Unlike the first predicted deep-sea mining (DSM) boom 35 years, the public response to the re-emergent possibility of DSM is this time round is not entirely optimistic, with serious economic, social, and environmental concerns being voiced. In the intervening years, the troubling notion of the ‘resource curse’ has been popularized, whereby the economies of developing nations rich in natural resources (agriculture, minerals, and fuels), paradoxically appear to fare more poorly than their brethren who have fewer such resources. There have been a variety of explanations and counter-arguments regarding why the resource curse occurs, including how it can be ‘escaped’, and even some disagreement on whether it in fact does occur. Nevertheless, many commentators appear to agree that that the quality of governance is strongly implicated in the socioeconomic success, or failure, of these resource-dependent nations, and could indeed be the deciding factor. Unlike nations with diversified economies, the majority of the income from natural resource economies, in the form of royalties and rents, flows through national government; hence, good governance and fiscal management is of particular concern.

L. Alan Weakly, member SME, is a senior staff engineer, Exxon Co. Weakly chaired a Mining Engineering committee formed to solicit materials for six planned "personal skills" articles, to be used in ME this year. What follows are Weakly's introductory comments to the series. Upon graduation from college several years ago, I thought that I was sufficiently prepared to embark in my chosen profession. A short time later I realized that several years of on-the-job training was going to be required before I could use my technical training effectively. It never occurred to me that, professionally, I was seriously lacking in any other skills. My spelling could use a little upgrading, but this was not a serious deficiency. I have been very fortunate to have had two employers that recognized that their engineering professionals did lack other skills and made every effort to give them training to correct these deficiencies. The skills I am referring to are those in administration and interpersonal relationships. Most mining engineers and geologists receive very little, if any, college training in these areas. In addition, many companies do not provide this training and many mining engineers and geologists are unaware of their deficiencies. It is for this reason the subject of personal skills development is being introduced in Mining Engineering. The mining engineer or geologist can pursue one of two basic career directions, managerial or technical. In today's technically sophisticated society and highly competitive business climate, both orientations require administrative and interpersonal skills. Most of us are technically qualified and we continue to upgrade our technical skills. But many studies indicate that we, as a group, are significantly weaker in administrative and interpersonal skills than other professional groups. In addition, these studies indicate that engineers, in general, take longer to reach managerial levels and fewer do so. This series in Mining Engineering, then, should help readers strengthen and broaden their professional capabilities. In all industries, including mining and petroleum, economic analysis of potential investment projects is done to select the projects that will give maximum future value from the investment of available capital. Rather than looking directly at the future values to be generated by investing capital in alternate ways for economic decisions, evaluators usually use either rate of return, present value, annual value, a profit to investment ratio, or various break even analysis results to reach economic analysis decisions in evaluating alternative investments. Alternative economic evaluation techniques are used in industry to properly analyze the economic potential of various investment projects. "Discounted Cash Flow" analysis is the phrase commonly used to describe these techniques. Whether you want to analyze projects in mineral, petroleum, real estate, refining, pipe-line transportation, or any other industry, proper application of discounted cash flow analysis techniques enables you to fairly compare the economic potential of alternative projects as well or better than you can using any other project evaluation approaches. It should be pointed out that investment analysis generally involves more than economic analysis. Financial and intangible considerations sometimes are as important or more important to investment decision-making than economic considerations. Economic analysis refers to evaluation of the profit generating potential of projects, that is selecting which alternative projects will generate maximum future value possible from available investment capital. Financial analysis, on the other hand, relates to analysis of where money is going to come from to finance various projects. Regardless of the economic potential of a project, if financial analysis indicates that we cannot finance the project, it likely will be shelved for financial reasons even though it may be economically satisfactory. Many evaluators use the terms "economic analysis" and "financial analysis" interchangeably, but this author considers that to be undesirable. Laboratory and pilot-scale test data have shown that the innovative feed presentation of the CrossFlow separator provides improved metallurgy when compared to traditional hindered-bed or teeter-bed classifiers. This design feature prevents excess water from entering the separation chamber and disrupting the overall fluidization flow rate within the teeter zone. Recent side-by-side industrial-scale evaluations have verified that this technology can improve overall efficiency, reduce the cut point of separation, and increase throughput capacity. This paper describes the important features that make this novel separator ideally suited for size classification and density concentration. Test data from heavy mineral, phosphate, and industrial mineral applications are also discussed.

