In recent years various modifications in the methods of blasting have been tried as a means of increasing the production of cod and of reducing mining costs. Following an investigation by the Bureau or Mines, authorization was granted to increase the charger limit for permissible explosives par shot hole from 1.5 to 3 pounds under contain conditions; this greatly facilitates the blasting of coal in some cool fields the practice has gradually evolved of simultaneously charging several shot holes in a face and then firing the charges singly without inspecting for gas after each blast. This practice is disapproved by the Bureau of Mines. In other coal mines the explosive chews in several adjacent shot holes are fired simultaneously. This form of shooting is claimed to increase the rate of production, generate smaller volumes of noxious gases, promote the health and safety of workers by eliminating the need of inspection of the face after each charge is fired, produce less float dust, and require less explosive than single shooting. However, simultaneous blasting may have a more harmful effect on the immediate roof strata; in some instances it leads to wedging of the broken coal, thereby making the coal more difficult to load out; it makes misfired shots more difficult to detect and possibly increases the chances of misfires. This lacy be duo to variations in the characteristics of detonators, because of more stringent requirements for adequate firing current, to the need for better electrical connections in the shot-firing circuit, and partly to the inadequacy of present permissible multiple blasting devices.

"Abstract: Diaphragm walls are used to provide a stable and watertight confinement for the construction of tunnels, underground railway stations, deep basements and other structures requiring deep excavations. Water seepage and soil loss through the joints have occurred on several occasions, causing extensive damage. This may have been due to uncontrolled concrete flow between the joints, unexpected geologic conditions or just poor workmanship.Different ways of quality assurance are applied on construction sites. Most of them rely on recording parameters of the construction equipment and conventional concrete quality control. In the frame of the EUREKA/ZIM project DiWaQ we have looked at several ways to perform non-destructive quality control. Some methods are to be applied after excavation before concreting (phase 1); others after the wall is completed (phase 2).For phase 1 we have used two different principles for checking the shape of the excavation, especially the joint to existing panels. A mechanical device which can be adapted to the excavating equipment was developed; field tested and validated on test and construction sites. It is described in detail in another paper in the same volume. A sonar-based device with a 10 mm resolution has shown good performance in the lab, but is still under development.For phase 2 different temperature sensors have been lowered into access holes to monitor the hydration heat developed during concrete curing. The same tubes can also be used to perform electromagnetic and ultrasonic crosshole measurements across or along joints to detect flaws. Especially the ultrasonic method has shown promising results on validation specimen at the BAM test site at Horstwalde, but limitations as well. Success substantially depended on the joint type, flaw size and distance of the sensors to the joint."

For several years considerable activity has been devoted to economic and social factors affecting California metal-mining operations as they relate to accidents and their cost. The reason for this intense interest is that accidents cost this industry annually over $1100,000 in industrial insurance premiums for mines insured by insurance carriers only; during 1924-32, inclusive, they amounted to $3,616,9115. There are several reasons for this high cost, the most important of w rich are the consistently .high frequency and severity rates of injuries occurring in the industry. Coordination of effort, appreciation of a mutual problem, and widespread education are essential if accidents and their cost are to be reduced.

During 1982 and 1983, the Bureau of Mines concentrated its fugitive dust control research on haulage road dust suppression by newer chemi-cals relatively unknown in the mineral industry, innovative dust control designs for haulage trucks, chemical tailing basin stabilization, and combined chemical and vegetation tailing basin stabilization. Relatively unknown dust suppression chemicals and innovative aerodynamic modifications to haulage truck fender designs were tested on a Minnesota sand and gravel operation haulage road. Magnesium chloride salt at 95-pct control efficiency and a petroleum derivative at 70-pct control efficiency were effective in suppressing dust generated by haulage vehicles; however, none of the fender modifications were successful. Commonly used dust suppressant chemicals were tested on a Minnesota taconite tailing basin to reduce the dust lift-off during the spring and fall dry seasons. The most successful chemical was lignin sulfonate with a seasonal cost of less than $200 per acre to achieve 90-pct dust control. When chemical treatments for immediate dust control were com-bined with revegetation for permanent control, the most promising chemical treatment based on vegetation response was lime-neutralized lignin sulfonate.

