In this paper it is shown that when the tensile strength of a given steel in various states of heat-treatment is plotted against its elongation, a straight line results. The equation of this straight line can be computed with considerable accuracy from its chemical composition. The appropriate equations are given. The logarithm of the slope of the tensile-strength locus is shown to be proportional to the cumulative effect of the total alloy addition and the vosition of the line to be directly proportional to the cumulative effect of the alloy content. It is further pointed out that heat-treatment is more effective than composition in determining yield ratio. The latter enters mainly by its effect on hardenability, which is briefly discussed. Reduction of area and Brinell number are given some incidental attention. The data are applicable only to steels that have been normalized and/or quenched. The steels, if normalized, may or may not have been tempered. If quenched they must have been tempered at or above 4oo°C. (75o°F.). Introduction Cast steels vary in composition and frequently are used in various states of heat-treatment. It is obviously important to be able to predict the compositions that might accompany specific engineering properties by suitable selection of heat-treatments. For cast steels, which are of necessity produced heat by heat in accordance with the particular requirements of the castings to be poured, there has been, happily, much less tendency to standardization than for rolled products, whose destination is not necessarily known when particular ingots are made or rolled. It is of distinct advantage to the steel foundry-men to be able to make steel of given properties, using alloys that can be recovered from scrap, or most conveniently or cheaply bought, rather than a particular formula adopted in the interest of standardization. The heat-treatment appropriate to securing a given result in a given steel is well known to be closely related to composition. For example, molybdenum steels are not much softened by tempering except at rather high temperatures. Highly alloyed steels are "air-hardening," and on cooling in air behave like carbon steels that have been quenched. With these matters, we do not concern ourselves in this paper, although we recognize their importance. The entire picture evidently will be very complex and can be brought within accurate understanding only if our knowledge of test results can be coordinated in terms of general principles.

(Washington Meeting, May, 1905.) SEVERAL years ago, Mr. Robert A. Cook described and illustrated in our Transactions 1 a mechanical coke-drawer, patented in 1891 by Mr. Thomas Smith of the Thorncliff Iron Works, Sheffield, England, and first introduced in the United States in, 1896, at the coking-plant of the Latrobe Coal Co., Latrobe, Pa. This machine has not received any very extended application in this country, although it was successfully used in two places for a number of years. The present. paper describes a new and simpler machine, containing few wearing-parts capable of withstanding continued rough usage. Anything which tends to prolong the general use of bee-hive ovens will be welcome to those who are interested in cheapen¬ing the cost of producing coke in such ovens, especially if it provides satisfactory mechanical means, replacing the hard labor involved in drawing coke by hand with the old-fashioned ?duck bill.? The difficulty of finding efficient coke-drawers, especially during the summer season, and in the South, is notorious. Yet, notwithstanding the great improvements that have been made in retort coke-ovens, new bee-hive ovens are continually constructed; and a machine which will successfully compete with hand-drawing, and, at the same time, add to the efficiency of the bee-hive oven, seems to deserve notice. The machine here described was put in operation at the Frick Coal and Coke Co.'s plant, known as Continental No. 1, at Uniontown, Pa., in October, 1904, and is reported to have met successfully all the tests to which it has been subjected. OXYGEN-FREE high-conductivity copper (OFHC brand) that is now being commercially offered for the first time represents a notable achievement in electro-metallurgy and is the outcome of endeavors that have extended over a long period. Its manufacture is novel in that electrolytically refined copper is melted in electric furnaces and cast into vertical water-cooled molds. The ingots show the "pipe" characteristic of sound gas-free metal and microscopic examination even at high magnification reveals no cuprous oxide in the copper. Owing to the patent situation, the United States Metals Refining Co., the producers, cannot at this time divulge the details of manufacture, but the operations are under precise control so that the castings are of great uniformity and the copper contains no residual deoxidant. Figs. 1 and 2 show photographs of cross-sections of a wirebar and a billet, both vertically cast.

