The recent renewal of interest in hydrometallurgical routes for copper production has been brought about by the possible future reliance on mixed ores and lower grade deposits, environmental aspects, and energy considerations.A number of hydrometallurgical processes for the recovery of copper have recently been proposed. Flowsheets are developed for two processes which incorporate several treatment methods being experimentally studied in Australia.In the first process a cupric chloride leach is followed by electrowinning whilst the second is based on the formation of cuprous ions, stabuized by acetonitrile and subsequent disproportionation to cupric ions and metallic copper. For the purpose of comparison, flowsheets were also developed for the Arbiter and Cymet processes.Process economics are estimated for the four processes and the results are discussed in relation to competitive pyrometallurgy. None of the four hydrometallurgical processes, with possible exception of the Cymet process, appears to be competitive with established large scale and newly developed pyrometallurgical processes for chalcopyrite.However, because the economics of the individual hydrometallurgical processes depend strongly on specific conditions, a "tailored" process may be competitive with pyrometallurgy in particular circumstances.

Tyre costs constitute 20-40 per cent of the operating cost of large haulage trucks, and tyre pressure maintenance is an important factor in minimizing costs.In the past, control over the hot (built-up) pressures of earthmover tyres has been inaccurate and inconsistent because it has not been possible, in a practical way, to measure the tyre's contained air temperature.A method for measuring this contained air temperature has now been devised using a bi-metallic probe thermometer inserted through the valve stem. Using these measurements in conjunction with a pressuretemperaturechart drawn up using the general gas equation, very accurate control over hot tyre pressures is now possible.

The Resource Management Act 1991 represented an innovative and unique piece of planning and environmental legislation when it was introduced. Since the Act was passed into law in 1991 it has been subject to nine amendments, many of which were of the ætinkerÆ variety. These amendments recognise that the Act has not been as successful in providing the æone-stop shopÆ for resource users that the Act was hoped to be. The latest and most significant attempt at changing the Act was the Resource Management Amendment Act 2003. The amendments made by the Amendment Act have proved to be largely unsuccessful in achieving any significant changes to the way resources are managed in New Zealand, and have failed to address many of the concerns which drove the original Resource Management Amendment Bill in 1999. The recent decision to discontinue further investment in Project Aqua has once again placed the Act in the spotlight as a significant hand-brake on major projects. This particular event has led to yet another review to be undertaken this year. The review will focus on five key areas:   1.   achieving the right balance of national and local interests; 2.   improving the design and process for local policy formulation; 3.   improving the consent decision making process; 4.   allocation of natural resources (water, air and geothermal); and 5.   supporting measures for building capacity and promoting best practice and implementation at the local authority level.  It is important for the business community and the mining industry in particular to seize the opportunity that this review provides to make sure that any amendments undertaken as a result of the review achieve the aims listed above. The review needs to be considered in light of the current regime for the management of natural resources in New Zealand. In addition to the Resource Management Act 1991, the Crown Minerals Act 1991 and the Building Act 1991, which form the core resource statutes in New Zealand, there have been other developments affecting the regime. Special legislation over and above the Resource Management Act 1991 has been enacted to protect the Hauraki Gulf and special legislation is currently being considered to protect the Waitakere Ranges in Auckland. In the Hauraki District mining is prohibited in some areas and a plan change mechanism is specified as the appropriate tool to use in the event a mineral resource is to be developed in those areas. The current review is a further opportunity to remedy the inadequacies of the Act.

