Performance testing is often used by project owners and financiers to provide protection from, or assessment of, technical aspects of project design, procurement, construction and commissioning. The performance tests can range from comprehensive performance warranties relating to process performance and production in the case of lump sum turn key (LSTK) projects to less onerous demonstration tests for cost reimbursable contracts. This paper will discuss performance testing from both the contractor's and owner's perspectives and focuses on: ? when performance tests are required, ? what type of performance test/warranty is optimum for each type of project, and ? how project performance should be evaluated. The requirement for performance testing can be driven by the project financiers, particularly in the case of smaller resource development companies. In such cases, differentiation between owner's risk and contractor's risk can become contentious. At the other end of the spectrum, larger mining houses may choose to heavily influence the engineering and design process with the contractor supplying services on a reimbursable basis. In that case, the performance testing process is often limited to demonstration tests that validate performance for the owner's corporate governance requirements. This paper was prepared due to the lack of published benchmarking of performance testing and the resultant differences in expectations between a contractor and a project owner that often surface late in the contract negotiation process. The paper provides a checklist of requirements for both the owner and the contractor that may be used to provide `common purpose' early in the contract negotiation process.

Backfilling is one of the options available to the mining engineer in mine design. The decision as to the type of backfill is dependent on the purpose for which it will be used. For example, in a situation where high-grade, steeply dipping multiple reefs are to be mined, the purpose would be the following: ? to facilitate maximum extraction; a ? to minimize loss of fines; ? to allow closely spaced multiple reefs to be mined; and a ? to create a working platform. The physical properties required which will satisfy the abovementioned requirements can then be defined; the design of the fill plant, as well as the transport of the fill, will be governed by these considerations. The same procedure is also adopted in deciding on backfill in single- reef gold mines. The first question to be asked is the purpose of the fill. It may be to reduce the energy release rate, for environmental reasons, to reduce timber usage, to improve productivity, to reduce stoping costs, to obtain higher mining extraction, and so on. Only after one, or a combination, of these factors has been selected, can the specifications for the fill be decided on, and the plant designed accordingly. The introduction of backfill at Sheba Gold Mine will be used to illustrate the procedure adopted by Anglovaal in determining the type of fill required.

After the presentation of the paper (published in the March Journal) the Vice-President said: "This paper is a very important addition to the considerable volume of work applications on this subject of pneumoconiosis. The disease, in all its various forms, has received attention from many, many great men, both in the medical world, and engineers. The fact that there is this big volume of publications of literature on it still doesn't mean that we can get anywhere beyond the old, simple injunction, that the prevention of pneumoconiosis does not depend on compensation, levies or anything else. It simply depends on allaying dust as quickly as possible. "This paper, however, is another scientific landmark and I think, in a cold and dispassionate way, it sets out some important points in this whole subject of the relationship of the levy - the money of compensation to the dust which causes it. "I have, personally, very little to criticise in this paper but when I listened to Dr du Toit's final conclusions, I wondered whether the words, 'Within the data available', aren't the key to this whole situation. I agree that he has demonstrated a workable relationship between the current industries for levy and dustiness, but among the factors which he lists as being important, I know that there is one which is missing. This is extremely difficult to evaluate. It's a factor which has destroyed, on so many occasions, the work which has been done by so many genuine, intent, honest people working in this field, and this is this unknown factor, this hidden factor of political opportunism, which has so often played a very important part in pneumoconiosis compensation. "How many of us have seen the grubby, grasping fingers of power-mad demagogues, and I can name them for you - but I won't - and also the blatant vote-catching of certain politicians interfering in this field. How, at the end of all that, the poor scientist, the poor dedicated man in the Mines' Department, who has to write the law of compensation, can operate, I do not know. "From this picture the ordinary layman recoils in horror. Among the casualties in this particular war, which has been fought over so many years, I am perfectly certain, are some of the criteria of certification, especially in '56/,57, when that extraordinary condition, known as 'pulmonary disability' was introduced. Selective photo reduction, using the semiconductor TiO2 under UV irradiation, has been investigated as a possible recovery and/or separation method for the PGM's rhodium, palladium and platinum. The effect of pH value and concentration of the sacrificial reducing agent (ethanol) on the rate of reduction of Rh (III), Pd (II) and Pt(IV) ions have been determined separately for these ions as well as for some mixtures. Conditions favourable for the reduction and adsorption (or precipitation) on TiO2 have been established. It has been found that already deposited Pt or Pd metal promotes reduction of Rh (III) ions at a pH value where it would not otherwise be reduced. A method for the separation of a mixture comprising Rh (III), Pd(II) and Pt (IV), based on photo reduction and adsorption on the TiO2, is proposed.