The number of extended cut mining systems has increased significantly in coal mines over the last decade, and there is a constant push to extend the face ventilation systems to even greater setback distances. The need to maintain airflow at setback distances of 12.2 m (40 ft) and beyond requires that methods for delivering intake air to the face be improved, or alternative ventilation techniques be implemented. The emphasis of this research effort was to examine various techniques to improve the distribution of available air at the mining face in order to reduce face methane levels. A study was conducted comparing the performance of a jet fan, used in conjunction with a machine mounted scrubber, with blowing curtain ventilation in a 27.5 m (90 ft) heading. In addition, a second study was performed on blowing curtain systems examining how scrubber flow, intake air velocity, and curtain setback influence face methane concentrations. Results showed that when the heading advances to a depth of 27.5 m (90 ft) blowing curtain systems were more efficient at diluting face methane levels when compared to a jet fan. Also, increases in scrubber flows and curtain velocity resulted in lower face methane concentrations for blowing curtain systems at 9.2 and 15.2 m (30 and 50 ft) setbacks.

An aggregate resource study was done for southern Washoe County, Nevada, which contains the Reno-Sparks metropolitan area and a population of about 300,000. The study included an inventory of existing operations, projection of future demand, identification of potential aggregate resources based on geology, and determination of economic potential of these resources. Economic potential was determined by the integration of GIS layers that included aggregate potential, distance from market, distance from major and minor transportation arteries, and elevation. The investigation resulted in a determination that resources of high quality aggregate sufficient for future consumption are present in southern Washoe county; the limiting factor for future utilization is accessibility.

This project is exploring the potential for developing trees tolerable to degraded un-reclaimed mine site soils and tailings as a solution to re-establishing long-term tree growth on those sites. The project incorporates growing tree seedlings in an underground greenhouse grown from seeds planted in the degraded mine soils in which they will eventually be planted. The outcome of the project is expected to lead to a successful solution for re-establishing tree growth in soils and tailings containing high metal concentrations with minimal post-planting human intervention. The research is being conducted in an underground greenhouse located 100 ft below the surface in the old Orphan Boy Mine Underground Mine Education Center (UMEC) located on Montana Tech’s campus in Butte, Montana.

The efficiency of heap leaching is reduced by poor solution flow characteristics (i.e., channeling and ponding) that result from fines migration. Agglomeration of the ore can immobilize fines, but for agglomeration to be successful in copper leaching, an acid-resistant binder is needed to stabilize the agglomerates. Until now, there has not been a satisfactory method to evaluate whether a binder was effective, other than squeezing a handful to see if it ?feels right.? This paper reports on several procedures that have been developed to quantitatively determine whether a binder gives good performance in an acidic solution. These procedures have been used to identify binders that would be suitable for copper heap leaching.