Some design and feasibility studies have been made into possible methods of economic recovery of sulphur from smelter gases emitted at Western Mining Corporation's Nickel smelter at KalgoorIie in Western Australia. The smelter discharges some 330 000 tonne/yr of sulphur dioxide in a stream of approximately 6 per cent by volume of S02.Three possible recovery methods have been considered:1. The manufacture of sulphuric acid using the contact process.2. The concentration of sulphur dioxide to a pure form using dimethyl aniline as an absorbing medium.3. The reduction to elemental sulphur using natural gas as the reducing agent.Design studies were carried out by final year chemical engineering undergraduate students at Royal Melbourne Institute of Technology (RMIT) in 1981 under the supervision of the author and other teaching staff of the chemical engineering department. These studies indicate that sulphuric acid manufacture is the economically preferred recovery route.Markets for sulphuric acid include several potential mineral processing applications and the established fertiliser industry.Sulphuric acid is currently manufactured in a number of plants located at coastal regions of Western Australia using imported sulphur. The sulphuric acid is then used for superphosphate or titanium dioxide pigment manufacture at adjacent plants.The possibility is considered of manufacturing superphosphate at Kalgoorlie from locally produced acid obtained from the smelter gases and from phosphate rock railed to the site from the coast. The advantages of such a scheme include improved scale and technology of operation compared with some existing coastal operations, use of a waste material to replace imported sulphur, and avoidance of costs and hazards associated with railing large quantities of sulphuric acid.

Pilot Plant confirmatory testing of the treatment route developed in the Metallurgical Laboratory is an essential factor in the development of complex ore bodies. Objectives should be well defined to permit the efficient planning and cost effective operation of the pilot plant project. The primary objective for the pilot plant should be to confirm the viability of the developed flowsheet on a continuous basis, examining only major variables such as ore types, quantum changes in grind, comparison between bulk and sequential flotation circuits, use of flotation columns, evaluation of autogenous grinding and production of samples of concentrates for market evaluation. Secondary objectives may include the collection of engineering design data and the production of a comprehensive report to Bankable Document standards to provide technical support for capital financing. The complexity of the ore body and the scale of the final operating project together with the pilot plant objectives will determine the extent of the pilot plant operations. The level of expenditure associated with a pilot plant can vary, in total cost and as a percentage of the total development capital investment required to take the prospect from exploration to a producing mine. Factors contributing to expenditure are discussed. Associated with cost considerations is the level of confidence mining company investors can have that their capital investment will return dividends.

There is a strong focus in the mining industry to limit its impact on water quality and usage. This is even more evident in developing countries, where mining companies operate within local communities and have to be diligent not to affect them negatively. In mineral processing operations, the vast majority of water reclamation occurs at the tailings thickener area and tailings storage dam. It is often more effective to maximise water recovery at the tailings thickener before material transport to the tailings dam. Tailing dams are relatively inefficient, and experience a high degree of water loss due to evaporation, seepage and water retention. In addition, tailings dams present the biggest environmental liability for mineral resource projects, so it is beneficial to limit their size and loading.In the past, it was common for tailings thickener areas to have a significant footprint with several large diameter conventional thickeners, producing underflows of between 45-55% solids (w/w). At times, these multiple thickeners were difficult to operate, leading to inefficiencies in water recovery and quality. The development of High-Rate Thickeners (HRT) has resulted in improved settling properties and HRTs usually operate at significantly higher solids loadings (= 1.2 t/m2.h) when compared to conventional thickeners (= 0.1 t/m2.h). Subsequently, thickener diameters have reduced in size and HRT technology has become the preferred option for thickener circuit design in both new and existing operations. HRTs also produce higher water recoveries with increased underflow densities = 55% solids (w/w).The Carmen Copper Corporation (“Carmen Copper”) circuit upgrade is a recent example of these HRT benefits, where one, 39 m diameter, Outotec HRT treats the solids flow rate of five 76 m diameter conventional thickeners. This has allowed operations to increase dry plant tonnage by 50%, maintain key performance targets and provide a framework for further plant expansion. Fourier transform infrared (FTIR) spectroscopy and other near infrared (NIR) tools have been used in the bauxite industry for many years. Infrared spectroscopy exploits the differences in chemical composition and lattice structure to produce a characteristic response. Spectral devices, such as those from ASD Inc and the HyLoggerTM, provide qualitative mineralogical data targeted towards hydrated minerals detected in the near and short wave infrared region. The FTIR spectrum extends into the mid and thermal infrared range and can therefore respond to the presence of silicates and oxides, in addition to hydrates and carbonates.The key to successful utilisation of infrared spectra, however, is the interpretation methodology. In this study, FTIR spectra were calibrated against quantitative X-ray diffraction data for the determination of the mineralogy of iron ore. A full pattern profiling machine learning technique was utilised for the calibration, and the assessment of the regressions determined from an independent validation set. The abundance of key minerals – hematite, goethite, kaolinite and quartz – were determined and the results correlated against X-ray fluorescence assays and loss on ignition data. The results of the study indicate that spectral techniques using a full-pattern profiling machine learning approach and artificial neural networks can be used successfully to obtain objective and quantitative mineralogical data to support field observations and analytical results for iron ore resource modelling. The application of cost updating with the aid of cost indices is reviewed with particular regard to the mining industry. Examples of applicable cost index series are included with values given for the last ten years. The compilation of the indices is discussed with consideration given to the possible sources of error inherent in their application to specific mining cost problems.

