"INTRODUCTION In compliance with those provisions of the organic act establishing the Bureau. of Mines which relate to improvement of health conditions of persons engaged in the mining, preparation, or treatment of mineral substances, sanitary surveys have been made of towns and villages housing the coal miners, metal miners, and mill and smelter employees of Utah.The purpose of the surveys is to afford studies of conditions prevailing in the various mining and smelter towns so far as concerns housing, water supplies, sewage disposal, refuse disposal the handling of foodstuffs, general sanitation, wash and. change houses, and the control of preventable diseases, all of which directly or indirectly have a bearing on the health and efficiency of employees and their families. Certain other factors have been added to the general sanitary surveys such as school and recreational facilities, which have a decided influence on contentment and efficiency. Through comparisons of favorable and unfavorable conditions and practices, and the dissemination of such information, improvements can be effected which will benefit both the employees and the employers.ACKNOWLEGMENTSAcknowledgment is made of the many courtesies shown by the officials of companies and towns visited. The coal reserve base in the Western United States is presented for coalbeds amenable to extraction by underground mining methods. The Federal Bureau of Mines has abstracted data on the quality and quantity of coal resources/reserves from numerous State and Federal publications and modified such data as necessary to allow computer storage and retrieval. Tonnages are compiled by State, county, coalbed, and rank, and allotted to sulfur categories by statistical apportionment. The coal reserve base in those States west of the Mississippi River, amenable to underground mining, is estimated to be approximately 131 billion tons. Of this total, about 30.8 billion tons are bituminous coal, 100.2 billion tons are subbituminous coal, and 126.4 million tons are anthracite. Lignite is not considered for underground mining in this report. Included in this report is a glossary of terms applicable to a classification system for coal resources and reserves as jointly defined by the Bureau of Mines and U.S. Geological Survey. The purpose of this system is to provide for direct comparison or compilation of various resource/reserve data.

This paper will be of interest to those who are actually developing a mineral prospect or planning to do so, as well as to investors who are considering the problem of financing the development of the prospect, so that they may know what the risks are and what capital expenditures are necessary before a prospect may become a mine. The term "prospect" used broadly, as it is in this paper, is defined as any property that has a mineral showing of sufficient interest to warrant development, irrespective of prior work, Such previous exploration, however, may be extensive and consist of several tunnels or adits connected by raises, or of shafts with several levels. There may also be a small mining and milling plant on the prospect which, because of the lack of capital for development or the lack of markets for the products, is now idle. Such prospects may warrant further capital investment for development work or for a mine plant to raise to the stage of profitable production.

The mass spectra of four tertiary butyl substituted thiophenes are reported. A comparison and contrast with earlier structure correlations made by API-RP48 mass spectroscopists is presented. The fragmentation routes of these types of molecules are discussed and explained in terms of existing theories in mass spectrometry. Low ionization voltage data are presented to support the mechanistic picture developed. Structures are inferred about some of the ions, and these are correlated with existing theories. Metastable peaks in the spectra are used to support the fragmentation paths. The presence of doubly charged ions in the spectra is noted and the possible implications toward mechanisms discussed. The general picture of simple, small fragments leaving the ion moiety upon further fragmentation is developed in detail. Some suggestions are presented for further work utilizing isotopically labeled molecules to establish firmly the general picture of fragmentations of the alkylthiophenes.

Electrical arcing injuries are the most common form of electrical injury in mining. MSHA data show that 381 "non-contact electric arc burn" injuries occurred in the mining industry from 1996 - 2005. A more detailed study of data from 1990-2001 showed that five types of apparatus - circuit breakers, conductors, nonpowered hand tools, electrical meters and test leads, and connectors and plugs were involved in two-thirds of the lost workday injuries. Many of the protections from electrical arcing injury available to workers in other industries stem from the application of National Fire Protection Association Standard 70E - Standard for Electrical Safety in the Workplace (NFPA 70E). NFPA 70E is a generally accepted industry guideline document, but excludes underground mining from its scope. Many of its practices and procedures, however, can be applied in the mining workplace to supplement the existing electrical safety requirements of Title 30 Code of Federal Regulations. This paper describes how NFPA 70E can be applied to mining workplaces after an analysis of the mine power system electrical arcing hazards has been completed (and Hazard/Risk Categories determined) using the tables from NFPA 70E or the calculation method as described in IEEE 1584. NFPA 70E can then be used to determine the levels and types of personal protective equipment (PPE) needed to protect miners against burn injuries. Appropriate lockout and tagout (LOTO) procedures for use in the mining industry are also described. Suggestions for better selection of electrically-rated hand tools are included. Recommendations for electrical meter selection and use based on transient withstand capability are also discussed.