The presentation of this talk, illustrated by sketches, proved very interesting and entertaining and was received with applause from all present. Mr I. Thomas proposed a vote of thanks to Mr Freer on behalf of all members of the O.F.S. Branch. Dense Medium Separation (DMS) technologies are used for light (coal, lithium) or heavy (chromite, iron ore, diamonds) minerals concentration, but also for ore pre-concentration (Pb/Zn) or waste (plastics). Dense media are mainly formed from a suspension of magnetite or ferrosilicon in water. Such DMS circuit design or optimisation requires a full and detailed material balance which can be obtained by the aid of modelling and simulation tools. This balance is not limited to ore and its valuable minerals, but also the recovery of the dense medium itself. If the density is the main property used for separation, the particle size plays a non-negligible role, and, more precisely, the liberation classes which can be associated to the washability curve. The paper presents how the modelling and simulation platform USIM PAC can answer this challenge with the set of models for DMS operating units such as drums or cyclones, and their associated screens (drainage, rinsing) and magnetic separators for medium recovery. The use of plastics in the coal mining industry is making slow progress whereas these materials could make a greater contribution to safety, to a reduction of working costs and to the higher productivity of mine workers. Possibly the reluctance to experiment with the new material of our age is due to the low profit margin of coal mining. This note has been prepared to present a brief survey of what has been done in the last few years and to mention some of the investigations the author has made and is making in an attempt to develop more use of plastics in the industry. Some of the plastics used on the mines have taken their place in the industry in the same manner that they are used in everyday life while others have been introduced because there has been a need for them. New uses and applications are being developed and these are the ones that are most interesting. The plastic that is specially developed to give the maximum benefit and not the one that is a modification of some other everyday product is the next development in the field. Many manufacturers are keen to promote such investigation but are not aware of the problems the mines wish to solve and therefore it is only through management itself that this development can be carried out. This note deals with plastic material under three headings: (a) Plastic as the superior material, and briefly describes how plastic has replaced a few major items which are better when made from plastic. (b) Plastics of necessity, being a short summary of how plastics had to be introduced because of laws and conditions making it a necessity. (c) Development of new ideas, being briefly some of the ideas being developed overseas and some of the ideas being tried by the author. Plastic items in common use such as in housing, electric cables, laboratory equipment, awnings, nylon bearings, locomotive brake linings, etc. being well known are not discussed. PLASTIC AS THE SUPERIOR MATERIAL Plastic belting underground Following a fire in a belt road in England resulting in the deaths of many workers, and subsequently a fire accompanied by fatalities in a belt road in a mine in this country, a law was introduced which states that only flameproof belting is to be used underground. This ruling forced the mines to use P.V.A. belting as no other was available. This belting has non-inflammable characteristics that are superior to rubber. Due to the high tension on long-distance belts used today the need for stronger belting material called for something better than cotton and the answer to this was nylon. Nylon also has the ability to withstand dry-rot which reduces the life of a belt very quickly.

It should be possible to use an oxygen probe to follow iron removal during converting, if local equilibrium is established between iron in the matte and the iron oxides in the fayalitic slag. The oxygen activity is expected to increase strongly as the iron content of the matte decreases (and the iron activity in the matte drops) while the iron oxide activity in the slag remains constant. To test this idea, oxygen activities were measured in synthetic mattes (made up of mixture of Cu2S, FeS and Ni3S2) when in contact with silica saturated SiO2-FeO slags, and silica and (initially) magnetite saturated SiO2-FeO-Fe3O4slags. The measurements were performed on laboratory scale at 1250°C, using an oxygen probe consisting of a stabilized zirconia electrolyte and Fe/FeO reference, and containing the sample in a silica crucible. Electrical contact to the matte was by means of a platinum wire. The measured oxygen activity was sensitive to the iron content of the matte, and insensitive to the composition of the gas atmosphere over the melt. The measured oxygen activity was generally close to that predicted by Fact Sage calculations. This indicates that such oxygen activity measurements could be useful to monitor iron removal during converting of nickel-copper-iron mattes.

As a national facility, Mintek?s brief is to conduct high calibre research that allows the most effective utilization of South African resources. The research takes two different forms, with the efforts being directed at both high-risk endeavours that may lead to the development or adoption of new technologies or the reapplication of technologies to potential new operations. Starting in the 80s Mintek began developing a process to upgrade the UG2 ore and invested heavily in projects, equipment and people to service the industry. Some of the highlights of that work that has been conducted here include: ?Development of a milling and flotation process for UG2 ores ?Development of the ?Mintek Process? for maximizing PGM recovery for UG2 ores ?Conversion of the UG2 milling circuits to open circuit ?Development of a robust pilot plant facility for use in plant design studies ?Use of dense media as a waste rejection option ?Use of attritioners in flotation circuits. More recently, and with the future in mind, the following processes are being researched, some of which have already been commercially applied: ?Development of a flowsheet for Platreef ores ?Use of optical sorting technology for upgrading platinum ores ?Use of a mini-plant for reagent optimization studies. Each of the highlights listed above will be discussed in the paper.

