This report presents a structural analysis of the economies of Spokane County, Washington and 21 surrounding counties. An economic trading region made up of 22 eastern Washington, northern Idaho, and western Montana counties, with Spokane, Washington as the central place, was defined for this study. The Micro IMPLAN modeling system with the 1990 county database was used to create an Input/Output based model of the regional economy. The leading industries, with respect to employee compensation, employment, value of exports, and total industry output are shown for each county and the region. The value of total industry output from natural resource based industries is also shown (or each county and the region. The total industry output from the Spokane Economic Trade Area (S ETA) region is valued at $22.3 billion. The SETA region provides $7.1 billion in employee compensation to a work force of 374,000. Spokane County, Washington accounts for about 50 percent of the regional total output, employee compensation, and employment. Both Spokane County and the region as a whole produce about 80 percent of total industry output for final demand with the remaining 20 percent going to intermediate inputs for further production. About $7.4 billion of the $22.3 billion SETA output is exported from the region. Spokane County exports about $4.7 billion, or 41 percent of the $11.5 billion Spokane County output. Exports account for more than 50 percent of the total output in 12 of the 22 counties within the region. Based on the output of the top 25 industries in each county and the SETA region about 9 percent of the industry output from Spokane County and 18 percent of the regional industry output come from natural resource based industries. For counties other than Spokane County, total industry' output from natural resource based industries represents from 12 percent to 81 percent of county output from the top 25 industries. Hammer machines are now widely used for underground sampling and exploration. Their application to such work can be divided into two classes - sampling and testing with ordinary drilling equipment to shallow depths of 22 feet or less, and "long hole" drilling with heavy machines and special equipment to depths of as much as 250 feet or more. In the first category hammer drills are employed for either of two distinct purposes: first, as a means of checking the results of grab or cut samples or, in certain types of ore deposits, as a substitute for these methods; and second, as a method of sampling the ground 5 to 20 feet beyond existing faces and thus aiding in the control of stoping operations or in the direction of development headings, as the case may be. The deep-hole drill, in the second category, has proved to be a valuable adjunct to the old established methods of exploring, end developing ore, provided it is employed under natural conditions to which it is suited, handled by men thoroughly familiar with the technique of its operations, and used with its possibilities and limitations clearly understood.

The Mateen deposit comprises two large spodumene-bearing pegmatite dikes that outcrop along the, side and crest of a hill overlooking 'Rill City in the southern Black Hills of South Dakota. The Bureau of Mines investigated the Mateen deposit as part of a comprehensive study of the lithium mineral-production possibilities in the Black Hills area. The work was undertaken during the second World War, when the demand for certain lithium salts and compounds exceeded the small productive capacity of the industry. During the course of the investigation, the Bureau of Mines took 61 large channel samples from surface trenches, 4 channel samples from a shaft, and 3 from the face of an open cut. In addition, 8 diamond core-drill holes were completed to investigate the attitude of one of the dikes at depth. Metallurgical tests were conducted by the Bureau of Mines to determine the feasibility of beneficiating spodumene-bearing ores from the Mateen dikes.

For the past three or four years attention has been attracted to the deposits of lead vanadate in the Goodsprings , Nevada , district . Some ore running as high as 9 per cent 205 has been produced , but most of it runs from 0.5 to 3 per cent . Only a little ore , and that of the richer sort , has been shipped , since the low- grade ore will not stend the cost of shipment and no concentration mill has been available . Preliminary experiments indicate that chemical treatment of the low- grade ore without concentration is not feasible . Its treatment therefore involves two distinct problems ; first , mechanical concentration ; and second , a smelting or chemical treatment to obtain the lead and vanadium in marketable form . Upon this basis the work has been conducted . The writer wishes to acknowledge the excellent work done by J. T. Norton and Virgil Miller on table concentration and by J. E. Conley , who suggested and did preliminary work on the direct smelting method . Many helpful suggestions were received from Dr. S. C. Lind and John Gross of the Bureau of Mines . The U.S. Bureau of Mines has constructed a smoke chamber and developed sensitivity tests for smoke detectors. Response of ionization-and optical-type commercially available smoke detectors have been investigated. Six smoke detectors were measured with respect to visually obscuring smoke characterized by a corresponding optical density for smoldering and flaming coal combustion in the smoke chamber. It was determined that for one type of ionization smoke detector the alarm time was nearly equivalent to that of an odor monitor's alarm for smoldering coal combustion experiments and earlier for flaming coal combustion experiments. The experiments showed that an average CO concentration of 5 ppm corresponded to an optical density of 0.022 m-l for smoldering and flaming coal combustion. Two of the commercially available ionization-type smoke detectors were more responsive to flaming than smoldering coal combustion at an optical density of 0.022 m-l, whereas the optical smoke detectors showed the opposite trend. The responsive characteristics of the detectors evaluated with respect to known smoke conditions in the smoke chamber shows their potential for use as mine fire sensors or part of a mine atmospheric monitoring system to improve mine safety.

