The movement to reclaim abandoned mine sites has gained momentum as federal, state, and private organizations have increased their commitment and resources to tackle mutual, and often controversial, problems of health and safety. Numerous interorganizational agreements have been implemented to promote cooperation in the characterization of mine site hazards, development of mutually acceptable plans of remediation, and sharing of actual cleanup requirements. Working through these partnerships, the federal land management agencies have begun to focus on abandoned mine reclamation in selected, priority watersheds and other drainage basins. Although there are major difficulties to overcome, significant progress continues to be made.

The purpose of this paper is two fold. It will: (1) examine leasing analysis as a project evaluation criterion, and (2) compare the cost of leasing with other methods of financing. The use of leasing has grown extensively in recent years as a method of obtaining equipment. The computer industry has been highly dependent upon leasing from its earliest days to dispurse its equipment to the customer, while airlines and railroads acquire large segments of their aircraft and rolling stock by leasing. Over the last few years the mining industry has leased haulage trucks, bulldozers and other equipment of similar nature.

"The Sistema de Potabilización Área Norte project (Northern Area Purification System) was a major expansion of the potable water system in Buenos Aires Province, Argentina. The aim of the project was to transport and purify raw water from the Paraná River to provide potable water for five communities in the northern part of the province, benefitting up to two million people. The project was constructed by a joint venture (JV) of four South American contractors and consisted of the following key components:• Treatment plant: A 16-ha (39-acre) area was cleared for the construction of a treatment plant to purify 900,000 m3/day (1.2 million cu ft/d) of raw water from the Paraná River and distribute it to the surrounding communities.• Bored tunnel: Nearly 15 km (9 miles) of 3.6 m (12 ft) inner diameter tunnel, ranging from 18 to 22 m (59 ft to 72 ft) below grade, was bored with two earth pressure balance (EPB) tunnel boring machines (TBM) to draw the raw water from the river. The TBMs started from a central launch shaft and proceeded in opposite directions. Cristina advanced northbound to the Paraná River Intake System, and Liliana advanced southbound to the new treatment plant.• Access and ventilation shafts: Five access shafts and eight ventilation shafts were installed along the length of the tunnel. The access shafts were designed to provide entry points for inspection and maintenance of the final tunnel. The five shafts consisted of one central launch shaft in the middle of the tunnel alignment, one retrieval shaft at each end of the tunnel (intake and treatment plant, respectively) and two intermediate shafts. The intermediate shafts were installed before the TBM passed, with a final liner to be installedafterward."