Interest in mining narrow, vein-type ones has increased world-wide during the last few years despite the fact that prices of metals have not risen in proportion as production costs of mining, such as labour and energy. In many mines, where narrow ones are mined, the mining technique and equipment used have been poorly mechanised. The mining methods have been cut-and-fill or shrinkage stoping. Pneumatic jack-legs have been used for drilling and slushers have been used for loading. The methods that have been used can be called the 'first-generation' methods. Work has been very hard for miners. It has been dangerous and exhausting. Production volumes of mines, and a s a result of that, also profits have been low.

Upward pressure on all mining operations is coming from the triple bottom line. To some extent this is being offset by the rise in mineral prices, but this may or may not continue. The other serious issue facing all companies is the replacement of economic reserves as exploration levels over the past decade continued to decline in line with falling mineral prices. In order to underpin the sustainability of the mining industry it is necessary to continue to reduce cost, reduce the mine environmental footprint, whilst increasing community benefit. At the same time it is imperative that we increase the economic reserves. The highest risk is in adding new mineral discoveries as the strike rate for economic discovery decreases. Gekko Systems Pty Ltd recognises that the most simple and risk averse route to increasing economic reserves is to reduce cut-off grade in the mine, thereby bringing formerly uneconomic reserves into the economic category. We have been developing a new process flow sheet which embodies the triple bottom line and the issue of economic replacement of reserves. This paper describes this flow sheet and presents four examples where this concept is/can be applied to bring about triple bottom line benefits. Sustainability can only be assured if we are the ones in control of our environment, costs and reserves.

