All development proposals have to run the gauntlet of the approvals process. Major resource projects are generally subject to particularly intense scrutiny. The key element in the approvals process is that it is about making decisions that take into account the benefits or otherwise to society as a whole - the interests of any one group do not take precedence. Most groups tend to see their relatively narrow interests as representing those of the broader society. Each group develops their arguments for or against a project in isolation, and then presents these to an arbiter in an adversarial situation. From this mire of argument and counter-argument it is often difficult to discern just what the real benefits of a project are, and opportunities for agreement and constructive modification of proposals to meet real concerns are often missed. The contention made in this paper is that the inevitable differences between these various viewpoints should be harnessed to help the proponent to come up with a proposal that is clearly of overall benefit to society and which gains approval. It is better to accept that no one group has a monopoly on wisdom in this area and to engender an environment of creative tension in which the pros and cons can be broadly considered and good planning and design used to produce a proposal that has a high chance of success. There are a variety of ways in which this approach can be implemented. Some of these options will be discussed in terms of their likely applicability to energy projects and their potential for success.

This paper discusses the determination of the percentage of crystalline material in a natural silica deposit which would be considered harmful to health (<10 ¦m). A sample of the natural silica material was recovered and split into a number of subsamples. Samples were sieved using a conventional dry sieve to remove material >300 ¦m before testing. Particle size analyses of the fine fraction showed 75 per cent of the material was below 10 ¦m. Initially XRD and XPS were run on the samples to determine the minerals and composition of the sample. The XRD revealed strong quartz peaks and smaller tridymite peaks with a high amorphous background. The XPS indicated traces of iron, titanium and carbon with dominant silicon and oxygen peaks. The structure of the sample was investigated using the SEM. It was apparent that there were a number of larger quartz crystals (>30 ¦m) with a mix of amorphous and crystalline in the finer fraction. It was also observed that amorphous material was attached to the surface of the crystals. In order to determine the percentage of crystalline quartz a known amount of quartz was added to the sample incrementally. On each addition an XRD scan was performed and the area under the peaks recorded. Back analysis of these peaks with an assumed percentage of crystalline material in the original sample gave a crystalline content of 30 per cent. The quantity at the respirable fraction was estimated to be 18.7 per cent.

The flotation of fine coal (minus 0.5 mm) often requires the addition of an insoluble hydrocarbon collector to apparently promote the adhesion of coal particles to air bubbles. A series of experiments was conducted using a radiotracer and narrow size fractions of clean coal to determine the effect of particle size distribution, collector addition rate, desliming of feed and emuIisification of collector on the distribution of collector between the different size fractions. The concentration of collector per gram of each size fraction was found to be approximately proportional to (average particle size)-2 except if the collector was emulsified prior to addition, the dependence altered to approximately (average particle size)-1. Mechanistic consequences are discussed.