A. Gittins and R. C. Gifkins (University of Mel-houvne)— Evidence from somewhat similar experiments to those described in this paper has led us to the conclusion that possibility 2) of the four listed on p. 319 is a description of what happens in grain boundary sliding. That is, sliding is limited by accommodation deformation, it being necessary to the Continuance of sliding that this accommodation should take place. An example of such accommodation, though probably not the most important, is fold formation at triple points. The evidence and arguments for this point of view are set out in Refs. 14 to 16. In particular, an experiment with a lead bicrys-tall5 seems to support point 2) rather than 3). In creep of this specimen it was found that at least 90 pct of the extension of a zone 0.3 mm wide at the boundary was supplied by sliding at the boundary. The sliding was localized in a region at the boundary very much smaller than 0.3 mm, in fact, in a region too narrow to resolve optically. In poly crystalline Specimens&apos; there appears to be a surface effect, as found by Rachinger," but it appears that this may not manifest itself at low strains. "Low strains" means <10 pct for a Pb-TI alloy, <2.5 pct for magnesium or "Magnox" A12 alloy, or <40 pct for a 0 brass. Up to this extension the sliding, measured by the mean vertical step at boundaries, is proportional to extension. We are able to say this with some confidence, since the error bars on our points are statistically derived. Our results would lead us to think that the error bars on other work, including that of Mullendore and Grant, are much too large at low strains to show this

THOUGH the Geophysics Commit- tee limited itself to two sessions this year, both of them marked by a high percentage of absentee authors, even this situation failed to dampen the and or of the ebullient geophysicists, who bandied no small amount of good- humoredlv barbed discussion. Hans Lundherg offered some constructive criticism of last year&apos;s report by the Geophysics Education Commit- tee, making a plea for more training in field techniques and less insistence on rigorous theoretical training. Carl Heiland pointed out the necessity of making geophysics and geology courses more attractive in order to draw more students into these fields. Exception was taken to this line of reasoning by Father Macelwane and Sherwin F. Kelly who emphasized the necessity for sound basic training if competent geophysicists were to be turned out. This discussion developed apropos of the report of the Geophysics Education Committee, which had been postponed from the Education Division meetings, but was not read as it was available in mimeographed form. IT is now just a quarter of a century since Fred W. Taylor§(23) pub-lished his classical paper On the Art of Cutting Metals, describing -his researches in which he, in cooperation with Maunsel White, had developed what is essentially the modern method of heat-treating high-speed steels. Regarding this research, Dr. Sauveur, (22) in his address on Steel Wizards, Past and Present, at the annual banquet of the American Society for Steel Treating in Philadelphia in 1920 said, "The discovery of high-speed steel, or if you prefer, of the treatment imparting high-speed properties to certain steels by Taylor and Maunsel White I am inclined to consider as our one epoch-making contribution to the metallurgy of steel." It was at about that same time (1900) that Taylor exhibited high-speed steels, heat-treated by the improved process, at the World&apos;s Exposition in Paris and attracted much attention by showing that the steels would operate at such feeds and speeds that the tips of the tools were visibly red hot. This observation must have started metallurgists to wondering regarding the relative hardness of the various steels at red-heat temperatures. Considerable work has indeed been done in an effort to measure the hardness of high-speed steels and. related materials in the red-heat range, using various methods. . The results, however, have been only partly satisfactory, owing to experimental difficulties. The present investigation had as its immediate inception an address by J. V. Emmons, of the Cleveland Twist Drill Co., to the Columbus Chapter of the American Society for Steel Treating in 1931, in which he deplored the fact that comparatively little was known with regard to the hardness of high-speed steels at elevated temperatures, in spite

