Pure copper that has been allowed to oxidize at an elevated temperature in the air is found to be covered with two distinguishable layers of oxide scale. The outer of these, which is very thin, is composed of cuprie oxide, while the inner layer, comprising the bulk of the scale, is made up chiefly of cuprous oxide (Fig, la). If a small quantity of an alloying element, such as silicon, is present in the copper, silica particles are found disseminated through the cuprous oxide, deposited most abundantly near the metal surface, and, in addition, silica particles occur to a limited depth within the copper itself (Fig. 1b). It is this inner layer, composetl of oxide particles precipitated in a matrix of metallic copper, that is known as the "subscale" or the zone of internal oxidation. Under a low oxygen pressure it is possible to produce the subscale without the formation of external layers of copper oxides, thus leaving the metal surface bright and apparently clean while oxidation has occurred, in fact, to a considerable depth within the metal (Fig. 2). Although little is yet known in a detailed way of the mechanism of internal oxidation, the general nature of the process is evident. By virtue of the considerable solubility of oxygen in copper,' it is possible to bring the alloying element in contact with oxygen within the metallic solid solution. If the oxide of the alloying element is more stable than cuprous oxide, the foreign oxide may form and, since most oxides are relatively insoluble in copper, it will not long remain in solution, but mill separate as a precipitate. As the metallic solute is exhausted in the zone of precipitation, oxygen that is constantly being supplied at the surface diffuses farther into the alloy and thus produces an ever-thickening shell of subscale. The distribution of the reacting elements in the subscale and adjoining zones must be somewhat as indicated in Fig. 3. The conditions requisite to internal oxidation to be anticipated are thus: (I) a solubility of oxygen in the alloy, (2) the ability of oxygen to diffuse at an appreciable rate into the alloy, (3) the possibility of the

The trite maxim that man is a tool-using animal might nowa-days be amended by saying that man is a tool-choosing animal. The chipped flint, at first all-sufficient, gave way to hammered bronze, and that, in turn, to wrought-iron and steel. As our knowledge of metals increases, we learn to specialize; we temper and anneal; we alloy and intermix; and we fashion for ourselves a metal suitable to our necessities. The knowledge of the properties and uses of the various metals and their alloys has become the capital of every constructive engineer, and the currency of every intelligent brass-founder aid blacksmith. Prom year to year, the specifications of the designer become more rigid, and the steel-maker is forced to study more closely the qualities obtainable by changing the treatment, or altering the composition, of his metal. Of making alloys there is no end. We have heard much, during the last decade, of manganese-steel and chrome-steel, of aluminum and tungsten, of titanium- and silicon- and copper-steels, and of every conceivable union into which steel could be coerced or cajoled. Without denying to each of these alloys novel and valuable properties, it. must be admitted that, of all alloys, the one which shows the greatest range of adaptability, and has met the largest measure of popular approval, is nickel-steel. Introduced to public notice by Mr. Riley, in 1889, its field of usefulness has been rapidly enlarged, until, at the present day, the use of nickel-steel is as thoroughly recognized as that of carbon- or manganese-steel. When faced with excavating vast amounts of overburden at its surface coal mining operation in Centralia, Wash., the Washington Irrigation and Development Co. (Widco) chose to utilize a bucket wheel excavator and shiftable conveyor system. In the early 1970s, Widco-a subsidiary of the Washington Water Power Co.-held reserves of sub-bituminous C coal estimated at some 180 million tons (200 million st). Subsequent investigation of the overlying land formations revealed the need to excavate millions of bank cubic yards of material as part of the mining plans.

