The paper proposes three methods to determine optimum lifetime of a mining project1. The conclusion is that the three methods arrive at the same optimum production rate (by coincidence). It is also stated that: "The stochastic and option pricing models, in addition to providing a more realistic optimum mine life than the traditional NPV (net present value) calculation, showed that the example project has the potential for substantially higher return. By explicitly considering a project's potential risks, the stochastic or option pricing techniques can more accurately describe its probable investment performance." This discussion is intended to demonstrate that: • It is no coincidence that the three methods arrive at the same optimum production rate. • The stochastic and option pricing models do not provide a more realistic optimum mine life than the traditional NPV calculation. • The potential for a substantially higher return is misrepresented. First, a review of investment decision theory in mining is needed. Net present value is the preferred performance measure because of the flexibility offered when comparing various alternatives. However, it presents the following disadvantages: • The discount rate selection is not straightforward. • The NPV obtained represents a deterministic characterization of the variables included in the cash flow calculations, i.e. a single-point estimate.

The never ending search for lower unit costs led Pima Mining Company's management to study various alternatives shortly after Expansion III was completed. It soon became apparent that a considerable amount of ore assaying 0.35% copper had to be moved in order to maintain mill feed at the desired 0.54% copper content, which is the overall grade of the ore reserves. Detailed investigations revealed that for a period of 8 - 10 years, about 14,000 tons per day of 0.30 - 0.40% copper ore would pass by the crusher en-route to the low grade stockpile. This ore is very hard, very clean and has to be mined at a relatively uniform rate. A six month pilot plant run testing autogenous and semi-autogenous grinding gave very encouraging results. Since no mining costs need to be charged to the extra tonnage (it had to be mined anyway) the only major costs would be against milling. The decision to proceed was made in August 1970 and Fluor-Utah was retained as the prime design construction contractor. Ore was first put through the new mill on December 29, 1971. By March of 1972 design tonnage of 14,000 TPD had been attained. The first three expansions at Pima Mining Company, 20 miles south of Tucson, increased mill capacity from 3,000 TPD to 36,000 TPD. These expansions included a separate, conventional, three stage crushing plant plus additions to the existing concentrator that primarily duplicated the then current flowsheet. Expansion IV, however, consisted of an entirely new and separate primary crusher and a completely new mill building located about 2,000 feet southeast of the 01 d concentrator. The new mill, using semi-autogenous grinding, produces scavenger and rougher flotation concentrates that are pumped to the old mill for regrinding, cleaning, thickening and filtration.

The Los Angeles Metro Gold Line Eastside Extension (MGLEE) extends Metro’s light rail system to the densely populated and growing East Los Angeles communities. Much of the 6 mile alignment consists of at-grade track, but the project also features a1.7 mile underground segment in cut-and-cover and twin-bored tunnel structures. In light of past experiences with open shield construction, The Metropolitan Transportation Authority (Metro) specified, for the first time, use of Pressure Face Tunnel Boring Machines (TBM’s) to advance tunnels through soft ground. This paper describes the history of the tunnel design, construction management, and construction methods adopted that resulted in successfully completing the tunneling segment.

Mine ventilation, requires electricity to operate the fans and fossil fuel for heating. Typically, this accounts for approximately 40% of the overall underground energy consumption. This is considerable, and one of the major causes of this expense is that most mine ventilation systems are designed for the "worst-case-scenario" with respect to ventilation demand, which is commonly dictated by diesel equipment usage. Once designed, mines tend to operate their ventilation system at this peak level despite their exceeding day-to-day development and production needs due to lack of appropriate ventilation controls. In underground metal mines, TeleminingTM, which includes the tele-remote operation of mobile development and production equipment from surface, will change the mine design criteria including its support infrastructure such as the ventilation system. With the removal of machine operators to surface control rooms, conventional ventilation systems designed to dilute and remove pollutants can become redundant. Depending on the ultimate need for ventilation, its cost in automated mines with tele-remote equipment operated from surface will be lower than the cost of ventilation in conventional mines. These cost savings, which could be significant, would not only come from the ability to reduce the amount of ventilation in the mine, but also through the capacity to automate its distribution. This paper provides an indication of the new airflow requirements in stopes and dead-end developments for the tele-remote and automated mining processes based on climatic modelling. Furthermore, this paper makes a cost benefit analysis by comparing the ventilation system operating cost of a conventional underground metal mine based on the mobile diesel powered equipment design criteria with the newly redesigned ventilation system operating cost of an automated mine based on the "heat management" design criteria.

