This paper presents the development of a regrind facility design at BHP Billiton's Leinster Nickel Operations (LNO) in Western Australia. The recovery opportunity was identified from an analysis of plant operating data together with scanning electron microscope (SEM) measurements on relevant tailings streams from LNO. A laboratory procedure was developed to determine the potential recovery improvement of installing a regrind facility at LNO. The last step in formulating the process flow sheet and defining the process design criteria was to construct and operate a pilot plant, which incorporated four banks of flotation cells and an Xstrata M20 Isa Mill. Pilot plant on/off trials were used to define the expected metallurgical benefit. A prefeasibility engineering design and cost estimate was completed. Following a successful internal business evaluation, a feasibility study is currently underway.

The results of laboratory abrasive and abrasive-corrosive tests carried out on a range of carbon, Iowalloy, and stainless steels are compared with underground tests conducted on similar materials on prototype shaker conveyors carrying gold-bearing quartzitic rock. The dry-abrasion resistance of all the steels was found to be better than that of mild steel. When the added effect of corrosion was tested, the stainless steels proved to be much superior to proprietary abrasion-resistant alloys both in the laboratory and underground. The ferritic stainless grades were shown to be superior on the basis of cost per unit of volume lost. This investigation has shown that laboratory tests on materials can provide valuable information on their possible performance in situ, and can thus be used to replace lengthy experiments on site.

The South African mining industry is at present planning to extract orebodies at depths of up to 4 km. To do this cost effectively and, at the same time, ensure safe working conditions for mining, the personnel will require both the development of new strategies and the implementation of current rock-engineering technological developments on a wide scale. This paper covers most of the technological developments likely to be required for mining at very high stresses, but it is clear that improved regional support systems will need to be developed to ensure defective stability of the rockmass during mining operations. Similarly, it is clear that improved strategies for mining in large-scale geologically disturbed areas, where slip on faults or dykes can result in wide-spread rockburst damage, will have to be addressed

The Third International Conference on Coal Research was held in Sydney, Australia, in October 1976. The papers and proceedings of the Conference will be published in Australia on behalf of the International Committee for Coal Research in April 1977. The papers deal with the economics and practicability of coal conversion, coal winning, resources assessment, safety and dust, and coal and power generation, together with an appreciation of coal potential by the deputy chairman of the U.K. National Coal Board. Copies of the report are available to organizations within member countries of ICCR at a cost of 35 dollars (Australian), including postage, by application to the Executive Officer, Third ICCR, Box 3842 GPO Sydney, Australia 2001. The dramatic strengthening of the rand against the dollar as well as a decline in quantity and quality of locally available concentrates have had a dramatic impact on Zincor?s operations during the previous two years. Zincor has responded with the implementation of a number of technical improvements to the process to decrease cost and increase revenue and plant flexibility. Among the initiatives is the pre-leaching and pelletising of the zinc concentrate, de-bottlenecking and process improvements in the leach and purification circuits, the introduction of cathode washing and automated cathode stacking in the cell house and the installation of a new furnace to produce pre-alloyed jumbos. This paper will describe these initiatives and others that Zincor have recently taken to stay competitive in changing global base metals market.

Considerable effort is currently directed towards the development of non-explosive mining methods with the potential to allow continuous mining in narrow reef conditions. Besides improving productivity, continuous mining results in concentrated mining which has a significant impact on reducing infrastructure costs. CSIR: Miningtek recognized the potential of mini-disc cutters in a long or short wall application for selective hard rock mining in 1999. EEA was chartered to build a 780 mm diameter by 800 mm deep drum cutter head. While EEA designed and built the head, CSIR designed and built the drive mechanism and chassis for the trial machine. After assembly and shop testing at CSIR’s facility, the machine was shipped to a platinum mine for trials. This paper traces the development of mini-disc cutters and their application in South Africa.