Molybdenum, the 42nd element in the periodic table, is now a very important metal in industry of the United States and the world. Chemically, it is a very complex element having valences of 0, +2, +3, +4, +5, and +6, and can exist as a mixture of these valences in many compounds. It was discovered and separated by Scheele in 1778. At the present time, molybdenite is the only important commercial source of molybdenum. Molybdenum occurs in some 12-14 different recognized minerals, but practically all of the production is molybde¬nite. As late as 1915, it was considered a rare metal. Germany made extensive use of it during the first world war, which resulted in the establishment of a molybdenum industry in the United States at Cli¬max, Colo., in 1917. It was not until the mid-1920s when its introduc¬tion to steelmaking developed for the US automobile industry that the metal gained important acceptance. The first notable example was the Willis-Saint Claire automobile introduced in 1921 by C. Harold Willis, formerly chief metallurgist for Ford Motor Co. Molybdenum has also been produced in the US from wulfenite (PbMoO4) from Arizona and Nevada, and a small amount of molyb¬denite was produced up to the early 1970s as a coproduct from two molybdenum-bismuth mines in Quebec, Canada. The first byproduct production of molybdenite from a copper con¬centrating operation was achieved at Cananea, Sonora, Mexico, and was followed shortly by the Utah division of Kennecott Copper Co. in the mid-1930s. This section of the Handbook is divided into four main subdivi¬sions: Chapter 2, which deals with the concentration and recovery of molybdenite from primary molybdenum ores; Chapter 3, which deals with the recovery and separation of molybdenite as a byproduct from copper production; Chapter 4, which deals with the conversion practices employed for converting molybdenite to the oxide or metal form; and Chapter 5, which covers the uses of molybdenum in steel¬making, chemicals, pigments, lubrication, catalysts, etc. The Free World molybdenum production, for the past eight years from all sources, is shown in Table 1. 2. Primary Molybdenite Ores General In 1978 there were four primary molybdenite recovery plants in operation: Climax, Endako, Quests, and Henderson. For over half a century the Climax mine has been by far the largest and most important source of molybdenum in the world. During the early 1970s a few primary molybdenite mines in British Columbia were shut down due to adverse economical conditions. The largest of these was British Columbia Molybdenum, formerly owned by Kennecott Copper Corp. The Climax plant and operations are described in detail and the opera¬tions of the other plants are summarized following a general discussion of recovering molybdenite from primarily molybdenite ores. Recovery of molybdenite as a byproduct will be taken up in Chapter 3. Geology Molybdenite production from mines in which it is the sole or preponderantly important mineral is confined to ore bodies in granites or igneous-type rocks or pegmatite dikes. More than one state of mineralization is sometimes present as at Climax, York, Hardy, and Questa. In the case of Climax, important byproduct recovery of tung¬sten, tin, pyrite, and monazite is also attained. The molybdenite is commonly disseminated very finely in the siliceous granitic gangue but does occur in stringers and blebs in silicified mineral solution channels. Treatment of Primary Molybdenum Ores All primary molybdenum ores are low in molybdenite, the content ranging from less than 0.20% MoS2 to a high of about 0.40% MoS2. A high resistance to grinding is a common ore characteristic combined with a habit of very fine dissemination of molybdenite in the siliceous portion of the ore. Because of low MoS2 content, high hardness, and fine dissemination of molybdenite in primary ores, it has been necessary to develop a special mill treatment which yields an accepta¬ble recovery at a reasonably low milling cost. Essentially, the treatment consists of intensive rougher flotation at a relatively coarse grind with production of a low grade rougher froth containing a substantial percentage of the molybdenite in the form of low grade middling particles, followed with multistage regrinding to liberate the locked molybdenite and several stages of flotation cleaning to produce a finished grade concentrate. Rougher flotation on pulp ground to ap¬proximately 35 mesh is common practice, even if complete liberation of molybdenite from siliceous gangue may require regrinding to 200 mesh. The flotation of middling particles with a very low content of molybdenite in the rougher flotation step has been made possible by the application of a combination of reagents first developed at the Climax mill and used with some modification in the treatment of all primary molybdenum ores. The Rapidex continuous drill and blast tunneling concept utilizes a unique spiral blasting pattern that permits efficient performance with relatively small single shots, while at the same time directing major blast fragments at right angles to the tunnel axis. The concept's self-shielding geometry permits the design of a lightly shielded machine that can stay at the tunnel face firing frequent small blasts to provide rapid, virtually continuous advance. This paper describes Phase III of the development program (supported under Bureau of Mines contract H0252047) in which the "front end" of the machine?drilling loading, and shooting components, together with the shield--was fabricated and field tested underground at the White Pine Copper mine, Michigan. One of the major accomplishments of the Phase III effort was to develop a fully remote controlled loading and initiation system in which explosive slurry is pushed, through a hose into the blasthole by a small water-driven piston carrying the blasting cap. The cap is ignited via an induction coil just prior to entry into the borehole, after which a delay permits complete -withdrawal and shielding of the loading hose. The ultimate objective of the present Bureau-sponsored program is to evaluate the feasibility of mechanizing hard rock mining operations, such as development to a point where drilling, loading, shooting, and mucking can proceed simultaneously and result in increased productivity.

Global public mineral reporting codes have driven strong governance of public disclosures of minerals information. Recently, we have seen an increase in disclosure of information related to Environmental, Social and Governance (ESG) issues, and governance of ESG information in mining companies has arguably reached a similar level of governance and diligence afforded mineral reporting. We define Resource Governance as the conjunction of environmental, social and minerals governance. A modern systems approach to Resource Governance, which combines mineral and ESG information, would provide not only reporting and governance capability, but also has the potential to sense/respond, predict, and manage ESG risks.