THE purpose of this paper is to invite attention away from the obvious, direct monetary costs of oil-field overdevelopment (as dis-tinguished from "social costs") to a consideration of the role played by the exercise of freedom to create even allegedly excessive1 plant facilities in contributing to the maintenance of equilibrium in the whole economy and in promoting material progress. The obvious and most commonly discussed effect of overdevelop-ment of oil fields is illustrated by the allegation that already the excessive development of the East Texas field has cost upward of $162,000,000;2 in other words, the drilling of 12,500 wells more than the number esti-mated as the requirement for economical recovery of the reserve has unnecessarily raised the total cost of development that amount. Many other illustrations of so-called excessive development of oil pools could be presented. Some of them, like Cushing, Powell and Long Beach, might be drawn from the era antedating widespread discussion in the trade of such matters as optimum well spacing, reservoir energy, the conservation rate of depletion of reserves, etc. Numerous other cases can be found in the records of the current era, which began with the introduction of rationalized restriction of production. Besides East Texas, there may be mentioned Oklahoma City, Centralia and, more recently, the town-lot development of Bloomingdale, Michigan.

The Occupational Safety and Health Act of 1970, although providing no precise definitions of safe and healthful working conditions, specifies mandatory duties, and methods and procedures -- "to assure so far as possible every working man and woman in the nation safe and healthful working conditions." The dynamics of the workplace ad the dynamics of this coextensive Act both spring from the same source. Both require at any given time an application of the then con- temporaneous highest state of the art. F. McMillan Stanton was born in New York City on May 23, 1865, the son of an English father and of a mother whose family was linked with that of Peter Stuyvesant. Mr. Stanton took his degree from the School of Mines of Columbia University in 1887, worked for two years as an assayer and surveyor and then went into the mining field on his own account. After a few years, he was offered a position with the Atlantic Mining Co., and began the work which was to continue with marked success for twenty-three years. In 1910, Mr. Stanton retired and went to Europe for a rest. Upon his return in 1914, he was elected treasurer and director of the Mohawk Mining Co., the Wolverine Copper Mining Co. and the Michigan Copper Mining Co., to which group was later added the White Pine Extension, Copper Co., and continued to serve these companies until the time of his death, Sept. 12, 1916.

During the past three or four years, the fabricators of silicon-bronze alloys have endeavored to induce users of phosphor bronze to use instead the silicon-bronze alloys, claiming that the silicon bronzes are superior to the phosphor bronzes for switches and springs, or where high fatigue resistance is desired. This paper gives the results of tests comparing several phosphor bronzes with a 3 per cent silicon bronze and a copper-nickel-tin alloy (Adnic), all processed by the Scovill Manufacturing Co. So far as the authors are aware, sheet-metal fatigue tests have not been made on any of the alloys included in this report, except on one phosphor bronze, material C, Table 1, which was tested by Townsend and Greenall1. Endurance Limit The majority of fatigue tests are designed to determine the endurance limit of a material. The number of repetitions of stress that will serve to establish an endurance limit varies with different materials. For ferrous materials, H. F. Moore2 has shown that stresses that do not cause failure up to 10,000,000 stress cycles will not cause failure up to 100,000,000 (and sometimes to 1,000,000,000) cycles. Thus an endurance limit for ferrous materials can be determined with a minimum of 10,000,000 stress cycles. For nonferrous materials, no such generalization holds. R. R. Moore3 has shown that for manganese bronze and elektron metal, 13,000,000 and 28,000,000 cycles, respectively, will serve to determine an endurance limit, while certain duralumin specimens gave no indications of having reached an endurance limit up to 400,000,000 stress cycles. J. B. Johnson6 showed that an endurance limit for duralumin was not found by tests running up to 500,000,000 cycles. H. F. Moore2

