With New Zealand?s ratification of the United Nations Convention on the Law of the Sea in 1996, the government of the day increased work on developing an oceans strategy to help create a governance framework for the country?s extensive existing and potential maritime territories. This project took a new direction in 2001 with the establishment of an ad hoc committee of 6 Ministers, and their appointment of a Ministerial Advisory Committee (on which the senior author served) to consult with the public, identify widely held values and inform the development of a Vision for subsequent policy development. The current second stage of the policy development process involves a working group of officials from the relevant agencies completing a stock-take of existing laws and regulations to identify overlaps and gaps that should be addressed in the third and final stage. The public consultation process revealed, as might be expected, a wide range of perspectives but a solid consensus in favour of a coherent, and balanced, framework to enable the realization of economic benefits of ocean development so long as appropriate environmental standards (broadly expressed in terms of sustainability) are not compromised.

Recent advances in coring technology and in the development of shipboard and/or in situ geochemical geochemical analysis systems have greatly improved our ability to collect and analyze exploration samples, particularly for marine placer exploration programs. The potential benefit of these improvements cannot be fully realized, however, until we also develop more efficient methods of data reduction and interpretation. Specifically, there is a need to provide prospectors with rapid and useful interpretations of the raw geochemical data so that they can exploit promising results and otherwise optimize the exploration program while the exploration vessel is still at sea. The goal of this project has been to identify and/or develop computer software which is capable of making the necessary data reduction calculations and which can be run on conventional desk-top computers. All work on this project has been supported through a research grant from MMTC-CSD to The University of Michigan. The first stage of this effort involved an evaluation of commercially available (i.e., "off the shelf") software to determine its suitability for use in marine placer exploration applications. Various commercial software packages, each purportedly capable of making different types of statistical and/or mathematical calculations, were tested by evaluating their performance in handling geochemical data sets representative of actual marine placer locations. These data sets include the positions and results of chemical analyses of suites of sediment samples collected from areas of known or suspected marine placers along the Bering Sea coast of Alaska. The North Fiji Basin (NFB) is a mature intraoceanic back arc basin with an age of ~12 Ma. Recent volcanism and spreading activity are focused along the Central Spreading Ridge (CSR), A ridge segment more than 800 km long, composed of four main segments, the N160°, N15°, north-south (N-S), and southernmost segments from north to south. The dominant volcanic rock in the entire central spreading ridge is normal mid-ocean ridge basalt (N-MORB), very similar to those emplaced along mid-oceanic ridges. Conversely, influence of an oceanic island basalt (OIB) source increases northward from 18°20'S. Several basalts which show a significant subduction-related component are also observed in the southern part of the NFB. Hydrothermal activity along the spreading centers of the North Fiji Basin was investigated by several previous works, especially by the STARMER project in 1989 and 1991. Both extinct and active hydrothermal vents are found on the N15° and N-S segments. In contrast, only traces of hydrothermal activity have been found on the N160° segment. Although high temperature activity and related massive sulfide deposit on the N15° segment was further investigated by several follow-up studies, no systematic survey for other hydrothermal sites was conducted after their discovery. In 2012 and 2013, KIOST performed two hydrothermal expeditions aboard the R/V Onnuri in the three targeted areas of hydrothermal activity along the CSR of North Fiji Basin. The paper concerns with some questions of Autonomous Underwater Vehicle (AUV) control system design, which allows a motion at rough undersea terrain. The AUV advantages reveal itself completely during exploration of such objects as seamounts and reefs area. These objects are characterized by steep slopes (30 degrees and above) and chaotic situated obstacles (rock debris, pinnacles, escarpments). Uses of other technical facilities for operating in such formations are difficult, dangerous or impossible. These regions take an interest due to the presence of iron-manganese crusts. Modern AUV can estimate density of mineral by means of still camera or video recorder. For this reason the vehicle has to move with the distance of 3-5 meters from seabed. Under such conditions micro- and mesorelief presents a considerable danger for AUV. The AUV can bypass underwater obstacles in the various ways. However, in any case AUV motion will be characterized by intensive maneuvering on various speeds (from 0 up to 1.5 m/s), circular change of tractive force vector and, hence, a circular flow about the hull. So, AUV is equipped with the propulsion system, which provides free modes of motion.