Before the outbreak of the war in 1914, the only electric-furnace smelting plant operating on a commercial basis west of the Mississippi River was an electric pig-iron plant in California; rare metal ores were not smelted, concentrates of molybdenum, tungsten, uranium, and vanadium ores being shipped East for reduction. Practically no chrome ore was being mined, and only comparatively small amounts of manganese ore. Today there are two electric smelting plants in California, one in Washington, one in lowa, and four in Colorado; two plants are under construction in California, and one in Montana. Ores of manganese, chromium, molybdenum and tungsten are now smelted in the West, and although uranium and vanadium concentrates are still shipped to the East, they will probably be treated in western plants in a short time. The plant of the Ferro Alloy Co., at Utah Junction, contains one 750-kw., three-phase furnace, to which power is supplied by three 250-lrw. transformers, connected /Y to give 129 volts on the furnace cables, the transformer ratio being 13,200 to 75 volts. The furnace operates with an actual voltage of 120 volts, and produces about 3 tons of ferrochrome per 24 hr. from 40-per cent. Cr2O3 ore. The furnace consists of a steel shell of circular cross-section, 8 ft. (2.43 m.) in diameter by 7 ft. (2.13 m.) deep, lined with magnesite, and having three vertical carbon electrodes 12 in. (30.48 cm.) in diameter. A 450-kw. furnace, of the same size as the 750-kw. furnace, is also operated on chrome ore. Eveleth Taconite Co. was chartered on July 29, 1963, and is 85% owned by Ford Motor Co. and 15% by Oglebay Norton Co. The latter also serves as managing agent. The location of the company&apos;s facilities is depicted in Fig. 1. The Thunderbird mine is located midway between the cities of Eveleth and Virginia, Minn. (Fig. 2). The Fairlane plant and General Office are located approximately 10 miles south on the St. Louis River near the community of Forbes (Figs. 3 and 4). The crude ore and the finished pellets are transported by a common carrier railroad, the Duluth, Missabe & Iron Range Railway Co. The facilities are also serviced by the Duluth, Winnipeg & Pacific Railway Co. Pellets are hauled year around by the DM&IR to its docks 60 miles south in Duluth, Minn. Ford Motor Co. consumes its share of the high grade pellets at its Rouge plant in Dearborn, Mich., and Oglebay Norton Co. sells its share in the open market. HISTORY Following six months of preliminary engineering by the initial staff of Eveleth Taconite Co. and the Western Knapp Engineering Div. of Arthur G. McKee & Co., the project was approved by Eveleth&apos;s board of directors on Apr. 17, 1964. On May 1, 1964, contracts were awarded to McKee for the mine, coarse and fine crushing and concentrating facilities, and to Allis-Chalmer for the pelletizing facilities. EARLY in 1945 the laboratories of the Southern Research Institute will begin active research investigations on behalf of industrial clients. This achievement has come after four years of planning by a group of Alabama businessmen, and is in partialanswer to an urgent need in the South. Those who conceived the Institute have long realized that a marked relationship exists between scientific research and the economic well-being of the several regions of the country. Clearly, technological research, generally absent in the South, is the medium through which are created new finished goods industries, and the increase of technological research is perhaps the most important long-range project in the South.

PuRe silver and silver-lead alloys have been studied as to their suitability for bearing~.&apos; A review of the properties of thallium and the silver-thallium constitutional diagram was made by the author to analyze the possibilities of silver-thallium compositions for antifriction materia1s. t The silver-rich end of the diagram as reported in the literatureg-" was found to be sketchy and it was necessary to carry out corisiderable experimental work to arrive at definite conclusions. In preparing the fused alloyst care was taken to exhaust the toxic fumes caused by the thaillium content. The compositions of the series of fused alloys are listed in Table I. The silver-thallium alloys were melted in clay-graphite crucibles and cast into preheated steel molds of 3/4-in, diameter. In the cast condition, they showed a cored structure, as indicated by the micrographs of Figs. I to 3. The etching reagent used was a mixture of 2 grams K2Cr207, 8 C.C. H2S04, and IOO C.C. H20. The cored structure is unsatisfactory for the type of corrosion resistance required for bearing applications, and homogenizing experiments were carried out at various temperatures, the results of which are shown in Figs. 4 through 8. The alloys with a lower thallium concentration, which were heated for 2 hr. at 525°C show an almost completely homogenized solid solution type of structure. With higher thallium concentration, the homogenizing temperature was dropped to 475OC. to eliminate the formation of a liquid phase. It is evident that heating for 2 hr. at this temperature did not iesiilt iii complete elimination of the cored structure. As would be expected, cold-working of the cast structure is an expedient in establishing equilibrium conditions. The fine homogeneous grain structure shown in Fig. 7 corresponds to the cold-worked area under the Rockwell ball penetration when the hardness was taken before heat-treatment. A detailed structural study was made on a cast silver-thallium alloy containing 3.67 per cent thallium. Three micrographs (Figs. 9, 10 and 11) show the transition

