"This study reports a new property of the important NAD(P)H-dependent flavoenzymes, glutathione reductase, lipoyl dehydrogenase and ferredoxin- NADP oxidoreductase, that can catalyze a one electron reduction of metal ions such as chromium(VI) and vanadium(V). During the enzymatic reduction process, molecular oxygen is reduced to H2O 2 , which reacts with the reduced metal complexes to generate hydroxyl radicals. Since the hydroxyl radicals have been suggested to play an important role in Cr(VI) toxicity, this study provides a basis for a recent observation that Cr(VI) mutagenesis is strongly oxygen dependent. These results also point to an enzymatic pathway for the metabolism of some metal ions and concomitant generation of hydroxyl radicals. l. INTRODUCTIONThe purpose of this communication is to report that some important NAD(P)H-dependent flavoenzymes (glutathione reductase, lipoyl dehydrogenase and ferredoxin-NADP+ oxidoreductase) can catalyze one electron reduction of metal ions such as chromium(VI) and vanadium(V) and simultaneously reduce molecular oxygen to generate Hi02 and, eventually, the ""OH radical. This finding is significant because (i) the known substrates for the flavoenzymes are organic species and not metal ions, and (ii) the report on the enzymatic formation of the ""OH radical provides a new pathway for understanding the mechanism of genotoxicity of some non-ferrous metal ions. For example, it has been suggested that OH radical is likely to be the major species responsible for Cr(VI) genotoxicity [1-5). The 'OH radical is generated through the reaction of Cr(V) complexes with cellular Hi02 [4,5]. Cr(V) itself is known to be generated from Cr(VI) in various biological systems, in particular, microsomes [ 6), mitochondria [7] and mitochondrial electron transfer chain complexes [8]. However, no specific enzyme responsible for the Cr(V) generation has been identified except possibly glutathione reductase [4]. In this study we have used ESR and spin trapping techniques to show that the flavoenzymes can generate Cr(V) and provide a catalytic redox cycle for 'OH formation in such reactions. "In Part 1 of this two-part paper the characteristics of mine disasters and their effects are presented with case studies from coal, metal and non-metal mines leading to an amplification of their causes and opportunities for control. The disasters discussed encompass those which threaten the health and the safety of miners and those which affect the general population. In Part 2 of the paper, which will be published in the November 1995 issue of Natural Resources Forum, the approaches to hazard and disaster control are reviewed with particular attention to laws and regulations to promote health and safety at the workplace, and general welfare in mining communities. Further, a systems approach to disaster control is outlined.The mining industry is one of the three basic industries the other two being agriculture, and wildlife and fisheries. It is the process of mining which makes available the riches of the earth - the energy and mineral resources - to benefit humanity. In fact the progress of the human race through the ages is indelibly attached to prowess in exploiting these riches. The stone, iron and bronze ages are markers not just of a time in history but achievements of monumental proportions in the mining and beneficiation of natural resources. Even in agriculture, the remarkable success stories are associated with the prudent use of mined products to enhance production and productivity. The significance of a thriving mining industry to the wealth and security of a nation is therefore unquestioned.Unfortunately, the public's image of the mining industry is often associated with the mining disasters which receive wide coverage in the local and national media. Mine disasters command tremendous attention because of their infrequent occurrence and the extent of human suffering involved. Whether it is an explosion or a fire, or the opening or closing of a mine, the lives of people are touched by the personal and societal impacts of these events.Courts of inquiry of mining disasters have often concluded that the disaster situation was ever present and could have been detected with diligent search. In addition human error has been identified as one of the most frequent immediate causes for the precipitation of the disaster. For the most part, then, mining disasters are caused by man."

"INTRODUCTION In the course of its studies of the explosibility of various coal dusts in the Experimental coal mine, the Bureau of Mines has tested coals representing the entire range of volatile content found in the United States. In connection with their work the Bureau's field engineers some¬times meet operating officials who are not impressed by the fact that there is an explosion hazard in mines working low—volatile coals. Actually the difference in explosion hazard between high—volatile and low—volatile coals is one of degree and not of kind. The purpose of this paper is to set forth briefly the experimental evidence that has been accumulated on the explosibility of coal dusts containing 8 to 31 percent volatile matter on a dry, mineral—matter—free basis.There have been numerous dust explosions in mines in which coals were worked that have compositions within this range. Those explosions are listed in an appendix, together with a bibliography of Bureau of Mines papers describing explosion tests in the Experimental coal mine."

