One of the main outcomes of a capital project is the reliability of a new plant, system or equipment. During 20 years of experience working in various capital projects for the mining industry, the author experienced failures which have caused significant losses to Owners, in many cases amounting to millions of dollars and almost jeopardizing entire projects. Often, failures were related to faulty design, shop fabrication and/or construction. Therefore, significant opportunities exist in the Mining Industry to improve the success rate of capital projects, improve on-line time at start-up, minimize the occurrence of unplanned maintenance due to equipment failures, and all this with positive contribution to health and safety. This paper presents some examples of failures and how they could have been prevented by proper Quality Assurance methodology. It also discusses some of the main challenges in the implementation of such methodology, including awareness of the Materials discipline and availability of trained Engineers.

"Although there have been great steps forward to integrate corrosion engineering into operations, there is still an underlying tendency for maintenance tasks to be performed in a reactive manner. This is especially true when strategies focus on lagging indicators such as visual inspections, RCA (root-cause analysis), and FMECA (failure mode, effects and criticality analysis). This trend to “reactive maintenance” can be avoided by utilizing more inspection and monitoring methods to identify leading indicators of failures. Prevention is generally less costly than repairs; moreover, when paired with appropriate monitoring techniques, intervention of corrosion protection can be more effectively timed and based on more accurate data. Hatch asset reliability studies show nearly 80% of defects are introduced through operations and maintenance. Therefore, proactive corrosion management can provide the necessary feedback to optimize operations and maintenance strategies preventing costly corrosion losses. Understanding corrosion risks gives a clear picture of the benefits of a proactive approach to asset performance. Monitoring techniques (Non-Destructive Testing, field testing, sampling, etc.) by nature are a more effective means of improving maintenance efforts and preventing corrosion losses than other methods (RCA, FMECA). This paper will outline the importance of proactive corrosion management and demonstrate its benefits through industry examples.INTRODUCTION Over the past few decades, with the growth of technology and awareness of sustainable development many studies have shown the benefits of a proactive approach to maintenance strategies. "Kidd Creek Mines places approximately 10 000 tonnes of consolidated rockfill (CRF) daily. Consolidated rockfill comprises sized aggregate mixed with different ratios and amounts of binders. Consolidated rockfill is employed to simplify subsequent pillar recovery and provide improved passive/active ground support.The consolidated rockfill is designed to sustain not only the gravitational loading of the overlaying fill material, but also to some extent the dynamic loading applied during blasting of the adjacent stopes and/or pillars. This paper describes the steps taken to optimize the pre-sent fill system at Kidd Creek Mines.The emphasis is on four areas which have high saving potential: lower cost alternative binders, structural design, quality control measures, in-situ testing techniques for back analysis. A consolidated rockfill design optimization chart was developed from these investigations."

Mr. B. Neilly: A week or so ago the Secretary was good enough to forward me an advance copy of this paper by Mr. Logan and it was suggested that I comment on it at this meeting. At that time I was not very certain that I would be here, so I committed my thoughts to paper. As a matter of courtesy to Mr. Logan, I sent him a copy of my proposed remarks and I would like to give you just what I sent to him. Appreciating fully Mr. Logan's ability and many sources of information, one naturally hesitates to question anything seriously set forth as his considered opinion. Neither does one of my political stripe like to accuse him of being too 'conservative.? However, in places his paper reminds me of another general manager of a Canadian bank. While I was still Secretary of the Ontario Mining Association, this general manager wrote asking for our forecast on the current year's mineral production, stating that he proposed to refer to such production figures in his annual address to his shareholders. The request was considered very complimentary to the Ontario Mining Association and, in my opinion, justified a great deal of serious study and effort. Finally, the estimate was prepared and forwarded, showing a modest increase over the previous year's total. Picture our surprise and chagrin on reading his address to find that he predicted not an increase but, if you please, a decline of over $10,000,000. Before I cooled off I wrote asking the basis of such a prediction and got a reply to the effect that men in his position had to be ultra conservative in picturing the future.

