The risk and consequences of community rejection and loss of a social licence to operate is well articulated (Moffat et al 2018), however, the means for systematically managing this risk are less established. At the local scale, a mining operation is said to have a social licence to operate (SLO) when it achieves ongoing acceptance or approval from the local community and other stakeholders who can affect its profitability (Graafland, 2002). Without this social acceptance, it is very difficult for a business to operate effectively or profitably. It is well understood that social (or community) acceptance of a mine and its associated operations is a reflection of the quality of the relationship a company has with their host community (Thomson & Boutilier, 2011; Lacey & Lamont, 2014; Parsons et al., 2014; Moffat et al., 2015). Community relations are an integral part of successful mining operations and where these interactions are effective, they tend to foster mutual understanding, trust and support between a company and the host community (Kemp et al., 2006; Holley & Mitcham, 2016). Research further demonstrates that where such interactions are perceived to be procedurally fair, the increased trust created in these company-community interactions tends to lead to higher levels of acceptance of mining operations (Moffat & Zhang, 2014; Lacey et al., 2017).The challenge, however, is how to listen systematically to communities that mining and associated operations; communities that are often located across vast geographic areas and with diverse demographics. To date, traditional methods deployed to both guide and evaluate community engagement and social investment activities have been challenged to reflect the nature of the phenomenon they seek to observe, the voice of community. For example, detailed baseline surveys of community attitudes every three years by companies, as is the requirement within the policy frameworks of most large miners, provide rich insights but do not reflect the dynamic, temporal nature of the relationships that underpins their SLO. These processes typically are largely opaque to communities and distinct from the company’s engagement activities. The CSIRO Local Voices project was developed with Rio Tinto to go some way towards meeting this challenge of how to listen to the voice of community systematically. The Drummond Basin is a large intracratonic basin which developed in central Queensland during Late Devonian to Early Carboniferous times. It is postulated that the Drummond Basin developed as a foreland basin, to the west of a probable west dipping continental margin volcanic arc and subduction zone. The Drummond Basin sequence has been s,ibdivided into three tectono-sedirnentary cycles. Cycle I forms the base of the sequence and comprises thick sequences of intermediate to felsic volcanics and proximal volcanolithic sediments. The volcanics, particularly in the northeast of the basin, occur in separate sub-basins around what were probably isolated eruptive centres. In contrast, the rocks of Cycle 2 and Cycle 3 have been deposited during episodes of broad, basin wide subsidence. Five major igneous episodes, some of which may be co-magmatic, are recorded in the eastern Drummond Basin and environs between the Late Devonian and the Early Permian. The first and second episodes occurred during the Late Devonian to Early Carboniferous and are represented by the volcanics in Cycle 1 and Cycle 3. The third episode involves the intrusion of granitoids of Early Carboniferous age into the Drummond Basin sequence. These occur in the Ukalunda area and are related to gold mineralisation at Ukalunda and Valhalla. Episode four includes the felsic volcanics of the Bulgonunna Volcanics. This episode does not appear to he broadly auriferous but gold mineralisation does occur in possible basal Bulgonunna Volcanics at Mount Coolon. The final episode includes a suite of granitic intrusives which intrude the Bulgonunna Volcanics and which are considered to be co-magmatic with them. These intrusives do not appear to be generally associated with gold mineralisation. Gold mineralisation is widespread in the north- eastern Drummond Basin and environs. It is probable that the gold mineralisation is concentrated in epithermal cells during the Late Devonian to Early Carboniferous volcanic cycles. This style of mineralisation appears to be related to tectonic setting in modern analogues.

GRD Macraes Limited, owners and operators of the Macraes and Reefton Gold Project in New Zealand, have taken up the challenge of sustainably producing in excess of 300 000 ounces per annum within five years.GRD Macraes is well on target to achieve the forecast of 170 000 oz at a cash cost of A$310/oz for the 2002 financial year, with our Reefton operation set to add about 70 000 û 80 000 ounces per annum from late 2003.At the end of 2001 GRD Macraes Limited had resources of 5.5 million oz with reserves at 2.8 million oz.