Old mine workings are found throughout the Western United Sates on lands administered by the U.S. Bureau of Land Management, U.S. Forest Service and private lands. Some of these mine workings date back to the late 1800s. There may be as many as 100,000 sites on lands administered by the National Park Service, U.S. Forest Service and Bureau of Land Management. The U.S. Department of the Interior has worked with the U.S. Geological Survey, the U.S. Forest Service, the U.S. Environmental Protection Agency, and western state governments to identify and prioritize these sites on Bureau of Land Management, National Park Service and U.S. Forest Service administered lands. This presentation will discuss the accomplishments we have made to date to clean up inactive and abandoned mine sites, focusing primarily on lands administered by the Bureau of Land Management.

Since World War II, when off-track mining became popular, mining machinery has undergone much change. However, the change has been basically to make the machines more powerful, more productive and more reliable. Little change has been made, in this period, in the basic mining system. While steady improvement was made in productivity until the passage of the new Federal Coal Mine Health & Safety Act, I believe that the cost Co benefit ratio of further improvement from this basic approach of improving the existing extractive tool is not as promising as I believe may be obtained from a new approach. Consequently, six years ago Conoco and Consol undertook a comprehensive long-range R&D program to see if improvements of a more basic nature could be made in underground mining. We concluded early in our program that while many things currently limit the rate of production such as the rate at which roof can be supported, time needed to advance ventilation systems, time required to clean up and rock dust, time required to maintain and service equipment as well as time lost due to haulage deficiencies, that the key to improvement was a truly flexible continuous high capacity haulage. With face equipment in use today, mining rates can be increased with such a haulage system where the ability to support the roof exceeds the ability of conventional haulage equipment to remove the coal. More importantly, if we could develop such a system, it would set the stage for development of far more sophisticated methods of mining at the face than exist today, and as new and more dependable mining machines and methods are developed, continuous transportation will enable the gains envisaged in production to be realized.

In Japan all the complex sulfide ore deposits of base metals have been developed as underground mining. The underground mining cost is extremely high as compared with open pit mining case. Therefore, in milling section of base metal mines, technical advance for maximum recoveries of valuable constitutents in ore has been required all the time to utilize as much ore mined as possible. At present, in mill plants treating "Kuroko", complex sulfide ore, concentrates of copper, lead, zinc, pyrite and barite are produced, with gold and silver contents in the copper, lead, and zinc concentrates being estimated as extra profit. As in the case of Kuroko milling plants, gold and silver contents in the lead and zinc concentrates of lead-zinc ore milling plants are also varuable from an economical viewpoint. Silver content is very high in Kuroko crude ore as well as lead-zinc ore.

Mr. Chairman, Officers, Members and Guests of the AIME, I want to express my appreciation for the privilege of being on your program at this meeting. Coal mining, in recent years, has become much more competitive than it formerly was. To stay in business, it has been necessary for coal mines to mechanize. This, in itself, has not been enough for after one has mechanized his mine, he must keep replacing the equipment with the latest type and model machines. We, at Olga, have been doing this very thing for the past several years. Olga No. 2 Mine is located at Caretta, West Virginia, in McDovell County, about twelve miles south of Welch, It is a shaft mine, operating in the No. 4 Pocahontas seam. The thickness in the area, we are presently mining, varies from five to six feet. In some areas the immediate roof is slate, ranging in thickness from a few inches to four and five feet; in other places, the sandstone lies on top of the coal, This sandstone is about twenty-five feet thick.