This report describes reconnaissance by the Federal Bureau of Mines of titanium-bearing sandstone in Kemper County, Miss. The purpose was to determine the ilmenite, rutile, and associated heavy-mineral content of black-sand-bearing Eocene deltaic formations" The investigation was part of a survey of titanium resources of the United States. Ilmenite (FeTi03), an iron-titanium oxide, is the major titanium-bearing mineral consumed in the titanium pigment industry. Rutile (Ti02), titanium oxide, is used mainly in producing welding-rod coatings and titanium metal. The fieldwork was conducted during the first half of November 1959. Seven holes, totaling 304 feet of bore, from which 64 samples of cuttings were taken, were drilled in the north-central part of the county; and two holes, totaling 172 feet of bore, from which 34 samples of cuttings were taken, were drilled in the southeastern part.

The prevention of accidents to children from blasting cans is of vital importance not only to everyone using commercial explosives but to the country at large. The manufacturers of explosives have realized this danger for years and have attempted to publicize the hazards of allowing blasting caps to fall into the hands of children. Unfortunately, many of tie users of explosives have failed to realize the danger or have ignored their responsibilities in the matter. Investigations of accidents to children from blasting caps (and scores of them occur annually) reveal that most of them are caused by blasting caps picked up or made easily accessible to the victims. The children who are blinded, maimed for life, or killed are in large part the innocent victims of the carelessness, thoughtlessness, or negligence of their elders, by whom blasting caps are left lying about, carried in the pockets, dropped or lost around blasting operations, stored away and forgotten, or left in places where trey can be found or are accessible to children. Many such accidents occur to children under 12 years of age, when they are still curious or inquisitive. One of the first reactions of a child upon finding a blasting cap is to investigate and "see" how it is made or how it "works." A blasting cap in itself, with one end open, invites a child to poke it with a nail, piece of wire, or some other object to see what is inside; or he may attempt to break it open with a rock or hammer. A lighted match could be thrust into the open end, and there are numerous other approaches, may of which can result in serious accidents.

This Bureau of Mines investigation studied the effect of thermal treatments upon concentratability of a western Mesabi Range nonmagnetic taconite ore and is a sequel to Bureau of Mines RI 7567. Magnetic tube tests were used to develop the data needed to calculate separation efficiency, the primary measure of concentratability. A horizontal tube furnace was employed to heat treat and reduce the hematitic ore samples. The two variables studied were roasting temperature and cooling method. The manner of cooling, either by slow cooling or quenching in water, produced no significant difference in concentratability. Roasting temperatures employed ranged from 500° to 1,000° C, and a temperature of 650° C effected the best concentratability. The temperature of 650° C correlated with the most effective roasting temperature for grindability.

This report presents 900° C BM-AGA carbonization and related data for coals from the principal beds of Nicholas, Randolph, and Webster Counties, W. Va. Thirty-three samples from nine coal beds in three counties were car-bonized at 900° C in the l8-inch-diameter BM-AGA retort, data from which have been correlated with industrial production. Host of the samples were chemically suitable for metallurgical use, and their coking properties were satisfactory. Except for four of the Lower Kit-tanning samples, the ranges of constituents in the coal seams were 1.8 to 9.0 percent ash and 0.4 to 1.1 percent sulfur, values within the range of accept-ability for metallurgical coals. Coke strength indexes were normal for Appalachian coals of similar rank, and the tumbler stability indexes of the coke ranged from 35 to 57.

The Bureau of Mines investigated the thermoelectric properties of yttrium selenides and tellurides from room temperature to 900° C. X-ray crystallographic data were determined for the yttrium-selenium and yttrium-tellurium compounds that were orthorhombic with a cubic substructure. The yttrium selenides and tellurides exhibited semimetallic to insulator conduction properties with figures of merit of 10-9 to 10-4 °C-1. The mono-selenide and monotelluride behavior was partially degenerate; unsatisfied bonds were the source of the large number of charge carriers. The higher stoichiometry selenide compounds were intrinsic semiconductors) but with high electrical resistivities. A critical defect or impurity ionization energy for carrier activation appeared to exist in the majority of telluride compounds. Mobility and energy band determinations are required to interpret completely the observed effects in most of the compounds studied.