In order to appreciate fully the place of palaeontology within the general framework of the geological sciences, consideration must be given to the time, about 150 years ago, just before the study of fossils was beginning to be applied to geological problems. At theend of the eighteenth century, almost all geologists recognised that fossils were the remains of animals and plants that had lived at the time when the rocks in which they occur were formed. It was also realized that many-some geologists thought all-rocks hadbeen formed under water, but as regards the order of succession in which these rocks had originated, and the relative ages of rocks found in different parts of the world or even of one country, only the haziest and most contradictory ideas existed.Around the turn from the eighteenth to the nineteenth century, a widely taught system of theories was that of the German professor, Abraham Gottlob Werner, who believed that the surface of the earth had once been covered by a universal ocean at whose bottom all rocks had been deposited. As the level of this ocean gradually subsided, older rocks-so Werner taught-are now generally found in the mountains or at great depth below the younger rocks; this was his "Primitive Division" which included granite, gneiss, schists, slates, basalt, porphyry and other igneous and metamorphic rocks, all of which he believed to be of sedimentary origin. Younger rocks, according to Werner, were formed at successively lower levels as the water receded. Next in age he placed a "Transition System" of limestones and greywackes; still younger the so-called "Floetz Division," which included sandstone, limestone, gypsum, salt, coal, but also some basalt, porphyry and other rocks; youngest were the alluvial deposits of recent clays, loams, sands and gravel. Thus, in the Wernerian system the age of a rock was determined on the basis of its petrographic properties and the height of its occurrence relative to sea-level.Here and there these ideas survived well into the nineteenth century. As late as 1825, Charles Darwin listened to lectures by Professor Jamieson, one of the last proponents of Wernerian theories in England. The fact that entirely different kinds of fossils occurredin rocks which were regarded as contemporaneous did not worry the theoreticians.It is, therefore, noteworthy and significant that the value of fossils for the interpretation of geological events was demonstrated to the geologists by an engineer and surveyor, WiIIiam Smith, who, although no professional geologist, has often been called the "Father of English Geology." His professional work, which was mainly concerned with drainage and irrigation projects, took Smith to all parts of England, where he sometimes journeyed as much as 10,000 miles in 11 year. Smith was a keen observer and, unhampered by theoretical speculations, he noted the occurrence of fossils and collected specimens wherever he went. Stripping of Fe (III) from D2EHPA Using Different Reagents The common way to extract Fe(III) from an organic solvent is by using concentrated acidic solutions. The stripping of Fe(III) from organic solvent Di-2-ethylhexyl phosphoric acid (D2EHPA) by hydrochloric acid (HCl) solutions has been found to increase with increasing the acid concentration. However, the use of a concentrated acidic solution such as 6 M HCl can degrade the organic molecules. In this research, to increase the efficiency of Fe(III) stripping from D2EHPA, effect of some acids, salts and buffer solutions was studied. Influence of Tri-butyl phosphate (TBP) as modifier on the Fe(III) stripping operation was also investigated. According to the results, the best Fe stripping recovery was achieved in the presence of low acid concentration and the salts which was 72.4 per cent oxalic acid, 70 per cent ammonium oxalate and 75 per cent buffer of oxalic acid and ammonium oxalate. The results also showed a better recovery in the presence of the buffer rather than the salt. Finally, increasing the concentration of TBP, HCl and H2SO4 resulted in a higher stripping efficiency of Fe(III). However, in the presence of oxalic acid and its salts increasing the reagent concentration did not increase the stripping efficiency and at this condition, the recovery of iron remained constant.

This paper reports a biogeochemical study of the Siberia lode of the Herberton tin field. Soil near the orebody contained high levels of Fe, Cu, Pb, Sn, As, Mld Mn. Polycarpaea spirostylis and Indigofera dominii were associated with these high levels but several other species apparently could not tolerate them. The potential of these species as indicator plants is discussed.

The Hilton and George Fisher deposits occur 22 and 24 km north of Mount Isa, NW Qld, Australia respectively. Both deposits occur as deformed Proterozoic, sediment hosted, stratiform orebodies hosting Pb-Zn-Ag (Hilton) and Zn-Pb-Ag (George Fisher) mineralisation. The two deposits are separated by approximately 2 km of strongly faulted barren shales, mudstones and siltstones along strike. Despite this, correlations between the Hilton and George Fisher deposits have previously been assumed on the basis of textural, lithological and geochemical similarities, but previously lacked specific details to prove exact stratigraphic matches.Feasibility drilling allowed broad correlations based on the position of siltstone pillars separating individual orebodies. However the position of continuous potassium-rich, siliceous and cross-fractured tuffaceous marker beds (TMBs) often used as stratigraphic markers within the Hilton Mine were initially unrecognised within the George Fisher stratigraphy where they are erratically silicified and often not cross-fractured resulting in correlations being difficult to prove. As a more detailed knowledge of TMB locations at George Fisher was gained it was possible to look for corresponding TMBs within the Hilton orebodies. Recent underground stope definition drilling at the two locations enabled specific TMBs, stratigraphic units and even individual sedimentary beds to be matched between the two locations, despite the large separation between mines.The correlation between the two deposits has implications for future exploration drilling north of George Fisher. If a specific stratigraphic horizon can be determined within one hole, positioning of further drillholes can be more accurately planned. The significance of having stratigraphic matches between Hilton and George Fisher also has implications for correlations with other Isa Valley deposits. Convincing preliminary TM and stratigraphic correlations have already been made between George Fisher and the Isa Lead Mine 24 km to the south.

Leaching column techniques and microbiological methods have been described in detail in Madgwick and Ralph (1980) and Madgwick, Ralph and Sadler (1981).Sixty-nine kilograms of copper porphyry ore (0.4 per cent Cu, 2.7 per cent Fe) (particle size 2.4-11.2 mm; 60 The effect of sodium chloride (O.6M) irrigation on bacterial leaching of Bougainville copper porphyry ore was studied.Viability of suspended Thiobacillus ferrooxidants was reduced to less than 10 cells/ml in NaCI (O.6M) compared with 10' eells/ml in dilute II,SO, (0.01 M, pll 2). Salt irrigation had no significant effect on heterotrophic and sulphur oxidizing bacteria. Increascd short term recovery of copper (145 g/tonne/ 15 days) was followed by a marked decrease in tenors to less than 20 mg/litre/day compared with an acid leach, steady release, of 110 mg/litre/day. Resumption of acid leaching restored average solution copper to 46 mg/litre/day and the viability of suspended T Ierrooxidates to 10 cells/ml.Quantitative removal of sodium ehloride from ore particles was difficult and t races of NaCI remained for more than 200 days.