"Since Ellefmo et al. (2014) published resource estimates of undiscovered seafloor massive sulfides (SMS) on the Arctic Mid-Ocean Ridge (AMOR), there has been an increased focus on establishing new knowledge about exploitation technologies for such deposits. This also includes understanding the process mineralogical properties of typical SMS deposits.The part of the AMOR that lies between Jan Mayen and the Svalbard Islands and is located within Norwegian jurisdiction and, as such, investigating the potential for mineral production from hydrothermal vent fields has been seen as strategic. The AMOR has been explored for active hydrothermal vent fields since early 2000s (Pedersen et al., 2010b). One of the active vent fields discovered, Loki´s Castle, is located in the northern part of Mohn´s Ridge. This vent field was first described by Pedersen et al., (2010a) and consists of two mounds, each approximately 100-150 m diameter and 20-30 meters high, hosting several active chimneys, up to 11 m high.Loki´s Castle has been selected as a case site in order to study the properties of typical SMS occurrences with respect to possible future deep-sea mining activities. As part of the MarMine cruise in 2016, the Loki Castle was visited and sampled for e.g. mineral characterization and mineral processing analyses. In total, more than 500 kg rock samples were collected using ROVs, and intended for further research (Ludvigsen et al., 2016). In addition to sampling mineralized rock fragments, survey data like bathymetry, magnetics and Underwater Hyperspectral Imaging (UHI) was collected using Automated Underwater Vehicle (AUV)."

The ocean is increasingly seen as the answer for a myriad of challenges facing humankind. In effect, in addition to being vital for transportation and communication, the oceans contain living and non-living resources that are essential to meet the demand for food, and to the development of pharmaceutical products, energy resources, and high-technology products. This entails that the oceans are under pressure by different activities: navigation, fishing, oil and gas exploration and production, renewable energy development, laying of cables and pipelines, marine scientific research, bioprospecting, and deep-sea mining for minerals and metals. The growing demand for essential minerals and metals such as cobalt, nickel, zinc, copper, and manganese, seen in tandem with technological advances in deep-sea mining, makes the latter an increasingly attractive activity, both in areas within and beyond national jurisdiction. At the same time, the further development of deep-sea mining adds to the problem of the competing uses of maritime space and accentuates the need to balance and articulate the interests of the different users of the seas (States, sponsored deep-sea mining investors, oil and gas investors, fishermen, shippers, etc.). Furthermore, as deep-sea mining activities increase and move on to an exploitation phase so does the possibility of new disputes (for instance during deep-sea mining exploitation a communication’s cable is severed, a vessel conducting deep-sea bottom fisheries damages deep-sea mining equipment, etc.).

On 13 July 2000, the ISA adopted the Regulations on Prospecting and Exploration for Polymetallic Nodules in the Area. The first contracts for such exploration were issued by the ISA the same year. The duration of exploration contracts is 15 years, after which the contractors are expected to go into exploitation. In 2013, ISA with the LTC initiated the process for developing the regulations for exploitation, and are currently working on the first draft to put forward for the Council. In the meantime, the first seven exploration contracts have expired, and been given five years extensions in order for the contractors to get ready to apply for exploitation contracts. According to the current draft of the exploitation regulations, an application for an exploitation contract shall be accompanied by all data acquired during the exploration phase, a mining plan, a financing plan, and a set of environmental plans (i.e. an environmental impact statement, an emergency response and contingency plan, environmental management and monitoring plan, and a closure plan). All of these plans have to be based on substantial scientific and technical data and information. The mining plan requires geoscientific data regarding the mineralogy and grade of the nodules, and the physiography of the mining site as a basis for the consideration of critical aspects, inter alia for making reliable resource estimations, design the mining operations, and forecast revenues. The environmental plans require the input of a substantial set of bioscientific data and information on the exploitation technology in order to establish base-lines, and monitor and evaluate the effects of the mining operations. Under the exploration contracts, such scientific data have been acquired and reported on an annual basis to the ISA. Some testing of mining equipment and experiments on the extraction of metals have also been performed by some contractors. These scientific and technical data from the exploration phase will be the basis for the for the preparation of the studies, plans and documents required for the applications for exploitation. No time frame is specified for the preparations of an application but it must be assumed to take place before the expiration of the exploration contract.

