The effect of carbon in solid solution on the plastic behavior of thorium was studied by measuring the flow stress of Th-C alloys from 4.2" to 573°K and at several strain rates. Carbon was found to strengthen thorium primarily by increasing the thermally activated component of the flow stress. The strengthening due to carbon was directly proportional to the carbon content and decreased rapidly with increasing temperature up to 423" K. The flow stress also increased with increasing strain rate. The strengthening appears to be due to a strong short-range interaction between carbon atoms and dislocations. A yield point was observed in the Th-C alloys which increased with increasing carbon content. JTREVIOUS study of the mechanical properties of thorium has been confined largely to the measurement of the engineering properties. Work prior to 1956 has been summarized by Milko et al.1 who reported that additions of carbon to thorium sharply increased the room-temperature strength. In addition, the yield strength was observed to decrease rapidly over the temperature range from 25" to 500°C. In 1960, Klieven-eit2 measured the flow stress of thorium containing 400 ppm C. He found that over the temperature range from 78" to 470°K the flow stress was strongly dependent on temperature and rate of deformation. A drop in the load-elongation curve, or a yield point, was observed over most of the above temperature range. Above 470°K, the flow stress was nearly independent of temperature and strain rate. This strong temperature and strain rate dependence of flow stress is not generally observed in fcc metals. It is, in fact, more typical of the behavior reported for bcc metals. Bechtold,3 Wessel,4 and conrad5 have pointed out the striking difference between the commonly studied bcc metals and fcc metals in regard to the effect of temperature and strain rate on the flow stress. Zerwekh and scott6 studied the plastic deformation of thorium reported to contain 12 ppm C. They found that this material did not obey the Cottrell-Stokes law as expected for fcc metals. In addition, they found values of the activation volume smaller by an order of magnitude than expected for an fcc metal. They concluded that thorium was strengthened by a randomly dispersed solute. Thorium differs from many other fcc metals that have been studied extensively in that it shows a relatively high carbon solubility at room temperature. Mickleson and peterson7 report the solubility limit at room temperature to be 3500 ppm C. The lowest value reported is that of Smith and Honeycombe8 who report the limit to be 2000 ppm C at 350°C. The pres- ent investigation was a systematic study of the flow stress and yield point phenomenon of thorium over a broad range of carbon content, temperature, and strain rate. EXPERIMENTAL PROCEDURE The thorium used in this investigation was produced by the reduction of thorium tetrachloride with magnesium as described by Peterson et a1.' Chemical analysis of the original ingot after arc melting and electron beam melting is shown in Table I. Alloys were prepared by arc melting this thorium with high-purity spectrographic graphite. Threaded specimens with a gage length 0.252 in. diam by 1.6 in. long were used for the constant stress or creep measurements. These specimens were machined from rod which had been cold-rolled and swaged to % in. diam. Tensile specimens were prepared by swaging annealed 3/8 -in.-diam rod to 0.102 *0.001 in. The as-swaged wire was cut to lengths of 2 in., annealed, and the center 1-in. gage length elec-tropolished to 0.100 ±0.001 in. The specimens were gripped for a length of 3 in. at each end by a serrated four-jaw collet which was tightened by a tapered compression nut. No slipping occurred in the grips and negligible deformation was observed outside the 1-in. gage length. Both the creep and tensile specimens were annealed at 730°C under a vacuum of 1 x X Torr. The resulting structures consisted of equiaxed recrystallized grains with a grain size of 3200 grains per sq mm for the tensile specimens and 2200 grains per sq mm for the creep specimens. After the specimens were prepared, samples were analyzed for nitrogen, oxygen, and hydrogen. The results of these analyses are given in Table 11.