Following the Moura No 2 Wardens Court of Inquiry and subsequent changes to the Queensland Mining Legislation there is a requirement in Queensland coal mines for: a person with the recognised competencies to be appointed at each underground coal mine to the position Ventilation Officer; and the person is directly responsible for the implementation of the mine ventilation system and for the establishment of effective standards of ventilation for the mine. The Regulations require that an underground mine must have principal hazard management plans that provide for at the least the following: emergency response, gas management, methane drainage, mine ventilation, spontaneous combustion, and strata control. Other than strata control all the plans require the ventilation officer to have roles and responsibilities to develop, control, monitor and undertake actions in relation to these plans.There are also another 34 Regulations that either directly or indirectly requires the Ventilation Officer to take actions.The purpose of this paper is to outline the information that the regulators look for in sealing plans and the actions the regulators will take if the sealing does not go to plan (TARPs being exceeded).

The Northside Storage Tunnel (NST) is the largest tunnelling project ever undertaken in Sydney. The tunnel extends deep underground from the western bank of the Lane Cove river to the North Head sewage treatment plant (STP), with a branch tunnel from Scotts Creek connecting to the main tunnel under Tunks Park. The aim of the tunnel is to intercept wet weather overflows from four key points along the northernsuburbs ocean outfall sewer (NSOOS) and provide short-term storage and transfer of sewage to NorthHead STP for treatment prior to discharge to the ocean through the deep ocean outfall. The project was an ambitious undertaking by an alliance between the client Sydney WaterCorporationand the engineering firms of Montgomery Watson, Connell Wagner and Transfield to design andconstruct approximately 20 kilometres of tunnel, tunnel declines and shafts in just over three years. In order to achieve this tight timeframe construction of the NST has been undertaken simultaneously at seven construction sites located across the northern suburbs of Sydney. As with most tunnelling operations, tunnel boring machines (TBMÆs) and roadheaders dominated the excavation activities. Tunks Park and North Head STP are the major tunnelling sites. An access decline was excavated using roadheaders at both of these sites to facilitate tunnelling using TBMÆs. Three TBMÆs 3.8 m, 6.0 m and 6.3 m diameter) were launched from Tunks Park and one TBM (6.5 m diameter) was launched from North Head. At the overflow interception sites of Scotts Creek, Lane Cove River and Quakers Hat Bay two vertical shafts known as drop and access/ventilation shafts were constructed. These shafts would provide the linkage between the existing sewer and the tunnel. As their names suggest the drop shaft would convey the wet weather sewage overflows to the tunnel while the access/ventilation shaft would provide access during dry weather and ventilation during a filling event. The fourth overflow site of Tunks Park would use the tunnel decline as its link to the tunnel. Originally these shafts were to be excavated using the raise bore method. This technique however, is entirely dependent on the TBMÆs reaching the shaft locations at the specified time. This was not the case at two of the three shaft excavation locations and top down methods of excavation such as, a percussive cone fracturing (PCF), blind bore, mechanical excavation and drill and blast were investigated to ensure the project met its completion schedule. Traditionally project decisions are dominated by cost and schedule objectives. The contractual arrangement of the Alliance however, required that the objectives of safety, community and environment also be considered in any decision making process. Thus each of these top down methods of excavation were assessed against these five objectives. On considering all of these factors the use of explosives was considered to be the superior technique.