There are certain ores that can be treated without upgrading (e.g., gold and uranium ores), and upgrading needs to be considered only for fairly low-grade ores of this type. If the grade is very low, treatment will not be economic even with upgrading, and there is therefore a limited range of ore grades for which upgrading is suitable.

"In my Presidential address last year `The Institute in Retrospect and Prospect', I briefly reviewed the past activities of our Institute, I commented on the dynamic growth of the mineral activity of this country and of the great contribution towards this growth made by members of this Institute. I maintained that there was still further growth to come, pointing out that our future would be very much dependent on the availability and skills of our mining and metallurgical men. This Institute had, therefore, a most important task ahead to ensure that this country would have the necessary skilled engineers to develop our mineral industry so that we would be able to compete successfully in the wide world. In my address I highlighted many of the major achievements of our members and of our Institute. In today's review, I have no wish to repeat myself and I would, therefore, ask members and visitors to regard this review as complementary to my presidential address. I must also refer you to the very full resume of our affairs written for a special brochure in March, 1944, by E. H. Johnson, a founder member, on the occasion of our 50th Anniversary. There is no need to repeat what was given there, rather I will attempt to bring that history up to date. Our Institute was founded under the name of Chemical and Metallurgical Society of South Africa on 24th March, 1894, by a group of chemists and metallurgists The name was changed to Chemical, Metallurgical and Mining Society of South Africa early in 1903, and in July, 1956 became The South African Institute of Mining and Metallurgy. We were not the first technical organisation in South Africa, the S.A. Association of Engineers and Architects having been formed in 1892. In that year also the British Institution of Mining and Metallurgy started in London. Weakening rocks by taking advantage of microwave-induced microcracks is a promising solution for comminution processes. This paper investigates the effects of microwave treatment of the rock/or samples in single and multi-mode cavities. Based on the experimental results of using a 2.45 GHz microwave generator, the performance of different cavity setups and their impact on the energy effectiveness of the microwave irradiation was examined. Physical interpretations were drawn from multiple experiments with a relatively wide range of power rates and exposure times. Both basalt and kimberlite samples were used in experiments, and their results were systematically compared. For single-mode cavity tests, a microwave applicator waveguide antenna was placed at different distances from the samples to evaluate the effects of sample positioning on microwave heating, both numerically and experimentally. Eventually, cavity performance was assessed by using calorimetric test results, and strength decay was documented based on the spallation of the samples. It was found that the singlemode cavity setup has unique properties that can significantly improve the electromagnetic heating and therefore, strength degradation process. Introductory remarks Dr N. G. W. Cook: This paper was published in your Journal in May of this year and you will, therefore, have had the opportunity of reading it over the past six months. I can state that experience has shown that the paper is substantially correct, but a number of questions have to be answered. The first question, Mr President, that I would be happy to answer, is how is it that one is able to cut hard, abrasive quartzite with a strength some six times greater than that of good concrete? The essence of the answer is that there is a tremendous difference between abrasion, or scratching, and cutting, or chipping. For example, it is well known that a diamond will scratch or abrade almost anything. It is also relatively easy to chip, crack or crush a diamond. As a demonstration I have here an ordinary bench grinder, and with the bench grinder I also have a piece of tool steel. The wheel on this bench grinder is a silicon carbide wheel, which is an extremely hard material, and the tool steel is much softer. In rock-cutting we use tungsten carbide for cutting the quartzite. The quartzite and the tool steel have roughly the same hardness. You can sharpen tungsten carbide with a silicon carbide wheel. In fact, this is done. It won't surprise any of you, therefore, when I show you that tool steel can be sharpened with silicon carbide. Now, what I propose to do is to change the configuration of this experiment and use the soft tool steel to cut silicon carbide, and if I can do that, I think you will agree that I have gone some way to being able to cut quartzite, which is about as hard as tool steel, with tungsten carbide, which is harder than quartzite. Let me do this. (Demonstrates.) That, I think, is a very clear demonstration of how it is possible, with a metal, to cut an extremely hard and brittle material. What, essentially, is the difference that we have here? In the first case, I held the tool with a relatively low force against the hard silicon carbide wheel. This generated a relatively low average stress, which was insufficient to fracture the carbide wheel. Nevertheless the protuberances on the silicon carbide wheel indented the tool steel and abraded it at a multiplicity of points, and quickly reduced the section of the tool steel that I held against the wheel. By changing the configuration and clamping my tool steel in a firm post, against the silicon carbide wheel, I changed these conditions very extensively. I now had a high force. I had to exert a considerable moment on that lever. The tool was anchored so that it could sustain these high forces, and they generated high stresses, which were adquate to fracture the silicon carbide. Now, what about wear? It so happens that, in these two experiments I have just done, the power I was using was about the same-a small fraction of a horse power.