"The limited development and application of new technologies to narrow-vein mining is currently impeding progress in the industry to a point where productivity, working conditions and operating costs have reached a critical stage in many Canadian mines.In an effort to foster the emergence and application of new technologies, Université Laval, together with other organizations, has carried out a R&D project focussed on the need of identifying new development pos5ibilities and of facilitating the transfer of technology in matters related to underground mining methods and machinery.The first phase of the study consisted of an in-depth assessment of current practices and problems in narrow-vein mining. The second phase was a state-of-the-art survey of mining methods and equipment, together with proposed modifications and innovations. The third phase of the project concerns the experimental development as well as the principal application of various proposed technologies.This paper presents an overview of the organizational, technical and strategic considerations which guided the University group and it serves as well to introduce a newly-published brochure, entitled ""Underground Mining Techniques of Vein Deposits"", which summarizes such work to date. More specifically, a perspective of technological developments applicable to narrow-vein mining is presented."

"A hoisting plant design should satisfy two basic requirements:1. to provide the necessary materials handling capacity, including ventilation where applicable, while meeting the requirements of good practice and, as a minimum, government regulation; and2. to optimize the economics of the project. Selection of hoisting equipment to meet the first objective is a complex but logical engineering process. The necessary calculations of payloads, accelerations, speeds, rope strength, hoist size, and power requirements are very readily carried out on computers or programmable calculators. A variety of hoist options can be quickly examined to assess the effects of changes in design parameters.Meeting the second requirement involves balancing the costs of various hoist arrangements and shaft designs, together with the time cost effects of differing shaft sinking rates and potential advances to be gained by concurrent level development. The proposed mine layout is significant here, as is the possibility of future shaft deepening and/or production increase. The availability of used equipment may be significant, both as regards first cost and delivery time. The factors are interactive, with their relative effects .varying from project to project. This paper sets out the primary factors to be considered."

Introduction During recent years the work of the Geological Survey in northwestern British Columbia has been in the nature of reconnaissance and exploratory mapping, largely for the purpose of gaining knowledge of the potential mineral-producing zones known to occur along the eastern side of the Coast range, and also to gather such data as might facilitate their exploitation. Commencing with fairly detailed mapping in the more accessible parts, the work has been continued and expanded until now an understanding has been gained of the more general features of a continuous section along the range for a distance of about two hundred miles. Geographically, northern British Columbia is more or less isolated. It is cut off from the central part of the Province by a rugged and mountainous country which, except for the telegraph line and a rarely travelled trail along it, is not penetrated by any developed routes or lines of communication. To the west, it is cut off from the Pacific by the Coast range, an extremely rugged area sixty to eighty miles in width which, except along the few navigable rivers cutting across it, cannot be readily traversed. Politically, it is further isolated in this direction by the narrow strip of south-eastern Alaska which borders the coast and extends inland to the axis of the range.

The Outotec® Ausmelt Top Submerged Lance (TSL) Process has achieved widespread commercial acceptance over the past 40 years for the processing of copper, nickel, lead, tin, zinc and precious metal bearing feeds. The continual development and evolution of the technology during this period has resulted in a more intense smelting process with higher energy efficiency and lower operating costs. More recently, considerable effort has been invested in decarbonisation of the process through improvements such as increased oxygen usage, dry feed injection and use of low-carbon auxiliary fuels. This paper covers a number of these recent advances to the technology and highlights their impacts on energy consumption and CO2 emissions for a range of non-ferrous smelting flowsheets. INTRODUCTION Relentless demand for improvements in the profitability, safety and environmental performance of non-ferrous smelting plants has driven a continual development and evolution of processing technologies in this industry. In response to these demands, a number of bath smelting technologies have emerged over the past 40 years and have been implemented for the treatment of primary and secondary feedstocks. The Outotec® Ausmelt Top Submerged Lance (TSL) Process (henceforth Ausmelt Process) is one such bath smelting technology which has been widely adopted in a large number of greenfield projects and brownfield plant modernisations (Wood & Hughes, 2016). Emissions of CO2 from the production of non-ferrous metals represent approximately 4-5% of global totals (Rankin, 2012), comparable with the almost 10% attributed to iron and steel production. Despite significant improvements in the energy efficiency of modern smelting technologies (Coursol, Mackey, Kapusta & Cardona Valencia, 2015), primarily through increased oxygen usage, further innovation and development is still required to address their reliance on fossil fuels such as coke and coal. Transformation of the non-ferrous smelting industry to low-carbon technologies and process flowsheets is lagging behind the power and transport sectors, which have witnessed significant growth in clean/renewable energy technologies to reduce CO2 emissions and address the issue of anthropogenic climate change (IRENA, 2018; IEA, 2018).