INTRODUCTION Design of supports for underground chambers in rock has undergone considerable development. This becomes evident when comparing support dimensions of subway station caverns built in the U.S. over the past fifteen years. The Porter Square Station cavern, which is a part of the Massachusetts Bay Transportation Authority (MBTA) Red Line extension, is the latest in this series. It is approximately 168 m (550 ft) long, 21 m (70 ft) wide, and 14 m (45 ft) high, and has a permanent support of light steel ribs imbedded in a 0.4 m nominal (15 in) shotcrete lining. An extensive construction control instrumentation program made it possible to evaluate the performance of the cavern and its support. This evaluation, which is presented in this paper, was the objective of a research project sponsored by the Urban Mass Transportation Administration (UMTA) and jointly conducted by Haley and Aldrich, and MIT. The actually used design procedure was compared with other approaches, notably procedures based on Finite Element analyses and empirical rock mass classification methods. Support dimensions predicted with all these approaches were compared to the actual support and its performance.

The transportation of solids by pipeline is not new. In 1891 a United States patent broadly covering a method of pumping coal with water was granted to W. C. Andrews. His pilot plant was constructed on what is now the site of the New York Public Library in Manhattan. His process was applied to pumping coal mine waste back into the worked out portion of coal mines. On October 26, 1967, the world's first long distance iron ore slurry line was put into service by Savage River Mines. The commissioning of this 5.0 million dollar installation climaxed three years of development, testing, and construction and proved the Company's faith in pioneering this unique transportation method for iron ore. This paper will discuss some of the more pertinent items in connection with that three- year period. Also to be discussed will be the operation of this line during the past eleven months.

Northside Storage Tunnel provides 500 megalitres (Ml) (130 million gallons) of storage capacity to capture stormwater/sewage overflows into Sydney Harbour. The6.6 m diameter TBM driven tunnel traverses Middle Harbour 85 m (280 ft) below sea level and through a sandstone/shale rock mass, highly disturbed by stress relief, 20 m(65 ft) beneath the base of the sediment filled palaeochannel. Target limits for inflow, groundwater drawdown and settlement of the valley beaches were achieved by systematic forward grouting from the TBM. Support included rockbolts, sets and shotcrete to carry rock loads, control block instability and spalling and to provide durability and serviceability. This paper describes the tunnelling and grouting works and their effectiveness.

Seafloor massive sulfides (SMS) study in the Russian Exploration Area at the northern equatorial Mid Atlantic Ridge began after signing the contract with International Seabed Authority in 2012. In order to evaluate the SMS resources in the course of exploration the major and rare metals with economic value should be determined. The evaluation is based on geochemistry and mineralogy and particularly on the type of rare metals occurrence in the SMS. As a case study research of the Semyenov cluster of SMS deposits have been conducted.

The softwall mining system is a novel, new method of mining mineral deposits in soft, shallow, nonrock ground conditions. This method can mine the ore layer without substantially disturbing the existing overburden. The softwall mining system consists of machinery that is hydraulically controlled and powered, that can be buried (or used on the surface) to extract the ore or mineral from a layered deposit. The method is essentially an application of the longwall mining concept, modified for loose overburden and ore conditions, combined with hydraulic mining.