A flowsheet incorporating rotary-drum filtration for the solid-liquid separation step, followed by solvent extraction for uranium purification, is used as a standard against which four flowsheets are compared. These flowsheets employ either counter current decantation or belt filtration for solid-liquid separation, and either solvent extraction or continuous ion exchange plus solvent extraction for the purification step. Sales revenue, taxation, capital expenditure, and operating costs are estimated. These factors are taken into account in the calculation of an incremental net present value for each circuit by the discounting of cash flows at 25 per cent per year over a projected life of 15 years. For the material used in these examples, the highest net present value results from the circuit that employs belt filtration followed by continuous ion exchange and solvent extraction.

This paper describes the economics of backfilling, hydro-power, and mechanization when they are combined in an integrated stoping system. These three technologies have been shown to be viable, and the mines of the Gold Fields Group are introducing backfilling where the depths exceed approximately 2000 m below surface and in other highly stressed areas. addition, a number of mines are installing hydro-powered systems, and the first trackless stope within the Group may soon be a reality. The main emphasis in the paper is placed on the quantifiable effects of trackless stoping, including a basic risk analysis by use of a spreadsheet model. It is concluded that a substantial decrease in working costs and an increase in revenue are possible, resulting in a marked increase in working profit.

"Reliable and accurate metal transfer information during silicon tapping from an EAF is invaluable for decision-making and process optimization, while obtaining such information safely is a necessity.Elkem Thamshavn Norway, a producer of metallurgical-grade silicon, identified inherent safety problems with gauging fill levels in ladles using dip bars while molten metal was continuously pouring from a rotating EAF. Operator safety was a paramount concern, and an alternative automatic method of controlling the tapped fill level needed to be found.It was also considered that further benefits could be achieved such as monitoring the tapping flow from the EAF in order to identify any clogging, as well as the potential to use the live feed from such a system to assist decision-making regarding work around the taphole area.Agellis Group AB, Sweden, a company with over 30 years of experience in gauging molten metal levels in the metals industry, was able to design a solution for Elkem Thamshavn that would provide the required real-time process data while enhancing operator safety.This paper shows how the Agellis AB EMLI-L system was successfully installed at Elkem Thamshavn’s EAF continuous tapping area, how ladle fill levels were constantly monitored, and how full ladles were replaced by empty ones without the need for operators to be in the tapping area to take level readings. The results were used to compare the accuracy and reliability of Elkem Thamshavn’s current measuring methods with that of the EMLI-L system. The paper also covers how problems such as how to connect, run, and protect cables in and around the EAF tapping area, as well as connector and cabling survivability during the three day refractory pre-bake period, were solved. Finally, the paper discusses the potential production improvements, maintenance requirements, and data integration attainable through the installation of the system, as well as the major safety improvements that have been achieved."

Discus¬sion during this session was thus largely concerned, directly or indirectly, with communication between computing and mining personnel, and as such was relevant to the symposium as a whole.Mr A. Weiss set the tone of this discussion by referring to `user-orientated systems'. He congratulated Mr Burne in this regard, pointing out that his long-term production scheduling program, as a computer system, was similar in approach to the manual system it replaced, and was therefore easily understood by planning engineers. He asked whether the schedule engineer had his 'hands on' the system, to which Mr Burne replied that the engineer did in fact spend several days running alternative schemes through the computer. Mr Weiss commented on the advantage of having terminals on site for this sort of engineer-computer interaction. He also commented on the flexibility of Mr Burne's approach to scheduling and how preferable this was to a one-step optimization package. This was brought home by a question from Mr H. D. Small: Mr Burne's program sometimes found it necessary to temporarily halt an advancing face, and he asked whether the logic of the program could be altered to avoid this (e.g. by suitably slowing down the rate of face advance). Mr Burne replied that it was in fact easier for the planning engineer to sort this problem out manually. The way in which the computer results were presented made it particularly simple for the production engineer to see how to avoid or remedy a stopped face.On the technical side, both Mr Weiss and Mr H. M. Wells questioned Mr Burne on the handling of grade control by his program. From answers by Mr Burne and his colleague Mr K. H. Thomson it emerged that a spot-check on grade every now and then was all that was necessary at Mufulira, and that the idea of actual grade control was more a question of short-term than of long-term planning."