In early June 1986, an underground fire of unknown origin erupted in one of several entries of a coal mine located in southwestern Colorado. For a time, mine personnel aggressively fought the fire. However, control of the fire was later lost. To prevent further damage and reduce the possibility of an explosion, all portals and shafts to the mine were sealed. The mine operator requested the U.S. Bureau of Mines' assistance in obtaining and analyzing mine fire gases taken from sampling ports placed through the mine seals, as well as down boreholes drilled after the fire. This report recounts activities within the first 2 years of the mine being sealed. It includes a description of gases analyzed and mine atmosphere status equations generated from the analyzed gases. The gases were analyzed by chromatography and included standard atmospheric gases as well as higher hydrocarbons that are found in postfire atmospheres. Nine equations were used to evaluate what was occurring within the sealed mine. Following a description of the rationale behind each equation, the 2-year trend is briefly analyzed.

This is the first publication in a projected series of reports on properties of commercial motor fuels pursuant to a cooperative agreement between the Cooperative Fuel Research (C.F.R.) Committee and the Bureau of Mines of the Department of the Interior. The report gives results of analyses in oil-company laboratories of samples of gasoline obtained from service-station pumps in 18 marketing areas by representatives of oil companies. These companies obtained the samples and analyzed them for their own information and supplied data from their laboratory reports to the Bureau of Mines for compilation and publication. This report describes the preparation characteristics of 23 coal samples collected from nine of the more significant coalbeds of Fayette County, W. Va. In 1963 almost 5.4 million tons of medium to high volatile B coals of excellent quality for metallurgical and steam markets were produced in Fayette County. Of the 23 coal samples collected 11 would require some upgrading to pro-vide metallurgical quality products, 11 were acceptable as received, and 1 was a noncaking coal. Cleaning these coals to metallurgical standards would require only the removal of the sink 1.58 specific gravity material which would be quite easy as very little near-separating-gravity material was present at this gravity.

Hydrogen sulphide associated with natural gas was noted as early as 1892, at Point Albino, Canada.4 The presence of this impurity was recognized also in other of the earlier oil and gas fields, although the occurrence urea by no means common. However, in recent years, with the development of the producing zones of west Texas and the Texas Panhandle, the production of "sour" crude has increased greatly and hydrogen sulphide has proved a generally troublesome factor--frequently a major problem--in the drilling and operation of many wells in those areas. The problems arising from the drilling and producing of oil or gas wells in hydrogen-sulphide areas, fall under two general divisions: safety problems and corrosion problems. Mention is mane of a third division which is closely related to the other two, that of treating--or the development of processes for the removal of hydrogen sulphide. This report describes preliminary studies by the Bureau of Mines to develop a procedure for extracting the fluorine from low-grade fluorspar ores in which the CaF2 particles are finely locked in the calcite matrix. A combination of flotation beneficiation and pyrohydrolysis is applied to recover and to liberate the fluorine. Flotation of a finely locked high-calcite fluorspar ore containing only 11.7 pct CaF2 recovered over 92 pct of the fluorspar at a grade of 51 to 52 pct CaF2. Pyrohydrolysis of the flotation concentrate liberated nearly 90 pct of the fluorine as aqueous HF. By this procedure over 80 pct of the fluorine contained in the original ore was extracted.

Traditionally the Pacific Northwest has relied on hydroelectric power, which has been both abundant and cheap. However, comparatively few hydroelectric sites capable of providing low-cost power remain, therefore the need for supplemental thermal generation, perhaps within the next decade, is generally recognized. Based on the present cost and availability of competing fuels, coal seems to be the logical choice for projected thermal power plants. Power companies and public utilities have become interested in establishing reserves of coal for future use. One deposit explored in 1958-59 lies in southern Thurston and northern Lewis Counties, Wash., near Centralia. Drilling, totaling 22,700 feet, proved the existence of 70 million tons of strippable coal--an ample reserve for the projected power plant. The coal, like most others and particularly those of Washington and Oregon, when mined in full seam section by mechanical methods, would require cleaning to make it suitable for use. The amount and nature of the impurities in this coal dictated a thorough investigation of its cleaning characteristics to establish economic factors and to insure proper preparation-plant design. Therefore, arrangements were made through a cooperative agreement to conduct such work at the Seattle Coal Research Laboratory of the Bureau of Mines. This report describes that investigation. The results are of interest primarily in connection with the utilization of this particular deposit, but some of the information developed is applicable to other deposits of low-rank coals in the West, because the impurities in these coals differ greatly in behavior from those generally associated with the higher rank coals of the Appalachian field.

