13.5-1. Placer Deposits-Definitions. Placers are defined for this chapter as unconsolidated deposits of detrital material containing valuable mineral, and placer mining is defined as surface exploitation of placer deposits. Unconsolidated marine deposits containing industrial minerals, such as the very large pebble phosphate beds in Florida, pelletal phosphate beds in the Sechura Desert in northwestern Peru, oyster shell beds occurring at many places, and nodules resting in the sea floor, are not classed herein as placer deposits, though methods commonly used for mining placers may be employed for their exploitation. The natural processes that may form placers range from chemical weathering to stream, marine, and wind action, and combinations thereof, resulting in some degree of concentration of valuable mineral. One or more cycles of erosion and deposition may have occured. In relation to mining, placers include unconsolidated barren or near-barren overburden and underlying weathered bedrock. Placers of any origin subsequently may become drowned by the sea and then partly or entirely covered by marine deposits; or they may become covered with alluvium, eolian deposits, or lava. The mining of placer deposits for valuable mineral content usually is followed immediately by primary concentration using wet (rarely dry) gravity methods, succeeded by secondary concentration employing both gravity and other methods. 13.5-2. Classification of Placers. A fundamental classification of placers according to genetic types follows; some degree of concentration occurs during formation of all except saprolite and some moraines. 1. Saprolite and residual placers, consisting of mineralized rock decomposed in situ principally by chemical weathering; respectively either without change in volume, or slumped because of dissolution of some constitutent.

Regenerative hot-blast stoves are now in general use in all parts of the world, and are so well understood and appreciated, that I need not take up your time with an account of their history and introduction into the United States. My object in writing this paper is to give you a short description of a stove that is now being very favorably received and adopted here (see drawing). The stove was first introduced into this country in 1887 by M'Clure & Shuler (now M'Clure & Amsler), who have the management of the patent right in the United States. The English design had to be modified to suit the exigencies of American blast-furnace practice, which, in many respects, widely differs from our English experience. In the first place, the fire-bricks used in America expand to an extent unknown in England, and it became necessary to make special provision for this by increasing the number of cross-walls, and by leaving a space at the top of the stove through which the lining could expand. The expansion laterally was, however, more difficult to provide for, as the combustion-chamber in the center, being the hottest part of the stove, must necessarily expand more than the outer walls, and therefore tend to squeeze up the flue-openings. On first introducing these stoves to American ironmasters, a feel ing seemed to prevail that a " four-pass " stove did not utilize the whole of its surface. They also had an idea that the " two-pass " stove let the burning gas go before all the duty had been extracted from it; so that it was found neceseary to design a stove of a special character to suit their wishes. Hence the "three-pass" chimney top stove now before your notice, the advantage claimed for which is that each stove is independent, requiring no underground chimney flue or stack, and can be erected at a very light cost. The working of these stoves has proved to be very successful wherever they have been introduced.