In his account of the Thackaringa sulphide ore, Lawrence (p. 92) reports the presence of valleriite as a minor accessory in chalcopyrite. He says that it is readily identified by its intensive anisotrophy and reflection pleochroism. He also gives (p. 87) the chemical formula as Cu8Fe4S7 Recent work by Evans et al. (1964), Chamberlain and Delabio (1965), and Schidlowski and Otteman (1966) suggests that most material identified as valleriite is, in fact, mackinawite. Mackinawite and valleriite are both extremely anisotropic and strongly reflection pleochroic, and so with fine-grained material it would be hard to distinguish them optically.Mackinawite, according to Evans et al. (p. D66) is a copper-free iron sulphide (PeS) with small quantities of nickel, whereas valleriite is considered to be a dimorph of chalcopyrite (CuPeS2 ). They found that mackinawite is much more widespread than valleriite, and, unlike the latter mineral, is commonly included in other sulphides, particularly chalcopyrite.Lawrence (p. 92) states that the valleriite inclusions are up to 0·01 mm long, so that an electron probe microanalysis should be quite feasible and provide a ready answer to this query.L. In Broken Hill, Northern Rhodesia, two water jacket lead furnaces have been in operation for the past three years. The furnaces were erected in war time, and only absolute essentials were procurable. The water for the jackets was obtained from wells adjacent to the works, in a dolomite formation. There being no water-softening plant, except a small one capable of treating water for the power plant only, this water was found to make a heavy scale in the jacket. During 1917 several jackets were burnt through, resulting in serious trouble and loss of output. In order to avoid this, furnaces were stopped twice a month for 8 hours and scale was removed as far as possible. In addition to the scale trouble during the summer months, a green slime grew in the supply tanks and occasionally became detached from the tank and collected in the cocks near the jackets. This caused risk to the jackets and was difficult to remove without a stoppage of the furnace. In 1918, bundles of wattle bark were placed in the hot well at the rate of one ton per month. These extracted the tannin and added from 0.5 to one part of tannin per 100,000 to the circulating water. The hot water was cooled over a brushwood cooling tower and returned to the supply tanks. The well water required to, make up the wastage was estimated at 40,000 gal per day.