Upgrading of Indonesia's Bauxite by Washing Method There were eight bauxite samples used in this research, three samples from Kijang contain total SiO2 18.36 - 29.16 per cent, Al2O3 40.12 - 48.36 per cent, Fe2O3 4.27 - 5.13 per cent, one sample from Tayan, contains total SiO2 4.69 per cent, Al2O3 38.95 per cent, and Fe2O3 19.67 per cent, and four samples from Mempawah contain total SiO2 33.5 - 44.8 per cent, Al2O3 29.8 - 35.9 per cent, Fe2O3 7.29 - 9.88 per cent. All of those bauxite ores have not fulfilled the requirement for Bayer process yet; therefore simple up-grading using a rotary drum scrubber is needed. The scrubbing process was carried out with time variable up to 60 minutes with solid percentage applied was 50 per cent and rotary speed was set up 30 rev/min. The bauxite was washed by following steps: scrubbing, screening, drying, and finally it was analysed to show chemical content. The washed bauxite produced has size fraction that is retained on the 1.7 mm of screen opening. The result of the research shows that the higher alumina content of the raw bauxite, the longer washing time is needed moreover the higher quality of the washed bauxite is produced. The highest alumina content of the washed bauxite was 53.67 per cent with the alumina recovery was 89.66 per cent and the concentration ratio of 84.80 per cent was achieved within 20 minutes of washing time of the raw bauxite (Al2O3 48.36 per cent). The washed bauxite resulted from this research is suitable as a raw material for Bayer process.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. Numerous Fe-Cu-Au-rare earth element (REE) deposits have been identified within the Palaeoproterozoic Dongchuan Group of the Kangdian region of SW China. Geochronologic and geochemical data of the dolerite dykes and other volcanic rocks reveal extensional activity occurred about 1.7 Ga called ‘Kunyang Rifting’. The Kangdian region underwent variable degrees of extension, meaning that breakup in the central part of this region occurred earlier than in the north. Research on microphysiography, isotopic geochemistry and inclusions of the Yinachang typical Fe-Cu-Au-REE deposits suggest that the dominant mineralisation fluid is high-temperature, high-salinity magma fluid, containing alkalic components, volatile phase and Cu-Au. Metasomatism and mixing between this magmatic fluid and carbonaceous wall rock and meteoric water caused the precipitation of Fe, REEs and Cu-Au. A chalcopyrite Re-Os age from the Yinachang deposit obtained during this study is some 50–100 million years younger than the timing of emplacement of the deeply sourced Haizi and Dongchuan dolerites. The Yinachang deposit is a typical iron oxide-copper-gold (IOCG)-type deposit, and the presence of this and other deposits in the Kangdian region indicates that the region hosts an intraplate extension-related IOCG system within the western edge of the Yangtze Block, China.CITATION:Hou, L, Ding, J, Zhang, J R, Zhu, S B, Wu, S Y and Peng, H J, 2015. A 3D, PC based computer program is currently under development by Blasting Analysis International, Inc., to analyze the kinetics of full scale blasts with two or more high-speed motion picture cameras. Todays common approach of utilizing only a single camera system can, in some cases, lead to great errors and erroneous conclusions when motion is assumed to be in a predefined plane of motion. CMe phrase, "What you see is what you get, it no longer true in 3D."). This is especially true in blasting environments which exhibit complex and/or predominant structural geology. The 3D system eliminates this problem, and includes automatic corrections for vertical and horizontal camera optic axis orientation, dimensional controls, lens distortion, field set-ups, projection imaging and digitized inputs. The only information required is the surveyed or known coordinates of at least six non coplanar points in the field of view. Motitn from each camera view is then digitized, transformed through a direct linear transformation, and processed with the 3D software, which also automatically time matches the data, even when the high-speed cameras are operated at different speeds. Eleven calibration constants are generated using an overdetermined system of linear equations to output the true 3D coordinates of motion in the time domain. Applications for this 3D approach are not restricted to just analyzing the kinetics of a blast. The system is sufficiently flexible to allow an accurate, quick and economical method of bench face profile analysis, generate muck pile profiles and estimate volumetric calculations. The recording systems for these applications can be common 35mm still photography and/or video equipment. It is envisioned that this system will soon replace expensive laser surveying systems at a fraction of the cost in the near future. It is also an excellent system to accurately quantify drill pattern layouts and the spatial locations of each blasthole. This information is required for generating single hole based synthetic seismograms to accurately predict the vibrational outputs of full scale blasts. In terms of litigation concerning claims resulting from blast induced ground vibrations to structures, the system is proving to be an excellent and economical method of performing pre-blast surveys where differential settlement is suspect.