In recent years, the grade of silica in zinc concentrate has increased due to the degradation of zinc content and the increase in impurity content in natural ores. It implies that the development of silica removal technology from zinc concentrate is necessary to solve problems in the smelting process caused by the high content of silica in zinc concentrate. In this paper, the authors investigated the silica removal processes from silica-rich zinc concentrate by mineral processing approaches such as re-grinding and flotation. This study focused on the pulverisation process as a pretreatment for the investigation of individual minerals' liberation from the silica-rich zinc concentrates using different kinds of pulverisers. Flotation experiments were performed to separate silica and zinc concentrate from the pulverizsd feed sample using a pH regulator (NaOH), activator (CuSO4), collecting agent (PAX), and foaming agent (DOW froth 250). Results showed that the liberation rate of silica (SiO2) was reached 75% from 13% by pulverisation in an attritor with a 2 mm ball in diameter, while silica accumulated in a fraction over 20 mm in size. Flotation experiments indicated that silica removal efficiency was achieved by 44% from + 20 mm fraction obtained from pulverisation whereas the grade of silica in froth reached 1.85 mass% from 4.5 mass%. Results indicate that silica could selectively separate from silica-rich zinc concentrate, and 99.8 % zinc recovery is achieved under the studied conditions. This plan was formulated at a workshop attended by most of the senior members of Council, and from it has flowed a number of changes that have been introduced over the past four years.

"Coal fines produced during processing are difficult to dewater and result in a lower quality product and consequent lower value. A South African coal mine experiences severe difficulties with belt filter dewatering operations due to the presence of fines reporting from the thickener underflows. Plant 2 currently handles super-fine particles of size -34 µm and has low belt filter efficiency: excessive moisture retention lowers the product quality and strains downstream processing. It was necessary to determine an alternative method for dewatering these fines. Blending of fine material with coarser material was proposed as a solution. The effect of coal particle size and layering during ultrafines belt filter dewatering was evaluated using various blends of the fine Plant 2 material with coarser Plant 1 material. The best layering arrangement of the two materials and its optimum blend required to achieve reduced filter cake moisture content was determined in practise using a vacuum filter to simulate belt filtration. A blend of the two materials gave improved dewatering efficiency for the belt filters compared with that of the Plant 2 material alone. The best layering configuration was with Plant 2 material at the bottom and Plant 1 material on top. The optimum blend for industrial applications comprised 48% fines from Plant 2. IntroductionFines are produced during the processing of coal. It is estimated that 2 to 3% of run-ofmine coal reports to the ultrafine portion (-100 µm) (le Roux, 2005). The particle size of coal is inversely proportional to the amount of water adsorption, so smaller particles adsorb more moisture. Moisture removal requires either mechanical processes or thermal drying: mechanical processes are less expensive, but the fines still have high moisture retention. Discarding of fines leads to economic losses, so it is essential that they be dewatered so that they can then be sold as a product: fines need to be treated for both resource management and conservation reasons (Kenney, 1994). Removal of free surface moisture from ultrafine coal particles using a belt filter therefore remains a process that needs to be continuously improved. Ultrafine coal originating from a thickener underflow is known to be difficult to dewater owing to factors such as filter cloth blockage and moisture retention due to clogging. Mixing of finer and coarser materials has been proposed to deliver better dewatering efficiency and improved the quality of the recycled water (Kenney, 1994)."

An analysis of the state-observability characteristics of a dynamic tank-to-tank model of a flotation bank indicates that the concentrate-flow rate of each tank can be estimated from accurate measurements of the pulp height in each tank and the final tailings flow-rate exiting the final tank. Therefore, there is an opportunity to construct an observer (model-based soft-sensor) which can estimate the concentrate flow-rate of tanks in a flotation bank. The concentrate flow-rate, i.e. mass pull, is generally measured by means of froth image analysers on industrial plants. A model-based soft-sensor will not only provide a means to validate froth image analyser results, but could potentially substitute them as they are less expensive to implement and maintain.