Many differences can be imagined between gas-oil flow in which the gas is supplied at the face of the core and gas-oil flow in which the flowing gas was originally dissolved in the oil. If capillary pressure characteristics and flow requirements control gas saturation distribution, the gas would be expected to be located at preferred sites within the porous medium as determined by pore sizes. On the other hand, during solution gas drive the gas first appears as bubbles through a nuclea-tion process. Nothing in self-nucleation theory specifies at which sites the first bubbles should be formed. In all probability they will be randomly distributed throughout the porous medium. Furthermore, it is not at all certain that even at low rates of production the gas will redistribute itself after nucleation to the channels normally occupied by gas in simple gas flow. Stewart, et at, have shown that at least for some limestone samples, oil recoveries could not be predicted for all rates of production using any one set of relative gas and oil permeabilities. An important factor in controlling recoveries during solution gas drive was the rate of bubble formation, higher rates giving higher recoveries. Stewart, et al, attributed the increase in recovery to a better distribution of the gas phase in heterogeneous limestone samples than is obtained by simple external gas drive. Differences in recovery from these causes were not reported for sandstone cores. In the experiments to be reported here, oil recovery, pressure and producing GOR history were measured during solution gas drive for a 5-ft sandstone core. The results were compared with predictions from the Muskat method for computing solution gas-drive behavior using external gas-drive relative permeability. The effects of changing the rate of production and oil viscosity were studied. At high laboratory rates of average pressure decline, two observations were made which would not have been predicted by Muskat's depletion theory: (1) oil recovery increased with increasing rate of production for a given viscosity oil, and (2) oil recovery increased with increasing oil viscosity for a given high rate of production. Both of these observations are explained as consequences of diffusion control of gas saturations superimposed on the normal gas-oil flow requirements, Fur- thermore, discontinuous gas phase flow appears to be significant during solution gas drive. The laboratory tests were performed at rates of average pressure decline many times greater than the maximum possible rate of average pressure decline in an actual oil field. It is, therefore, not possible to draw any direct conclusions regarding the effect of rate on recovery for the solution gas-drive mechanism under actual field conditions. However, at the lower laboratory rates, recoveries were nearly independent of rate and could be predicted by the Muskat method, using external gas-drive relative permeability data. These results suggest that at normal oilfield rates the effect of rate on recovery for the solution gas-drive mechanism is negligible. EXPERIMENTAL PROCEDURES The core material for the pressure depletion studies was Bandera sandstone from an outcrop in the Mid-Continent. This sandstone was selected because of its low permeability (about 10 md), which would permit the development of substantial pressure gradients in the corn at moderate flow rates. The core was 5-ft long and 2-in. in diameter. Its properties are listed in Table 1. Relative gas-to-oil permeability ratios were measured by an external gas-drive method2. The results are shown for a short 2-in. core and for the 5-ft core in Fig. 8. Oils used in the pressure depletion experiments were kerosene and a highly refined white oil (standard white oil No. 3) with gas-free viscosities of 1.8 and 25 cp, respectively. The gas was a naturally occurring methane from Gough field, Inglewood, Calif. The oil viscosities, gas solubilities and formation volume factors are plotted as functions of pressure at 75°F in Figs. 1 and 2. Methane viscosities and compressibilities were obtained from the literature"'. A core mounting was required which could withstand up to 2,500 psi internal pressure. This was obtained by first encasing the core completely in a plastic resin (Scotch Cast, manufactured by Minnesota Mining & Manufacturing Co.) Zinc recovery from lead blast-furnace slags has heretofore been an indirect process, involving, first, the fuming off and collecting of an impure zinc oxide, and second, the reduction of the zinc portion of this oxide to metal either by electrolytic or pyrolytic means. (In a variation of this process, blue powder is the intermediate product rather than zinc oxide fume.) In 1940, W. T. Isbell proposed that molten slag from the lead blast furnace or stock-pile slag melted down in a blast or cupola-type furnace be charged directly into an airtight container (i.e., furnace) provided with means to heat further