"IntroductionSince the establishment of the star,just concentration of 2 mg/m3, a strong effort has made by mining engineers and researchers to provide better dust control equipment and procedures for underground coal mines.Particular areas of success have been implementation of better coal-cutting strategy to control dust generation, better design of water sprays for dust suppression and air movement, use of scrubbers, and improved design of face ventilation systems. A drastic improvement occurred over time such that the average dust concentrations for continuous miner operators dropped from 6.5 mg/m3 in 1968 to 1.3 mg/m3 in 1980 and for auger, cutter, longwall, and roof bolter occupations from 2.7 mg/m3 in 1973 to 1.6 mg/m3 in 1980 (Niewiadomski, 1983).While dust concentrations in mining sections have been dropping considerably, one problem area has been mining sections where quartz is a considerable portion of the airborne dust. The federal regulations require that quartz content must be held below 0.1 mg/m3 in the air regardless of the concentration of the total dust. This legislation limits the allowable dust concentration to a ""reduced standard"" of 10/ (% quartz) when the quartz content of respirable dust in the mine atmosphere is more than 5%. Today, approximately one-third of underground coal mining operations have designated areas with more stringent dust standards in place, and many mines experience considerable difficulty in meeting these standards (Jankowski, and Babbitt, 1989).It is well known that metal miners subjected to respirable dusts high in quartz have a higher incidence of silicosis than those exposed to dust low in quartz. However, the role of quartz in the development of coal workers' pneumoconiosis is still a highly controversial question, in spite of the large number of research projects devoted to this subject over the last 20 years. Because coal seams contain less quartz than metal ores and quartz often comes from sources outside the coal seam (e.g., roof and floor), it is difficult to relate studies that deal with the quartz content in coal seams and the incidence of coal workers' pneumoconiosis. Hamilton, Ogden, and Vincent (1983) have provided a plausible explanation for the incidence of the disease by hypothesizing that the quartz content does not affect the probability of developing pneumoconiosis until some threshold value (generally thought to be about 10%) is exceeded.The objective of the research studies summarized here was to obtain a better understanding of quartz occurrences in airborne coal mine dust by studying the variations of the quartz levels in different dust sizes and the relationship between the quartz content in airborne coal mine dust and the quartz content in the mined material. The implications of the results to control of dust in high-quartz sections will also be discussed."

"Purpose and Nature of Tests:The rapidly increasing use of motor vehicles and trucks in the United States is creating an entirely new problem in the proper ventilation of tunnels, subways and other confined spaces through which such machines must pass. This problem has become of immediate importance because a tunnel 3,000 ft. long is being designed to pass under the Hudson River between New York City and New Jersey. Another tunnel at Pittsburgh 5,700 ft. long through the South Hills, is already under construction, and a third tunnel, 6,000 ft. between Boston and Past Boston is proposed. It is probably that other tunnels will be started in various parts of the United States in the near future.The ventilation of such tunnels is a serious matter, on account of the poisonous nature of automobile exhaust gases. It not uncommon to read about finding a man dead in his garage. Generally this happens on a cold, winter morning, after he has been running the engine with the doors and windows closed."

Review and evaluation of all available data on the vapor pressure of car-bon dioxide at the ice point, including previously unpublished results obtained by the Bureau of Mines, are presented. Suggested corrections and adjustments to all the data yield an average value of 26,136.4 mm mercury. Indicated agreement is within plus 1 part in 8,000 to minus 1 part in 11,000. A novel pressure bomb in which a sample of pure carbon dioxide is placed and sealed by a diaphragm fluid separator and its use as a reference pressure standard for extended and repeated use in the calibration of deadweight gages is described.