"Gob ventilation boreholes (GVBs) are widely used in underground coal mines for longwall gob degasification purposes. GVBs are often drilled within 10 to 30 m above the top of the coal bed into the fractured zone, completed with 20 cm (8 in.) diameter casing and 60 m of slotted pipe at the bottom. The purpose of this completion strategy is to create a pressure sink to capture the emissions before they can enter into the underground workplace. For GVBs to work effectively, they must be drilled close enough to the working areas to capture methane from the fractured zone while the setting depth must be kept above the caved zone to minimize the amount of ventilation air that is drawn into the GVBs. Well completion parameters are important for creating safe working conditions. In this paper, computational fluid dynamics (CFD) studies will be presented to analyze the effect of different practices for GVBs completion parameters for methane extraction, formation of explosive gas zones in the gob and methane concentrations at the longwall face and tailgate. Authors have identified the optimum completion parameters for GVBs, which can maximize the benefit and minimize fire and explosion risk. INTRODUCTION Coal mines may be considered gassy based on the presence of CH4. Gas from the mined coalbed or from rider seams above or below the mined coalbed can migrate into the gob and then potentially move towards the working areas. In longwall coal mines with high methane emissions, sufficient ventilation and additional methane control measures are usually required to reduce the methane concentration in working areas to below statutory levels. Several techniques or combinations of techniques are available to control the methane hazard. These may include mine face ventilation to dilute methane, coal bed degasification, nitrogen injection into the gob to render a methane atmosphere inert and the use of gob ventilation boreholes (GVBs). Longwall face ventilation and dilution alone can only handle methane emissions up to a certain amount. When methane emissions exceed the face ventilation capacity, additional control measures are required. Drilling horizontal or vertical methane drainage holes into the coal seams as well as gob ventilation boreholes from the surface into the gob area to extract methane are common practices. GVBs are usually drilled from the surface above the longwall panel ahead of mining. When the face moves outby the GVBs and the gob begins to form, methane production starts from the boreholes. It is important to control the performance of GVBs to maintain a safe working environment in the mine. The performance of GVBs depends on multiple factors, including borehole location, length and diameter of slotted casing, setting depth of casing above the coal seam being mined, wellhead vacuum pressure, and permeability of caved-fractured zones."

Underground mine accidents, such as mine fires, remain a health and safety risk to mine workers. Researchers at the National Institute for Occupational Safety and Health (NIOSH) are developing a data-driven, predictive model for characterizing the location and size of unknown underground fires. This study examines applying a machine learning-based model to predict fire size and location in a large underground metal mine based on hypothetical scenarios on the model performance. The results show that the size and location of an unknown fire can be determined with over 80% and 90% accuracy, respectively, and potentially help to reduce the risk of hazardous conditions for emergency response.

Direct mineral carbonation was investigated as a process to convert gaseous CO2, into a geologically stable final form. The process utilizes a slurry of water, with bicarbonate and salt additions, mixed with a mineral reactant, such as olivine (Mg2SiO4) or serpentine [Mg3Si2O5(OH)4]. Carbon dioxide is dissolved into this slurry, resulting in dissolution of the mineral and precipitation of magnesium carbonate (MgCO3). Optimum results were achieved using heat-pretreated serpentine feed material and a high partial pressure of CO2 (Pc02). Specific conditions include 155°C, PC02 = 185 atm and 15% solids. Under these conditions, a 78% conversion of the silicate to the carbonate was achieved in 30 minutes. Process mineralogy was utilized to investigate the appropriate feed characteristics, identify the process products and interpret the mineral dissolution and carbonate precipitation reaction paths. For more than fifty years Walter Kidde & Company, Inc. has engaged in the development and manufacturing of both fire suppression and detection equipment. Our initial work for the mining industry centered around dry chemical extinguish-ing equipment for mine haulage cars. To fulfill this need, Kidde engineered and developed a manually activated dry chemical system to provide protection for the wheel wells, cable reels, and motor compartments on various pieces of underground mining equipment. The next phase of mining operation fire protection for Kidde was the area of detection and automatic fire suppression for conveyor belt heads. Early in 1970, a field evaluation program and belt head demonstration unit was taken to 10 areas throughout West Virginia, Kentucky, Pennsylvania, and Ohio. This extensive field program was a joint effort with National Mine Service Company of Pittsburgh, Pennsylvania. The objectives of this program were to study mine hazard problems and to determine further requirements of mine operators. The resulting belt head detection system centered around our Continuous Strip Thermistor Core heat detector in conjunction with a Kidde stored pressure dry chemical extinguishing system. Continuous Strip detection has been in use for a number of years in aerospace applications. It has proven flexible and reliable for the rapid detection of overheat conditions and fires in engines of over half the aircraft flying today. The use of Continuous Strip gave us flexibility to protect surface areas over and around the actual conveyor belt head equipment. The nature of Continuous Strip allows us to bend, wrap, and attach the 20 foot long thermistor element over the desired protected points of the belt head. An integral part of the conveyor belt head protection system is the control panel utilizing our comprehensive knowledge of fire alarm control logic. This panel contains supervision circuits which sound trouble signals upon detecting a break in the Continuous Strip; breaks in the wiring to the remote electrical extinguishing activators or to the alarm bell; or loss of primary power. All underground operations have limiting factors that influence overall profitability. Hoisting, hauling, available headings, labor, milling capacity and other factors limit how much material can be removed from an underground mine. Consequently, when mines use limited labor to handle the additional rock from overbreak and to perform extra ground support tasks, productive activity is replaced by non-productive work. Mining economics are further penalized when overbreak causes dilution of ore grades. This paper reviews organizational systems that mines have used to create environments which foster the creation of successful overbreak control programs. Actual case histories document the various quality improvement techniques, worker incentives, and practical project management systems used by these mines. A brief review of controlled blasting technology sources and overbreak measurement tools is also included.

