Although much talked about, social licence to operate (SLTO) is a relatively new concept that has been deemed as one of the four biggest business risks to a mining project over the life-of-mine. There is no accepted single definition of SLTO and this author understands SLTO to be stakeholder perception of the legitimacy of a project, a company or an industry. At a specific site, and across different sites within the same organisation, SLTO ranges through different levels according to stakeholders’ degrees of acceptance in time and space. Management of SLTO is vital for the mining sector but is difficult as it is informal and intangible. Although there are no key performance indicators, there are certain indicators that enable relative measurement of the ‘level’ of the SLTO. Because of the importance of the SLTO, information management during the entire life-of-mine, from exploration to rehabilitation, becomes crucial for the continued operation of a project. "The Obuasi Mine of AngloGold Ashanti Limited has been operating the world’s largest Biooxidation Plant at its Sulfide Treatment Plant (STP) in Ghana, using the Gencor Biox® technology since February 1994. The Biox® technology was preferred to other alternative methods of treating refractory sulfide ores such as roasting, pressure oxidation and nitric acid leaching due to among other reasons, its lower capital and operating costs, reduced technical risk, relatively benign environmental impact and its ease of operation and maintenance in a remote location.STP has since commissioning succeeded in operating this technology successfully but not without some operational problems. The Plant has seen a number of upgrades and modifications in its circuits which were motivated by cost, operational and throughput constraints.The objective of this paper is therefore to highlight the mine’s experience in the treatment of its complex carbonaceous refractory sulfide gold ores with emphasis on plant operations and improvements such as the Biox® reactors expansion, flotation concentrate upgrade project and neutralization circuit modifications. The Biox® Plant operating cost is also discussed.INTRODUCTIONThe Obuasi mine forms part of the AngloGold Ashanti Group of Gold Mines. It is located in the Adansi West District of the Republic of Ghana. The mine is primarily an underground operation, although some surface mining still takes place. Ore is processed by two main treatment plants: the Sulfide Treatment Plant (for underground ore) and the Tailings plant (for tailings reclamation operations). A third plant, the Oxide Plant, is used to batch-treat remnant opencast ore and stockpiles, of which there are adequate tonnages to keep the plant operational until 2008.Though reference is made in this paper to the Tailings and Oxide Treatment Plants, the main focus will be on the Sulfide Treatment Plant."

Samples weighing 0·5 g are decomposed with hydrofluoric and other acids. Most elements are extracted ftom the acid, aqueous solution by Alamine 336 (tricaprylyl tertiary amine) and thorium is determined in an aliquot taken from the aqueous phase by means of its reaction with arsenazo III. Concentrations down to 4 p.p,m. may be determined at a rate of 100 samples per man-day of 8 hr.

"Reeves and Platt1 stated that dense medium separation is one of the most complex unit processes in mineral processing today particularly if cyclones are used. It is also the most efficient gravity concentrating process available to process engineers. The complexity of the process and large number of design and operating variables means that the process has largely remained more an art than a science. Dense medium separation is well established in the diamond, coal and iron ore industries but is gaining popularity as a pre-concentration step in other industries. The maintenance issues are addressed that will affect the efficiency of the operation.INTRODUCTION The purpose of the dense medium separation (DMS) process is to separate the valuable material from the waste based on gravity differences. However, the specific gravity difference between the two fractions must be large enough to achieve high efficiencies. Heavy particles sink through the dense liquid and light particles float. DMS is also used for the pre-concentration of minerals before further downstream processes like communition, in order to minimise the treatment costs. Examples are the pre-concentration of diamond ores or metalliferous ores like nickel, copper and cobalt. Dense medium separation is also used to upgrade the material to meet different market specifications, for example in coal and iron ore applications. A typical dense medium separation process for a diamond application is shown in Figure 1."

Duties on Lead Imports from Mexico. - On September 15, the President signed Proclamation 4792 suspending concessions formerly granted as of January 1 on red lead imported from Mexico. The Proclamation also increased the duty payable on litharge imported from Mexico from 3% ad valorem to 3.5% ad valorem, effective September 15. Appeal of Lead Standards. - The U.S. Court of Appeals for Washington, D.C., rejected petitions by the Lead Industries Assoc. and St. Joe Minerals Corp. for a review of standards promulgated by EPA and OSHA. The Lead Industries Assoc. reportedly will appeal to the U.S. Supreme Court on the basis of the "benzene" and "cotton dust" decisions. Scheduled implementation of standards will continue during the appeal.