The Carbon Disclosure Project (the pre-eminent global initiative for institutional investor collaboration on climate change) groups the business risks (and opportunities) related to climate change into four categories: 1. Regulatory risks from tightening legislation (and opportunities for companies that can make the carbon market work for them), e.g. rising costs for carbon and energy-intensive processes. 2. Competitive risks & opportunities generated by a possible decline in customer demand for carbon/energy intensive products (and opportunities from a consequent rise in demand for efficient / low carbon products). 3. Reputational risks from perceived inaction on climate change (and benefits to those perceived to be ?solutions providers?). 4. Physical risks from changes to climatic patterns, e.g. asset damage from extreme weather events; project delays; water scarcity; resource risks as certain crops become no longer viable in certain areas and new supply chains become necessary; and potential human and socio-political impacts. All of these are already having repercussions for businesses in certain sectors and geographies. The understanding of specific impacts of climate change is still evolving but it is clear that climate change will have a material impact on the value of many businesses, either directly or indirectly. Many commentators and analysts consider that rising energy costs are likely to represent the most direct and immediate investment risk that climate change and the resulting regulatory responses will create for business in the near term. However, it is already possible to identify numerous examples of competitive and reputational risks and opportunities that are leading to significant value creation or destruction in business: the success of the Toyota Prius; the rush by the UK?s leading supermarket retailers to ?green? their brands; and the surging fortunes of companies involved in the manufacture of renewable energy generation equipment, are all manifestations of this trend. In addition, the potential physical impacts of climate change are also making themselves felt in certain sectors: an example is the Australian wine industry, suffering after an extreme and prolonged period of drought. THE PROJECT This paper describes a project undertaken for a multinational mining company to examine the physical risks from climate change across its international business operations. The study addressed 163 components of the business and included operating sites (mines, smelters, and refineries), key transport routes (road and rail) and port links. The inclusion of the transport networks and ports is extremely important; key transport routes (e.g. a key railway link) may often be impacted (e.g. by flooding) far more than individual sites due to their large geographic exposure and multiple potential failure points. Extreme weather events causing loss of life and major economic damage continue to be front page news. According to the World Meteorological Organization, January to July 2007 ?was marked by record weather extremes in many regions across the world.? Inevitably, the associated phenomena are starting to impact business and investments, not so much as deal breakers, but in changing the parameters of risk management and the approaches required to devise mitigation measures. EXAMPLES OF EXTREME WEATHER EVENTS No one event can be presented as directly attributable evidence of climate change, however climate change projections suggest that the frequency and severity of many extreme weather events can be expected to increase in a warming world. In August 2003, a heat wave struck Europe, with temperatures as high as 42°C (108°F). As summer temperatures in much of northern Europe rarely exceed 30°C (86°F), the area was unprepared for the disaster, and many thousands of deaths occurred. In August 2005, Hurricane Katrina caused catastrophic damage along the Gulf Coast of the United States, forcing the effective abandonment of south-eastern Louisiana (including New Orleans) for up to two months and damaging oil wells that resulted in increased oil prices. Katrina killed over 1,800 people and caused at least $75 billion in damages, making it one of the costliest natural disasters of all time. This was followed in September, by Hurricane Rita which left 119 people dead along the U.S. Gulf Coast, causing $9.4 billion in damage. In January 2006, hundreds of people were killed when Russia, Eastern Europe and Scandinavia experienced the coldest weather for decades. In summer 2007, dramatic floods in the south central region of England, UK left 350,000 people without drinking water and many without electricity. Transport infrastructure was severely disrupted; combined with floods which occurred earlier in the summer in Yorkshire (North England), the damage is estimated to total over £2 billion. ASSESSING RISKS FROM CLIMATE CHANGE To date, only a minority of companies have attempted to quantify the risks from climate change. However, investors are seeking greater disclosure of climate change related risks and opportunities and it is expected companies that can demonstrate they are prepared for climate change will attract higher market valuations. Climate Change Threats A variety of climate change threats were examined for their potential to have a potential measurable impact on the mining company?s business operations. Those considered most significant were included in the study and are shown in Table 1 (see Appendix A). Certain threats can be considered as being cyclical in nature and the future predictions may suggest a change in the frequency and severity of such events (e.g. storms/hurricanes, rainfall, drought). However other threats are associated with a gradual change over time (e.g. loss of glaciers, loss of permafrost, sea level rises). A slightly different approach is needed to address this differing nature of the threats, as described subsequently. Climatic Regions Much of the research and data associated with climate change is collected and reported on a regional basis. An example of the climate change impacts predicted for a number of climatic regions is shown in Table 2 (see Appendix A).