In 2010, the U.S. Mine Safety and Health Administration (MSHA) began holding hearings on a new coal mine respirable dust rule, which proposed a 1.0 mg/m3 standard, a separate 0.1 mg/m3 quartz standard, and the use of single-shift samples for compliance. Small mines largely comprise the “hot spots” where dust diseases of the lungs increased dramatically over the past decade. This paper presents findings on the feasibility of small mines’ compliance with the proposed new 1.0 mg/m3 standard. It gives probabilities of noncompliance by MSHA district, average mining height and selected “hot spot” counties. Because silicosis and respirable quartz dust appear to be the primary issues related to a recent doubling of the prevalence of dust diseases of the lungs, multiple regression models for prediction of the average total quartz content of compliance samples are given. These findings have significant implications for the need for better dust control methods.

This paper evaluated using a water-filled abandoned mine (Orphan Boy) as a heat source for a 240- kW closed-loop heat pump with the goal of heating a 2,000-m2 building. The mine has a 245-m vertical shaft connected to a large stope by three horizontal cross-cut shafts. There is 1,250 x 106 L of water at a consistent temperature of 24-26° C that is available mostly in the stope. The only heat exchanger placement option is in the vertical shaft. Therefore, the focus was to model heat exchanger placement in the vertical shaft to determine the extent to which the systems will induce thermal currents between the stope and vertical shaft. Modeling of thermal currents, temperature profiles and heat contribution from the ground was done using finite difference and computational fluid dynamics. An optimal configuration was determined showing sufficient water movement and heat transfer will occur with a low water temperature in the shaft above 20° C. This project supports a U.S. Department of Energy (DOE) grant that will implement the full-scale system.

Process development is one of the principal tasks required in the course of turning an exploration discovery into a mine. Exploration geologists should have an understanding of the more important metallurgical processes and the test work required for each process. The paper discusses the important metallurgical processes, the test work and sample requirements for each, and the costs and time requirements to accomplish the testing. The limitations of reverse circulation drill samples for metallurgical testing are discussed. The level of process definition required to support engineering studies: scoping, pre-feasibility and feasibility studies are also described.

As a member of the vast fraternity of those that supply and service the mining industry, I can assure you that we are amused, amazed, and horrified at the poor drilling and blasting practices of a great number of operations. Yes, ?horrified?. After all, that is our product you are using and abusing. We all know that drilling and blasting is expensive. In some operations D & B costs may exceed excavating or hauling costs, or both. At any rate, it is the only portion of the whole operation that could be said to directly affect other costs. There is no argument that it affects excavating costs. If the overburden and/or product is drilled and hauled, it affects haulage costs. It can easily affect milling costs, if more or less fines is important. And poor fragmentation affects crushing costs. If scalping is done ahead of the primary crusher it can affect production. As has been pointed out, the D & B operation itself is costly, and therefore should lend itself to close scrutiny. Anyone that could immediately decrease haulage costs by 10% would be a hero with any mining company.
