large percentage of magnetite with the ilmenite. The deposit at Ivry thus has much lower magnetic susceptibility than those containing abundant magnetite, and a sensitive magnetometer was necessary for the work, although a body of magnetite with ilmenite about a mile from the Ivry mine was successfully prospected with a dip needle. The principal orebody is exposed in a quarry known as the Ivry mine, from which about 16,000 tons of ore have been shipped. Small exposures of ilmenite isolated by drift serve to show the presence at the surface of some of the bodies indicated by the magnetometer, but most of the hill is covered with glacial till and second growth hardwood. At the lower levels the till gives place to fluvioglacial sands and gravels from which the forest has been cleared. The increasing thickness of the sand and gravel as the hill descends makes the tracing outward of the deposits from the rocky knob of anorthosite a difficult matter. Within the orebodies too, some masses of anorthosite persist, which may account for some local irregularities. Fig. 1 is a photomicrograph, taken by reflected light, of a typical specimen of the ore. The dark patches are hematite and the light parts are ilmenite No trace of magnetite was found. Pig. 2 is a photomicrograph of a thin section of the country rock showing the texture of the anorthosite. The mean of four analyses quoted by Robinson1 is: titaninm, 19.26 per cent; iron 45.41 per cent. The mining property of the Utah Copper Co. is situated in the West Mountain mining district, Salt Lake County;Utah, in the Oquirrh Range of mountains. Geology In a general way the rock formation of the district consists of a series of beds of quartzite and limestone intruded by a body of monzonite porphyry roughly elliptical in shape, with an east-west axis over a mile in length and a north-south axis of about 3,000 ft. This porphyry intrusion, accompanied by strong mineralizing action and fracturing, resulted in the formation of orebodies in the adjacent sedimentary rocks, and was itself sufficiently mineralized to make it one vast orebody. The Utah Copper Co.'s mining property comprises within its boundaries practically the entire outcrop of the monzonite mass, of a commercial grade. Genesis of Porphyry Ore Following an intricate system of fracturing, mineral solutions circulated freely through the porphyry, depositing small quantities of copper and iron, and resulting in a considerable silicification of the monzonite. The quantity of copper originally deposited was undoubtedly too small to have ever given the porphyry a commercial value, had not secondary enrichment, due to the leaching of the copper from the surface of the mass and re-deposition in the sulphide zone, been active over a long period of years. A large portion of the leached material has probably been removed by erosion, but there still remains a blanket of leached and oxidized porphyry of varying thickness covering the sulphide ore, known as capping. Over certain sections of the orebody, this capping contains commercial quantities of copper carbonates, but most of it contains little or no copper.

Not many accounts of mining methods or labor conditions in the mines in early days can be found; all that have seemed to be authentic have been included in the preceding chapters. In practically every field opened before 18.10 the first coal was recovered by quarrying, or strip mining, the operations, of course, being by hand and on a very small scale; new places were opened as soon as mining became difficult or expensive. Where it became necessary to drift into the hillsides, the first coal was taken out by sleds, and later by small wagons, the power being supplied by the miner, often assisted by dogs. Wooden rails then came into use with small cars running on them. These cars were very small, usually holding only a few bushels; in the Belleville, Illinois field as late as 1863 cars having capacities of 10, 12, 14 and some as large as 30 bushels were in use. It was not until late in the 1830's that horses or mules came into use for haulage purposes in the Pittsburgh region, although some had been used in the Richmond, Virginia field at an earlier date. Coal was usually undercut by hand and wedged down, until explosives came into general use, and in nearly every field the coal was forked into the cars, the fine coal, or slack, being left in the mine. Hours worked were very long, but few records remain to show what they were at different places and times; there was undoubtedly a great variation between districts and mines. Roy stated a miner could often produce 5 or 6 tons in a day of 8 or 9 hours in a 5 or 6 foot seam, but in another seam possibly could mine only 3 1/2 to 4 tons. He estimated an average day's work in a four foot seam at about 3 1/2 tons.1 In a strike in the Belleville field in 1863 it was found that an average skilled miner in the field could probably produce 4 to 5 tons a day.2 This was only the coarse coal loaded and did not include slack. In 1873, a coal undercutting machine was tried at a mine about two miles from Brazil, Indiana, said to be the first coal machine ever invented in the United States. The electrical methods for surface-prospecting have been well developed in the last 20 years. The method involves, in the classic form, the sending of an electrical current into the soil, by means of two electrodes A and B, and studying the potential distribution at the surface, by measuring the difference of potential between pairs of points such as M and N. The points M and N are usually placed on a line between, and equidistant from, A and B. By increasing the distance AB, the current sent into the Earth, and likewise the distribution of surface-potentials, become influenced by regions of greater and greater depth below the surface. By varying the form and dimensions of the electrode-arrangements AMNB, called a "quadripole," one may make valuable deductions concerning the nature or thickness of beds, if one knows the electrical properties of these beds. On the other hand, if the