the slag by passage of electric current and means to introduce the carbon (coke) necessary to reduce the ZnO constituent of the slag to zinc as a zinc vapor and CO. He also proposed that the zinc vapors so obtained be condensed in a Weaton-Najariant internal condenser directly connected to the proposed furnace. It was thought that the Weaton-Najarian condenser could liquefy zinc vapor from lean mixtures of vapor and noncondensable gases. Such condensers have been in commercial use! since 1936 at Josephtown smelter, where the source of zinc vapor is a column of coke and zinc-bearing sinter electrically heated (charge resistor). Condenser output when supplied with vapor-gas mixtures containing approximately 45 per cent zinc and 55 per cent noncondensable gases, varies from 18 to 30 tons of slab zinc per day per condenser, depending upon the heat-transfer area (length) of the condenser and the volume of vapor (furnace size) fed to it. Lead-smelting operations at the St. Joseph Lead Company's plant at Hercu-laneum, Mo., produce a slag containing 12 to 16 per cent zinc. For several years this slag has been stock-piled with the object of recovering the zinc values if and when a commercial method was invented. Evaluation of the possibilities of the proposed method was made by pilot-plant operation at Josephtown. The first plant, designed in 1940 and operated in early 1941, consisted of a single-phase, two-electrode furnace. The evolved vapors were burned. Electrical characteiistics of the molten slag, power requirements, coke requirements, and extent of zinc elimination indicated the feasibility of the proposed method. In the latter part of 1941 a second pilot furnace was constructed, to which "was attached a small (6 ft. long) Weaton-Najarian condenser in order to develop an over-all picture of zinc-in-slag to zinc-in-slabs. This furnace was operated in the early part of 1942 and yielded such promising results that a decision was made to design- and construct a commercial furnace. RUSSIA was the United States Number One source of manganese ore in 1948 when 34 pet of imports were received from that source, stated Norwood B. Melcher, assistant chief, ferrous metals and alloys branch, Bureau of Mines. In 1949, this country received only 20 pet of 1948 shipments from Russia, and only token amounts are now being received. Aggressive programming by industry and government resulted in prompt increases in shipments from major, producing sources; India, Gold Coast, and the Union of South Africa all increased exports to fill the vacuum left by Russia and provided an excess adequate to increase total imports approximately 290,000 short tons in 1949. Again in 1950, and with, even less ore from Russia, imports increased another 290,000 short tons. Since the shift from Russia as a source of manganese, the United States has received in total about 85 pet of its imports from India, Union of South Africa, Gold Coast, and Brazil in that order of importance. Producers of both home consumed and merchant ferromanganese have been able to adjust downward the manganese content of the home-consumed product and so obtain partial relief. Millions of tons of steel were produced in 1951 with a relatively low grade ferromanganese. This adjustment has been made without decreasing the quality of the steel, although with some increase in cost through introduction of new problems, including increased hand- . ding of material and additional removal of carbon. Forced into a pattern of price and grade structure such as exists today, the producer of ferromanganese must adopt one of three possible courses as a short-range program: 1-He may continue to deplete his stocks by producing standard (78 pet) ferromanganese and hope that the future will bring some form of relief; 2-he may attempt to produce 78 pet ferromanganese by paying higher prices for premium ores; or 3-he may drop the grade of ferromanganese and stretch stocks and future supplies of ore as far as possible. The present rundown condition of Indian railroads is attributed to the fact that the service has had no opportunity to recuperate since the beginning of World War II, while the demand for the movement of commodities has probably increased. The Union of South Africa has expanded its exports to the United States greatly since 1948, but, the showing of that country in 1951 was disappointing. Efforts have been made for some time by firms in the United States, at the urging of the manganese miners in the Union, to prevail on the railroad authority to grant and make available larger allocations of cars for manganese ore movement. As a whole, such efforts have been unsuccessful. Although the allocation of rail shipping has been the obvious factor in the decreased movement of ore, many other less determinate factors appear to be involved. Brazil, long an important supplier of manganese to the United States, has important manganese deposits in three areas, all