There has been a recent surge of interest in existing and proposed institutional mechanisms that would govern the exploration and disposal of nonfuel minerals within the U.S. ocean jurisdiction. The Minerals Management service, a bureau of the Interior Department, has begun to promulgate regulations to allow the exploration and leasing of lands for nonfuel mineral development on the outer Continental Shelf of the united States. At the same time, a bill has been introduced in the U.S. Congress that would create a new ?national seabed? and authorize the allocation of exploration licenses for marine nonfuel minerals. Because only limited efforts have been devoted to the discovery of marine nonfuels in areas beyond the territorial sea of the United States (and no production has occurred), exploration and the generation of resource information are two primary foci of these regulatory and legislative efforts. Generally, minerals exploration activities (and associated R&D on exploration and production technologies) are eligible for the same institutional incentives available for other industrial efforts, including tax preferences for research and experimentation, patent protection, small business innovation research grants, and even the new leniency in antitrust rules

A unique concept for a self-cleaning filter system has been designed and constructed which utilizes acoustic energy, coupled hydraulically with a subject liquid media, and a fine mesh screen to perform the following: 1. separation of solid suspended particles from a host liquid through the breakdown of surface tension; 2. enhanced filtration of liquid fraction from the solids fraction to specified limits, retaining a specified size range of solids, and; 3. continuous cleaning of screen, preventing screen blinding and promoting a continuous filtration process. The concept is the product of a cooperative program between the Marine Minerals Technology Center, Continental Shelf Division, and the Moscow State Mining University. The physical principals involved in the separation, filtration, and screen cleaning processes primarily relate to the characteristics and properties of the applied acoustic energy and the influence of this energy on the solids/liquid mixture. The acoustic energy introduced to, and acting on and throughout, the whole volume of the solids/liquid mixture, within the vessel body at any given time induces hydraulic pressure waves, which may be further described in simplest form as positive and negative semiperiods (which may or may not be equal in amplitude or period) of the basic wave forms. The processes involved may be considered in two phases. The first phase relates to the process of separation in which the acoustically induced force of acceleration manifests as vibro-agitation (thresh- old of cavitation) and possibly cavitation is the primary factor in the breakdown of surface tension between the solid particles and suspending liquid; i.e. water. In the case of compressible organic solids, the separation of liquid by squeezing may also be a factor.

This study presents a model to predict fate of resuspended sediment in the development of deep-sea mineral resources including manganese nodules under Clarion-Clipperton area of the Pacific Ocean. The manganese nodules are expected to be developed near future and major research is undergoing in Korea recently concerning many aspects of the mineral resources development. One aspect is about environmental concern related to the deep-sea development, and a major environmental problem is the resuspended deep-sea sediment. In order to quantitatively analyze the resuspended sediment in the water column during the deep-sea development, particle size distribution (PSD) was considered an important factor in this research. The model developed here includes PSD and coagulation process, as well as sedimentation process. The model is one dimensional in the vertical profile, and was designed to describe the change of particle size distribution in the water column in the given vertical point. Based on the mathematical modeling, a numerical model was developed. Using the model, basic simulation was performed under representative environmental setting of the deep-sea environment. The simulation showed the dynamics of change of particle size distribution for 50 m depth of water column from the deep-sea bed, up to 10 days of simulation time. The simulation results indicate that coagulation seemed an important factor in the fate of resuspended deep-sea sediment. As a result, this research shows that the particle size distribution approach, as well as considering the coagulation process, is needed and may be effectively applied to environmental impact analysis of deep-sea resuspended sediment. China, India and South Korea are three developing/newly industrialized countries that can show a very positive economic development in latter years. Moreover the three countries also feature amongst the countries with the highest level of activity in deep seabed mining today. India was the first country to achieve Pioneer Investor status in accordance with the UN Convention on the Law of the Sea. The country has carried out comprehensive exploitation of nodule deposits in the Central Indian Basin. India has an active programme for development of mining technology and internationally, India is probably the leading nation today as far as processing technology is concerned. China for its part has established a central coordination unit for its deep seabed involvement and its exploration and technology development is already well underway. South Korea has applied for Pioneer Investor status and much indicates that it will be allocated its own minesite in the autumn of 1994. The three countries are in mutual contact in the area of the Law of the Sea. Korea contacted both China and India when drawing up its application for pioneer investor status and allocation of minesite. However, no cooperation exists between the three regarding for example technology development, economic analysis or in studies of the environmental consequences. The main purpose of this paper is to focus on why and how the three countries would be well advised to cooperate in the above areas. Economic, technological and organizational aspects all point in that direction.