Flotation tests in a laboratory flotation cell at pH 8-8.5 and other sui}plementary tests were carried out on sphalerite-quartz and sphalerite-pyrite-'quartz mixtures. Depression of sphalerite resulted vvhen the addition of copper sulphate exceeded an optimum value. Evidence that this depression was due to collector deficiency because of reaction between copper sulphate and collector is presented. It was not found possible to devise a direct analytical method suitable for .plant control of reagent addition. A possible means of control using potassium cyanide and a higher pH is discussed.INTRODUCTIONAt the Rosebery mill of Electrolytic Zinc Co. of Australasia Ltd., recovery 'of sphalerite in the zinc concentrate occasionally drops unexpectedly. Experiment in the mill and mill laboratory has suggested that one of the factors causing this may be the addition of more than an optimum amount of copper sulphate. On such occasions, an increase in the collector addition improves zinc recovery in the zinc concentrate, but only at the expense of sphalerite-pyrite selectivity.To examine the phenomenon more thoroughly, and if possible to find some means of determining the optimum addition of cepper sulphate and controlling the actual addition at this optimum, one of the authors (W. In the early stages of opening up a mine, when there is some uncertainty as to its future career, necessitating caution in laying out works of a permanent character, the want is often felt of an assay furnace, easily built and easy of transportation, should the" mine " prove to be " no mine." Again, cases occur in which parties buy the right to treat comparatively small heaps of tailings, and then shift their plant to other localities. Under these circumstances it is necessary to restrict the plant to the barest necessaries, to suit, so to speak, the nomadic character of the work.An assay furnace that is really portable, easily transported, erected, taken down, of little weight, always ready for action on short notice, is indeed in these cases a desideratum which has long been wished for. Development of Cost-Efficient Environmentally Sound Technology for Enhanced Gold Recovery from Rebellious Gold-Containing Raw Materials Study of biochemical leaching performances in gold-bearing sulfide minerals processing enabled to develop environmentally sound technology of enhanced gold recovery from rebellious gold-containing raw materials. It was found that the ?-10 IMO bacteria activity contributes to increasing system oxygen concentrations and incrementing in rates of oxygen delivery onto surface of gold-bearing minerals. Bacteria activity products, ie, amino acids (?), support the formation of such heterocomplexes as [A-Au-CN]- , providing additional gold recovery into solutions. Technological properties of proposed bacteria solutions were studied. It was found that the proposed bacteria inoculants are capable to growing directly in process of raw materials leaching within a large pH range of media containing cyanides and thiosulfates. They oxidise the sulfur to the sulfate, as well as the antimony (III) and arsenic (III) sulfides to the pentads. For the first time, the hydrophobic cell properties, metabolites emulsifying efficiency, adsorption properties, wetting ability, surface tension and electro-kinetic potential of new bacteria strain solutions were studied as compared with chemical solutions. It was found that the proposed bacteria inoculants reduce surface tension at the solvent-mineral and solvent-concentrate phase boundaries. All aforementioned effects enhance mass transfer processes efficiency. IR-spectroscopy of new bacteria strain culture liquid allowed identifying available amino acids which substantially contribute to heterocomplex anion [A-Au-CN]- formation. Active involvement of heterotrophic bacteria in gold dissolving processes was identified. It was shown that the structure of metals complexes is substantially modified at intensive pulp agitation and during long-term storage. Fractional order reaction in biochemical and chemical gold leaching was identified. It evidences that the gold and impurity metals dissolving processes advance in synchronism. The both processes are running in diffusion zone. Biochemical leaching has advantages over chemical leaching, ie it provides enhanced rates of precious metals dissolving, improved gold recovery by 20 - 30 per cent, decreased cyanide consumption by 50 per cent. At the same time it allows to decontaminate dangerous substances contained in productive solutions produced in rebellious gold-containing raw materials processing. Basic parameters of flotation concentrates leaching by heterotrophic bacteria-assisted processing technology were tried and tested. Technology of gold sorption from leaching solutions was successfully tested.

Alluvial platinum was recovered during gold mining operations in Maud Creek, a tributary of the Howard River. Average electron probe analyses give Pt 88.75, Fe 5.27, Ir 0.70, Os 1.06, Pd 0.34, Ru 0.14, Rh 1.29, Cu 1.06. Rare grains of a Pt-Fe-Cu alloy are also present and an unusual feature of all grains is the relatively high rhodium content which finds expression in segregations of rhodium arsenide, cherepanovite. Platinum is found in the Orepuki area of Southland, where it is probably partly derived from the mafic rocks of the Longwood Complex. Rocks of the Rotoroa Complex, similar to those of the Longwood Complex, form bedrock in Maud Creek and are possibly the source of the Howard platinum. Alternatively, it might be derived by glacial transport from the Matakitaki ultramafic block 30 km to the southwest. Origin from the Rotoroa rocks is preferred as, if the Matakitaki rocks are part of the Dun Mountain Ophiolites, they might be expected to contain osmiridium rather than platinum. The ratio Pt:Ir-Os has been widely used to distinguish low Pt:Ir-Os ophiolitic from high Pt:Ir-Os gabbroic assemblages. Mafic complexes such as Longwoods, Darran, Rotoroa, and Riwaka might be expected to show similar high Pt:Ir-Os ratios and be targets for platinum exploration. Detrital platinum examined from the Parapara area, Golden Bay is mainly osmiridium, with rare grains of rutheniridosmine, very similar in composition to that found in concentrates from the Kaniere dredge, West Coast.