With the activities of the Petroleum and Natural Gas Division geared chiefly to problems directly connected with the war effort , the emphasis of the work under oil and gas development and production was to make engineering studies of selected reservoirs for the Petroleum Administration for War , to determine the extractable quantities of components in them, and to study the characteristics of these components for use in the manufacture of aviation gasoline and other products . The needs of the Petroleum Administration for War and the operators for specific data from gas - condensate fields were fulfilled , and , in addition , engineering data along lines of a forward - looking program of research on reservoir behavior were collected , which should be of great value in the postwar period . It is planned to publish many of these data as soon as conditions permit . The work of the Secondary Recovery Section had as its objectives in- . creasing the rate of production of crude petroleum and , which is more important , preventing the premature abandonment of wells in " stripper " and marginal According to the National Survey of Stripper Wells by the National Stripper Well Association in cooperation with the Interstate Oil Compact Commission , a total of 67,460 stripper wells was abandoned from January 1 , 1935 , to July 1 , 1942 , inclusive , with an estimated loss in proved reserves of approximately 216 million barrels . This survey also indicates that over 1.2 billion barrels of oil would be recovered by primary production from more than 290,000 stripper wells then in operation , and an additional 2.5 billion barrels of oil could be recovered from them by secondary production methods . The work of the Chemistry and Refining Section was oriented towards the optimum utilization of crude oils in the manufacture of aviation fuels for spark-ignition and jet - propulsion engines . The work involved intensive studies of superfractionation , hydrocarbon analysis , and the engine testing of fuels . Particular attention was given to the effect of sulfur compounds in the crude oils and in the fuels made from them . The research on thermodynamics is concerned with the experimental determination of precise and accurate values of the fundamental thermodynamic constants of pure hydrocarbons and related compounds . The data obtained in these investigations will be utilized for devising and improving chemical processes in which petroleum hydrocarbons are the raw materials . Without such data , much time and expensive material and equipment may be wasted in attempts to obtain reactions under conditions that the laws of thermodynamics rule out of consideration . Thermodynamic data are useful and required in the petroleum industry for calculations of heat balances in the design of furnaces , fractionating towers , and heat- transfer equipment . It is of utmost importance , also , to know the heat requirements of cracking and other chemical reactions so that heat may be supplied or dissipated in the proper proportions . These needs for thermodynamic data are being recognized more and more by petroleum -refining engineers . The responsibility for the production of helium for the Navy , the Army , other governmental agencies and non-Federal users is vested in the Bureau of Mines by an Act of Congress ( 50 Stat . 885 ; 50 U.S.c. 161-166 ) . The Helium Subdivision of the Petroleum and Natural Gas Division continued to meet all demands for helium .

The helium resources base of the United States was estimated by the Bureau of Mines to be 1,070 Bcf as of January 1, 1985. These resources are divided into four categories in decreasing degree of assurance of their existence: (1) helium in storage and in proved natural gas reserves, 280 Bcf, (2) helium in probable natural gas resources, estimated at 243 Bcf, (3) helium in possible natural gas resources, estimated to be 287 Bcf, and (4) helium in speculative natural gas resources, which makes up the remaining 260 Bcf. These helium resources are further divided into depleting, non-depleting, and stored classifications. The depleting resources are those associated with natural gasfields that are, or will be, produced for the natural gas they contain. Almost all of the helium in potential (probable, possible, and speculative) natural gas resources is included in this classification. These depleting resources are estimated to contain 900 Bcf of the total helium resource base. Helium resources contained in nondepleting natural gas resources, those in shut-in, abandoned, or otherwise nonproducing natural gasfields, are estimated to total 133 Bcf. There is 37 Bcf of helium in storage in the Federal Government-owned Cliffside Gas Field near Amarillo, TX.

This final report reviews installation, maintenance and inspection of mine pager telephone installations. A Technical Handbook was developed and distributed. Certain commercial telephone test equipment was modified and a tone source and switching circuit were developed for use in the testing of mine pager phone systems. Descriptions are included of the modifications to a commercial test set and of a tone source/ switching unit.