THE main objective of everybody, individually and collectively as the people of nations, is to earn their living and improve the scale thereof as much and as rapidly as possible. We are able to earn" our living only by working and producing. We I are able to rise to higher standards of comfort only by increasing our production of goods, or diminishing the waste of those that we do produce, or both. This statement is trite. It is equally trite to dwell upon the importance of increased production to be derived from increased efficiency of labor and improved manage-ment; and the good results that would accrue to every-body if employers and employees would work together to secure the maximum of production at the minimum of cost. All of this is nothing more than platitude, to which every intelligent person subscribes in the abstract; but what concerns us especially, and what is neither so easy nor so understandable, is to translate the expres-sion of the abstract principle into formulas for action. The national net income obviously may be increased in two ways, or by both together. One is to diminish the waste of the goods that we already have made available. The other is to increase the supply of goods. .Increasing the supply of goods may involve the elimina-tion of waste, but a distinction is to be drawn between the waste of things that we have and the failure to obtain those that we might have. If we limit the term "waste" to the careless and profligate use of the materials that have come into our possession, together with the absorption of labor in doing obviously unnecessary things; and if we character-ize by the term "inefficiency" the failure to accomplish in our industrial operations the best of which we are capable, we shall create a distinction that will be pro-motive of clear thinking. In this paper I am going to deal with inefficiency, not waste, observing the distinc-tion, arbitrary if you please, that I have made. Without any doubt the greatest inefficiency that exists in our economic affairs is that which causes hundreds of thousands, perhaps millions, of men to be idle a good deal of the time. The major reasons for such idleness are two-fold. One of them is the conse-quence of what for convenience may be called business cycles, although I do not hold to the hypothesis of business cycles as it is now being rather widely expounded. That hypothesis involves the idea of rhyth-mic undulations due to causes unknown, but which it is hoped may be ascertained. The movement of busi-ness in waves up and down is undeniable, but that there are recurrences of cycles every so often is purely imag-inary, I think. It is unnecessary-to digress into that subject. The extents of the rises and falls above and below a median line undoubtedly is less than is commonly supposed.

The manganese deposits of the Embree Iron Co., Embreeville, Tenn., are thought to be fairly typical and representative of the East Tennessee type of deposit, and so to warrent rather detailed description. The methods used by the Embree Iron Co. for prospecting and mining, and to a lesser extent for milling; should therefore be applicable to other East Tennessee manganese deposits, as yet&apos; undeveloped. Early History and Discovery of Manganese Brown iron ore (limonite) was mined by the Embree Iron Co. at various times from 1890 to 1910. The early method was simply pick-and-shovel mining in open pits. Later hydraulic giants were used and sluice lines carried the ore down the mountain slopes to log washers.. During this phase of mining, manganese ore was discovered under the iron ore in some of the pits. In other areas oxidized zinc ore was found under the iron. It thus happened that the valuable zinc deposits were discovered in 1914. During the World War period, from 1914 to 1918, there was sporadic prospecting for manganese ore among the abandoned iron workings, but the main activity then centered around the recently discovered lead and zinc deposits. It was not until 1934 that manganese mining began in earnest, under the supervision of R. D. Pritchett, Mine Superintendent. Geology of the Manganese Deposits United States Geological Survey Folios 151 (Roan Mountain) and 118 (Greeneville show that Bumpass Cove is a synclinal structure thrust faulted along the southeast flank, but with normal sequence of strata along the northwest flank. Fig, l. shows the areal geology of Bumpass Cove as taken from the folios superposed on the U.S.G.S. -T.V.A. 1/24,000 topographic maps of the Erwin and Telford 7 ½ minute sheets. The manganese mines occur near the contact of the unfaulted Shady dolomite and the Erwin quartzite. This contact zone is deeply weathered, with overburden averaging 40 to 60 ft. thick. The material overlying&apos; the bedrock along this normal contact is a very tough, plastic clay, termed "buckfat" or "ocher" by the miners. It is not a true ocher, however, in the sense of having commercial value. The manganese deposits occur along this "ocher" band. Fig. 1 also shows how the manganese deposits occur along the broad topographic terrace between the 2100 and 2200-ft. contour lines. This terrace lies at the foot the Erwin quartz ridge. Apparently it is the topographic is expression of the deeply weathered zone along the Shady-Erwin contact.