Development of the Batu Hijau copper project was completed in the fourth quarter of 1999 with the formal handover and start-up of ore processing facilities. The project began in August 1996 when the owner, PT Newmont Nusa Tenggara (PTNNT), awarded an engineering, procurement and construction (EPC)contract to Fluor Daniel (FD) for the development of the project. This included a copper concentrator, port, power plant, town site and infrastructure. PTNNT managed the development of the mine and the procurement of the mine equipment. In 1996, Batu Hijau was the largest mining project ever undertaken. Developing the Batu Hijau Mine was complex. It involved the work of thousands of people in all parts of the world to plan, engineer, procure, fabricate and manufacture equipment, supply and deliver materials and equipment, and build the plant.

Construction of Ontario Power Generation?s 12.8-m diameter, 10.4-km long water diversion tunnel in Niagara Falls, Ontario, is underway. The tunnel is being excavated by means of a 14.44-m diameter open gripper Tunnel Boring Machine. The tunnel lining is constructed as a two-pass system with the initial lining consisting of rock bolts, mesh, steel channels or ribs, and shotcrete, and the final lining consisting of pre-stressed cast-in-place concrete with a waterproof membrane. Soft laminated iron ore (SLO) having a higher hematite content and Martite goethite iron ore (MGO) having a higher goethite content were subjected to detailed characterization and beneficiation. The present research was designed to investigate if these abundant, low-grade ores can be enriched adequately using standard industry techniques. No significant enrichment of the ores using jigging operation on the coarse (-3,200 +595 mm) size fraction could be achieved. Good liberation was only attained in the 150 to 300 mm particle size range in both cases. Desliming enriches the ground ores significantly. The effect of the feed size on the separation efficiencies of the ground ores were studied using flowing-film concentration on a Wilfley table. Better enrichment is obtained in the case of 150-mm sized feed by tabling. The grade of SLO is improved from 56.14% to 66.51% Fe, while the Fe content of MGO is enriched from 55.16% to 65.83%. Substantial rejection of alumina and silica is also achieved. Due to the friable nature of MGO and the higher goethite content in it, the loss of Fe in the form of ultrafines is greater in this case compared to that of SLO.

Surface coal mining in West Virginia has supplied energy to the eastern coast of the United States for over a century. The coal mining industry has been forced to adapt as societal demands regarding health, safety, and environmental impacts have changed with time. More recent pressure has called for another iteration of change: long-term post-mining sustainability. The research presented in this paper investigates one potential solution?or component of a solution?to improve mining sustainability in Appalachia: post-mining wind power. This paper intends to demonstrate and explain the feasibility of synergistic mine closure and wind development. Wind conditions at three reclaimed mine sites in West Virginia were monitored in order to develop representative case studies for post-mining wind power. This paper contains a summary of the literature consulted to plan the site assessments, the methodology employed to execute them, the analysis steps undertaken to derive conclusions, and a discussion of all findings. This research has found that significant cost savings can be yielded from synergistic mine closure and wind development, as compared to greenfield wind development. Though wind conditions themselves remain the primary driver for site feasibility, post-mining wind power is a practice with significant promise for improving project economics, contributing to renewable energy development, enhancing company-community relations, providing local employment opportunities, and exemplifying sustainable business practices in Appalachia.

The Shirley Basin Uranium mine, located in southeastern Wyoming, USA, was an open pit mining operation consisting of a series of several open pit mines excavated into poorly consolidated sandstones, siltstones, and claystones. Since the initial open pits were developed in 1969, slope failures have plagued the mine and mining operations. These slope failures have persisted into the current mine reclamation period. When the mine was first developed, the open pit slopes were designed to range between 45 to 55 degrees. Numerous slope failures during mine development required the pit slopes to be redesigned with slopes as shallow as 26 degrees. At present, movements are occurring within the open pits on reclaimed slopes that are shallow as 12 degrees. Several detailed slope studies were conducted at the mine in the early 1970s. These studies, combined with more recent geotechnical investigations, provide a unique detailed history of pit slope failures on shallow slopes. This paper presents an evaluation of the slope failures at the Shirley Basin mine, highlighting important mechanisms causing slope failures on very shallow slopes. The evaluation demonstrates important key parameters for shallow slope design.