of which are significant to this country. The Gold Coast is an important source of supply. Its metallurgical ore is particularly of significance because of its unusually high grade which permits considerable latitude in blending with the lower grade materials of South Africa and India. The Belgian Congo should have an output of 100,000 tons or more annually beginning this year. R. S. Dean presented two papers. One with K. M. Leute on hydrometallurgical methods for recovery of manganese from domestic ores and one as sole author on the so-called carbamate or Dean process. The two papers tied into each other. In the first mentioned he reviewed the various processes applicable to oxidized, and nonoxidized and reduced ores. The advantages of each .were pointed out. So far the only process tried on a substantial scale on oxidized ores was the SO2 process used at Las Vegas, Nev., on Three Kids ore during World War II. Many problems were encountered. Some of them were whipped while some of those remaining perhaps would have been whipped had time permitted. Since then work has been done elsewhere to avoid the formation of the troublesome thionates encountered at the Three Kids plant. Dean discussed the thionate and NO, processes as applied to oxidized ores. The only commercially used process on reduced ores is that of making electrolytic manganese. Among others that have been considered are the nitric acid process, the Bradley-Fitch ammonium sulphate process, and Dean's ammonium carbamate process. Dean's thesis was that extremely large tonnages of so-called low grade manganese ores are available, and that these should not be depleted in attempting to simulate a foreign metallurgical grade ore. He pointed out that the grade of the domestic manganese ores would be considered high if the same grade were found in copper ores. The selling price of electrolytic manganese and electrolytic copper are roughly the same. In addition to electrolytic manganese, he believes that domestic ores should be used to make exceptionally high grade products. These might be battery grade oxide or substantially pure oxide sinter, which might be used for high manganese alloys or for upgrading metallurgical grade manganese to produce a high manganese ferroalloy. The carbamate process is based on the fact that manganous oxide is readily soluble in concentrated ammonia solutions containing ammonium salts. In solutions of sufficiently high concentration the manganese exists as an anion. Lixiviants of ammonia and ammonium carbonate permit extraction of the manganese from reduced ores and the manganese can be recovered as carbonate by heating or by driving off ammonia. R. V. Lundquist presented a paper on upgrading high-silica ores or concentrates with sodium hydroxide to extract silica and to yield a product with a more favorable manganese: silica ratio. The NaOH is, regenerated in part by CaO.

This paper is a brief description of the design and equipment of a new coal mine in southern Illinois, which has many features not common practice in shaft coal mining and which is laid out and equipped for such unusually large capacity that it promises soon to become one of the largest mining operations of its kind. Shaft sinking for the mine, New Orient, was commenced in May, 1921, by the Chicago, Wilmington & Franklin Coal Co. In October, 1924, the plant was practically completed and was producing over 6000 tons of coal per day. There is good prospect that within a few years, when the mine is fully developed and manned, the output will attain a daily rate of 12,000 tons. The coal seam at New Orient lies approximately horizontal, about 500 ft. below the surface, and may be said to run from 9 to 12 ft. in thickness. The tendency in Franklin County has been toward large mining units (5000 to 6000 tons per day) with great care being given to protection against fire and explosion hazards, and usually with quite elaborate surface plants permitting careful preparation of the coal into graded sizes comparable with those made in the anthracite region. The field is unionized, with uniform conditions of wages for various classes of work, hours, etc., and the Illinois mining laws are quite specific with regard to fireproofing and safety measures. These conditions make it difficult for any hut well-equipped and well-operated mines to meet the competition of the numerous fine properties of which this county can justly be proud. The coal company's property was already developed on the western side by the Orient mine—a much visited and written about operation (with which many of you are possibly familiar through the Department of Mines' film "The Story of Coal") which until recently held the 8-hr, production record with 8218 tons and usually ran quite consistently with production of slightly over 6000 tons per day. Experience at Orient wat naturally one of the greatest influences in determining the location and character of the New Orient.