Dr T. F. Muller (Honorary President): "Mr President, gentlemen. May I congratulate the Institute on its 75th birthday, and your President on his comprehensive review of the Institute's 75 years. It is an interesting commentary on the affairs of the Institute that your President should refer to a speech made by a founder member 25 years ago on the occasion of your 50th Anniversary and then say there is no need to repeat what was given there, but that he would confine his remarks to bringing the Institute's history up to date. To me this suggests a remarkable continuity of thought and ideals-a welcome island of stability in an ever-changing world. One can somehow picture another future President, perhaps one of the younger and tougher members here today, doing the same thing in 25 years when you celebrate your centenary-and again someone doing the same in the year 2094 when your Institute is 200 years old! I hope they will recognise their debt to the early pioneers of the Institute gathered here today. In any event, this review of the fine achievements of the past 75 years is certain of an honoured place in the annals of the society. Here is a record of the onward march of technology in South Africa and a tribute to a long line of mining engineers, of chemists, metallurgists and geologists who made a greater contribution to the well-being and the prosperity of South Africans than South Africans generally are aware. Your Institute started off as a 'gold and cyanide club', peopled largely by chemists and metallurgists who made a signal contribution to the industry from the earliest times. Despite the addition to their ranks of ever-growing numbers of mining engineers, the metallurgist members have continued to make notable contributions. One recalls, for example, the manner in which they rose to the occasion to resolve the problems associated with the establishment of the uranium industry in this country. The creation of a major industry based on the existence of low grade uranium ores in the conglomerate reefs of our low grade goldfields is a classic example of the manner in which a new large industry can be rapidly created through the combined endeavours of all concerned. I noted with pleasure your remark, Mr President, that members of the Institute would like to keep up to date with recent progress in nuclear fuel matters and that members should be given the opportunity to study developments in their journal. I am sure that the National Institute of Metallurgy which conducts fuel research on behalf of the Atomic Energy Board and of the Uranium industry, and NUFCOR, which co-ordinates the uranium research programme, would be glad to co-operate if invited by the Institute to make periodical contributions to its journal. You have referred to the building up of our research organization and its dynamic approach to mining problems. I understand that the expenditure of the mineral industries on research exceeds one-third of the entire research expenditure of the private sector. South Africa is in the forefront of mining development and the focus of world attention is on the achievements of our scientists and mining engineers. We can look forward to continued advances in mining technology based on their vision and expertise. I share your disappointment, Mr President, that the Base Metals Division has ceased to exist; and that there is a resultant dearth of papers offered to the Institute on these important sections of mining and metallurgy. We are seeing some remarkable developments in the mining and beneficiation of base minerals, and it is in this area that I see the greatest potential for future expansion. The mining industry remains the backbone of many economies in the developing world. Its resurgence in Ghana since 1989 was driven by the global paradigm which emphasizes private sector-led development as the engine of economic growth in developing countries. The historical importance of mining in the economic development of Ghana is evident in the country?s colonial name, Gold Coast (Akabzaa T. and Darimani A., 2001). Ghana earned $2.5 billion from mineral exports in 2007. 20,000 people are employed in large-scale mining whilst 500,000 are employed in the small-scale sector. Mining contributes about 7% of Ghana?s total corporate tax earnings, 41% of total exports, 12% of revenue collected by the Internal Revenue Service and 5% of Gross Domestic Product (Ghana Chamber of Mines, 2008). Gold dominates the mining sector and the country is Africa?s second largest gold producer after South Africa. Surface Mining, which refers to a method of extracting minerals from the earth by their removal from an open pit or borrows, requires a large tract of land for its operations (Wikipedia, 2008). There is therefore a continuous divergence of interest between land required for surface mining and other land uses such as farming and housing, among others. In recent years, surface mining has been promoted in many mining countries because of the following reasons: ?Cost considerations compared to underground mining; ?Safety considerations, compared to underground mining; ?Low grade ore which requires processing huge quantities; ?Location of the ore bodies; and ?Competition among gold producing countries for investors. This paper looks at the socio-economic impacts and challenges of surface mining by using Gold Fields Ghana Ltd. Tarkwa, Ghana as a case study. The company has a concession of about 208 sq km located in the heart of the Wassa communities in the Western Region of Ghana and undertakes surface mining like most of the other mining companies in the country. Gold Fields, Tarkwa mine produces 700,000 ounces of gold a year with the potential of increasing this output to 800,000 ounces after its current expansion programme. Some of the effects of surface mining identified were: 1. Relocation/Resettlement of host communities and its negative effects; 2. Disturbance to Flora and Fauna; 3. Disturbance to Sacred Places; 4. Land Degradation; 5. Noise and Air Pollution; and 6. Water Pollution. This paper sought to investigate the measures put in place by the government and the Gold Fields Ghana Ltd. to mitigate the above effects in order to ensure peaceful coexistence between the mining company and its host communities. It concludes that most mining companies presume the provision of socio-economic development in mining communities will lead to the company securing a social license to operate. This however is not true but rather effective community relations combined with socio-economic development. According to Gold Fields Ghana Ltds. model, this involves continuous community engagement, conflict resolution and comprehensive environmental monitoring programme which will all lead to effective community relations. The strategies to ensure socio-economic development involves community development programme, livelihood restoration programme and community training and employment. All these will then lead to sustainable development which will ensure the company?s social license to operate. Gold Fields? model is in line with the principles of responsible mining. With this model, the community feels they are part of the company and the social license of the company is guaranteed. Gold Fields? model, which has been tried and tested for the past five years, could serve as a template with suitable modification for local conditions for other mining countries where surface mines operate.