Introduction This paper attempts to summarize some of the major criticisms of drug testing. Eight problems with drug testing are discussed. These are: • It does not measure something employers have a reasonable need to know, • It is a distortion of priorities, • Drug use is not known to be associated with increased risk of occupational injuries, • Drug testing is proposed as a dangerously simplistic solution to poorly conceived problems, • In the absence of safeguards, it is unacceptably inaccurate, • In the absence of treatment commitments and confidentiality protection for persons dependent on drugs, it is an unethical practice of medicine, • Drug testing is an invasion of privacy, and • It will have a negative effect on treatment of persons with drug or alcohol dependencies. Employers' need to know It does not measure something employers have a reasonable need to know. It is reasonable for employers and fellow workers to want to know if workers are functionally impaired (intoxicated) while on the job. Drug testing does not measure impairment. It measures the concentration of drug metabolities in urine or blood. Unlike measurements of blood alcohol concentration (BAC), drug metabolites are not correlated with impairment or intoxication. They indicate only drug use in the one to two weeks before a urine sample. And, in some instances, they indicate chronic use. Impairment caused by drug use, on the other hand, occurs immediately and declines rapidly within hours. Drug metabolites may linger for days afterwards. Drug metabolite concentrations in urine are a function of (Morgan, 1984; Schartz and Hawks, 1985; MMWR, 1983): • the amount and purity of drug consumed before taking the test, • when the drug was consumed, • whether the person was a chronic user, in which case a certain amount of drug metabolites would be stored in body fat and slowly released, • the person's metabolic rate, and • for metabolites in urine, any dilution effects of urine. Amphiboles are hydrated mineral silicates five of which occur in asbestiform habits as asbestos grunerite (amosite) asbestos, riebeckite (crocidolite) asbestos, anthophyllite asbestos, tremolite asbestos and actinolite asbestos] and non-asbestiform habits (grunerite, riebeckite, anthophyllite, tremolite and actinolite). The asbestiform varieties are characterized by long, thin fibers while non-asbestiform varieties such as cleavage fragments form short fibers with larger widths. The U.S. regulatory method for counting asbestos fibers (aspect ratio [>]3:1, length [>]5 µm) does not distinguish between asbestos and cleavage fragments. The method biases toward increased counts of non-asbestiform cleavage fragments compared to long, thin asbestos fibers. One consequence of this regulatory approach is that workers can be erroneously classified as exposed to concentrations of asbestos (asbestiform amphiboles) above the U.S. 0.1 f/mL exposure standard when in fact they are not exposed to asbestos at all but non-asbestiform amphibole cleavage fragments. Another consequence is that the known carcinogenic effects of asbestos may be falsely attributed to non-asbestiform amphibole cleavage fragments of the same mineral. The purpose of this review is to assess whether amphibole cleavage fragments pose the same risk of lung cancer and mesothelioma characteristic of amphibole asbestos fibers. We identified three groups of workers exposed to non-asbestiform amphiboles: two groups exposed to grunerite (Homestake gold miners and taconite miners) and one group exposed to industrial talc containing non-asbestiform tremolite and anthophyllite in St. Lawrence County, NY. In addition to assessing strength of association and exposure?response trends in the non-asbestiform amphibole cohorts, comparisons were also made with cohorts exposed to the asbestiform counterpart (positive control) and cohorts exposed to the mineral (e.g. talc) that does not contain amphiboles (negative controls). The cohorts exposed to non-asbestiform amphiboles had no excesses of lung cancer or mesothelioma. Similar results were observed in the negative control groups, in stark contrast to the excess risks of asbestos-related disease found in the asbestos cohorts. The only possible exception is the twofold increased risk of lung cancer where exposure was to industrial talc containing cleavage fragments of tremolite and anthophyllite. However, this risk is not considered attributable to the talc or amphibole cleavage fragments for several reasons. A similar increased risk of lung cancer was found in Vermont talc workers, studied in the same time period. Their exposure was to relatively pure talc. There was no relationship between lung cancer mortality and exposure measured as mg/m3 years and years worked. A case?control study reported that all the lung cancer cases were smokers (or former smokers) and attributed the excess to smoking. There were two mesothelioma cases among the NY State talc workers exposed to cleavage fragments of tremolite and anthophyllite, but talc is not a plausible cause because of too short latency and potential for previous asbestos exposure. The positive controls of tremolite asbestos and anthophyllite asbestos exposed workers showed excess risks of both lung cancer and mesothelioma and positive exposure? response trends. St. Lawrence, NY talc does not produce mesotheliomas in animals while amphibole asbestos does. In sum, the weight of evidence fully supports a conclusion that non-asbestiform amphiboles do not increase the risk of lung cancer or mesothelioma. ©2008 Published by Elsevier Inc. On August, 31, 2006, Tropical Storm Ernesto hit the City of Richmond, Virginia. The Battery Park area was hit particularly hard, as flooding forced an evacuation of the area. A large sinkhole collapsed a sewer line in the Battery Park area, blocking the pipe and causing more serious flooding. This case history describes the fast track design, bidding, and construction of an emergency tunnel to bypass the collapsed sewer. Innovative value engineering, tunneling and shaft sinking methods, and final lining design all contributed to the success of this project. The storm inundated Richmond, Virginia with up to twelve inches of rain in some areas causing widespread flooding and damage. One of the hardest hit areas of Richmond was Battery Park. A major trunk sewer in the Battery Park area collapsed causing local combined sewer and storm-water flooding. The collapsed sewer was an 8'-3" wide by 9'-6" high arch sewer that was constructed in the nineteen twenties and later filled over with municipal solid waste and a soil fill cap to current elevations. A sinkhole was created in the area of collapse approximately sixty feet deep and one hundred feet in diameter causing the existing arch sewer to become blocked. As a result of this blockage contaminated flood waters reached depths in low lying areas in excess of twenty five feet. [ ]