The decision of the Supreme Court -of the United States not to review the findings of the lower courts closes an interesting chapter in the mining litigation that has arisen as a result of the extralateral feature of the mining law. The time seems opportune to record some of the important geological features, and also some of the legal features, of the controversy, in the hope that these will be permanently accessible to members of the mining profession. After many rumors of litigation, the Utah Consolidated Mining Co. sued its neighbor for the ore that had been, it was alleged, wrongfully extracted from its so-called Yampa limestone lode. This ore lay beneath Utah-Apex surface and was claimed by virtue of the extralatera1 rights conferred on the Utah Consolidated Co. through the ownership of certain specific mining claims, one of the principal claims being the Yampa. Previous to bringing suit, the Utah Consolidated Co. had strengthened its position by purchasing the Old Yampa mine and by making an agreement with the Utah Metal & Tunnel Co., which gave it clearer title to the outcrop of the Highland Boy limestone. Access to the workings of the Utah-Apex Co. was secured and reciprocal privileges gave Utah-Apex representatives the right to enter the properties of the Utah Consolidated Co. This resulted in the Utah-Apex immediately bringing countersuit for ore alleged to have been wrongfully extracted from under its surface in the Leadville country, see Fig. 4. Six cases came up for consideration: five related to the original suit and the countersuit, and one related to the Dana extralateral claims of the Utah-Apex Co. Well-known attorneys, geologists, and mining engineers were engaged by both sides, and thousands of feet of development work were done to prove or disprove ideas that would sustain the contentions of the opposing sides. Models of wood, wire, and glass were constructed to present clearly to the court the actual physical relations. Although enormous tonnages of sulfide lead and lead-silver ores are treated by flotation, the products of flotation mills treating oxidized ores of lead and silver are almost negligible. However, each year there is a slight tonnage increase, and it is possible, should a sizeable oxidized lead ore tonnage be developed, the field will become an important one. In 1918, the Shattuck-Arizona Copper Co. erected a plant at Warren, Ariz., for the treatment of oxidized gold-silver-lead ores. Glenn L. Allen worked out the metallurgy for this plant, employing tabling, followed by flotation concentration. The Shattuck-Denn Mining Co., successors to the Shattuck-Arizona Co., now employs straight flotation in the same mill, treating about 200 tons daily. In 1922, the San Diego mill of the American Smelting & Refining Co., in the Parral district, Chihuahua, Mexico, started operating a 600-ton mill on a mixed sulfide-oxide gold-silver-lead ore. Tables and flotation are used here, and about 200 tons of oxidized slime treated by flotation. In 1923, the Eureka Holly Mining Co. started operating a 90-ton mill at Eureka, Nev., using tables and flotation, on an oxidized lead-silver ore. In 1924, the American Smelting & Refining Co, started a 250-ton mill in northern Peru, to treat a high-grade oxidized gold-silver ore with very low lead values. In 1924, the Grand Central Mining Co. started a 200-ton flotation mill on old oxidized gold-silver-lead tailings at Fairbank, Ariz. In 1926, the Compania Internacional Minera, a subsidiary of the Union Corporation of London, started a 250-ton flotation mill on oxidized lead-silver ores, and during April of this year, the Phelps-Dodge Corpn. will probably start a 250-ton mill at Warren, Ariz., on oxidized lead-silver ores, similar to those being treated in the Shattuck-Denn mill. Methods All of these mills use sodium sulfide for filming the oxide minerals, with the possible exception of the North Peru mill, and all use oily reagents. The total tonnage of strictly oxidized lead-silver ores concentrated by flotation is probably less than 2500 tons daily. The following figures give the various types of ores being treated:

TO phase of the Ti-0 system has the structure of NaCl and has a wide range of solid solubility.' In the course of studying the Ti-Cr-0 ternary system, binary alloys were made of iodide titanium and high purity TiO,. It was found from X-ray studies of the binary alloys that a transformation of the TiO appears to take place at a temperature near 925°C. Evidence of this phase change is best seen in Fig. 1. Fig. 1A shows the X-ray spectrometer pattern (CUKa radiation) of an alloy of 25 wt pct 0 corresponding to the stoichiometric composition of TiO.