THE manufacture of iron and steel is one of the largest of our indus-tries; and in point of size of single plant and equipment certainly the biggest of all industries. By the general public it is generally con-sidered a prime example both of the marvelous technical advances achieved by modern science and engineering in the design and operation of equipment and of the efficiency of big business in the coordination of men and materials. Actually the operation of its basic processes has not changed significantly in either theory or fundamental design of equipment in the past 75 years. Though many other process indus-tries have been born and developed, and not seldom completely revolu-tionized, during this period, the primary processes of making iron and steel are still carried out along the lines laid down, and in the equipment originated so long ago, by Bessemer, Siemens and Martin, and subse-quently expanded to practically the modern scale by Carnegie, Schwab and Captain Bill Jones in the eighteen eighties and nineties. The application of the principles underlying the continuous counter-current physical and chemical interaction of solids, liquids and gases, which have been so successfully used in the rapid evolution of our chemical process industries, has been very largely lacking in the steel industry. In the days of -the last-named giants, especially Carnegie, the steel industry made great and rapid technical progress. Carnegie's ever driving idea (as later with Ford in the production of automobiles) was the finding of new and better ways of making cheaper steel. Carnegie himself was a steelman, and so long as he dominated the industry its technical progress. was rapid; and he, like Ford, was vastly successful financially as well, since his costs were continually being driven lower than those of his competitors by his advances in steelmaking technique.

The object of taxation is the raising of a revenue. Unless a tax accomplishes this, it is a failure. The right to take for public purposes a part of the moneys obtained from the carrying on of private enterprises is an attribute possessed only by a lawful government, and may indeed be called the supreme attribute of government. In free, democratic communities this power must of necessity rest upon the consent of the governed. Power implies obligation, hence it is obviously the duty of a government, in framing a system of taxation, to provide one which, while effective in producing a revenue, is also just and impartial. • It will be conceded that mines and mining property ought to bear a fair share of the public expenditure. The question is, upon what basis taxation should proceed. Two separate taxing principles are usually contended for: Taxation should be proportionate to the benefits received by the person or property taxed; taxation should be based on ability to pay. A third is sometimes added, taxation should have reference to the extent and value of the natural resources enjoyed. As applied to mining taxation, it is pointed out by those who support the fist mentioned basis that, mines being usually situated in rocky and hence sparsely peopled regions, mining companies are frequently obliged to construct roads, railways, telegraph and telephone lines, schools, water and sewerage systems, and many other amenities and conveniencea of civilization the cost of which in regions better suited for agriculture, and consequently more thickly populated, has either been defrayed locally, or can be spread over a sufficiently large taxable group of people to materially lighten the financial burden on the mine. The mining company, it is argued, having made these outlays, should receive credit for them and be relieved of taxation to a corresponding extent. There may be some force in this contention, but the situation is capable of relief without attempting to place taxation upon so unworkable a basis as the value of benefits received. Who is to be the judge of these benefits, and how are they to be valued? The very existence of a mining company and its ability to carry on business in peace and security depeind on the prevalence of law and order, which is a result of good government. MINERALS and mineral resources are recognized as one of the things that nations are prone to quarrel about. The territory that was arbitrarily incorporated into the Polish Republic after the World War produces a variety of essential minerals on a substantial scale. The accompanying table has been compiled to give some idea of the relative importance of this production. Poland, before the recent war started, had an area of 150,000 sq.mi., just a little larger than the State of Montana. Its population was 32,000,000, equal to that of New York, New Jersey, Pennsylvania, Connecticut, and Massachusetts. Though not a highly industrialized country it nevertheless has important mines, steel plants, petroleum refineries, and sundry metal-fabricating manufactories. Coal, petroleum, iron and steel, zinc, lead, pyrite, potash, and salt are produced in excess of the country's domestic consumption. It has no appreciable production of copper, chromium, tungsten, nickel, tin, mercury, manganese, aluminum, magnesite, fluorspar, or graphite.