Resource rent tax is a form of taxation or royalty, which only become effective at such a time as a pre-determined rate of return has been achieved by an operation. The offshore petroleum industry in Australia is already subject to RRT as is the Roxby Downs (Olympic Dam) Mine in South Australia. Both the mining and petroleum taxation regimes in Papua New Guinea include a resource rent tax component called Additional Profits Tax (APT). The implications of the current form of Additional Profits Tax for shareholder cash returns are that the tax burden on the operation may suddenly increase at some stage in the life of the mine, if and when the threshold level of profitability for the tax to be triggered is exceeded. From that point in time onwards the cash return to the shareholders on the capital invested is greatly diminished. For mining companies in Papua New Guinea, the effective tax rate increases from 35% to 57.75% as a result of the onset of Additional Profits Tax. This tax rate penalty is so severe that there appears to be merit in considering the concept of managing profitability through time rather than purely maximising annual pre-tax profits as is currently the case in most mining operations. This would have the benefit of deferring or perhaps preventing altogether the onset of the tax. One possible method for the effective management of profitability is through the control of average mining grade by cutoff grade manipulation. Traditional cutoff grade theory has usually considered taxation as a direct cost at a fixed or variable percentage of annual profits. As a result of this most analyses are conducted on a pre-tax basis. If tax is included in analyses it is usually present as a time independent function of gross profit. Additional Profits Tax is both time and rate of return dependent and therefore not adequately accommodated by currently accepted cutoff grade theory. A review has been made of the effects of resource rent taxes on both the investment decision-making process as well as possible development and mining strategies which may be employed by mining companies faced with Additional Profits Tax. The review includes examples based on the structure of Additional Profits Tax which is levied in Papua New Guinea.

Given that the mining industry is committed to sustainable development principles and that Australia is experiencing changes to the regulatory environment that aim to modernise the water sector and encourage adoption of consistent approaches, there is a well defined need for the Australian minerals industry to develop a water accounting framework. This requires: key terms and definitions for water metrics for use in the Australian minerals industry that is consistent with the wider water sector, a suite of metrics representing key components of an operationÆs water balance, a calculation method for some of the metrics, and a reporting protocol. This paper presents the methodology that was used to derive these four components. Existing accounting frameworks were reviewed and key terms and definitions that were consistent with current requirements were proposed. A calculation methodology was developed to obtain some of the key indicators and variables that cannot be easily measured directly (water loss through evaporation is an example). The adopted terms and definitions dictated model development, with the conclusion that a systems approach was the most effective calculation process. To test the proposed definitions and calculation methodology, values for water metrics were derived for eight sites. The proposed framework and definitions could deal with the specific situations selected as case studies. The associated calculation methodology produced complete accounts at various levels. Some elements of the accounts could be directly checked against available data and simulations. The framework captured well variations in the reuse efficiencies; reuse efficiency could even vary for similar processes. It is concluded that this preliminary accounting framework provides a consistent language and metrics for quantifying and communicating water management, both at the intersection of the site with the surrounding landscape (through detailed reporting of site inputs and outputs) and within operational activities. Using this consistent framework for quantifying and documenting water use within an operation will provide a platform for compiling and comparing minerals industry water use with other sectors. This may support benchmarking activities within regions or companies and help demonstrate leadership amongst water users in water resource stewardship. The approach presented here is applicable to a wide variety of mining and processing activities, and biophysical environments, and can be adopted as the first step towards developing national water accounts for the Australian Minerals Industry.

An examination has been made of the rate and extent of removal of carbon from scrap metal charges when the melt is exposed to atmospheres which are reducing or oxidising with respect to FeO at unit activity. The mechanisms of decarburisation of molten Fe-C-S- P-Mn-Si alloys with H2/CO/H20/C02 gas mixtures with controlled compositions at high or low concentrations of carbon in the melt in the presence and in the absence of sponge iron, in both slag free melts and in the presence of various slag forming additives are discussed. A significant quantity of carbon can be removed from the metal during the melting stage and under optimum conditions, a high percentage of metal recovery and low carbon can be obtained after exposure of melt to the above gas mixture with controlled compositions. The presence of ferrous oxide provided by poorly reduced ore in the charge and the use of controlled atmospheres facilitated the removal of carbon to very low level during the melting period.

Ore sorting is a high capacity, low cost method of preconcentrating ores and in some cases of producing a marketable concentrate. In most cases it is applied to run of mine material, immediately after primary crushing and screening in sizes ranging from 10 mm to 150 mm. Recent developments in bulk sorting of friable uranium deposits have resulted in machines capable of handling fine materials with sensing and separation being achieved on a zone by zone basis. Modern ore sorting machines rely on the synchronous operation of four internal sub systems, feed presentation, sensing, data processing and separation. A variety of different sub systems is available which can be combined in various forms to produce sorters capable of handling a wide variety of mineral types. The benefits in using ore sorting cover a wide range of situations and are applicable to both established mines as well as new mining ventures. Reduced operating costs, increased productivity, capital savings, energy and resource conservation and environmental issues are all part of the reason why ore sorting is finding rapid acceptance in today's mining industry.