Submarine hydrothermal mineralization occurs in at least three locations along the Hellenic Volcanic Arc in the Eastern Mediterranean Sea. Weak hydrothermal discharges occur off Kos and Nisseros at the eastern end of the arc and off Milos at the western end. In both cases the hydrothermal solutions are rich in iron and manganese and are precipitating iron oxides variably enriched in minor elements. This points to the likely presence of sulphide minerals at shallow depth below the sea floor at these locations. By contrast, at Santorini, in the centre of the arc, the hydrothermal discharges are much stronger and rate of deposition of the hydrothermal minerals much greater. Indeed, in one of the two hydrothermally active embayments off Santorini (Nea Kameni) hydrothermal deposits are accumulating up to five times as fast as in the Atlantis II Deep of the Red Sea. Radiocarbon dating indicates that these deposits have been accumulating for about 100 years. In the other embayment off Santorini (Palaea Kameni), hydrothermal deposition has taken place over a longer period (more than 1,000 years) but the deposits are not so hydrothermally enriched due to the simultaneous deposition of biogenic silica and detrital mineral with the hydrothermal deposits. The observed pattern of increasing intensity of submarine hydrother¬mal activity from the extremities of the arc towards its centre argues for additional hydrothermal mineralization on poorly explored areas of the sea floor between Milos and Santorini and between Kos and Santorini.

In a context of scarce mineral resources, coupled with an increasing global demand in metals due to the exponential growth of newly industrialized countries, the mining industry will inevitably have to deal with tomorrow?s resources: underwater deposits. Three types of offshore deposits are known to date: polymetallic nodules, cobalt-rich crusts and hydrothermal sulphides. The latter, regarding the political-economic context, is now considered most likely to be exploited in a near future. Operating a mine critically requires accurate knowledge on geotechnical properties of the ore. A question is thus to be asked: Is there a particular spatial organization of geotechnical properties in a hydrothermal sulfide mound? In the present study, geotechnical properties have been measured for 29 sulfide samples of known origin, completed by 14 measurements on Western Pacific specimens from Yamazaki et al. (1990) and Yamazaki and Park (2003). From these geotechnical data on 43 sulfide samples, we can provide some answers to this question above, crucial for future exploitation of underwater mines.

Placer minerals are one of the rich natural resources readily made available primarily and broadly in the form of inland placers, beach placers and offshore placers. The exploitation of placer minerals goes back in the history for a period of time immemorial in the form of alluvial placer mining. In India only 35% of coast has been scanned for beach placer minerals. The buried inland placers and offshore placers have not been given due attention. Integrated management and sustainable development of coastal and Open Ocean including the EEZ are of great importance to us. Judicious exploitation of non-renewable mineral resources plays an increasingly important role with regard to future economic and social development. This calls for newer techniques for exploring and analyzing more the seafloor. Though India could remain in the placer mining for the last four decades through the establishment of the Indian Rare Earth in both east and west coasts, the lack of necessary dynamism to expand such industry and catch the world market points out a significant setback. It is highly essential to establish the major trends of paleo-beaches, since some of them are definite to contain highly rich heavy mineral placers comparable to the one being mined by beach scraping. Placer deposits of heavy minerals occur in discontinuous patches on the beaches along the West Coast of India. In recent years the National Institute of Oceanography, India and the Geological Survey of India attempted to invest on nearshore placer exploration by applying the integrated survey techniques.

The discovery of rich alluvial diamond deposits on Namibia?s Skeleton Coast in 1908 began a period of intense exploration and mining off the coastal sand; and shallow surf zones. In the mid-60s a Texas entrepreneur, Sam Rollins took the search to the seafloor. The inhospitable conditions encountered made the early going difficult. After a slow start, the past 10 years have seen much progress in geologist?s understanding of the deposition mechanics and the use of sophisticated geo-physical and sampling techniques to aid in the discovery of economic deposits. Diamondfields, in a joint venture with BHP and Benguela Concessions, began an exploration program in 1994 for sea-bed diamonds off the Port of Luderitz in Namibia. This program has progressed to a mine development program with the potential of creating a 500,000 carat per year operation. The mining technologies being considered include state-of-the-art, remotely operated sea-bed crawlers and high volume dredges feeding to semi-mobile processing platforms. The company's objective is to use the best proven technology to create an environmentally responsible operation with the lowest fixed operating costs and the longest and safest weather operating window of any offshore operator working Africa's diamond coast.