The site of the First Quality Tissue plant is located on a previous paper production facility in Lock Haven, Pennsylvania. The new development, which included the construction of a tissue machine building, baled building, converting building, various storage buildings and an electrical switchgear building, required the use of deep foundation systems to transfer loads below compressible fill and alluvial soils. Loading details provided by Jacobs Engineering, the project structural engineer, detailed braced steel frame buildings with typical column loads ranging from 75 to 150 kips and slab live loads of 250 to 300 psf. As an exception to this, however, the tissue machine and stock preparation building, which had a roof height ranging up to 85 feet, had column loads ranging up to 800 kips in addition to high dynamic loads. The First Tissue plant is located in a river valley in the hills of Western Pennsylvania. To evaluate the proposed site conditions and to formulate recommendations for the structure foundations, a geotechnical study was performed by the owner. Approximately 30 borings were advanced to bedrock, with wire-line coring performed in the tissue machine building. The borings disclosed a soil profile comprising of the following:

Le Ministère des Richesses naturelles du Québec has continued development work on the process/or direct reaction 0/sodium carbonate with lithium-bearing silicates(Canadian Patent No. 643,843). Recent process improvements have involved continuous pressure leaching, rather than batch leaching, and higher solution concentrations (over 55 g/l Li2CO3. These improvements have been demonstrated on a pilot scale operating on decrepitated spodumene from the Sullivan Mining Group's Quebec deposit. The new process is expected to be very competitive with the conventional sulphuric acid route. The improved flowsheet and main process steps will be described along with pilot-plant results.

Approximately 800 private consulting engineering firms in America specialize in geotechnical engineering. The gross income from these firms totals about $500 to $600 million per year. Sixty-five to seventy-five percent of this geotechnical work is per­formed by consulting engineers that belong to the Association of Soil and Foundation Engineers (ASFE). This paper presents statistics concerning the business activities and functions provided by ASFE member firms. The procedures used in typical projects are described. The paper concludes with a summary of major trends which are impacting the American geotechnical practice today.

The efficiency of heap leaching is reduced by poor solution flow characteristics (i.e., channeling and ponding) that result from fines migration. Agglomeration of the ore can immobilize fines, but for agglomeration to be successful in copper leaching, an acid-resistant binder is needed to stabilize the agglomerates. Until now, there has not been a satisfactory method to evaluate whether a binder was effective, other than squeezing a handful to see if it ?feels right.? This paper reports on several procedures that have been developed to quantitatively determine whether a binder gives good performance in an acidic solution. These procedures have been used to identify binders that would be suitable for copper heap leaching.

The area around Big Bell was actively explored and sporadically mined for gold from 1904 onwards. The lease was named Big Bell in 1913. The property became established as a major mining centre with the development of the Big Bell underground mine in 1936. Mining operations commenced in late 1937 and ceased in January 1955, after milling 5.56 million tonnes of ore and producing nearly 21 tonnes of gold. In 1969 Australian Consolidated Minerals Ltd (A.C.M.) acquired the deposit then explored it alone and in joint venture until the current joint venture agreement with a subsidiary of Placer Pacific Limited (PPL) was negotiated in 1984. Following exploration and evaluation of near surface mineralisation, and a reassessment of the remnant pillars underground, the concept of a large open pit in conjunction with an underground mine evolved. The feasibility study was completed in October 1987, and the decision to go ahead was formally announced on 2nd December 1987. Placer Dome Technical Services Ltd were contracted to be the Project Managers, commencing construction on site early in January 1988 and handing the plant over to the operators 13 months later. The capital cost of the project at handover was estimated to be $133 million. The operating team commenced pre-production stripping of the open pit on 1st May 1988. By 31st January 1989 almost 16.0 million tonnes had been stripped and 350,000 tonnes of ore stockpiled.

"Oilfield cementing has been utilized in the industry since the turn of the century. Originally, wells were shallow and criteria for well integrity were somewhat limited. Since that time, wells have stretched the envelope in depth, temperature, and pressure. Environmental regulations have also become more stringent, thus, the importance of hydraulic isolation between permeable zones, and between these zones and surface has become more and more important.Initially, oilfield cements were comprised predominantly of construction cement and very limited additives. As time progressed, additives were incorporated to control pumping time or placement time and little effort was placed on optimizing actual components within the cement chemistry. This paper presents issues and concerns created by adding just one new component to the fundamental chemistry of an oilfield cement."