Pavement condition assessment is an indispensable constituent in maintaining roadway infrastructure. Current practices for pavement condition assessment are labor intensive which introduce subjectivity in pavement rating and are time consuming. Automated methods rely on full 3D reconstruction of the pavement surface which introduces high equipment and computation costs. This paper presents a methodology for detection of patch type distresses in asphalt pavement images. This method uses filtering and histogram equalization for clearing and enhancing the image accordingly. It continues by applying the morphological process of closing, along with some rules based on the characteristics of a patch when captured in an image, to finally detect the area it occupies. Criteria for area, length, and width of a patch as seen in an image are taken into account to decide whether a probable patch is actually a patch. The method has been implemented in C#. The preliminary experiments demonstrate it produces promising recognition results

NO. 3 winze, the sixth shaft to be sunk on the San Antonio property, is practically a duplicate of No. 3 shaft, which was the main shaft prior to the installation of the larger hoisting equipment in 1939. It is collared on the tenth, or 1,500-ft., level, and goes down vertically to the sixteenth, or 2,500-ft., level, with a loading pocket, spill pocket, and sump below this. It is 1,000 feet east of No. 3 shaft. All ore, men, and materials are handled through the latter. The winze location with reference to the rock formation is shown in Figure 1. (In plan, this section strikes N.30°E. and cuts most of the main orebodies of the mine normal to their strike.) It is collared eighty feet inside the footwall contact of the basalt and cuts through it before reaching the eleventh level. In this location there will be no ore tied up in shaft pillars, as the closest ore to the shaft is on the tenth level, and here it is eighty feet northeast of the collar. The winze headframe and hoist-room straddle the main haulage to the No. 3 shaft, on the tenth level (see Figure 2). At no time during the excavation for the headframe and hoist-room was the general routine work of this haulage held up.

"The old conventional process to produce lithium raw material dates from 1954 (CA patent #504477A). This process produces low purity lithium carbonate (Li2CO3) only. To obtain battery-grade carbonate, another polishing process is needed. To further obtain lithium hydroxide, another chemical conversion process is needed. That is why historically, the value of lithium hydroxide has always been higher than that of the lithium carbonate precursor. With the old conventional process, the low quality lithium carbonate is precipitated from a lithium sulfate solution (Li2SO4) by adding soda ash (sodium carbonate and its impurities). The resulting reaction produces significant quantities of sodium sulfate (salt cake) as a by-product with amounts larger than the impure Li2CO3 recovered with part of the soda impurities. When this conventional process was invented, the salt cake by-product was not an issue: it was discarded in a river near the plant. This practice cannot be done today in North America. While looking to find a solution for salt cake, electrolytic salt splitting of Na2SO4 into NaOH and dilute sulfuric acid appears as a technically feasible solution to get a rid of the salt cake. However, the sodium sulfate salt splitting process has difficulties to economically compete with the chlor-alkali process, which produces millions of tons of NaOH from sodium chloride (NaCl) every year.In contrast, the process developed by Nemaska to directly produce LiOH by Li2SO4 salt splitting not only solves the environmental problems related to the conventional process to produce lithium carbonate raw material, it also produces very high purity lithium hydroxide monohydrate directly at very competitive OPEX cost in comparison with industry peers (Figure 1). It also drastically reduces the amount of reagent and the direct greenhouse gas emissions."

Sedimentary and volcanic rocks of the Timiskaming series trend west-ward across the property of the Upper Canada mine, forming part of the north limb of a regional syncline which is truncated on the south by the Larder Lake fault zone. A wide zone of schistosity strikes east-west through the sediments and volcanics. The central portion of this zone is occupied by a system of narrow gouge-filled fractures in highly altered rocks, mainly tuff, trachyte, trachyte porphyry and syenite porphyry. The alteration zones have developed through repeated stages of deformation and accompanying metamorphism. The initial stages were marked by carbonatization and sericitization, followed by silicification and the introduction of minor amounts of sulphide minerals. Gold was finally de-posited in relatively late fractures within silicified zones and pyrite. Repeated movements along the Up-per Canada break have offset post-ore dykes of minette and diabase, and have resulted in minor displacements within the orebodies.