form and dimensions of the electrodes AMNB remain fixed, the depth of penetration of currents in the Earth remains, so to speak, almost constant, although it tends to increase where the subsoil is more conductive, and conversely. Therefore, if one moves the constant-dimension quadripole over all the terrain to be Investigated, one achieves approximately a horizontal exploration. This permits a study of tilted beds or faulted horizon-tal beds. When the particular problem becomes deep, of the order of 2000 meters, or more, it is ne-cessary to Increase the distance between the current-sources AB to a length such that the work 'comes very troublesome, especially if the region is wooded. At the same time, the separation the points M and N must be likewise great (for example, one km) in order to obtain differences potential which are not too small; the measurement of potential differences across MN is then difficult because of the presence of parasitic potentials, due to a flow of telluric currents in fourth, and the order of greatness of these currents may exceed the quantities to be measured.

GRAIN coarsening implies a discontinuous type of grain growth during which a few grains in a fine grained recrystallized matrix grow to large grain sizes at the expense of the matrix. Studies of this phenomenon in various metals1,2 indicate that grain coarsening may result when continuous grain growth in a fine grained matrix is inhibited by either a dispersion of very fine inclusions or by a strong texture. In the former case a period of annealing time exists prior to grain coarsening during which grain growth inhibition is gradually de- creased by dissolution or coalescence of the dispersed inclusions. This mechanism can be made to occur in uranium during anneals at high a phase temperatures. ' A study of some of the factors influencing the kinetics of grain coarsening and the coarse grain sizes in a uranium has led to a method for preparing a uranium single crystals. Previously such single crystals containing considerable substructure were prepared at this laboratory by a phase change method, similar to that described by Cahn.3 Attempts to prepare more perfect single crystals by strain-anneal techniques were unsuccessful. The growth of domestic requirements for motor fuel has been phenomenal, rising year after year in a fashion almost unique among commodities, resisting depressions and forging rapidly ahead in times of prosperity. Consumption advanced from 226 millions of barrels in 1925 to 522 millions of barrels in 1938; or 130 per cent. The economic influences generating and sustaining this demand are of vital concern to the petroleum industry. The general factors affecting utilization of motor fuel are well known but it is the purpose of this paper to employ the recently developed technique of economic dynamics to describe them mathematically. Such problems in economic analysis are complicated by the freedom of all the variables to fluctuate, their mutual interdependence, changing incidence upon one another, and the nonquantitative character of some of them. Economic quantities and relationships, unlike those of the physical world, are continuously changing and this dynamic characteristic is both a distinguishing and confusing feature in economic research. The complexities of the problems require application of the analytical devices of mathematical statistics to uncover the probable relationships between factors. The procedure employed is to formulate a logical relationship linking the dependent to the independent variables, and then simultaneously, rather than sequentially, determine their separate effects by multiple correlation. This transformation of common knowledge to quantitative terms makes it possible to measure the probable effects of changing conditions upon requirements, assisting in the sound interpretation of economic policies. The utility of the results of such dynamic analysis is in sharp contrast to the sterility of the trends and other simple empiricisms of descriptive statistics. It is not intended in this study to throw light on the reasons why any motor fuel at all is consumed; but to discover relationships explaining why more was consumed at one time than at another. Homeland of the Republic of China, the island of Taiwan looks on the map like a seal, muzzle pointed south, resting complacently on the emerald waters of the China Sea. Any notion of placidness is quickly dispelled by going to that country where the visitor gains the impression of almost violent busyness in tearing up streets, pushing up buildings and tilling the fields. Driving from the airport downtown to Taipei, the capital city, one sees roads, streets and thorough-fares which seethe with bizarre traffic. From water buffaloes to buses, transportation takes every conceivable shape, size and color in between. The load being transported need not conform in any way to the capabilities of the vehicle. Twenty- foot lengths of pipe may be trans- ported on a bicycle. A family of five may go to town on a motor- cycle. Impossible? Count them. The streets and buildings of the city appear unrestrained, or without margins. Shops do not end at the doorway but overflow with a variety of goods onto the sidewalks and into the streets where the marginal traffic, on foot or on wheels, intertwines unconcernedly with the flotsam from the shops. Signs, dry goods, hardware and the continuous hubbub make the view colorful, lighthearted and fascinating. The island is 230 miles long by 75 miles wide with a central mountain spine. To the east, the mountains descend steeply to the ocean whereas to the west, beyond the foothills, there is a broad coastal plain. Only about 25% of the land is suitable for cultivation but the tropical climate permits several harvests a year. At the same time the mountains, which are high enough to sometimes have snow, offer an agreeable change of temperature. In this setting, society has created an economy that is growing at such a rate on all fronts that it would seem to be fairly bursting at the seams.