There is strong evidence that many major oil and gas (O&G) projects are plagued by large cost and schedule overruns, or significant underperformance in productivity. Similar evidence exists for large mining projects. This paper claims that uncertainty is the underlying reason why projects fail to deliver the metrics used to justify their investment, or to deliver the economic value possible if alternative decisions had been made.Most technical and economic analyses are performed to reduce uncertainty to help make decisions. Decision-making is about ranking alternatives and choosing the best; rarely are precise predictions required, if this is even possible. Better uncertainty assessment is one of the keys to better decisions, thus better business outcomes. To get better decisions it is suggested that the focus or reward/penalty incentives be shifted away from the quality of outcomes to the quality of decisions. High-quality decisions are those that are generated from the skilled use of the tools, methodologies and processes from the discipline of decision analysis.Uncertainty is quantified by probability, which is a degree of belief in the truth/falsity of some proposition about a quantity relevant to a decision, such as volume of in-place resource, future price or action of a competitor. The probability a person ascribes to a proposition depends upon their information set; hence probability is subjective – it is not an inherent attribute of the quantity of interest or the physical system.The above simple observations have profound implications for modelling approaches, how they deal with uncertainty, the use of data to help assess uncertainty and the reliability of information provided by subject-matter experts. The limited circumstances under which frequency data (from spatial or temporal variables) can be used to assign probabilities is also reviewed.People, in general, are subject to a range of biases and cognitive errors. Research with O&G subject-matter experts shows that their expertise offers little or no protection from making errors in probability assessments and other judgements.CITATION:Begg, S H, 2016. The development of a large high grade spodumene orebody, in excess of 30M tonnes containing at least 7M tonnes at 4.0% Li20, by Lithium Australia Ltd at Greenbushes, Western Australia is significantly increasing the world consumption of lithium minerals. The availability of two low cost sources of lithium, spodumene concentrates (7.5% Li20) and glass grade spodumene (4.8% Li20) has been welcomed by the ceramic and glass industries as it assists them to lower their raw material costs at a time when they are facing severe competition from alternative materials. While there is no shortage of lithium reserves in the world, there has been a shortage of high quality lithium minerals. The Lithium Australia development has filled this need. The favourable factors of high grade, low impurities, open cut mining and existing infrastructure make this an ideal low cost source for a long term downstream lithium industry. The Lithium Australia mine development has filled the need for a reliable long term supply of lithium minerals. The long term viability of this resource is ensured by the unique combination of the following key attributes of the development : High grade reserves of 7.OM tonnes of 4.0% Li20 within 130 metres of the surface, contained within a total proven reserve of 30M tonnes of 2.8 % Li20. Open pit mining with stripping ratio of less than 2.5:1 waste:ore. Low impurities levels, particularly in those elements, that have a detrimental effect on the colour of glass/ceramics i.e. iron, manganese, titanium and chromium. An existing mine infrastructure that includes an adequate water supply for all foreseeable processing requirements. A sophisticated spodumene concentrator utilizing statistical process control to produce a consistently high grade product with minimal impurities. A technically qualified stable workforce fully acquainted with spodumene processing techniques. Greenbushes high grade concentrates have found ready acceptance in the specialty ceramic and glass industries during the past four years. The consistency and high grade/low impurity level of the product has enabled its use in the production of television tubes, oven to table ware, glass fibres, specialty glasses and ceramic glazes.

Using a scientific-principled definition of global socio-ecological sustainability can be a useful basis for planning precious and base metal mining projects. The mining industry faces key challenges of; viability of the minerals industry; the control, use and management of land; national and local socio-economic development; environmental management; materials stewardship; and access to information. Using a framework for strategic sustainable development to assess the current reality of mine project development has resulted in identifying areas of strength and opportunities for improvement between current best practices and a desired vision of sustainability constrained by science based principles. These gaps indicate opportunities to strengthen current strategies, tools, and actions with a deeper understanding of socio-ecologic systems and a first-order, principled definition of sustainability, enabling success in moving towards achieving a sustainable society, ie sustainability. Evaluation of mine project development and their impacts on ecological and social systems using a systems perspective which recognises the underlying principles of operation, delays, feedback loops and response to change highlight specific opportunities to create value for social, economic and ecologic systems. Envisioning this future for mining projects within a sustainable society can be done by evaluating their development and operations guided by the sustainability principles. Performance indicators play a key role in measuring progress towards achieving sustainability goals yet it is necessary to consider whether indicators capture the whole systems perspective. Connected to this broader view, indicators can contribute much value to the mining industryÆs sustainability journey. This paper examines how current processes for mining projects can be developed using a whole systems perspective and measured using holistically designed performance indicators.