"The Schlumberger configuration used in geoelectrical sounding is slightly adapted here to obtain reliable data for both shallow and deep penetration depths from the same survey. In this configuration, two kinds of current electrode half-spacings are used: the first enables construction of vertical electrical resistivity sounding (VES) curves for shallow depths (<50 m), and the second for depths =250 m. For a given VES location, two field curves are measured and interpreted using two standard approaches. Practical characteristics of such a modified configuration are illustrated with two field applications in Syria. The first aims to characterize the structure of Quaternary and recent deposits in the Al-Ghab depression region, and the second deals with exploration for phosphatic sedimentary units in the Al-Sharquieh mine. La configuration de Schlumberger normalement employée dans les levés géoélectriques a été légèrement modifiée afin d’obtenir des données fiables à faible et forte profondeur durant le même levé. Dans cette nouvelle configuration, deux types de demi-espacements des électrodes sont utilisés : le premier permet le développement de courbes de sondage de résistivité électrique verticales (REV) pour les faibles profondeurs (<50 m), et le second atteint des profondeurs =250 m. Pour une localité REV donnée, deux courbes de champs sont donc mesurées et interprétées grâce à deux approches standardisées. Les caractéristiques pratiques de cette configuration modifiée sont illustrées par deus exemples d’application en Syrie. Le premier vise la caractérisation de la structure des dépôts Quaternaires et récents de la région de la dépression d’Al-Ghab, et le second traite de l’exploration pour des unités phosphatiques sédimentaires à la mine Al-Sharquieh."

The State Division of Geology Arkansas Resources and Development Commission, and the Arkansas-Oklahoma Coal, Operators Association requested assistance from the Bureau of Mines in a study of coal-mining methods and practices in .Arkansas coal mines with the objective of reducing production costs. On October 7, 1946, a joint meeting was held by representatives of the Arkansas Resources and Development Commission, approximately 30 coal-mine Operators of the Arkansas -Oklahoma Coal Operaters Association, and representatives of the Bureau of Mines. The many problems confronting the coal industry in Arkansas, including mechanical mining in thin beds, costs, labor, and working time were discussed. Following this Meeting, a joint letter from Harold B. Foxhall, State geologist, and -P. R. Stewart, commissioner, Arkansas-Oklahoma Coal Operators Association, was addressed to Dr. R. R. Sayers; former ,Director of the Bureau of Mines, requesting that mining conditions in Arkansas be studied.

Unrelieved residual strains can influence the states of stress in rock masses. If cheap, stable structures are to be constructed in Tock in which large pressures are exterted by unrelieved residual strains, the pressures must be either utilized or neutralized. A photoelastic technique has been used to show that the release of residual strains in rocks is influenced by the mechanical properties of anisotropic rock fabrics. The relationships between directions of residual strain release and the attitudes of minor geological structures have been determined. For engineering design purposes it is possible to estimate the principal stress directions in rock containing unrelieved residual strains if the attitudes of such minor geological structures as foliation planes, lineations, and joints are known.INTRODUCTIONQuarry workers have long been aware that near-surface rocks may be highly stressed. In many cases the stresses are too large to be the result of gravitational loads. Dale (1923, pp. 34-35) gives many instances of deformation produced by the violent release of residual strains in quarry rocks. Coates (1963) has described powerful rock bursts and cases of rock deformation underground implying the existence of much larger stresses than are likely to result from present-day gravitational loads. The only explanation is that pressures of up to several thousands of pounds per square inch may be caused by unrelieved residual strains in rock.Instruments have been developed for measuring states of stress in rock masses. Wettability of graphite by synthetic SiO2-Al2O3-CaO-MnO slags with varied MnO content and by industrial slags was studied at 1350-1600 °C using sessile drop method under argon atmosphere. Initial contact angle was the lowest (110-115o) for the MnO-free slag. For slags with 10-40 wt% MnO, the initial contact angle was in the range 125-135o. The contact angle decreased with the contact time. The change in the contact angle with slag mass was found insignificant. The surface tension of slags obtained from the drop shape analyses was 500-800 mN/m and varied in a narrow range with temperature and MnO concentration. The reduction rate increased with increasing MnO content in the synthetic slag from 20 wt% to 40wt% and temperature. Increasing temperature also increased the rate of reduction. No correlation was observed between the reduction rate and MnO content in the synthetic slags in the range 0-20 wt% and in the industrial slags. The rate of SiO2 reduction from the molten slag was close to the rate of MnO reduction. The MnO-free slag had the largest contact area with graphite substrate. "The consequences of ineffective mine closure in South Africa are evident from the number of abandoned mines and operations on extended care-and-maintenance, the on-selling of mines to less well-resourced companies to close, and increasing illegal mining activities. However, the data to substantiate these observations and provide insight into the underlying issues has not been available. Through the Promotion of Access to Information Act, a list of mine closure certificates applied for between 2011 and 2016 and a list of certificates granted over the same period for all nine regions of South Africa was obtained. From the analysis of this data, we show that the mine closure system as implemented in South Africa is largely ineffective. Although closure certificates are being granted, these are for prospecting sites and small-scale mines, which have a relatively small environmental impact. No large mines of any environmental significance were relinquished over the period under review, with very few applying for closure certificates. Furthermore, the issuing of closure certificates varies significantly between regional offices, with the success rate for applications being generally low and issuing of certificates taking an extended period. IntroductionThere are a number of concerns with the mine closure process as practiced in South Africa, and these have largely been laid at the door of government. Alberts et al. (2017) stress that the legislation generally conforms to international best practice. However, the system is ‘complex and unwieldy’, involving various pieces of legislation and different government departments with overlapping requirements and different interpretations of the law. A further area of concern is the capacity and competence of government to implement legislation. The ‘shortage of relevant mine closure skills and knowledge within the regulator’ was identified by van Druten and Bekker (2017) as a key contributor to unsuccessful closure. Lack of capacity and resources within the regulator has also been highlighted by Botham, Kelso, and Annegarn (2011) and Milaras, McKay, and Ahmed (2014). A recent study of the mineral application process by Corruption Watch (2017) indicates that positions in the regulator have been frozen for many years, leading to a shortage of staff, and that unqualified individuals have been appointed. There is also the perceived reluctance of government to grant closure in order to limit transfer of the liability to the state and delay the inevitable job losses."