This two volume report addresses slope stability of surface mine spoils within the Interior Coal Province. Sixteen (16) mines were visited, pertinent data and samples collected, and reported spoil instabilities back-analyzed. Laboratory test results are compared to back-analyzed material properties. Available methods of slope stability analysis are reviewed and evaluated with respect to application to mine spoil stability evaluation and prediction. Correlation and tentative relationships among spoil material properties, highwall conditions, mining equipment and procedures and empirical observations are presented. Slope stability sensitivity plots illustrate the relative significance of various input parameters on stability. Slope stability input parameters are correlated with site and mining conditions to identify the primary factors controlling spoil stability. Investigative methods, spoil stability enhancement techniques, spoil stability prediction procedures and future study areas are discussed. Appendices include a glossary of terms, annotated bibliography, details of mine visits, and detailed laboratory test procedures and results.

Yallourn brown coal and its characteristics have been the subject of innumerable papers and discussions. The Lurgi process adopted for the production of Towns gas by the gasification of brown coal has been described frequently in literature.The application of the Lurgi process for the gasification of Yallourn briquettes has naturally lead to some unexpected problems. Rather than attempt to review the whole field of experience gained in the first two years of operation of the gasification plant at Morwell, this paper attempts to describe two problems encountered, peculiar to the fuel used, and the steps taken in overcoming them.THE PROCESS AND PLANTTo clarify the conditions surrounding the problems, it is necessary to briefly describe the gasification and cooling processes and plant.Brown coal briquettes are gasified in a pressure generator, using a mixture of steam and oxygen as a gasifying medium. Crude gas produced in the generator is washed and cooled in the waste heat boiler and coolers. Figure 1 shows an arrangement of the generator and coolers. The gasifying medium enters the generator through a hollow shaft in the base. As part of its program to provide technology for reducing undesirable environmental impacts of mineral processing operations, the Bureau of Mines developed the citrate process for desulfurizing industrial stack gases that contain from 0.1 to 2 vol pet S02. In this regenerable flue gas desulfurization (FGD) process, S02 is absorbed from cleaned and cooled industrial flue gas with a citric acid-sodium citrate solution. The absorbed S02 is subsequently reacted with H2S to precipitate marketable elemental sulfur and regenerate the solution for recycle. Laboratory investigations of process parameters provided information for designing larger scale continuous operations. Information gathered from operation of two pilot plants, one at a copper smelter and one at a lead smelter, confirmed the laboratory results. Data were obtained for design and construction of a commercial-sized demonstration plant at the George F. Weaton Power Station, Monaca, PA. A preliminary operation of the plant was demonstrated, under a cost-sharing Bureau-industry contract. This bulletin describes the citrate process and gives results of the laboratory, pilot plant, and demonstration plant studies, as well as corrosion investigations.

"In a preliminary report made a year ago it was shown that certain minerals when subjected to heating with water under high pressure and temperature were shattered upon the sudden release of that pressure. The main feature in which the results of this method differ from those of conventional grinding is in the differential effect obtained. The more metallic minerals, and hence the valuable minerals, are shattered more readily than are the gangue minerals. In other words, explosive shattering is unique among possible methods for comminuting an ore in that it wastes the least energy on the useless part of the ore. Explosive shattering, therefore, offers possibilities as a means for reducing grinding costs, arid it is this potential advantage of the process that makes it worthy of further experimental study. The first part of this paper is devoted to a study of the mechanism of the process; the, second part reports results obtained in toots on a selected list of ores to exhibit some of the advantages of explosive shattering."

"MANGANESE METALMethods of PreparationMethods of preparing the manganese metal that has been used in chemical and metallurgical investigations have passed through a cycle. Most of the investigations made before the turn of the century used Moissan's pyrophoric manganese. 5/ This material was made by electrolysis into a mercury cathode and distillation in vacuo. It was essentially a pure material, and investigations in which it was employed (with proper precautions against oxida¬tion) led to accurate results concerning the intrinsic behavior of metallic manganese.An early investigation of the properties of ""Manganese-by-Mercury"" was made by M. Guntz. 6/ He prepared manganese by electrolysis of a concentrated MnCl2 solution with a mercury cathode. The manganese amalgam was pressed through chamois and distilled in vacuo (2 to 3 cm. of mercury) at 200°0., slowly rising to 250°0. Guntz recognized especially the decreased reactivity of manganese with increased temperature of mercury distillation. The most careful and com¬prehensive study of manganese made by this method is that of Kuh 7/ whose work unfortunately was never published in an accessible journal.Royce and Kahlenberg 8/ studied the electrode potential of manganese made by this method."