In many of the old placer-mining districts are still to be found large tracts of gold-bearing gravel not suitable to be worked with a dredge, because the bed is too shallow or the gulch too narrow. Frequently there is not enough grade to handle the gravel successfully by ground-sluicing or a bedrock flume, or it contains too many boulders to be worked succeeefully with the ordinary hydraulic pipe or tube elevator. In southwestern Oregon, two practical placer-miners named Ruble, after working for years trying to make money out of placer-ground coutaining many large boulders, invented and patented a hydraulic elevator of an entirely new type, and one that has been found to work very successfully in flat ground and in gravel containing many large boulders. It is a very simple contrivance. A few years ago I acquired the property near Pierce City, Idaho, known as the American placer-mine. Various attempts had been made to work this ground. A bed-rock flume had been installed by one company, an Evans elevator by another, and still other methods were tried on a smaller scale. All were

This paper is a continuation of two earlier papers,12 and presents new data on the grindability of various ores and other materials—the results of several years of intermittent research work on the nature of grinding and interpretation of test results. It is divided into five parts: 1. The tabulated results of several hundred grindability tests on a wide variety of ores. 2. A method of correcting screen analyses and calculating from them the surface and other properties. 3. A description of a new method of measuring the "surface energy" of an ore by pendulum impact tests. 4. Test results. 5. A general discussion of the test results and their application to grinding problems. 1. GRindability of Various Ores This part is a continuation of the paper listed as reference No. 1. The method of testing is described in detail in that paper. The sample to be tested is crushed to all through 6 mesh in rolls set at 1/16-in. opening in closed circuit with a screen. Of this sample 700 C.C. is ground dry in a laboratory ball mill under constant conditions of mill speed and ball charge in closed circuit with a screen of the desired size at 250 per cent circulating load. The mill is cylindrical, 12 by 12 in., and rotates at 70 r.p.m. It contains a charge of 285 iron balls weighing 20,125 grams and ranging from 1½ to ¾ in. in diameter. Each test is continued for a sufficient number of periods to establish equilibrium at 250 per cent circulating load, or until the composition of the circulating load is constant for successive periods. Tests are conducted at the mesh size to which the ore is to be ground in practice, and the results are expressed as the net production in grams of screen undersize per revolution of the mill. The development of the modern highspeed vibrating screen, together with the increasing availability of long-lasting stainless-steel screen cloth for relatively fine-mesh separations, means that more screen circuits will be used in the future. It seems pertinent therefore to examine a few characteristics of screen-circuit products, and especially the points of difference as compared with products of classifier circuits. The most noticeable change that takes place when substituting screening for classification in a grinding circuit is a substantial drop in the circulating load, owing to the greater ease with which the "fines" leave the circuit. Where circulating loads of 500 to 600 per cent are considered fairly normal in classifier grinding circuits, the grinding circuit equipped with screens for equivalent work will have a circulating load of only 20 to 75 per cent. As a result, the products of screen circuits will show a minimum of overgrinding or sliming as compared with a classifier circuit. The desirability of this characteristic will naturally vary according to the metallurgical requirement in each case. Because screen separations make a sharper division according to particle size, the products of screen circuits can be expected to show greater crowding of particles near the point of separation. These changes in product characteristics are so important that other factors, both in the grinding and concentration processes must be adjusted if the operator is to take full advantage of the increased tonnages and higher efficiencies available to him through the use of the screen circuit. One factor that too often is overlooked when changing to screen circuits is the importance of adjusting the ball-mill or rod-mill charge, to compensate for: (I) increased tonnage of new feed, (2) decreased circulating load, or (3) more granular character of feed. These same factors should also be taken into consideration for their effect on the various types of concentration or flotation equipment that may follow the screen circuit. Over a period of years, this equipment has generally been designed and adjusted to the product of the classifier, therefore it seems obvious that some research on the adjustment and adaptation of concentrating and flotation equipment to screen-circuit products will be most profitable to the operators. To illustrate the points mentioned above, the results from three recent installations follow, with data on the comparative characteristics of screen and classifier circuits. A range of separation