The Combined Metals Reduction Co.'s plant is at Bauer, Utah. It was built primarily to treat ore from the Combined Metals mine at Pioche, Nevada. Shortly after its completion, the company acquired the old Honerine mine, and ores from this mine, as well as custom ores from widely scattered districts, are now being treated at the Bauer plant. Pioche Ore The Pioche ore, which comprises about 50 per cent. of the mill feed, occurs as a replacement of an impure thin-bedded limestone. The lime beddings are separated by thin layers of micaceous shale containing appreciable quantities of sericitc and graphite. The ore is an exeeptionally fine-grained, dense mixture of minerals and gangue, assaying approximately 0.03 oz. gold, 7.2 oz. silver, 7 per cent. lead, 15 per cent. zinc, 16 per cent. iron, 29 per cent. insoluble and 1.5 per cent,. lime. Of the total lead 7 per cent. is in the form of sulfate and carbonate. Approximately 10 per cent,. of the ore consists of chert nodules impregnated with barren pyrite; the nodules average 0.8 mm. in size, and ire extrcmely hard, compared with the other constituents of the ore. Microscopic examination of Pioche ore ground to 80 per cent . minus 150 nicsh shows pyrite, sphalerite and galena still attached. Early Attempts at Ore Dressing Metallurgists, both professional and those working for private companies, have been more or less familiar with the Pioche ore sinee. 1913; in fact, a total of 35 commercial and plant laboratories expenmented with the ore between 1913 and 1921. The work during this period was decidedly negative, it being seemingly impossible to effeet a satisfactory separation of the valuable minerals into marketable products. In 1913, it was recognized that fine grinding-—that is, about minus. : 200 mesh—-was required to liberate the minerals from one another, and from the gangue, but such fine grinding was not considertd practicable at this time.

Electrical methods and instruments for geophysical exploration have been almost exclusively applied, during these years of development of the art, by a few companies specializing in this field. The control of patents, the cost of the instruments and the general lack of published information on details of field procedure and office interpretation have given these owners a monopoly in carrying out electrical surveys. The development of the Megger Ground Tester1 seems likely to change this situation, and to enable mining engineers and geologists, without special training in geophysics, to carry out simple reconnaissance electrical surveys. Nevertheless, the need for such special training and experience in planning surveys and interpreting their results remains, and probably i always will remain, indispensable for a successful outcome. The unique thing about, the Megger Ground Tester, which gives rise to this hope for its general use, is its simplicity of operation. The four binding posts of the instrument are connected by insulated wires to four stakes driven into the ground at appropriate points. The crank of the Megger is then turned, and the resistance of the ground between the two inside stakes is read directly, in ohms, by the deflection of a pointer over a scale. The apparatus is shown in Fig. 1. Fundamentally, the principle of operation is that of determining the resistance of a four-terminal conductor, as applied by Frank Wenner to the measurement of earth resistivity. INTRODUCTION At the point a company decides to begin mine development and wishes to convince lending institutions that the proposed operation will return their borrowed funds, plus interest, over the terms of the loan, communications between lender and borrower are crucial. The importance of the mine feasibility presentation should not be underplayed, especially as new projects continue to increase in size, complexity, and cost. While the content and emphasis of a report to the lender will vary according to the particular project and type of debt financing sought, there is a general base of information upon which all such studies are built. THE PROJECT'S TECHNICAL ASPECTS Here, the object is to satisfy the lender that he will not be unduly exposed to technical risks as a result of the physical scope of the project. Reserves The feasibility report submitted to financial institutions should include an adequate description of the geologic setting, mineralogy, ore types, and reserves broken down into such recognized categories as proven/probable/possible or measured/indicated/inferred. Rather than a bald statement of reserves, lenders prefer to have detailed information on: History of exploration Drilling, both percussion and core, with core recovery, drill hole spacing, analyses, and continuity of mineralization Bulk sampling, with core assay comparisons Overburden, with stripping ratios Specific methodology of reserve calculation, and Geologic reserves vs. mineable reserves. As a rule of thumb, a lender would prefer to see that reserves in the proven class alone are sufficient to support operations at the design rates until the borrowed funds are repaid. (See also Schreiber above in this Chapter.) Mining The rationale for adoption of a particular mining technique should be presented as well as descriptions and justifications for: Preproduction development Preliminary mine plan, with forecasts of grades and material movements Geotechnical test work which influenced decisions Mining recoveries and efficiencies Major equipment, with type, model, rating life, spares, replacement schedules, utilization, and productivity Manpower requirements and work schedules Design assumptions Ore stockpiling and blending Environmental requirements, and Waste disposal Processing If a new ore body is to be developed or a new process used, it is important to provide details of test work, scale up, and extrapolation factors. A basic process description with a summary of the studies which justify the intended processing route should be included with the following data:

Economic waste caused by mine fires may become considerable,l5 especially if a fire is allowed to spread or temporarily to get beyond control. It is important, therefore, to act promptly whenever a fire is suspected and to make every action count. To contribute toward its extinction effectively it is necessary to know at the earliest possible moment, and continuously thereafter, what is happening at the seat of the fire, which may be in a remote or inaccessible area, and also to recognize what may be expected as a result of any proposed combative measure. In combatting a fire the mining engineer and the chemist should cooperate, first deciding upon the course of action to be taken and then drawing upon the mining engineer's intimate knowledge of the physical structure of the fire area, the cost and time required to carry out proposed operations, and the probable efficiency with which these operations could be performed, and upon the chemist's knowledge for the results to be expected therefrom. After the initial steps to be taken have been decided, it devolves upon the mining engineer to see that they are carried out and upon the chemist to evaluate the results and to keep the mining engineer continuously informed in regard to a variety of matters—such as the composition and toxic or asphyxiating properties of the atmosphere in which the men may be working, whether the fire is increasing or decreasing in intensity and its probable temperature, the quantity of air leakage and the explosion hazards of the fire area. The purpose of this paper is to discuss what the chemist can and cannot contribute as a member of the fire-fighting personnel. The technical literature contains several hundred papers relating directly and indirectly to mine fires, and this fact alone is testimony to the complex nature of the phenomena involved in the birth, life, and final demise of a fire. A fire may be stopped (I) by preventing oxygen from reaching the coal or (2) by removing the conditions necessary for the rapid reaction of coal with oxygen; i.e., decreasing the temperature. All methods of prevention or control necessarily must be based upon one or the other, or both, of these two principles. The chemistry of a fire may be understood readily if the low-temperature oxidation of coal is considered as a starting point; then oxidation at higher temperatures (or combustion); and with these, the composition of the solid and gaseous products resulting from the oxidation or from the effects of the heat liberated. This discussion refers particularly to Pennsylvania anthracite, although much of the material applies equally well to coals of lower rank. The Frood mine (Fig. 1) is 2½ miles north of Sudbury, at a general elevation of 1000 ft. above sea level. It includes the original Frood location, which was the No. 3 mine of the Canadian Copper Co., and the adjoining Frood Extension, which until 1929 belonged to the Mond Nickel Co. Mine Openings The mine is operated from two vertical shafts and one underground incline shaft. No. 3, for men, supplies and ore, is a vertical six-compartment shaft in the footwall of the south mining area and extends froin surface to a depth of 3045 ft. No. 4 is a vertical three-compartment shaft, 2500 ft. north of No. 3 and adjacent to the north mining area. It extends from surface to a depth of 3345 ft., and is used exclusively for hoisting ore. No. 5 shaft, inclined at 65' to the horizontal and of three compartments, is near No. 4 and extends from the 2600-ft. level to 77 ft. below the 3100 level. It is used for development below the 2800 level. The ventilation shaft, No. 1, with which this paper is directly concerned, will be described fully in the following pages. Mining Methods The orcbody is laid out in 80-ft. sections at right angles to the gcneral strike and numerically indicated from the southern extremity toward the north. Each section consists of a 45-ft. stope and a 35-ft. pillar, extending the full width of the orebody. Pillars and stopes are superimposed from level to level. The present mining territory is divided into two vertical areas, a north and a south area. Both areas have the same number of stopes on each level, the two areas being separated by 10 sections to be mined later. In a few instances, at the ends of the south area, where the orebody has narrowed, longitudinal stopes are used, of more than the usual 45-ft. width. The Aldrich Mining Go. holds under lease from the Illinois Central R. R. Co. about 14,000 acres, in the east half of Township 12, Range 12 W., in Marion county, Alabama, and owns other lands, of which about 1,000 acres adjoin this leased tract, making a total area of about 15,000 acres, all of which is underlain by the coal-seam upon which the company is operating. This