THE Parkes process lead refinery of the International Lead Refining Co., at East Chicago, was built by the International Smelting & Refining Co. to treat the lead bullion produced by its Tooele plant, at Tooele, Utah. The plant was designed and constructed under the direction of the writer. Ground was broken Apr. 16, 1912, and exactly six months later the plant was in operation and lead was being cast. The capacity of the plant, running 25 days per month, is 5,000 tons. The four products of the plant are common lead, corroding lead, antimonial lead, and Doré bullion. The site is an area, 64 acres in extent, lying north of 151st Street, between McCook Avenue and the Canal. The Indiana Harbor Belt Railroad, Baltimore & Ohio Chicago Terminal, and Pennsylvania Railroad enter, the yard at the plant. There are five, storage tracks and space for storing 100 cars in the yard. High-temperature heat contents of InSb, GaSb, and AlSb were measured over the temperature range 400" to 1450°K using a diphenyl ether drop calorimeter. Smoothed ualues of the thermal properties, H$ - H:9s, have been derived and are tabulated at even temperature intervals. The heats of fusion of the three compounds were determined as, respectively, 5707 *100, 7780 * 100, and 9800 5 3011 cal per g-atorn at the determined melting points of 797" l°, 985" * , and 1330" * 5°K. The calculated entropies of fusion are, respectively, 7.16 0.12, 7.90 * 0.11, and 7.37 * 0.23 cal per deg per g-atotn. The heat capacities increase substantially on tnelting in contrast to the behauior of structurally related germanium and silicon. Deriations from the Kopp-Neumann rule are negative for solid compounds and positive for the liquid phases. Previously obsevrrd "post melting" in InSb is confirmed. The high-temperature thermal properties of 111-V compounds are presently not well-established, despite the technical importance of these semiconducting cbmpounds. Uncertainties in available heats of fusion and heat contents have seriously hampered thermo-chemical evaluations' and thermodynamic analyses of phase equilibria2"" in these systems. This paper reports results of high-temperature heat content investigations of InSb, GaSb, and AlSb measured in the range 400" to 1450°K employing a diphenyl ether drop calorimeter. Similar measurements for InAs and GaAs will be reported in a following publication.~ EXPERIMENTAL PROCEDURES Samples. High-purity samples of the compounds InSb and GaSb were supplied in the form of crushed crystal fragments by Dr. Carl Thurmond of the Bell Telephone Laboratories and in the form of single crystals by Dr. A. Strauss of the M.I.T. Lincoln Laboratory. Single-crystal samples of semiconductor-grade AlSb were supplied by Dr. W. P. Allred of the Bell and Howell Research Center. Chemical analyses indicated that all compounds were stoichiometric to *0.1 at. pct, which is within the experimental uncertainties of the analyses. Samples were crushed, weighed, and encapsulated in evacuated, thin-walled, fused silica capsules. The capsules were nearly identical in external shape, 2 cm by 2 cm diam, but varied in weight due to differences in wall thickness. One sample of AlSb was contained in a thin-walled, high-purity alumina cup encapsulated in silica and used for heat content determinations of liquid AlSb. The capsule materials showed no visual evidence of reaction with any of the compounds. The sample and capsule weights are given in Table I. Calorimeter. A Bunsen-type calorimeter, similar in design to a previously described instrument6 but employing diphenyl ether (C6H5)'0 as the calorimetric substance, was used for measurements of heat contents above 300.0°K, the melting point of diphenyl ether. Heat input to the calorimeter caused isothermal melting of diphenyl ether, and the resulting increase in volume was measured by displacement of mercury from the calorimeter into a 200 cm horizontal, calibrated capillary, 1.25 * 0.01 mm diam, or into a weighed beaker. The advantages of diphenyl ether over water have been previously pointed out7 and include: i) an increase by a factor of 3.5 in sensitivity as measured by the ratio of the volume change to the enthalpy change on fusion, ii) the smaller required extrapolation from the melting point to the standard temperature of 298.17"K, and iii) the positive volume change on fusion of diphenyl ether in contrast to the contraction which occurs on fusion of ice. Diphenyl ether was purified by fractional crystallization to 99.95 mol pct as determined from the melting point depression with fraction crystallized. During assembly of the calorimeter, the ether was repeatedly outgassed under high vacuum to remove dissolved air. The calorimeter receiving vessel consisted of an 8-in.-long by 1:-in.-diam copper tube with twelve horizontal 3-in.-diam radiator "fins" for dissipating heat to the surrounding mantle of diphenyl ether. IT is notable that the first large-scale mine operation equipped entirely with detachable bits was the Badger State mine of the Anaconda Copper Mining Co. in Butte, Montana, just 30 years ago. This mine in 1922 was producing approximately 1200 tons of ore per day. Much of the data presented in C. L. Berrien's article1 describing the development and installation of the Hawkesworth detachable drill bit were obtained from these operations. As in any pioneering effort, no precedent existed and many difficult problems required solution, so that the changeover to detachable bits at all Butte hill mines was not completed for 6 years. There was widespread disbelief as to the probable efficiency of the new installation.