The founder of social psychology is sometimes identified as Kurt Lewin. In a 1947 article, Kurt Lewin coined the term ‘group dynamics’. He described this notion as the way that groups and individuals act and react to changing circumstances. Lewin theorised that when a group is established it becomes a unified system with unique dynamics that cannot be understood by evaluating members individually. The discipline of social psychology really emerged out of World War II and tackled questions associated with human judgement and decision-making by the Nazis. For a comprehensive look at the development of social psychology look at Abelson, Frey and Gregg (2004).Social psychology is concerned with the way social arrangements affect human judgement and decision-making. What the author has done is apply the knowledge of this new discipline to an understanding of risk, safety and leadership. This paper will explain some of the developments in social psychology, such as the discovery of the bystander effect, Groupthink, bounded rationality, heuristics, risk homeostasis and the Milgram effect.The social psychology of risk tackles the way decisions are made about risk in their social context. Unless organisations understand that decision-making is socially conditioned, they are unlikely to be able to tackle the complexities of culture change or the development of risk maturity.The paper will offer a new understanding of why people do what they do, how risk makes sense and why a ‘dumb down’ approach to safety is dangerous. The project is within the Cajamarca province, 20 km north of the town of Cajamarca and 600 km north of Lima, the capital of Peru (Figure 1). The district encompasses an area of 120 km 2 and is centred on the 78030'west longitude and 7000' south latitude. The project lies at an elevation of 3400 to 4200 masl.

Methylene blue dye adsorbs on chalcopyrite concentrates slurried in aqueous solution. Saturation adsorption can be achieved within about 24 hours for dye equilibrium concentrations greater than about 10-5 M. The dsorption coverage is obtained from a measurement of the' colour change of the solution. Comparison with BET measurement of the concentrate surface area shows that 2.4 ± 0.1 µmol of methylene blue are adsorbed per square metre of surface accessible to the dye cation. The procedure described can be used as a single-point measurement and values for the surface area can be otained to within about 10 per cent with inexpensive instrumentation.

Many mining operations are uncertain of what costs they should be achieving. The majority of cost estimates are based on historical costs that have added contingency factors. Historical costs are a valuable source of information but a more precise costing method is necessary. There are several alternative methods for predicting costs. A methodology which provides the best indication of the achievable costs is one using a standard inventory list and a bill of quantities. The model is termed a Basic Principles model and addresses basic design principles and engineering constraints.

This paper discusses various issues surrounding the metallurgical control for furnaces, especially focusing on processes with long time-constants and æmetallurgical memoriesÆ. Examples will focus on furnaces accepting particulate and sometimes ill-defined feeds, eg submerged-arc furnaces, blast furnaces, secondary scrap smelting operations, recycling operations, waste incinerators, etc. Generally, because of the usually higher metallurgical time constant of these furnaces, these reactors have to be controlled in a feed-forward manner by the use of a hybrid of æblack boxÆ or empirical and ægrey boxÆ semi-empirical first principles metallurgical modelling and simulation techniques in a supervisory metallurgical control capacity.

BUCKETT (Lake View and Star Limited) : At the outset I should like to add my congratulations to those already extended to Mr..Norwood on his excellent paper, which has given us all an inspiration to strive further to improve our plant recoveries. In some respects this paper has left us so little to discuss without considerable time spent on. further research work. At all points one is met by a baffling array of facts which leave one feeling hesitant to speak.The careful and methodical way in which Mr. Norwood went along step by step until all channels of research presenting themselves were tested to his own satisfaction leaves me with but a few comments to make. Particularly striking to me is the explanation of the residual gold values in calcines by recrystallization of haematite and here is a line to be attacked by future studies. This will be mentioned again later.Particularizing on the paper, the first point that struck me was the method of change of pyrite through to the final haematite. I have never been able to satisfy myself that a sample taken from various positions along a roaster when cooled, as described on p. 397, represented a fair sample of the conditions at that point, but I must confess that I have not found a substitute that did satisfy me.However, the following figures are illuminating... But to fill dry a receptacle of known volume with calcines, as described by Mr. Norwood, gives the following apparentspecific gravities:

The increased cost of imported oil fuels, coupled with our understandable reluctance to commit ourselves to the use of nuclear energy, has resulted in a renewed reliance on coal as a primary source of energy. New Zealand is fortunate in being fairly well endowed in its coal resources, but their exploitation until now, has been on a relatively small scale. Future exploitation, whether from underground or open cast mines, must be on a very much larger scale. This paper outlines some of the factors which should be considered in planning large open cast mines.