"Developing a gold deposit of this magnitude in the Amazonian jungle of Guyana posed many challenges. This paper describes not only the process & logistical challenges arising from the remote mine site location in a tropical environment with a local industry unaccustomed to recent large scale gold mining operations, but also the innovative technical solutions employed to address the unique ore body characteristics. The best examples of this approach were dealing with the initial high clay content saprolite ore from the development phase and primary mining pits whilst ensuring that the design also implemented the right method to deal with the future fresh rock in an environmentally sensitive habitat. In order to do this separate individual crushing flowsheets were generated, focusing on the specific material handling equipment that would be suitable to handle these various types of material and ensure high recoveries were maintained.INTRODUCTIONAurora gold mine is located in forested region of Guyana, 170 km west of capital Georgetown, and 130 km West North-West of Bartica, a settlement at the junction of the Essequibo and Cuyuni Rivers.The Aurora gold project (Aurora) is a 5,000 tonne per day open-pit/underground operation, which will produce a total of 3.29 million oz. gold – averaging 194,000 oz. per year – over an initial 17 year mine life. At the final investment decision in 2014 Aurora had a total resource of 6.54 million ounces in the measured and indicated categories (62.83 million tonnes at 3.24 g/t Au) as well as additional 1.82 million ounces in the inferred category (16.93 million tonnes at 3.34 g/t Au)."

"The mine operator has two prime objectives when he operates a mine: (l) the mine must be safe, and (2) the mine must operate with the lowest possible costs. The operator constantly faces a dilemma; if he is over cautious with regard to safety, his costs may be very high, and if he is over-zealous in trying to reduce costs, the safety of his operation may be jeopardized.Modern bulk mining methods rely heavily on high productivity non-entry stoping techniques (e.g. open stoping, VCR, etc.). Such techniques have the advantage of removing the operator from the active and sometimes dangerous mining face and ofminimizing costly development. On the other hand, this generally results in a certain loss of flexibility in following irregular ore-waste contacts. If stopes are opened too large and/or are inadequately supported, severe dilution with resulting escalating costs usually results. If initial access drift support is inadequate for latter mine induced stresses high rehabilitation costs may also be incurred.Optimization of stope dimensions should logically occur as part of a general mine rock engineering program, within the over-all mine planning context. The same program should help highlight those areas where drift rehabilitation may be a problem.Whenever successful mining is performed, rock engineering is being applied, either by design or by chance. The cost implications of planned practical rock engineering as an integral part of mine planning and design can be very significant to the ultimate mining ""bottom line"". At Noranda Minerals Inc. allowable stope dimensions are derived using a combination of numerical stress analysis and empirical design techniques. This paper discusses the use of the above techniques and their limitations as tools for rock mechanics based stope dimension optimization. The potential cost implications of such design efforts within the general mine planning context are also addressed."

"The Ingerbelle and Copper Mountain deposits are located near Princeton in southern British Columbia. They are owned by Newmont Mining Corporation's wholly owned subsidiary, Similkameen Mining Company Ltd. The property includes the Copper Mountain mine, a former producer. Ore reserves recoverable by open-pit mining are estimated to be 76 million tons containing 0.53% copper. Production commenced during 1972 at a rate in excess of designed capacity (15,000 tpd). All of the known major copper deposits in this area lie in a 14,000- by 3,500-foot belt of Triassic volcanics (Nicola Group) that is situated between a well-defined syenitemonzonite- diorite stock on the south and a variable intrusive complex on the north. The Nicola rocks consist of andesitic tuffs and agglomerates with lesser amounts of flows and some lensy siltstone layers. The orebodies are essentially disseminated sulphide deposits, although fracture-fillings are also important in many areas. Total sulphide content is usually less than 5%. At lngerbelle, and at Pit 2 and most of Pit 1 at Copper Mountain, the sulphides are chalcopyrite-pyrite. In part of Pit 1 and most of the former underground mine they are chalcopyrite-bornite. At lngerbelle the predominant alteration associated with mineralization is a pale greenish-gray bleaching of the dark andesitic rocks. This has been identified as albitization, with lesser amounts of epidote, chlorite, biotite, scapolite and calcite. This bleaching is plentiful at Pit 2, but K-feldspathization is also evident here. These orebodies can better be classified with pyrometasomatic deposits than with typical porphyry coppers. Their relationship to intrusives, the probably extensive metasomatic replacements, the evidence of pneumatolytic activity, the formation and redistribution of magnetite, and the irregular distribution of mineralization are all characteristic of this class. Deep-seated faults probably acted as channelways for mineralization; fracturing, faulting and rock contacts influenced ore localization in detail."