Many different types of surface mining equipment use enclosed cabs to protect equipment operators from health and safety hazards. The overburden removal and mining process can be extremely dusty and can cause excessive dust exposure. To study this issue, a cooperative research effort was established between the National Institute for Occupational Safety and Health, U.S. Silica Co., Clean Air Filter Co., and Red Dot Corp. in an effort to lower respirable dust levels in an enclosed cab on an older surface drill at a silica sand operation. Throughout this research effort, a number of modifications were incorporated into the drill's filtration and pressurization system, as well as in other areas, to improve its design and performance. An average cab efficiency of 93.4% was determined with gravimetric sampling instruments when comparing the outside with the inside cab dust levels on the final design. Although this study considered just one operation, the goal was to identify cost-effective improvements that could be implemented on all types of enclosed cabs to lower respirable dust concentrations. Two critical components for an effective enclosed cab system are having a properly designed, installed, and maintained filtration and pressurization system, along with a method for maintaining structural cab integrity, which allows the cab to be positively pressurized. Another important component is maintaining cab cleanliness. Although this research was originally directed toward the mining industry, it is also applicable to agricultural or construction equipment.

Passive methods of treating mine water use chemical and biological processes that decrease metal concentrations and neutralize acidity. Compared with conventional chemical treatment, passive methods generally require more land area, but use less costly reagents and require less operational attention and maintenance. Currently, three types of passive technologies exist: aerobic wetlands, organic substrate wetlands, and anoxic limestone drains. Aerobic wetlands promote mixed oxidation and hydrolysis reactions, and are most effective when the raw mine water is net alkaline. Organic substrate wetlands promote anaerobic bacterial activity that results in the precipitation of metal sulfides and the generation of bicarbonate alkalinity. Anoxic limestone drains generate bicarbonate alkalinity and can be useful for the pretreatment of mine water before it flows into a wetland. Rates of metal and acidity removal for passive systems have been developed empirically by the U.S. Bureau of Mines. Aerobic wetlands remove Fe and Mn from alkaline water at rates of 10-20 and 0.5- 1.0 g. m-2? d-1, respectively. Wetlands with a composted organic substrate remove acidity from mine water at rates of 3-9 g. m-2? d-1?. A model for the design and sizing of passive treatment systems is presented in this report.

This paper describing mining methods at, the Eighty-Five mine of the Calumet and Arizona Mining Co., Valedon, N. Mex., is one of a series being prepared by the United States Bureau of Mines on mining methods, practices, and costs in the various mining districts in the United States. The Eighty-Five mine is in southwestern New Mexico, 3 miles southwest of Lordsburg, Hidalgo County (see fig. 1). The mine produces normally 7,000 to 8,000 tons per. month of silicious copper-gold-silver ore, and employs approximately 200 men underground and 40 on-the surface. Mining is done by shrinkage and cut-and-fill methods.