THE MINERAL INDUSTRIES had a near-record year in 1950, as rising industrial activity in general, greatly accentuated by the outbreak of hostilities in Korea in midyear, called forth increasing supplies of mineral fuels and raw materials. The aggregate value of mineral production was second only to that in 1948, and the aggregate physical volume was exceeded only in 1948 and 1947. Lower coal production accounted for the failure to surpass these earlier years. Growth of production was fairly constant throughout the year, especially for crude petroleum; its physical output for the year as a whole exceeded that of 1949 by 7 percent. According to Federal Reserve Board indexes, other relative gains were 16 percent for coal, 9 percent for fuels in general, and 17 percent for metals. The increase for mining in general was of the order of 10 percent. This was not quite as large as the general increase in industrial production but clearly reflected the total-industrial trend (see fig. 1).

A group of organic chemicals, known as wetting agents, has been developed, primarily for use in the textile industry. These chemicals have the property of reducing the surface tension of water when mixed with it in very dilute solutions. The advantage of lowered surface tension is recognized in dust-control work, and several wetting agents, have been tried by dust-control engineers with varying degrees of success. It is well-known that certain solids, coal for instance, are extremely hard to wet with plain water because of the high surface tension of water and the water-repellent action of coal. If the surface tension of the water is reduced, it can be demonstrated that the coal can be wetted easily. This is accomplished practical and at law cost by dissolving a very small percentage of wetting agent in the water that is to be used for wetting purposes. (Care should be exercised in using a wetting agent to be sure that it will not interfere with a subsequent process.) For some time, the comparative efficiency of various wetting agents has been the subject of considerable work by dust-control men at coal mines, as well as by members of the Bureau of Mines 3/, 4/, 5/, 6/. In this connection, a number of samples of air-borne dust have been collected in the mines. With the exception of dust-control measures conditions of dust generation and dissemination were maintained as, nearly uniform as possible. Samples were collected when water alone was sprayed on the cutter bar of a mining machine; various wetting agents were then successively added to the water and more samples of air-borne dust were-collected.

A new, cheaper precipitation scheme has been developed to produce purified zirconium oxide, Technical-grade sulfuric acid is used to precipitate a basic zirconium sulfate from a hot dilute hydrochloric acid solution. With close control of temperature, pH, and zirconium - sulfate ratio, excellent purification and complete zirconium recovery can be attained. The process has been successfully applied for 3 months and has proved to be a more satisfactory procedure than the ammonium phthalate process used previously. INTRODUCTION The Northwest Electrodevelopment Laboratory of the Federal Bureau of Mines has developed and improved the Kroll process for the production of pure ductile zirconium and hafnium. metal. The petroleum industry has recently shown sucks great interest in the evaporation of crude oil and of gasoline, and in the prevention of evaporation losses that almost daily there is being developed and placed on the market equipment designed especially to reduce these losses. Among the recent developments is a new type of tank roof known as the "floating roof," which practically eliminates the vapor space over the surface of the oil, thus removing one of the chief causes of evaporation. There are at the present writing at least two types of floating roofs which, while similar in fundamental principle, differ mainly in the method of making contact with the inside shell of the tank. One type of floating roof is known as a floating tank deck, and has on its circumference flexible metal baskets containing gravel that .rest against the inside shell of the tank. In the other type of floating roof contact with the tank shell is made by the use of movable buffers or shoes. These are attached to the outer ring of the roof and are pressed against the tank shell by means of springs.

This research explores the emergence of leadership in a crisis situation. The study by the U.S. Bureau of Mines focuses on three underground mine fires and the resulting evacuations. The subjects for this study are 48 coal miners, who evacuated the mines as part of eight escape groups, The subjects described their escape during an open-ended interview. Data were coded according to: (a) evidence of leadership behavior, (b) evidence of lack of leadership behavior, and (c) characteristics of the individual in each group who led the subjects out of the mine. During analyses, attributes of the leaders, who facilitated the escapes, were noted and compared as were instances of lack of leadership. The structure of the group leadership before the crisis was compared with the reality of the leadership during the crisis. Some groups experienced an apparent breakdown of leadership during their escape, while others witnessed the emergence of leadership. Consensus characteristics of the leaders, who emerged during these crises, are discussed and generalizations drawn. Research into leadership during emergency escapes is needed to provide information for training in prevention, escape, and rescue. The authors suggest questions for further investigation and topics for further inquiry into the area of leadership evolvement during crisis.