from 10 to 48 mesh has been chosen, using two general types of screening equipment and two types of classifiers. The first of the installations of which the results are to be examined is that of an iron-ore installation where eastern magnetite was being concentrated prior to sintering. BRASS is an alloy of copper and zinc. The brasses (using this term to denote all useful proportions of the two constituents) are the most valuable and widely employed of all [ ] nonferrous alloys, because of their high resistance to ordinary corrosive agencies and the very wide range of properties that may be imparted to them by variations in the proportions of the constituents and by variations in mechanical treatment and heat-treatment. Fig. I shows the normal physical properties, as determined by standard tensile tests, of the series when in the annealed condition. Fig. 2 shows the effect of varying amounts of cold-working on an almost pure brass containing 70 per cent copper and 30 per cent zinc. Fig. 3 shows the effect of annealing at various temperatures on the same alloy. This effect is somewhat modi- [ ] fied by the degree of cold-working to which a brass has been subjected, as shown by Fig. 4. A fourth test, which is empirical, has been found useful because of its simplicity the hot hammer test. Samples 1/2 in. in diameter and 3/4 in. long are placed in a suitable furnace. These are withdrawn one at a time at successively higher temperatures and are subjected to the blow of a drop hammer weighing 50 lb. with a drop of 4 ft. Charles Mather MacNeill, President of the Utah Copper CO. and of the Chino Copper Co., and a life member of the Institute since 1899, died at his home in New York on March 17, after a very brief illness with pneumonia. Mr. MacNeill was born at Oak Park, Ill., in 1871, and began his connection with mining enterprises immediately after graduating from high school, his first position being that of cashier with the Pueblo Smelting and Refining Co. He later went to Aspen, Colo., as manager of the Holden lixiviation plant. In 1893, he went to Cripple Creek as manager of the Lawrence Reduction Works, in which Mr. Holden and the late Capt. J. R. DeLamar were large owners. It was at this plant that Mr. Jackling became associated with him. The plant was destroyed by fire and, early in 1894, Mr. MacNeill became associated with Messrs. Spencer Penrose and Charles L. Tutt in a plan to finance and erect a chlorination plant at Colorado City, Colo., for the treatment of Cripple Creek ores. This plant was erected and was known as the Colorado-Philadelphia Reduction Works. Mr. MacNeill was general manager of the plant, Mr. Tutt having been president and Mr. Penrose, secretary and treasurer. The plant was very successful and was expanded, hally being reorganized under the name of the United States Reduction & Refining Company. Late in 1903, or very early in 1904, D. C. Jackling called the attention of Messrs. MacNeill and Penrose to the copper properties in Bingham Cañon, Utah, which have since become the main properties of the Utah Copper Co. After extended examinations and milling tests, these properties were bought, Mr. MacNeill becoming president of the Utah Copper Co., Mr. Penrose, secretary-treasurer, and Mr. Jackling, general manager. Mr. MacNeill remained president of the company to the time of his death. Mr. MacNeill was also a director, a member of the executive committee, and was largely interested in the Ray Consolidated Copper Co.; he was also president and a member of the executive committee of the Chino Copper Co. He had a variety of other mining interests, but the ones mentioned were distinctly the meost important. He was a director

The opposition is all kinds. There are extremists. There are quiet, sensible sounding folk who can twist numbers and facts to make their point. But they are all out to shut you down! Some of them are genuinely concerned about miners' impact on the environment. Others are just anti- society, anti-big business - small is beautiful - live naturally. The opportunity for them to make those statements on television was provided by us, the Uranium Public Affairs Task Force, as part of a media tour of the State of Idaho in May. We fielded four representatives of the industry and got 25 hours of television coverage, 22 hours of radio coverage, and print coverage by every paper in Idaho. The tour included several debates, and these clips are from two of them. Our folks creamed them! This one was so upset that he ran off the set while his mike was still plugged in, trailing studio equipment behind him. But we don't always have the opportunity to rebut them. They are making these statements all the time, everywhere they can. They have learned their trade well. They use the hearing process like A1 Hirt uses the trumpet. If the process of intervention should shut us down or prevent us from getting a license, so much to the good. But even if it doesn't - they win - for it causes delay - delay costs money and so does complying with regulation. If they can make us uneconomic, and that's not too hard to do these days, they have won. Regulation restricts the decision process. Any time the decision process IS restricted, you face the possible loss of a more economic alternative. They are out to pile every regulation on you they can and every delay they