Activities of Brazil in relation to deep seabed mineral resources development are carried out in the framework of two main national programmes. They are: (1) the Program for the Assessment of Mineral Resources of the Brazilian Continental Shelf (REMPLAC) and (2) the Programme for Prospecting and Exploration of Mineral Resources of the Area in the South Equatorial and Atlantic Ocean (PROAREA). REMPLAC aim to research and increase knowledge of the seabed and sub-soil, as well as to collect the necessary information to allow integrated management of the Brazilian Continental Shelf. Among the various research projects undertaken or planned on the framework of REMPLAC are: geology of the Brazilian continental shelf and adjacent ocean areas, organized in geological information system; digital bathymetric charts of the inner continental shelf at 1:100,000 scale; systematic research for sands, gravels, carbonates; placers, phosphorites, coal, cobalt-rich crusts, polymetallic sulphides and Gas hydrates. The PROAREA was prepared with three initial projects starting in 2010. One of them, the Project Geology of the South Atlantic and Equatorial organized in a Geographic Information System, aims to collect, collate, integrate and make available in a single environment all geo-referenced data and information available in Brazil and abroad on geology and mineral resources of the South Atlantic Ocean. The other two projects are for the research of cobalt-rich crust and polimetallic sulphides. These programme are developed with the participation of various segments of government agencies, research institutions and public enterprises. Marine scientific research and other activities from REMPLAC and PROAREA are carried out in partnership between the Geological Survey of Brazil, national research institutions from several Brazilian universities and the Directorate of Hydrography and Navigation from the Brazilian Navy.

Mining the deep ocean by the year 2000 may seem far fetched. The year 2000 is but a decade away, a scant 10 years. Remember, the youngsters of today will grow up in a little more than a decade and rebut the wisdom of the ages, especially the traditions of their elders. Rude perhaps, but none the less a fact of life. Ocean mining exhibits many of these same traits. We should all brace ourselves for some rude shifts in our rapidly moving society. Major shifts in economics, politics, and social orders are the rule of the day. Communism is in retreat, our own economic structures chaotic. So in this moment of cataclysmic change, a shift in the international market place of mineral resources should not be a great surprise.

Since 2013, GSR has undertaken 4 exploration campaigns, which focused on environmental baseline monitoring (marine biology), resource definition and technological change. The seabed nodule collection vehicle has a significant influence on the achievable production rate and is for that reason thought to be a serious risk in developing an economical viable mining operation. GSR is currently working on a pre-prototype of a seabed nodule collection vehicle. The program, called ProCat, started in 2015 and will take up to end of 2019. ProCat can be split up in 2 phases: ‐ ProCat#1 [2015 – Q2 2017]: separate parallel testing of the nodule collection- and driving mechanism (Tracked Soil Testing Device Patania I – TSTD Patania I). The trafficability was tested in-situ; the collection mechanism was tested in a laboratory. Phase 1 has been completed successfully in September 2017. ‐ ProCat#2 [Q3 2017 – end of 2019]: the knowledge acquired during the first phase was used in this 2nd phase. Both collection mechanism and driving mechanism were integrated into the design of a pre-prototype seabed nodule collection vehicle (Pre-Prototype Vehicle Patania II – PPV Patania II). This pre-prototype vehicle will be used for a simulated mining test in Q2 of 2019 in the GSR- and BGR license area. The main objective of the ProCat research program, and especially the 2nd phase, is to integrate the nodule collector on the tracked chassis and develop an operating vehicle causing minimal environmental impact hereby validating the requirements for a full scale polymetallic nodule collection vehicle in the actual operational environment of the CCFZ. Following the ProCat project, GSR is working towards a system-integrated mining test once exploitation regulations have been agreed by the ISA and its member States.