"There is a very small fraction of wireless experts in the world with experience in underground installations and an even smaller fraction that have experience specific to building mine shafts. This is why in 2009, Redpath created its own system to meet the demands specific to shaft construction. Today, after a dozen shaft installations and several design iterations, Redpath has the expertise and experience required to implement a proper wireless system in any shaft configuration.This document will explain multiple proven wireless communication designs optimized for shaft construction and suitable for permanent use. This includes line of sight installations up to 1200m, short range mesh networks, and the latest patent pending Integrated Leaky Feeder Mesh Network. Additionally, this document will explore the lessons that Redpath learned in its effort to interconnect the people and tools needed to build a mine shaft.INTRODUCTIONAfter a decade of research, several design iterations and a dozen application examples, Redpath has resolved two wireless network architectures to best serve mine shaft construction projects.The long range line-of-sight (LOS) wireless network is the most cost effective and easiest to install, but requires an unobstructed line of sight between the working area and the shaft collar. As such, long range LOS is best suited for ventilation shafts or during the first phase of shaft sinking, before the shaft is equipped.Alternatively, a mesh network uses radios installed at pre-determined intervals in the shaft and on each conveyance. A wireless mesh uses antennas to bridge intervals between shaft radios, whereas Redpath’s integrated leaky feeder mesh network (patent pending) bridges these intervals with radiating cable, commonly referred to as a “leaky feeder” cable. Both of these mesh configurations can provide continuous reception for hoist conveyances travelling in shafts without line-of-sight, making them ideal for shaft equipping and even permanent installations in both mine shafts and lateral drifts.BACKGROUNDHoist operators receive operating commands using what are commonly referred to as “bell signals.” These instructions are delivered in a series of coded pulses on a spring returned pull cord or push button that is typically hardwired back to the hoist operator’s control room from one of many locations in the mine shaft. During the construction phase of a traditional mine shaft, a worker riding inside the sinking bucket would have to reach out to a pull cord installed on the shaft wall to send a stop command to the hoist operator. Today, Redpath’s modern shaft sinking projects use fully enclosed personnel carriers to protect the workers riding inside, specifically preventing workers from reaching out into the shaft while the hoist is in motion. The enforcement of this safety feature on all shaft projects in 2008 forced the engineering group at Redpath to find a suitable wireless solution for hoist communication to facilitate shaft construction.THE IDEAL COMMUNICATION SYSTEM FOR MINE SHAFT CONSTRUCTIONIdeally, the shaft communication system should not transform the tools to which the miners have grown accustomed. It should support the push-to-talk functionality of traditional VHF handsets and the standard belling system that has been used for decades. Additionally, it should be able to support a vendor independent framework upon which new devices and features can be added. The following paragraphs summarize some of the important requirements Redpath has identified.Support for voice transmission: Low latency is critical to prevent jitter during voice transmissions. "This paper details the process and methodology followed to rehabilitate a rectangular ventilation shaft, situated in the Free State region of the Witwatersrand Gold Fields in South Africa. The shaft consists of seven compartments where self-mining of the sidewalls had taken place and damage to the decayed steel work in the shaft had taken place, thus limiting access down the shaft. The paper will provide some insight into the successes and challenges encountered during the project and may provide some learnings for future projects of a similar nature. INTRODUCTION The ventilation shaft forms part of the Phakisa Mine, situated in the Welkom area of the Free State province of South Africa, and is located in the Southern part of the Witwatersrand Basin, one of the world’s largest known and richest gold deposits (Figure 1).As is typical in South African gold mines situated in the Witwatersrand basin, the shaft is 1 770 metres deep (below collar). The shaft was sunk during the early 1940’s and comprised a rectangular shape with 7 compartments, used for both rock hoisting and men and material winding, respectively, with a single lift “Mary-Anne” compartment. Early in 2003, the mine decided to change the shaft from a downcast hoisting shaft to an up-cast ventilation shaft. The conveyances, ropes, winders and headgear (head frame) were removed and replaced with a high volume fan delivering 323m³/s of air at a pressure of 4.2Pa on surface. The up-cast velocity in the shaft was 6.5m/s, however this reduced significantly with the scaling of the shaft and the restrictions at shaft bottom. Although Harmony had converted the shaft from a downcast service shaft to an up-cast ventilation shaft some years back, the shaft steel work in the barrel of the shaft was left intact. Over the years, the steelwork in the shaft had decayed (rust and grime) and portions of this steelwork fell down the shaft. Concurrent with the decaying steel work, portions of the shaft lining had collapsed and it was getting progressively worse."