Field observations and sampling of land-based and submarine hydrothermal and geothermal sites show a definite link between the geological setting, fluid geochemistry and specialized assemblages of microorganisms found at these settings. Three initial sites have been chosen as a basis for these studies. The first site is located on hydrothermal vents in pit craters on the submarine volcano Lo?ihi (Hawai?i) at a water depth of 1,300 meters. The second site is within the geothermally active vents, ponds and lakes of the Taupo Volcanic Zone of New Zealand. The third site extends along the chain of volcanically and hydrothermally active volcanoes of the Kermadec-Tonga arc and back-arc system. To focus our work in New Zealand, a geomicrobiology field and experimental center has been established in Wairakei, New Zealand, with the relevant genomics, proteomic and bioinformatics work being conducted at the University of Hawaii. As part of a partnership between the University of Hawai?i, the Institute of Geological & Nuclear Sciences (GNS) and Victoria University of Wellington, a new interdisciplinary graduate course in geomicrobiology will be taught at Victoria University beginning next year. Since mineral-microbial interactions have been occurring for the past few billion years and these interactions have led to where one generates the other, a metal-bacteria research program has been initiated at GNS using arsenic-gold and other metal-bacterial interaction processes as a research objective. In this research program, we have completed the full genome of a new species of marine bacterium Idiomarina loihiensis from the Lo?ihi hydrothermal vents and identified specialized microorganisms living in pH 0.3 geothermal vent waters of White Island, New Zealand. The multidisciplinary approach to study the process of accumulation of metals in the hydrothermal systems clearly shows the path of how bacterial-mineral interaction can precipitate metal deposits. These studies will lead to new avenues for biomining, bioremediation and the understanding of the origins of life.

Six active Kermadec Arc submarine volcanoes located between 34°S and 36°30?S were mapped and sampled by an interdisciplinary inter-institutional research team between April and July 2005 using submersibles Pisces V and Pisces IV aboard the mother ship the RV Kai?mikai-O-Kanaloa. The purpose of the expedition was to study the relationship between hydrothermal activity, formation of hydrothermal mineral deposits and the biodiversity of life associated with the hydrothermal vents. Of the volcanoes examined, all showed evidence of hydrothermal activity, plume production and helium anomalies. Only two of the volcanoes, namely Brothers and Clark, showed chimneys and surficial poly-metallic sulphide deposition. Hydrothermal venting at a water depth of 1700 meters within the base of the northern wall of the summit caldera of Brothers Volcano has produced a field of chimneys, some of them 5 metres high with black smokers venting. Temperatures of 300°C were measured within the active vents. Clark Volcano has a double cone summit at a water depth of 875 metres. The shallowest cone has a near-summit hydrothermal vent field with 5-meter high venting chimneys and smaller structures around the periphery. Water temperatures of 200°C. Geochemical and petrological analysis of the massive poly-metallic sulphide samples taken from Brothers and Clark show a diversity of mineralogy. This diversity is clearly a function of hydrothermal water temperature. Chimneys sampled from Brothers are pyrite and sphalerite dominant with lesser chalcopyrite. Sulphides from Clark Volcano tend to be barite rich with lesser sphalerite and pyrite. Sulphides from Brothers Volcano have a range in gold composition of 4 to 58 ppb with silver composition of up to 38 ppb. A mineral formation model for the volcanoes suggests hydrothermal fluid boiling within the volcanic edifice for those volcanoes with shallow summits and massive sulphide deposition with the edifice as well. Surficial deposits include native sulphur and lower temperature oxides. Only the deeper water Brothers Volcano shows massive sulphide deposition along the marginal faults of the caldera floor.