Namakwa Sands, an Anglo Operations Limited subsidiary, is a world-class producer of heavy minerals. A layer of duricrust imposes a pseudo-stratigraphy to the primary deposit and has sterilized part of the generally unconsolidated ore in the open cast mine. The bulk of this ore cannot be treated by the present infrastructure, which employs conventional mineral separation technology. The mineralogy of the cementing agent consists of magnesium and calcium silicates and minor carbonates in addition to clay minerals such as sepiolite and those from the smectite group. Although the duricrust ore is friable and can be easily crushed, the significant clay-sized slime fraction produced, in particular the highly sorptive sepiolite, adversely affects mineral separation. The geometallurgical challenge is to cost-effectively remove the slimes from the ore before it is delivered to the concentrator.

The investigation, which was conducted at Iscor's Newcastle works (in Natal), was aimed at the development of reliable, consistent, and cost-effective methods of sampling. In the sampling of hot metal, it was found that lollipop and spoon samples had identical sulphur analyses, and negligibly different silicon analyses. Thus, spoon sampling of the hot metal was implemented, with a resultant saving of over RIOO 000 per annum on lollipop samplers. In the sampling of steel, aluminium -killed samples were found to have lower phosphorus analyses than titanium killed samples. Spoon sampling was rejected in this application since the use of titanium wire would be too costly. It was decided that titanium would be used as the deoxidant in lollipop samples of steel, and that the Leco carbon! sulphur analyser would be used as the sole arbiter of sulphur content.

Methods for the prediction of seepage quality from waste-disposal facilities are evaluated for input to the design of desalination treatment facilities. This is done by reference to a waste dump seeping into a near-surface aquifer, the contaminated seepage being collected by scavenger wells. As the quality of contaminated water intercepted by the wells will vary with both space and time, it is necessary for predictive methods to accommodate such variations. One-dimensional and two-dimensional predictive solute transport models are described and applied to the seepage and scavenger-well example mentioned above. The advantages and disadvantages, interims of overall applicability, data requirements, and possible accuracy, are described and discussed. While one-dimensional models have the advantages of speed, simplicity, and cost, the frequent requirement of prediction in both space and time necessitates more complex, two-dimensional simulation.