"The zinc-lead deposit of the Lake Geneva Mining Company is on lot 7, con. VI, Hess township, Sudbury district, Ontario, about 10 miles northwest of the northern rim of the Sudbury Basin. Though a relatively small deposit, it shows some rather interesting relations to cross-cutting, pre-ore, quartz diabase dykes, which merit description.The deposit was discovered in October 1924 by J. H. Collins beneath iron-stained drift and oxidized sulphides. This proved to be the northwestern extremity of the orebody, the remainder of which extends southeast below swampy ground. Exploration began in 1927. In 1928 a vertical shaft was sunk to 250 feet and a level established at 235 feet. Later the shaft was deepened to 400 feet and new levels opened at 315 and 375 feet. In 1943 an inclined winze was sunk below the vein from the 315-foot level to a vertical depth of 640 feet, and two additional levels were opened at 525 and 615 feet respectively.The geology of the area has been described by T. T. Quirke (1), F. F. Osborne (2), F. J. Alcock (3), and Ralph Tuck (4). Private reports have also been made by Carl Tolman, J. E. Gill, and K. W. Fritzsche. Tuck's paper, covering the work completed to 1930, gives a detailed account of the character of the ore and enclosing rocks.Up to May 1944, when the property was closed, all ore above the 375-foot level and a small tonnage from below this elevation had been removed. This paper discusses pebble milling with particular attention being paid to uranium grinding circuits.Pebble milling is typically employed:a. where the cost of steel balls becomes exorbitant, as may be the case in an isolated area.b. where the extra steel added from steel ball consumption may be detrimental to further processing.c. where the over-all economics favour the use of pebbles rather than ball.Pebble milling differs from autogenous and semi-autogenous grinding in that a sized product has been removed from some part of the primary comminution circuit, and it is this sized product which is added as grinding media to the pebble milling stage. The pebbles do not necessarily have to be produced from the ore- ""foreign"" pebbles can be used. Also, pebble milling generally refers to grinding from a fine size, below about 6 mesh (3360 micron), with relatively small media, that is, secondary grinding. In South Africa, however, primary pebble mills are sometimes used to grind crusher house product, and thus function in place of rod mills. Pebbles for this service are large and heavy as they must weigh as much as balls used in similar service.The first large applications of pebble milling were in South Africa(n. ""Tube milling"" with pebbles started in 1904. The tube mill was simply a tumbling mill with a length to diameter ratio over two. A ""typical"" early tube mill was 5.5 ft. (1.7 m) in diameter and 16 ft. (4.9 m) in length. Diameters increased steadily. King(n mentions 8-ft. (2.4 m) units in his 1949 book. By 1961, the largest units discussed by Jackson('' were 12ft. (3. 7 m) in diameter."

"I AM CONSCIOUS of the honour you pay me by having invited me to address you on the subject of the Rehabilitation of the Sydney Steel Corporation. The true architect of the revival and rehabilitation is Robert Burns Cameron. Because of the numerous myths which have grown up around what seems to be the miracle of the revival of the Sydney Steelworks, I propose to go back to the time when they came under the full control of the Province, on the 1st of January, 1968. Late in 1967, the decision was taken by Premier G. I. Smith to keep the Steel Plant running for at least another year, in an endeavour to see whether the enormous losses being sustained by Dosco could be reduced to a level which would permit their continuing operation. When that decision was taken, Dosco was to continue management until the 30th of April, 1968, and in the intervening period, the Provincial Government would seek management of the right calibre to ensure that an objective view of the Steelworks operations could be secured. By a combination of circumstances which can only be described as most felicitous, the man selected for the task was R. B. Cameron. He very quickly determined that to permit Dosco to continue management of the Steelworks until April 30 could only result in heavy losses to the Province and a consequent deterioration in the already critical financial position and a declining morale of the worke"