The writer has dealt with the effect of various methods of melting copper upon the gas content of the metal.' The copper referred to in his earlier paper was melted in the foundry both in the oil furnace and the electric furnace. As the metal did not measure up to conductivity standard, the term "casting copper" was applied to the material in the title of the paper. It was thought that some information in regard to the gases in a sample of overpoled copper might also be of interest, and through the courtesy of C. R. Stevens, superintendent of the copper mill of the West-inghouse Elec. & Mfg. Co., such a sample was obtained. The metal was chill-cast in the form of an ingot about 7 in. long, 2 1/2 in. deep (from the base to the raised surface of the ingot) and from 1 3/8 to 1 7/8 in. wide. A photograph of part of the ingot is shown in Fig. 1. The effect of over-poling on the surface of the metal is here quite clearly shown.

*Original Pages Missing From Book HANNA COAL CO., Division of Pittsburgh Consolidation Coal Co., operates three large under- ground mines in eastern Ohio. The section of Pitts- burgh No. 8 coal seam in which these mines are located varies in thickness from 52 to 64 in. It is immediately overlain by a stratum of shaly material 12 to 15 in. thick locally known as draw slate, which is structurally very weak and which disintegrates rapidly upon exposure to atmosphere. Immediately above the draw slate as it is normally found is a band of extremely high ash material 6 to 12 in. thick known as roof coal or rooster coal, and above this is a stratum of conglomerate material varying from 4 to 10 ft in depth. Overlying the conglomerate is' a relatively thick stratum of limestone, the first stable material above the Pittsburgh coal seam in eastern Ohio. With the method of full-seam mining that has been adopted, draw slate is shot down, loaded with the coal, and removed in the preparation plants. The roof coal then becomes the permanent roof. The major problem in mining the No. 8 seam in eastern Ohio is control of the roof. Since the strata above the draw slate contains no material with a structure firm enough to provide self-support, the roof begins to sag in a relatively short time after the coal and draw slate have been removed. The problem thus becomes one of getting temporary safety posts under this roof as quickly as possible to prevent a break or separation from occurring either in the roof coal or in the conglomerate above it.

A THOROUGHLY modern coal-handling system has been installed at the Pittsburgh Terminal R. R. & Coal Co.'s new No. 8 shaft, or Coverdale mine, about 11 mi. (17.7 km.) from Pittsburgh on a spur f the Montour R. R. The Pittsburgh seam, which is the one worked, is reached at a depth of 342 ft. (104 m.). Power is delivered to the mine at 22,000 volts over a transmission line of the bow-arrow type of construction. A private telephone line connecting the various mines and the main office in Pittsburgh is carried on the same poles. The high-tension line is brought to an outdoor, step-down, transformer substation, where three 833-kv.-a., single-phase, 60-cycle, oil-insulated, self-cooled transformers reduce the potential to 2300 volts. The transformers are protected by electrolytic, aluminum-cell lightning arresters, horn gaps, and choke coils. High and low-tension busses, together with fuses, choke coils and air-break horn-gap switches with their remote-control operating mechanism are mounted on a substantial structural-steel tower 25 ft. (7.6 m.) in height. MINE SUBSTATION The transformer substation is adjacent to a pressed-brick building that houses direct-current substation equipment together with switchboards, etc., for the control and distribution of power. This building also contains the hoist for the men and supplies.