Without minerals, man cannot possibly hope to maintain his present standard of living. Professional mining men throughout the world, particularly in mineral-exporting countries like South Africa, are faced with the increasingly difficult task of ensuring adequate supplies of minerals. The problems of gradually diminishing mineral reserves and rapidly rising mining costs can to a certain extent be overcome by the use of more-sophisticated technological techniques and by the improvement of efficiency wherever possible. However, there is growing concern in some quarters, that, despite the ingenuity of engineers, geologists, metallurgists, and scientists, the earth's mineral reserves will eventually become insufficient to meet man's needs. In order to ensure the continued well-being of the earth's population, it is therefore imperative that more attention should be paid to mineral research and the training of specialists in the field of mineral reclamation.

The construction of one of the world's largest goldrecovery plants to treat run-of-mine ore is progressing on schedule at the President Brand Gold Mine in the Orange Free State. Designed to treat 390 kt per month, the plant will recover 96 per cent of the gold from the ore at a capital cost of 160 million rands in terms of January 1983 money. It will replace the existing gold-treatment installation, as well as provide a 30 per cent increase in capacity. Contributions to discussion V. E. Marting (Associate Member): The authors of this paper should be congratulated in having pioneered the application of the Sharapov predictor to local data, and in having made a valuable contribution to South African experience in the quantitative treatment of geological information using a digital computer. Although the existing set of three programmes has been described as a 'suite' it does not represent an integrated system in the accepted sense since the communication between runs is made in the form of punched card files to enable the mining engineer to exercise discretion and control over the data entered at each phase. Although the authors are justifiably proud of the successful results obtained through the application of this method, I feel that it is my duty to comment that the computer aspect of the work has not reached full development and is deserving of the financial support needed to increase its widest usefulness. At the present moment a routine to detect 'missing information' has not been commissioned. Due to the lack of documentation the use of the programmes is restricted since the format for the submission of data is known only to the authors. It is very unlikely that a profitable return on the development costs will be enjoyed before the programme is fully documented and made available to wider use. My criticism of the present incomplete state of the work is being voiced purely with the intent of focussing on the significance of this project and the fact that it is deserving of development on an industry basis. It should be noted that at the economical cost of R4.00 per sq ft of computer print-out, a mining engineer can hardly afford to miss the opportunity of using the programmes on other (e.g. metalliferous) mineral deposits of tabular formation. Since the publication of this paper I have had an opportunity to see the results of the programmes developed by Drs M. D. G. Salamon and F. Deist for designing bord and pillar workings. The basic data for these latter programmes are extracted from iso-line plans drawn conventionally by geologists, a task that could be considerably expedited through the use of Mr Hawkins' programmes. It appears that the efforts of these respective teams are complementary and it is in the interests of the industry that these individual components should eventually form part of an integrated system. E. Margo* (Member): This paper is a good example of how and where the backroom scientist-in this case the mathematical statistician-can aid the mining engineer to develop not only more accurate means for dealing with valuation problems but to develop a tool that can also cope with changed geological specifications.

The general standard of engineering in South Africa will, it is believed, reach new heights after the establishment of the S.A. Council for Professional Engineers (SACPE) in February, 1969. The Council is being created to establish standards for professional engineers in this country and ensure that the quality of engineering is maintained at a high level. In terms of the Act of Parliament under which the new Council will operate, all consulting engineers will have to be registered if they wish to remain in private practice. While engineers who are not in private practice cannot be compelled to register, it will be in their interests to do so, according to a statement issued by Mr M. R. Gericke, chairman of a Shadow Council which is at present preparing for registration and drafting the requirements for registration. Registration is seen as an important move towards maintaining the quality of engineering in South Africa. Engineers will be encouraged to strive for professional status by gaining the necessary qualifications and the varied range of experience required by the Council before registration. All work done by registered professional engineers will have to conform to certain minimum standards. A spokesman for the Council has urged all engineers to ensure that they apply for registration when the Act comes into force in February. The Council is also anxious to gain the co-operation of employers in ensuring that the holders of professional engineering posts will be registered. Full information regarding registration will be sent to engineers throughout South Africa early this year, and announcements will appear in the press.