seam is nearly horizontal; and a ravine, diagonally crossing the tract, exposes the outcrop on either side for about 2 miles. The territory has been so divided that nearly the whole of it can be worked out by two collieries. The mines at Brilliant were opened in the fall of 1898, and shipments began in the following spring. The original plan was to furnish steam-coal for locomotives to the Illinois Central R. R. Co.; and upon this expectation the investment of capital was made. The field was entirely new; and the softness of the coal at the outcrop induced the belief that it could be very cheaply mined. A contract for the delivery of a large quantity of coal to the railroad was accordingly executed. But with the advance of' the entries to increasing distances from the outcrop, the coal proved so hard that it could no longer be drilled with a breast-auger; and the expense of mining became so great that the contract for cheap steam-coal had to be canceled. It became evident that the work must be done with machinery and explosives, if it could be profitably done at all. On the other hand, the excellent quality of this coal opened, at the same time, a possible market not specially contemplated at the outset—namely, that of a first-rate coal for domestic and general uses. AN article on the subject of electrolytic zinc no longer needs to be preceded by an apology. The production of zinc by electrolysis is past the laboratory stage and has become an economic factor of considerable importance in the total production of zinc in the United States. The various methods of procedure to be, followed for the greatest economy of manufacture are fairly well known, consequently a detailed description of any method is no longer necessary or desirable. In this paper I shall endeavor to lay down some of the governing conditions in this industry, the relation of methods to ore deposits, freight rates, and sources of power supply. POWER POINTS Assuming for a moment that, for the present at least, the electrolytic production of zinc will be confined too those localities having developed water power, a glance at these powers so developed in the United States, with their relation to known zinc orebodies of economic size, will not be without interest. Northwest In the Northwest we have water powers, developed and undeveloped, in Washington and Montana. These must, of course, bear a close relation to the rapidly growing zinc production of the Coeur d'Alenes and of the Butte districts. In general, the power of the territory in question is relatively low-priced, at least as compared with the cost of developing power from coal, and the near neighborhood of large bodies of more or less complex zinc ores makes these water powers of more than usual interest. The same remarks may be applied equally to the developed water powers of the Canadian side of the line in the Northwest, where we have again commercially available complex ore deposits such as are being exploited today at and near Trail.

A progress report on the oil-shale and shale-oil processing research program at the U. s. Bureau of Mines Oil-Shale Demonstration Plant. Legislation providing for the program and aims are briefly noted. The remoteness and rugged nature of the terrain at the plant site are important factors in construction and operations. Large-scale units now in operation are the crushing plant and two 40-ton N-T-U retorts. These are described in detail. Under construction are several retorting pilot plants and a 200 bbl per day refinery. The refineiy incorporates several types of thermal operation, three-stage low-temperature acid treating, doctor sweetening and rerunning. Data are presented on typical N-T-U retort runs. Yields of 90 to loo pct of assay are realized on 30 gal to the ton shale with a retort cycle time of 18 hr. Data also are presented showing a comparison of a Mid-Continent petroleum and N-T-U shale oil. This comparison indicates that shale oil has a high pour point, low API gravity, and contains about 0.8 pct sulphur and 2 pct nitrogen. The naphtha fraction contains 3 pct tar acids, 9 pct tar bases and jo pct olefins. The problems involved in refining shale oil into usable products are discussed in detail. Introduction The Bureau of Mines oil-shale program now under way at Rifle, Colo., was begun in July 1944 under the provisions of the Synthetic Liquid Fuels Act, which was passed in the spring of that year under the sponsorship of Senator Joseph C. O'Ma-honey of Wyoming and Congressman Jennings Randolph of West Virginia, aided by Michael W. Straus, former Assistant Secretary of the Interior, and others. The oil-shale plant is only a part of the Office of Synthetic Liquid Fuels, Bureau of Mines, which has under way projects to develop synthetic liquid fuels from coal and other solid materials at Pittsburgh and Bruceton, Pa., Morgantown, W. Va., Louisiana, Mo., as well as the Petroleum and Oil-Shale Experiment Station at Laramie, Wyo., and the oil-shale demonstration plant at Rifle. The oil-shale program is entirely experimental. It is not intended that oil will be produced in great quantities. Production will be limited to the volume obtained from plant-scale experimental operations, which will be kept to the minimum size needed to develop techniques and processes and to demonstrate costs. After the passage of the enabling act in the summer of 1944 a survey of the oil-shale resources of the Nation was made to determine the most suitable general area in which to establish the demonstration plant. The most suitable area was found to be in the Rifle-De Bequearea in Garfield County, western Colorado. Bureau of Mines field parties covered this entire area thoroughly