In 1985, participants of the multi-year Illinois Mine Subsidence Research Program conducted surveys of subsidence effects on crop production from current high-extraction mining methods, selected a site to characterize the profile, strain, fracture development in overburden materials and changes in aquifers produced by subsidence from high-extraction mining, characterized floor materia1 s in three mines, and established bibliographic reference and data base files. The Illinois State Geological Survey, University of Illinois at Urbana-Champaign, Southern Illinois University at Carbondale, Illinois Department of Mines and Minerals and Twin Cities Research Center of the U. S. Bureau of Mines are coordinating State and Federally funded research.

Since 1928, nearly 64 km (40 mi) of tunnel have been excavated within the relatively soft Cooper Group, more commonly known as the “Cooper Marl,” for water supply and transporting wastewater in the Charleston area. The majority of these tunnels are unlined and still in operation, while others collapsed shortly after excavating. Tunnel behavior and support requirements vary considerably in this material due to differences in geotechnical properties. The 4.8 km (3 mi) long, 2.4 m (8 ft) diameter Bushy Park Water Tunnel, completed in 1997 for Charleston’s Commissioners of Public Works(CPW), required no ground support. By comparison, the 1.6 km (1 mi) long, 2.4 m (8 ft)diameter Harbor Wastewater Replacement Tunnel now under construction needs continuous support close to the advancing face, despite being located in the same geological formation. Case histories and general guidelines for designing tunnels in the Cooper Marl are presented.

In general a term "unconventional mining or "non-traditional mining technology" getting more and move familiar to the mining engineering media. There are several alternating terminological combinations such as "in situ mining", "borehole mining", "shaftless mining", "mineless mining", "geotechnology" etc.; specific terms denote particular method of unconventional mining technology: "underground coal gasification in situ", "underground coal combustion in situ", "borehole hydraulic coal mining" and others. Principal scheme of unconventional coal mining technology is shown in [Figure 1:] One of the greatest potential for coal utilisation during the beginning decades of on coming cetury is the synthetic fuel-gas derived from coal as a product of coal gasification. It is quite logical to enrich this gas before burning it with natural gas, that is methane, contained in coal measures. Thus it is reasonable to suggest a new concept of unconventional coal mining and utilization technology featuring integrated methane drainage with coal-gas combined cycle. Proposed unconventional technology of coal mining is characterized with: - opening up a coat deposit through boreholes, drilled from the surface and used for coalbed methane drainage as well as for coat gasification in situ; - aggregation of methane producing and coal gasification station on mining side with thermo power plant on the electric power generation side in one integrated industrial enterprise. The further improvement of the conventional coal mining technologies both surface and underground could give only insignificant results in economical, ecological and social aspects, but would not be able to provide basic requirements of the XXI-st century. Significant increase in economical efficiency, cardinal humanization of coal mining and basic improvements in environment protection would be achieved through introduction and implementation of innovative or unconventional coal mining technology. These considerations are applied on both coal production and coal utilization sides as far as coat based energy generation is concerned. Now a general opinion is widely spread that an application in the same manner of the traditional technologies of coal mining and electric power generation would inevitably cause further irreversible damage of the global eco-system, notwithstanding the certain environment protection measures being taken. Keeping the recent pace of the eco-system degradation the whole our civilization would be in danger. Thus the solution of this problem is to be found in developing, promoting and implementing in industry unconventional coal mining and modern advanced clean coal technologies. Coal reserves with favourable conditions at shallow depths are -being rapidly depleted in all countries with developed coal industry. So in nearest future more coat will be mined from deeper levels with higher operational expences and with lower labour productivity. For example in Russia only 20% of proven coal reserves can be specified in quality as easy mined reserves, i.e. coal reserves with a good minability. Unconventional (borehole in situ) coal mining enables us to mine difficult coal reserves, deposited under unfavourable geological conditions with higher economical and socio-ecological efficiency than that in conventional coal mining, in view of these the basic principles and concepts of coal mining and coal utilization for energy generation should be reconsidered taking into account the latest achievments in underground coal gasification/combustion, coalbed methane extraction, clean coat technology and advanced developments in environmental engineering. The authors have developed a new concept of ecologically clean and resource saving coal-gas electricity, protected by a patent of Russian Federation (1995). The main principles and technological features of these conceptual technologies are explained hereupon. It should be a break through into a coal mining technology of new generation, which is known as unconventional coal mining technology. Under current global energy policy, transection to the new generation of coal mining technology is inevitable. Now we are standing at the treshhold of the coat's regeneration based on integrated unconventional coal mining and innovative coal fueled electric generation technologies.