The occurrences of polymetallic minerals within the Exclusive Economic Zones (EEZs) of many Pacific Island Countries (PICs) have been confirmed through marine scientific researches and seabed minerals exploration in the last forty years, and are increasingly being recognized by nations as a future potential source of revenue and economic development. For many of the smaller PICs, this may represent the only exploitable natural resource sector apart from fish. SOPAC (then under the CCOP/SOPAC) was actively involved with deep sea mineral exploration in many countries in the South Pacific between the 1970s and early 1980s that led to the discovery of a number of seabed mineral occurrences within the EEZs of these countries. In collaboration with SOPAC, a number of multinational consortia and national agencies were involved in this early stage of seabed mineral prospecting in the region. This was followed by a twenty-year (1985-2005) marine mineral prospecting in the Pacific through the collaborative effort of the Government of Japan and SOPAC as well as the Ridge 2000 program. Other mineral prospecting and marine scientific research initiatives have been conducted in recent years and the most notable one is the Nautilus Minerals advanced exploration in the Manus Basin in PNG. Based on the results of previous exploration, a number of countries in the region with moderate to high deep sea mineral resources potential are identified. Seafloor Massive Sulphide deposits have been confirmed in PNG, Tonga and Fiji while the Cook Islands and Kiribati have high manganese nodule resources potential in addition to significant occurrences of Cobalt-rich Crust within the EEZs of the Marshall Islands and the Federated States of Micronesia. Despite the recent surge in deep sea minerals interest and activity around the Pacific, specific policy, legislation and regulations necessary for the governance of deep sea mineral resources are lacking. Also lacking is the specific technical and human resources capacity essential to ensure that PICs are able to effectively manage these seabed resources. Consequently, SOPAC under the EU funded Deep-Sea Minerals (DSM) Project will work with Pacific ACP States to develop a regional regulatory framework from which they can develop their national frameworks for the sustainable management of their marine mineral resources. The work is of critical importance if PICs are to have effective environmental, fiscal and social management instruments in place for the exploration and exploitation of deep sea minerals that could support economic growth within the region as a whole.

The Chilean part of the archipelago of Tierra del Fuego, situated south of latitude 62o S, is within that country?s Región de Magallanes y Antártica, and separated from the remainder of Chile by the Magellan Strait. In recent geological history several phases of Quaternary age glaciers originating in the Andean and Dawinian Cordilleras eroded assumed primary gold deposits and entrained their related alluvial deposits. Piedmont glaciation extended to the east and south over m0st of the land and beyond the present-day coastline into extensive areas exposed during the resulting lowered relative sea level. During interglacials particulate gold incorporated unevenly in the widespread drift, till and moraines was fluvially released and concentrated into streams and flood gravels. Coastal erosion enriched various beaches with gold. From 1868 onwards Tierra del Fuego hosted a major gold rush whereby early, labour intensive, beach mining eventually developed into inland dredging. But continued mining activity was interrupted and then terminated by several external factors. Most miners, always seeking ?greener pastures?, joined the rush to the new discoveries in the Klondike (1896) and Nome, Alaska (1899). In 1904 the international boundary, established in 1881, became the subject of a major dispute not settled until 1984, The Panama canal?s opening in 1914 turned Tierra del Fuego, previously on the Pacific-Atlantic shipping route, into a remote backwater. World War II brought opposing foreign naval forces to the actual islands where most gold had been taken from the beaches. It also crippled the dredging industry which lost its coal supply and never recovered. Nevertheless, some small scale mining continues to this day.