"Mining is an inherently risky business: from the technical, environmental, social and economic uncertainties associated with advancing an exploration concept to a viable project; to the risks associated with the operating, market, and safety risks and uncertainties attached to a developed mine; and the final mine closure process.Investors and other stakeholders assessing the risk, opportunity and relative value associated with a resource project need to appreciate the project in its correct context. Errors, omissions, biased reporting or conflicting information in reporting may result in a misinterpretation of technical and financial results, leading to biased estimates or assumptions on project value (Noppé, 2016).Simplistically, a project can be assessed on three key areas for positioning the project in its correct relative context, namely: the project development stage the confidence in the estimated quantities and qualities of the resource, reserve and/or product the level of accuracy, precision and confidence in the technical and economic studies supporting the project.In the latter case, the ‘technical and economic’ information includes assessing the necessary social, environmental and commercial/legal/governmental approvals for the project.Responsible management of a resource project through its full life cycle relies on competent and dependable control and direction being effectively provided by the technical, business and board leadership of the organisation. Over much of Australia, rainfall is highly seasonal and storm-driven. Consequently, operational mines often need extensive earthworks – drains, dams and levees – for protection during the occasional large floods and for water storage against the dry times; however, it has not been appreciated that many of these earthworks will need to function after mining has finished, sometimes, beyond a normal design life for engineered structures.While a mine is operating, standards for design and maintenance are dictated by regulation and risk assessment. For dams and levees – regulated structures – the standards imposed mainly relate to life-of-mine. The levels of risk and maintenance accepted by the mine operator may not be acceptable to another landholder in perpetuity. However, the Environmental Authority cannot be surrendered unless the landholder has accepted responsibility for any unrehabilitated regulated structures (Department of Environment and Heritage Protection (DEHP), 2016).In order for a future landholder to be willing to take responsibility for a dam or levee, the structure should be of value to the business of the property. In addition, its management needs must be consistent with that business; for example, it should be maintainable using skills, equipment and materials normally available to the business.CITATION:Henderson, S J, 2016. The 90 m deep Yallourn Open Cut brown coal mine in the Latrobe Valley, Victoria is developing into an area close to a reverse fault. A major batter stabilisation program, matched to ongoing operations, has com- menced to maximise coal recovery where the fault is within 100 m of the Open Cut. The various mine development options considered during the planning stages are outlined. These options were formulated in a back- ground of geotechnical constraints and the need to maintain continuous and reliable coal supply at a time when a new coal field would be developed. The geotechnical investigations and analysis procedures under- taken to determine stability of the batters during their excavation are presented. The geotechnical constraints on the mine design and opera- tions required to ensure safe working conditions are detailed. Current operational and batter stability conditions are considered satisfactory.

The Per Geijer iron oxide apatite deposits (IOA) display significant potential mineral resources for Luossavaara-Kiirunavaara AB (publ), known as LKAB. LKAB continuously mines magnetite/hematite ores in northern Sweden for almost 130 years. The Per Geijer deposits reveal a high phosphorus content and vary from magnetite-dominated to hematite-dominated ores, respectively. Furthermore, they show a large variation in texture, mineral composition, and relation to wall rocks. The high phosphorus concentration of these ores results from highly elevated content of apatite as gangue mineral. Reliable, robust, and qualitative characterisation of the mineralisation is required as these ores inherit complex mineralogical and textural features. For this purpose, comminution tests at laboratory scale in combination with scanning electron microscopy-mineral liberation analysis (SEMMLA) were carried out. Based on this work, significant information on the modal mineralogy and degree of liberation of minerals of economic interest (eg magnetite, hematite, and apatite) were obtained. Results show that there is a difference in the degree of liberation of magnetite and hematite between ore types. This seems to be dependent both on the size fractions and the dominance of each iron oxide in the individual ore type. The amount of gangue minerals seems to have no significant impact on the degree of liberation after comminution. Apatite is generally best liberated in ore types associated with silicates, regardless of magnetite or hematite dominance. Based on the results of this study it can be inferred that a high degree of liberation of the minerals of economic interest can be achieved. However, results need to be verified with further beneficiation steps such magnetic separation, apatite flotation and possibly reverse silicate flotation.