In a recent communication, Smith and Wood described some results of 800°C compression/creep tests on WC-12 wt pct Co alloys in which plastic flow in the WC particles was believed to have occurred. The deformation observed in the WC particles was found to be a function of the rate of loading. The authors suggested that their data constituted support for the Ansell6-Lenel theory of yielding in dispersion-strengthened alloys. I do not agree with this interpretation since the Ansell-Lenel theory does not apply to the type of alloy in question. In this alloy, the dispersoid is present to the extent of about 80 vol pct. Even where there is no continuous skeleton, which apparently is the case in this instance, the simple fact is that nearly all of the load is carried elastically by the stronger material (wc).7 The constraint imposed upon the matrix, by virtue of the differences in Young's modulii and Poissons ratios, severely limits the stress level to which it may be subjected (assuming that the interfaces remain intact). If one allows for the constraint and then performs the same computation as in Smith and Wood, one finds that the stress on a WC particle is about 4 x 105 psi. This is about 21/2 times lower than the predicted fracture stress for WC. I would completely agree with the final paragraph of Smith and Wood, namely, that loading rate is of considerable significance. However. a more likely interpretation of their data is, I submit, that in the absence of stress relaxation (by secondary slip or climb) those WC-Co interfaces subjected to a normal tensile stress begin to fail. Once this occurs, the stress distribution will change rapidly and "premature" fracture of the WC then becomes quite probable. Tne serrated edges shown in Fig. 1 may very well be fine, interface fissures.

The definite trend to stricter specifications with respect to hydraulic concrete has become increasingly manifest in the last six years or so; but it remained for the vast reclamation projects of the Bureau of Reclamation of the Department of the Interior of the last few years to focus attention on this trend, and to demonstrate how thousands of tons of concrete-making aggregates can be produced continuously and automatically with a control of fineness comparable with that obtained with small samples in well equipped private and governmental laboratories. Pioneer work in this direction was done, to be sure, by private companies, notably the Kaiser Paving Co. of San Francisco, prior to the present vast public works program. Then in 1931 came the first great aggregates-preparation plant of the Six Companies, Inc. to supply construction materials for Boulder Darn1 in Nevada, and now, in 1936, the aggregates plant of the Mason-Walsh-Atkinson-Kier Co., general contractors on the Grand Coulee darn in Washington. At Boulder dam and to an even greater degree at Grand Coulee dam, sand production is recognized as probably the most important single element affecting the physical characteristics of the concrete. For in the construction of dams accurate grading of the fine aggregate has considerable bearing on the attainment of a uniform and homogeneous concrete of a high degree of workability and placeability and, at the same time, combining high density and low cement content. Low cement content is of value not only from the standpoint of ceonomy but also because the use of an unnecessarily rich concrete causes certain undesirable characteristics to develop. This paper will relate how at Grand Coulee dam methods that are more advanced than ever before are producing four sizes of gravel and a sand having a fineness modulus of 2.5-3.0. The Aztec mine is not widely known, by reason of its isolation and the relative insignificance of its tonnage; financially, however, it has an enviable record and geologically it is extremely interesting. The town of Baldy, Colfax County, the mine camp, at an elevation of 10,000 ft. (3048 m.) is 8 mi. west of Ute Park, the terminus of a branch of the A. T. & S. I?. Ry. The mining tract was designated by the Maxwell Land Grant Co. as the Aztec Reservation, and lies on the east slope of Mt. Baldy, the summit of which, 12,491 ft. (3807 m.), is one of the highest in the state. Rich copper float was found on the northeast slope of the mountain in 1865, and discovery work was begun the next year. At the same time, gold placers were found on Willow Creek, on the southwest side of the mountain, and the Elizabethtown settlement followed shortly. Gold washing lasted many years. In 1867, placer gold was found also on Ute Creek, the tracing of which to its source led to the locating of the Aztec mine by Lynch, Dogherty, and Fosley in the following year. The early production came from the contact of shale and sandstone or from sandstone immediately above the contact. Exact record of production is lacking, but L. C. Gratonl gives estimates ranging between $1,250,000 and $1,500,000, of which about $1,000,000 was taken out in the first four years. After the exhaustion of the early bonanza, production continued