During the year 1940 a complete investigation was made of the whole of the stoping operations throughout the Great Boulder Mine and, as a result, it was decided to convert some of the existing shrinkage stopes into cut-and-fill stopes, and also to mine many of the more recently developed ore blocks by the latter method. The necessity for filling was due primarily to the structure of the ore blocks, the character of the walls and possible excessive dilution, but was influenced also by the grade of the ore-block and by the fact that cleaner mining can be carried out by cut-and-fill stoping.The comparatively few cut-and-fill stopes in operation prior to 1940 had been filled mainly with waste rock from development work, but as the amount of this material available, or likely to become available, would have been wholly inadequate for future operations, it was proposed to construct a system of passes to supply filling material from the surface.Owing to the distribution of the stopes, no central pass or system of passes could be devised which would service all the stopes satisfactorily.However, work was commenced on two passes, one designed to service the cut-and-fill stopes in the Eastern Section of the mine, and another to service those in the Western Section. It was realised that these passes could serve only a small proportion of the total number of Stopes (Figs. 1 and 2). During the progress of this work experiments were undertaken to test the possibility of using filtered tailings underground as an adjunct to the above scheme, but for various reasons these were only partially completed.Early in 1942 it was suggested by the Mill Superintendent that an attempt be made to fill with wet classified flotation tailings as practised at Mt. Lyell in Tasmania and at the Triton Mine at Reedy, West Australia. For the purpose of testing this, an experimental stope was prepared on the 309-ft. level, "X" Lode. This was 100 feet long and averaged 4 feet in width. Water-tight rearings were built at each end of the stope and waste rock fill was spread to a height of 6 to 8 feet above the timber. Used filter cloths were laid on top of the fill and brought a few feet, up the walls of the stope. A two-inch victaulic drainage line was then placed in position, the end passing through a hole in one of the bearings and thence to a sump. In the central portion of the stope two vertical pipes were brought up from this line. These were bored with one-inch holes staggered on opposite sides of the pipe, the vertical interval between each hole being one inch. The holes were then stopped with...

A post grouted drilled shaft foundation system was successfully used in place of the specified driven pile foundation system as a Value Engineering Cost Proposal (VECP) for the new PGA Boulevard Grade Separation Project. Pressure grouting the cohesionless sandy soils at the drilled shaft base significantly increased the end bearing capacity and stiffness allowing drilled shafts to be the more cost effective foundation system. The post grouted drilled shaft option also provided other benefits including reducing owners risk normally associated with pile driving vibrations and offered a high level of quality assurance for the drilled shafts. This paper discusses the implementation of post grouted drilled shafts from design to completion of construction. A design procedure for post grouted drilled shafts developed by the University of South Florida was used for initial VECP evaluation. Prior to construction, two instrumented test shafts were installed and load tested, one of which was post grouted. Therein, the design procedure was calibrated, tip elevations for production shafts were refined, drilled shaft construction and grouting procedures were demonstrated, and a grouting criteria was developed for the project.

DESCRIPTION OF OREThe ore consists, in general, of a very finely grained mixture of sphalerite, galena, and pyrite, with a gangue of quartz and schistose material, and contains about one ounce of silver to the unit of lead.Minor minerals are chalcopyrite, tetrahedrite, and ruby silver. The amount of gangue within the ore-bodies themselves is usually less than 20% of the weight of the whole. The ore is banded in a way that corresponds to the structure of the original schists, and is by no means uniform in composition-at one point, for example, blende may predominate, and a few feet farther on the body may become highly pyritic.Owing to the intimate association of the mineral constituents of the ore, it is very difficult to separate them from one another.Although this remark applies to ore from all parts of the field, the difficulty is particularly noticeable with Rosebery ore, the minerals of which are more intimately mixed, and are of smaller grain size than are the minerals of the Hercules ore.To effect a reasonably clean separation, it is necessary to grind the ore so that 90% passes a 200-mesh I.M.M. screen. Microscopic examination of the crushed product shows that 85% of the minus 200-mesh material is less than 30 microns in diameter, or, in terms of screen sizing, is minus 400 mesh. Particles under 30 microns are found to consist, of one mineral only, but in particles over this size separation has not always been effected. For instance, it is known that part of the galena and of the pyrite in the zinc concentrate is associated with sphalerite, and that part of the galena in the mill residue is associated with pyrite. There is only slight association between the minerals in the lead concentrate.