Crystalline silica (quartz, cristobalite, and tridyrnite) is regulated by the Mine Safety and Health Administration (MSHA) and Occupational Safety and Health Administration (OSHA) because of its potential for causing debilitating but nonmalignant lung diseases. In 1987, the International Agency for Research Against Cancer (IARC) conducted a review of the health literature and concluded that crystalline silica was a probable human carcinogen. As a result of this finding, OSHA was required to regulate crystalline silica under its Hazard Communication Standard (HCS). The standard requires that all materials handled by OSHA-regulated facilities be labeled according to the requirements of RCS and that workers receive proper training on the handling of the material if the crystalline silica content equals or exceeds 0.1 weight percent (0.1 %). MSHA currently is considering enacting its own RCS. This will be similar to OSHA's RCS. If the standard is enacted, most mineral producers will have to determine the respirable monitor filter and bulk crystalline silica contents of their ores and products so that workers and/or customers will know whether they are in compliance with the 0.1% HCS and/or the OSHA permissible exposure level (PEL) of 50 µg for an 8-hour workday for respirable crystalline silica as determined from monitor samples. Two major concerns with the RCS are the widespread occurrence of crystalline silica in nature and the suitability of current technology for routinely determining crystalline silica concentrations at the 0.1 % RCS level. Most ores are extracted from silica-bearing deposits and it is a common constituent of rocks and soils. OSHA's RCS will have the greatest impact on the producers of crushed stone, diatomite, dimension stone, gravel, industrial sand, perlite, pumice, pyrophyllite, sand, and talc because these materials frequently are shipped directly from the mill to the customer. MSHA's RCS would affect nearly all mineral producers. Those producers that have crystalline silica present in concentrations near the 0.1 % cutoff point will have the most difficulty with the analysis. Crystalline silica can be quantified at the 0.1 % level by X-ray diffractometry in simple systems containing one, two, and possibly three minerals if (1) none of the accessory minerals has X-ray diffraction reflections that coincide or overlap with those of crystalline silica and (2) the standard has a particle size distribution and crystallinity similar to those of the sample. In some instances, it may not be possible to determine the crystalline silica content of a sample with any degree of certainty using the recommended regulatory protocol. In all cases, it is recommended that a qualified mineralogist identify the minerals in a sample prior to any regulatory analysis. Additionally, the uncertainty as to whether some silica polymorphs should be classified as crystalline or noncrystalline and the suitability of metastable high-temperature standards, such as cristobalite and tridyrnite, for regulatory analysis at ambient temperatures should be addressed further. This overview is written both to highlight these problems and to serve as a guide for analysts, regulators, and industry personnel who are involved in the crystalline silica issue. It also covers some of the difficulties and/or shortcomings in quantifying crystalline silica, such as the ubiquitous mineral quartz, in the workplace.

That is, although the furnace had in its charge a large portion of sinter, it also handled considerable quantities of naturally oxidized direct-smelting ore. Other ingredients, such as the limestone, were also added as fairly coarse material. The charges contained only about 24 per cent of lead. Until the changes incident to modern flotation began to take effect, many lead plants doing semicustom smelting in districts where competition was keen and much of the bonanza ore was exhausted were faced with the difficulty of obtaining enough lead to get a sufficient "lead fall" in the blast furnaces to clean the slag thoroughly and to separate it from the lead. A charge containing 24 per cent of lead would have been considered a very rich one by such smelters.

Introduction This paper is a descriptive analysis of injuries and fatalities at small surface bituminous coalmining companies in Pennsylvania. The purpose of analyzing a specific industry sector and location is to identify issues that might be missed in a wider analysis. Other studies of small mine safety (e.g., Peters and Fotta, 1994, Randolph and Boldt, 1997) have shown that the relationship between safety and mine size is not a simple one. Some injury types occur at higher rates at small mines, while others occur at lower rates. Consequently, an analysis limited to a specific type of mining can help identify hazards and issues specific to that sector. The results of this analysis will be useful for directing training, intervention, and research efforts towards the most prevalent causal factors and incident types. Procedures and Definitions Data sources The primary sources of data for this analysis were files provided by MSHA containing information collected under Title 30 Code of Federal Regulations, Part 50. These files, commonly referred to as “Part 50 data”, are provided though MSHA’s Program Evaluation and Information Resources directorate. Two primary types of injuries were selected from the Part 50data: Fatalities (MSHA “degree of injury” code 1) and lost-time injuries, otherwise known as nonfatal with days lost (MSHA “degree of injury” codes 2 through 5). Lost-time injuries involve either actual days away from work or days of restricted activity or both. Fatality and lost-time injury incidence rates were calculated using the standard MSHA formula: Number of injuries per 200,000 employee-hours. Additional information on company sizes and mine ownership was provided by the Pennsylvania State University College of Earth and Mineral Sciences. Time span A five-year time span was selected for this study. More than a single year of safety experience is usually needed to capture a broad range of incident types. Many types of injuries, especially fatal injuries, can be extremely rare, and may be missed if too short a time span is selected. However, a time span that extends too far back may begin to suffer historical threats to validity. That is, incidents that occurred several years ago may be caused by hazards that have since been remedied or may be related to mining practices and conditions that no longer exist. A five-year span offers a practical compromise between these two concerns. Consequently, the MSHA Part 50 data files from 1993 through 1997 were used. The 1997 file was in “preliminary” form at the time of the study, so small variations from the final 1997 “close out” file can be expected. Based on past experience, we do not expect the close-out variations to have a significant impact on the findings.