Tailings, from an active copper-zinc operation, containing about 10% sulphur were investigated to assess the onset of acid production and potential lime requirements for treatment of drainage. Oxygen consumption rates were measured over two years to verify spatial and seasonal variations in sulphide oxidation rates. Shallow cores were collected to assess the quality of tailings porewater and to characterize solids that had been subjected to oxidation and depletion of neutralization potential (NP) for several years. Oxygen consumption data were used to quantify rates of NP depletion and onset of acid drainage from the near- surface tailings. Based on measured oxygen consumption rates and identification of NP remaining in the tailings, future lime use in the treatment plant was expected to rise significantly without mitigation. Geochemical modeling calculations were calibrated with observed oxygen consumption rates and the model results agreed well with actual lime use in the waste water treatment plant during operations. The modeling also demonstrated the benefits of lower lime demands and treatment costs after closure as a result of construction a soil cover on the acid generating tailings.

When I was originally invited to speak to this audience on the subject of the future supply of precious metals I was somewhat apprehensive and suggested that the Program Chairman select someone with more credentials. He declined and the results of our conversation gave me cause to reflect and recall the opportunities I have had over the years and how fortunate I have been to be associated with so many successful companies and knowledgeable people affiliated with the precious metals field. I discovered that since 1935, 1 have worked in or visited most of the gold and silver camps in the United States; have been a leaser of a gold mine in Mohave, California; have both lost and made money in the silver futures market; have worked for two of the greatest precious metals companies in the United States - Homestake Mining Company and Hecla Mining Company, have spent a considerable amount of time in precious metal related discussions with men like Don MacLaughlin, Paul Henshaw, Dick Stoehr, Abe Shoemaker, Bill Love, Phil Lindstrom, Simon Strauss, Herbert and Bunker Hunt and many others. It is those exposures and experiences that I draw onto discuss the subject at hand.

The Allegheny County Sanitary Authority (ALCOSAN) adopted its Clean Water Plan (CWP) in May 2020, as part of a federal consent decree to comply with the USEPA’s Combined Sewer Overflow (CSO) Control Policy. Planned improvements include constructing a new regional storage/conveyance tunnel system, promoting green infrastructure/ source control, and expanding the treatment plant. Preliminary planning for the tunnel system was completed in October 2020. The Ohio River Tunnel (ORT) project is the first of three tunnel projects that make up the regional tunnel system. The ORT project began final design in 2021. This paper discusses the advancements made to the ORT preliminary planning concepts considering property availability, alignment optimization, tunnel boring machine evaluation, contract packaging and delivery schedules.

The projected depletion and the increasing costs of petroleum and natural gas along with the public and governmental resistance to nuclear energy have caused coal to emerge as one of today's answers to both our short term and long term energy needs in power generation. In order to satisfy this need, major increases in coal production are mandatory, thus requiring more and higher capacity coal transfer terminals. The logic for selecting coal as the major fuel for power generation is based on many different reports on the existing and potential energy sources, which include petroleum, natural gas, hydropower, solar, geothermal, and nuclear. The following is a brief synopsis of these reports for each type of energy.