The amount of raw material used in the production of cement can be reduced by partially supplementing it by pozzolanic waste material without changing its properties negatively. This paper discusses results of an investigation using slag from the Pt industry, from the production of steel using Midrex processes as well as fly ashes from different coal power plants in South Africa. These are blended in a 20 per cent slag or fly ash to 80 per cent cement ratio. The properties of the mixtures depend on the phase composition, chemistry, grain size and the sources of the materials. The results are promising, but show variable behaviour depending on slag and cement composition. Compressive strength tests as well have heat flow curves showing the hydration behaviour, indicating that 20 per cent addition of slag or fly ash to ordinary Portland cement is viable. There is a large potential to use slag in cement mixtures and this study can be used to develop cements that will positively influence CO2 emissions and help to reduce large slag and fly ash stockpiles.

Gallium (Ga)-containing compounds such as Gallium Arsenide (GaAs) and Gallium Nitride (GaN) are widely used in electronic devices due to their superior electro-optical properties and their usages increase rapidly. For the sustainable supply of Ga to electronic industry, therefore, the recycling of Gallium becomes essential. Pyrometallurgical Ga recycling process involves the complex chemical reactions between slag, matte, liquid metal, gas, refractories, etc. Therefore, the accurate thermodynamic information and phase diagram data for the oxide system containing Ga2O3 is important. In the present study, new phase diagram experiments for binary SiO2-Ga2O3 and ternary CaO-SiO2-Ga2O3 system are carried out using Differential Thermal Analysis (DTA) and quenching experiments followed by Electron Probe Micro-Analyser (EPMA) and X-Ray Diffraction (XRD) phase analysis. Based on new phase diagram data and available literature data, the thermodynamic modelling of the entire CaO-SiO2-Ga2O3 system is performed for the first time.

Since the mid 1950s, limonite deposits of a new type have been found in the northwest of Western Australia. The deposits consist of extensive fossil valley fillings up to several hundred feet in depth, of medium to high grade limonite, frequently containing limonitized fossil wood, and of Mesozoic or Tertiary age. The distribution of the deposits is closely linked with hilly outcrops of Archaean and Proterozoic jaspilite in the headwaters of the old valleys, from which the iron has been derived by leaching, and presumably re-precipitated by a process not unlike that which operates in forming bog iron deposits. Due to the relative resistance of tlie limonite to erosion, the rejuvenation of streams in the area in recent times has left limonitic remnants as mesas up to· several hundred feet above the levels of the present creeks, the courses of which generally are adjacent to or within a few miles of those of the old limonite filled valleys.The Robe River limonite deposits are the largest of this type known and can be traced for approximately 130 miles along the old stream, over 30 sq. miles of limonite remnants remaining at the present time.The present quantity of limonite in this system alone is probably in excess of 5,000,000,000 tons, and the original quantity must have exceeded four times this tonnage when allowance is made for erosion.Some thousands of millions of tons of this material contain in excess of 54 per cent Fe, with approximately 10 per cent combined water. The chief impurities are SiO2 and Al2O3, and minor elements are not present in objectionable amounts. A portion of these deposits was extensively tested by The Broken Hill Proprietary Company Limited (the B.H.P. Co. Ltd.) during 1962-1964. Most of the data presented in this paper are based on the work done on these deposits which are typical of those discussed. The overall problem of the origin of the limonite is discussed. It is apparent that the limonite originates from the jaspilitesof Archaean and Proterozoic age which form the highlands at the upstream ends of the deposits. The iron oxide has been chemically and/or mechanically derived from these jaspilites and deposited by one or more of the following mechanisms.A.-Chemical-sedimentary mainly by biological agenciesB.-Replacement of fluviatile sediments by iron-charged watersC.-Clastic sedimentary processesD.-Lateritization of fluviatile sediments.These various mechanisms are discussed; the authors favour machanismA.Manuscript received' at The Institute, 14th July, 1964.