can. Initiatives! They came after us - the uranium industry - in South Dakota and Montana last year. They won in Montana. We tried to reverse it in the legislature, but they were too frightened of public reaction to do it. They did put it on the ballot for reversal in November of '82. That puts it squarely up to us to influence the public so we can win a campaign. There will be more initiatives, and at local levels as well as at state. We must join together and win! The public generally supports the continued operation of nuclear power plants. They about split on whether to build more. But they strongly support regulating the industry more stringently. Every survey reflects concern about safety and the desire for the government to take responsibility and regulate. You and I know that regulation nearly always adds cost, and only sometimes increases safety. We need to influence the creation of regulation. We need to accept responsible regulation and fight that which is counter-productive. To win in hearings, to win initiatives, to win in getting responsible regulation, we need public support. We need an informed, understanding, and supportive public. To accomplish this, we need two kinds of efforts. The first is to reach the people at the local level with local representatives of our industry. Informal conversations at church, PTA, cocktail parties, whatever. Presentations to Kiwanis Clubs, League of Women Voters, church groups - wherever we can. Facts, information in printed form, to these same local audiences with the credibility of the local sources. The second is to reach mass audiences through the media. Positive media. This can be done by advertising, but it is very expensive. We have to look to influencing the reporters and editors to get more balanced and accurate reporting. We need to get free time - interviews, debates, letters to the editors, etc. The Uranium Public Affairs Task Force was created last year to provide tools for you to use to reach these audiences (it is affiliated with the Atomic Industrial Forum). Twenty-two companies provided money and man- power. A consultant, Denver Research Group, was retained to produce materials. In this Phase I effort, we first researched what issues were of greatest concern and what were felt to be the greatest needs in materials. We determined that we did not have the funds to go out and do the job for the industry, so we decided to develop tools for the Industry to go out and do the job for itself. From the research, we determined what tools we should develop for you to use. We first developed a set of the quest- ions most likely to be asked of you and the issues most likely to be thrown up to you. We have developed a loose-leaf notebook. Each page contains one of those questions or issues, a short verbatim response that you can use, a short discussion of the subject, and references you can cite or research for further information. It is organized by subject: tailings, water radiation, etc. This book is an extremely handy tool for anyone in the industry. Each uranium location should have at least one.

THIS paper is a preliminary statement, intended to present the more important results of the recent studies of the ore deposits of the Alleghany district in advance of the publication of the complete report, now in preparation. The Alleghany district (Fig. 1) has been a producer of gold since the early days of California gold mining. As in other California gold camps, placers yielded the bulk of the earlier production, but during the last 30 years lode deposits have been the only important source of output. The district differs from other California gold-quartz districts in that nearly all the production is from small shoots of high-grade ore. The mining camps of Alleghany and Forest are on the western flank of the Sierra Nevada range about 20 miles west of the crest. The gently sloping lava-covered plateau which controls the upland topography has been trenched by deep canyons of the westward flowing streams, which are cut to depths of as much as 2000 ft. below the crests of the ridges. The district is about 18 miles from Nevada City but the automobile road which connects the two places is 31 miles long. The senior writer first visited the district in 1913 and published a short description of the lode deposits.1 The increasing importance of the district made further study desirable. A detailed topographic map was therefore made by W. B. Upton, Jr., of the U. S. Geological Survey, in the spring of 1924, and the senior writer spent parts of the field seasons of 1924 and 1925 in the district. For the second field season the Geological Survey was fortunate in securing the services of R. W. Gannett, who had already done geologic work in the district for several of the mining companies. Owing to the death of Mr. Gannett in October, 1925, just before the close of his field work, the work of preparation of the entire report fell to Mr. Ferguson. He takes this opportunity of acknowledging how deeply he is indebted to Mr. Gannett for his excellent work in the field, and his realization of how greatly the completion of the report on the district has suffered from lack of Mr. Gannett's assistance in the office. In October, 1.928, after the completion of the first draft of the manuscript, Mr. Ferguson made a short visit to the district.