Industrial minerals play a central and dual role in the sustainable development (SD) of natural resources. Over the past decade the mining industry has increasingly focused on sustainably extracting and processing industrial minerals. This trend has been driven by higher energy costs, diminishing water resources and sensitivity towards environmental stewardship. Industrial minerals have been used throughout human history as low cost, naturally occurring, materials. Today they are critical components of recycled packaging, energy efficient building materials, light weight paper coatings, and other products critical to the responsible utilization of global resources. As industrial minerals become more widely used in ?green? products, mining companies have established best practices for the sustainable management of industrial minerals mining and processing. These management practices include reducing energy consumption, minimizing water usage, increasing waste recovery through recycling and process optimization, and maximizing the amount of ore extracted per acre of disturbed land. With the commitment to SD principles, quantitative methods for objectively measuring SD performance have become increasingly important. Measuring sustainability impact is a valuable tool for effectively applying SD principles and for making choices that balance sustainable development against other business objectives. SUSTAINABLE DEVELOPMENT AND MINING Sustainable development is a term that has become a common part of our lexicon; however, it has multiple meanings and interpretations leading to a sometimes confusing and contradictory array of definitions. The absence of a single, precise definition reflects the fact that SD is a broad concept or paradigm that offers guiding principles as opposed to a specific set of criteria or regulations enforceable by government or other oversight agencies. While a principle based conceptual approach allows businesses to broadly apply SD practices that are tailored to their specific situation, it has also led the public to sometimes view voluntary corporate SD programs with a degree of skepticism (Walker and Howard 2002). This is particularly true in the mining industry. One reason for this skepticism is that the relationship between SD and mining is misunderstood and to many, sustainably developing non-renewable mineral resources is a contradiction (Rajaram et al. 2005). However, this view takes a very narrow interpretation of the tenets of SD. The second is that mining carries a legacy of poor environmental stewardship that does not accurately reflect current corporate environmental practices Many minerals companies have adopted the Brundtland Comission?s definition of SD (United Nations 1987): ?? development that meets the needs of the present without compromising the ability of future generations to meet their own needs?. This definition is very broad and can be interpreted in a number of ways. It provides a general context for sustainable development and is not intended to provide detailed guidelines addressing specific aspects of sustainable development. To fill this gap the following SD principles were drafted by the international minerals community in 2003 (ICMM 2003): 1. Implement and maintain ethical business practices and sound systems of corporate governance. 2. Integrate sustainable development considerations within the corporate decision-making process. 3. Uphold fundamental human rights and respect cultures, customs and values in dealings with employees and others who are affected by our activities. 4. Implement risk management strategies based on valid data and sound science. 5. Seek continual improvement of our health and safety performance. 6. Seek continual improvement of our environmental performance. 7. Contribute to conservation of biodiversity and integrated approaches to land use planning. 8. Facilitate and encourage responsible product design, use, re-use, recycling and disposal of our products. 9. Contribute to the social, economic and institutional development of the communities in which we operate. 10. Implement effective and transparent engagement, communication and independently verified reporting arrangements with our stakeholders. These guidelines insure that SD concepts are applied equally across the industry while setting a clear performance standard and benchmark against which to evaluate success. By adopting these principles and issuing the Milos Statement (http://www.sdimi.org/milos_decl_October%206_2003.pdf), which provides a more detailed vision for integrating SD into everyday business operations, the minerals industry has embraced SD as a core corporate value. The unifying and holistic approach embodied in SD principles impacts the entire mine to market life cycle and addresses the economic, environmental and social consequences of mining. INDUSTRIAL MINERALS The world economy relies heavily on minerals; they are essential to economic prosperity and the quality of life. Industrial minerals are non-metallic, non-fuel minerals that provide the raw materials for a vast range of products used in most every aspect of daily life. They are mined and processed worldwide and they span the spectrum from relatively low value, high volume commodities (e.g. common clay, crushed stone) that are usually mined locally to high value, low volume specialty materials that are sourced from unique one of a kind deposits (e.g. barite, talc, mica). High volume commodity mining operations are often located near the end use market which, in most cases, means areas of high population density where construction and other urban activities drive demand. In these situations the strict adherence to SD principles is particularly critical as these are highly visible operations that must meet the public?s demand for good corporate citizenship. These operations are similar to chemical or other manufacturing facilities that operate near population centers. This paper defines the elements of a basic economic model for decision-making when considering a methane drainage system for an underground coal mine. A drainage system will require significant capital and operating expenses; hence the decision to utilize drainage must be made carefully. The model outlines the basic structure of decision-making and considers the costs and benefits when the methane is marketed and when the methane is vented to the atmosphere. The effects on mine safety and the dust levels in the mine are also considered, both in a general format and as economic variables. Sources of information for executing this decision-making are provided for an actual mine decision.