Research in the field of mining safety and health in the United States plays an important part in protecting the lives of miners. The National Institute for Occupational Safety and Health (NIOSH) Mining Program conducts surveillance, studies and developmental work aimed at improving the safety and health of miners. With recent reviews of the Mining Program by the National Academy of Sciences and the Mining Program response (NIOSH, 2008), the importance of setting goals, conducting high quality engineering and scientific research and evaluating the outputs, outcomes, relevance and impacts of these projects has been reemphasized. Surveillance of reported injuries is a first step in deciding on research directions and in designing specific projects. Groups of injuries often share features and attributes that suggest common causes and may respond to similar preventive efforts. Identifying groups of injuries also serves to prioritize intervention efforts. The Mine Safety and Health Administration (MSHA) Accident and Injury database (MSHA, 2008) provides individual case reports of mining injuries, illnesses and certain no-injury accidents (events such as roof falls that stop mine production or miners? activities for more than one hour). This database is an indispensable resource for researchers and stakeholders needing information on the statistics of these events. From an epidemiological perspective, research projects target groups of miners at risk due to specific patterns of work, equipment, mine settings and the management of safety and health in their mines. Incidence rates are provided by the MSHA data for selected variables, such as surface/underground location, standard industrial classification and state. While incidence rates are the preferred measure for all variables, denominators are not typically available; for example, to more clearly under-stand the data about injury by occupational type, it would be necessary to conduct demographic surveys. A current survey of the demographics of the mining industry should be complete by 2010, which will allow incidence rates to be developed for a number of variables such as age, occupation and experience. This survey will provide the first update of its kind since the first survey was conducted in 1985.

(D) Selected injury data: Tables 21-30: Current data on various selected factors of operating conditions at different kinds of quarries, including employment size-groups, length of shifts, comparative severity of injuries, and injury data and related employment experience at dimension-stone and nondimension-stone quarries and at underground quarries. (E) Historical injury experience: Table 31: Injury and employment data on the quarrying industry for 1911 through 1957. Statistical data on injuries and related employment in the quarrying industries have been collected annually from the operating companies since 1911. Reporting to the Bureau of Mines is voluntary; there is no Federal law compelling operators of quarries and related plants to supply such data. Data presented herein may not be complete for the entire industry. They are however, believed to be representative of the hazards common to all quarry and related workers. Electro recovery by amalgam methods was investigated to determine the feasibility of recovering pure cadmium from cadmium sponge produced during purification of zinc electrolyte at electrolytic zinc plants . Actual material used in this work was air- oxidized cadmium sponge . An acid rinse and zinc displacement technique was developed to amalgamate this oxidized cadmium . ( In - plant use of the recovery process would probably not require this step because of the fresh state of the sponge . ) Zinc was completely removed from amalgamated sponge by selective oxidation with air . Zinc - free cadmium amalgam was circulated by an electromagnetic pump through an electrolytic cell where cadmium of 99.9+ percent purity was electrodeposited onto a rotating aluminum cathode . Polarographic methods were developed for determining cadmium and zinc in mercury and in sulfuric acid solution .

The Bureau of Mines is engaged in research to assess the hazards associated with the handling, storage, and use of combustible gases, vapors, and. liquids encountered in mines and in industry. As a part of this general pro-gram, numerous limits of flammability and ignition temperatures are being investigated for a wide variety of combustible materials, and methods are being developed to minimize the explosion hazards of these combustibles. The Bureau receives numerous requests for information on the explosion hazards of specified combustible mixtures under various conditions of use. This information circular has been prepared to assist those who may have similar requests. Destined primarily for the layman with a limited technical knowledge of the subject, it considers rather briefly the numerous factors that enter into the general problem of gaseous explosions and their prevention.

The solubility characteristics of three calcium aluminates , 12Ca0 · 7A120½ 3Ca0 A1203 , and 4Ca0 A12 03 Fe2O3 , were determined in water and in solutions of NaOH and Na₂ CO₂ to more clearly define their role in relation to the recovery of aluminum by the lime sinter and the lime - soda sinter processes . The calcium aluminates were prepared by sintering stoichiometric mixtures of CaCO3 , Al2O3 3H20, and Fe 0 at 1,375 ° C. The rates and extent of aluminum extractions were determined . The aluminum extractions from the aluminates were dependent on the presence of carbonate ions in the leach solutions , temperature , time , leach solution composition , and solid - liquid ratio of the slurry . The aluminum extracted from the calcium aluminates in water and in NaOH solutions varied from 4.6 to 22.9 percent . Virtually , complete extraction could generally be obtained for 12Ca0.7A120 and 4Ca0.A12 03 • Fe₂ 03 ; in one instance it was obtained for 3Ca0.A1203 , when an excess of carbonate ions was present over that required for the conversion of all of the calcium in the aluminates into CaCO3 . In some cases of poor aluminum recoveries , extractions could be improved by regrinding and releaching the solid residues .