A KNOWLEDGE of the water content of producing sands is becoming of increasing importance to the petroleum industry. It is now a generally accepted fact that practically all oil sands contain some free water. Recent experiments1 have shown that an appreciable fraction of the pore space of a sand may be filled with water while oil production from this sand is water-free. Crowther and Haines,2 in experiments on electro-endosmosis in soils, reported that there was no endosmotic flow of water when the moisture content of the soil was 14 per cent or less, indicating that the moisture content of the soil below 14 per cent was held by dif-ferent forces than the water content above this value. This result is confirmed qualitatively by Dunlap,1 who found that "as the volume of water in the voids exceeds approximately 15 per cent of the pore volume, the permeability of the core to kerosene is markedly reduced." The author3 has also found in other experiments that the gas flow through a water-saturated sand reaches essentially 100 per cent when the pores of the sand still contain from 10 to 15 per cent water. The velocities of the flowing fluid in the experiments cited were comparatively high, so that in practice one may expect, at lower fluid velocities, an even higher moisture content of the sands with water-free oil or gas production. Thus a knowledge of the water content of oil-field sands becomes of con-siderable importance in estimating petroleum and gas reserves, and effi-ciency of fluid recoveries from depleted reservoirs. Rapid and reasonably accurate methods of measuring the water content of sand cores have not been described so far in any literature that has come to our attention.4 The method described below is devel-oped from methods that have been used for some time to measure the water content of alcohols.5,6,7 It is an application of the fact that in the presence of certain organic liquids such as kerosene, carbon tetrachloride, xylol, etc., water and alcohol are only partly miscible. ON Oct. 27, 1941, the Sanitary Water Board of the Commonwealth of Pennsylvania called a meeting of the representatives of the coal operators in the Schuylkill River Basin, and frankly suggested to the operators that they "clean up their house" before someone else came in and did it for them; that they should not emulate the railroads with their "public be damned" policy and its fateful results. It had been four years since the passage of the antipollution law of 1937, a law which exempted silt from collieries until such time as a practical method existed for the removal of their water polluting properties. It had been fifteen long years since Sisler, Frazer and Ashmead concluded that 900 million tons of culm and silt had been deposited in Pennsylvania's streams in the process of preparing five and a half billion tons of anthracite for the world's consumers. Fine coal was being "mined" in the streams by "washeries" and river dredges downstream from the collieries, and silt banks no longer held back the endless black stream entering the Schuylkill at the rate of 350,000 tons per month. The coal operators were apparently working on the outmoded assumption that each ton of fine coal prepared displaced a ton of larger sized, more profitable coal. The meeting between the Sanitary Water Board and the coal operators signaled the beginning of the end of Pennsylvania's pollution problems. As a result a committee was formed at that meeting by the operators to find out what conditions were at each colliery. The Bureau assisted in the indication of methods of measurement and sampling and in the development of forms for reporting the needed data. One large producer had its chief engineer supervise the gathering of the information concerning the quantity of waste waters, the amount and sieve analyses of the waste solids, and the existing means for retaining