Much work has been done recently in an attempt to analyze the physicochemical mechanism involved in the production of steel by the open-hearth process. This has resulted in reducing the process to a series of interrelated phenomena obeying the usual laws of mass action and diffusion. Of these, the reaction of the iron oxide and carbon in the molten steel is of most interest from a technical point of view as it constitutes the main action in the usual steelmaking processes. A. L. Feild&apos; has formulated a basic differential equation expressing the open-hearth reactions and Herty has done considerable experimental work on the determination of a number of constants involved in the basic open-hearth reaction. In considering the application of the law of mass action to the reaction FeO + C + CO + Fe, the iron will be taken as constant, as is the case in the open hearth and the carbon monoxide pressure will be assumed constant at one atmosphere. From this xy = m at equilibrium, where x is the percentage weight of carbon, y percentage weight of iron oxide and m the weight-concentration equilibrium constant. While it is customary for physical chemists to express equilibrium constants in terms of molar concentrations, the constant is here expressed as the product of the percentage-weight concentrations for ease of comparison with the constants quoted by Herty and by Beild, and for more ready applicability to the open-hearth reactions. Herty and his associates have attempted to calculate the value of this constant from data on open-hearth heats. So many variables affect these results that an adequate calculation presents very great difficulties. A value of 4 X lop2 was first arrived at, but this was later changed to 1.6 X 10-2. During the winter and spring of 1917, an unprecedented number of underground fires occurred in the Butte district. With one exception, these fires were caused by the failure of electrical equipment, and called attention to the increased fire hazard in underground mining operations occasioned by the extensive use of electricity. Five local conditions that contributed toward a heavy fire risk were: (1) The heavy continuous timbering necessary for mine supports; (2) the strong ventilating pressures in the shafts and main airways; (3) the subsidence and faulting movements in the country rock, which ruptured cables and displaced trolley and lighting wires; (4) the strongly acid mine waters, which quickly developed any weak points in the electrical insulation; (5) oxidation in old stopes containing large amounts of timber. In the summer of 1917, a comprehensive plan of fire prevention was begun by the Anaconda Copper Mining Co., which involved a thorough and intensive development of the preventive measures then in use. These were as follows: Fireproofing, remodeling and strengthening electrical insulations, extension of underground water system, control of &apos; ventilation, maintaining efficiency of fire-fighting crews, and reorganization of fire patrol. In considering the problems of fireproofing, it was immediately apparent that some method of applying a durable coat of fireproof material to the mine timbers was needed. The first experiments were made with a plaster composed of one part cement, one-half part fireclay, and three parts sand. This was applied by hand to a thickness of 1 in. (2.5 cm.) over a reenforcement of herringbone metal lath. It made a very satisfactory covering for fan stations, but was too soft and friable for traveling ways, where it was subject to abrasion. IT is assumed that the word "college" for the present purpose signifies technical school or technical department of a college or university. About ten or fifteen years ago, and more recently in some instances the contact between the technical school and the industry, as represented by the operating companies, was very limited. The school made no effort to place its graduates in the industry and the graduate&apos;s first position was obtained by his own or his friends&apos; efforts; the friend often was a professor. The industries, or the operating companies, seemingly had little interest in the training of the technical graduates they employed or in seeking to discover their personal characteristics and fitness for the work. In the public mind there was little relation between technical training and industry. Such training was in the field of education; industry was in the field of business; and the interrelationship was not a matter of common knowledge or concern.

William Clinton Brown, Brooklyn, N. Y.: The demand for an apparatus for cooling water for condensers, refrigeratingmachinery and air-compressors, as well as water-jacketed furnaces, has led manufacturers to put such an apparatus on the market, so that it is now possible to purchase a cooling-tower, properly designed and constructed, by simply stating the amount of water to be cooled and the temperatures of the hot and the cold water. The principle is similar to that described by Mr. Henrich, but wood is not used in the best apparatus. There are two great objections to wood: First, it cannot last long under the very trying conditions to which it is subjected; and second, it absorbs the organic matter with which water in constant use becomes impregnated, and the resulting odor is very disagreeable. A few days ago I saw a cooling-tower and condenser, built by the Henry R. Worthington Co., in operation at the Edison electric-lighting station in Brooklyn, N. Y., cooling the water for a 700 horse-power condenser. It consisted of a large stack of iron, about 15 feet in diameter by about 30 feet high. This stack was filled with tiling through which the water falls. A whirligig distributes the water evenly over the top, and a large fan, about 6 feet in diameter, driven by a 10 horse-power electric motor, blows air into the bottom, thus giving a positive circulation. The water, in running down the sides of the tiling, is met by the blast of air, and enough is evaporated to cool the rest. The vacuum-gauge on the condenser showed 26 inches; so the condenser was undoubtedly getting sufficient cool water.