A critical safety component for all underground mining is intrinsic and standing support systems. Specifically, tabular hardrock mining exploits a wide variety of deposits that require various methodologies to safely mine the ore material. Several new support systems have been developed in recent years for hard rock applications which have been modified or applied in a variety of ground control applications. These include prestressing devices, improved cribs, and free standing supports. Various standing support and prop-type systems have been designed for hard rock applications with seismic loading conditions to accept prestressing. The prestressing, using water-filled cells, creates an active load upon installation and is considered essential to maintain support during and after the blasting of the mine faces. Heavy seismic activity is also present in these mines and the prestressing units can provide some energy absorption capability to help preserve the integrity of the support. This paper presents an overview of these innovations in support technology.

The Canadian Clean Power Coalition (CCPC) was created in 2001 to protect and enhance Canada’s vast coal and other carbon-based resource wealth, and to ensure that environmental public policy decisions recognize that these resources are a Canadian asset, not an environmental liability. To achieve its mandate, CCPC has undertaken to demonstrate technologies for use in new coal-fired power plants to control air emissions including carbon dioxide (CO2), nitrogen oxides (NOx), sulphur dioxides (SOx), mercury (Hg), and particulates (PM). The first phase of the demonstration project assessed three existing technologies for coal-fired power plants that reduce all emissions, including CO2, to levels equivalent to or below that of gas-fired power plants. The technologies considered in this phase included integrated gasification combined cycle (IGCC), ‘oxyfuel’ combustion, and amine scrubbing of pulverized coal. These technologies were evaluated with three coal types: Eastern bituminous, western sub-bituminous, and lignite coals. This paper presents the studies, conclusions concerning the capital and operating costs of these technologies, the cost of electricity produced (with CO2 removed), and the cost per tonne of CO2 avoided. It also discusses the potential for using captured CO2 for enhanced oil recovery, and possible technology enhancements for improving the competitiveness of gasification of low-rank western Canadian coals. The second ongoing phase of CCPC’s work includes the design and construction of a commercial-scale plant to demonstrate the feasibility of integrated gas combined cycle (IGCC) and/or polygeneration technologies and the potential for using the CO2 generated for enhanced recovery of conventional oil.

Phosphate fines (size ≤ 45 μm), from the Red Sea Region, Egypt, were subjected to beneficiation process to recover the phosphorite grains from such fines. The sample is characterized by low P2O5 content (18.78%) associated with gangue minerals such as silica (22.77% SiO2) and carbonate (2.01% MgO) indicating its low grade. Phosphate pre-concentrate was prepared by gravity separation, using Falcon, where 63.37% of the phosphate, with 24.94% P2O5, 1.46% MgO, and 10.54% SiO2, was firstly recovered reducing the mass flow to the subsequent beneficiation process. However, the gravity tailing was the feed for the reverse phosphate flotation using bench scale column flotation where oleic acid was used as a carbonate gangue collector and amylase enzyme as a phosphate depressant. Under the appropriate flotation conditions (0.1% amylase, 5·10−4 mol/dm3 oleic acid, and temp. 30 °C), phospho-concentrate assaying 0.61% MgO, 13.14% SiO2, and 27.85% P2O5 with a P2O5 recovery of 55.45%, was finally obtained without the use of expensive depressants, e.g., phosphoric acid or sodium silicate. A tentative flow sheet for the whole process was postulated.

Mr. Chairman, distinguished guests, ladies and gentlemen. Thank you for asking me to your conference, with its most fundamental and appropriate topic of 'Investment in Mining'. I must confess at the outset that I am one of those Australians who has rarely visited your fair land of New Zealand. This is in fact only my third visit, with all three related to Institute Conferences, and all much too brief. In so many ways your country provides a counterpoise to ours, despite the obvious disparities in size and population. And I am not only referring to the Bledisloe Cup! We would certainly each be much more lonely without the other, in this strange long-lost corner of the globe û if globes can have corners. Such an important factor in common in our shared heritages has been the mineral industry we have won from our alluvials and our rocks û especially for gold. So much of the major mineral developments which have supplied the world's appetite for metals and fuels in the past two hundred years has come from the countries settled in that period by people from Europe, especially those from the British Isles. So much of the technology for mineral and metal extraction has come from the skills of those people in New Zealand and Australia. And so much of the further development of metal processing and manufacturing of productive equipment has come from those people and from their cousins throughout the world. It is, I believe, a fair question to ask why we have failed to build on those early and considerable successes, and why we have in so many ways apparently been so content to allow others to add value to our raw materials, and to take our technological developments on to levels far beyond those that our domestic markets could sustain.