When the HSE Act was introduced in New Zealand in April 1993, one of the prime aims of the Government was to signal to the industry. The Government&apos;s recognition of the employer as the key person responsible for safety and health in the workplace and to actively encourage employers to self manage the health and safety function. Because of the significant change in the philosophy behind the new legislation, and because of the inherently conservative nature of the mining industry, it has taken some years for both the industry and the regulators to reach the stage of considering the framework in which a controlled degree of self management can proceed. &nbsp; In this paper, some of the issues relating to the legitimacy of the process are considered, some of the questions raised in the minds of those charged with implementing the legislation are discussed, and the views of some eminent authors are examined. &nbsp; The latter part of the paper focuses on a programme called the Reduced Site Surveillance Programme, which grew out of Goal 2 of the New Zealand Mining Inspection Group&apos;s 5-Year Strategic Plan. The programme is described in some detail, and the criteria applied at each stage of the programme is discussed. The paper concludes with the author&apos;s expectations of the longer term outcomes of the programme.

The analysis of piled raft foundations in layered soils may be performed by 3D finite elements or by approximate procedures. Among the latter, the code NAPRA (Russo, 1998) is based on the method of the interaction factors and accounts for soil layering by the so called Steinbrenner approximation. A comparison between the results of 3D FEM and NAPRA for some reference layered soil profiles shows that the approximation is fully acceptable for engineering purposes, provided the stiffness of the single pile is properly selected. The interest of the conclusion lies in the fact that the amount of work needed to model a practical problem by NAPRA is but a fraction of that needed by FEM modelling.

The concept of using travelling magnetic fields created by linear motors was stimulated by Laithwaite who advanced ideas on motors with shaded poles (Laithwaite, 1968), rack and pinion motors (Laithwaite, 1970) as well as low speed, brushless motors and three dimensional motors (Laithwaite, 1973a and 1973b).Sudan (1963) and Sundberg (1969) had applied the concept to metallurgical processes. However, the use of travelling magnetic fields has not been used widely to produce conditions for the separation of magnetic from non-magnetic minera1s or even magnetic materials from non-magnetic materials, although some attempts were made by McCarthy (1922), Davis (1934), Dean, Gottschalk and Davis (1934) and Gottschalk (1934).Laithwaite (1973, a) while working with linear motors made suggestions for designing separators and in the work described here, the observations of Laithwaite and others are extended to determine the characteristics of the motor with a view to using it as a magnetic separator.

Brown iron ore deposits in Quitman County, Ga., were investigated by the Federal Bureau of Mines in cooperation with the State of Georgia, Department of Commerce, and the University of Alabama. Ninety-one holes were drilled, having an aggregate footage of 2,188 feet; seventy-one holes penetrated 248 feet of iron mineralization. Average thickness of the ore zone was 3.5 feet under an average thickness of 14.7 feet of overburden. The drilling developed inferred reserves containing nearly 30 million long tons of crude ore with an average analysis of 28 percent iron plus minor quantities of manganese. Test work done by the Bureau on the crude ore samples indicated that they would upgrade by current lug washer practice, with the use of a 1i8-inch screen, and yield 4.4 million dry long tons of concentrate with an average analysis of 52.1 percent iron plus manganese. The weight recovery obtained was 14.7 percent. Research studies made by the Bureau showed that the weight recovery would be increased by changing the screen size without any appreciable sacrifice of grade. The average weight recovery was increased to 18 percent with a 10-mesh screen and 22.8 percent with a 20-mesh screen. Screen tests studies indicated that there was no appreciable interlocking of the iron and manganese minerals and the clay and silica waste particles of the materials retained on a 200-mesh screen. Clay was prominent in micron-size slimes. Silica was deleterious in the minus 20-mesh size.