Dean and John Koster - This paper deals with the electrical properties of natural and synthetic galena. It is shown that massive crystalline galena has a normal positive temperature coefficient of resistance, whereas fine-grained steel galena has a negative temperature coefficient, the curve R v. T being exponential in form. That steel galena behaves somewhat like a leaky condenser is indicated by ballistic and alternating-current bridge measurements. In determining the cause of the erratic results of alternating-current resistance measurements it was observed that the measured re¬sistance was a function of the current through the specimen. The direct-current resistance was found to be proportional to the square of a superimposed radio-frequency current and independent of the frequency.The influence of grain size or the amount of metallic interface on the voltage-current characteristics at various temperatures on synthetic galena pastilles was studied. It is proved that the volts v. amperes curves are linear for all sizes and temperatures, that they have an intercept which is apparently a linear function of the temperature, and that their slopes are exponential functions of the temperature and give rise to a negative temperature coefficient of resistance.Apparatus for determing the Magnetic Constants of Mineral Powders by V,H, Gottschalk,and C. W. Davis.- A modified isthmus permeameter having a spark-suppressed primary and a multiplier in the secondary circuit to regulate the effect of capsules functioning as a twin isthmus is used to obtain quantitative data and normal induction and hystersis curves from small amounts of powdered material at fields surpassing 3.000 oersteds. Data and curves are given to demonstrate the calibration of the apparatus and the reproducibility of its results. The Quapaw pool is one of the smaller pools in an extensive area of Bartlesville-sand production in the eastern part of Osage County, Okla. (fig. 1). Most of the fields in this area were discovered from 1906 to 1916 and were developed and operated similarly. The Quapaw pool is representative of the area, and much of the developed in studying this pool is applicable to the other reservoirs. This petroleum-engineering study of the Quapaw pool was conducted to provide reservoir data that may aid in more widespread application of the intensive secondary-recovery production methods that have been employed with excellent results in the Bartlesville-sand fields of nearby Washington, Nowata, and Rogers Counties. This study is particularly appropriate because of the intense interest in Osage County fields as areas suitable for water flooding. Water flooding was introduced first into Oklahoma during 1931 in Rogers County, and activity was concentrated in the shallow Bartlesville-sand fields of and Nowata Counties for many years. Although water-flooding projects are now operating throughout the State, the intense activity of the Nowata-Rogers Counties area spread to adjoining counties only during the past few years. Since 1948 the rate of oil production in Washington County (between Nowata and Osage Counties) has increased by 260 percent as a result of water flooding. Currently, leases in eastern Osage County are sought eagerly by water-flood operators, and during the past 2 years the Osage Indian Agency has issued nine permits for water-flooding projects in eastern Osage County. Water-flooding operations are in progress on several projects. Although large oil reserves in eastern Osage County should, be recoverable by water flooding, development and operation of projects will be more expensive than projects in the shallower producing areas to the east. In addition, the Osage County reservoirs appear to be more complex and somewhat more difficult to water-flood successfully. It is hoped that this study will contribute to better understanding of the Quapaw reservoir and, in a general way, to the many similar reservoirs in eastern Osage County.

This work presents the findings from a number of NIOSH studies evaluating the impacts of emerging technologies that may reduce dust exposures for continuous mining and roof bolting personnel. These technologies include use of a wet head cutting drum on a continuous mining machine that places water sprays on the cutting drum instead of placing them on a manifold outby the drum. Evaluations at two separate operations showed that the use of the wet head sprays reduced dust levels at the miner operator in the return air, although these reductions were quite variable. NIOSH also assessed the effectiveness of a canopy air curtain for protecting roof bolting personnel. The data showed that dust levels were lower beneath the air curtain than outside the air curtain. This study also suggested several future modifications to the air curtain to in-crease its effectiveness. Finally, NIOSH evaluated mist drilling technology for its effectiveness in controlling respirable dust exposures of bolting personnel. A recent study showed that higher dust levels existed around a machine using the mist system compared to a machine using a conventional vacuum system for dust control. Unfortunately, the true impact of mist drilling was confounded by this machine operating downwind of the continuous miner for much of the study.

Mineral raw materials produced in California, other States, and foreign countries were purchased for consumption in quantities valued at over $60 million at 800 of the 1,200 chemical plants operating in California in 1960, according to questionnaires completed by company officials. These and other data received from mineral consumers, producers, dealers, and Government agencies formed the basis for this the first of a series of reports designed to present the intricate features and relationships controlling mineral raw material supply and demand in California industries. The results of this study indicated certain changes in use patterns of minerals in chemica 1 manufacturing; a shift in requirements from metals to nonmeta ls, from inorganics to organics, from natura 1 to synthet ic materia ls , and from distant to local sources of supply.