In September 2005 Williamson & Associates, Inc. delivered the BMS2 remotely operated seafloor coring system to the Japan Oil, Gas & Minerals National Corporation (JOGMEC). During acceptance trials aboard the JOGMEC research vessel R/V Hakurei Maru No. 2 the BMS2 successfully recovered 7.44 m of rock core in 3377 m water at a site near the crest of a seamount about 500 nm SE of Japan. Hydrogenous ferromanganese oxide crust, basaltic lava, sandstone and volcanic sediments were sampled with near 100% core recovery. The BMS uses rotary rod coring tools to collect samples to a maximum depth of 30 m in water depths up to 6000 m. Depending on bottom type to be sampled, the BMS tool magazine can be loaded with various drilling tools including core barrels with different bit types, drill rod and bore hole casing. The drill has 9 video cameras, a suite of sensors and 60 hydraulic functions powering thrusters, telescoping legs, seawater pumps and all of the standard drilling controls. The BMS provides deep water investigations with the functionality of conventional diamond bit rod drilling currently the mainstay of exploration programs in land mining.

The Company Bauer Maschinen is very well known in the field of specialist foundation equipment. In the diaphragm wall market, we have experiences both in manufacturing and executing projects all over the world since 1984. We have a population of more than 300 units working all over the world in all climate and soil conditions. Especially for hard soil and rock conditions, we have developed several cutting tools and systems to optimize the performance, e. g. the “flipper tooth” Besides the execution of land based foundation projects, we have performed our firs offshore project with the trench cutter in 1994. Our task was to take samples out of the alluvial soil off the coast of Namibia in a water depth of max. 200 m. We converted a drill vessel and launched the cutter thru the moon pool. The samples had a cross section of 3,40 m² and a max. depth of 5 m. They were used to estimate the content of diamonds. The first time, we reached the seabed of the deep sea was together with our seafloor exploration rig MeBo, where we can take cores up to a length of 160 m in a maximum water depth of 4000 m. With our customer MARUM, we have done several expeditions since 2005. The last expedition took place in the Black Sea to explore gas hydrates.

"Seafloor massive sulfide (SMS) deposits are a new frontier in global metal resources. Hydrothermal chimney’s (black smokers) precipitate Cu, Zn, Ag and Au rich from hot fluids (>250°C) during interaction with cold seawater ~2-4°C. Here we compare the sulfide mineralogy and geochemistry of Cu-sulfide chimney samples from two different tectonic locations: Solwara 1, a Cu-rich, transitional arc-back arc (Arc-BA) type SMS ore deposit and; Ashadze-1, a Cu-rich, ocean ridge type SMS deposit (Hannington et al., 2011).This work represents the first stage of a project aimed at investigating and understanding the significance of high Cu concentrations in SMS systems. Comparing these particular systems is significant because they share critical similarities despite being located at different seafloor depths, hosted in different rocks and are located in two different endmember tectonic environments. Critical similarities include: 1) age of mineralization, ~6000 years to current (Firstova et al., 2016; Johns et al., 2014); and 2) high copper contents, with chalcopyrite dominating sulfide mineralization (Firstova et al., 2016; Lipton, 2012). The reason for high Cu concentrations in both of these locations is still not entirely understood. The youthfulness (<6000y to current) of both locations is important because it reduces the possibility of increased zone refining, allowing us to understand the source characteristics better. This research will advance our understanding of the copper systematics of SMS systems by investigating and comparing the mineralogical and geochemical signatures from two, Cu-rich, end-member type SMS sites."