Cross-belt samplers are designed to sample particulate material in processing plants, usually when there is no space to install a conventional linear falling stream sampler. Most of the available cross-belt samplers are mounted on the top of conveyor belts, and remove each increment from a loaded moving conveyor with a 360° rotation of an open faced cutter, in a plane perpendicular to the material flow. Despite the practicality of this equipment and the fact that it occupies very little space in the plant, cross-belt samplers are well known for collecting biased samples, especially due to the increment extraction error. Sampling consultants around the world tend to condemn this sampling equipment, claiming that it is incapable of collecting the fine material from the bottom part of the load, and, since the sampling probability is not uniform for all fragments and depends on its position in the stream, this kind of sampler generates biased samples and its use should be avoided. Furthermore, the greater the segregation effect between particles, the larger the bias. However, some plants, whose initial design did not plan for the installation of a falling stream sampler, must rely on cross-belt samples for process control and reconciliation. For the past years, sampling equipment manufacturers have been putting effort in modifying the cross-belt sampler design in order to comply with the principles of correct sampling. Changes to the cutter material, shape, position, speed and movement in relation to the material flow have been made, and are continually being tested for different types of ore with various chemical and physical characteristics. Early strategic mine planning includes decisions over the organisation of work and workforce accommodation. These decisions involve significant commitments that affect not only employee quality of life but also the impacts and relationships with existing local communities. Strategies for workforce accommodation are characteristically community-based (either as purpose-built company towns or integrated within existing local communities) or commuter (fly-in, fly-out) mine camps. The quality of accommodation underpins the fulfilment, morale and motivation of employees. This is not only relevant to productivity and safety, but also to recruitment and retention, particularly with the current onset of a significant human resources crisis. In the event that communities exist in proximity to a proposed mine then the accommodation strategy selected can influence the value-adding potential for the sustainable development of such communities. This early planning is particularly challenging where mine locations are isolated and/or face significant economic, social and political adversity. This paper draws upon a case study review of five large mining projects implemented in three South American countries, selected to cover a range of scenarios and accommodation strategies. The review aims to advance our understanding of the complexity of the underlying planning issues. Each scenario considered the prevailing environmental, social, economic and political situation, together with the adopted accommodation strategy. The case study review aimed to identify lessons learned and to make recommendations for advancing mineworkersÆ accommodation planning practice.

Few, if any, reliable thermodynamic data are available for the activity of tin oxide in slags. In this work, the activity of the oxide in silica saturated iron silicate slags has been measured at 1573 K using the equilibrium Sn (alloy) + Y2O2-SnO (slag).Slag and a Ag-Sn alloy were sealed in a zirconium oxide crucible to prevent the escape of volatile tin oxide, and the oxygen pressure at equilibrium measured in situ using the zirconium oxide as a solid electrolyte. Activity of tin was calculated from known data for the Ag-Sn system and activity of tin oxide calculated from free energy data. The results have been extrapolated to predict the industrially important distribution of tin and iron between Fe-Sn alloy and iron silicate based slags.

With the advent of the resources boom in the late 1960s most of the larger scale resources projects in Australasia were commissioned on an æowner miningÆ basis, where the mine owners owned and operated the primary mining equipment. Then, in the 1980s with the arrival of the gold mining boom in Western Australia and elsewhere, a change occurred û most of the mining activities were carried out on a contract mining basis. Over recent years, however, there has been a marked trend amongst larger Australasian open pit mining operations back towards owner-controlled and operated mining operations. The reasons for this are many and are addressed in the paper, but centre on the concept of the owner being prepared to assume more of the mining risk in exchange for the advantage of not having to pay a contractorÆs profit margin. Where mining contracts are entered into, the older æschedule of ratesÆ format is being replaced with less adversarial and more entrepreneurial contract alternatives involving operating cost and risk sharing in a spirit of æfair dealingÆ. Leasing and maintenance issues have also been influenced in recent years by the advent of more flexible contract arrangements with equipment suppliers. Group purchasing has also had some influence for project operators. For many mine owners, the optimal risk management profile involves a practical offsetting of the assumption of mining risk on the one hand, against the removal of litigation risk and potentially reduced operating costs on the other. Potential pitfalls may arise where equipment size and type requirements vary with time or where manpower management, mining flexibility, job skills or safety exposure factors are relevant. These issues are commented on in the context of some well known examples, and an update is provided on contract mining versus owner operation in large scale Australasian open pit mining generally.

Fletcher Challenge Limited through its subsidiary Grampian Mining Co Limited has carried out an ore evaluation of one of New Zealand's largest known deposits of ilmenite located at Barrytown on the West Coast of the South Island, New Zealand. The ilmenite is located in a beach sand environment which has previously been mined for gold. Two analytical techniques were developed to quantify the resource. Considerable difficulty was experienced in this phase of the evaluation due to the presence of major inclusions within the ilmenite grains. Wet and dry concentration circuits, utilising spiral, wet magnet, high tension and plate electrostatic separators have been designed to produce ilmenite from the ore. Studies to utilise the titanium content of the Barrytown ilmenite have been made. Recent work has been directed towards a titanium dioxide pigment process.