intermittently until 1909, when the Maxwell Land Grant Co, undertook systematic development, through four adits at intervals of 75 ft. vertically or approximately 100 ft. on the dip of the contact, which was thought to contain generally a quartz-pyrite vein. This study outlines the history of metal mining in Japan and the characteristics of the industry as they existed from 1925 to 1945. Mining and milling operations are described together with the role of the Japanese Government. A description of post-hostilities conditions and the present state of the industry is included. MANY of Japan's larger and better known mines date back to the early centuries of the Christian Era. The first stimulus to mining in Japan came through the growth of Buddhism, A. D. 600 to 700, and the attendant need for copper and other metals for temple ornaments and statues. During the Feudal period, 1333 to 1568, mine operations were expanded to meet the demand for ornament metal and for financing of campaigns. After removal of the seat of government from Kyoto to Tokyo, about 1600, the Tokugawa Shogunate placed great emphasis on mining, and many new mines were opened, some of which are still operating. Toward the end of the Tokugawa period, mining had declined sharply from its earlier peak. The easily worked, high grade portions of the orebodies had been exhausted, and the mining techniques then available could not exploit the deeper, lower grade ores. Similarly, extraction of metal from the sulphide ores presented a major problem. With the Meiji Restoration in 1868 and the rapid opening of the country to western ideas came a rejuvenation of the mining industry. Mining, milling, and smelting processes were greatly improved, resulting in the extension of development work into hitherto inaccessible portions of orebodies. The demand for metal during World War I stimulated activity throughout the industry; copper mining, particularly, expanded to a point where Japan ranked second among world producers.* During the depression following the war, mining underwent a severe contraction in activity, recovering slowly during the late 1920's only to undergo a further setback in the worldwide depression which started in 1929. Mineral output declined in 1930, but the beginning of Japanese expansion, 1931 to 1932, brought about an increase in the output of mine products starting between 1932 to 1934. Production continued to rise, the peak output being attained 1939 to 1943 in virtually all commodities. The greatest production of iron ore, chromite, and manganese was not experienced until 1944 when blocked imports, coupled with strong demands for steel, provided the needed incentive. Through necessity, Japan produced much of her mineral needs from her own mines at high cost during World War 11. Taking the 1932 to 1936 period as an average, however, Japanese mines produced only 16 pct of the iron available to industry, 8 pct of the lead, 33 pct of the zinc, and 68 pct of the copper. Nearly all of Japan's output of gold, silver, copper, lead, and zinc between 1925 and 1945 came from 30 to 49 pct of the mines for which production data are available; for example, 66 of 174 gold-silver mines accounted for 98 pct of the output of this group. Further analysis of mine output indicates that a large part of Japan's metal output was derived from a few large mines; about 10 gold-silver, 15 copper, 3 lead-zinc, 5 manganese, and 2 iron mines account for most of the production. The continuing search for faster, safer, and more economical methods of excavating underground openings has led the staff of the Mather mine of the Negaunee Mine Co. directly to mechanical boring of raises and drifts. The mine is located within the city limits of Negaunee and Ishperning in the eastern portion of the Marquette Iron Range in the Upper Peninsula of Michigan. It is owned jointly by McLouth Steel Corp., Bethlehem Steel Corp., Republic Steel Corp., and The Cleveland-Cliffs Iron Co., who also serves as the operating agent. A total of 2,400,000 tons of iron ore averaging over 60% Fe is mined annually by the block-caving method. This provides feed for the Pioneer pellet plant at Eagle Mills where 1,450,000 tons of pellets are produced yearly with the remaining tonnage being sold as coarse ore. Technical staff of Cleveland-Cliffs have long realized that improved methods of advancing raises and drifts were a necessity if underground mining of iron ore was to survive the transition period in the steel industry's requirements from direct-shipping ore to pelletized ores. For this reason, the Mather mine embarked upon an experimental raise-boring program with a prototype machine in 1961. Improvements since that time in equipment and practice have resulted in the acceptance of mechanical boring of raises as a standard development tool and a vital link in the fulfillment of an orderly development schedule. Advancement of large-diameter openings such as main-level drift headings by mechanical methods in the harder, more competent types of rock has developed more slowly in the mining industry due to the need for more compact and portable machinery and improved bit technology. Many of the obstacles have been overcome by the manufacturers, and in March 1967 it was decided to proceed with a program to bore approximately 4000 ft of 13-ft-diam drift in the Mather graywacke footwall rock.