The particles that make up the deep-sea sediments have two main sources: 1) those that are created in situ from dissolved components and 2) those that are washed into the ocean in solid phases from the continents, atmosphere, space and interior of the Earth. Many particles as they sink through the water column reaches the seabed and are known as pelagic sediments with terrigenous, biogenic, authigenic, and cosmogenic components. Among the minerals found in the terrigenous fraction of pelagic sediments are quartz, clay minerals, feldspar, micas, ferromagnesians, and the biogenic fraction with remains of siliceous organisms, such as, radiolarian and diatoms. The chemical nature of marine sediments is controlled by the contribution of particulate matter derived from various sources with varying compositions for the fixing of elements during deposition and the compositional changes carried out within the sediments during diagenesis. The need for improved, high confidence estimates of nodule abundance to support mine permitting, detailed mine planning and mining and processing equipment design is evident. To date, physical samples represent the ?Gold Standard? for nodule abundance measurement, and are likely to remain as such. However, there are some interesting improvements in the area of 3-D scanning which, if marinized for operations at 6000m, may prove to be reliable alternative methods for mapping abundance over large areas particularly if calibrated or benchmarked with physical sample data. . Features of a high confidence physical sampling device, such as the 0.75m2 (0.86m on a side) box corer developed and successfully used by the Kennecott Group for exploration in the CCZ, take into account not only the accuracy in nodule sample collection but a host of other operability considerations which can mean the difference between a successful exploration cruise yielding high numbers of large area samples and one in which few, inaccurate, often inconclusive samples are collected (or, even worse, the sampler fails to grab any nodules for any number of reasons). The collection of physical samples at appropriate spacing within a mine area combined with more qualitative indications of nodule density such as can be obtained using acoustic backscatter should prove adequate for the near term objectives related to overall abundance appraisal or estimates of ?indicated? resource. Looking ahead, exploration cruises will need to yield increasing amounts of data to support development of higher confidence resource abundance estimates to support issuance of mining permits and detailed design of mining plans and equipment. "The Atlantis II Deposit comprises metalliferous sediments (Zn+Cu+Ag+Au) accumulating in a composite, axial basin, 2,000m beneath the surface of the Red Sea. The basin contains warm, highly saline water. It is located approximately half way between Jeddah and Port Sudan within the Exclusive Economic zones of Saudi Arabia and Sudan. The Deposit was discovered in 1963 and evaluated by drilling in the 1970s and 1980s. This phase defined an initial resource of approximately 90Mt. More recent estimations have refined this figure to an Inferred Resource of approximately 80Mt (CIM compliant).The Mining Licence to develop and extract the Atlantis II Deep Deposit was granted to Manafai International Trade in 2010 by the joint Saudi-Sudanese Red Sea Commission. Manafai is poised to embark on a renewed phase of exploration and evaluation, including the completion of a Definitive Feasibility Study (DFS) and leading to the successful exploitation of the Deposit in a safe, environmentally sound, economically viable and socially responsible manner.The Deposit is forming in a complex basin adjacent the median rift, where sea floor spreading has operated during the last 5Ma. It is a Hydrothermal-sedimentary Deposit. The mineralised sedimentary rocks rest directly on sea floor basaltic rocks. They are produced by the exhalation of metal-rich, hydrothermal brines from fissures associated with the central rift and cross-cutting fracture zones. Up to 25m of metal-rich sediments have accumulated over an area exceeding 57km²."

Deepsea Mining will soon become a reality with Nautilus Minerals getting their equipment ready to mine SMS at Solwara 1 off the coast of Papua New Guinea. The vertical transport system (VTS) adopted by Nautilus consists of a riser hanging ‘freely’ from the mining production vessel with a lifting pump unit suspended at its lower end. A compliant jumper connects the pump to the seabed crawler without restraining its movements. In this free-hanging VTS arrangement, the vessel can be re-positioned to follow the crawler should it want to extend the mining area and start stretching the jumper. A recently proposed alternative to this is a free-standing VTS whereby the riser is grounded on the seabed with a base and maintained in an upright position by distributed buoyancy modules or a buoyancy tank at the top. A compliant jumper connects the seabed crawler to the riser base, and another connects the riser top to the vessel. In this free-standing arrangement, the entire VTS can be lifted clear of the seabed for relocation to a new mining area. This paper will describe the important features of the two options and discuss the advantages and disadvantages in respect of riser dynamic behavior, water depth, weather and mining windows, pump maintenance, installation and retrieval, continency measures, etc. The two systems will also be appraised separately for mining SMS and SMnN deposits.

"The most promising deep-sea mineral resources for exploration in the Area (beyond the limits of national jurisdiction) are polymetallic nodules, cobalt-rich ferromanganese crusts and polymetallic sulphides. These marine minerals have different characteristics in their distribution, geological setting, grades of metals and genesis. Considering future exploitation of nodules, crusts and sulphides such parameters as estimated resources, specific mining operations and ore processing are different as well.Comparative analyses of deep-sea mineral minerals as well as onshore and offshore resources will be discussed in the paper."