The Bureau of Mines designed, fabricated, and is using an in-seam tester (1ST) for in situ determination of coal cutting forces. This re-port describes the results of field tests conducted in the Pocahontas No. 3 and Upper Freeport seams to obtain peak and mean cutting forces during coal cutting with several bit geometries, including radial and point attack bits currently used on drum-type machines. Comparisons were also made between new and worn bits, and using data obtained from a Bureau-modified chisel bit. The test results show that longwall plough cutting (horizontal cuts) in bony coal bands (shale) requires >3 times the cutting force for the same cuts in a vertical direction. When no bony coal is present, the cutting forces required to make horizontal and vertical cuts are equal. Worn bits require 4 to 5 times more cutting and normal force than new or undamaged bits. Normal force increased drastically for the worn chisel bit. Peak force encountered in making independent cuts was found to be ~3 times higher than that required to make interactive cuts using a spacing-to-depth-of-cut ratio of 2. Both rake and clearance angles were found to have a significant effect on normal and cutting force.

The principles and application of amalgam electrolysis to the recovery of zinc and tin from secondary products were studied; this Bureau of Mines project was one phase of investigating the development of more efficient methods for processing iron-bearing zinc and tin to produce both base metals of high purity. Zinc of 99-99-percent purity was recovered from galvanizer's dross with recovery efficiency of 98 percent. Tin of 99.9-to 99.99-percent purity was recovered from hardhead with recovery efficiency of 81 percent. Both materials were treated by the same method in separate systems. Mercury was used to leach zinc from dross and tin from hardhead to form amalgams of each metal, both of which were subsequently refined electrolytically to produce high-purity metal. Impurities that were contained in both secondary products behaved as theoretically predicted; impurities that were insoluble in mercury remained as sludge in the leaching column. Except for lead, the readily amalgamated impurities were prevented from fouling the electrolyte by the blocking action of the amalgam electrode. Lead impurity in the tin-refining system dissolved and immediately precipitated as the sulfate. The primary advantage of the amalgam refining method lies in direct recovery of the extremely pure base metal from highly contaminated secondary material.

As part of the continuing effort by the Bureau of Mines to promote mine safety, research work is being conducted at the Experimental coal mine, Bruceton, Pa., on the prevention of coal-mine explosions and on other mine-safety problems. The principal subjects studied during the past 2 years are briefly described in this paper. Although at present these problems are relevant particularly to the mine layout and to high-speed mining practices in numerous American coal mines, it is hoped that the findings will prove interesting and useful also to our European research colleagues. Some of the investigations treated here will be presented in greater detail in forthcoming Bureau of Mines reports. 1. UNDERGROUND STORAGE OF COAL CUTTINGS The seams in mist American bituminous-coal mines are undercut, shear-cut, or top-cut before blasting. The cuttings arc generally loaded out with the balance of the coal. However, in some mines it is not economical to load and remove cuttings from the mine. This applies especially if the cut section of the seam is of appreciably lower grade than the rest of the coal, or if the cut is made partly into an adjacent stratum that is high in incombustible content. In such mines the cuttings are sometimes stored in random heaps in rooms or other areas, along the ribs of mine entries, or in layers on the floor of rooms or entries.

The Bureau of Minas has been charged by the Congress with the responsibility for administrating the provisions of the Federal Coal-Mine Safety Act. One of the important duties of bureau inspectors under this act is to determine whether proper measures are taken to prevent mine explosions, which in moat miner includes Judea adequate rock dusting The investigation made after the explosion in Orient No. 2 mine, December 21, 1951, showed that much information is lacking on the adequacy of current rock-dusting and duet-sampling practices in the United States. To obtain such information, an intensive sampling survey was conducted by the Bureau in an Indiana coal mine. This paper summarizes the more Important findings from this survey, describes special samplings at several Pennsylvania coal miners, and discusses related studies in the Bureau's Experimental coal mine.