A large-diameter road tunnel will cross beneath the strait in Istanbul and expand the infrastructure bottleneck between Europe and Asia. The technical planning of the tunneling operations poses complex challenges. Therefore, the construction consortium ordered a specially adapted tunnel boring machine (TBM) from Herrenknecht. The 13.6-m (44.6-ft) machine, a Mixshield, was completed in early July 2013 in Schwanau, Germany. To get from the European to the Asian side of Istanbul, people and goods have to cross the Bosporus Straits. So far, two road bridges as well as ferries provide the only transport link between the two parts of the city and the two continents. The tense traffic situation for the nearly 14 million residents of the city and for international transit traffic should be improved considerably thanks to the construction of a new road tunnel under the Bosporus. ?The project is certainly one of the most challenging tunneling operations currently being addressed in the world,? said Herrenknecht project manager Georg Schleer. The route of the ?Istanbul Strait Road Tube Crossing Project? runs around 100 m (330 ft) below sea level at its deepest point. The interior diameter of the tunnel will be 12 m (40 ft) so that two lanes in each direction can be accommodated. They will extend one above the other on two levels. 3.34 km (2.1 miles) of the tunnel with a total length of 5.4 km (3.3 miles) are being created by a 13.6-m- (44.6-ft-) diameter Herrenknecht TBM that will begin its underground mission from a launch shaft on the Asian side.

Tunnel excavation using tunnel boring machines (TBMs), has become increasingly common in recent years, despite the fact that precise evaluation of certain risks have not kept pace with the use of these machines. One of the risks easily overlooked by Engineer and Contractor alike are the effects of abrasive ground on the costs and schedule of a given project. The impacts of worn and damaged TBM cutter heads have been observed on hundreds of tunnel projects around the world. It would appear that a reliable prognosis of the abrasiveness of soils on a project would be of great importance for designers, clients and contractors alike. Several well acknowledged test and prognosis methods already exist for rock, however there is only very limited knowledge available to describe the abrasiveness of soil and its impact on soft ground TBMs. This paper will examine approaches to this problem and suggest a new approach based on a current project undergoing design.

Exposure to respirable crystalline silica (RCS) can cause serious and irreparable negative health effects, including silicosis and lung cancer. Workers in coal mines have the potential of being exposed to RCS found in dust generated by various mining processes. The silica content of respirable dust in one single mine can vary substantially over both time and location. The current monitoring approach for RCS relies on the use of traditional air sampling followed by laboratory analysis. Results generated using this approach are generally not available for several days to several weeks after sampling, and this delay prevents timely and effective intervention if needed. An alternate analytical method is needed to reduce the time required to quantify the RCS exposure of mine workers. The National Institute for Occupational Safety and Health (NIOSH) has developed a new method using commercially available portable infrared spectrometers for measuring RCS at the end of the sampling shift. This paper will describe the application of the new field-based RCS analytical process for coal mines, including the use of the new method with the existing Coal Mine Dust Personal Sampler Unit. In a case study conducted by NIOSH with a coal mine operator in West Virginia, field-based RCS analysis was completed at a mine site to evaluate the new technique. The RCS analysis results obtained by the field-based method in this case study showed sufficiently strong correlation with results obtained by the MSHA standard laboratory analysis method to allow the mine operator to use the field-based method for evaluating process improvements.

The City of Portland’s Westside CSO Project is constructing a deep tunnel system to reduce combined sewer overflows (CSO) from entering the Willamette River. Several kilometers of microtunneled pipelines connect the existing system to the new tunnel. The alignments encountered a variety of ground conditions, including fill, manmade obstructions (wood, steel piles, debris), fine-grained to dense coarse-grained materials, cobbles and boulders, all below groundwater.
